roof of a Sugarmill Woods
home Thursday morning, leav-
ing a shell of black soot and
ash.
No one was at home when
the 9:34 a.m. fire broke out in

arrived at 9:41 a.m., flames
were shooting through the
roof, Deputy Chief of
Operations Ray Hardy said.
Neighbor Kim Dorsch said
she ran outside after receiving
a call from her father, who
works with the fire depart-

"It went up fast," Dorsch
said. "When we came out, we
saw dark, gray smoke. Two
minutes later, everything was

charged the firing was

A Crystal River woman died
Thursday as the result of what city
police termed a "freak fatal accident"
at her home in the early morning
hours.
Judy Milazzo McEnteggart, 43, died
later at Seven Rivers Regional
Medical Center as a result of injuries
suffered when she was run over by a
van driven by the man she lived with at
1145 N.E. 6th Court, according to a
press release from the Crystal River
Police Department

County commissioners are
being told a $7.6 million cash
fund they discovered in their
budget about two weeks ago is
not new and was never hidden
from their view.
However, Chairwoman Vicki
Phillips and
Commissioner
Gary Bartell
say they should
have known
about the
money before
the board
raised the tou-

week to fund law enforcement
and fire services.
Questions about the money
surfaced again on Thursday
during the commission's annu-
al goal-setting session, in
* which board members talked
about their priorities and
brainstormed about projects
they would like addressed in
the future.
Cathy Taylor, director of the
office of management and
budget, said the $7.6 million is
known as "cash carry for-
ward," and consists of unspent
county dollars from previous
years that were carried for-
ward to the current budget
The money was accumulated
during the years.
It is scattered throughout the
budget in dozens of accounts


and the $7.6 million is the total
of all the cash carry forward
accounts combined, County
Administrator Richard Wesch
said.
"This is not a new pot of
money," Wesch said.
As a result of the controversy,
Taylor told commissioners she
is drafting a new policy to clar-
ify cash carry forward funds
and how they will be identified.
The budget shows cash carry
forward accounts in areas
ranging from park impact fees
to the building department and
road impact fees.

know how
much of the
unspent cash
in'the accounts
is available for
spending. Staff
has not provid-
ed them with a

Questions about how the
county's money is being spent
were first raised by
Commissioner Gary Bartell
when he said he learned that
$250,000 of tourist develop-
ment money was not shown in
the Tourist Development
Council budget
When Phillips began her
inquiries about the TDC
money, Taylor told her about
the $7.6 million in cash carry
forward funds. She said Taylor
told her the TDC money was
included.

The Southwest Florida
Water Management District
said Thursday it is willing to do
an assessment on the leaking
berm near Arrowhead, adja-
cent the S-353 flood control
structure.
The berm holds back water
from the Hernando pool of the
Tsala Apopka Lake chain next
to the levy that leads up to S-
353, and it has had small leaks
in recent years. The leak has
sparked concerns from the
adjacent low-lying community
of Arrowhead that just went
through flooding from the
Withlacoochee River during
the hurricane season.
A spokesman said the dis-
trict, called Swiftmud, will
approach the Withlacoochee
River Basin Board to ask for
funding to do an assessment
The basin boards are sub-
boards of the water district
that are used to identify and
fund local projects.
Because the berm was on
* private property owned by
Charles Strange, both the
water district and the Florida
Department of Environmental
Protection had said they did


not have the jurisdiction to
work on it
Strange told the Chronicle in
a story published Saturday
that if some agency would take,
responsibility for the natural
resource that was involved, he
would be willing to work with
the agency, but he didn't feel
the resource's threat was his
responsibility.
Swiftmud spokesman
Michael Molligan said
Thursday that the district is
willing to assess the berm, but
it would have to have legal
authority.
For instance, a perpetual
easement that would allow
work to be done and main-
tained needs to be granted.
"It's a leak and it needs to be
fixed," he said.
Strange said that sounded
good to him but he would
reserve judgment until he saw
something concrete.
He had said he was willing to
let an agency repair the berm
or build another one on his
property. He said the latter is
probably the answer.
Sonny Groves, a resident
from Arrowhead who voiced
concerns about the berm, said,
"This is good news. I don't care
who fixes it; as long as it gets
fixed;"

Traffic lights to be
activated Monday
Motorists can expect to see
the two new traffic lights just
installed on County Road 486 in.
Citrus Hills go active on
Monday.
The two signals, one at the
intersection with Annapolis and-
one at the intersection with
Citrus Hills Boulevard, were
recently installed as part of the
C.R. 486 widening project and
in conjunction with the tempo- -'
rary closing of Essex Avenue at

The return address of the
flyer was the Phil Jannarone's
residence. Jannarone, who
ran for council unsuccessfully
in November, said Thursday
the flyer actually came from a
group of concerned residents,
and, as he mailed it for them,
he put his own return address
on it.
"This is important stuff," he
said.
In another turn of events,
Boyer notified the mayor and
city council in a memo that
Councilwoman Susan Kirk,
Who led the effort to fire
Boyer, had apparently accom-
panied a city staff member to
the regional water district
without notifying her.
Boyer is continuing to work
as city manager until a hear-
ing on the grounds for the fir-
ing. Kirk charged she violated
the city charter and various
policies. That hearing will be
Feb. 15.
Boyer said in the memo she
was at a meeting at the
Southwest Florida Water
Management District head-
quarters on Jan. 28 to discuss
additional grant funding for a
stormwater plan, and later
went over to the regulatory
side of the building to talk. to

Goettelmann is the director
of the Community Redevelop-
ment. Agency for the city. He
has been negotiating with the
water district about a new city
parking lot.
Mayor Ron Kitchen, who
supports Boyer, said he saw it
as an example of Kirk inter-
fering with city operations
and personnel. He charged
she had done it before, and he
had suggested that Boyer start
documenting it, which he
assumed resulted in the
memo.
Kirk said she would not
respond to such a charge.
Under advice of the city attor-
ney, she would not comment
on anything about the grounds
for firing Boyer until the hear-
ing.
"All this will be addressed at
the meeting," she said.

Seven Rivers Regional
Medical Center in Crystal
River for suspicious injuries
to his neck and head.
Emergency room doctors
were worried because the
teenager was severely mal-
nourished, the news release
said.
DCF contacted the sheriff's
' office with its concerns that
other children at the house
may -also be malnourished.
Five of the seven children-
a 16-year-old boy, 14-year-old
twin boys and girls ages 12 and
13 said they were punished
for stealing food, telling lies
and messing things up, the
news release said.
The twin boys weighed just
36 and 38 pounds each -
about 80 pounds below normal
weight for their age.
The other two. children, a
17-year-old girl and 14-year-
old boy, told detectives they
were not abused, Tierney said.
While DCF spokesman Bill
Daiuto said the Dollars are
not fostering the children, the
seven siblings are not the
Dollars' biological children. .

he cannot confirm whether
the Dollar family was regis-
tered as being home schooled.
John Dollar's mother, whose
name is not known, was also
living at the family's home.
"She's been interviewed,
but is not considered a suspect
at this time," Tierney said.
"But she has been living
there."
The woman declined to
speak with a reporter at the
Dollars' home.

Bartlett told police he decid-
ed to leave rather than risk
continuing the argument, and
went around to the back of the
house where his van was
parked.
As he drove it through the
side yard to get to the front, he
told police, he heard a thump
and stopped, finding that he
had run over McEnteggart
The report said he and
neighbors called 911 to get
help. McEnteggart was trans-
ported to the hospital, where
she died of the injuries at 5
a.m.
A press release said Crystal
River traffic homicide investi-
gator Sgt Mack Ballard said
alcohol was involved in the
accident, and investigators
spent most of the early morn-
ing at the scene collecting evi-
dence. A blood alcohoFl si-iple
was taken from Bartlett
No charges had been filed as
of Thursday, Ballard said, and
the investigation is continuing.

County, Ky., and Coalgrove,
Ohio, died Monday, Jan. 31,
2005, in
Gainesville.
Mr. Allen
was born Jan.
17, 1932, at
North Fork of
Oldtown, Ky., a
son ofJames R. and Nettie Mae
Brown Allen.
He served in the U.S. Army
during the Korean War and
was stationed in Alaska.
He was a businessman and
owner of the former Allen's
Supply Company in Flatwoods,
Ky., Mr. Jim's Mart and Allen
SDistributors Inc. of Coalgrove,
Ohio.
He was reared by his grand-
parents, WA. "Woots" and
Katherine Virgin Allen of
SLynn, Ky. He grew up on the
family farm and became a gen-
tleman farmer, avid hunter and
outdoorsman through his adult
life.
He was an active member of
the Citrus Missionary Baptist
Church in Inverness and was a
former member of the
Johnstown Baptist Church in
Deering, Ohio.
He was preceded in death by
one brother, Floyd E. Allen.
Survivors include his wife,

psychiatric and Hospice nurs-
ing..
She loved music and had a
literary flair, writing two chil-
dren's books, which she hoped
to someday publish.
She was a member of the
Hernando United Methodist
Church.

Paul E. Koehneke, 89, of Lecanto,
Florida, and formerly of Sugar Mill
Woods in Homosassa, died
Saturday, January 29 at Brentwood
Retirement Center. He was born in
Chicago, Illinois and came to
Florida in 1980 from Baltimore,
Maryland after retiring as a branch
manager of American Excelsior
Corporation. He was a member of
the First Presbyterian Church in
Crystal River where he sang in the
choir and belonged to the Kiwanis
in Homosassa. He was a good
friend of Kay Danielson of
Homosassa. He was preceded in
death by his wife, Ruth and his son,
Roger. He is survived by his sister,
Helen Douthit of Sioux Falls, South
Dakota, his daughter, Lynn Woelker
of Bayreuth, Germany, his son, Jim
Koehneke of Sparta, North Carolina
and four grandchildren. Memorial
services will be held at the First
Presbyterian Church in Crystal
River on Monday, February 7, at
2:00pm. Memorial donations may
be made to the choir of the First

ACLU speaker to discuss Patriot Act

Retired Army Col. Michael
Pheneger will speak at 7:30
p.m. at the Unitarian
Universalist Fellowship in
Lecanto today at the First
Friday Forum.
His topic will be the need to
preserve freedoms during
times of crisis, especially since
9/11 and the passage of the
USA/Patriot Act.
Pheneger, who spent 30


years in military intelligence,
first joined the American Civil
Liberties Union (ACLU) as an
undergraduate in 1960. Since
retiring from the Army in 1993,
he has been active in the ACLU
on local and statewide levels.
He has presented his positions
about voting rights, free
speech, surveillance/privacy
issues, church-state separation
and Internet censorship to
local and national media,
county commissions, city coun-


cils and school boards.
He said he believes his mili-
tary background affords a
unique opportunity to focus on
the need to preserve freedoms
in this time of crisis.

Bible misrepresented
Why do so many champion the
cause of evil, glorify what is wrong,
and deliberately choose to misunder-
stand the church and its people?
Stop and think for a moment, be
fair and reasonable. You cannot deny
that the Bible has the power to save
men from sin, to bring peace, hope
and joy, to lift men from the depth of
despair, than all other books com-
bined. I fully expect the enemies of
God, and superficial readers of God's
word to take issue with me, even
though I don't believe that both these
groups belong on the same shelf.
Far too many people quote the
Bible out of context Ex: Matthew 7:1
(judge not, that ye be not judged).
If one has the benefit of studying
the passage in its entirety, you will get
the full picture, rather than the
superficial rendering of what the
words seem to say. In the Scriptures,
man will encounter many difficulties
and some contradictions, but all con-
tradiction of the facts in the case will
disappear when critical study of the
Word is performed. A shallow thinker
or one ignorant of fact gives up a will-
tested truth because there are some
apparent facts he does not under-

Retirement in danger
President Bush is endangering my
retirement and the retirements of
millions of Americans by taking the
first step in his plan to dismantle
Social Security. For those entering
the workforce today, that means more
than a 25 percent cut in the retire-
ment benefits they're counting on; for
their children, it guarantees a 46 per-
cent cut


.I have worked 37 of the 53 years of
my life, and now, whenI have a little
less than 15 years until retirement, I
find that I may have to work until the
end of my life because of what this
president is planning to do.
If everyone who reads this letter
were to send a message to George W
Bush telling him their feelings about
this cut in Social Security, he might
listen. Let us protect our future and
our children's and grandchildren's
futures.
