early Friday morning that she has
scheduled a news conference in
Bonifay on Feb. 5 to present her
case. She said lawsuits were in the
process of being filed earlier this
week against Fowler, his assistant,
Bill Hardy, Tara Perry of Explora-
tion Holdings, Fowler's Parks and

report the state's real estate de-
cline.
Should homeowners eager
to sell be worried? Have county
property and structural values
dropped?. Are property owners
being taxed at values greater than
they could receive upon selling
their home, land or business?
No, no and no. That's accord-
ing to Wanda Owens, a local
realtor with 12 years' experi-
ence and Gil Carter, Washington
County's property appraiser.
Carter praised his staff's effort
in making sure values were kept
'within reason."
He said, "There's been a lot
of flipping going on the past two,
or three years, but it's leveled
back down. There aren't a lot of
sales, but the value seems to be
holding."
Carter added that the state's
significant value and tax rate fluc-
tuations seem to be concentrated
in waterfront counties.
"With the special session in
Tallahassee, people expected to
get a tax break and they really
didn't get it." Carter said, "They
didn't get a big increase here,
either."


Owens, who co-owns South-
ern Way Realty in Chipley with
her husband,.Carl, agrees.
"2005 was the busiest I've seen
real estate. A lot of people made
real good money. Sellers were
getting' crazy prices on houses,
land, commercial, everything,"
she said. "All the talk of the new
airport and Wild Kingdom com-
ing in, that had a lot to do With
the boom here."
Owens isn't concerned about
all the "for sale" signs around


town, either.
"What happened is the mar-
ket is back to normal," she said.
"It's a cycle. In 2005, the phone
could ring and nine times out of
10 we had a sale. That's when a
lot of people started getting their
real estate licenses and new title
companies opened up.
"All those who got in it, where
are they? The ones who are left
now are the ones who were here

Sunny Hills Municipal Ser-
vices Benefits Unit has a budget.
The MSBU Advisory Commit-
tee approved a $353,536 budget
Thursday night at its meeting at the
County Annex on South Boulevard
in Chipley. The budget now goes
before the Washington County
Board of County Commissioners
on Thursday, Jan. 27.
The budget has been a work in
progress for a few months, and
producing a balanced budget as
required by law took a bit of effort
Thursday night. One move that
helped get the MSBU budget in
line was an offer by District 5 Com-
missioner Ronnie Finch to move
the second work-crew supervisor's
salary and benefits in Sunny Hills
under the Washington County bud-
get. It turned out to be a big step
toward a balanced budget.

Caryville man sentenced to 30 years in prison

the conviction
and subsequent
sentencing of
Sam Henry Grif-
fin, 61, from the
Caryville area in
a news release
Wednesday.
Griffin, who
is described by Griffin

long-time, high-level drug dealer,
was sentenced to 30 years Depart-
ment of Corrections, as well as, a
$25,000 fine based on a minimum
mandatory guideline for the De-
cember 2006 sale of 29.2 lbs of
marijuana which lead to a convic-
tion for drug trafficking.

State Attorney Steve Meadows
announced that Circuit Court Judge
Allen Register imposed sentence


on Griffin right after the verdict
was returned. Griffin was sen-
tenced to 30 years in prison, with


a minimum mandatory three years,
and a total of $26,243 in fines and
costs. Florida law requires that an
inmate serve at least 85 per cent
of his sentence. After a full day
of trial, the jury deliberated about
24 minutes on Tuesday evening
before finding Griffin guilty.
"The cooperation between this
office and law enforcement has
resulted in the conviction of two
drug traffickers this week," Mead-
ows said. "We will continue to
fight the battle against those who
seek to weaken our community by
dealing drugs.
"The 30-year sentence handed
down on Tuesday should serve as
notice to other dealers, and would-
be dealers, that their crimes will
not be tolerated."

the County and get better
results," he said. Zurica sug-
gested that the CPA could
handle inventory and invoic-
es, as well as pay bills.
County Administrator
Pete Herbert said that he
would have to research the
MSBU ordinance to see if
this could be done. "Pres-
ently the County handles all
of that," he said.
Compliments were ex-
tended to Finch and the
County by several in atten-
dance for the good work done
on mowing and trimming, as
well as work repairing dam-
aged culverts. Public Works
Director David Corbin said
that 24 have been repaired
so far, and about 200 need
repair.
It was also reported that
about 70 metal grates have
been stolen, possibly by
scrap thieves. There was
also a complaint about litter
pickup.
The next Committee
meeting is scheduled for
Thursday, April 15 at 5:30
p.m. It is set for the Wilder
Park pavilion, weather per-
mitting.

Another rescue by a local K-9 team

A well-trained police dog
can be a great help to law en-
forcement. Whether hunting
illegal drugs or employed in
search and rescue, a K-9 can
be the difference between
solving a case or even sav-
ing a life.
A case in point came up
last weekend in Washington
County, as related in a news
release from the Washington
County Sheriff's Office.
On Saturday, January 5,

Sand pit exception shot down by Planning Commission

A large number of op-
ponents were on hand
Tuesday night at the Wash-
ington County Annex in
Chipley to protest a pro-
posed sand pit just off Hwy.
20 on Blue Springs Road in
Youngstown. The Commis-
sion unanimously denied the
request for an exception for
the sand pit.
The proposal now goes to
the Board of County Com-
missioners at 5 p.m. on
Thursday, Jan. 27.
Dexter Gortemoller, a
representative, of the de-
veloper, was on hand to
'discuss the project and sev-
eral proposed changes to
answer public concerns. The
159-acre project is about a
half-mile north of Hwy. 20
on Blue Springs Road. The
developer plansto only do
sand excavation, and said
they eventually plan a resi-
dential development around
a lake made from the pit.
Gortemoller said the de-
veloper, Blue Springs Acres,
LLC,proposes to expand the
buffer and create a close ba-
sin to restrict off-site runoff.
Hours of operation would
be 7 a.m. to 4 p.m. Monday
through Friday and 7 a.m.
to noon Saturday. The pit
would go down 15 feet.
County Engineer Cliff
Knauer said the normally re-
quired 50-foot buffer would
be "exceeded substantially"
by the increased buffer.
Knauer said that based on
the geotechnical study there
should be no problem, and
no rare or endangered plant
or animal species were dis-
covered. He said that from
an engineering standpoint

dents. Randall Baker cited
a ''lack of assurance" about
any damage to the land and
water table. Baker said that
the developer should be re-
sponsible for a wide variety
of environmental, water
and other testing, or that it
should be done by indepen-
dent organizations or by the
government.
"I don't think that's too
much to ask for the amount
of money he's going to make
after this," Baker said.
John Cordil noted the
debate in 2007 over the
proposed Swearington pit.
He noted the potential raised

noise and other problems.
"Why do we keep strip min-
ing Washington County?"
he asked. "Would you want
to live next to 100 trucks a
day? I could have stayed in
Indiana and gotten this."
Dan Thompson, an ad-
joining property owner, said
that like many, he came
to the area for the peace
and quiet "Not to listen
to dump trunks, bulldoz-
ers, and excavators all day
long," he said. Thompson
described the effect of bad
weather on the road and said
the proposed twice-a-month
maintenance "won't cut it."
He noted his concern about
the effect of diesel leaks on
the water supply and the
amount of dust.
"We're not perfect we
make mistakes," he said.
"He will make mistakes. We
were there first; don't let him
do it on top of us."
Mary Loflin said she
worked a night shift at the
pulp mill, "and with 100
trucks a day I can forget
about sleep," she said. "Our.

expressed her doubt that the
pit would be anything but a
landfill after the sand min-
ing was finished. "I've seen
it happen," she said. "That
will certainly pollute our
land and air, and I will fight
it tooth and nail."
Frances Hammond noted
that the proposed pit was
very close to Blue Springs
Park and Ecofina Creek,
among other valuable wa-
tersheds and ecosystems.
She said that 59-80 percent
of the water that recharged
Deer Pointe Lake came from
the area. "It's a very impor-
tant aquifer and recharge
system," she said.
Hammond joined others
in her concern about land
prices. "The present assess-
ment is $29,300 an acre
- what would it be after
a sand pit?" She also said
that there were a number of
gopher tortoises in the area,
and another person said that
a nesting pair of Bald Eagles
lived in south Washington
County.
Lou Tracy of Sunny Hills
noted the possible effects of
discharge from the develop-
ment on Deer Pointe Lake, a
major part of Bay County's
water supply. "Are we going
to be responsible for this?"
Tracy asked. "We need to
stop it now."
In other business, the
Commission:
*Denied by a vote of 6-1 a
request by Gregory Jackson
for a variance to establish a
legal' lot. The lot proposed
was a half-acre, and that is
not a legal lot according to
County codes.
*Approved a plat vacation
for Steven Smith for four
lots in the Rainbow Heights
subdivision in the City of
Vernon. The lots would
be vacated and returned to
agricultural acreage to al-
low the land to be used for
agricultural purposes.

minutes and immediately
initiated K-9 tracking with
WCSO K-9 Aix and his han-
dler, Deputy Jeremy Pelfrey.
Aix picked up the scent of
the child and after tracking
into the woods and through
a fence, the child was dis-
covered unharmed.
This was the second res-
cue of a young child in then
last few weeks after one in
late December by Washing-
ton Corrections Institute.
Sheriff Bobby Haddock
noted the value of a K-9
team in such a rescue situa-
tion, especially where time is


of the essence due to the age
of the missing person.
"While the primary pur-
pose of our K-9 team is to
locate drugs, this is a perfect
example of what these high-
ly trained K-9s are capable
of doing in an emergency,"
Haddock said.
"We rely heavily on the
services of Washington
County Correctional Insti-
tution's K-9 tracking teams
for these type situations,
but in this circumstance our
team was already in the area,
which allowed us to resolve
this case extremely quickly.
"I can't praise our K-9
team, Deputy Jeremy Pel-
frey and K-9 Aix, enough for
the great job they did finding
this child."

mously approved signing the
YMCA contract, in effect turning
the City's rec programs over to the
Chipley branch of the YMCA of
the Emerald Coast, Inc.

sever ties with Blue Dolphin
II and work with Exploration
Holdings and Parry.
"We will have our day
and present the facts," Hardy


said in an interview Friday
morning, acting as spokes-
man for PAWS. "It will be
resolved in a proper man-
ner." Hardy said he could
not comment further until he
saw a copy of the lawsuit.

Biofuel proposal clears another hurdle

A proposed biofuel plant
took another step forward
Tuesday night when the
Walton County Commission
voted to approve a contract
for the facility.
Gulf Coast Energy Inc.
will build and operate an
ethanol and biodiesel plant
in Mossy Head that will be
the nation's first facility to
produce both fuels at the
same site, said Gulf Coast
Energy President and CEO
Mark Warner.
The plant will use ren-
dered chicken fat and soy-
bean oil to make biodiesel,
according to Gulf Coast
Energy's state grant appli-
cation. Instead of corn, any
wood waste can be used to
make ethanol at the facility,
Warner said.
"Almost anything that has
carbon in it" can be used to
produce ethanol, even hur-
ricane debris, Warner said.

Larry Jones said the plant
will initially employ about
50 people. Warner said the
number of jobs should jump


to about 150 after three
years.
The plant will produce
more than just renewable
fuel and jobs; it will also
funnel money into county
coffers. When the operation
is up and running, the county
will receive 0.5 percent of its
gross revenue, Jones said.
But biofuels will be the
main attraction. After three
years of operation, the facil-
ity aims to produce about 70
million gallons of ethanol
and about 10 million gallons
of biodiesel, Warner said.
The production of both
renewable fuels will create
waste products that can be
used to make more fuel or
be put back into the environ-
ment, Warner said.
The byproduct from mak-


ing biodiesel is glycerin, a
thick, sweet colorless liquid
that can be fed back into
the system to produce more
ethanol. Ethanol production
yields ash and methanol.
Methanol is required to pro-
duce biodiesel, according to
the company's state grant
application.
"The ash makes an excel-
lent fertilizer," Warner said.
Gulf Coast Energy has ap-
plied for $40 million worth
of state and federal grants
- $7 million from Florida.
Warner said he should know
if the grants are approved
by late January or early
February. If the grants come
through and the company
can raise another $65 to $90
million through capital in-
vestment deals, construction
could begin by late spring,
Warner said.
The biodiesel section will
be built first and should take
from seven to nine months
to complete, Warner said.
After that, construction on
the ethanol part is scheduled
to begin and take about four
or five months to finish.
The plant will cover about


75 acres in Mossy Head's
industrial park located along
U.S. Highway 90 near State
Road 285. Walton County
will consider giving Gulf
Coast Energy an incentive
on property taxes, but no
decision has been made, said
Assistant County Adminis-
trator Shirl Williams.
Renewable fuel plants
like the one proposed in
Mossy Head are part of
Florida's push to be more en-
vironmentally friendly, said
Terry McElroy, a spokesman
for the state Department of
Agriculture and Consumer

In 2006, the Farm to Fuel
program was formed to "pro-
mote the production and
distribution of renewable
energy from Florida-grown
crops, agricultural wastes ...
and other biomass," accord-
ing to the department.
The Mossy Head plant
would be the first in North-
west Florida and one of three
that produces ethanol in the
state, McElroy said.
Four or five more plants
are on the drawing board,
he added.


New proposal to check on teacher misconduct

The Chairman of Flori-
da's Senate Education Com-
mittee is considering leg-
islation to prevent teachers
found guilty of misconduct
from being rehired in Florida
schools. According to a Sen-
ate report issued in Novem-
ber, there are inconsistencies
among districts and schools
in the hiring of teachers and
the handling of allegations
of misconduct.
If the idea of State Sen.
Don Gaetz comes to fruition,
this prohibition will come
on top of others already in
place, such as state statutes
requiring school districts to
conduct teacher background
investigations; the Jessica
Lunsford Act, which extends
background checks to ven-


dors who come on campus;
investigations of teachers by
the Florida Dept. of Educa-
tion Professional Practices
arm, and public access to
actions taken against teacher
certificates.
The Florida DOE certi-
fies teachers after reviewing
their educational qualifica-
tions and backgrounds.

superintendent, said, "If the
DOE issues a certificate, it is
their stamp of approval. We
will not hire a teacher with-
out a certificate or verifica-
tion they can get a temporary
certificate, which means
they have been cleared by
Professional Practices."
That said, the district
takes steps above and be-
yond what the state requires
to protect children enrolled in


the county's public schools.
"We do background
checks on everyone, which
includes our volunteers,"
Peel said. "Also, if some-
thing comes up and we de-
cide to look into something
regarding a teacher, I notify
Professional Practices, even
if my investigation clears a
teacher. Even if I find noth-
ing, I will forward it and
they will do a follow-up
investigation."
Peel said she and Supt.
Calvin Stevenson plan to
attend a legislative forum
sponsored by the Northwest
Florida Chamber Coalition,
scheduled Jan. 17, 4 to 6
p.m. at Sandestin Beach and
Golf Resort.

rum to hear where he's going
with this. At least that's what

Suspect sought in shotgun robbery
Lawmen say they arrested one armed robbery suspect
Thursday, but another man remains at large and is danger-
ous, according to Florida Freedom Newswire.
Joshua Nathaniel Landrie is probably armed, investigators
caution. The 29-year-old has been to law enforcement acad-
emy and is known to have access to guns, ac-
cording to Okaloosa County Sheriff's Office
spokeswoman Catherine Rodriguez.
Landrie's alleged accomplice, 30-year-old
Joshua Thomas Marks, was arrested at about
5 p.m. Thursday after he and his 23-year-
old girlfriend, Dana Jewett, were driving
in separate cars to their home on Magnolia
Avenue in Shalimar. Landrie
"When they were driving toward the house,
she noticed the deputies there" and called Marks' cell phone
to warn him, Rodriguez said.
They each were arrested at the intersection of Sunset Lane
and Eglin Parkway, according to reports.
Marks is charged with being a principal to the armed
robbery of an ATM serviceman outside Vanguard Bank on
Mary Esther Boulevard at about 9:30 a.m. Dec. 17.
The victim, an employee of Strong Armed Courier Ser-
vice, told deputies he was picking up cash from the bank
when a man approached him with a shotgun and took off
with the money in a getaway car driven by another man.
The serviceman, wasn't hurt.
Lawmen won't say if they know for sure who wielded the
shotgun and who drove the getaway car; the investigation
is continuing.
The car, a black spray-painted Toyota Corolla, was found
later on Magnolia Avenue, Marks' street. It had been reported
stolen from Uptown Station a few days earlier.


Northwest Florida Com-
munity Hospital has joined
the Institute for Healthcare
Improvement's 5 Million
Lives Campaign, a national
campaign to dramatically
reduce incidents of medical
harm in U.S. hospitals. The
information was received in
a news release from NFCH.
The 5 Million Lives Cam-
paign asks hospitals to im-
prove the care they provide
in order to protect patients
from five million incidents
of medical harm over a 24-
month period, ending Dec.
9. It is a continuation of the
largest improvement effort
undertaken in recent history
by the health care industry.
The campaign was un-
veiled on Dec. 12, 2006 and
builds upon the success of
the 100,000 Lives Campaign
in which 3,100 participating
facilities (75 percent of U.S.
hospital beds,) avoided ur-
necessary deaths by imple-
menting six evidence-based


interventions, along with
other initiatives.
IHI estimates that 15 mil-
lion incidents of medical
harm occur in U.S. hospitals
each year. With 37 million
admissions in the United
States each year (according
to the AHA's National Hos-
pital Survey for 2005) this
equates to approximately 15
million harm events annually
- or 40,000 incidents of harm
daily in U.S. hospitals.
NFCH plans to implement
and continue working on the
following interventions as
part of their participation:
*Prevent Methicillin-Re-
sistant Staphylococcus Au-
reus (MRSA) infection...
by reliably implementing
scientifically proven infec-
tion control practices.
*Reduce harm from high-

BEWARE FAKE DEBT COLLECTION AGENCIES

Scammers are using people's fear of being labeled "deadbeats" to extort money from honest, credit-
worthy consumers.
Posing as a collection agency, the con artist contacts a victim, claiming the person owes a specific
amount to a particular company.
To convince victims to wire money to pay the "delinquent accounts," scammers threaten to report
"overdue bills" to credit bureaus, take some form of legal action or even drain money from victims'
bank accounts.

paying their creditors. But upright citizens may doubt themselves, thinking they've forgotten to pay
