Junior Women's Club drive underway Every year, hundreds of chil- dren in Washington County go to school without the needed supplies -no paper, pens, pencils or other essential supplies neces- sary for their education. These students need our help. The Chipley Junior Women's Club will again strive to provide these necessary tools to our stu- dents with the Back to School Supply Drive. The drive will run through July 24 and the funds raised will provide supplies for both Kate Smith and Vernon Elementary School students. Please consider either a mon- etary or supply donation to the Back to School Supply Drive. By giving back to our community, we enrich our lives. Collection boxes have been placed at several drop off points: PBS&J, Community South Credit Union, Panhandle Family Medicine, Better Built Buildings, Car Traders, First Baptist Church, Kid's World Learning Center, Northwest Florida Community" Hospital and Washington County Sheriff's Office. Drop off loca- tions are for supply collection only. Supplies will be distributed to students by the school. Each school in Washington County has its own supply list. Here is a general list of supplies requested by most elementary schools: No. 2 and primary pen- cils, primary colored markers, 8, 16, and 24-count crayons, back- packs, white glue, liquid soap, Fiskar scissors, colored pencils, gallon and quart zip-lock bags, dry erase markers, folders with bottom pockets, large erasers, one subject wide ruled notebook, four pack highlighters, 70. sheet spiral bound notebook, stitched Mead composition books, wide ruled loose leaf notebook paper, sanitary wipes, and disposable cameras. Vernon candidates certified, city employee hired JAY FELSBERG Managing Editor Three candidates will vie for the open Vernon City Council seat. W.C. McKeithen, Jr., Mar- garet "Peggy" Dobbins, and Oscar C. Ward were certified at a special meeting of City Council on Friday, July 14. The three candidates will stand for the open seat created by the death of David Austin. Council also approved having City Clerk Sherry Cobb hire five poll workers for the election on August 15. Cobb will use the same poll workers who served in the last two elections. State law requires five workers. Council also approved hiring Gerald Ward as a full-time City worker. Ward formerly worked for the City and was hired upon the recommendation of City Supervisor William Land. Ward was hired in large part because of his knowledge of the City and its maintenance requirements. Council waived the 180-day pro. bationary period but Ward could not carry his seniority from his pervious service. Council also looked at insur ance values' for City property The Florida League of Cities asked for an inventory and cost of replacement by July 15, but it was obvious after considerable work by Cobb and Councilwom. an Cheryl Withrow that the list would be sent in late. The request was not a requirement. Another issue was the pos- sible increased cost of insurance premiums. The City pays $8,170 in premiums with a $500 deduct, ible for about $1.5 million worth of property. A review of City property showed that the cost of replacement could be as high as $5 million. This could lead to a sharp increase in the cost of insurance, possibly as much as double the current amount, if Council chose to insure for the full cost of replacement. As one example, the City wa- ter and sewer system has eight lift stations valued at about $100,000 each. The new waste- water facility is valued at about $1.3 million. It was noted that in case of disaster that state and federal funds would probably be available for repairs or replace. ment. Even if the figures are not used to increase the amount of insurance, they could be used for the annual audit and other uses. Council approved checking with the insurance carrier and tabling the matter until more informa- tion could be obtained. City vehicles are being inven- toried for condition. The City owns 15 vehicles including fire trucks, and some would probably be disposed of, including the old dump truck. Withrow also made a motion. which she withdrew after consid- erable discussion, to drop efforts See VERNON, page 3A LENZY CORBIN OLM ;J'JU JUIG COUNTY COMMISSIONER V(, DISTRICT 4 ,. .ll,' I jllmll 1He's Working For., i ,i ....... An arrest has been made 'in a lewd and/or lascivious battery case involving a suspect who is a Catholic priest. The Holmes County Sheriff's Department said Tuesday that became in- volved in the investigation after being contacted by the Florida Department of Children and Families. The suspect has been iden- tified as Vijay Vhaskr Go- dugunuru (36 YOA). The Walton County Sheriff's Department assisted in the case by executing the ar- rest warrant. The suspect is cur- rently being held in the Holmes County Jail under a $20,000.00 bond. Ac- cording to information obtained in the investiga- tion, the suspect has been serving at a local church for the past month. He is a native of India, but has been studying recently in Rome, Italy. *The following is state- ment of the Diocese of Pensacola-Tallahassee regarding The Rev. Vijaya Bhaskar. On July 13, Father Vi- jaya Bhaskar of the Dio- cese of Cuddapah in India, who was visiting friends in Bonifay, and assisting at Blessed Trinity Par- ish there was arrested by Holmes County Sheriff's Department on a charge" of second degree felony of lewd and lascivious battery against a minor. On June 26, the Diocese of Pensacola-Tallahassee learned that an allegation of sexual abuse on a mi- nor had been made against .Father Bhaskar, who ar- 1 rived in this country on June 3. Prior to his visit to the diocese, reference checks were performed and showed no history of inappropriate behavior. When the diocese re- ceived information on the alleged abuse, it followed 'the directives of the U.S. Conference of Catholic Bishops' Charter for the Protection of Children and Young People and informed Father Bhaskar that he was prohibited from exercising any minis- try within the diocese. The diocese confirmed that the matter was reported to the Holmes County Sheriff's Department. The diocese also report- ed the matter to and it was accepted by the Florida Department of Children and Families Abuse Reg- istry. The diocese pledges Burglary in Chipley Entrance was gained to Chipley Gun and Pawn by a suspect through this upper window. The suspect cut himself badly coming through the window. full cooperation with au- thorities in this ongoing investigation. The diocese extends its pastoral concern for any victims of crime perpe- trated by church person- nel and for any harm they may have experienced, and remains committed to protecting the safety and well-being of all who seek ministry and pastoral care from representatives of the Church. Note: Father Bhaskar was listed in the Holmes County arrest report dated July 10-17, 2006 as; Vijaya Vhaskar Gudugunuru, him, 36, of St. Margaret Church in DeFuniak Springs. Suspect sought in local shooting Crestview police are looking for a man who allegedly shot three other men Wednesday night. Daniel Carlos Medina, of Oakview Place in Crest- view, shot and wounded his three roommates, ac- cording to Investigator Nicky Myers. Two of the victims are in critical condition and one has been treated and released, Myers said. Po- lice declined to release the -names of the victims or which hospital they were in. Medina is described as 5-7 tall and weighing about 180 pounds. He has a shaved head and a mous- tache. One eye is brown and the other has a bluish tint because of a cataract, a news release said. Police responded to call of shots fired at Oakview Place about 11:25 p.m. They found two men with gunshot wounds, the re- lease said. Medina fled the scene in a stolen vehicle that police later recovered. However, there was no sign of Media, the release said. The third victim was found about a mile away at the intersection of Cedar Avenue'and U.S. Highway 90. If anyone comes in contact with Medina, they should call 911 immediate- ly. He is to be considered armed and extremely dan- gerous, the release said. Robbery suspects sought Dothan Police believe there have been at least seven area robberies in the past couple of weeks that are linked, according to Channel 4 news. They are getting the same description from victims: One tall man and one short man wearing all black with masks and Gloves, It's hot much to go on, but by' joining together of- ficers and deputies hope to catch these criminals. Of- ficials believe these aren't the only ones that could be linked. "Here in just the imme- diate area of Dothan, and just outside Dothan, we've had at least seven I know we've had come in Eufaula and Ozark. But the way the robberies are taking place and the methods they're using, it would appear that we have some video, of some of the robberies. It appears the same person. or persons are committing those robberies." But by teaming up, of- ficers and deputies are able to share evidence and work the case like a puzzle, put- ting each piece of evidence together to,find out who is behind the string of rob- beries. Officials encourage anyone with information to contact their local au- thorities or Crime Stoppers in Dothan Crime rate down Governor Jeb Bush and, Florida Department of Law Enforcement Com- missioner Jerry Bailey re- cently released the state's 2005 Annual Uniform Crime Report. The index crime rate dropped by 3.7 percent in 2005, compared to 2004. The rate of reported index crime, which is based on murder, forcible sex offenses, robbery, ag- gravated assault, burglary, larceny and miiotor vehicle theft decreased for the 14th straight year. The report also revealed crime volume decreased by 1.5 percent. the state's low- est index volume in two decades. The rate of violent crime decreased by 0.6 percent, while non-violent showed a 4.2 percent decrease. The number of violent crimes (murder, forcible sex offenses, robbery and aggravated assault) rose 1.7 percent in 2005, while the number of non-violent crimes (burglary, larceny and motor vehicle theft) decreased by 2.0 percent. Checkpoints Florida Highway Patrol will conduct driver license and vehicle inspection checkpoints during the month of July 2006 on the roadways listed below in Holmes, Jackson and Washington counties. Recognizing the danger presented to the public.by, defective vehicle equip- ment, troopers will con- centrate their efforts on vehicles being operated with defects such as bad brakes, worn tires and de- fective lighting equipment. In addition, attention will be directed to drivers who would violate the driver li- cense laws of Florida. The Highway Patrol has found these checkpoints to be an effective means of enforcing the equipment and driver license laws of Florida while ensuring the protection of all/motorists. The following roads will be checked: State Roads No. 2, 10, 69, 71, 73, 77, 79, 81, 27 276, 277, 286 County Roads, No. 69A. 162, 164, 165, 165A, 167, 169, 173, 177, 177A, 179, 181, 185, 271, 276, 279, 280, 284, and Snow Hill Road. Coordination of Construction Entities Provides Significant: Savings for the City of Chipley As a result of advancing the construction schedule and timely integration of project phases significant savings were realized for Chipley further illustrating the importance of the coordinated efforts of city council in promoting the well- being of the community. Potential issues arose when the state laid plans to repave US 90 and the county planned to repave South Boulevard before the construction of the new wastewater infrastructure improvements project was completed. When this possible conflict was discovered, Mayor Cain quickly gave the parties involved the authority to move forward in a cost-effective manner by pushing the construction schedule on the infrastructure improvements, thus allowing the paving to be completed in the proper sequence of events. This foresight saved the city the cost of asphalt rehabilitation which would have been unavoidable if portions of pavement had to be disturbed for the infrastructure improvements. Currently, all phases of the project are on schedule and the project has been very successful for all parties. Construction on US 90 is completed and entailed replacement of approximately 5,500 linear feet of 8" pipe for the sanitary sewer collection system, 26 manholes and 39 laterals. South boulevard is in progress and components include replacement of approximately 3,000 linear feet of pipe, 13 manholes and 26 laterals. When completed, this project will be of great benefit to the citizens of Chipley because it will allow current demands to be met more efficiently and will provide the capacity for future growth. Information sought on murder A maid found the body of 61-year-old Richard Meinzer recently around check-out time at the Super 8 Motel lo. cated on Highway 53 near Interstate 10. Anyone who might help lead authorities to answers is asked to call Jackson County Sheriff's Office at 850-482-9624. VERNON Continued from page 1A efforts to remove Mayor James Boswell from office (with the changes in his job approved recently by Council) in the best inter- est of the citizens and to spare the City any embar. rassment. A meeting on the issues will be arranged with At- torney Kerry Adkison. Council recently approved sending the matter to the Governor's office for in. vestigation. The books arrived as promised on June 21 and were distributed for the next three days at the library to those who pur- chased them prior to print- ing. Books were also sold at the library and by the prattler. The books to be mailed were placed in the U.S. Post Office in Clan- ton, Ala., on June 22. As our son, Grant, who received his book at his Houston, Texas, home, said in an e-mail: "It has been 'face down' at my house since receiving the heritage book." I would say the same thing exists not only in our area, but also in the far-away places that I know already that the book has traveled. I have received favor- able reports and high compliments from Mary Hiley Remington in Flat Rock, N.C., Johnny and Walton Wells in Tampa, Chris Wells in Fort Knox, Ky., Emma Lou Chesser Tew in MacClenny, Wanda Worthington Koerner in Alum Bridge, W.VA., Jack Shreve in Tallahassee, Anita Harris in DeFuniak Springs, Voncille Buffalo in Panama City, Terry Cook in Cummings, Ga., and a host of other compli- mentary expressions on the book from purchasers who live in the immediate area. A grand tqtal of three hundred and seventy seven books were pre sold. Two hundred and two books were delivered in Chipley to be sold. One hundred and ninety three books remained in Clanton for the publisher to fill direct orders. Exactly two weeks from the original deliv- ery date, David Bice, our publisher, delivered an ad- ditional one hundred books to Chipley as we had sold out on the original two hundred and two brought in earlier. Bice made the statement' to our committee that he had never witnessed such a quick sell out of books in all his experience of printing heritage books. Many purchasers, who bought only one book, are coming back for ad- ditional purchases. Now, the local committee is negotiating the printing of three hundred additional books to meet the demand for them in our county. Hopefully, this additional three hundred can be sold Pleasant Grove Methodist Church located at Hinson Cross Roads as it looked in 1957. Contributor of the photograph is unknown. at the present price. We do not know that yet. The message is "get yours now while the 'limited supply' lasts." All of the -above facts speak volumes as to the quality and readability of The Washington County Heritage Book. It is beautiful. It is printed on acid-free paper. It is divided into segments of topical subjects and al- phabetized on family sto- ries, thus making for easy reading. Yes, there are some errors :which. is always inevitable in a project of this magnitude. While the, committee regrets each and every error, I am hap- py to report that absolutely no one has expressed any complaint to me regad- ing the overall content and value of the book. Once again, I also want to thank those unpaid volunteers who worked extremely hard to see the project through to comple- tion. They include Linda Norton. Inell Reeves. Whit and Carol Gainey. Bonnie Sloan. Annie Merle Toole and DannN Braxton. Many. many others came through with one or more stories which added greatly to the success of the 'book. Sales are such that the two sponsoring organizations, The Washington County Historical Society and The Washington County Library, have already qualified to start receiving their share of the financial proceeds from the sale of the book. Working on the book has been one of the most personally satisfying expe- riences of my life. A warm "thank you" to my own families of Cooks. Har- ris', Brocks and Wellses for responding to the re- quest from the prattler to get stories submitted. You inspired me to go further when it looked like the progress on the book was at a standstill. As of this writing, books are available at the library,, or at my home, and they are still $64.20. Should I continue to write on the Heritage Book, I will include old historical pictures that space did not allow to have printed in the just-released volume. See you-all next week. CHS's Harrison signs scholarship with Enterprise-Ozark By his own admission recent Enterprise-Ozark Community College base- ball signee Shaun Harrison is not a hitter. But that's OK; he a pitcher and a left- handed one at that. The Chipley High School graduate lead the Tigers to a district title in 2006 and a berth in the state playoffs. "My main reason for choosing Enterprise-Ozark Community College would be because it is one of the best schools in the area," Harrison said. "The location of EOCC is convenient for me when I travel back and forth to home." Home for Harrison is Chipley, Fla. "Also, I've heard many great things about EOCC," Harrison continued. "People say that they thoroughly enjoyed playing for Coach (Tim) Hulsey. Plus, I think that we will have a great team this year. I've played with several of the players, so working as a team should be easy." Though he's a college freshman, Harrison is a baseball veteran. "I have been playing baseball since the age of four and never missed a sea- son," he said. "It all began when I played T-ball for a year in Wausaw, Fla. Then I played T-ball in Chipley for two years. "I played farm league in Wausaw for one year and in Chipley for two. I played a year of little league in Ver- non, Fla., and two years in Chipley. I played three years of pony league in Chipley. and four years of varsity baseball at Chipley High School. I've played two summers and one fall for the Wiregrass Cardinals for Coach Sammy Frichter. "Sports are a huge part of my life. Baseball has been something that I have looked for\ ard to each and every year. It has always been my dream to play col- lege baseball and maybe one day to play pro baseball." Baseball is a Harrison family tradition. "Baseball has always been a big deal in my fam- ily," he said. "Both of my grandfathers enjoyed the game in their younger days. My uncle played baseball for the Marines. My family has always been hard-work- ing and kind." At 5'10" 206 pounds, Harrison is expected to fill a large hole for the Boll Weevils in the upcoming .. .... :'. Shawn Harrison was a key factor for Chipley winning the district title in 2006 and will play for the Enterprise-Ozark Boll Weevils.: season. "Pitching was a major problem for us last season," Hulsey said. "We're count- ing on many of our fresh- men to come in and help us right away." Hulsey realizes there's a big difference between small high school baseball and that at the community college level. "We try to recruit players HC Dixie Youth announces banquet Holmes County Dixie Youth baseball will holds its annual baseball banquet on Aug. 5 at the Holmes County Ag. Become more aware of your posture. Over time, sitting and standing the wrong way can strain the supporting muscles and ligaments in your back, causing them to be less effective in holding you up. When standing, think tall and hold your head squarely over your shoulders with your chin parallel to the floor and your neck straight. And be sure to keep those abdominal muscles tight. When sitting, make sure you sit up tall and keep your spine straight, your head erect, and your chin parallel to your lap. Avoid such bad habits as slouching in your chair and crossing your legs. Try to stretch and exercise regularly. Walking regularly or practice yoga, which involves deep breathing, stretching and strengthening exercises, and meditation. To strengthen abdominal muscles, adopt a regimen of partial sit-ups, or crunches, done by lifting the torso halfway up while the knees are bent at a 900 angle. (Full sit-ups can injure your back.) You might also try some exercises using a Swiss ball, a large inflatable rubber ball that is also known as a therapy ball, physio ball, or gym ball. I am always interested in helping others improve their level of health and function. Call to find out if I can help you overcome your pain. STIGR HIOPACIC sMERPA who stand a good chance of going on to a four-year school after they leave us," he explained. "This is a tough league. Our freshmen have to come in, work in the weight room, run, and prac- tice baseball while adjusting to college life, classes, and being away from home for the first time. It's not always an easy adjustment." A month remains before Harrison and his fellow freshmen Boll Weevil teammates begin adjusting to college life. Harrison is counting the days. I am so excited about attending EOCC," he con- cluded. "I will tell people great things about EOCC. Everyone that I have met at the college is so helpful. They all made my family and me feel welcome." This includes the use of water- crafts, which can be quite enjoyable provided they are used appropriately. Risky behavior on these crafts, such as Jet skis and Wa- verunners, can be quite dangerous with potentially serious results. United Spinal Association offers safety measures and ways to avoid injuries when using personal watercrafts. According to the US Coast Guard, 25% of all boating accidents involve such devices and the ma- jority of accidents occur in youths and teens. "In 2002, 17 and 18 year olds accounted for most inju- ries," said Victor Calise, United Spinal Association's Director of Sports Market- ing. The University of Florida reported that injuries unique to personal watercraft in- clude: closed head trauma, spinal cord injuries and trauma to chest and abdo- men (internal). "Injuries are usu- ally caused by roll-overs, side-swipe collisions, or head-on collisions," said Mr. Calise. "With approxi- mately quarter of a million people in the'United States with a spinal cord injury, our goal is to help educate the public so that some of these types of injuries can be avoided." United Spinal Associa- tion, an agency dedicated to enhancing the lives of people with spinal cord disabilities, offers tips on personal watercraft safety: *Wear safety equipment, including a life jacket, eye protection, a wet suit, gloves, proper shoes, and a helmet.
