Tire fire in Chipley
Chipley Volunteer Fire Department was on the scene Thursday afternoon when a tire pile caught fire in a
backyard on Pecan Street. Firefighters used the foam unit on the quick-response truck to fight the fire, which T h
scorched trees and nearly got to a nearby car. Foam is not only an effective way to smother a fire, but "extends"
the capability of water to fight a fire. The cause of the fire was unknown.*

warm weaker means
outdoor activities. Wheth-
er a person loves the warm
outdoors or finds it hot and
sticky, one needs to be
careful not to let a heat re-
lated illness spoil the day.
The body normally
keeps itself cool by letting
heat escape through the
skin, and by evaporating
perspiration. If the body
does not cool properly or
does not cool enough, the
victim may suffer a heat-
related illness. Anyone can
be affected, but the very
young and the very old are
at greater risk. Heat-re-
lated illness can be come
serious or even deadly .if
ignored. ..

Prevention tips:
*Dress for the heat. Wear
lightweight, light-colored
clothing. Light colors
reflect away some of the
sun's energy. It is also a
good idea to wear a hat or
use an umbrella.
*Drink water. Carry wa-
ter. or juice :,withisyou.,and-
drink continuously even
if you do not feel thirsty.
Avoid alcohol and caffeine,

*bat small meals an eat
more often. Avoid foods
that are high in protein
which increases metabolic
heat.
*Avoid using salt tablets
unless directed to do so by
a physician.
*Slow down, Avoid
strenuous activity. Do any
strenuous activity during
the coolest part of the, day.
*. Try to stay indoors dur-
ing the hottest part of the
day.
*Take regular breaks dur-
ing any physical activity
on warm days.
Stages of heat-related
illness:.
One of the. first stages
is heat cramps in muscles.
When heat cramps occur,
stop and rest. Drink small
amounts of cool water.
Gently stretch the muscle
and hold the stretch for
about 20 seconds, then
gently massage the muscle.
If no other signs of heat
related illness are present,
activity can be resumed,
.- Av more serious. stage,
is heat exhaustion, it in-
cludes::
*Cool, moist, pale skin

pnysica activity .
*Headache, dizziness
and weakness or exhaus-
tion, nausea.
*The skin may or may
hot feel hot.
Signals of heat stroke
include:
-Vomiting.
*Decreased alertness
or complete loss of 'con-
sciousness.
" *High body temperature,
sometimes as high as 105
degrees.
*Skin may still be moist
or the victim may stop
sweating and skin may be
red, hot and dry.
*Rapid, weak pulse.
*Rapid, shallow breath-
ing.
These conditions are
life threatening. Call 911
or the local emergency
number.
To treat heat cramps or
heat exhaustion get the
person to a cooler loca-
tion and have them rest in
a comfortable position. If
the person is fully awake
and alert have 'the victim
drink a half glass of cool'
water every 15 minutes.
Do not give liquids with

tions worse. Remove or
loosen tight clothing and
apply cool, wet cloths- to
the skin. Call 911 or the
local emergency number
if the person refuses water,
vomits or lose conscious-
ness.
Heat stroke is a life
threatening situation GCall
911 or the local EMS num-
ber immediately. Move
the person to a cooler
place. Quickly cool the
body. Wrap wet sheets
around the body and fan
it. If you have ice packs or
cold packs, wrap them in
a cloth and place them on
each of the victim's wrists
and ankles, in the armpits
and on the neck to cool the
large blood vessels. Do
not use rubbing alcohol.
It closes the pores of the
skin and prevents heat
loss. Watch for signals of
breathing problems and
make sure the airway is
clear. Keep the person ly-
ing down.
Anyone having ques-
tions .about .. heat-related
illness should talk to their
health care providers.

Groundbreaking held on Graceville prison

The City of Graceville
hosted a groundbreaking
ceremony for its new state
prison facility on Monday,
June 19. The community

benefits from the facil-
ity including, a nearly
$70 million construction
project, and a facility that
will employ nearly 300
employees with an annual

payroll of over $13 million.
The total economic impact
of the completed project
will be $60-$75 million
per year.
Many legislators at
the state and local level
played an important role
in acquiring the facility for
Graceville and many were
in attendance at the event.
Mayor Charles Holman

thanked officials for their
,help and support over the
past 10 years.
He also recognized
West Florida Electric Co-
operative, Inc. for playing
a major role in acquiring
the land for the industrial
site where the project is
located.
Gary Clark, WFEC,
Vice President, Member

Services also acknowl-
edged the valuable contri-
butions of those who dili-
gently worked behind the
scenes to bring this project
to fruition.
"This is a great day for
Jackson County and the
state of Florida, but most
importantly it is a great day
for the city of Graceville,"
said Rep. Marti Coley.

Victims identified
Florida Highway Patrol (FHP) identified two Santa
Rosa Beach, Florida residents were injured in a single
vehicle crash on Interstate 10 on Tuesday, July 3.
Brianna Murphy, 23 was the driver of the 1997 Ford
pickup truck involved in the accident. She was transport.
ed by AirHeart helicopter to Southeast Alabama Medical
Center in Dothan, Ala.
The passenger, Patricia Murphy, 44, was transported
Northwest Florida Community Hospital by Washington
County EMS to.
The truck was eastbound on 1-10 when the tread blew
off the right rear tire, causing the driver to lose control
of the vehicle. The truck swerved into the median and
overturned several times before coming to a rest in the
westbound lane.

Suspects sought
Jackson County law enforcement agencies are looking
for a suspect who robbed a store at gunpoint just before
midnight Wednesday in Marianna.
According to reports by the Marianna Police Depart.
ment quoted in the Jackson County Floridan, two men
approached the clerk at the Tom Thumb Store on Jeffer.
son Street and demanded money around 11 p.m.
One of the men pointed a gun at the clerk, holding it
near her head, and made her lie face down on the floor
before they both ran from the store with the cash.
One of the suspects was described as a black man
about 5- feet- 10-inches tall. He was wearing a blue hat, a
flowered, print headband,, and a short-sleeved shirt at.the
time. The other was described as a black man about six
feet tall, wearing a black hat, black sunglasses, a black
short-sleeved shirt and blue jeans.
Anyone with information about the case is asked to
call the MPD at 850-526-3125, or CrimeStoppers at 850.
526-5000.
This was the second recent store robbery in the Mari-
anna area. Jackson County Sheriff's Office was called to
a robbery at the Dollar General store at 4722 Highway 90
on Saturday, the Floridan reported.
According to police reports, a man approached the
clerk around 9 p.m. as if to purchase something, and
when the clerk opened the cash drawer, the suspect
grabbed the $20s and ran.
The robber is described as a black man, possibly: in
his early 20s, with short hair. He was wearing an earring
in each ear at the time of the robbery. Call local law en.
forcement of you have any information.

Second local rabies case reported Conge 1

A fox that attacked a
Marianna woman outside
her residence on Monday
tested positive for rabies,
according to the Jackson
County Health Department.
It was the first report of the
year, according to officials,
and follows a recent report
of rabies in Bay County af-
fecting.
The fox snuck up on the
woman while she was do-
ing yard work and bit her
on the ankle and finger.
Her husband killed the .fox
and brought it to the health
department for testing.
Lab results coming from
the Department of Health
in Pensacola tested posi-
tive and the victim is now
undergoing treatment for
rabies.
Washington County
Health Department re-
cently received a report of
a case of rabies in a Bay
County horse.
The health department
provided prophylactic
treatment to exposed indi-
viduals from Washington
County. There was no
threat to the general pub-
lic.
This incident high-
lighted the importance of

keeping vaccinations up-
to-date for all dogs, cats,
ferrets, and horses. This
requirement is important
not only to keep your pets
from getting rabies, but
also to provide a barrier of
protection .to you, if your
animal is bitten by a rabid
animal.
Humans can contact ra-
bies from bites or scratches
from a rabid animal, In
rare instances, rabies can
be acquired through ex-
posure of nose, mouth, or
eyes to saliva of a rabid
animal. Rabies in humans
is almost always fatal.
Please report abnor-
mal behavior in animals
to Animal Control. If an
animal is suspected of hav-
ing rabies, or has bitten or
scratched a human, please
do not shoot the animal
in the head. The animal's
brain must be maintained
in good condition in order
for the animal to be tested
for rabies.
Rabies is endemic in
Northwest Florida, most
commonly occurring in
raccoons, bats, foxes, and
skinks. Wolves, coyotes,
cats, dogs, and other car-
nivorous animals are also

at high risk for rabies. Ra-
bies can theoretically occur
in any mammal, but rarely
occurs in rodents and
other mammals that eat
primarily plant products.
The CDC offers the fol-
lowing suggestions for
preventing exposure to po-
tentially rabid animals:
*Avoid direct contact
with unfamiliar animals:
*Enjoy: wild animals
(raccoons, skunks, foxes)
from afar. Do not handle,
feed, or unintentionally
attract wild animals with
open garbage cans or litter.
*Never adopt wild ani-
mals or bring them into

your home. Do not try
to nurse sick animals to
health. Call animal control
or an animal rescue agency
for assistance.
*Teach children never
to handle unfamiliar
animals, wild or domes-
tic, even if they appear
friendly. "Love your own,
leave other animals alone"
is a good principle for chil-
dren to learn.
*Prevent bats from en-
tering living quarters or
occupied spaces in homes,
churches, schools, and
other similar areas, where
they might come in contact
with people and pets.
