about a vote to fire City Manager Susan
Boyer has already brought some inter-
ested parties out of the woodwork


Last Friday, Tom Freijo of The Mercer
Group Inc. in Winter Haven, e-mailed
city officials, saying that he recently
became aware that the council will be
faced with finding a new city manager.
He offered his firm's services, saying he
was sure his company could find a num-
ber of well-qualified candidates.
Freijo said in a phone interview he
learned of the situation from a newspa-
per clipping service. He allowed that
sometimes he might be premature, but
said he likes to let local governments
know he's ready and waiting should
they need his services.
On Monday, Grand Haven, Mich., res-
ident Dennis J. White e-mailed his


resume to the city, saying he was apply-
ing for the position of interim city man-
ager and was available immediately to
discuss the matter.
"I am aware of the city manager prob-
lems that the city has had for many
years and is facing now." He said he has
specialized in recent years in dealing
with communities that were "split and
having problems," saying he helped
them move forward.
The council voted 3-2 to fire Boyer
early last week with cause and set the
Feb. 15 hearing for her to reply to the
grounds of the allegations that she vio-
lated city policy and the city charter

Kimberly Ward was putting
the final touches on a plan
she was creating for a man
who bought several acres
outside of Inverness to build
a house and to raise pine
trees.
She had downloaded into
her computer a satellite map
of his acreage, blocking out
the areas where the trees
were planted. It was part of a
management plan to guide
the man into an area the state
encourages, growing trees.
The carrot for landowners
is that once the trees are
planted and a management
plan approved, the land will
be eligible for a tax break
Shortly after slipping the
plan in a folder, she was out
of her office in the County
Fairgrounds complex, in her
truck, on her way to inspect
those trees and deliver the
plan to Curt Clendenny.
"I love to be outside doing
things," she said. "I can't stay


in the office very long."
Ward, a slender young
woman fresh out of the
University of Florida and a
lover of ballroom dancing,
doesn't look like. the sort of
person you would call a
forester, but she logged years
of experience in forestry
while earning her degree in
the field. A Plant City native
who grew up on a strawberry
farm, she says she loves her
job as Citrus County's
forester, working for the
Florida Department of
Agriculture's Division of
Forestry.
The management plan she
developed for Clendenny
was based on his objectives;
she included stand descrip-
tions and best practices rec-
ommendations and plans to
monitor his property and
other similar properties on a
regular basis.
"We are allowed to put 40
hours into a plan," she said,
"so if it looks like a lot of
acreage and several different
kinds of trees, I have a direc-
tory of private natural
resource consultants who can
help them with their plans."


Those plans, she said,. are
necessary to have the plant-
ings designated for an agri-
cultural exemption from land
taxes, making land owner-
ship less onerous for many.
Some of her work includes
providing technical assis-
tance to private forest
landowners to help them
implement sustainable
forestry principles.
Off the pavement and on a
gravel lane, she came to the
man's house and showed him
the plan. Later, out on his
land, she inspected the
seedlings he had planted to
see that they were properly
planted.
She bent to tug on one.
"You can see that the deer
were at some of these," she
said. "They like the tender
tips."
Another seedling came up
in her hand.
"This one should have
been planted a little deeper

member Susan Kirk made the motion to
fire Boyer, and council members Jim
Farley and Roger Proffer voted with
her. Council members Robert Holmes
and John Kendall voted against the
motion. It would have taken a 4-1 vote to
fire without cause.
Kirk's grounds for firing with cause
were based on what. she said were
unapproved expenditures for storm
cleanup, as well as some other issues,
such as not providing documents,

almost ready to rebuild three
drainage ponds that flooded
his backyard in Inverness
twice.
The county plans to adver-
tise in late February for con-

Man dies at hospital
following crash
The Inverness man who suf-
fered serious injuries in a crash
on County Road 491 Monday
afternoon later died at Shands
Hospital in Gainesville.
James R. Allen, 73, was flown
to the hospital after his white
truck collided with a red
Mustang at the entrance to the
post office on County Road 491
at 11:54 a.m.
Leta Damiani Schmitt, 80, of
Homosassa, said she lost con-
trol exiting the post office when
she hit a speed bump, Florida
Highway Patrol trooper Tod
Cloud said.
Schmitt failed to stop at the
stop sign and drove across the
south and north bound lanes of
County Road 491, according to
the FHP report. The front of -r
Schmitt's car struck the front
side of Allen's truck, as it trav-
eled north on County Road 491.
Allen was pronounced dead
at Shands at 4:27 p.m.
Schmitt was airlifted to Tampa,

Citrus County Sheriff's
Office detectives are searching
for suspects involved in a
weekend burglary at Costa's
Deli in Crystal River.
Sheriff's office spokes-
woman Gail Tierney said a
deputy responded to the store
at 9:26 a.m. Sunday and found
a concrete bench thrown
through the front plate-glass
window.
It is believed the suspect or
suspects made entry through
the broken window and
removed various meats and
cold cuts valued .at $2,000,
Tierney said. They ransacked
the store and removed miscel-
laneous change left in the reg-
ister, totaling $5, she said.
Detectives are still looking to
see if there are any additional
items missing. The store's own-

It is believed the burglary
occurred between 5:30 p.m.
Saturday and 9:19 a.m. Sunday,
Tierney said.
In 2000, Costa's Deli was bur-
glarized in a similar after-
hours incident between 6 p.m.
July 13 and 8:30 a.m. July 14.
"I remember it back in 2000
because of the sports memora-
bilia," Tierney said.
Tierney said along with cold
cuts, sodas and chips, a person
or persons stole sports memo-
rabilia the previous owners
used as store decorations. It
was unknown if any cash was
stolen.
No arrests were made in the
2000 burglary.

glaries should call the sheriff's

other obstacles can be moved
or changed.
He also said a park where
skaters police themselves will
be more successful than one
supervised by adults.
City parks and recreation
director Pati Smith is looking
at these and other issues as the
city weighs the park proposal.

She said ideas continue to
pour in from all over about
how the park should run. She
said the end result should be
something that can reflect the
needs of the skaters.
"It's just like any other sport.
You have to keep it interest-

change, it has to grow. Kids
need to be challenged."

wants to develop more water,
either directly or indirectly.
They propose, for instance, tax-
ing bottled water or tap water
coming in to the house through
the utility company's water
meter
Or how about a statewide
water tax, or a tax on water
used outside, or higher water
district'taxes?
A group in Tallahassee is dis-
cussing these and other ideas
in a legislative debate that will
likely define the growth, and so
the future, of the state.
A 90-member work group
called the Water Work Group
met last week in Tallahassee to
discuss developing new alter-
native water sources and how
to pay for them. The group is
represented by a cross section
of those who have a stake in the
state's water resources, from
environmentalists to develop-
ers.
The work group was created
by Sen. Paula Dockery, R-
Lakeland, Chair of the Senate

Committee, and the idea is to
put together a consensus for a
sound state water strategy
under the growing pressure for
more water.
Argenziano, who has some-
times been called "The Water
Lady," serves on the committee
and said she is keeping a close
eye on the group, which has

to raise money for alternative
water sources, such as surface
reservoirs, reuse systems and
desalination plants.
While Argenziano said the
group has come up with some
funding suggestions that sound
pretty good, she admits that
some, like doing away with
"reservations" for the environ-
ment holding back from
developing and so increasing
the water for supply make
her nervous.

Preservation Committee with

man, fisherman, accomplished

unteer helper for the
Handicapped Hunters for
many years. He and his wife
became vocal campaigners to
warn people about the. dangers
of melanoma skin cancer, until
his death from the disease,
which was 'diagnosed two years
ago.

Horace Hagedor, founder of

mer executive of The Scotts Co.,
died at his home in Long
Island, N.Y, the Marysville-
based company said. He was 89.
The company did not release
the cause of Hagedorn's death
Monday.
Hagedorn merged Miracle-
Gro with Scotts in 1995, then
focused his interests on philan-
thropy after his retirement in
1997.
In 2003, he gave $1 million
to Adelphi University to help
finance student scholarships
and faculty development

Hospice of Citrus County wel-
comed Donald Schumacher, presi-
dent and CEO of the National
Hospice and Palliative Care
Organization (NHPCO) to Citrus
County. The NHPCO is the largest
nonprofit membership organization
representing hospice and palliative
care programs and professionals in
the United States. NHPCO repre-
sents 80 percent of the 3,200 hospices
nationwide.
Almost 800,000 of the patients were
served by hospice in 2003 received
hospice care by NHPCO members.
The organization is committed to
improving end-of-life -care and
expanding access to hospice care
with the goal of profoundly enhanc-
ing quality of life for people dying in
America and their loved ones
Schumacher's visit met with the
staff and members of the board of
directors and applauded the work
that Hospice of Citrus County has
been doing in making the public
aware of the services that are avail-
able to the community.
Anthony J. Palumbo, CEO of
Hospice of Citrus County, noted,
"Don's visit allowed us valuable feed-
back from the national perspective

Biologist, gardener, writer and story-
teller, Swain was born and raised out-
side Boston, Mass. He graduated from
Harvard College, and went on to earn a
-Ph.D., studying the behavior in ants in
tropical rain forests, before becoming
science editor of Horticulture maga-
zine.
Swain's relaxed speaking style makes
all his presentations easy for anyone to
understand regardless of their garden-
ing experience.
This lecture is free and open to the
public. A question-and-answer session


will follow the lecture.
Swain's favorite lecture topics are:
the principles of ecologically sound gar-
dening, backyard fruits and vegetables,
the celebration of hand tools, and how
gardening makes good neighbors.

subtle beckoning is

amazing how loud it
sounds at 3 a.m.! The
bathroom vanity has

meets his specifica-
tions.
Gavin I've tried a num-

ping. I've ignored Baby's
behavior, hoping he'll give up
before I give in. But in the dark
of the night, I'll do whatever he
wants so long as I can go back
to sleep. I've tried leaving the
faucet dripping all night, which
he loves it, but that's a poor
answer, ecologically and finan-


cially.
I bought one of those plastic,
electric water fountains espe-
cially designed for cats. I'm not
sure whose cats use it, but
mine wanted nothing to do
with it No matter what adjust-
ments were made in locations,
flow, etc., no cat would go near
it. I finally gave up and
resigned myself to my faucet
responsibilities. I've talked to
cat owners who refuse to turn
on the water at the sink, and
they tell me their cats eventu-
ally yield. I've talked to others
whose kitties have won the bat-
tle of the faucets.
Experts explain this behav-
ior with the claim that cats love
the sound of running water.
How they account for their


fondness for one spout over
another is beyond me.
If your cat is to have good
health, he must drink adequate
amounts of water. I'd rather
have a cat that is sufficiently
hydrated even if I have to do
faucet-duty. I just don't want to
wage the water war. If you have

The Citrus County
Genealogical Society will have a
seminar from 10 a.m. to 1:30
p.m. Saturday at the Knights of
Columbus Hall on County Road
486 and Pinecone Avenue,
Lecanto.
The guest speaker, George
Morgan, a professional genealo-
gist and author, will talk about
"Southern Genealogy Research"
(two hours) and "Planning a
Very Successful Genealogy
Research Trip" (one hour).
He will cover the types of
records found in southern states
from Virginia on through the
South.
Some of these records
include court records, records
from the confederate and post-
confederate eras, state militia
records, state archives and
records that are unique to the
South.
He will also discuss the
numerous resources you can
use to help you prepare for the
most effective genealogical
research trips you will ever

County Commissioner Gary
Bartell said he had anticipat-
ed a larger increase in rev-
enue based on the record
number of building permits
this year, but he added that
Hensley's numbers are pre-
liminary and could rise.
He said the county commis-


sion received about $7 million
in additional property tax rev-
enue the previous year.
Bartell said he appreciated
Hensley releasing the prelimi-
nary numbers. He- said it
makes the budgeting process
that much easier. Bartell said
he had asked County
Administrator Richard Wesch
to get those numbers from
Hensley The county is just
beginning the process of
developing a budget for 2005-
06.
He said the budget numbers


also show a Municipal
Services Benefit Unit may not-
be necessary to fund paid fire-
fighter salaries and benefits.
The county plans to hire 27
paid firefighters in April to
reduce response times to fires.
The cost of the additional
employees will be about $2.7
million annually.
"I've always said we don't
need it with all the new rev-
enues and the record-setting
building permit applications,"
Bartell said. "I believe we can
live within our revenues."
