Zanetic told to surrender emergency response truck

Sunny Hills Fire Chief Glen Zanetic must
relinquish the department's emergency re-
sponder truck to the county. The truck will be
transferred to Randall Truett at Washington
County EMS, which has funds to take over
payments. The vehicle will be used by EMS
as a first responder.


The Sunny Hills MSBU voted in August to
ask the county to take back the truck. Behind
the request were the MSBU's budget crisis, as
well as what was considered Zanetic's frequent
use of the truck. The latter has been the subject
of discussions at MSBU meetings.
Commissioners had given Zanetic more than
a month to refinance the truck through the fire
department. Zanetic said he could not move


a commitment for $19,459.06 from the MSBU
and $33,700 from the County.
He pressed Commissioners to say this
$52,159.06 was the Board's to do with as it sees
fit. They declined; rather, they stipulated that
MSBU funds are earmarked to pay for two fire
trucks and insurance. The County funds are the
department's operating funds.

Marion Cool has been identified
as the victim of a fatal fire at about
2:30 a.m. Sunday on Foxworth
Road just south of Chipley. The
information was provided by the
Washington County Sheriff's Of-
fice, which is investigating the fire.
The information was released late
Wednesday morning.
Sgt. Kenny Brock of the Wash-
ington County Sheriff's Office said
based on investigation by the state
fire marshal and WCSO the fire was
clearly accidental, and was possibly
caused by an electric heater.
Brock said Wednesday afternoon
that a family member began yelling
"fire" and alerted another family
member, who assisted others to
escape. By the time he tried to
reach Cool, the older-model manu-
factured home was fully engulfed
in flames and it was impossible to
rescue the victim.
The name of the victim was not
released earlier because the Wash-
ington County Sheriff's Office was
in the process of notifying family.
The fire could have been caused
by a small ceramic-type electric
heater, Brock said.
Chipley Fire Chief FloydAycock
said that Orange Hill and Chipley
volunteer fire departments were
on the scene within a few minutes,
"but it looked just like what you
see in the picture," he said. Aycock
noted that manufactured homes,
especially pre-1976 homes, go up
in flames very quickly.
Channel 7 WJHG reported that
an oxygen tank also went up,
spreading the fire. Aycock also
noted the oxygen bottles.

BOCC takes no

action on having

codes hearing

Washington County will not host
a public hearing to address code en-
forcement. Amotion made by Com-
missioner Eddy Holman died for
lack of a second at commission's
regular meeting Jan. 24.
CodeEnforcement Board Chair-
man Jim Ackerman asked the
Washington County Board of
County Commissioners for its
commitment to adequately perform
code enforcement. He noted the
board has received 281 complaints
in seven years, and has 2.6 million
in outstanding leans against proper-
ties for code violations.
"Don't put our board through
an exercise," said Ackerman. He
asked commissioners to consider
splitting code enforcement from the
planning department and to help the
Board accomplish goals set forth
by commissioners. He referenced
city ordinances setting standards
regarding animals, alcohol, litter,
abandoned cars, abandoned houses
and hazardous materials.
After the Board refused to host
a public workshop, resident Au-
brey Davis accused the Board of
"cowardice" and "not having the
backbone to enforce the existing
ordinances."
Davis said, "The beauty of our
county is being messed up because
you won't do your job. You guys
are not looking out for the best
interest of our county."
In other business, Commission-
ers approved a request by County
Emergency Manager Roger Hagan
to participate in a pilot project to
develop a county re-management
plan after a disaster. By developing
this plan, the county decreases its
cost share following an emergency
from 75/25 to 80/20. What this
means is FEMA pays 75 percent
and state and local split the remain-
ing 25 percent of clean up costs
between them following a disaster.
By completing a re-management
plan and reducing the county's
responsibility from 12.5 percent
to 10 percent, the county also can
receive funding for regular time,
not just overtime, and can generate
revenue from recyclables.
Hagan came to the Board with
$5,000 of the required $11,000
to participate in the pilot project.
County Planner Linda Waller told
Commissioners she has reim-
bursement funds from the Florida
Department of Community Affairs
available for planning purposes.
She offered to commit $6,000 of
these funds to the pilot project,
which the Board accepted.

by making sure that they can escape quickly if necessary.
Smoke Alarms are Life Savers
The primary-fire safety strategy for any home is to warn the occupants
early. The best way to get the earliest warning ofdanger is by installing
enough smoke alarms.
Homes should have a smoke alarm near the bedrooms, but not so close
to the kitchen that you have problems with alarms from cooking. It's a
good idea to have a smoke alarm in each bedroom, especially if you sleep
with the door closed.
Planning Your Escape
The other part of the fire safety plan is for everyone to get out quickly.
When you are awakened in the middle of the night to a fire, your thinking
may be confused, so it is important that you practice your escape plan ahead
of time. That way, your whole family will know what to do.
New manufi tured homes have more ways to escape than most other
homes. There are always two doors, and every bedroom has an emergency
escape window. Make sure that everyone knows how to open the emer-
gency windows so no time is waste when fire strikes. These windows are
labeled with operating instructions.
Everyone in the family, as well as frequent visitors and babysitters,
should practice the escape plan, including opening the escape windows.
Can You Beat the Clock?
Most people do not realize how quickly fires can grow. A home fire can
become a killer in as little as 3 minutes.
Can your family get out this fast? Consider that it may take one minute
for the smoke alarm to sound and for you to recognize the danger. If you
have young children or you are elderly and move more slowly, you may
need another minute to get ready. This leaves only 1 minute for you all to
get to an exit, open it, and get out.
By practicing your escape, you can make every second count.
Steps to a Safe Escape
*Have at least two working smoke alarms, test them monthly.
*Plan two ways out of every room.
*Practice your escape plan twice yearly.
*Practice crawling low under smoke.
*Have a pre-arranged meeting place outside your home.
*Call the fire department from a neighbor's home.
*Once outside, stay out.

Sand pit exception request shot down again

Washington County officials
again said no to a proposed 159-
acre sand excavation operation
on Blue Springs Road in southern
Washington County.
At a public hearing following
its monthly meeting Jan. 24, the
Board of County Commissioners
denied a request by Blue Acres,
LLC to construct and :operate a
borrow pit amid environmentally
sensitive lands on State Road 20
in the Econfina Creek basin. The
county's Planning Commission
recommended that the Board deny
approval at its Jan. 8 meeting.


Washington County Commis-
sioners were also asked to dis-
approve the request by the Bay
County Board of County Com-
missioners in a Jan. 14 letter sent
to Board Chairman Joel Pate. In
that letter, the Bay County Board
cited concerns that the sand pit
could impact waters that feed into
Deer Point reservoir, which sup-
plies as much as 80 percent of Bay
County's drinking water.
SDexter Gortemoller, engineer
of record for the project, said he
was unaware of the letter. He told
Commissioners of changes his
client proposed to the project after
its denial by the Planning Com-
mission. These changes included


reducing the depth of the borrow
pit from 30-40 feet in depth to 15
feet, since the groundwater level is
estimated to be at 16-17 feet below
the site. The developer also pro-
posed increasing the natural buffer
around the site, creating a berm
to contain storm water run-off to
the site, and out of the Jones Head
Branch, and agreeing to maintain
Blue Springs Road from SR 20 to
the borrow pit site.
These changes were not enough
for Commissioners, nor for the
small crowd gathered to protest the
pit at the public hearing. Area resi-
dents spoke against the proposed
sand pit, citing a loss of property
values, quality of life and environ-


mental concerns.
Gortemoller said his client
planned to request making the
pit deeper during the reclamation
process, to turn the pit into a lake
around which a subdivision is
planned. He also stated that the one
permit the project has gained to
date, issued by the Northwest Flor-
ida Water Management District,
apparently was the wrong permit
type and is being reconsidered.
Blue Springs Road resident
Francis Hammonds said in her
comments to the Washington
County BOCC that the original
plans presented to the water man-
agement district did not include a
subdivision.


Hammonds also presented to
Commissioners an email from
Richard W. Hicks, a water qual-
ity expert with the Florida Dept.
of Environmental Protection, that
said about potential sand mining
in Washington County, "Looking
at the reports we have available,
the sand layer could range from
less than 10 to over 100 feet in the
county. Virtually all of the water
wells in your county withdraw
from the Floridan Aquifer, a lime-
stone aquifer, which can be fairly
close to land surface in parts of the
county. The southern part of the
county might be the most vulner-
able because there is less clay on
top of the limestone."

fatal fire. Surviving residents
were assisted by members of
the Red Cross Disaster Ac-
tion Team. Among the ser-
vices provided were cloth-
ing, shoes, food and mental
health services, according to
the release.

Seven of the Panhandle's
state lawmakers listened to a
barrage of questions Thurs-
day, Jan. 19,in a packed con-
ference room at Sandestin
Golf and Beach Resort.
The Northwest Florida
Chamber Coalition spon-
sored the forum that featured
Rep. Ray Sansom, R- Des-
tin; Sen. Don Gaetz, R-
Niceville; Rep. Don Brown,
R-DeFuniak Springs;, Rep.
Marti Coley, R-Marianna;,
Rep. Greg Evers, R-Baker;
Rep. Dave Murzin, R-Pen-
sacola; and Rep. Jimmy Pa-
tronis, R-Panama City. Sen.
Al Lawson, D-Tallahassee,
did not make it.
More than 100 people
attended the event. And
legislators fielded dozens of
questions that covered topics,
ranging from insurance to
health care to illegal immi-
gration. But taxes seemed to
be the main concern.
Brown said that the gov-
ernment has a responsibility
to watch how citizens are
taxed.
"One of the most sinister
things a government can do
to its people is to over tax
them, and we've all be at
the receiving end of that in
recent years."


Brown said that he will
vote for the comprehensive
tax reform amendment on
Jan. 29, but he is not happy
about it.
"It is a pathetic start
on tax reform," he said.
"Amendment number oqe
is the governor's idea. It is
the product of the simple
mind."
The amendment does
little to ease the burden on
taxpayers, he added. Brown
said he would continue the
fight for tax relief in Tal-
lahassee.
Brown went further and
said that he believes dur-
ing these tough economic
times that the state should
deregulate the private sector
so industry can do what they
do best.
Sansom agreed with
Brown that there needs to
be something done about the
over regulation.
"There is no question in
my mind that the state gov-
ernment bureaucracy is out
of control," Sansom said.
"It's way to burdensome. We
have agencies that are dupli-
cating themselves. We have
agencies that are doing the
same thing. We have agen-
cies that will fight over who
will regulate an industry."

Gaetz said he would like

let school officials have
more flexibility when it

the senator's concerns with
class sizes and having to
split classrooms in the mid-
dle of the school year is an
awful idea.
He called the class size
debate the "Achilles Heel"
for legislators.
"It was going to handcuff
us as we move forward in
meeting the needs of Florida
with no guarantees that the
quality of education will go
up with this very restrictive
class size amendment."
Health insurance was
brought up more than once.
Gaetz said that there will
be reductions in Medicaid
this year, and that is unfor-
tunate.
"You can't ... reduce
Medicaid and then assume
that the people who are Med-
icaid recipients, particularly
the elderly, are just going to

By cutting Medicaid, the
state will only increase its
medical bill, Gaetz added.
When funding is slashed,
the elderly will end up in
hospital beds requiring more
"acute care" and that will in-

cussed at the forum and
lawmaker's tough talk drew
applause several times.
Brown said that he un-
derstands that small busi-
nesses need to hire a quality
workforce, but if they are
illegal aliens then that is to
the detriment of Florida.
"I think there is a much
more profound issue in-
volved and that is the sov-
ereignty of our state and the
sovereignty of our nation,"
he said.
Brown said he plans to
sponsor a bill this year that
will hold employers more
accountable for their hiring
practices.

that the people who do busi-
ness with the state of Florida
show to us that they are hir-
ing people that our legal."

County dump truck in accident
AWashington County Public Works employee was treated
at a local hospital for injuries received Thursday afternoon
when his dump truck rolled on Pioneer Road.
Susan Williams of WCPW said Thursday that Perry
Holley was driving down the road with a load of sand when
he swerved to avoid a flock of buzzards in the road, and
the truck rolled on its side. Holley was taken to Northwest
Florida Community Hospital by Washington County EMS
for treatment. Williams said she understood that the injuries
did not appear to be severe.

Carter provides information on tax amendment


Featured speaker at the
Kiwanis meeting on Tues-
day was Gil Carter, CFA,
Washington County property
appraiser. He discussed the
proposed changes for prop-
erty taxes as provided in the
Constitutional Amendment
One that will be decided by
public vote on January 29.
The following summary
information was provided in
a handout for all attending.
Ballot Summary
This revision proposes
changes to the State Consti-
tution relating to property
taxation. With respect to
homestead property, this
revision:
*Increases the homestead
exemption except for school
district taxes.
*Allows homestead prop-
erty owners to transfer up to
$500,000 of their Save-Our-
Homes benefits to their next
homestead.
*With respect to non-
homestead property, this
revision provides a $25,000
exemption for tangible per-
sonal property and limits
assessment increase for
specified nonhomestead real
property except for school
district taxes.
In more detail, this revi-
sion:
*Increases the homestead
exemption by exempting
the assessed value between
$50,000 and $75,000. This
exemption does not apply to
school district taxes.
*Provides for the transfer
of accumulated Save-Our-
Homes benefits.
Homestead property own-
ers will be able to transfer
their Save-Our-homes ben-
efit to a new homestead
within one year and not
more than two years after
relinquishing their previous
homestead; except, if this
revision is approved by the
electors in January of 2008
and if the new homestead
is established on January 1,
2008, the previous home-
stead must have been relin-

If the new homestead has
a higher just value than the
previous one, the accumu-
lated benefit can be trans-
ferred; if the new homestead
has a lower just value, the
amount of benefit trans-
ferred will be reduced. The
transferred benefit may not
exceed $500,000.
This provision applies to
all taxes.
*Authorizes an exemp-
tion from property taxes of
$25,000 of assessed value of
tangible personal property.
This provision applies to all
taxes.
*Limits the assessment
increases for specified non-
homestead real property to
10 percent each year. Prop-
erty will be assessed at just
value following an improve-
ment, as defined by general
law, and may be assessed
at just value following a
change of ownership or con-
trol if provided by general
law. This limitation does
not apply to school district
taxes.
This limitation is repealed


effective January 1, 2019,
unless renewed by a vote of
the electors in the general
election held in 2018.
Further, this revision:
*Repeals obsolete lan-
guage on the homestead
exemption when it was less
than $25,000 and did not
apply uniformly to property
taxes levied by all local gov-
ernments.
*Provides for homestead
exemptions to be repealed
if a future constitutional
amendment provides for as-
sessment of homesteads "at
less than just value" rather
than as currently provided
"at a specified percentage"
of just value.
*Schedules the changes
to take effect upon approval
by the electors and operate
retroactively to January 1,
2008, if approved in a spe-
cial election held on January
29, 2008, or to take effect
January 1,2009, if approved
in the general election held
in November of 2008.
The limitation on annual
assessment increases for
specified real property shall

Carter showed some ex-
amples of property market
value increases and how the
cap and portability provi-
sions would work.
Carter also said that all
impact on county ad valorem
taxes collected by the Board
of County Commissioners
and the School District have
not been calculated, and it
could not be determined at
this time how the two ad
valorem taxing authorities
might adjust their actual
budgets to accommodate a
decline in revenues if the
amendment passes.
In other news, Dell Corbin,
chairman of the Kiwanis
Youth Services Committee,
reported that work on the
landscaping project at Kate
Smith Elementary School
was started last Saturday but
then changed to Saturday,
Jan. 26, due to inclement
weather.
He encouraged all Ki-
wanians and members of
the Key Clubs (Chipley and
Vernon High Schools) and
the Builders Club (Middle
Schools) to be at KMS at
8 a.m. to start work on Sat-
urday.
The Kiwanis Club of
Chipley has been serving the
youth of Washington County
for over 65 years, and last
year provided financial sup-
port to over 30 recipient
groups/activities.
Next on the fund-raising
event calendar is the 53rd
Annual Pancake Breakfast to
be held Friday, April 4. See
any Kiwanian for a ticket.
The Club meets every
Tuesday at noon in Pattillo's
(in the middle of the WHTC
campus) for a luncheon
program.

AARP Driver Safety
Program Feb. 3
AARP will sponsor and
driver safety course at Jim's
Buffet in Marianna on Sat-
urday, Feb. 3 beginning at
8 a.m.
This course was devel-
oped especially for the senior
driver with years of driving
experience. It is geared to se-
nior safety needs and helping
to compensate for age related
changes.
The National Safety
Council course reviews ba-
sic driving knowledge, new
traffic laws and introduces
techniques to help off-set the
effects of the aging process
on driver performance. This
course is approved by the
DHSMV for a three-year in-
surance premium reduction.
There is no testing and only
a minimum course fee of $10
to cover materials.

Forestry best
practices survey
results released
Preliminary results of the
2007 Silvicultural Best Man-
agement Practices Imple-
mentation Survey show that
the Division of Forestry's
Region 1 is 98 percent in
compliance with the BMP
guidelines.
Florida's Division of For-
estry has completed the field
work for the 2007 statewide
survey. The results will be
published and available to
the public in the near future.
