son why governmental offi-
cials are keeping quiet about
what would happen if the pro-
posed Constitutional
Amendment concerning the
homestead expemption pass-
es.
Unbeknownst to voters,
the savings they are looking to

When Martin Luther
King, Jr. gave his landmark
speech at the Lincoln
Memorial on Aug. 28, 1963,
he shared his dream with the
nation, stating:
"When the architects of
our republic wrote the magnif-
icent words of the
Constitution and the
Declaration of Independence,
they were signiii a'promis-
sory note to which every
American was to fall heir. This
note was a promise that all
men, yes, black men as well as
white men, would be guaran-
teed the 'unalienable Rights'
of 'Life, Liberty and the pur-
suit of Happiness.'"
For Marva Willingham of
Milton, that pursuit has led her
to 6800 Branding Iron Lane
and a new home built by
Habitat for Humanity. The
home, built in memory of Dr.
King, is set to be dedicated on
the nationally recognized holi-
day named in his honor.
This weekend Milton will
be remembering King and his
dream with a series of events
leading up to Monday's dedi-
cation. This year's events will
include a prayer breakfast,
commemorative service,
parade, and block party.

commissioners look at setting
the 2008 millage rate.
The concern is over what
is known as the roll back rate,
which is established during
the certification process of the
tax roll according to Bob
McKee, the Deputy Executive
Director with the Florida


Fellowship Churches, as well
as a coordinator for the annual
Martin Luther King, Jr. parade
in Milton.
Rhodes says the signifi-
cance of a holiday celebrating
King's life is that it "reminds
people there is still work to be
done." She adds, "hopefully
the community will get behind
us and see the dream ful-
filled."
For Willingham, a single
mo*tf l o f four boys (three of
which live with her) that
dream included giving her
children a better life, and the
opportunity to own her own
home- a dream she wasn't
sure would ever come to pass.
As the recipient of this
year's MLK House,
Willingham, who previously
lived in what she describes as
a small apartment in a bad part
of town, says her new home
means peace of mind.
There is a symbolic signif-
icance in dedicating the home
on the day commemorating
King's life says Carolyn
McCray, Chair of the
Selection Committee for Santa
Rosa County with Habitat for
Humanity.
"He taught we should
build up our own community,
making it better for every-
one," says McCray who cites
the Habitat for Humanity
moto-"building our commu-
nity one family at a time."

A simple majority vote
following a public hearing
would allow the county com-
missioners to set the millage
rate at the roll back rate, thus
keeping the revenue stream at
the same level it was prior to
the constitutional amend-
ment's appearance on the bal-
lot.
"It is up to the commis-


sioners what they set the
rate at," said McKee.
"There is a maximum levy
that has been established by
House Bill 1B this past June
by the legislature.
"The thing is they will
set the millage at the rate
they feel is necessary to
meet their budget needs."
In a presentation made
before the Board of County


Commissioners on Jan. 7th,
Property Appraiser Greg
Brown explained the legisla-
tion, which could offer home-
owners a second $25,000
homestead exemption on
property assessed at over
$50,000.
If the amendment passes
Brown estimates a $1.1 billion
loss in the taxable value of all
properties in the county, which

The home has given the
Willinghams an improved
quality of life, especially four-
year old Cory, who also hap-
pens to be autistic.
"It helps because as an
autistic child he needs stabili-
ty and security," his mother
says. "In our apartment we
were so cramped it didn't
allow him the space to walk
and exercise."
In their previous living
arrangement Cory shared a
bed with his mother. Now, she
says she is excited by the
thought of decorating Cory's
own room and filling it with

After years of discussion
and debate, next Tuesday's
Santa Rosa County commis-
sion meeting may provide
answers to where the county's
new judicial facility will be
located or at least provide a
ranking of proposed locations.
The new facility will
replace functions in the cur-
rent 80-year-ol4deourthouse4n
downtown Milton.
During a three-hour public
workshop earlier this week,
five proposals were presented
to commissioners that either
offered donation or sale of at
least 15 acres of property from
sites that included the follow-
ing: East Milton; the northern
section of Avaloni Boulevard
and Mulat Road; the western
edge of Milton adjacent to
Pensacola Junior College; and
the Pace area across from the
Target shopping center.
"Fifty years from now,
most likely, few will remem-
ber our role in this process,"
Commissioner John Broxson
said about the location deci-
sion. "Chances are that the
names of the current commis-
sion will not appear on the
cornerstone of the new struc-
ture. Nevertheless it is [the
commission's] role to make a

Many mourn loss of


Santa Rosa educator

One of Santa Rosa
County's most widely known
and respected educators, John
Earl Temple, Jr., passed away
on Saturday, January 12, 2008,
comfortably surrounded by
family members in his own
home. He was 80 years old.

John (I feel privileged to
have been on a first-name
basis with him over the years)
was an individual whose
integrity and commitment to
the education process was
unsurpassed. Born and
brought up in McLellan, and
thus of Native Son status, he
showed extraordinary talent
in a number of areas and went
on to David Lipscomb College
in Nashville, TN for his basic
education.
Following his college
years at Lipscomb, John
served four years in the U.S.
Air Force, most of which was
spent in England. After his
stint in the military, he
returned to George Peabody
College, also in Nashville,
where he completed his
Master's Degree.
He married the former
Roberta Bell on March 12,
1955, and the following year
took his first job as a teacher
and coach at Allento! wn High
School for the 1956-57 school

principal at the Harold School,
and after that continued his
career for almost a decade as
principal at Chumuckla High
School.
When John finished his
stint as principal at
Chumuckla High, he was
appointed director of the Santa
Rosa County School System's
Vocational and Adult
Education, a position he ful-
filled until his retirement in

Girl Scout Cookies, the
immensely popular treats sold
each year for a limited time,
are now on sale throughout
parts of Northwest Florida,
including Santa Rosa County.
Though the cookies will
not be available until February
29, orders may be placed now
through any one of 400 local
Girl Scout troops across
Escambia, Santa Rosa,
Okaloosa, and Walton County.
While the cookies may
satisfy the public's sweet
tooth, this annual fundraiser
plays a much bigger role in the
lives of the girls and their
troops.
"This is the girl's very first
encounter with business," says
Cindy Nelson, Executive
Director of Girl Scouts of
Northwest Florida. "It teaches
them about organization, plan-
ning, and profit lines. It teach-

years, give them a short

My name is Pat. I just
got finished reading the arti-
cle about the courthouse in
today's paper. I do realize
the county has to look at all
the options but really, one
would have to be an absolute
idiot to not realize that the
East Milton sites are the way
to go.
Number one, zero cost to
acquire the property.
Number two, you have easy
access from the southern end
of the county. Really, Milton
and Pace are not the only
towns in this county, there
are many others. Number
three, you've got less traffic
congestion. Avalon is getting
just as bad as Highway 90.
Hwy. 90 is really bad, espe-
cially in the Pace/Pea Ridge
shopping area. I hate shop-
ping over in that area
because I hate the traffic.
Number four, it's close to
the jail, and you don't have
to transport prisoners. It's
just more convenient and it's
in a less populated area.
Plus, you don't have to come
across that East Milton
Bridge where traffic is really
bad. Thank you.

urging voters to reject
Amendment 1, you used
misleading information.
You stated the "amendment
would cut county budgets by
7.6 million which is 1/3 to
1/4 of the county budget."
That is patently wrong. The
county budget is not $25-to
$30-million as you inferred.
The actual county budget is
$120 million a year, and they
can afford to give tax payers
a little bit of relief. Thank

Federal Government


The GFWC Milton
Woman's Club, Inc. will
begin the 2008 year with two
new grants awarded to them
by the Great Gulfcoast Arts
Festival. This is the second
year the group has been cho-
sen for grants.
In 2006, the club was
given a $2000 grant for a writ-
ing project in Santa Rosa
County schools and a $1500
grant (half of the original
grant amount) for the 2006-
2007 year of the Women In
The Arts project.
This year the organization
received the other $1500 for
the 2007-2008 Women'In The
Arts andwgrant in the amount
of $3370 for their newest
project, the Pensacola Youth
Steel Orchestra. The grant
will provide new instruments
for the group as well as an
artist-in-residence music pro-
gram, music workshops and
two performances for Santa
Rosa County District
Schools' students. David
Riggs, band director at Avalon
Middle School and Gray
Weaver, band director at
Milton High School, will
work with the Milton
Woman's Club in presenting
these workshops for students.
The grant will also provide
additional revenue for travel
expenses to additional per-
formances.
The Club's Women In The
Arts series for 2006-2007 hon-
ored and highlighted women
in all areas of the arts. Twenty-
three women were highlighted
during individual series events


and another ten during the 1st
Annual Women In The Arts
Awards last June at the Santa
Rosa County Auditorium. In
addition, four businesses
and/or organizations were rec-
ognized during the ceremony
for their support of women
and the arts. The 2nd Annual
Awards Ceremony will be
held in 2008.
The Pensacola Youth
Steel Orchestra is under the
direction of Harold Foster and
is an outreach program of
First United Methodist
Church in Pensacola. The
group was started in 1996 to
give youth something positive
to do after school and to keep
them off the street. It is open
to kids from all schools and
churches. Foster is captivating
young minds and instilling the
values of hard work, disci-
pline, education and respect
for other. Foster's passion for
music and his dedication to
helping young people become
successful citizens are the
driving forces behind the cre-
ation of the orchestra.
The GFWC Milton
Woman's Club, Inc. would
like to thank the Great
Gulfcoast Arts Festival grant
committee for honoring them
with these grants and allow-
ing them to reach out and give
to the community through
their projects.

Pilot Club continues projects


The Milton Pilot Club
sponsors the Anchor Club of
Pace High School. Anchor
Club is the youth group of
Pilot International. The club
was organized in 2000 with
a membership of 117. This
year the membership is 325.
In November for TR
Jackson Turkey Trot Day,
the Pilot and Anchor club
members had the
"BrainMinder" puppets, a
safety educational program
for the children. Each stu-
dent received a
coloring/activity book iea-
turing animal puppets.
In December, 225 stock-
ings were stuffed with good-
ies and fruit and delivered
by the Pilots and Anchors to
senior citizens.
Pilots also delivered 18
replacement flags for those
that are flown along
Caroline Street to the City
of Milton. Pilots also deco-
rated a Christmas tree at the


Milton Child Care Center
and 55 wrapped Teddy bears
were left under the tree.
This was the 23rd year
that the Pilot Club Nativity
scene had been placed on
the Courthouse yard. In
1998 Pilot Club had a prob-


lem with storage and getting
it set up. Brother Fred
Rogers and Milton First
Assembly offered to help
with the storage and setting
it up. We are thankful that
we have been able to contin-
ue this tradition.


Jewelry workshop offered


Jewelry artist Connie
Nabholz will present a two-
hour workshop at the January
26 meeting of the Santa Rosa
Art Association, Inc.
Her hands-on lesson, enti-
tled "Border Wrap Pendant,"
will teach how to bezel a
cabochon with sterling silver
wire and make a unique pen-
dant. Tuition for SRAA non-
members is $10, plus a $10 kit
fee.
Nabholtz has had a life-
long appreciation and involve-
ment in the arts. She began
developing her talents at


Pensacola Junior College in
1972. By 1998, she realized
her true passion was unique
beadwork and gems.
The workshop is from 9-
11 am on Saturday, Jan. 26, in
Building 4900 at the
Pensacola Junior College
campus in Milton. Each par-
ticipant is asked to bring any
wire-working tools she/he
already owns, a pin vise, and a
6-inch ruler.
No reservations are neces-
sary for the workshop. More

The workshop follows the
8 am monthly meeting of the
art association. The biggest
item of business at that meet-
ing will be preparing for the
annual fine art show, ArtFest,
which is scheduled for Feb. 9-
10 at the Santa Rosa County
Auditorium.

A look at the

futures market

Oil sdes shapl despite dwin-
ding inventories
The Department of Energy
reported that oil inventories hadfal-
en for an eighdM consecutive weekin
Wednesday's Petroleum Status
Report. Usually, falling inventories
lead to higherprices and this had been
the case throughout much of the last
year. However, that has not been the
case lately. Despite this week's inven-
tory decline or more than 6 million
banrrels, prices actually closed lower
on the day. A follow-through of this
weakness carried over into Thursday
with prices down more than $2 per
barrel by midday. There could be sev-
eral reasons for the paradox of falling
inventories coupled with falling
prices, but the simplest explanation
seems like the best. The simplest
explanation is that refiners seem to be
using more of their crude oil invento-
ries to make more refined products.
This is obviously what they are doing
all of the time, but lately, many refin-
ers seem to be working overtime to
produce more diesel, heating oil, and
gasoline. This is evidenced by
increases in gasoline inventories in
each of the last eight weeks and a
steady up-tick in capacity utilization to
913%, its highest level since August

Santa Rosa farmers will find a lot of interest in this week's
ratio indicates thatrefiners are running theirmachines atornearthe max-
imum output. The fact that crude oil inventories have been falling has
been tempered by the rise in gasoline inventories. If inventories were
falling in all products due to a supply disruption or slowdown, prices
would most likely respond much more positively to the news. On the
weekcrude fell sharply,trading under $94 per barrel after touching $100
in the previous week. In the coming months, crude inventories are
expected to start to build back up as we exit theheating oil season. Ifthis
happens as expected, it could continue to keep a lid on crude oil prices.
In agricultural markets, cotton has become the off-overlooked
crop, constantly living in the shadows of the better-known corn, wheat
and soybeans, all of which have been inn a bull market for the past 6
months. Despite its place outside of the limelight, cotton prices have
steadily risen over the past few months from under 60 cents per pound
in August to more than 69 cents by Wednesday. The strength is at least
attributable to the strength in the better-known grain crops. Because
corn, wheat and soybeans are trading at or near multi-year highs, most
analysts believe that additional cotton-growing acres will be converted
to eithercomor soybeans in 2008. This reduction comes on the heels of
a large reduction in acres during the 2007 growing season and will most
likely cut US. Cotton production and ending stocks further. Traders
believe that falling inventories should be beneficial for prices. Despite
the reasons for continued upward momentum, the recent slrendi in
cotton seemed to come to an end this week as the March cotton con-
tract fell sharply on both Wednesday and Thursday.After reaching near-
ly 70 cents per pound in early trading on Wednesday, the contract was
trading near 6750 cents by midday Thursday, a fall of more than 3%.
The weakness seemed to be mostly technical in nattue as some traders
booked profits ahead of Friday's multiple crop reports oram USDA.
Whatever the reason, the sharp declines were the first indication of
weakness in more than a month. Traders will undoubtedly be looking
to see whether or not prices can recover after this recent setback and will
also be watching all of the grain price action following Friday's reports
from USDA.

city limits of Milton and Gulf
Breeze, or the town of Jay,
where the mileage rates are
higher, could save even more.
For example, a resident in Jay
could save $203.51, that is in
addition to the $331.64 sav-
ings already guaranteed to all
by the first homestead exemp-
tion.
With the final decision
in the hands of the voters
many local leaders see the
issue as a competition
between personal savings
and public services.
Though the commissioners
were reluctant to cite
specifics, many foresee cut-
ting services as a logical
result of the amendment.
"We would prefer not
to get deeply involved in the
pros and cons from the


standpoint of not wanting to
influence the citizenship on
what to do," said Chairman
John Broxson at the end of
Brown's presentation.
"Many will want that
$153 and will vote for the
amendment. Others will
weigh it both ways and ask,
'what are you going to
cut?'"
County Administrator,
Hunter Walker said some
possible responses to the
amendment would be to
continue the hiring freeze
currently in force, schedule
a pre-budget workshop to
discuss possible areas to cut
by early March, and sort
through the county's list of
"nice to have's and have to
have's." Walker did not
comment on specific pro-
grams or positions that may
be targeted.
I think it's way too early
for us to start figuring out


where we're going to cut,
but I have a feeling we're
going to have to cut," said
Commissioner Tom Stewart.
"I can't see the average res-
ident not be[ing] in favor of
an extra exemption. Any
tax cut would be favorable
to the resident.," he said.
Asked what he would
have citizens remember
when casting their vote,
Stewart stated, "every dollar
we collect in this county
goes to provide services,
services equal quality of
life.
Under the first home-
stead exemption available
homeowners are exempt
from all ad valorum taxes
except fire. The second
exemption in the proposed
amendment would exempt
taxpayers from county, city
and NWFL Water
Management taxes, but does
not apply to school taxes.

neighborhood she was afraid to
take Cory for walks. Now, she
sits in her new living room and
relates the pride she feels watch-
ing her son squeal with delight as
he runs in his own backyard.
According to their official
website, "Habitat for Humanity
is not a "give a way program,"
but a "non-profit, ecumenical,
Christian ministry whose pur-
pose is to build homes and
improve communities in partner-
ship with low and very low
income families in Escambia
and Santa Rosa
Counties...which then "sells the
homes at cost with a no-interest
mortgage to deserving families.
The program requires home
recipients to work on their own
dwelling, and others like them,
to earn 300 "sweat equity
hours". As of Friday,
Willingham reports she has only
ten left, which she plans to have
completed by next week.
In a thank you letter to
Habitat for Humanity,
Willingham's 14 year old son,
Tykiren wrote, "if I had to make
a wish, it would be that all chil-
dren could grow up with good
friends and family, have a good
mom like mine, and have a nice
house in a nice neighborhood."
That's a dream Dr. King
would be proud of.

that he performed most vividly
as a champion of adult educa-
tion, promoting the process of
making such an opportunity as
widely available as possible to
the masses.
And although John's name
was never indelibly or highly
profiled in connection with the
founding ideas and establish-
ment of Locklin Vo-Tech, he was
instrumental as a "mover and
shaker" in its evolution to reality.
John's spirituality was firmly
embedded in his faith. He was a
member of Margaret Street
Church of Christ in Milton,
where he served as a deacon and
later an elder for mo! re than 24
years. His wife Roberta charac-
terized that faith: "We are grate-
ful he was given an opportunity
to serve God for so many years,"
she said. "John loved his
Heavenly Father, and we are
grateful for the life, death, and
resurrection of Jesus Christ
through Whom is his hope for
eternal life."
"John was a good person
that I remember knowing all my
life," said Curtis Peaden, the bar-
ber who took care of John's per-
sonal grooming for so many
years. "There just wasn't any-
thing negative that anyone could
say about him. He was so full of
life and energy, and he always
had an upbeat attitude and a
good word for everybody. He
was somebody I always looked
up to, and I'll always miss him."
"It was painful to learn of his
death," said Charles Richardson,
a former student of his at the
Harold School. "He was a very
caring person, and he always


seemed to look out for our best
interests. It's been a long time
ago, but the memory of his tak-
ing us to the skating rink at
Allen's Dam! and pr oviding us
with wholesome recreation that
we probably wouldn't have oth-
erwise gotten will never fade
completely. I remember his
patience and his attention, and
specifically how he and his wife
skated so beautifully. Those are
cherished memories."
And although Roberta does-
n't remember the specific event,
she does remember that both he
and she were "tolerable" skaters
when they were younger.
"John was fine Christian
man," remembers F M. "Bubba"


Fisher. "He was the epitome of
an educator who came from a
fine family. I guess I knew him
for at least 70 years. And, yes, he
was instrumental in the estab-
lishment of the Locklin Vo-Tech
school which is one of the finest
institutions that Santa Rosa has
every had. He was a committed
individual who put everything he
had into whatever he worked on.
We'll all miss him very much."
John is survived by his wife
of some 53 years, Roberta, a
daughter, and two sons, along
with numerous grandchildren
and great grandchildren.
He was laid to rest on
Tuesday, January 14, 2008, in
Serenity Gardens in Milton.


Mayor visits Pensacola
Rudy Giuliani brought his campaign for President to Pensacola
Wednesday night with a rally at the Fish House. The former
mayor of New York City talked about taxes, immigration,
health care, and the "big dreams" that all Americans have. He
paused a moment after his remarks to shake hands and sign
autographs for those in attendance. Giuliani will continue his
campaign in Florida leading up to the state's primary on
January 29.

Broxson, as well as the
other commissioners, agreed
downtown Milton would not be
the location of the new facility
because of the lack of land and
traffic congestion through the
two-lane U.S. 90 downtown


corridor.
"There is one criteria and
one alone," Broxson said.
"That is what is the best loca-
tion for all Santa Rosans now
and in the future."
Jennifer Byrom, a Milton
attorney, presented a proposal
on behalf of her father, Cotton
Byrom, to donate 15 acres in
East Milton for the facility. The
site would be the cheapest to
develop somewhere near
$600,000 but several com-
missioners spoke against the
East Milton location because of
traffic congestion through
downtown Milton and its dis-
tance from centrally populated
areas. Commissioner Bob Cole
presented Sheriff's Office sta-
tistics and projected expenses
throughout the next 20 years,
and provided an estimate on
how much the location could
save the county in fuel and staff
costs.
Although the most expen-
sive of the proposed sites at a
total cost of $6.4 million
including improvements the
Santa Rosa Towne Center prop-
erty located near the Pensacola
Junior College campus would
provide a connection to the
north if a bridge was construct-
ed over Pond Creek to connect
with Hamilton Bridge Road.
The proposed site for sale
is 17.3 acres but has a potential
of 50 total acres for develop-
ment that would allow for a
courthouse complex, a profes-
sional office center, a medical
services complex, additional
facilities, as well as land to
accommodate 75 to 100 years
of judicial function growth.
The site also would provide


possible connection to the PJC
Milton campus the fastest
growing of the college's three
campuses.
The college's president,
Tom Delaino, spoke on behalf
of the Towne Center proposal
saying that with anticipated
growth of the campus, the
north-south connection would
provide another access point
for the campus.
Commissioners also dis-
cussed connection factors for
the northern part of the county
through this site. The gap cur-
rently between northern con-
nections are distanced between
Glover Lane in Milton and East
Spencer Field Road in Pace.
The Mpirical property
offered to the county across
from the Target shopping center
in Pace would be donated if the
county constructed a road con-
necting Sterling and Wadkins
roads through Sterling Fibers
and Air Products property. The
cost of the road's construction
would be near $1.7 million with
an additional $3.8 million of
improvements to the site. The
Avalon Boulevard property
offered for sale by Mitchell Co.
was also discussed as a poten-
tial site because of its central-
ized location. The Mitchell Co.
site would cost nearly $2.5 mil-
lion for purchase and improve-
ments.
The last of the proposals,
the county's Industrial Park
site in East Milton, would be
removing potential industrial
property from the market, and
would need $1.4 million in
improvements prior to con-
struction.
Mary Johnson, the coun-


ty's Clerk of Court, said she
hasn't made up her mind on
what location would be the
greatest, but she doesn't think
East Milton would be the best
location.
"I have to say I'm not real-
ly thrilled about the site near
the jail," she said. "So much
other function happens in a
courthouse or a judicial center
that is not criminal related."
Johnson emphasized dur-
ing the workshop the need for
centralization of court facili-
ties and staff.
"I know what the clerk
office needs," she said. "My
goal is to try to get my offices
centralized."

clerk's office moved into the
current facility after the court-
house was renovated in 1961
that it was supposed to last for-
ever. Now, nearly 50 years
later the facility is inadequate
and overcrowded and has
been for years.
"We've got to have some
space somewhere. I just want
to see it central where my peo-
ple are together," Johnson:
said. "As far as the best site.. .1'
don't know that at this point."

A taxing game .

Florida residents may be playing a game of Russian Roulette
when it comes to the proposed Florida Constitutional
Amendment to double the homestead exemption.
On the surface, this proposed amendment sounds as good as
the infamous high speed rail and the classroom size amendments
put on the ballot several years ago.
The problem with these two amendments, just like the
homestead exemption idea? They sound good on the surface, but
the devil is in the details.
What lurks below the surface of doubling the homestead
exemption is something we all should be leery of and is, ulti-
mately, a reason to vote a resounding "no."
While passage of this amendment will see homestead
exemptions go from $25,000 to $50,000, residents are not being
told tax rates will be adjusted to insure governments still get the
same amount of money. So, it's really a fancy shell game played
with Florida voters.
If this issue passes, the first thing that will happen is proper-
ty appraisers across the state will establish a new tax rate
designed to make sure each county still gets the same amount of
tax money?
While Tallahassee legislators have passed House Bill 1B to
limit on county's revenue, they still have the ability to regain any
lost revenue in one fell swoop during the budgetary process later
this year.
Commissioners will look at the affect of the higher exemp-
tions, the tax rate necessary to regain those lost dollars and hold
a public hearing prior to adjusted the millage rate as necessary.
If the current tax situation generates "x number of dollars"
and people are given an additional $25,000 exemption, it does-
n't take much calculating to realize the county will receive less
money.
County commissions will then need to hold a public hearing
and vote to adjust the tax rate.
Once the' tax rate is higher, residents can look forward to
paying this higher rate on thb ever-increasing value of their
home. (Remember, most every home increases in value each
year and property taxes are paid based on value, not original pur-
chase price.)
This is a particularly dangerous amendment. If residents
don't begin educating themselves quickly, the issue is almost
certain to pass because who wouldn't want to vote to give them-
selves another $25,000 exemption? Yet the end result of the
Tallahassee shell game is likely to be higher, not lower, taxes.
Looking at what our state senators and representatives have
done shows their arrogance toward the voting public. Perhaps
the real culprit in all of this is Florida's Constitutional
Amendment process which easily allows things to be placed
before the public without guaranteeing the public understands
for what it is voting.
The high speed rail amendment of several years ago passed
easily. Who didn't want a rapid rail link between Pensacola,
Tallahassee, Jacksonville, Orlando, Tampa and Miami?
The amendment conveniently left out how much such a sys-
tem would cost. When the issue passed and. Florida was set to
begin taxing to fund the white elephant, that's when voters got
angry...they realized they had been duped.
If we pass this proposed homestead exemption amendment,
we may be setting ourselves up for an even bigger surprise than
the one from the rapid rail boondoggle.
Actions like these make you wonder what in the heck peo-
ple were voting for when they chose their Governor, senators
and representatives.
We urge you to vote no and send these "so-called" public
servants back to the drawing board until they can actually with a
money-saving plan that really saves money. This big dollar-grab
just isn't going to cut it.

What Dad wanted to hear

Dear Editor,

Years ago, when my father
was listening to a newscast or
political speech, he would
sometimes turn off the radio or
television and say, "They're
not telling me what I want to
hear!"
Well, Dad passed away
some time ago, but if he was
able to listen to this current
crop of Presidential wannabes
he would really be in his glory.
With the help of the instan-
taneous polls that prepare
politicians for each new crowd,
most of the Presidential candi-
dates are telling everybody
what they want to hear.
Their campaign promises as


well as their antics would be
amusing if they weren't running
for office. Yet being able to say
the "right" things to each group
is very hard for them to resist
since it is not illegal for a can-
didate to ignore campaign
promises or our prisons would
be filled with politicians.
But their votes, thank good-
ness, never lie and with a litttle
effort voters can check each
Senator's and Representative's
voting records information
which could be a real eye open-
er!
It isn't possible to please
everyone and if we put all of
their posturing aside, their true
position on issues can be seen
by their voting records.
As voters, we need to do
our job by researching each
candidate and after the election,
we must demand that they do


their job by respecting our
Constitution, not ignoring it.
I've been watching John
McCain, Mitt Romney, and Ron
Paul.
McCain and Romney both
promised to bring the automo-
tive jobs back to Michigan.
Romney said that he wouldn't
stop until he accomplished it.
Really.
Not to be outdone, on the
Democratic Side, (John)
Edwards never made state-by-
state promises to please his
audiences and he doesn't
appear to be "owned" by any
group.
He garnered more votes
than his rival candidates
expected in Iowa and New
Hampshire and his appearance
in the South Carolina debate
cased many stunned people to
begin listening to him for the


first time.
The major news networks
seem stunned that someone
would run for the Presidency
without major backing and
some of their condescending
questions to Paul reflected that
attitude.
The Florida Primary is com-
ing up soon.
Are you aware that the
Democrats will seat no dele-
gates from Florida in their '
upcomng convention (but if
seated, will not be permitted to
vote) and the Republicans will
only accept one half of the
Florida delegation (it's actually
called punishment) at the
Republican convention?
Maybe it is about time that
we started listening to all of the '
candidates and not just the ones-'
who tell us what we want to
hear.

HRHN receives grant for Breast Cancer Awareness


Heartland Rural Health
Network, Inc. (HRHN) in
partnership with the
Northwest Fla. Rural Health
Network, recently received a
$8,914 grant from the Florida
Breast Cancer Coalition
Research Foundation to
implement their Rural Breast
Health Empowerment
Program in rural Escambia
and Santa Rosa Counties,
located in northern Florida.
HRHN will be working close-
ly with its sister network
NFRHN by implementing an


educational program designed
to increase women's knowl-
edge, influence attitudes, and
facilitate access to screening
services-all through the pro-
vision of education that
engages women to become
proactive advocates in their
own breast health.
This will be done through
a curriculum developed by the
National Center for
Farmworker Health through
Centers for Disease Control
funding. The overreaching
goal of the curriculum is to


increase breast and cervical
cancer screenings by address-
ing personal and environmen-
tal factors influencing mam-
mography, clinical breast
examinations, breast self-
examinations, and Pap testing.
This model has been studied
by the University of Texas
school of Public Health and
results show this model to be
extremely effective in encour-
aging and teaching women
how to be more proactive.
This program relies on trained
ethnically diverse community


members who work almost
exclusively in community set-
tings.
The primary aim of these
lay educators is to help indi-
viduals and their families
understand health behaviors,
recognize health options,
think independently, and
make decisions that will
improve their health. They
serve as connectors between
health care consumers and
providers to promote health
among groups that have tradi-
tionally lacked access to ade-


quate health care.
It is anticipated that
through this grant more
women will seek regular
mammograms, have aware-
ness of local facilities that
provide mammograms, and
have a better understanding of
the benefits of being an advo-
cate in their own breast
health. In addition to the cur-
riculum, the HBH website.

resource including resources
for Highlands, Hardee, and


DeSoto county women and a
locally designed breast health
brochure entitled, Important
Life Saving Information for
Yourself or the Women in
Your Life," featuring breast

American Legion looks at Girls State


The American Legion
Edeker-Dubose Post 121, Jay,
and its- Auxiliary Unit 121,
met Monday, Jan. 14th at the
Legion Post, at 7 p.m.
The Auxiliary meeting
entailed much discussion con-
cerning community service.
Lap robes and kit bags
will be made by Auxiliary
Unit 121 (ladies) with a dead-
line of March 2008. These
comfort articles are being
made for veterans that are
hospitalized,
Soon, the Auxiliary will
be visiting Jay High School to


speak with Junior girls that
are interested in attending
Girls State in Tallahassee this
summer. Those interested
will write an essay titled
"America, Home of the
Brave, Land That I Love."
The essay has to be 500
words or less. Other rules
apply and will be related to
the girls. The lucky girl that is
picked to attend Girls State
will visit the capitol in ses-
sion; meet the Governor and
other state officials. They will
learn how the government
works, have an opportunity to


run for office (mock); stay in
the Fla. State University
Dorm; get acquainted with
girls from other areas of
Florida. The chosen girl must
be committed to attend
because the Auxiliary will
prepay for the registration
and expenses. She will also
receive a $500 scholarship
her senior year, if she attends
Girl State.
There are 17 districts of the
American Legion Auxiliary.
We are District 1. The
American Legion Auxiliary
Department President, Linda


Teasley, will be visiting our
District this weekend. A dinner
will be held in her honor at
Mesquite Charlie's in
Pensacola, today at noon.

Auxiliary will be Brenda

The soccer season is slow-
ing coming to a close as the
boys have finished their regu-
lar season and the girls' dis-
trict tournaments are over for
our two area teams.
Thursday night Pace fell
to Choctaw 3-0 at the Santa
Rosa Soccer Complex.
On Monday the Lady
Patriots fared much better
with a 3-0 win over
Crestview.
For Milton it was a very
competitive game, but they
fell to Washington 4-2 at'
Brosnaham Park.
Milton got goals from
Emma Ayala and Tiffany
Boivert while Megan
Francisco finished the night
with eight saves.
Now the attention will all
fall squarely on the boys' tour-
naments starting next week.
In District 1-5A Pace will
open their tournament at the
Twin Oaks Sports Complex in
Niceville.
Pace, who enters the tour-
nament the number five seed,
will face off against the Tate
Aggies, who enter the tourna-
ment as the fourth seed, at
5:30 p.m.
Milton, who is the number
six seed in the District 1-4A
Tournament being played at
Gulf Breeze High School, will
play Monday at 7:30 p.m.
against West Florida Tech.

hopefully we will be prepared
to match or exceed their inten-

If Pace wins Monday night
they will play the winner of the
Pine Forest/Niceville match on
Wednesday at 5:30 p.m.
Milton on the other hand is
entering their district tourna-
ment following a 2-1 win over
Pine Forest and Panthers Head
Coach Ryan Davenport is very
confident about his chances.
"We are playing West
Florida High in the first round
and I feel confident we can
beat them," said Davenport.
"The first meeting between us
ended in a 4-3 loss, but the
guys have improved a lot
since that first meeting and
hopefully we can put it all
together to advance to the sec-
ond round."
Despite the leadership pro-
vided by their nine seniors,
Milton is hoping one particular
sophomore continues his
recent performances.
"Mason McAnally has
been performing very well,"
said Davenport of his sopho-
more net minder. "He has
turned in some of his best per-
formances in our last two
games."
If Milton defeats West
Florida Tech they will face
Navarre High on Wednesday
at 5:30 p.m.


Milton girls get 10th win

Milton's girls basketball
team earned their 10th win this
season with a win over
Escambia County Tuesday
night.
The Lady Panthers (10-6)
came out at home and put the
Lady Gators behind 17-3 by the
end of the first quarter.
Escambia would fight back
and trim Milton lead to 12, 29-
17 by intermission.
But Milton would not let
them get any closer as TeAngela
Williams led the way 11 points.
Alina Falo just missed dou-
ble digits with nine on the
evening.
In late games on Thursday
Greg Nelson hit a running
jumper to help Jay defeat
Northview 57-56.
Heading into the final quar-
ter the Royals held a slim 40-39


advantage to set up a very dra-
matic finish to what was a back
and forth affair.
Nelson finished the night
with 25 points, while Dale
Barlow also reached double fig-
ures with 12.
Central returned to the win
column with a 73-55 result on
the road at East Hill.
Logan Campbell finished
with 27 points, while Hunter
Bondurant added 16.
In girls' action from
Thursday, Pace defeated Tate
41-39 as the Lady Patriots
improved to 4-10 in District 1-
5A and 4-13 overall.
Pace won it down the
stretch in what was a back and
forth affair with both team being
tied at 31-31 starting the fourth
quarter.
Samantha Lewis led Pace
with 13 points, while Katy
Collins and Ashley Fabery


added 10 each.
Collins finished the night
with a double double as she
grabbed 10 rebounds and
blocked six shots.
Central defeated East Hill
37-22.
The Lady Jags put the game
away with a 17-5 run in the
fourth quarter.
Daysha Enfigner and Brook
Daughtery both finished the
game with nine points as
Central improved to 14-5 on the
season.
Jay's comeback bid at
Northview came up short as
they loss 49-44 Thursday.
Northview came out in the
third quarter and took a six-point
lead over Jay after both teams
were tied at 16-16 at the break.
