Vernon Council to vote whether to remove mayor


Sales Tax holiday
Governor Jeb Bush today
encouraged Floridians and out-
of-state shoppers alike to take
advantage of the state's sales tax
holiday, which' takes. effect on
Saturday July 22 and runs until
midnight on July 30. The sales
tax holiday is on books, clothing,
footwear, and certain school sup-
plies and is expected to save tax-
payers more than $39 million.
Under the sales-tax holiday
law, no state or local sales tax will
be charged on clothes, footwear,
books, and certain accessories
selling for $50 or less. School
supplies selling for $10 or less
will be tax-exempt as well during
this sales tax holiday period.
Savings include:
*Shoppers will pay no state or
local option sales tax when buy-
ing books with a sales price of
$50 or less.
*Shoppers will pay no state or
local option sales taxes on pur-
chases of clothing, footwear, and
certain accessories with a sales
price of $50 or less per item.
*Shoppers will pay no state
or local option sales tax on pur-
chases of certain school supplies
with a sales price of $10 or less
per item.
The sales -tax holiday will
save shoppers an estimated
$32.1 million in state sales tax
and an additional $7.2 million
in county sales taxes. Regular
sales tax holidays also were held
in 1998, 1999, 2000,2001i,2004
and 2005.
If businesses or taxpayers
have questions about the sales
tax holiday, they should call
the Department of Revenue toll-
free Taxpayer Assistance line at
1-800-352-3671 between 8 a.m.
and 7 p.m. weekdays.

able through the Depart-
ment of Revenue web site at
www.myflorida.com/dor or by
visiting a Department of Rev-
enue Service Center.

through the web site or by check-
ing the Blue Pages (Government
Listings) in your local telephone
directory.

Repair assistance
Through USDA, Rural Devel-
opment assistance is available to
qualified local residents in Hol-
mes, Washington, and eligible
areas of Bay County through
the agency's Home Repair and
Improvement Loan and Grant
Program.
With this program, Rural
Development makes home im-
provement loans to homeowners
who meet the income guidelines
and need work completed on
their homes. Loans and grants
areo made to remove health and
safety hazards:
Loans are made at a one-per-
cent interest rate. Grants are
made only to homeowners that
are age 62 or older.
Funding for this program has
been increased this year due to
the recent hurricanes.

Vernon City Council will vote
Wednesday at 1 p.m. whether to
remove Mayor James Boswell
from office. The decision was
taken at a special called meeting
Wednesday, June 14 at City Hall.
City Councilwoman Narvel
Armstrong and City Attorney
Kerry Adkison were not present.
At issue is whether Boswell
violated the City Charter by hir-
ing an employee at a rate of pay
$1.50 an hour higher than that
mandated by Council at its last
regular meeting. There is also a
question of Boswell removing
review of applications for a city
, employee from the agenda for
that meeting. The deadline to
receive applications was 7 p.m.

The annual 2005-06 Florida
School Accountability Report
is in, and Washington County
schools scored an A, three Bs
and two Cs on the annual report.
The report measures how well
schools meet state standards in
reading, math and writing, as
well as improvements in these
fields.
Vernon Elementary School.
earned an A for the fourth
straight year. Chipley High
School, Roulhac Middle School
and Vernon High School all
earned Bs, while Kate M. Smith
Elementary and Vernon Middle
School earned Cs.
There would have been one
more B but for one of the quirks
of the scoring system. KMS eas-
ily had enough overall points
to earn a B, and with 395 total
points the school was only 15
points below an A (410 points).
However, because only 44 per-
cent of the lowest 25 percent of
students made learning gains
in reading, the school was only
given a C.
The school had good scores
in all other categories (see chart,
page 4).
Vernon Middle School also
came very close and was only
four points from a B (380).

Hearing set for Fitzhugh Carter property June 27


People interested in the future
use of the Fitzhugh Carter prop-
erty in south Washington County
should plan to attend a June 27
meeting. The meeting is sched-
uled to begin at 6 p.m. at Vernon
Middle School on Highway 279
near Vernon.
The Carter property was pur-
chased by the Northwest Florida
Water Management District in
2002 and is now referred to as
the Sand Hill Lakes Mitigation
Bank. The land was purchased
for a proposed mitigation bank
to offset wetlands loss due to
Florida Department of Transpor-
tation highway projects.
It was closed to most recre-
ational uses during the mitiga-
tion bank permit process and to
allow the water management dis-


trict to make needed repairs and
improvements to the property.
Now that the permit has been
granted, the water management
district and the Florida Fish and
Wildlife Conservation Commis-
sion (FWC) are asking anglers
and other users such as canoe-
ists, kayakers, hikers, birders, all
hunters including waterfowl
hunters, and adjoining landown-
ers and others who are interested
to attend the public workshop
to help chart future uses of the
area, especially the development
of a special opportunity fishing
program.
Posters, informational bro-
chures and other giveaway items
will be available to the public at
the meeting.
The goal of the meeting is to


select representatives from each
user group to serve on a steering
committee to make recommen-
dations to the FWC.
The Carter property is unlike
most other tracts of Florida pub-
lic land. Approximately half of
the property consists of wetlands,
swamps and open water associ-
ated with upper Pine Log Creek,
a blackwater stream.

meeting will allow the district
to explain the purposes of the
mitigation bank, use restrictions,
planned restoration activities and
other property improvements.

Project underway
Portions of South Bou-
levard in Chipley will be
closed to through traffic
for resurfacing periodical-
ly for the next few weeks.
Detours will be in place
and every effort to main-
tain smooth traffic flow
will be made.
The Board of County
Commissioners apologize
for any inconvenience this
project will cause, but the
Board looks forward to an
improved road that is safer
and easier to maintain than
before.

Chipley elections
An election of the City
of Chipley, for municipal
officers of Ward 1, Ward
4, and Council Member at
Large will be held at the
Chipley City Hall on Tues-
day, August 1. and if neces-
sary on Tuesday, Aug. 8.
If, at the first primary
election held on Aug. 1, a
candidate for city council
receives a majority of the
votes cast for all candidates
for the respective ward, or
if such candidate has no
opposition at the first pri-
mary, the candidate will be
elected to such office. And,
in the event a person shall
not be so elected for office


by receiving a majority
vote or be unopposed, there
will be a run off election
between the two individu-
als receiving the greatest
number of votes on Aug 8,
for the election of all can-
didates for elective offices
for which election was not
made in the first primary.
The polls will open at
7 a.m on August 1, and if
necessary at 7 a.m. on Au-
gust 8 and close at 7 p.m.

and AARP are cosponsor-
ing a mature driving class


for individuals age 50 and
over on Wednesday, June
21 and Thursday, June 22.
Classes will be conducted
8:30 a.m.-12:30 p.m. each
day.
This eight-hour course
was developed especially
for the senior driver with
years of driving experi-
ence. It is geared to senior
safety needs and helping to
compensate for age related
changes.
The National Safety
Council course reviews ba-
sic driving knowledge, new
traffic laws and introduces
techniques to help off-set
the .effects of the aging
process on driver perfor-
mance. This course is
approved by the DHSMV
for a three-year insurance
premium reduction.
There is no testing and
only a minimum course fee

part," Boswell said of the
charter. "But I needed a

without consulting Coun-
cil," said Councilwoman
Vivian Brewer. "What
good does it do to vote on
something at a public hear-
ing when we get walked
all over on this?"
Cook said that having
the applications turned in
at the Council meeting
would have allowed mem-
bers to review the applica-
tions before a vote, which
could have been done at a
called meeting.
"If they were okay we
could be having that meet-
ing now instead of what
we are doing," Cook said.
"That's why we said no
more temporary people
because of our trouble
with temps," said Council-
woman Cheryl Withrow.
There was considerable
further discussion involv-
ing the responsibilities
of the mayor under the
charter. Boswell largely
admitted that he violated
the instructions of Coun-
cil and violated the City
charter.
"Should we as Council
just ignore that," Cook
asked.


"You just do what you
want to do," Boswell said.
There was also consid-
erable discussion about
Boswell's relations with
this Council. "We hoped
that you would work with.
this Council," Brewer
said. "You think this is a
bad council just because
you don't agree with it."
Brewer also said that Bo-
swell takes it personally if
someone disagrees with
him.
Cook said that based
on what was heard that
Boswell was guilty of vio-
lating the charter. Council
then voted to set another
special meeting for the
sole purpose of deciding
whether to remove Bo-
swell from office or not.
The decision to wait
for another meeting was
based on City Attorney
Kerry Adkison's schedule.
Council did not want to
take action without Adki-
son's advice.
Boswell was offered the
opportunity to resign but
told Council they would
have to impeach him.
If Boswell is removed, a
special election will be set
at the next regular Council
meeting on June 26. The
election will include fill-
ing the vacant Council seat
of the late David Austin.
NOTE: According to
Supervisor of Elections
Carol Finch Griffin some-
one is eligible to run for
office in Florida if they are
eligible to vote. The only
way someone is ineligible
is if they are convicted of
a felony.


Open burning hearing
Chipley City Council will hold a public hearing re-
garding the adoption of the following ordinance. The
hearing will be held at 6 p.m. on Tuesday, July 11 at
the City Hall Council Chamber, 1442 Jackson Avenue in
Chipley.

amendment to Chapter 7. entitled "Fire Prevention and
Protection"; and declaring an effective date.

Preparedness
Despite the past two
historic and devastating
hurricane seasons, a new
regional survey reveals a
dangerously high percent-
age of residents in hurri-
cane-vulnerable states still
aren't prepared, don't take
the threat of hurricanes se-
riously, and have big gaps
in what they know about
hurricanes even those
who live within 30 miles of
the coast.
Among the key findings
that concerned emergency
managers:
Of those surveyed:
*56 percent don't feel
vulnerable to a hurricane
or related tornado or flood-
ing,
*60 percent have no fam-
ily disaster plan,
*68 percent have no hur-
ricane survival kit,
*83 percent have ,taken
no steps to make their
homes stronger,
*And 13 percent said they
might not or would not
evacuate even if ordered
to leave -- leaving tens of
thousands of residents at
grave risk.
"Katrina was quite a na-
tional wake-up call, yet it
seems too many residents
are still asleep," said Max
Mayfield, National Hur-
ricane Center Director.
"We're, facing another ac-
tive and potentially deadly
season in just a few weeks.
It's vital that residents of
hurricane-vulnerable states
take the threat seriously
and get prepared."

New laws
Governor Jeb Bush
signed into law a series
of bills to provide historic
state funding for hurricane
preparedness, response
and recovery.
These measures will
significantly enhance
Florida's ability to prepare
for hurricanes, respond
quickly 'in the aftermath of
a storm, recover from the
damage and impacts to the
economy, and mitigate fu-
ture threats to public safety


and infrastructure.
"I applaud the Florida
Legislature and the leader-
ship of President Lee and
Speaker Bense for passing
comprehensive legislation
and providing unprecedent-
ed funding to help families
and communities prepare.
respond and recover from
hurricanes," said Governor
Bush. "As we enter the
2006 Hurricane Season, I
strongly urge all Floridians
to continue preparing their
homes and families for the
coming months."
Governor Bush signed
the following bills into
law:

House Bill 7121 Relat-
ing to Evacuation ,and
Sheltering
Provides $52.8 million
to install permanent gener-
ators in designated special
needs shelters throughout
the state.
Provides $45 million to
build and strengthen coun-
ty emergency operations
centers to ensure they can
survive a major hurricane.
Provides $29 million for
advanced technology to
update flood models that
will serve as a scientific
basis for updated regional
evacuation plans.
Provides $15 million
to expand the capacity of
public shelters in Florida,
when combined with the
$3 million in the budget
will add space for an ad-
ditional 150,000 people,
and with local efforts more
than 965,000 spaces state-
wide.
Provides $3.4 million
for a public awareness
campaign, continuing the
Division of Emergency
Management's efforts to
instill a "culture of pre-
paredness" in Florida.
Creates a voluntary net-
work to encourage gas sta-
tions to support emergency
responders in relief efforts
and requires owners of ten
or more gas stations to'
have access to a portable
generator.
Requires condominiums '


and apartments 75 feet or
higher to have emergency
power for at least one el-
evator.
