Child injured
On August 5, Chipley Police
responded to Wal-Mart in refer-
ence to a vehicle crash involving
a two-year-old pedestrian, ac-
cording to a news release from
Chipley Police Department. A
vehicle was traveling westbound
in the parking lot lane when the
small child attempted to cross
the lane.
The driver said she didn't see,
the small child, \% which resulted in
w the child being run over by the
vehicle. Preliminary reports on
the child indicate that she is do-
ing \ell and should be released
from the hospital in a couple of
da\s.
The incident is still under: in-
vestigation by the Chipley Police
Department.

Two charged with
stealing cattle
Florida Agriculture and Con-
sumer Services Commission
announced the arrest Tuesday of
two Bonifay men in the theft of
13 head of cattle earlier this year.
An investigation into the theft
in May identified the two sus-
pects as Robert J. Clemmons, 57,
and his son, Clayton K. Clem-
mons, 34. They surrendered
themselves just before authori-
:-ties had planned to arrest them.
'3Both men are being charged with
grand theft of livestock, a third
:degree felony, in connection
with the cattle that were stolen
from a ranch in Bonifay.
According to investigators
,from Bronson's office, the men
recently sold the cattle at live-
stock auctions in Graceville and
Dothan, Ala. According to au-
thorities, the value of, the stolen
cattle was estimated at $6,200.

Dalton Carter honored at Fun Day

Wausau honored one of its
best-known citizens Saturday as
it named the recreation facili2-
ties they Dalton Carter Recreation-~
Complex. The honor was be-
stowed at Fun Day and Possum
Festival at the Possum Palace -
"The one man who never missed
Fun Day." Mayor Pro Tem Roger
Dale Hagan presented the award.
Carter was largely responsible
for starting Fun Day and Possum
Festival in 1970. The Wausau
Development Club was asked
to start a festival in July 1970,
Carter told the large crowd in
attendance. He said there was
talk that he was involved in start-
ing the festival because he was
considering running for public
office, "but. I never would have
had a thought of it," he said. the
commission, Mayor J.B. Walters,
and City Council started the
festival. Carter, his wife Maidy
and Merle Jones were the only
surviving members of the com-
mission present Saturday.
"A lot of people worked hard
- it was team effort," Carter said.
The festival was held all over
Wausau for the first year or two,
and it was obvious that the fes-
tival needed a permanent loca-
tion. U.S. Rep Bob Sikes came
to the first festival as parade mar-
shal "and like to have drowned
from the rain," Carter said. Sikes
soon saw the the festival needed
a .permanent home. "He said to
get some people together and we
will build a place to have the fes-
tival," Carter said.
The federal government didn't
issue many grants in 1974, but
Sikes obtained one for $76,000.
Roger Pitts drew up plans for the
Possum Palace, which had to be
shortened by 20 feet to fit into the
budget, and the rest is history.
Carter thanked City Council
for the honor and also recognized
his family members that were
present. "They heard possum
and probably smelled enough
possum over 37 years," he said.


Poker Possum (Deion Goodman) and Petunia Possum (Skyla
Carter) were crowned Possum King and Queen Friday night at
the Possum Palace in Wausau. Wayne Gentry was emcee for the
annual event, which drew a large and enthusiastic crowd. Miss
Fun Day Morgan Mount was also on hand with gifts for the
newly crowned royalty.

the Possum Palace in Wausau.
Wayne Gentry was emcee for the
annual event, which drew a large
and enthusiastic crowd. Poochie
Possum was the outgoing Pos-
sum Queen and Mullet Roe was
outgoing Possum King.
As always it is difficult to de-
scribe this glamorous event in
words, so readers are asked to

Judges were Susan Roberts,
Lynn Cope, Dallas Carter, Trac-


ey Kent and Joey "Chop" Suggs.
Toys for Kids (Chipley Volunteer
Fire Department, Washington
County EMS, and Chipley Police
Department) sold boiled peanuts
as a fund-raiser.
Sally Gashback, the first
Queen contestant, said she has
called hogs for 20-30 years and
looked it. A vocal sensation,
Gashback offered her recipe for
Possum Wraps. "Lick it like that
and seal 'er. It ain't going any-
where after that."
Pearl Lee Possum said she
"got the sand in her toes and come

Council president to
recommend building
new city hall

The project to renovate old
Vernon High School as a city hall
appears to be dead. The reasons;
projected utility and insurance
costs. The project was the subject
of a workshop Monday morning
at City Hall.
Council President John P.
Cook, Jr., Councilwoman Vivian
Brewer, Mayor James Boswell
and City Clerk Sherry Cobb
were on hand to hear figures
from Cobb. She reported that her
study showed that utilities would
cost about $2,000 a month. This
was considered far in excess of
what Vernon could afford.
Cobb also said that the Florida
League of Cities strongly recom-
mended insuring up to 90 percent
of the value of a city hall, which
in the case of a city hall in old
VHS would increase insurance
costs by about $15.000 a year

company would even write a
policy for the old high school.
The building is valued at $1.82
million.

costs the project could not be
pursued.
Cook said he would recom.
mend building a completely
new facility to City Council. He
also said that Council was still
interested in obtaining property
behind the old school for a park
or playground that would be
centrally located in downtown
Vernon. A new building would
be better insulated and more cost.
effective than the present City
Hall, hopefully leading to lower
utility costs.
Cook said the location of the
new City Hall would be dis-
cussed in the near future by City
Council.

Meth lab busted
According to a news re-
lease from Holmes County
Sheriff's Department,,
Holmes County Deputy,
Michael Raley spotted
a red Ford pickup truck
pulling into a convenience
store in Bonifay with out a
tag. Raley approached the
driver in reference to the
truck not being tagged and
asked the driver, Randall
R. Whitehead, age 52, for
permission to search the
truck. Whitehead refused
the request and a drug de-
tection K-9 was called to


the scene.
K-9 Officer Steven Lee
with the Bonifay Police
Department arrived with
his K-9, Shadow. During
the search Shadow alerted
to the driver's door of the
truck. Officers had the pas-
sengers, Rita, B. Boyett, 48
and her daughter, Shelly R.
Griffin, 21, exit the truck.
A search of the cab of
the truck revealed a small
plastic bag with metham-
phetamine residue and a
burned piece of aluminum
foil. Aluminum foil is
commonly used to smoke


meth. The officers located
a clandestine meth lab in
the bed of the truck. Spe-
cially trained investigators
arrived at the scene and
dismantled the meth lab
and secured the chemicals.
According to the press
release, all three subjects
were arrested and taken
into custody. They are each
being held on a $30,000
bond for possession of
meth, manufacturing meth,
and possession of chemi-
cals used to make meth.
"Due to the continued
pressure being put on the


makers of methamphet-
amine by law enforcement,
we are seeing a decrease in
the number of labs in op-
eration. However, fifty per-
cent of the labs seized this
year by the Holmes County
Sheriff's Department have
been in vehicles," said Lee.
"This case is typical, a traf-
fic stop being made by an
observant officer resulted
in a meth lab being located
and destroyed." Lee urges
anyone with drug problems
to get help now by calling
CASE Coalition in Bonifay

Vernon special election
Three candidates will vie for the open Vernon City
Council seat. W.C. McKeithen, Jr., Margaret "Peggy'
Dobbins, and Oscar C. Ward were certified at a special
meeting of City Council on Friday, July 14. The three
candidates will stand for the open seat created by the
death of David Austin on August 15.

Murder suspect held
Clinton Martin Stagg made his first appearance this
afternoon for the murder of 42 year-old Tanya Farmer
Police searched for the missing woman for more than a
week until Sunday night. That's when Stagg told investi-
gators he buried Farmer's beaten body in a wooded area
off Highway 388. According to investigators-Farmer sold
crack cocaine to Stagg on a regular basis.
Stagg was denied bond and is being charged with an
open count of murder. His arraignment is scheduled for
September 21, at 8:30 a.m.

Vernon High School faculty has been work-
ing really hard over the summer and during
pre-planning to be ready for the new school
year. During pre-planning the teachers re-
ceived in-service about their new computers
and the new phone system and multi-media
retrieval system. New teachers as well as
veteran teachers are learning about the new
computerized systems throughout the school.
Everyone is looking forward to a productive
and successful year.

The new Vernon High School has a new gym and multipurpose building. It boasts a parquet floor and the vol-
leyball nets were already up Monday, July 31.


Pee Wee signups
Sign up for Chipley Pee Wee Association will be
Tuesday, Aug. 8, Thursday, Aug. 10, and Friday, Aug.
11, at PALS Park in Chipley. Time for each date is 5-6:
30 p.m.
The registration fee is $45. Those signing up for foot-
ball should be six through 12 years of age. Ages for
cheerleaders are five to 12.

Chipley Chess Club
The Chipley Chess Club was started in May of this
year. Attendance has been good with players coming
from as far away as Bonifay, Sunny Hills, and New
Hope, Ala. We have players of all levels from beginner
to advanced.
However, participation 'has diminished and players
who enjoy playing chess and will be committed to help-
ing the club grow are needed. The meeting place has
been changed to the Hardee's in Chipley.
The Club meets at 5 p.m. every Tuesday. Interested
players should take their chessboard and join them Tues-
day at 5 p.m.

VHS dedication
The Vernon High School faculty and staff would like
to cordially invite the students, parents, and community
to be a part of the new high school's dedication on Tues-

U.S. Rep. Al Green will be guest speaker at a Christian
Scholarship Foundation luncheon 11 a.m. Aug. 11 at T.J.
Roulhac Enrichment Center in Chipley.

Public works projects discussed at local meetings

Public works projects
were subject of discussion
at the most recent Chipley
City Council workshop
and the regular meeting
of the Washington County
Board of County Commis-
sioners.
Representatives of
Baskerville-Donovan, Inc
were present at the Council
workshop to provide an
update on the City's $23
million wastewater project
($24.4 million with debt
service included). The cost
of the project was reduced
from original estimates of
$30-40 million :by use of
several economies:
*Using a video camera
to "televise' about 160,000
liner feet of existing line,
which found that only
55,000 linear feet would
need to be updated.
*Building the new treat-
ment plant at the site of the
existing plant would save
about $3-4 million.
*Use of "pipe bursting"
in Phase I of ,the proj-
ect where new pipe was
slipped into existing pipe
and expanded to burst the
old pipe.
Use of this system mini-
mized disruption of traffic
on Jackson Avenue (Hwy.
90).
City Administrator Jim


Morris said that the City
cannot count on receiving
any more funding from the
state for the project. "We
will have stretched every
penny we received," he
told Council.
The permit for the col-
lection system planned for
Phase II was submitted
last Monday, with a public
hearing to be scheduled in
October.
The project is 85 percent
funded by grants, and the
$4.4 million City match
is secured. The City has
applied for a $900,000
Community Development
Block Grant (CDBG) for
component work in the
future.
Phase IA is the replace-
ment of sewer lines on
South Boulevard.
"Pipe bursting" was also
used in this phase, as well
'as installing fiberglass
manhole liners to reno-
vate existing manholes.
This saved a considerable
amount of excavation that
would have been neces-
sary to completely replace
manholes.
Work on South Boule-
vard was completed before
the County began its major
resurfacing project.
Various surveys and
assessments have been
completed for Phase II,
which includes rehabilitat-

The annual meeting of the Washington County Farmn
Bureau is scheduled for Thursday,. Aug. 17 at the Wash-
ington County Agricultural Center. The evening's activi-
ties will begin with dinner at 6:30 p.m. A brief business
meeting will follow.
A presentation by Patrick Grady will top off the eve-
ning. He travels nationwide to present motivational, en-
tertaining and challenging seminars and talks to business
people and educators.

*Florida Forever dead-
lines are in September.
Chain Lake bridge and
other projects were dis-
cussed. Grants are for
about $500,000.
*Quail Hollow Bou-
levard: The community
meeting was held at Coun-
try Oaks VFD. Knauer said
he was working on ease-
ments but that property
lines "were a mess."
He prepared a legal
description using the
center line of the road to
determine where the right


of way would be, and will
prepare a list of signatures
needed.
*Falling Waters multiuse
bike path: Knauer said he
met with 'DOT on the en-
vironmental part and it was
recommended to do the
project in different phases.
The Board approved this
recommendation.
Knauer said the mag-
nolia trees dedicated to
veterans might have to be
moved or replanted. This
needs to be addressed, he
said.
*Lime rock will be used
on South Boulevard for,
driveways. The County
will install its own pipe.
*The conceptual plan
for "Project Pipe" in the
industrial park has been
submitted. A new bound-
ary survey and road plan
are needed. Knauer has
met with CSX about the
rail spur.
*Projects for Clayton
Road and Alford Road
have been approved by
DOT. Funding would ar-
rive once a notice to pro-
ceed arrives.
*Kirkland Road: The
road was paved before
proper testing was done, so
payment will be withheld
until this is completed. The
Board also approved get-
ting a two-year warranty
from the contractor.

Chipley High School Homecoming
Chipley High's student council is finalizing plans for
the 2006 homecoming festivities on Friday, September
15, which include a parade through downtown Chipley at
12:30 p.m., alumni social at 2 p.m., and the homecoming
game at 7 p.m. The day will begin with a pep rally at 10:
30 a.m. in the CHS gym where the finalists for homecom-
ing queen will be presented to the student body. Parade
participants need to line up at 11 a.m. in the parking lot at
Memorial Field (old high school). Contact Jerry Corbin

All Chipley High School graduates are invited to an
alumni social that will be held following the parade from

By the time this column
is being read, the Holmes
County Heritage Book will
have been distributed to
those who purchased pre-
printed copies. Books will
also be for sale at several
locations in the Bonifay
area. As this is written, I
have not seen the Holmes
County book. I fully ex-
pect one article or more
on Dr. L.H. Paul, who had
an early medical practice
in Bonifay where he also
operated Bonifay's first
hospital. One of the pri-
mary functions of the hos-
pital was for the delivery of
babies.
Dr. Lila Hazelton Paul
graduated from medical
school at the University,
of the South. He came to
Caryville in 1908 from
North Carolina and served
there as physician for the,
sawmill. He remained in'
that capacity under two
owners of the Caryville
sawmill operation. In
1921, he struck out on his

Dr. Paul could easily be
referred to as "Mr. Holmes
County." He was known
in a radius of hundreds of
miles around Bonifay. He
traveled the countryside
making "house calls" as a
doctor. He is remembered
from his benevolent ges-
tures, loving care,of the ill,
and keen interest in county
and state politics. He has
been described by those
who knew him best as a
lover of good food, travel,
sights and wholesome
jokes. He had a natural
wit about him which he
imparted to others who
were around him for only
a short while. When asked
once as to the number of
babies he had delivered,
his answer was that he did

and asked him to "see" her
husband. Upon question-
ing by the doctor, the wife
admitted that her husband
"had been drinking." Dr.
Paul turned away stating:

he's drunk," then added
under his breath. "I don't
like him much when he's
sober!"
Dr. Paul started out on
his medical practice trav-
eling by horseback. He
graduated to a horse. and
buggy and later to an au-
tomobile. Buick cars were
his favorite. At the. time.
of retirement, he made the
statement he "was on the
39th Buick. having worn
out 38 cars while running
around the country and no
telling how many horses."
He stressed that he never
had a garage for his ve-
hicles. The reason being
it was too much trouble
backing, the car from a-
shelter when it was neces-
sary to gotothe sick bed of
a patient.
At the .age of 68, Dr.
Paul's health had failed
to the extent that he was
forced to give up his mnedi-
cal practice and close the
Bonifay hospital. *

I'm thinking that he and
Mrs. Paul were able to do
some traveling prior to.

In writing this article on
Dr. Paul, I am indebted to
Sandra Kolmetz Devine,
ARNP-C, who has a fam-
ily practice in the Sunny
Hills Medical Center. She
furnished me a photo copy
of the Pensacola News-
Journal, dated March 4.
1951, with a lengthy and
informative article on Dr.
Paul's retirement. It was
written by Wesley Chalk,
then a columnist for the
Pensacola paper. Chalk
concluded his writing on
Dr. Paul by saying: "The
name of Dr. L.H. Paul will
be stamped indelibly in the
hearts of hundreds of grate-
ful, but poor, citizens of
this area. They all got the
same treatment, rich man,
poor man. beggar man or
thief. That's Dr. Paul."

Recreation gets attention at Board meeting

Recreation received a
good deal of attention at
the most recent meeting
of the Washington County
Board of County Commis-
sioners. Action was taken
on a proposed equestrian
arena and camping on pub-
lic property. -
Parks and Recreation
Department Director Da-
vid Earl Corbin made a
presentation on building a
basic equestrian arena on
County property at Daniels
Lake. The proposed arena,
would be 160x250 feet and
would be open without a
roof. There would be light-
ing, perimeter fencing, and
it would be built by inmate-
labor. Corbin said the esti-
mated cost would be about
$36.000.
This "bare bones" arena
would allow the County
to get started offering
an arena, said County
Engineer Cliff Knauer of
Preble-Rish, Inc. Knauer
said the plan would be a
scaled-down version of the
arena in Jacksonville
Knauer said that once
more input was received
on the size and purpose of
the arena then the Board
could look toward apply-
ing for grants. Knauer said
that "show work" looks
good when applying for a
grant. : ..

Webb agreed and said that
if the arena was on the cap-
ital improvement list the
Board could possibly ob-
tain a FRDAP parks grant
from the state for up to
$150,000 for the project.
The Board approved the
proposal for $36,000 and.
will fund it out of the coun-
ty "kicker:" for 2007-08.'
The Board also looked
at camping on public lands.
Corbin said the Parks and
Recreation Committee
recommended leaving the
hours as they are, with a
dusk to dawn curfew. The
Committee also recom-
mended using state guide-
lines. After discussion the
Board instructed Corbin
to choose five parks, for
camping and report back'
to the Board for further
action

Shuffleboard debate
The Board also resumed
discussion of shuffleboard
courts at Wilder Park in
Sunny Hills. Webb said
that the state told her that
if shuffleboard courts re-
mained in the design they
must have gutters. The old
shuffleboard courts are
where it is planned to cre-
ate a covered multipurpose
area.
Commissioner Ronnie
Finch said that the com-
mittee in Sunny Hills con-
cerned with Wilder Park
recommended creating the

been an advocate for the
shuffleboard courts, told
the Board that the courts
need to be rebuilt. Zurica
said that he felt that senior
citizens and the county de
serve shuffleboard courts.
Zurica said, that having
courts would give senior
citizens a chance to get out
of the house. He said the
courts were used 36 years
ago and there were plenty
of tournaments. Zurica
recommended bringing the
matter before the citizens
for a vote.
Sunny Hills resident
Lou Tracy told the Board
that he lived in Sunny
Hills since 1990 and has
never seen the courts in
use. He suggested using
portable gutters, and that
once Wilder Park is com
pleted it will probably be
one of the nicest facilities
in Washington County.

leaving the courts in the
design to avoid possible
trouble with the grant.

New look, new principal at Kate M. Smith

Kate Smith Elementary
School (KMS) in Chipley
began the 2006-07 term
Aug. 2 with a new principal
and a few new' teachers.
Jerry M. Register, who
served as assistant princi-
pal last year, has moved
into the principal's office.
Helping with administra-
tion will be Yolanda Kol-
metz, assistant principal.
-"We have several new
teachers at KMS," Reg-
ister said, "and we have
made some changes in
'scheduling to improve the
school."
Register has worked in
three different counties
since beginning his career
in education. The longest
.stay. was in Liberty County
'where 1 was Vo-Ag teach-
er for 19 years and the
high school principal five
years," he explained.
Register is a native of
Graceville. He has spent 27
years in education, the last
seven in administration.
Students were greeted
this year with a colorful
new landscape. There are
three separate plantings in
the large area making up
the front entrance. Big blue
tubs placed along the side-
walk hold flowering plants,
and a really nice display of
flowering bushes line the
walk in front of the cafete-
ria. A smaller bed is in the
area near the fence by the
road and parking lot.
"We are proud to have
Ched Chancey working on
our landscaping," Register
said. "KMS is looking
great thanks to her ef-
forts."

Holmes County Council on Aging held a home-cooked
birthday dinner for the senior citizens in the community
on July 28. Celebrating July birthdays were: Vivian Porter,
Carol Herrington and one of our board members, Pete Fish.
Jess Akins provided and prepared the meal. Everyone had
a good time and enjoyed the good food.
Holmes County Council on Aging will serve a home
cooked meal the last Friday of every month, beginning
at 10:30 a.m. at the Center at 210 W. Kansas Avenue in
Bonifay.
They will also be honoring those having birthdays each
month. Anyone 60 and older, is invited to go and visit with
old friends and make some new friends. For information

effort has repaired and
refinished a one-of-a-kind
chopper style bicycle to be

well as all materials to repair
it. The labor was graciously

Auto Body class at Holmes
Correctional Institution.

Grounds.
The event was spon-
sored by the First Baptist
Church of Bonifay. This
was the first of four tour-
naments being held over
the next four months.
The first three are
qualifying tournaments

Edward R. Hiley, 89
Edward Robertson Hiley
of Chipley died July 30.
He was the son of Edward
and Dot Hiley, members
of a Chipley area pioneer
family
Hiley graduated from
Chipley High School
and attended the Univer-
sity of Florida. Returning
to Chipley, he taught in a
one-room, school in Wash-
ington County for a time.
He moved to St. Petersburg
in 1946 and worked as a
general contractor until
his retirement in 1978. He
lived in Webster and Crys-
tal River until the death of
his wife, Stella Shores Hi-
ley, in 2001. After moving
back to the Chipley area,
he married Frances Gainer
Johnson in 2004.
Hiley was a member of
White Pond Baptist Church.
He was Worshipful Master
of Northside Lodge #289
in St. Petersburg in 1966,
and was Florida State Dis-
trict Deputy Grand Master
of Masonic District 19 in
1969-70.
Survivors include his
wife, Frances Hiley; two
daughters, Glenda Joan
Kelley and husband, Pat-
rick, and Ginger Hiley; a
sister, Mary Remington:
two brothers. Bennett Hiley
and Patrick Hiley; a step-
daughter, Annette Lonsway,
three grandsons and three
great-grandsons.
There was no ceremony
due to direct cremation.

Etha Tison Connor, 82
MNinnie Etha Tison Con-
nor, formerly of Bonifay,
died July 27 at.her home in
Adelphi, Md. She was born
Aug. 23, 1923, in Opp, Ala.,
to the late Edward and Pearl
(Meeker) Tison.
Etha grew up in Bonifay
and graduated from Hol-
mes County High Schol in
1941. She %\as active in 4-H
and school functions. She
worked for Farm Services
Agency.
Following graduation,
she moved to Washington.
D.C., where she worked
for the Department of the
Navy as a secretary, and
volunteered %with the Red
Cross. At the time of her
retirement, she was office
manager for the law firm of
Bernhardt and McPherson.
Bernhardt was chairman
of the Civil Rights Com-
mission in the Kennedy


Administration. McPherson
was an advisor to President
Lyndon Johnson. Another
member of the firm was
Secretary of the Army under
President Johnson. The firm
which had grown to 350
members gave her a trip to
China, Australia and other
places around the world at
the time of her retirement.
She was preceded in
death by, two sisters, Ruth
Tison Helms and Sarah Ti-
son Durrell, and a brother,
Thomas R.L. Tison.
Survivors include her
husband of 60 years, Thom-
as H. Connor; two sons,
William and Thomas, and
a daughter, Nancy Rohan;
two brothers, Jack Tison
of Bonifay and Harry Tison
of Port St. Joe; sister, Nell >
Ridens of Desdemona, Tex-
as; six grandchildren and
two great-grandchildren.
