mas Belle Pageant will be held
at the Old Vernon High School
cafeteria on Saturday, Dec. 16.

throughout Washington Coun-
ty as the Christmas season con-
tinued to roll along. There were
parades in Wausau and Ver-
non (along with a downtown
Christmas festival in Vernon)
and children had a chance to
meet Santa after the parades.

Consent agenda may be lifted in Vernon

The consent agenda looks like
it is being lifted in Vernon. With
final completion of the City's
$6.5 million wastewater project
getting near, verbal approval
has been received from the state
Department of Environmental
protection. The report was made
at the regular City Council meet-
ing Monday night.
Senior Project Manager Rob-
ert Simmons of Baskerville-Don,
ovan, Inc., the City's engineering
firm, told Council that DEP had
reviewed the project comple-
tion package and given a verbal
release from the consent agenda
and moratorium. A certified letter
granting the release is also being
sent, Simmons said.
The consent agenda was
ordered in 1997 and the mora-
torium came shortly thereafter.
The two items made it necessary
for county wastewater systems


to be improved to comebut from
under the restrictions. Once com-
pleted, Vernon would be the first
wastewater system in the county
to be released. This would also
allow more economic develop-
ment with the new wastewater
system online.
DEP provided about $5 mil-
lion toward the wastewater proj-
ect through grants.
BDI and the City are working
through the ""punch list" of final
fixes to the wastewater system.
This would be addressed to the
City's satisfaction before final
payment to the contractor.
Simmons also presented a plan
for the city to use DEP grants (85
percent) and loans (15 percent) to
purchase a new three-quarter-ton
4x4 truck to haul the 80kw emer-
gency generator obtained as part
of the wastewater project. DEP
would provide $25,500, and the
City would provide $4,500 that
would be incorporated into the


City's SRF loan. The DEP offer
has been requested in writing.
Simmons said that 50 percent
of the work on the utility loca-
tion map is complete. Once that
is finished BDI will do a hydrau-
lic model.
BDI Regional Vice-President
Mike Reed was also on hand to
meet with Council.
In other business, Council:.
*Approved new volunteer fire-
fighters Gina Bourkard, Matt Ev-
ans, Becky Baxley and Michael
Scott.
*Heard the fire department
report of 14 calls, including two
accidents, seven brush fires, and
two power lines down due to re-
cent storms. In one case the de-
partment was on hand at a house
with electrical problems within
eight minutes.
*Approved providing $900 for
the fire department dinner on

Land swap

The transfer of old Vernon
High School to the City of Ver-
non is down to exchanging pa-
perwork.
Both the Washington County
School Board and Vernon City
Council approved the final agree-
ment for a land swap between the
two entities, as well as executing
deeds, at their regular meetings
Monday night.
Under the terms of the agree-
ment Vernon would receive the
old high school complex with
the exception of the maintenance
building and storage space for
Vernon JROTC.
An interlocal agreement was
approved for use of the old gym
and ballfields.
The School Board receives
property at new VHS.
Once the paperwork is finished
the agreement is in effect.
Once the deeds are in hand
Vernon will send the paperwork
to Fred Fox, Inc.. the City's grant
writer. Fox will then apply for a
historical preservation grant for
renovating the old high school.
Numerous letters of support
for the project have come in
according to Vernon City Coun-
cilwoman Vivian Brewer, who
has spearheaded the old VHS
project.

School Board looks
at honors courses
The School Board held a
public hearing on the student
progression plan. Under the
amended plan there would no
longer be honors electives.
Beginning with this school
year's ninth graders, honors
courses would be core courses.
Honors, dual enrollment courses
at local two-year institutions
and advanced placement Level
3 courses would be weighted
toward honors achievement. In
effect, the honors curriculum
would be expanded by adding
Level 3 and dual enrollment
courses.
The Board approved changes
to the plan as part of the consent
agenda, as listed in the Dec. 9
Weekend Edition.
The consent agenda was
unanimously approved except
for setting pay for Board mem-
bers at $24,965. Board Member
Susan Roberts voted against the
proposal, citing her years as a
teacher.
The Board also approved
pulling Board minutes for Nov.
13 and Nov. 21 meetings for
readjustments. Minutes will be
presented for approval at a future
meeting.
In other business, the Board:

Hayes and Mary Dennis for com-
pleting the Serve Safe course of-
fered by the National Restaurant

Tree lighting at NFCH
Northwest Florida Conmmunity Hospital hosted its
first-ever tree-lighting ceremony Friday, December 8.
CEO Pat Schlenker (at right with his grandson) emceed
the event. The Rev. Jerry May gave the invocation and
Commissioner Jerry Sapp lit the 16-foot tree provided by
Bill Maphis.
Santa was on hand to- tell if everyone \\as naughty
or nice and Mrs. Claus was on hand to read Christmas
stories to all ages. There were drawings for prizes coor-

with the help of several young people. There were also

Save the Children
On November 18 downtown Chipley was filled as hun.
dreds of people came to take advantage of a chance
to get free food. And not just canned or dry, goods
either, but fresh fruits and vegetables ranging from
bananas to cherry beans. The operation was done by
Save the Children Ministries of Chipley. Sister Annie
Connor (above with LT Chris Pena of the Washington
County Sheriffs Office), other ministries and number

One arrested
after wild chase
On Wednesday, Dec. 6,
according to the Wash-
ington County Sheriff's
Office, deputies responded
to complaints by residents
involving possible drug
activity on Harcus Road
near Caryville. Upon arriv-
ing at the scene, deputies
attempted to make contact
with a group of individuals
which included Dwight
Douglas Rich, a 35-year-
old white male.
According to a news
release from WCSO Rich
fled the scene in his ve-
hicle and was subsequently
pursued by deputies. Rich
continued through Wash-
ington and Holmes coun-
ties driving recklessly and
swerving into the yards of
several residences along
Harcus Road.
Washington County
deputies were joined by
Holmes County deputies as
the pursuit entered Holmes
County. During the pursuit,
Rich reached speeds in ex-
cess-of 100 mph. The pur-
suit ended with a collision
of Rich's vehicle and a
Washington County patrol
:car on St. Mary's Road in
Caryville. Neither Rich nor
the deputy was hurt in the
collision.'
Rich was apprehended
and charged with posses-
sion of cocaine, possession
of prescription drugs with-
out a prescription, posses-
sion of drug paraphernalia,
aggravated battery on a
police officer, and resisting
arrest. At last report Rich is
being held af the Washing-
ton County Jail on $35.000

Those who do not want
the meat may select to re-

ference between what they
paid and the resale value.
For instance, an animal
sold to a resale buyer at 65
cents per pound would be
$650, making the Premium
buyer owe just $350. The
resale buyer gets the meat
and the Premium buyer has
helped the child and gotten
great advertising as well.

Cattleman's Association meets for quarterly dinner, looks at issues

es Cattleman's Association
met Thursday, December 7
at the Washington County
Ag Center. The 'meeting
was a time for fellowship,
awards and discussion of
some serious issues facing
cattlemen throughout the
state and locally.
Association President
George Fisher served as
emceee. Charles Chav-
ers led the invocation and
pledge. Entertainment
was provided by LynnZee
Webb, Melissa DiBattiste
and Nikki Enfinger.
The top award presented
was for best carcass in the
state from youth cattle
shows. It was the second
year in the row a local ex-
hibitor won the award.
"It's very unique to get it
once let alone two years in
a row," Fisher said. "The
Florida Cattleman's Asso-
ciation (FCA) recognizes
excellence in production.

"It says a lot for the qual-
ity of his cattle," Fisher
said of Clemmons. "It
takes a good bull to make
a good steer. He does it
all for the sake of the chil-
dren."
Rooks spoke on a num-
ber of issues important to
cattlemen.

ing the weather is now
second to discussing land
sales as northwest Florida
grows. Cattle spreads are
getting smaller in size and
number. It makes recruit-
ing new members all the
more important, especially
young members, who are
the future of the cattle
industry. It mkes it impor-
tant for county chapters to
continue to support youth
exhibitions. I
"That's the reason we
have to stay active in our
counties," Rooks said.
"We have the right to vote
and we need to take it to
heart.
"We've got to stay politi-
cally active. It's where our
last line of defense is."
Rooks described the an-
nual visit by FCA members
to the state legislature as
an effective lobbying tool.
The FCA also.employs a
lobbyist to look! after the
interests of its members.
"Keep the lines of com-
munication open." he said.
"Let them knoWv what we


need for agriculture. We
have a lot of good things
to say, but we don't always
say it."
The next visit to Talla.
hassee is on March 13-15.
There are several issues
that need to be monitored.
Rooks said, everything
from attacks on use of ni.
trate fertilizer to trying to
add manure to Superfund
legislation.
Lobbying by the FCA
was an important reason
that state funding was
obtained to finish the beef
unit at the research facility
in Greenwood.
There is also the ongo.
ing question of greenbelt
legislation. Rooks said
he, doesn't look for any
changes during the next
session of the legislature.
"If we don't have green.
belt we won't be in busi.
ness," he said. This is one
-of several areas where
cooperation with other
national, state and local
agriculture organizations
is essential.

Approximately .four
weeks ago, the "prattler"
pretty much promised only
one more column would
be forthcoming regarding
the Heritage of 'Washing-
ton County book sales.
Maybe this will be that
'one more."
I won't attempt to give
a statistical play-by-play
breakdown as to just how
many Heritage Books I
have been privileged to
distribute, but if my, read-
ers will do a little arith-
metic on their own, they
will be able to calculate
a close figure as to the
number. The excitement
on the faces of those who
-view the book for the first
time stands out in my mind
more than the actual num-
ber of books placed.
Several weeks ago,
Mike Suggs was thumbing
through a volume of the
book,. awaiting his wife,
Myra's arrival, before
making a decision as to a
purchase. When the fewv
books the "prattler" had
with him at that time ,were
becoming exhausted, Mike
said in his usual good
natured way, "This is my
book, you're not getting it
back," as he immediately
wrote his check, 4for the
book. Later he told me that
when he saw the picture of
Mack Odom in the book,
dressed in his World War
II army uniform, he knew
he could not let it get away
from him. h
Since then, :;Myra has
made a purchase for her
uncle, Don Hewett. who
lives in Jacksonville. Mike.
in his humorous way. said
the Perry E., Wells auto-
graph, in their book, caused
his Uncle Don to buy one.

Mary Miller celebrates 80th birthday
Mary Miller of Wausau celebrated her 80th birthday
Dec. 5. She was very surprised \\hen more than 65 of
her friends and family joined her for lunch on Saturday,
Dec. 2. Mary, on left. \\ith grandson Brandon and sister
Pauline Napier who came from Phenix City, Ala.


McCorvey-Bateman wedding
Annie Lee McCorvey and Terry Bateman were united
in marriage on December .4 at a local restaurant. Michael
Goodson performed the double-ring ceremony. A recep-
tion followed.
Annie is the daughter of Willie and Cristina McCorvey
of Bonifay. She is a 2002 graduate of Holmes County
High School. She wore a white satin veil, the goxwn was
white satin with satin roses on the bodice and lining the
entire four and a-half-foot train. Her bouquet was white
roses and carnations. Jamie Wilmot %\as maid of honor
and Alisha Kersey was flower girl.
Sean Wilmot served as best man.
The couple will enjoy a wedding trip to Orlando.

Lupus support group meets
Lupus Support Group meetings are held on the third
Saturday of each month at 306 Pelham Road in Ft. Wal-
ton Beach. The next meeting will be Dec. 16 at 2 p.m.
These support groups are sponsored and conducted by
Lupus Support Network The network provides educa-
tion, support and assistance to those affected by Lupus
and other autoimmune diseases. There is no charge for
the meetings and everyone is welcome.
Every month the gioup discusses different aspects of
the disease with speakers on various subjects at differ-
'ent times during the year. Time is allotted during each
meeting for participants to discuss their personal issues
in living with lupus.
Printed materials are available at the meetings. Cur-
rently, Lupus Support Network has over 50 brochures on

3 at Wiregrass Hospital in
Geneva, Ala. He was born
March 18, 1934, in Port St.
Joe.
Maddox was preceded
in death by his father, Wil-
liam Ralph Maddox; a
daughter, Cynthia Diane
Maddox, and granddaugth-
ter, Melissa Motley.
Survivors include his
wife, Shirley Maddox of

daughter of Mr. and Mrs.
William Oscar Butler.
She \was the granddaugh-
ter of Mr. and Mr. Elyah N.
Dekle, one of Chipley's
founding families pnd ,
William O el h Butler, a
prominent Chipley attor-
ney in the early 1900s. An
art glass window w in First
TUnited Methodist Church
is dedicated to the memory
of her grandmother, Sarah
Adeline Butler.
Alma attended Chipley
schools and graduated
from Florida State College
for Women (now FSU).
She taught in several Flor-
ida-area schools before
becoming administrative
assistant to Congressman
Bob Sikes (D-F) and spent
34 years in the position in
Washington, D.C.
She returned to Chipley
after retiring and was very
active in many organiza-
tions Historical Society
of Chipley, DPR, Friends
of the Library, and was an
avid bridge player.
Survivors include a
nephew, Dr. William D.
Butler and wife, Brenda,
of Orange Park; a great-
nephew, \V. Brett Butler
and wife, Pamela, and
their three children, all of
Chipley.
She was a lifelong mem-
ber of. the First Baptist
Church of Chipley Where
funeral services were held
Dec. 8 with the Rev. Mi-
chael Orr officiating.
Burial was in Glenwood
Cemetery in Chipley with
Brown Funeral Home of
Chipley directing.
Rufus Bass, 86
Rufus Claud Bass
of Noma died Dec. 5 at
Southeast Alabama Medi-
cal Center in Dothan.
He was born Jan. 30,
1920, to Mr. and Mrs. A.B.
Bass of Noma, and was
known as "the candy man,"


for his delicious chocolate
and peanut candies.
A veteran of World War
II, he served in the conflict
at the Belgian Bulge. He
was a farmer. A life-long
resident of Noma, he was
a member of First Baptist
Church of Esto.


Preceding him in death'
were his parents, and a
sister, Ruth Paramore of
Marianna.
Survivors include his
brother-in-law, Gene Para-
more and wife, Janice, of
Marianna; a great-aunt,
Gladys Bass of Slocomb;
one niece, Lisa Pickel-
simer and husband, Jim,
of Montgomery; a nephew,
Charles Paramore of Cot-
tondale, two great nieces,
and one nephew..

and were then driven to the
Ball in the "Yellow Limo",
driven by First Sergeant
Bradford.
When they arrived, the
cadets introduced them-
selves and their dates to the
Battalion Commander and
the special guest speaker
for the evening, Major
Frost-Haddock.
After being shown to
their seats, the cadets re-
mained standing for the
posting of the colors. Pri-
vate First Class Deanna
Harcus then led the cadets
in the invocation.

were five toasts: to the
President. to the Armed
Forces, to the Corps, to the
District. and to the lovely
ladies.
Following the meal.
Major Ashley Smith intro-
duced the guest speaker,
Major Frost-Haddock, and

her history. Major Frost-
Haddock gave a speech
about her life, and how
important the military has
been to her.
Afterwards, cadets
were called to the front to
receive their awards and
promotions.

University. He is employed as a development planning
engineer.

EQIP deadline approaching
The U.S. Department of Agriculture has a conserva-
tion program that can help farmers and ranchers pay for
conservation practices that prevent erosion, improve wa-.
ter quality, and provide habitat for wildlife.
The Environmental Quality Incentives Program
(EQIP). is a key program under the 2002 Farm Bill that
provides federal cost-share funds to working farms and
ranches for conservation improvements. The 2007 EQIP
application period will remain open until December 15.
., EQIP provides incentive payments and cost-share
funds to private agricultural and livestock producers to
implement conservation practices. It promotes agricul-
tural production and environmental quality as compat-
ible goals. Like all NRCS programs. participation is vol-
untary. Application deadline for the 2007 Program Year
... is Decembe.15. The early deadline is a continuing effort
to improve fth funding process. contracts.
EQIP is qaoluntary program that is intended to yield
high quality, productive soils: clean and abundant water:
healthy plant and animal communities: clean air; an ade-
quate energy supply; and working farms and ranchlands.

Extension cookbook available
The Florida Extension Association of Family and Con-
sumer Sciences and the University of Florida/IFAS has
collected favorite recipes and produced a 192-page cof-
fee table cookbook containing 214 recipes highlighting
Florida Agriculture.
This book can be picked up at your local Extension of-
fice or over the internet at http://w.ww.simplyflorida.org/
The cost is $23 until Dec. 31, and $25 beginning Janu-
ary 1. 2007. Shipping and handling to anywhere in the
United States can be done for an additional $5.


Proceeds from the cookbook sales will be used to en-
dow the Mary Harrison Distinguished Extension Profes-
sional and Enhancement Award in the Family, Youth and
Community Sciences at the University of Florida. This
award allows Family and Consumer Science Extension
Agents to participate in professional development oppor-
tunities enabling them to enhance professional skills to
