Mary has had mental and
physical problems since her
playground accident at age
four. Unfortunately, she was
pushed through public school
and completed eighth grade,
but was unable to comprehend
most English and math skills.
Beginning with Challenger
Book 1, currently in Patterns in
Spelling Book 3,- and utilizing
all .the Cambridge English
skills workbooks, she has
workedd closely these past five
years with her tutor, Mary Ann
Pelletier, and has advanced to
Challenger Book 5. Mary has
shown interest in writing and is
currently working in the New
Readers Press "Write All About
It" workbook. Recently, Mary
has shown a desire to obtain her
GED and has started preparation
work in that program at the
Country Oaks center, tutored by
Monica Baxley.
Mary has attended several
Florida Literacy Coalition
workshops under the guidance
of the adult adviser, Monica
Baxley, and is currently one of
the ambassadors, and represents

Goulds named state's top tree farmers


Sustainable forestry requires
responsible land management
practices, and those practices
take hard work and dedication
on the part of the forest land-
owner. For their dedication to
forest stewardship, Jon and Carol
Gould, certified tree farmers and
Washington County forest land-
owners, are Florida's Outstand-
ing Tree Farmers of the Year for
2006.
Jon and Carol Gould own 582
acres of timberland in Washing-
ton County. They planted the first
pine seedlings on the land and
became Tree Farm members in
1996. The Goulds manage their


timberland themselves, with the
assistance of professional forest-
ers.
Aside from site preparation
and most replanting, they per-
form all of the labor on the land,
including mowing several miles
of roads, putting up over one-
half mile of barbed wire fences
with wooden posts and perform-
ing road maintenance and herbi-
cide treatment.
They manage their timberland
for production of timber products,
wildlife and recreation, and they
follow silviculture Best Manage-
ment Practices laid out by the
Florida Division of Forestry. In


addition to numerous plant and
animal species, they have even
seen bald eagles circling high
over their property. They have
also identified about 50 species
of trees on the land.
The Outstanding Tree Farmer
of the Year. award recognizes
private landowners for outstand-
ing achievements in managing
forestlands. To be a certified
Tree Farmer, a landowner must
manage his or her forest in an
environmentally sound manner,
in accordance with the American
Forest Foundation's standards

NOTICE TO THE PUBLIC

The City of Chipley City Council, on
September 12, enacted Ordinance #867,
entitled "Animals". This ordinance reg-
ulates the confinement and registration
of pit bull dogs, in order to ensure the re-
sponsible handling by the dog owners.
Sec. 4-30, Confinement, requires the
owners of pit bull dogs to securely confine
their dogs in a totally enclosed locked pen
with either a top or with sides at least six
(6) feet high. The owners of pit bull dogs,
when the animal is not in a secure pen,
must keep the dog on a leash no longer
than six (6) feet in length, the dog must
be muzzled, and the owner must be in at-
tendance. In addition, the owners of pit
bull dogs must register the pit bull dogs
within thirty (30) days and must be in full
compliance with the confinement and
requirements within ninety (90) days.
Penalties and violations of any provi-
sion of this ordinance shall be punish-
able as provided in Chapter 11, Article
II, Supplemental Procedures for Code
Enforcement, and Florida Statutes Sec.
767.14.

Wausau's Visionary Plan is on hold

The Town of Wausau
is not ready to bring their
visionary plan online yet.
Implementation of the plan
will be delayed until next
year. According to Mayor
Pro Tern Roger Dale
Hagan, the interest from
Wausau's Vision Commit-
tee to see this plan come.

sionary project, in case the
Town of Wausau decided

from the Town to vote or
incorporate this plan, these
are strictly recommenda-
tions. This was presented
as a chance for the Town
to visualize the upcoming
growth", said Stitt.
The four Vision Com-
mittee members agreed to
keep working together and
allow more time for more
people to join them in the
effort.
Wausau's budget update


The Wausau Town
Council adopted the
budget for fiscal year
2006-2007, proposed on
August 31, in the amount
of $255,830: $100,940 for
General Fund; $81,720
for, Water Department;-
$14,670 for Street Depart-
ment; $16,000 for Recre-
ation; and $42,500 for Fire
Department.
As for the Water Depart-
ment, Robert Simmons,
from Baskerville-Dono-
van Inc., reported to the
Council the completion of
the change order No. 2 for
the water well. From an
original budget of $60,000,
they still have $7,500 left
that could be used for the
installation of more fire

IN REGULATIONS
AFFECTING THE
USE OF LAND
Washington County is considering amending the County's
Land Development Code (LDC) for the area shown within the map
in this advertisement(the unincorporated portion of the County
plus the municipalities of Caryville, Ebro, Vernon, and Wausau).
The proposed amendments to the Land Development Code
(LDC) affect or involve changing portions of the following sections
of the LDC.

Article.Two (II) "Land Use, Vegetation and Buffering";
Article Four (IV) "Resource Protection";
Article Five (V) "Development Design and Improvement Standards";
Article Six (VI) "Subdivisions";
Article Nine (IX) "Boards and Agencies"; and,
Article Ten (X) "Administration and Enforcement".
A Review Public Hearing will be held by the Washington County
Planning Commission to review these proposed changes as well
as to solicit public comment concerning the proposed amend-
ments. The Public Hearing will be held on October 3, 2006 at 5:
00 PM at the Board of County Commissioners Meeting Room,
1331 South Boulevard, Chipley, Florida. All interested persons
are encouraged to attend.
The proposed changes to the Land Development Code are
available for review at the Washington County Board of County
Commissioners Office also located at 1331 South Boulevard,
Chipley, Florida.

Rib sale for K-9 unit
The Washington County Sheriff's Office is selling
racks of ribs to be delivered or picked up on October
27-28. Price per rack is $20, and delivery is available
on request.
All proceeds from this sale will be used for the pur-
chase of two K-9s for the WCSO K-9 Unit. Sheriff's
Office K-9 Unit will be hosting several fundraising ac-.
tivities throughout the county in the next few weeks to
help reach our goal of $15,000. "We want to thank you in
advance for supporting the Washington County Sheriff's
Office in the war on drugs," Sheriff Bobby Haddock

Friends of the Library
The October luncheon meeting for Friends of the Li-
brary will be held at noon Thursday, Oct. 5, at Chipley
Woman's Club on Fifth Street.
Guest speaker will be Chipley native, Don Bowlin.
He will present his novel, Donaville's Rainbow, and will
explain why he wrote his story about the Kelly farm fam-
ily with this area as its locale. Some of the background
scenes and many of the personality types will be easily
recognized.
Copies of Bowlin's autographed books will be avail-
able for sale after the luncheon. All Friends as well as
community and family members are urged to make reser-
vations to hear Bowlin speak and enjoy a lovely meal.
The cost of the meal is $7 per person. Reservations
must be made by noon on Monday, Sept. 25 by calling
Cynthia Johnson at 638-1983. Those unable to attend the
luncheon, may (meet the author at a book signing from
2-3 p.m. the same day at Washington County Public Li-
brary on Highway 90 west in Chipley.

Two-vehicle wreck
Florida Highway Patrol reported a two-vehicle ac-
cident that occurred at approximately 3 p.m. on Sunday,
September 10.
Charles Arvis Williams of Chipley was in the left-
hand lane attempting to turn onto Falling Waters Road in
a 1998 Chevy when his vehicle was struck by Jon Jason,
Fondren of Graceville.
According to witnesses, Fondren was driving a 2006
Chevy north bound on Highway 77 at a high rate of speed
when it went off the road into the grass, over-corrected
struck William's vehicle head on, disabling both vehicles.
Both men received injuries and were transported to the
hospital by EMS.
According to the Highway Patrol, Fondren was trav-
eling a minimum of 58 miles-per-hour in a 35 mile-per-
hour. There were several containers of alcoholic bever-
age thrown about the scene. It was determined that the al-
cohol came from Fondren's vehicle. Charges are against
Fondren for driving under the influence are pending lab

Fall Field Day
The University of Florida/IFAS, North Florida Re-
search & Education Center located in Quincy, is hosting
its fifth annual Fall Field Day on Wednesday, September
27. This Fall Field Day will be an information-packed
day designed to provide hands-oneducational experi-
ences and research results to farmers, growers, and agri-
cultural distributors on the various types of research and
technologies presented by the faculty and staff of the re-
search and education center and county extension offices;
as well as opportunities to find possible solutions to crop
and garden problems.

NFCH completes accreditation
Northwest Florida Community Hospital and Com-
munity Home Health have successfully completed their
unannounced comprehensive surveys by the Joint Com-
mission on Accreditation of Healthcare Organizations.
The surveyors were extremely complimentary of both fa-
cilities and their outstanding.staffs. After a 2004 survey,
the facilities were noted to be "ranked in the top echelon
of facilities surveyed" according to their surveyor.


The current survey surpassed the previous survey, ac-
cording to Patrick Schlenker, CEO of Northwest Florida
Community Hospital. The JCAHO surveyors comment-
ed "a greater number of facilities of all sizes and types
are receiving conditional accreditation this year", so this
community should be proud of having such an outstand-
ing hospital and home health agency available for their
care.

Political debate
On October 12, the Republican and Democratic exec-
utive committees will conduct a debate in the old Chipley
High School auditorium beginning at 7 p.m.
Candidates from the following races will debate;
District 5 School Board, County Commission District
2 and District 4. All registered voters are encouraged to
attend and learn more about the candidates and where
