Linda Dollar, were arrested
;Feb. 4 in Utah and are await-
ing extradition to Citrus
County before the end of the
month.
The children were placed
under the department's care
after the Dollars' 17-year-old
son was hospitalized Jan. 21
for suspicious injuries to his
neck and head.
Shelton, the oldest of eight


adopted Dollar children, was
seeking visitation with the
childreri in an e4oprt to possi-
bly begin the process of gain-
ing relative/caregiver status.
Grant, her attorney, argued
DCF workers had stalled or
prevented Shelton from visit-
ing her siblings.

the children's best interest to
visit with her.
"The department wants

hearing.

The Citrus County Builders
Association has successfully pecked
away at the county's proposed impact
fee increases during the past eight
months, the latest numbers show.
CCBA consultants and attorneys
have convinced county planning offi-
cials to reduce the fees for a new single
family home by about $800 since last
July, according to attorney Clark
Stillwell.
The county wants to raise impact
fees for transportation, schools, public
buildings and libraries to compensate
for rising costs. But the CCBA is chal-
lenging how the numbers are calculat-
ed.
Proposed fees for a newly construct-
ed home have dropped from $7,339 to
$6,644 as a result of CCBAs efforts.
The current impact fees for a new
home are $3,131.

by new residents and business owners
in Citrus County.
The fees are used to offset impacts
caused by new residents using the
county's services and facilities.
Recently, the CCBA's consultant,
Government Solutions Inc., discovered
that the school district's vacant land
had not been factored into the county's
impact fee numbers.
Because the land is not being used, it
had to be backed out of the cost of
building a new school. When the
vacant land was subtracted, it resulted
in a $400 reduction in the impact fee
paid for schools.
"It wasn't a negotiation or a sleight of
hand," said County Development
Services Director Gary Maidhof. 'It
was a legitimate catch by the builders'

More than four months after
it started, the process of
destroying debris left behind
by tropical storms Frances and
Jeanne has yet to be complet-
ed.
The storms dumped more
than 320,000 cubic yards of
tree branches and other wood
debris on county roads and
residential yards.
Most of debris was incinerat-
ed at the Maylen Avenue dis-
posal site in Lecanto, but the
incinerators had to be closed
down three weeks ago when
neighbors complained about
the smoke. .
:..The contractor, Aspluhdh
Environmental Services, has
replaced the incinerators with
a wood-mulching operation.
The mulch is being deposited
at the Sandland construction
and debris landfill off U.S. 41
between Hernando and Holder.
Ash from the incinerators is
also being deposited at
Sandland.
Late this winter, low-pres-
sure weather systems and fog
began holding the incinerator
smoke closer to the ground,
Frink said. He said the incin-
erators were turned off as
neighbors complained.
"The neighbors have been
understanding," Frink said.
Asplundh Environmental
Services originally hoped to
have the work completed
before Christmas.
Frink said Aslpundh has
billed the county for $6 million
in .debris removal services.
The Federal Emergency
Management Agency has
approved the county's request
to be reimbursed for the
money. The county will also be
reimbursed for overtime
worked by county employees,
as well as other costs.

Teen Court director says goodbye

Thomas R. Moore Jr. might not be
good at fishing or hitting a golf ball,
but many in the community believe
when it came to helping teenagers
turn their lives around, he was the
man for the job.
Moore, 61, retired Jan. 31 as direc-
tor for Teen Court of Citrus County.
He was honored last Thursday for his
nine years of work, with more than 70
friends and co-workers stopping by to
thank him for the impact he had on
the program.
"It's very gratifying," Moore said. "It
kind of validates what we've done
throughout nine years."
From cop to court
Before arriving in Citrus County,
Moore worked with the Hartford
Police Department for 23 years in
Connecticut. He began as a patrol offi-
cer, eventually becoming captain. His
work during the years included crime
investigation, crime prevention and
overseeing youth programs. He
retired and moved to Hernando in
1992, but his leisure time didn't last
long.
, ,


"I'm a terrible golfer," he said, "and
I could never catch a fish."
In 1994, Moore began working for
the state's Department of Juvenile
Justice, studying ways to improve the
local juvenile detention facility. When
County Judge Mark Yerman founded
Teen Court, he approached the judge
with a proposal.
"I was pacing outside the court-
house ready to do the job. I remember
telling him 'If you hire me, I could get
the program running the way you
wanted it,"' Moore said. "I promised
I'd stay on two years. That was nine
years ago."
Fighting for the youth
As director, Moore saw more than
1,600 referrals come through the
court, resulting in a current recidi-
vism rate (the percentage of teens
who re-offend after going through the
program) of less than 5 percent.
Moore points out it was 10 percent
when he started.
"Kids are looking for boundaries,
parameters. They're going to push
them," he said. "Even as adults we
push them. But at least we know
where the fence is."
The program, which handles teens
12 to 17 years old, deals with first-time


offenders facing misdemeanor
crimes. Their peers who volunteer as
attorneys, jurors or judges prosecute
the "defendants". The focus is on
rehabilitation rather than punish-
ment
"You're being held accountable for
your individual actions. By going
through the program, you grow from
the experience," Moore said. "Even
the kids who were almost damned
from the start walked away with some
kind of positive experience. There
are so many kids who just went on and
did so well."
Eli Nuzzi, 16, is going on to college
in pursuit of a law degree. He served
the past two years as a volunteer
attorney, which sparked his interest
in becoming a defense attorney.
Nuzzi credits Moore with helping
shape his future. "He was basically
like a good father figure. You felt you
could get close to him," he said. "This
got me interested in law. That's really
what I want to do for the rest of my
life."
Though Judge Yerman helped
organize the court, he credits Moore
with such results.
"I developed it, he was the heart and
soul," he said. "It couldn't be the won-
derful program it is today without him."

A personal fight
Moore's retirement was brought on
in part from a battle with colon cancer
last August that spread to other areas
in his body. Parts of his liver, stomach,
and spleen were removed along with
his right kidney to prevent the spread
of tumors. He had to be placed in a
medically induced coma as a result
Doctors told his wife Susan he was-


n't going to make it, and gave him six
months to live.
Six months later, doctors told hiuh
he was cancer-free. He believes the
experience parallels his efforts to
keep teens out of trouble.
"You see the battle you put in. Do you
fight the good fight?" Moore said. '"A lot
of that you try to instill in the kids going
through Teen Court If you get past this,
you'll probably be a better person."

Citrus County Sheriff
DUI arrests
: Bradley Steven Parker, 24,
624 S. Apopka Ave., Inverness, at
2:31 a.m. Tuesday on charges of
Battery, driving under the influence
and driving while license suspend-
ed/revoked;
A deputy responded to a conven-
ience store in reference to a distur-
bance. Upon arrival, the deputy saw
Parker leaving the parking lot and
asked him to return.
The store clerk told the deputy
Parker attempted to buy beer at the
Store, but was refused because his
driver's license was tough to read,
according to the arrest report. The
clerk said Parker reached over the
counter and poked her in the shoul-
der with his finger.
Parker was later arrested a sec-
ond time at the jail on a charge of
introducing contraband into a deten-
tion facility.
His bond was set at $7,000.
Jeanne Marie McDaniel, 62,
6858 W. Pershing Drive,
Homosassa, at 1:38 p.m. Tuesday
on a charge of driving under the
influence.
Her bond was set at $1,000. ,

Kevin Lee Coleman, 32, 4850
Carlo Point, Hemando, at 3 p.m.
Tuesday on a charge of sell/manu-
facture/deliverAraffic drugs.
A detective arrested Coleman on
an active Citrus County warrant for
writ of bodily attachment at 6595 S.
Withlapopka Drive, Floral City. The
detective found two plastic bags,
which tested positive for metham-
phetamine, in Coleman's right front
pocket, according to the arrest
report. The bags weighed in at a
16.5 grams, which exceeds the traf-
ficking amount.
His bond was set at $30,000.
Also arrested in this incident was
Barry Daniel Lane, 31, at large, at 3
p.m. Tuesday on charges of
sell/manufacture/deliver traffic
drugs, possession of marijuana and
possession of drug paraphernalia.
Detectives found Lane at the same
Floral City address, according to the
arrest report.
Detectives arrested Lane on an
active Citrus County warrant for an
unknown charge. Detectives found
14 grams of methamphetamine in
Lane's front right pocket. They also
found marijuana and marijuana
rolling paper on the driver's seat of
Lane's car. A digital scale containing


methamphetamine residue was also
found on the driver's seat.
His bond was set at $31,000.
Daniel Flutz, 37, 3845 N.
Calumet Terrace, Hernando, at 2:55
p.m. Monday on a charge of acquir-
ing/attempting to acquire a con-
trolled substance through fraud.
His bond was set at $5,000.
Tina Marie Kemerer, 36,
11240 Northwood Drive, Lot 82,
Inglis, at 3:15 p.m. Monday on a
charge of make/utter/issue a worth-
less check.
His bond was set at $150.
Lisa Dawn Giddens, 20, 183
N. Fitzpatrick Ave., Inverness, at
6:18 p.m. Monday on a charge of
grand theft of property valued
between $300 and $5,000.
Her bond was set at $2,000.
Matthew Philip Meyers, 19,
3110 E. Buckskin Lane, Inverness,
at 11:04 p.m. Monday on a charge of
possession of an alcoholic beverage
by person under 21 years old.
A deputy pulled over a red Chevy
Blazer because its tag lights were
out. The deputy found a half-rolled
cigarette with a green leafy sub-
stance inside it in the astray in the
center console, according to the
arrest report. The driver, Meyers
,said he had no knowledge of the
cigarette.
His bond was set at $250.
Also arrested in this incident was
Mark Leroy Witkop, 25, 11703 S.
Turner Ave., Floral City, at 11:04
p.m. Monday on a charge of pos-
session of marijuana.
Witkop was sitting in the passen-
ger seat. The deputy found a 12-
pack of Busch Lite beer between his
legs. An open bottle of beer was also
next to his feet, according to the
arrest report.
His bond was set at $500.
Thomas Earl Wheat Jr., 34,
999 S. Santa De Ave, San Jacinto,
Calif., at 11:42 p.m. Monday on a
charge of driving while license sus-
pended/revoked.
His bond was set at $500.
Clay Picklo, 43, 6369 W.
Meadow St., Homosassa, at 2:29
a.m. Tuesday on a charge of pos-
session of marijuana.
He was released on his own
recognizance.
Homer Neal Keen, 49,6425 S.
Lima Ave., Homosassa, at 7:21 a.m.
Tuesday on a charge of driving while
license suspended/revoked.
His bond was set at $500.

Sixten Ehrling, 86
MUSICIAN
STOCKHOLM, Sweden -
Sixten Ehrling, who conducted
at the Royal Opera in
Stockholm during its golden
age in the 1950s, and then left
for the United States, died
Sunday. He was 86.
The Royal. Opera said
Tuesday that Ehrling died in
New York City, where he had
lived since the early 1970s, but
did not give a cause of death. .
Born in 1918 in Malmoe,
Ehrling graduated from the
Royal Academy of Music in
Stockholm, where he studied
piano and violin. After con-
ducting Sweden's Royal Opera,
he joined the Dresden State
Opera in Germany, where he
worked under the legendary
conductor Karl Bohn.
His breakthrough came in
1950 when he conducted Igor
- Stravinsky's "Rites of Spring"
at the Stockholm concert hall,
a showpiece he often returned
to through the years.
He then moved to the Royal
Opera, where he became the
principal conductor until 1960,
when he quit after being criti-
cized for his conducting
method.

council at the Feb. 28 meeting.
Deaton said Range Riders
usually helped in finding
administrators, and he has
some names of professionals
looking for a position, though
last summer he stepped in
temporarily for five months to
help New Port Richey while it
searched for a new city man-
ager.
That doesn't mean he is in
the market again or that he
would refuse a request, he
said, adding, "We'll have to.


wait and see what happens."
Monday's meeting was high-
ly charged, with the settlement
discussion and votes coming at
the end. A number of citizens
spoke, and their comments
ranged from urging the coun-
cil to fire Boyer to denuncia-
tions of the majority vote for
tearing the city apart, even
calling for council members
Susan Kirk, who led the effort
to fire Boyer, Roger Proffer
and Jim Farley to resign.
Council member Robert
Holmes, who had supported
Boyer, was at one point over-
come with emotion about what
it was doing to the city. He and
John Kendall, who also sup-
ported Boyer, reluctantly sup-
ported the resignation agree-
ment as the only way out of the


dilemma. City attorneys
warned the council that
defending a lawsuit could
mean significant costs if the
city lost and much more
than a settlement would cost.
Just before the vote, City
Attorney David La Croix, who
had tendered his resignation
that day, urged any council
members who might have a
personal dislike for Boyer to
put those feelings aside in the
interests of the city and accept
the settlement. The vote was 4-
1, with Kirk voting against
accepting the settlement
On Tuesday, Boyer said it
wasn't up to her to answer
what happens next. "You need
to ask them how to proceed,"
she said of the council. She
said she didn't know what they


were waiting for unless they
already knew who they want-
ed.
Kirk said Tuesday the coun-
cil would have to get rid of the
factional atmosphere and let
the personality issues go.
Holmes said, "I think the
plans have already been
made." He said he believed
the three who voted to fire
Boyer already had in mind
who they would put in place
for city manager and three
other vacant management
positions. He said he expected
to find out who they wanted at
the Feb. 28 meeting.
In other business Monday
night, the city approved a res-
olution setting the new Land
Development Code for public
hearings. Though some coun-


cil members still want to make
some changes, to expedite the
new code going into effect the
council will take those up as
they come up in the public
hearings, which can be contin-
ued to subsequent meetings, if
necessary.
The council had a first read-
ing of a resolution to adopt
new rental fees for the
Seminole club, the Gazebo
and park pavilions.
Councilman Robert Holmes
wanted the fees for the Gazebo
and pavilions waived for resi-
dents, which got no opposi-
tion. The final reading will be
Feb. 28
Councilman Roger Proffer
asked the council to limited
roof eave intrusion into set-
backs (measured from the


walls) to two feet, and got a
consensus.
The council also adopted
revisions to public' records
copying charges, including
allowing discretion of staff in
charging for minimal copies
and unlimited free copies for
council members. The staff
will also begin to track time
involved in copying records.
Kirk told the council she
had gotten requests toc
increase citizen-input time,
which is now limited to three
minutes except in agenda
requests to address the coun-
cil.

Shelton testified about what
her attorneys called the "dunk-
ing" incident, which happened
in Tennessee where the family
was living at the time. She said
she was told by her parents to
take the head of her younger
sister, who was learning how to
swim, and push it under water
in a lake to show her there was
nothing to be afraid of. Both


children were wearing life
jackets.
Shelton said she did threat-
en to turn the Dollars in to
authorities for abuse.
"They reacted with severe
anger and threats," Shelton
said.
Her parents told her if she
went through with it, they,
would see she was arrested in
connection with the charges.
"That threat alone was
enough to scare me," Shelton
said.
Shelton moved out three
years ago when she was 22.
"Before I moved out of the
home I believed the children
were not treated right,"

best for themselves and

she never contacted authori-
ties with her concerns after she
moved out

Shelton said after she moved
out, she rarely saw or heard
from her seven siblings.
In December, the Dollar fam-
ily visited Shelton's home in


Pasco County. Shelton said that
she noticed one of the children
seemed thin, but she couldn't
really see how all of them
looked because they wore
heavy coats. Shelton said the
Dollars accounted for their
children's petite statures by
saying they all came from small
families. -
The family stayed for about
five minutes before Mrs. Dollar
shuffled the children out of the
home, Shelton said.
"I did not have any reason to
be alarmed at that time,"
Shelton said.
Ernest Thomas, the chil-
dren's court-appointed guard-
ian, said he believed "it would-


n't be in their best interests" to
allow Shelton to visit them. '"
He testified only one child,,
her 17-year-old sister, asked to'"
be reunited with Shelton, anc,
that the other children havenr
expressed any such wishes.

both the mayor and the council
as well as other council

interpretation, saying it meant
the whole council by vote, not
individual members on their
own, and added in her memo
the danger in requesting docu-
ments without explanation of
the accounts was that it could
lead to false conclusions.

BY THE TOWN COMMISSION OF THE TOWN OF INGLIS, FLORIDA, NOTICE IS HEREBY GIVEN
that, pursuant to Sections 163.3161 through 163.3215, Florida Statutes and Sections 34 -35, of the Town of
Inglis Land Development Code, comments, objections and recommendations regarding the following
described proposed amendments to the Official Zoning Map and text of the Land Development Code, Town of

undertaking any development activity and Article III Subdivisions Section 34-111 General procedure for
submission of a plat. The amendments allow a separation of the platting and development permit process and
exempt certain residential construction projects from development plan review.
(4) First Reading of Ordinance 04-05 (ApplicationLDC04-5), An application by the Town of Inglis, to
amend Article IV Zoning, Section 34-247. Area, yard, height, and size requirements. The amendments
establish development standards for minimum finished floor elevations in the construction of new residential
structures.

Term limits for state legis-
lators have been the sub-
ject of debate since 1990,
when citizen initiatives limiting
state legislator terms were
passed in California, Colorado
and Oklahoma.
Subsequently, 18 other states,
including Florida, adopted term
limits for state legislators.
However, the number stands at

supreme courts

by a citizen initiative in 1996
which garnered approval of a
constitutional amendment with
76.8 percent of the vote.
Upheld by a Florida Supreme
Court ruling in September 1999,
they took effect in 2000. As a con-
sequence, Florida's state legisla-
tors must leave their respective
chambers at the end of eight con-
secutive years or seek election to
the other chamber.
With four years of term limits
under the Florida Legislature's
belt, it has become apparent that
legislative experience, institu-
tional knowledge and policy con-
tinuity are being adversely
impacted. Not surprisingly,
therefore, the buzz in the halls of
the Legislature is that four more
years should be added to term
limits of eight consecutive years.

tive years Florida's legislators
should serve.
Thus, the buzz to extend
Florida's term limits by four
more years needs to become a
serious debate.

Voting rule should be used
In October 1966, I landed for the
first time in Phoenix's Sky Harbor
Airport no jetways, no air-condi-
tioned concourses and the smell of
the nearby stockyards was over-
whelmingly pungent Our company
headquarters was relocating here?
God help us.
Now, 39 years later, things have
changed quite a bit Sky Harbor is
now world class. The stockyards are
long gone, and Arizona and Phoenix
have, like the airport, become world
class.
As a border state, Arizona has many
Mexican residents, both legal and ille-
gal. There are those in both cate-
gories who strive to utilize the bene-
fits of U.S. citizens (including) wel-
fare, unemployment compensation,
Social Security and voting. This past
election saw Arizona vote in legisla-
tion that just became law. Citizenship
proof must be given for voter registra-
tion and identity verification to vote.
This is the first state in the nation to
require this qualification. This is not
a litmus test, so I fail to see why the
ACLU and the Democratic Party
fought so hard against this law. It
merely verifies that the individual
has the legal right to vote. How can
this be a violation of privacy rights?
I would love to see Florida become
the second state to enact this legisla-
tion.

Double standard is unfair Kind words appreciated


I am writing this as a question for
the readers to ponder and is in no
way meant to diminish or remove any
respect for what the Rev. Dr. Martin
Luther King did for this nation in his
leadership for the civil rights move-
ment and the justice it brought forth.
We celebrate the reverend's birth-
day in our schools, public forums and
churches and as a national holiday.
His speeches are re-read to remind
us of what it was all about As one
would expect, the Rev. Dr. King made
many references to God.
How is it that our public schools


We would like to express our appre-
ciation and gratitude for all your
prayers and support that you have '
given. We would like to especially
thank all who have sent cards, flow-
ers, gifts or donations to charities in
the loving memory of my late husband
