New Year Baby a Girl

N First baby of 2008 born Wednesday at SRMC

Mother Kristina Kemisiewicz cradles her daughter, Arianna
Nicole, the first baby born in Santa Rosa County in the new year.
Arianna arrived at 8:04 a.m. January 2, weighing 6 pounds, 3
ounces, and measured 19 inches long.

Santa Rosa County
Medical Center welcomed its
first baby of the New Year this
week. Arianna Nicole
Remisiewicz arrived at 8:04
a.m. on January 2, weighing 6
pounds, 3 ounces and measur-
ing 19 inches long.
The parents are Kristina
Remisiewicz and Mandrell
Shoots of Milton.

Having already given
birth to two sons,
Remisiewicz thought she
knew what to expect when she
arrived at the hospital
Wednesday morning. But she
admits she was not prepared
for the procession of hospital
staff and reporters that filled
her small hospital room to get
a peek at the county's 2008
"Baby New Year."
Arianna was dressed for

the occasion with a pink dress
on and matching headband,
weathering the camera flashes
with the good nature of a sea-
soned politician.
When asked what she
looked forward to most about
having a girl, Remisiewicz
replied, "dressing her up and
doing her hair."
"We've got two rotten
boys already," said Arianna's
grandmother with a smile, "so,

it's nice to have a girl."
SHospital auxiliary provid-
ed the parents with a large gift
basket filled with stuffed ani-
mals, formula, diapers, etc.,
all courtesy of several local
businesses and totaling $3,150
in donations.
Remisiewicz says she
experienced no complications
during what proved to be a
smooth pregnancy, even

7 Proposed subdivision could get

flushed in stink over septic tanks

By JOSHUA WILKS
jwilks@srpressgazette.comn
There is a five-letter word
in Santa Rosa County that has
government officials and
property developers at odds.
That word: S-E-W-E-R.
Advocacy for the avail-
ability and increase of sewer
lines to reduce septic tank use
has become a hot topic in
Santa Rosa County, and the
debate has spiraled recently
with the proposed develop-
ment of a 44.7-acre tract along
the northern area of Pond
Creek off Hamilton Bridge
Road.
The developer of that site,
Mitchell Homes, assured the
county last year that sewer
service would be provided to
the 53 proposed home sites
Within the development, but
the homebuilder has since
rescinded its deal by insisting

the use of septic tanks.
The problem with allow-
ing septic tanks along the
creek, Santa Rosa County offi-
cials contend, is that faulty
septic units have long been
growing concerns because of
the negative impacts failed
systems pose to waterways.
In December, Santa Rosa
commissioners discussed
reverting the zoning of the
property aloiig Pond Creek
because of Mitchell Homes'
refusal to comply with the
original development order.
More than a year ago, the
property was rezoned from
agriculture to residential when
a development order was
applied for, which allowed
nearly double the number of
home sites on the property.
The approval was based on the
stipulation for sewer connec-
tion, Santa Rosa County offi-

cials said.
At that time, Mitchell
Homes assured the county
there would be sewer service
available, but the company
now insists sewer connection
would be too expensive and
septic tanks are their only
option. If the property is
reverted back to agriculture,
the developer will be restrict-
ed to construct one dwelling
unit per acre.
Since the area has wet-
lands and other environmental
factors, only 30 homes would
be constructed on the property
if rezoned to agriculture,
Mitchell officials said.
"We want to continue to
be a good corporate neighbor,
but Pace Water System is not
cooperating," said Paul Saba,
general manager for the
Pensacola division of Mitchell

7 Jet Stream's visit to area

becomes a chilling experience
By RYAN ARVAY
rarvay@srpressgazette.corn
The Sunshine State's bright and cheery
moniker has been dealt a severe blow in the last
few days by a bitterly cold mass of arctic air,
which settled upon portions of the Florida
Panhandle, including Santa Rosa County.
Hard freeze warnings were issued for por-
tions of the county by the National Weather
Service for Wednesday and Thursday nights,
with the temperatures dipping into the teens and
low twenties.
Starting in the middle of the week, a high-
pressure center over the Great Plains region
pushed strong northwesterly winds into Florida,
causing the air to feel even colder due to the
Windchill Factor.

Editor's note: This article
is the first in a three-part
series exploring the alterna-
tive energy source of
biodiesel.

It smells like popcorn.
It's clean and it's green.
It's biodiesel the future
of fuel.
Catching on with a nation-
al trend that seems to be grow-
ing like peanuts, Santa Rosa
County officials are promoting
a "clean and green" way to

decrease dependency and con-
tinued use of petroleum fuel.
Biodiesel fuel is made
from vegetable oil, soybeans
and used cooking oil from
restaurants. Experts say the
renewable fuel is simple to
use, biodegradable, nontoxic,
and essentially free of sulfur
and aromatics. It can power
everything from jets, tractors
and garbage trucks to furnaces
and power generators.
"It's definitely cleaner for
the environment," said Marian
Marinescu, a University of
Florida-Milton forest utiliza-

tion professor and coordinator
of the West Florida Research
and Education Center's bioen-
ergy research and education
initiative. "Because it can be
produced from canola, soy-
bean and used grease means
that it has low carbon emis-
sions."

SPEAK

OUT

Sunday, 12:15 p.m.
Hello, this is Imogene.
I just want to say a big
thank you to everyone who
played a part in placing
candles and lighting them
on the graves at Crane
cemetery on Christmas
Eve. I hope this tradition
will continue in future
years as I have a.daughter
and many relatives and
friends buried there.

Sunday, 2:55 p.m.
Hello, my name is
John. I am a resident of
Santa Rosa County. I agree
with the caller complaining
about gas prices in Santa
Rosa compared to
Escambia. I also purchased
gas in Escambia county for
17 cents less per gallon.
I'll keep buying gas in
Escambia County as long
as the prices are lower.
Does this warrant an inves-
tigation on a monopoly
within local vendors? The
results could be very, inter-
esting.

Sunday, 4:04 p.m.
This is Ron, why are
we electing people in state
government in the House
of Representatives that
don't seem to want to
return, letters or answer
phone calls? Maybe I
should try the Senate.
Maybe they're a little bit
better. Thank you.

Sunday, 6:46 p.m.
Hello this is Tim. I'm
tired of these football
games interfering with my
TV shows. They ought to
put them on later, or at
midnight. It's bad when
you have to stay up to mid-
night to find out what the
weather's going to be so
you can know what to do
the next day. Some people
have to go to work. Bye.

Wednesday, 4:30 p.m.
Maxine. I just wanted
to compliment the Salter
sign that was on North
Stewart Street. It was a
huge sign depicting
Christmas. It was just the
most beautiful picture. It
made me think of when I
was a child and the
Christmas cards I used to
look at. I just felt this pic-
ture needed some praise.
Thank you.

Rosser, James V.
1921-2007
Heaven welcomed home
former long time Milton resi-
dent James V. Rosser. Coach
Rosser entered the presence of
his Lord and Savior Jesus Christ
on Monday, December 31st
when he passed away at
Emmanuel Care Center in
Kennewick, Washington.
Coach Rosser loved his
wife dearly and blessed his sons
and grandchildren by showing
them that truth and character are
when your word and your deed
become one. One of Coach
Rosser's former students and
basketball players said it best.
"As a coach he taught us bas-
ketball fundamentals as well as
fundamentals of life such as
work ethic, perseverance, sacri-
fice, and teamwork. He did not
look for stars, but for players
willing to give 100%." He was
born October 11, 1921 in
Quality, Kentucky to the late
James E. and Ora Harper
Rosser. He graduated from
Lewisburg High School in 1940
and enrolled in Western
Kentucky University in
Bowling Green, where he
played basketball under leg-
endary Coach E.A. Diddle, one
of the first-proponents of the fast
break style.
In June of 1942 after the
onset of World War II, Mr.
Rosser enlisted and served in
the 8th Air Force with the 305th
bomber group stationed in
Chelveston, England. As one of
ten crew members on a B 17
Flying Fortress, he manned the
radio, was a waist gunner, and
was among the first to be
trained in the use of radar later
becoming a radar instructor.
In 1945 Mr. Rosser
returned to Western Kentucky
and received a B.S. in Physical
Education in 1947. He later
received a Masters degree from
George Peabody College of
Vanderbilt University.
Coach Rosser's first coach-
ing job was at Sopchoppy High
School near Tallahassee,
Florida. It was there he met his
wife, Bennie Maude Kennedy, a
fellow teacher and they were
married on November 28, 1947.
He next coached at Chumuckla
High School in Santa Rosa
County, FL and then in 1954 he
moved to Milton, Florida to
become the basketball coach at
Milton High School. During his
years as basketball coach he
won numerous championships
and was named Northwest
Florida Conference Basketball
Coach of the Year four times.
His teams went to the State
Tournament four years in a row
and he received an award for
400 wins in his 18 year coach-
ing history. But he always saw
himself as a teacher first and
coach second. He taught biolo-
gy among other subjects and
also served as Athletic Director
and Assistant Principal before
retiring on December 20, 1986
after 32 years of service at
Milton High School.
Coach Rosger was a faithful
member of First Baptist Church
in Milton where he taught
Sunday School.
Coach Rosser is survived
by his son and daughter-in-
law-Rick and Ellen Rosser of

Kennewick, Washington; son
and daughter-in-law-Greg and
Carolyn Rosser of Peachtree
City, GA; six grandchildren-
Storm (James) Hughes of North
Bonneville, WA, Katherine
(Chad) Pettijohn of Pasco, WA,
Jo Beth and Seth Rosser of
Kennewick, Washington, Jamie
(Scott) Laslo of Birmingham,
Alabama and Virginia Rosser of
Peachtree City, GA; five great
grandsons-Caleb and Micah
Hughes of North Bonneville,
WA and Bryant, Samuel and lan
Pettijohn of Pasco, WA; and sis-
ter-Fanny Washer of
Nashville, TN. He was preced-
ed in death by his wife, Bennie.
A memorial service will be
held for Coach Rosser on
Saturday, January 5th at 10:00
a.m. at Lewis Funeral Home in
Milton. A graveside service will
follow at Banks Cemetery in
Banks, Alabama.
The Family requests that
memorials be made to Pearl

istry founded by Coach

feel more like 15 degrees F to
those out in the elements.

dangers associated with such
severe weather, and remind the
public of the "five P's" -peo-

People: Experts advise
dressing warmly in layers,
including hats and gloves, and
protecting one's self from frost-

ing good nutrition, and getting
adequate rest are also recom-
mended.
Elderly and disabled peo-
ple are quite susceptible to tem-
perature drops and should be
checked on frequently during
these cold spells, especially
those who live alone.
Pets-Santa Rosa County

pet owners to take the neces-
sary steps to protect their ani-

Officials say many people
make the unfortunate assump-

custody for charges, which
include organized fraud, theft,
and exploitation of the elderly.
According to prosecuting
attorney Will Nelson, there are
currently two counts of exploita-
tion of the elderly, but more
could be forthcoming.
"We are currently continu-
ing the investigation into this
matter," said Nelson. "It is
entirely possible there could be
more charges depending on any
further information gathered."
Williams' arrest stems from
a joint investigation between the
State Attorney Bill Eddins office
and the Santa Rosa County
Sheriff's Office following
numerous complaints from citi-
zens.
Friday Williams made his
first appearance in Santa Rosa
Circuit Court where he pled not
guilty and remains in custody
with his bond set at $115,000.
A woman answered the
number found for Williams'
Golf Cars, but would not identi-
fy herself and stated they had no
comment.
Allegedly Williams would
take golf carts in for service and
then either sell the customer's
cart or remove or exchange parts
without the customer's knowl-
edge.
"Some parts were not
returned to the customer as they
were expected," said Nelson.
"Others were returned with dif-
ferent parts were attached,
removed, or even missing."

Nelson and his office are

ple who might have had busi-
ness dealings with Williams.
"We are asking that any per-
son who believes they were a
victim or if they have purchased
a golf cart from Williams' Golf
Cars within the past two years to

The exploitation of the eld-
erly doesn't necessarily mean

"Elderly is a general term
that is used, but there is no age
set to it," said Nelson. "The law
was designed to help protect
those who might have a condi-
tion that needs protecting as
well."

Bad teachers,

bad system

Florida is looking for a way to bust bad teachers.
What took leaders so long to get so brave?
Could it be the 4,000 investigations the State had
to conduct last year and the fact that some teachers
had a history of previous issues.
Amazingly, the state admits there are some
school systems' not performing background checks.
The big question is, what closet have they been
living in?
Kudos to those who want to bring more diversity
to the teaching profession in Santa Rosa County, but
.you shouldn't rush into anything just to diversify.
This is why background checks should be con-
ducted and verified.
It is very easy for a person to give a bad refer-
ence when there is a conflict, but one should look at
the records and files of the teacher.
Today, some parents can get on a vendetta to the
point of ruining a teacher's career.
If you or someone you know has worked in edu-
cation, you've heard the horror stories some teach-
ers endure as they are accused of being biased
against a child or giving the child too much home-
work.
The bottom line: being a teacher is a tough and
thankless job.
Are there bad teachers? Yes.
We've all heard stories of teachers who become
romantically involved with a student, or who have
been arrested on narcotics charges.
These instances are few and far between, but
there are some teachers who, regrettably, have no
business in theiclassroom.
Legislation js, being introduced in hejpcoming
session in Tallahassee, but can we really trust this
group to oversee a profession when they have trou-
ble controlling themselves.
According to Sen. Dan Goetz, head of the
Education Committee in Tallahassee, the proposed
legislation will protect students while also protect-
ing teachers.
The Senator is correct in thinking a few bad
apples can spoil the whole bunch, but what is the
State letting teachers teach?
Week one, students are introduced to the term
FCAT.
The Legislature and State Board of Education's
standards for what a student should know can be
somewhat humorous.
How can we expect Bobby to be smarter than
Susie was last year and progressively improve each
year?
Pretty soon, even Albert Einstein would cause a
school to fail the FCAT because he didn't improve
from one year to the next.
Despite all good efforts to weed out the bad
apples in the education-system, shouldn't the State
first do a little weeding in the garden of its own stu-
pid policies and get back to the basics of teaching
reading, writing, and arithmetic?

A MINORITY VIEWPOINT

Greed, need and money today

Demagoguery about greedy rich
people or greedy corporate executives
being paid 100 or 200 times their
workers' salaries is a key weapon in
the politics of envy. Let's talk about
greed, starting off with Merriam-
Webster's definition: "a selfish and
excessive desire for more of some-
thing (as money) than is needed."
That definition is a bit worrisome
because how does
one know what a
person really
needs? It's some-
thing my econom-
ics students and I
spend a bit of time
on in the first lec-
ture. For example,
does a family real-
WALTER ly need one, two,
WILLIAMS three or four tele-
phones? What
about a dishwasher or a microwave
oven? Are these excessive desires? If
you say these goods are really needi't
then I ask, how in the world did your
great-grandmother and possibly your
grandmother, not to mention most of
today's world population, make it
without telephones, dishwashers and
microwave ovens? "Need" is a nice
emotional term, but analytically, it is
vacuous.
"Selfish" is a bit more useful term,
and it's the human motivation that gets
wonderful things done. For example, I
think it's wonderful that Alaskan king
crab fishermen take the time and

effort, often risking their lives in the
cold Bering Sea, to catch king crabs
that I enjoy. Do you think they make
that sacrifice because they care about
me? I'm betting they don't give a hoot
about me. They make it possible for
me to enjoy king crab legs because
they want more money for themselves.
How much king crab would I, and mil-
lions of others, enjoy if it all depended
on human love and kindness?
What about complaints about
CEOs earning so much more than the
average worker? Before looking at
CEOs, let's look at another area of
huge pay differences. According to
Forbes' Celebrity 100 list, Oprah
Winfrey earned $260 million. Even if
her makeup person or cameraman
earned $100,000, she earns thousands
of times what they earn. Among the
celebrities earning hundreds or thou-
sands of times more than the people
who work with them are: Steven
Spielberg ($110 million), Tiger Woods
($100,million), Jay Leno ($32 million)'
and Dr. Phil ($30 million). According
toF6rbes, the top 10 celebrities and
athletes earned an average of $116 mil-
lion in 2004 compared to an averagpf,,
$59:million earned by the top 10 cor-
porate CEOs.
When Jack Welch became General
Electric's CEO in 1981, the company
was worth about $14 billion: Through
hiring and firing, buying and selling,,,,
decisions, Welch turned the company
around and when he retired 20 years
later, GE was worth nearly $500 bil-

lion. What's a CEO worth for such an
achievement? If Welch was paid a
measly one-half of a percent of GE's
increase in value, his total compensa-
tion would have come to nearly $2.5
billion, instead of the few hundred
million that he actually received.
If a corporate board of directors
could buy a $1,000 computer that
Could do what a CEO does, it would-
n't pay him millions of dollars. If an
NFL owner could hire a computer to
make decisions that star quarterbacks
make, why would he pay some of
these guys yearly compensation pack-
ages worth more than $10 million? If
just anybody could have played the
lead role in "The Da Vinci Code" and
have it earn $758 million at the box
office, why would the film's produc-
ers have paid Tom Hanks $74 mil-
lion?
There's another important issue:' If
one company has an effective CEO or
a team has a star quarterback, it is not
the only company or team that would
like to have him on the payroll. In
order to keep him, he must be paid
enough so that he can't be lured else-
where.
You say, "Williams, what about
those golden parachutes for failing
CEOs?" Paying a failed CEO, or a
spouse in the case of marriage,
enough money to go away quietly
might be much cheaper than litigation.

professor of economics at
George Mason University.

Wake Up Florida
FM: Chris Short
Navarre, Fla.

Dear Editor,

Florida.....wake up!
Gov Crist is about to
increase the cost of new
cars and the cost of our
energy by executive order!
He bought the UN's
IPCC line that we are caus-
ing global warming and has
ordered the DEP to enact
new rules which will dra-
matically affect each and
every one of us.
The price of anything
requiring energy to be pro-
duced or transported will go
up....and he has shut out the
Florida legislature by doing
this by executive order.
This is taxation without

representation! Every rule
the DEP will make will cost
us in additional fees, costs
and penalties that we didn't
vote for!
Write or call the gover-
nor at Charlie.Crist@
myflorida.com or (850) 488-
7146. Whether you believe
new rules restricting Carbon
Dioxide are right or not, we
shouldn't be "taxed" with-
out being able to vote on it.
You should also send
notes to representative Ray
Sansom, at www.myflorida-
house.gov, and senator Don
Gaetz, at
gaetz.don.web @ flsenate.gov

The DEP has started
Rulemaking sessions, but it
is still not too late!

Overhaul Needed

FM: Raymond Johns
Milton, Fla.

Dear Editor,

Santa Rosa County needs
an overhaul in its leadership.
We are being over built.
There is an overkill in their
decrees. And they have let
too many outside developers
come in and rape the land
and the wetlands along
Highway 90, which is killing
our wilde life just for the
love of money.
We already have enough
stores and whiskey for every-
body in Milton. Our wetlands
are over fatigued.
There is an overcharge on
the folks who live here and
for the people who visit.
They have taken the
beaches from the poor and

given them to the rich.
The overhead has been so
over indulged with an over-
draft here and overdraft there
that we are being run by
overthrow.
It is overwhelming to see
just what goes on in Santa
Rosa County for the love of
money. We are headed for a
concrete junkyard because no
one is keeping an eye on the
many oversights by the over
powerful.
The people of Santa Rosa
need to start overseeing the
override of the overrun by
our overseers.
I am hopeful that the over
developers will build the
courthouse out by the jail.
Hello, why not build a
YMCA and a YWCA. But it
will never happen because it
is way overdue.

Fuel

Continued From Page One
as being "carbon neutral"
because there is an equal
exchange in carbon dioxide
uptake and release.
Controlling that variation
of emission varies with the
percentage of biodiesel used
in fuel. If used in its pure
form (B100), biodiesel pro-
duces significantly less emis-
sions than petroleum diesel
and zero sulfur emissions. If
blended with any percentage
of petroleum, such as B20 (a
blend of 20 percent biodiesel
with 80 percent petroleum
diesel) the fuel demonstrates
significant environmental ben-
efits with a minimum increase
in cost.
Today, biodiesel is pro-
duced most widely in Europe,
Marinescu said. It has been
used there for many years, and
there are European communi-
ties that have voted to increase
taxes to further the research
and production of biodiesel,
he said.
In the U.S., biodiesel is
gaining momentum as its use
is being implemented within
transportation fleets, transit
systems, school buses, gov-
ernment and municipal agen-
cies, as well as state and
national parks.
According to the National
Biodiesel Board, biodiesel is
the only alternative fuel to
have fully completed the
health effects testing require-
ments of the Clean Air Act.
Biodiesel is not only a
clean alternative to foreign
fuel, but biodiesel is produced

from domestic, renewable
resources, which give farmers
more reasons to grow soy-
beans, peanuts and cotton.
Diesel engines are unique-
ly suited to run vegetable oils
because the engine's inventor,
Rudolph Diesel, originally
designed the engine to run off
of peanut oil. Even though the
first diesel engine was patent-
ed in 1892, today's diesel
engines are not much different
from the first engine.
According to the National
Biodiesel Board, a key benefit
to switching to the new fuel is
that vehicles require few or no
modifications to engines or
fuel systems to use it. It can
be used by a standard diesel
engine.
In fact, biodiesel is so easy
to make, officials say, one can
do "cook it up" in his own
garage.
Commissioner Bob Cole
has been promoting biodiesel
for a several years, promoting
the product as he drives a Jeep
Liberty that is fueled com-
pletely on 100 percent (B100)
biodiesel. Cole picks up used
grease from various places
such as community fish fries
and restaurants. He filters the
used oil with a simple pump
between two 55-gallon drums
where the grease filters
through a cotton sock cover-
ing the end of the hose. Once
free of cooking waste parti-
cles, he then runs the oil
through a filtration machine
and eventually ends up in a
gas pump-like machine
processor that will fuel his

Jeep or any diesel engine.
"It simply burns cleaner
and is better for the engine,"
Cole said. "You can actually
extend the life of a diesel
engine by using biodiesel."
Cole, an auto mechanic,
said fuel filters should be
changed before switching to
biodiesel on older diesel auto-
mobiles because biodiesel has
a solvent effect that cleans and
could release deposits accu-
mulated on tank walls and
pipes from previous petrole-
um-based diesel usage. The
release of deposits may end up
in fuel filters initially, so fuel
filters should be checked more
frequently at first too, Cole
said.
The initial investment for
the biodiesel processor and
pump is around $8,000, Cole
said. There is even informa-
tion how build one out of a
water heater, he said.
"Eventually the processor
pays for itself if you pick up
used grease like I do," he said.
Although biodiesel is also
sold at a handful of gas sta-
tions locally, it is transported
from areas as far as Texas so it
can be slightly more expen-
sive than regular diesel when
purchased at the pump.
For a more detailed look
on the steps Santa Rosa
County is taking to bring a
biodiesel processing plant to
the area, how residents are
already using it, and how the
Santa Rosa County Public
Works is experimenting with
the fuel, follow-up in the next
issues of the Press Gazette.

Homes. "We thought in good
faith that sewer was avail-
able."
Saba said Pace Water
System was insisting exces-
sive requirements that made
sewer connection too expen-
sive.
Ted Dotson, general man-
ager for Pace Water System
said Mitchell Homes is not
being treated any differently
than any developer.
"They were given the
same deal we give all develop-
ers," Dotson said. "That's the
only agreement we've ever
had with (Mitchell Homes)."
Dotson said that Mitchell
Homes would be required to
install lift stations and install
lines up to 1/4 of a mile from
the subdivision to the Water
System's line.
"They have never told us
they don't intend on connect-
ing," Dotson said.
In December, several
neighbors of the property
spoke against allowing the
development saying the envi-
ronmental impact of 53 septic
tanks would increase environ-
mental threats to Pond Creek,
a waterway that has been envi-
ronmentally sensitive for
years, including at various
times high levels of E. coli and
issuance of health warnings
prohibiting swimming and
fishing in the creek. The bacte-
rial issues are said to be
caused by faulty septic sys-
tems and sewage spillovers.
According to the Florida
Department of Environmental
Protection, Pond Creek is test-
ed almost on a weekly basis
for fecal coliform, bacteria
that indicates sewage contam-
ination of a waterway.

Water advisory was last
issued for Pond Creek in July.
The advisory was due to a
sewage lift station spillover at
Mayo Park next to Parkmore
Plaza in Milton, according to
the Santa Rosa Health
Department.
The Environmental
Protection Agency states fecal
contamination can arise from
sources such as sewer over-
flows, leaking- septic tanks,
sewer malfunctions, contami-
nated storm drains, animal
feedlots, and other sources.
During rainfalls or other types
of precipitation, E. coli may
be washed into waterways or
ground water as a result of
contamination.
Even though the local
debate whether or not to allow
septic tanks to be installed
along the creek, health offi-
cials maintain that septic tank
appropriateness is site specif-
ic.
"A properly maintained
septic tank is environmentally
sound," said Bill Sirmans,
director of Environmental
Health for the Santa Rosa
County Health Department.
"The biggest drawback on
septic tanks is lack of nutrient
reduction."
Sirmans said the Pond
Creek site has been approved
by the Department of Health
as suitable for septic tanks,
however there are no assur-
ances ever there will not
be some sort of water pollu-
tion in the future. He said if
the individual home owners,
properly maintain the units
they will not have problems.
Health officials contend
sewer is the safest route, but if
connection is not available
septic tanks are suitable, too.

Santa Rosa County
Commissioner Bob Cole said
the county is currently seeking
and administering grants to
reduce septic tank use near
waterways, and that allowing
Mitchell Homes to build along
the creek without sewer con-
nection is unacceptable.
"We don't need to create
another problem to fix later,"
Cole said. "I will not consider
a project that will have an
effect on our waterways."
Santa Rosa County is cur-
rently administering grants
that have connected areas of
Bagdad and Ward Basin to
sewer, removing septic tanks
during the process. These
areas are low-lying like the
Pond Creek site in question.
"The county is focusing
sewer extension in areas close
to water bodies," said Sharon
Marsh, the county's special
projects coordinator. "Septic
tank mounds also create major
storm water problems."
Marsh said the county's
areas of concern are Navarre,
Floridatown, Green Briar,
Bagdad, and the Ward Basin
areas. She said areas that tra-
ditional did not flood have
done so many times since
Hurricane Ivan. Sewer instal-
lation projects run into the
millions of dollars, she said.
The decision to revert the
zoning change will be dis-
cussed at the commission's
committee meeting 9 4.m.
Monday. If moved to revert
the zoning, the final vote will
be at 9 a.m. Thursday.
If the commission
approves, to initiate the rezon-
ing process, the issue will be
sent to the Planning Board for
consideration and would then
be up for final vote by the

dramatic comeback from the
Sharks on Saturday 50-46.
The Panthers (7-7) went
from an 11-11 tie at the end of
the first quarter to outscore
Arnold 21-8 in the second
quarter for a 32-19 halftime
advantage.
The Sharks trimmed the
lead in the third quarter, but
did most of their damage in
the final eight minutes by
outscoring Milton 20-5 for the
come from behind win.
Jamal Smith led Milton
with 13 points,.
Brandon Allen added 11,
while Derell Washington
chipped in 10.
On Friday Milton fell to
Niceville 52-44.
The Panthers took an early
12-9 lead and held on until the
third quarter.
After the halftime break
The Eagles outscored Milton
17-5 and from there they
never looked back.
Allen led the Panthers
with 16 points.
On Thursday in Panama
City the Panthers defeated
Bishop Snyder 44-41.
Milton built their lead in
the first half and held on for
the win as Jamal Smith
grabbed an offensive rebound
and was fouled with eight sec-
onds remaining.
Smith sank both free
throws to secure the Panthers
win.
Allen led Milton with 20
points while Smith finished
with 13.
Pace came from behind to
claim third place in the
Orlando Christmas
Tournament on Saturday with
a 59-54 win over Trinity Prep.
The Patriots (8-6) trailed
early on by five, 16-11, in

what was a back and forth
contest.
Pace would hold the lead
at halftime 27-24, but Trinity
wouldn't go away and
rebounded for a one-point lead
heading into the final quarter.
Pace went to work and
outscored Trinity 18-12 over
the final period for he five
point win.
Justin Wright led Pace
with 18 points while Ross
Fruge added 13 and Mark
Adams finished with 12.
Fruge grabbed 10

Providence's scoring attack
until the third quarter.
Trailing 31-24, Pace was
outscored in the second half
30-17.
Wright led Pace with 21
points.
On Thursday Pace needed
overtime and some timely free
throw shooting to defeat
American Heritage in the
opening round of the Orlando
Christmas Tournament.
Wright and Fruge both
went four-for-four from the
charity stripe in the extra peri-
od to secure the Patriots win.
It was a close game the
entire way as neither team
could build a very big lead
over the other.
Both teams finished the
first quarter tied 14-14. From
that point neither team coulc
lead by more than two points
for any sustained period unti
overtime.
Wright led Pace with 26
points while Fruge added 11.

in the scorebook, but grabbed
10 rebounds and dished out

N Finnegan and Tynes ready for playoffs

By BILL GAMBLIN
sports@srpressgazette.com
The NFL Playoffs officially get underway today.
But the action started a little earlier for a couple of Milton
natives who will see action on Sunday.
For Lawrence Tynes, who's first playoff experience in
Kansas City was a little disappointing, had plenty of excitement
as the Giants hosted New England as they completed their quest
for perfection.
"Some might have considered Saturday some kind of victo-
ry," said Tynes, who was traded from Kansas City to New York
this past April. "But to the guys like Michael Strahan, Amani
Toomer, Plaxico Burress and myself it was a loss.
"If we can continue to play hard like we did Saturday we
could get another crack at New England.
And Cortland Finnegan and his Tennessee Titan team-
mates controlled their own fate against the defending Super
Bowl Champion Indianapolis Colts.
"It was an exciting game," said Finnegan, who start-
ed all 16 games for the Titans. "We have controlled our
own destiny the last two years when it came to the play-
offs and the final game of the season.
"This time we knew what we had to do going in
and took care of business."
Now both will be in the spotlight this Sunday with
the Giants visiting Tampa Bay Bucs at noon local time,
while Tennessee will visit San Diego with kickoff slated
for 3:30 p.m. locally.
Finnegan is excited about being on the field more this
season than his rookie year and trying
to do what he can to help the Titans
advance.
"This season has been a total *
surprise to me," said Finnegan.
"I was working with becoming
a starter in mind and then one
day they ask me can I play
corner consistently. It was
like a dream come true for
me.

Due to their positions Finnegan sees more opportunities as a
cornerback, while Tynes gets a great deal of attention as a kick-
er.
For Finnegan he is looking to make a big play and spark the
team.
"The veterans have told me
