Newcombe is accused of mur- dering his elderly grandmother, Arline G. Payne. at 501 Floyd Place on May 20. On Saturday, May 20. Wash- ington County Sheriff's Office responded to 501 Floyd Place in Washington County in refer- ence. to..a possible death. Upon arriving at the residence, officers found Arline Gray Payne. 80- year-old white female, deceased. according to a news release from WCSO. As a result of the investiga- tion into the death of Arline Gray Payne. the Washington Count)y Sheriff's Office arrested New- combe. who had been living with See TRIAL, page 3A Petition denied in Vernon case- A petition for writ of man- damus or alternatively for writ of prohibition was denied by Circuit Judge Allen Register on October 5. The petition was filed against the City of Vernon: Vernon City Council members John Paul Cook, Jr., Narvel Armstrong, Vivian Brewer and Cheryl With- row; and Acting Fire Chief Rich- ard Woodham. The petition was filed by Ver- non District Volunteer Fire De- partment, James Boswell, Billy Boyett, Shawn Boyett. Shawn Bovett. Sherena Boyett, Jen- nifer Cate, Alan Downs, Libb\ Downs, Brant Gibson, Frank Grippo, Perry Holley, Craig Pet- tis and Corey Roberts. All were members of the fire department at the time the petition was filed. The petition was filed after Boswell was removed as fire chief by city council on August 14. The petitioners claim that the actions of Council were illegal, unconstitutional, against public policy and against standard op- erating procedure. They filed a writ for Boswell to be reinstated as fire chief. See PETITION, page 3A JAY FELSBERG Managing Editor The City of Chipley plans to ,crackdown on failure to have 911 addresses on display. Codes En- forcement Officer Jim Lassiter discussed the move Thursday afternoon. Lassiter said his office has received a number of complaints from city workers and emer- gency personnel about not being able to find locations due to a lack of 911 addresses on display. The City will act under Section 16-85 of the City codes. The fifth annual Pulling for Education fund-raiser hosted by the Washington County Scholar- ship Trust Committee, will be held Saturday, Oct. 14, at 3901 Wilderness Road in Vernon. The gates will open at 8 a.m. Activities begin with a Blind Man Race at 8:15 a.m. Other events w ill include a Barrel Push Race at 8:30 a.m., an Egg Race at 9 a.m. and a Slow Tractor Con- test at 9:30 a.m. Registration for tractor pulls will end at 9:30 a.m. They will include antique tractor and .gar- den tractor pulls, as well as a children's pedal tractor pull. Pull fees will be $5 per hook up. A parade of tractors will take place at noon. Horseshoe pitch- ing will also be available then. There will be an antique trac- tor show/pull, antique stationary engines and an antique car show. Admission for adults will be $5. Children 12-and-under will be admitted free. Visitors are urged to take their own lawn chairs. The show site offers shaded exhibitor areas, security, camp- ing, limited electric hookups, portable restrooms, and conces- sions. A swap meet will be held for those interested in buying, selling or swapping tractor parts. Firefighters. police, city work- ers. EMTs. and others will begin taking down locations of build- ings where 911 numbers are not on display, either on curbs, mail- boxes or on the buildings. Num- bers on a building must be at least three inches high and not be the same color as the building. Once* it is established that 911 numbers are- not properly displayed, Lassiter will send a certified letter giving the prop- erty owner 14 day s to comply. Failure to comply will result in a civil infraction punished ac- .cording to Section 11-15 of City codes: *First infraction: Civil penalty of $50. *Second infraction: Civil pen- alty of $150. *Third infraction: Civil penalty of $250. Failure to pay the civil penalty, to request a hearing in the time allowed, failure to appear in court to contest a citation when a hearing has been requested, or failure to appear in court as may be required meieans that the defendant has waived their right ... ..................... . This ordinance defines golf carts and prohibits them from using state or federal roads. Golf carts must be equipped with efficient brakes, reliable steering apparatus, safe tires, a rear view mirror, a windshield, headlights. tail lights, turn signals and reflec. tive warning devices on the front and rear. Golf carts can only be oper ated from sunrise to sunset, and operators must be age 16 or older, and have a valid driver's license. The operator must obey all traffic laws and can be tick. eted for traffic violations like any other vehicle. Each golf cart operated on the streets of Vernon must have a de- cal and be registered for a cost of $25 a year by the city. The Chiplev High School "'Spirit of the'Tiger" march- ing band participated in the Southeastern States March- ing Band Festival at Troy University on Saturday. Oct. 7. Along with 30 other bands from Alabama, Georgia. and Florida, the CHS band performed their field show before a large crowd at the newly renovated Movie Gal- lery Stadium. Each band was evalu- ated in the areas of music performance, marching & maneuvering, and general ef- fect. Additional areas judged were color guard. percussion. and drum major. A judge in, each area rated every band's performance on a three-point scale with "superior" being the highest. The CHS band performed their 2006 marching show featuring the timeless music of The Beatles. They received superior ratings from all five of the band judges for their presentation on Saturday. The percussion, color guard and drum major were also awarded "superior" trophies for their contribution to the band's overall performance. Troy University "Sound of the South" marching band presented an exhibi- tion performance at the close of the day. The Chipley band cheered for one of its own during the show as CHS Alumnus Ben Phillips marched as a member of the Troy University drum line. .(The 60-member "Spirit of. Agendaed Audience: *Fred Minot, of The Hartford Insurance pre- sented a proposal on retire- ment planning. *Washington County SHIP report from Stacy Webb, Grants Coordinator. Webb described the hous- ing situation in the county as "awful," with a number of requests for housing repair assistance and lim- ited funds available. She requested Ian additional $30,000 from SHIP funds for housing rehabilitation in addition to the $50.000 originally requested. Webb sad there is about $160.000 worth of rehab work to do, but she can only spend up to $10,000 for rehab. Only two con- tractors put in bids for re-, hab work. "Sometimes I feel like I'm only putting on band- aids," she said. The Board approved the Recovered bicycles Chipley Police Department has several bicycles that have been abandoned. Construction plans are due for Rolling Pines Road, and Knauer said he is waiting on the 60-foot right of way. The Board approved advertising for a public meeting to pro- vide information. There is a great deal of earth work to do. 5. Quail Hollow Boule. vard construction plans are due. Plans and other items will be submitted to DCA for review. Once they are approved then the Board can begin advertising. 6. I missed the deadline by an hour or so, thus the paper went to press without that notation: Yes, it is Fifty- four years of wedded bliss for Perry and Hester as of -Oct. 4. The big event took place Oct. 4, 1952 in the home of the Reverend E.E. Henry in Cottonwood, Ala. Our attendants were Hester's sister, Martiel Lucas White, and my long-time college friend, Randall P. Roberts, a Bonifay native who has had a successful career in banking in Valparaiso. 'Preacher Henry," as he was known, was Hester's pastor in the Esto area dur- ing her earlier years. Re- cently, I have learned that E.E. Henry performed the wedding ceremony for C.J. and Leola Porter and about the same time as our mar- riage. The Porters and the Welles have the same beau- tiful marriage certificate with the personal signature of Rev. E.E. Henry. After the brief and sim- ple wedding nuptials, the newlyweds returned to the Esto home of the bride's parents, Herbert and Pau- line Lucas, for a private 'reception" complete with a home-cooked meal that only Hester's mother could prepare.' Then, it was on to Pan- ama City to our recently purchased two bedroom. totally new home with shining hard wood floors where we had moved our household goods a week earlier. Hester's parents had. given us a traditional . \\eddine gift of that da\. that being an older cotton mattress- "reginned" and covered with new "tick- ing." When we placed it in our new home the week before our marriage, it had the refreshing aroma of a new mattress thus fitting well into the motif of our honeymoon bedroom , with the freshly painted walls which gave off a pleas- .-. ant smell. However, when we opened the door to our lovely . and long- awaited first night . sleeping ar- rangement, First home, 1 we were in ama City. for a shock- ing surprise. An odor which could be described as more of a 'stench" almost took our breath away. Our first thought was someone had reverted to the old-time prank of "ser- enading" the newlyweds by planting raw and rotting fish outside the bedroom window. Investigation revealed no such happen- ings and a further exten- sive search throughout the small home failed to reveal the culprit, or to pinpoint its exact location. Needless to say, the honeymoon couple did not occupy that bedroom on the wedding night. Going to a motel was out of the question as our budget did not allow payment for such an expenditure. Our first night was spent in the spare-and-bare bed- room with a pallet on the floor. After many weeks, the offensive odor had not completely dissipated, but stairs on the. mattress covering told us that in the renovations of the mat- tress, a mouse or a full-size rat, had positioned himself in the bed and had been sewn up for his final rest- ing place. This has been the topic of discussion throughout our 54 years of marriage and. quite frank- ly. we have wondered how our time together survived such an adverse send off. He prefers horse trainer and he and his daughter, Lenora, demonstrated their skill in that field at Memo- rial Stadium in Bonifay on Wednesday, October 7.. Daily was sponsored by the Holmes County Minis- terial Association. Josh Hodge brought two two year olds owned by Buddy Long, and Daily and Lenora went to- work before a crowd that nearly filled the west bleachers of Memorial Field. : Hodge said the horses were only halter broke and had not been broken to saddle. The Dailys used eye contact, pressure and other methods to end up riding the two frisky colts in under two hours. Up until: Wednesday Daily said he had broken 825 horses without a fail- ure. He and Lenora added two more in Bonifay. Daily does both horse training and:ministry, gen- tle breaking halter-broke colts to the saddle in under two hours. While he trains a horse he also compares breaking a horse to a person coming to the Lord. .... "I work this horse the way that I would want to be worked," Daily said. "I want to make. something valuable out of this horse. That's all God wants to do with me." Daily also compared that fact that the colt was initially not very coopera- tive with his years without Christ. "For years all God ever saw of me was that Wrangler sign on my hip pocket, 'cause I was run- ning from him," Daily said. I'm gonna love on that horse. I want him to know I'm the best thing in his life, like the best thing whatever happened is that Jesus came into my life." Through the "loving" and steady work the Dailys eventually gained the confidence of the horses. "I want him working for me because he wants to," Daily said. "These horses determine their own destiny. I don't want to break these horses, I just want to channel their energy. God wants to chan- nel your energy if you just let him." Daily had 'worked horses for many years but was called to his ministry in 1997. He went full time in 2000. , "I'm not a preacher, I'm just a happy customer," Daily said. "God has given me this talent and I use the horse to show God's love to people." Fibronmyalgia is defined as a chronic, generalized pain 3 condition associated with symptoms of fatigue, stiffness. and sleep disturbance and is characterized by the physical findings of local tenderness in many specific but widely E j Ldispersed sites. Fibromyalgia is the most common cause of widespread pain. The prevalence of this disorder in the general population is between 3% and 5o. Most patients with fibromyalgia remain symptomatic for several years and no cure has been identified. A study in the JMPT in 2000 included 15 women who had suffered from fibromyalgia symptoms an average of 10 years. Each was examined for trigger points and asked to fill out a pain questionnaire. The subjects underwent treatment 2 to 3 times a week, with a total of 30 chiropractic treatments. A total of 60% of the women were classified as improved after the 30th treatment. The reduction in pain and symptoms that the respondents reported was significant. Pain intensity dropped 77.1%, sleep was enhanced 63.5%, and fatigue levels dropped 74.8% and the patients retained the improvement at the one-month follow-up. The Bucks got first possession and could not move the ball. With the Tigers substituting a lot of players, the Bucks fi- nally put together a march from their own 25-yard line at the 10:14 mark that resulted in a 34-yard pass from Brannon to Stanford for a touchdown at the 4: 03 mark. After two penal- ties, the kick was good. The score, Tigers 27, Boz- eman 7. Laster gained 248 yards on 26 carries. He also caught two passes for 40- yards and a touchdown. Steverson completed 10 of 15 passes -for 169-yards and three touchdowns. He had no interceptions. There was very good of- fense from both teams but very few points were put on the board. Graceville had 40 rushing plays in addition to the 15 passes by Steverson. Bozeman had 40 rushing plays and 15 passes by Brannon for a total of 111 plays. Lady Tigers celebrate senior night The Chipley High Lady Tigers Volleyball team celebrated Senior Night on Tuesday with a big victory over the Holmes County Lady Blue Devils. The Tigers won in straight games by the scores of 25- 16, 25-14, 25-18. The District 2 Class 3A victory moved the Tigers record overall to 15-9 and 3-1 in district. Before the match, Coach Jerry Corbin honored the two seniors on the 2006 Lady Ti- gers by presenting them with a red rose, and their mothers with red carnations. He thanked the parents for al- lowing him the opportunity to work with their daughters and expressed appreciation for their support for the last 4 years. Honorees were Erica Sewell and her parents Rod- ney and Donna Sewell, and Kyla Acuff and her parents Frank and Taina Acuff. After the ceremony, both Erica and Kyla played out- standing games to lead their team to victory. In prelimi- nary action, Holmes County defeated the Tigers in ninth grade action and the Tigers were victorious in the JV match. This is the Devils' seventh loss of the season-long losing streak. The Devils were worn down by, the shear size of Crestview and could not achieve the necessary yardage to continue their drives. Crestview seemed to be on cue defensively, stop- ping Holmes County in their .tracks, Crestview's safety came up big with picks, tips, and big stops. Crestview's linebackers were onto Evan Speights' running game, stopping Speights from using his breakaway speed as he usually does. Justin Miller continu- ously was sacked, inter- cepted, blocked or forced to throw the ball away play after play. Holmes County was pulling on every string, using every trick, just try- ing to leave the field with some points. Holmes County did however stand there ground ending a few of Crestview's drives, but offensively the Devils were unable to come up with a big play, time after time they lost costly yard- age and just came up short on their attempts. Holmes County knew this was going to be an uphill battle because of the size of Crestview. Coming onto the field of a 5A school is a di- saster in the making. Crestview played Holmes County this year for their homecoming. However, Holmes County tried their best to put up a fight to this much larger school but was unable to. Declining number of hunters prompts new organization An exciting new or- ganization has recently been created to reverse the trend of declining hunters in the State of Florida. Called "The Fu- ture of Hunting in Flor- ida," the not-for-profit corporation, was formed for the purposes of re- cruiting, educating, and retaining hunters, and to increase access and op- portunities for persons to hunt on public and pri- vate lands in Florida. In August of 2005, more than 200 stakehold- ers convened in Orlando for a two-day Summit on the Future of Hunting in Florida. Over the last nine years, Florida. ,;1s, seen,. an overall 'decline in the number of licensed hunters, from almost 171,000 in FY 1997-98, to less than 153,000 in FY 2005-06. One of the recommendations from the summit called for the creation of a perma- nent group to focus' on the future of hunting in Florida. Another purpose of the organization is to build a strong, unified coalition of hunting organizations in Florida. The Board of Direc- tors for the new organiza- tion is comprised of state leaders from various or- ganizations, including the Allied Sportsmen's Association of Florida, the Everglades Coordi- nating Council, Delta Waterfowl Foundation, the St. Joe Company, the Florida Wildlife Federation, Masters of Foxhounds Association of America, the National Wild Turkey Federation, United Waterfowlers of Florida, and Safari Club International. Ann Mears of Dothan, Ala., died Oct. 2 following an extended ill- ness., She was born May 23, 1937, to the late Walter Wil- liams and Dosha Williams of Chipley. She was employed by the City of Chipley from 1959- 72. Then, she joined First Federal Savings and Loan of Chipley as manager from 1972-1982. Afterwards, she joined her husband in the pastorate of Mayo First Assembly of God:in Mayo. She was licensed with the Assemblies of God in 1953 and served as an evangelist. She was pastor of Little Rock Assembly of God in Bonifay for three-and-a-half years. She was ordained with the Assemblies of God in 1975 and served the following churches: Noma Assembly of God, the First Assembly of God, Cottondale, First Assembly of God, Mayo, all in the West Florida District; Cathedral of Praise, Brooks, Ga., Excel Assembly of God and the First Assembly of God, Enterprise, Ala. Her time was filled with ministry in various churches after her retirement. She .also served as guide for many motor coach tours through- out the United States. Survivors include her husband, Rev.
