Citrus County Sheriff's Office detectives
charged a former Citrus High School teacher's
aide with another charge of lewd and lascivious
battery Thursday after a second boy told detec-
tives he had sexual relations with the Hernando
woman.
Deputies arrested Tammy Lee Huggins, 35,
2848 N. Lakefront Drive, Wednesday at CHS
after she admitted she engaged in sexual acts
with a 15-year-old male student 15 to 20 times


since December, according to
arrest reports.
At the time of her arrest, she
told detectives she also had sex- J
ual relations with a 16-year-old
CHS student in April 2004.

Some Homosassa residents are
pretty angry at whomever is dumping
in their canal, and they want it
stopped.
It first happened about the time of
Thanksgiving, according to residents


who live on the canal just off Mason
Creek Road along Westview Street
The tea-colored, but fairly clear canal
water turned opaque yellow.
They had no idea what it was and
there were all kinds of fears and spec-
ulation. It started at the end of the
canal just off Mason Creek and
seemed to move down the canal. It
appeared to move back and forth with


the tide.
It lasted about a week or more and
Linda Thompson, a local Realtor who
lives on the canal, complained to the
county. The county called in the
Environmental Health and Hazard-
ous Materials sections.
County Commissioner Gary Bartell
went down to take a look By the time
he got there, he said, the tidal action


had cleaned the canal and the yellow
cloudiness was gone. A county
employee who checked the water
said there was some pollen in the
water, but he found nothing else.
There was no fish kill and whatever it
was didn't appear to have been toxic.
Thompson said she has lived there

for a single family home would total about
$7,000.
But the planning board heeded many of
the recommendations of the builders, who
filled the meeting room to capacity and
carried banners protesting the planned
fee hike.
The builders tried to put a human face
on the problems they might face if the
higher fees were adopted.
They said jobs would be lost, fewer peo-
ple would move to the county to purchase
new homes, some builders might fold, and
the higher fees could discourage senior
citizens from living here because they
could no longer afford their taxes.
"It is my opinion that an increase in
impact fees as proposed will cripple our
industry," said developer Tom Chancey.
"The no-growth advocates who support


these increases are, in my opinion, looking
for a free ride."
Heeding the concerns of builders, the
planning board recommended the county
commission consider the following:
Raising gas or sales taxes to provide
additional funding for public services
rather than relying only on increased
impact fees.
Grandfathering-in homebuyers who
possessed a signed contract to build a
home before the new fees are adopted.
This would allow those buyers to pay the
current impact fees rather the higher fees.

Hensley to consider increasing values on
vacant residential lots. Builder George
Rusaw researched the values on vacant
lots and found many were valued on the
tax roll many times less than what they
were selling for on the market He esti-
mated the county could generate an addi-
tional $60 million over four years by rais-
ing the value of vacant lots to reflect the
higher values on the market
Consider phasing in the impact fees.
The county could gradually phase in a per-
centage of the fees over a period of years
to lessen the impact Impact fees are cur-
rently rolled into the mortgage and paid
when the house is sold.
Consider a tier system to provide
lower impact fee for residents who qualify
for affordable-housing loans. Builders
fear the higher impact fees could drive
many low- to moderate-income residents
out of the new housing market

who has lived on the canal for
30 years and watched the yel-
low clouds go by his property,
said he has never seen such a
phenomenon.
One county employee
noticed a white residue on the
plants along the canal and
asked the state Department of
Environmental Protection to
look into it, but the agency had
not yet responded when new
complaints were made.
When the water turned yel-
low again this week, a frustrat-
ed Thompson called the
Chronicle. Alerted by the
paper, Bartell came down to
look again and finding the
water clouded this time, he
said it was obvious to him
someone had put something in
the canal. Bartell notified the
county personnel and they
responded again to take sam-
ples of the water and the white
substance clinging to the plants
on the edge of the canal. They
again called DEP
County Aquatic Services
Director Mark Edwards said
Thursday someone from DEP
was scheduled to visit the
scene Friday.
Some residents along the
canal said that, given the vehi-
cle tracks along the spongy
edge of the canal, they believe
someone was backing a trailer
or something to the canal's
edge, which is easily accessible
from the side of the road. One
resident had strung a line
along the edge of the water, and
it had been pushed down,
telling them that it had been
run over.

provide on site assistance and
training to exceptional stu-

Tierney said she did not

dents at CHS.
CHS officials would not
comment about Huggins, the
boys or what action adminis-

Maurice McDaniel Jr., a
Citrus County Sheriff's Deputy
and McDaniel's son, took the
stand to describe the relation-
ship that existed between the
Edgerlys and his father, who
held power of attorney over the
couple and looked after them.
When he went to visit them
with his dad, he said the cou-
ple, who had no children of
their own, were extremely
close.
He said Mrs. Edgerly was
especially fond of McDaniel's
company.
"Her and dad were always

often stayed at her own home
many times while her assis-
tants took care of residents.


Frenn said a man who lived
at the house for a long time
passed away recently. Soon
after, the house was sold to
another person, who currently
rents it to Huggins.
No one was home at
Huggins house Thursday
afternoon.
According to Huggins' arrest
reports, this is what hap-
pened:
The sheriff's office received
information from a confiden-
tial source Wednesday that
Huggins was having sexual

McDaniel's home and spoke
with his wife, Anne.
"I called her and told her I

Doherty asked Catrett if she
thought to call 911 or if she told
Mrs. McDaniel she considered
Mrs. Edgerly's condition to be
an emergency, to which Catrett
responded "she didn't."

that she and the 15-year-old
engaged in sexual relations 15
to 20 times during the
Christmas break.
Detectives arrested and
charged her with three counts
of lewd and lascivious battery.
She was jailed on $15,000
bond.
On Thursday, detectives
interviewed a 16-year-old boy,
who Huggins said she also had
sexual relations with. The' boy
told detectives that sometime
last year, he went with

David Fields, talked about
when he got involved in the
investigation, which was
ordered after an attorney
requested a competency hear-
ing for the Edgerlys after they
indicated their wish to give
everything away. Fields, a
financial crime investigator,
said McDaniel came to the
sheriff's office to talk about the
circumstances surrounding the
Edgerlys deed to their home
being given to him, as well as
money from the sale of proper-
ty they owned in Michigan. He
said McDaniel indicated he did
not have the information.
Closing arguments are
expected to begin late this
afternoon.

Wieneke, a soft-spoken conser-
vationist who gained wide-
spread recognition when he
spearheaded a campaign
against a Wisconsin hunting
season for the mourning dove
bird, has died. He was 59.
Wieneke died Tuesday of
cancer, his family announced
Wednesday.
Wildlife rehabilitator Pat
Fisher recalled how she and
Wieneke met with five others
at a barber shop several years
ago and formed Wisconsin
Citizens Concerned about
Cranes and Doves, the group
that mounted what eventually
proved to be an unsuccessful
fight against the dove hunt
A proposal to legalize dove
hunting had surfaced in 1999
during the annual statewide
meetings of the Wisconsin
Conservation Congress, a citi-
zens advisory group to the state
Natural Resources Board.
Backers contended Wiscon-
sin should join other states that
hunt the bird. Wieneke and
other opponents said the dove,
which was declared Wis-
consin's -official bird of peace
by the Legislature years earli-
er, shouldn't be added to the
list of game birds.

board members Ginger Bryant
and Lou Miele, said the district
should learn whether Huggins
had relations with other stu-
dents.
"I want to know if other chil-
dren have been hurt and if any-
body else was involved,"
Bryant said.
Himmel said Richardson is
working with the sheriff's
office on its investigation. She
said questions as to whether
other students or staffers knew
of the conduct will be
answered by the sheriff's
investigation.
Miele said he doesn't know
what the district could learn on
its own.
"I'd like to know (if others
knew), but who's going to admit
it at this point?" Miele said.
Himmel said it's her under-
standing none of the acts
occurred at school. She also
wasn't sure if the boys were in
the exceptional student educa-
tion, or ESE, program.
"To me it's a 15-year-child

said.
Deutschmanan and Miele said
they both were shocked to
learn someone who works with
students would engage in such
behavior. Both said teachers
and other educators should
know relationships with stu-
dents is off limits.
"You have to wonder what
these people are thinking,"
Deutschman said. "What else
do we need to do to let our
employees of the seriousness
of this and that it's morally
wrong?"
She added: "Do you have to
remind everybody that if you
commit a crime that it's against
the law?"
Himmel said the allegations
have hurt the community.
"It makes me sick," she said.
"It bothers me because this
impacts a lot people, kids, par-
ents, school district It affects a
lot of people."
Miele, who taught at
Withlacoochee Technical
Institute before being elected
in 2002 to the school board,
said he doesn't know how a
teacher could think student
contact is OK.
"I don't know how much
clearer we can be," he said.
"We were told don't even put
your hand on a shoulder when
you go by them. How much
more explicit should we get?"

respect to any matter considered at this meeting will need a record of the
proceedings and for such purpose may need to provide that a verbatim record of

it can be a knee. If, when you walk
past and these places are taken and
the people have a card, just think,
"Oh, but for the grace of God go I."

Honor roll missed
I was wondering. Does anyone
know why Citrus High School does
not put their honor roll students in
the paper anymore? I called the
school and no one can give me a
good answer.

I was checking in Thursday's (Jan.
6) front page about the trio that
broke into that home at gunpoint. I
just got one thing to say for any-
body in the future that, you know,
that wants to do something like
that: A lot of us people in that area
and Lecanto and Crystal River, we
do carry handguns and rifles and

at 1 o'clock in the morning, you

Shop closing
In case you haven't
noticed, one of the nicest
little shops in our commu-
nity of Citrus County is
closing. Designer

Protecting ID
In response to information in
Sound Off on people concerned
about the elders not being treated
out of respect in doctors' and den-
tists' offices because you're being
called by your first name. That is
now required by law in order to pro-
tect your confidentiality. Everyone in
the waiting room does not need to
know who you are and that you're in
the doctor's office, so the first
names are being used instead. So
it's not to be disrespectful; it's to
protect you.
Slow down speeders
I'm calling regarding the positive
article on the four-lane widening of
State Road 44 East. The negative
side is the continual violation of the
45-mph speed limit and the aggres-
sive driving of the majority of driv-
ers. Recently, the highway patrol
has been pulling drivers over fairly
frequently, but we don't see local
police. Is that because it's a state
road? Believe me, if Inverness police
need to meet their speeding-ticket
quota, there's plenty of opportunity
for all. There have already been seri-
ous accidents.
Scooters scorned
Hooray to the person about hand-
icapped stickers. I agree with you
100 percent. And I'm also against
motorized scooters for the same
reason.


Grow without paving green


H ere are a couple of
ideas to save our
community by tap-
ping into a reservoir of
experience gained in other
communities. I got them
both from the pages of a
competing newspaper, the
Christian Science Monitor.
We worry about a gradual
loss of our woods, fields
and farms being gradually Steve
replaced by an influx of box FAB
stores and other commer- & pFOi
cial developments along
our highways and byways,
but in this we are not alone.
Towns and counties all over the
developed world are facing the same
challenges: rampant growth. Trees, for
example. Trees that make our county
particularly charming are being
chopped or pushed over then burned
to clear land for new homes and busi-
nesses.
So how can we grow without paving
over all the greenery and beauty that
brought us here in the first place?.
There's something called the
Countryside Exchange (www.glyn-
wood.org) that since 1987 has helped
about 80 communities across America
and in England save farmland from
urban sprawl the kind of sprawl we
have been experiencing as of late.
Countryside Exchange sends teams
of professionals experts in commu-
nity planning, conservation and eco-
nomic development into communi-
ties like ours.

us achieve economic well
being while retaining the
essence of our culture, com-
munity, and environment.
If our community were to
V r be selected, our local organ-
izing committee repre-
senting a cross-section of
interests would be guid-
ed to identify issues and to
rthur plan for a week when team
LES members meet with a vari-
BLES ety of local leaders to care-
fully examine the econom-
ic, social and environmen-
tal issues our community faces. Then
the team presents its observations and
recommendations. From then on, the
local committee spearheads the adop-
tion of team recommendations to ful-
fill joint objectives.
In some communities, for example,
the teams identify historic sites to
attract tourists. The group looks for
funding to enhance those sites and
thus help the community to maintain
its integrity.
One common suggestion, according
to the article sent to me by a caring
reader, is to create "shovel-ready"
sites for development where all the
regulatory and financial requirements
for a proposed development are ready
for an appropriate developer. Another
obvious one is to promote growth in
city centers in order to protect the
countryside from sprawl.
A solution to our on-again/off-again
teacher shortage problem is to identi-


fy and develop high school students to
become teachers with the establish-
ment of a Teaching Academy. A similar
program could also be established to
fulfill the growing need for nurses.
Broward County, for example, is in
the process of developing a slew of
new teachers for the next decade. It's
part of something bigger called the
Urban Teacher Academy Project
(www.recruitingteachers.org).
Teens as young as 14 are recruited-
and given insights into the other side
of teaching with an eye toward prepar-
ing them to succeed in college-level;
classes.
According to their literature, the
program not only increases the num-,
ber of potential teachers, it also gives'
young students a reason to get good-
grades. It can give children who might'
never have thought of going to college
a reason to get a higher education.
This suggestion, like the last, takes-
forming a community-based teacher
academy advisory board and form-:
ing a partnership with a college or
university.
It would take a lot of work and devo-
tion to get the community develop-:
ment and teaching academy ideas off-
the ground, but the side-benefits are
many.
Just a couple of ideas to roll around
in your head.

Prison is not for youth
Reading the column that Steve
Arthur wrote on Adam Bollenback is
such an outrage. To put any 19-year-
old into solitary confinement is living
in the Dark Ages.
What on earth has happened to our
society? I strongly believe that judges,
police, attorneys and citizens should
start going into the prisons and stay a
while. What an eye-opener it is.
I have had the opportunity to do
just that at Lowell Correctional
Center, and I see first hand the youth
offenders. They have to wear caps to
distinguish 'themselves from the other
prisoners. The saddest part of all is
they are just that kids. When you talk
with them they hang on every word,
and they want to hold your hand or
lay their head on your shoulder They
want a family and love no matter
what their crimes have been.
The oddest thing to me is I have
never felt any fear and would bring
them home if I could. God created
these little souls and we need to
remember the greatest command-
ment: Love.
Sentencing a child to make an
example for others is very wrong.
Instead, find out why they have the
rage inside of them. Prison has its
own rules and not nice ones. No one
is your friend and no one can be
trusted. No place is really safe
whether in your dorm, cell, shower or
the grounds. Children and young
adults are such prey and we continue
to throw them into these hell holes of
horrors.
What I find so interesting is we
will counsel rape victims or school
students when shootings or deaths of
fellow classmates occur, yet we never
treat the ones coming out of prisons.
What about their rapes, beatings and
even witnessing deaths? No, they are
released without any rehabilitation,
