Smith approached Michael Roy Baxter, a 25-year-old white male while he was loading his vehicle with items from the stor- age facility. During initial questioning, Deputy Smith noticed bolt cut- ters in Baxter's vehicle and multiple storage locks -that had been cut and removed. Baxter's xe chicle %\as searched and several items including televisions, com- puters. vacuum cleaners, and firearms were found inside. Baxter was taken into custody and charged with burglary, pos- session of burglary tools and theft. Additional charges are pending in the case. "It is because of Deputy Smith's attention to detail that he w\as able to apprehend a bur- glarN suspect in the middle of the actual burglary" said Sheriff Bobby Haddock. "Recovery of people's hard earned property is very important to the Sheriff's Office and because of good law enforcement work this case was solved quickly and successfully." Adams benefit The second annual Gail Adams benefit will be held on Wednes- day, Nov. 8 at Chipley Auto Parts located at 1220 Jackson Avenue in Chipley.Scott Riggs' NAS- CAR show car will be on display along with many local racers who will display their cars. Tigers. Bears,. Wolves and Weblos all competed to see w ho had built the fastest rocket. "The boys did a great job of designing. building, and paint- ing their space crafts," said Brett Butler assistant scout master. Everyone participating in the race received their master pilots certificate as well as a pilots li-w cense wallet card. Three scouts' took top honors for the overall swiftness of their craft. More photos formation about the local Scout Page 2. New firefighting coordination for county JAY FELSBERG Managing Editor A new way of coordinating fire services will serve Washington County. The new list of respon- sibilities for the Washington County, Firefighters Association (WCFA) was approved by the Board of County Comissioners at its regular meeting on Thurs- day. A resolution was approved repealing any previous resolu- tions regarding the volunteer fire department contingency fund and the Public Safety Advisory Committee. The resolution also included the following: *The Board recognizes the WCFA as the unified voice repre- senting the interest of the county volunteer fire departments. *The fire operations fund will be funded by not less than a half mil from the County general fund. The first $25,000 will be placed in the contingency line of the fire operations fund. Fees collected for services will also go to the fire operations fund. *Each volunteer fire depart- ment will be advised of its an- nual funding and will create a budget for those funds. Funds can be carried over. *The fire operations fund will be administered by the Emer- gency Management Office. *A five-member Public Safety Committee will administer the contingency line. The committee will consist of the EMA director, the EMS director, and the presi- dent, vice-president and treasurer of the WCFA. The EMA director will be chairperson. The commit-w tee will meet as necessary. The contingency line can be used as follows: *Financial emergency for indi- vidual departments. *Diminished capability emer- gency, when failure to provide funding would significantly re- duce a department's ability to re- spond to emergencies at its usual level of service. *Departments can recieve funds once every 12 months. Departments applying for funds cannot miss more than two meetings within the previous 12 months. *Enhancement projects that would enhance the ability to pro- vide fire service. These projects must be endorsed by unanimous vote of the fire chiefs at the WCFA meeting when projects are requested and must benefit at least three departments. Exam- ples include a fire-bottle filling system that could be used by all county departments, or a bucket truck or hook-and-ladder truck that would be used countrywide. Projects cannot take the contin- gency line below $25,000. *Funds can be used for match- ing funds for grants. *The Public Service Commit- tee can spend up to $10,000 by majority vote. Anything over $10,000 must be approved by the Board of County Commis- sioners. In other business, the Board approved the following items during the public hearing part of the meeting; *Shiloh Lane closure resi- dents on this county maintained road and Shiloh Baptist Church requested the closing of the road, previously approved by the Plan- ning Commission. The appli- cants have road front footage on Highway 277 and closure of this road will not adversely affect de- velopment of their properties. *Mining Operation in Agriculture/Silviculture (Special See BOARD, page 2 Committee will review ATV law JAY FELSBERG Managing Editor A committee has been formed to look at the new ATV legisla. tion and how it affects Washing. ton County. Action was taken Thursday at the regular meeting of Washington County Board of County Commissioners. Allen Bush was on hand as spokesperson for a group of about 20 all-terrain vehicle (ATV) riders who want to con. tinue to ride on unpaved roads. Bush said there has been dispute over the new ATV law% that went into affect October 1. There is apparentlys still confusion about what is allowed'and -what isn't allowed under the new law. The accompanying article is from the Sheriff's Office giving informa- tion on the new law. The article was originally published in a re- cent past issue of the Washington County News. Bush said the ATV riders were people \who \wanted to enjoy the scenic beauty of the county. There was also concern about whether farmers \would be able to continue to use ATVs in their work if there were restrictions on road use. Bush asked the Board to look into using a provision in the new ATV law that allows a county to opt out of the law. He also asked for a review of the law to deter. mine the intention of the legisla. tion and to see if an ATV can be used like any other vehicle. Two commissioners said they used ATVs regularly. Commis. sioner Donnie Stickland said he was one of a regular group of riders, and4 Commissioner Lynn Cope said ATVs are used on his farm. Safety restrictions and pos. sible issuing of permits were also discussed. The Board approved forming a committee consisting of Bush. Strickland, County Administra- tor Pete Herbert, Board Attorney Gerald Holley and a reporesenta- tive of the WCSO. The commit- tee will report back at the next Board meeting in November. WCSO information The Washington County Sheriff's Office would like to take this opportunity to clarify the new Florida Statue concern- ing operation of ATV on certain roadways. The law allows for the operation of an ATV, by a licensed driver during daytime hours on unpaved roadways where the posted speed limit is less than 35 mph. The posted speed limit has been the cause of some confusion to the public, because the new law does not allow for operation on roadways posted 35 mph. The new law only allows for opera. The operator must provide proof of ownership pursuant to chapter 317 upon request by a law enforcement officer. (2) A county is exempt from this section if the gov- erning body of the county, by majority vote, following a noticed public hearing, votes to exempt the county from this section. Dispute over, job description JAY FELSBERG Managing Editor A dispute over a job de- scription has been sent to an outside consultant who drew up the new county pay schedule. The action was taken at Thursday's regular meeting, of Wash- ington County Commis- sion. Malcolm Gainey,, the County's computer servic- es person, has maintained that his job description does not reflect his actual responsibilities. Gainey reported at the September Board meeting that he and his assistant also do a con- siderable amount of work for the Washington County Sheriff's Office and main- taining the County web- site. He said this was not reflected in the job de- scription drawn up by the consultant, and Gainey re- quested that be corrected. According to County Administrator Pete Herbert the consultant took infor- mation from employees about their jobs, compared it with similar positions in other counties and prepared the new pay schedule. No individual interviews were done of employees. There have apparently been complaints about job descriptions based on comments at the Board meeting. "The consultant's reco- mendations are the big- gest headache I ever had," said Commissioner Lenzy Corbin. Corbin said the pay schedule has no way of measuring the quality of someone's work. Commissioner Ron- nie Finch said County employees were making more money than ever be- fore based on the new pay schedule. "He probably did exactly what we asked him to do," Finch said about the new pay schedule. Gainey presented a list of his activities over the past 45' days and was in- structed to submit his and his assistant's job descrip- tions to the consultant for further review. Question of data on computers During a review of ac- tivities supplied by Gainey Commissioner Lynn Cope noted that Gainey and his assistant spent two weeks "cleaning off" the hard drives of surplus comput- ers from the Health De- partment. The computers were being prepared for a surplus sale in Campbell- ton. Gainey said that data was completely erased before the computers went to the sale, but Cope ques- tioned why Health Depart- ment data came with the computers in the first place. He said that erasing the data should be the Health Department's responsibil- ity, not the Board's. Board Attorney Gerald Holley said he was con- cerned about possible vio- lations and that the Board should not take such com- puters unless they were cleaned off. Tri-County Council is a non-profit or- ganization with a vision to unite both the public and private sectors to improve the quality of life for indi- viduals, families, and com- munities by enhancing the opportunities for success to eliminate poverty. As reported by Director Cindy Lee, the Council receives federal funding for several grants that also requires matching funds. The organization conducts fundraisers in order to meet the match. Fundrais- ers include United Way, funding from the Board of County Commissioners, raffles, yard sales and oth- ers activities. According to Lee, last year United Way gave to the Council $22,776, $21,076 was from Washington County by itself. Each county 're- ceives a different amount of money, based upon the contribution to United Way, services needed, and the number of people re- ceiving services. A brief description of, services offered, follows: *Transportation provides transportation trips for lo- cal nlon-enietgency medi- cal treatment, nutritional, shopping, education, rec- reation, employment/ training, and other daily needs. *Head Start serves 203 disadv antaged three-and four-vear-old children and their families. The program assists children in becoming physically, socially, intellectually, and emotionally adjusted. *Community Services include self-sufficiency, transportation, domestic violence, supportive ser- vices, youth development, Adopt-a-Friend, emer- gency assistance, food pantry, training education and uniforms, assistance to get into the workforce, and teen gifts. *Low-Income Home En- ergy Assistance Program (LIHEAP) offers assistance to help meet the cost of home heating and cooling needs for eligible individu- als and households. Also assistance in emergencies to eligible individuals and families who are without home energy or in danger of losing home energy dur- ing a crisis. *Emergency food and shelter offers emergency assistance to low-income individuals for food, shel- ter, and utilities in Holmes and Washington Counties. *Canning Centers, .two well-equipped facilities are available for public use, al- lowing low-income fami- lies to prepare, process, can. (jar), and bag large quantities of food at no cost, and at minimal cost for other clients. Book sale A book sale, sponsored by the Chipley Friends of the Library, will be held Friday, Nov. 17, from 9 a.m. 4 p.m. and Saturday, Nov. 18, from 9 a.m. until noon at the historic library on Fifth Street in Chipley. Bridge-A-Rama The new season of play in Bridge-A-Rama will start soon. Anyone inter- ested in scheduled play of social bridge, about once a month, is welcome to join. The program benefits the Washington County Library through a tax-de- ductible donation. Play is hosted ,at party pair's homes at mutually agree- able times for seven con- tests. Habitat for Humanity roast The fourth annual Ce- lebrity Roast Dinner hosted by Habitat for Humanity of Washington County will be held 6 p.m. Tuesday, Nov. 14, at the Agriculture Center in Chipley. It will feature Carol Finch Griffin with Perry Wells as master of ceremonies. Tickets for the steak dinner and the roast are $15 each. Smith up for parole hearing Jimmy Lee Smith, 53, was convicted of killing Bonnie Ward and her 12- year-old daughter, Donna, in 1978. Smith killed the two by strangling them. The crime took place on a dirt road two miles off of Highway 169 in Cot- tondale. He is up for consid- eration before the state Parole Commission. State Attorney Steve Meadows is asking people to write letters to the Florida Pa- role Commission asking Smith not be granted pa- role. Benefit A benefit dinner for Angel Simmons, a cancer patient, will begin 10:30 a.m. Saturday, Oct. 28, at Westville Community Center. Plates will be $5 each. They will include fried chicken or mullet with po- tato salad, cole slaw, baked beans, dessert and drink. All proceeds will be used for Simmons' medi- cal expenses. AMVETS news AMVETS Post 007 is sponsoring a Veterans' Day parade on November 11 in Chipley. Line up for parade will be at 9 a.m. at the old Chipley High School. AMVETS Post 007 will host a benefit fish fry on Sunday Nov. 5, beginning at noon at Crazy Horse's Get It and Go, just north of Chipley on Highway 77.
