Roulhac Middle School Project Chal- lenge Class traveled to Chipola College in NMarianna to partici- pate in a "Behind The Scenes' competition that %was spon- sored by Phi Theta Kappa. Roulhac earnedthird place in the contest %which included building a scene from one of their favorite books and hav- ing ffie students pose in the still scene during the judging and for public viewing after the awards ceremony. Roulhac students chose the story "The Lion. The Witch, and The Wardrobe" from the "Chroni- cles of Narnia" by C. S. Lewis. to measure levels of phosphorus ph, iron, temperature, ammonia, hardness of water, nitrate and oxygen. The Chipola students were also doing this as part of their education. The program was funded by a grant from the State Depart- ment of Environmental Protec- tion. Greg Ira and Mark Ames of DEP were on hand to record the project. The project was under the su- pervision of Chipola professors Steve Shimmel and Santine Cuc- cio. Cuccio also serves as grants administrator and monitor. "It's part of the practicum for teaching," Cuccio said. "It's a neat collaboration be- tween a lot of different groups," Shimmel said. "That's what makes it interesting. You work with different people, and that keeps it interesting in many ways." JAYFELSBERG Managing Editor Washington County Board of County Commissioners tabled a request from NFCH for support for a Small Business Admin. istration (SBA) loan for $1.5 million. The action was taken at the Board's regular meeting on November 16. NFCH CEO Pat Schlenker. whose management corporation administers the hospital, re- quested that the Board approve landlord and lessor agreements so the loan could be obtained. The landlord agreement would state that, among other things., the tenant would give SBA 30- days notice prior to terminating the lease, and that .if the tenant defaults, then SBA could collect the collateral. The landlord document means. among other things, that the County (as owner of the hospi- tal) would not be in default of the lease and that transfer of the lease to another party must be approved by SBA and the Coun. ty. All provisions of the current lease would be binding on the new administrators. The loan would at a rate of 2.9 percent and for 25 years. Schlen- ker said the loan would be used for the following, among other plans: *Providing a 25 percent match ($300,000) for a $1.2 million mitigation grant that would fund a new roof and hurricane resis- tant windows. This would enable the hospital to serve as a.medical shelter during hurricanes. *Pay off short-term debt ($400. 500,000). *Reinstall in-house laundry service. *Purchase new lab software. *Recruit new physicians and "physician extenders." *Provide office space for phy- sicians. Collateral for the loan would be equipment purchased by the present administrators of the hos- pital, accounts receivable and a personal note from Schlenker and his wife as majority owners. No equipment that came with the hospital or the hospital its self would be collateral. The loan must be fully com- mitted by February, Schlenker said. Schlenker also noted a number of accomplishments under the current administration, includ- ing: *Named one of Florida's top hospitals by Florida Magazine. *Passing two Joint Commis- sion surveys. *A new fire alarm system, in- cluding sprinklers. *Added new services, including Senior Life Solutions, the Senior Spirit program and a sleep lab. *Three new physician offices and an internal medicine physi- cian. *Increased inpatient volume by 15 percent and outpatients by 25 percent. Schlenker said that prob- lem has ended and a sec- ond-floor nursing station has been reopened due to patient load. Board Attorney Gerald Holley asked for clarifica- tion of some points in the proposal, which Schlenker agreed to do. Board Chairman Jerry Sapp said the request ap- peared to be a typical. busi- ness loan to improve the hospital. "The County gains at no cost $1.2 million in im- provemenits," Sapp said. Outgoing Commissioner Lenzy Corbin said that as a "lame duck" commissioner he did not feel good about voting on the issue before the new Board came in on November 21. Commissioner Ronnie Finch criticized Schlen- ker for not providing the request in writing before the meeting. Finch said that Schlenker had also not met requests by the Board to appear and make regular reports.. He also said that under the original agree-; ment there was money for repair of the roof and "now we are using more money for that." Finch also addressed ru- mors that hospital checks could not be cashed, and Schlenker said that the problem was with just a few checks and was the result of failing to transfer funds from one account to another. The Board approved tabling the item until No- vember 21. The meeting was re- cessed until 1 p.m.. While this certainly drives home the message that freedom is riot free, Kate Smith Elementary in Washington County teach- es patriotism a little differ- ently. They have a parade. And just like parades that wind through downtown streets, this one had floats and- music and children waving flags along the route. The parade and accom- panying ceremony takes weeks of -planning and draws scores of veterans and families to the school. Begun five years ago by teacher Anne Chenault, the event is more age appro- priate, hands-on and, they believe more effective as a learning tool than the traditional Veterans Day speaker. Coach Tony Taylor played taps, fourth-grade student Ashlyn Jefferies sang Toby Keith's "Ameri- can Soldier," and patri- otic tunes were sung by the school's chorus and played on the harmonica by Har. riett Austin. The ceremony high. light, however, was a short speech given by fourth grade teacher Greg Iles, a former Marine who wore his dress uniform to the event. "Having Mr. Iles wear his uniform and speak helped students understand that soldiers and veterans aren't some abstract idea. They are people among us," said Principal Jerry Register. Following the parade of floats, veterans in atten: dance walked a lap around the track while students cheered for their service to our nation. Plenty of armored vehicles were on hand. Children lined the parade route with flags. Veterans received an escoert around the track. New Kiwanis Club member welcomed Chipley Kiwanis Club inducted a new member, Jan Page, Tuesday at their regular luncheon meeting. Page is a vice president with the Com- munity South Credit Union. Chipley Christmas Chipley's annual Christ- mas parade will take place 3:30 p.m. December 2. Deadline for entries is 1 p.m. Friday, ,Dec. 1. Line up will be at the old Chipley High School track at 2:30 p.m. on the day of the parade. Entries may be faxed to 638-8770 or mailed to the Washington County Chamber of Commerce at P.O. Box 457, Chipley, FL 32428. They may also be dropped off at the chamber office, 685 Seventh Street, Chipley. Prizes will be awarded for the top three entries. Winners will be recognized at the Chipley City Council meeting on Dec. 12. Rules and regulations for the parade include: *Do not throw candy. Candy can be handed out, but not thrown. *The City of Chipley will provide a Santa and Mrs. Claus. Do not include a. New owner Pam Rudd and beauty consultant Becky Hinson greeted guests with bright smiles and ready information about the studio's services. A new highlight is the 'Merle Girl Room," which can be rented out for girly parties. "We will teach them good basic skin care and let them play in make-up," Rudd explained. 'We'll also teach them not to over do it (their make up)." The pink and white party room features a plush bed covered with a pink quilt and, perhaps, a dozen con- trasting little pillows. The room can also be used af- ter 5 p.m. by women who need to relax. Flu vaccine clinics scheduled Washington County Health Department has scheduled the following . flu vaccine clinics in December: *Tuesday, Dec. 5, at Wausau Town Hall from 9 a.m. * 12 p.m. *Wednesday, Dec. 6, at St. Theresa Catholic Church in Sunny Hills from 9 a.m. 12 p.m. *Thursday, Dec. 7 at Vernon City Hall from 9 a.m. 12 p.m. and Ebro Town Hall from 2-4 p.m. Everyone in the household should receive a flu shot in especially if someone is the home is 50 years or older, has chronic health conditions such as asthma, lung or heart disease, diabetes, cancer, and immune deficiencies. Anyone employed in a longterm care facility, pregnant or an out-of-home caregiver, and infants age two through 19 receiving long term aspirin therapy should also have a shot. Infant shots are available and the Washington County Health Department. Flu vaccine appointments are also available at the health department. Your Medicare will be billed. For all others there will be a $30.52 charge for each shot. Infant flu shots scheduled Washington County Health Department will be giving flu shots from 5-7 p.m. on Tuesday, Nov. 21 at the Health Department. Flu shots are, for infants, six months to 36 months of age, and children up to 18 years of age. Parental consent is required for children under 18 years of age.
