It's not often the media
makes itself the story, but
Citrus County Sheriff's Capt
Joe Eckstein wants to make
sure when the next hurricane
season arrives, everyone's on
the same page as emergency
officials when it comes to sav-
ing lives. /
Eckstein, emergency opera-
tions director for the county,
met Friday
with represen-
tatives from

most effective way.
Eckstein admitted
"Hurricane Season '04," as he
calls it, was "a dress rehears-
al" for a direct hit from a major
hurricane.
"We were shooting from the
hip. That will only work so
many times," he said. "We're
going to be pushing the enve-
lope to people. 'Are you pre-
pared for the next hurricane
season?'"
Eckstein said despite escap-
ing relatively unscathed from
tropical storms Charley,
Frances and Jeanne, there
were some breakdowns in
communication that he wants
to prevent the next time
storms arrive. After Frances,
where an estimated 80 percent
of county residents were with-
out power, many were without
essential information about
the storm through television

Sophia Diaz-Fonseca said the thing
that got her interested in running for
Inverness City Council was water quali-
ty.
She said she was already involved in So
community activities and she figured 01
this was just taking it one step higher. Fon
Both the problem with some old water invol
lines in the city that results in what she comr
called "yellow water" and the need to
get septic tanks away from the lakes spurred her
to run for Seat 4 on the council against incum-
bent Jacquie Hepfer.
Diaz-Fonseca said that though the city has
done a lot of work on the water system, there are
still some water pipes from the early 1900s serv-
ing residents, and those need to be replaced.
She said there needs to be a plan to replace
them incrementally to keep the project afford-

Hepfer: Continue council's current progressive tract

JIM HUNTER

Chronicle

Incumbent Inverness City Councilwoman
Jacquie Hepfer says the council's accomplish-
ments while she has been serving on it are
pretty obvious.
She said she has been part of the effort that
has kept taxes low, that has seen the downtown
renovation and beautification through, and
that has begun working with the county on a
number of projects.
Hepfer, challenged by Sophia Diaz-Fonseca
for Seat 4 on the council, says she wants to con-
tinue the trend of council accomplishments.
"It's progressive," she said of the council,
adding that it needs to be. "If you don't grow,
you die."
For her, the reasons for being on the council
are very personal. "This is home," she said
during a recent interview with the Chronicle
Editorial Board.

Hepfer said she wants to see
the small-town look and feel
remain. "We don't want urban
sprawl," she said.
As to resistance to the sewer
and water hook-ups, Hepfer
said a grant for sewer expan-
sion will greatly reduce the
Jacqule cost and the city will then work
Hepfer it out to let people pay over as

efforts are greatly ease the pain. While
- obvious, she's not for forcing people out-
side the city to hook up, she
said, considering the often significant expense
of private water conditioning systems, "When
they see the benefit, they usually come
around."
In reference to some complaints that the
new $5 million city hall is more than the city
needs, she said, "The point is we're doing this
