Locks of Love
at VHS Monday
On Monday, May 1 Vernon
High School will be sponsoring
a Locks for Love event.
Locks of Love is a non-profit
organization that provides hair-
pieces to financially disadvan-
taged children 18 years, and
younger suffering from long-
term medical hair loss.
Locks of Love meets a unique
need for children by donating
hair to create the highest quality
hair prosthetics.
Most of the children helped
by Locks of Love have lost their
hair due to a medical condition.
The prostheses provided helps
to restore self-esteem and confi-
dence, enabling them to-face the
world and their peers.
The guidelines for donating
hair are:
*Ten .inches minimum hair
length (tip to tip), not wigs, falls.
or synthetic hair.
*Hair is bundled into a ponytail
or braid.
*Hair needs to be clean, dry,
and placed in a plastic bag, and
then a padded envelope.
*Hair may be colored or
permed, but not. bleached or
chemically damaged.
*Hair swept off the floor is un-
acceptable.
*Hair cut years ago is usable, if
it has been stored in a ponytail or
braid.
*Hair is needed from men and
women, young and old, all colors
and races.
*Hair that is short, gray, or
unsuitable for children will be
separated from the ponytails and
sold at fair market value to offset
the cost of manufacturing.
*You may pull curly hair
straight to measure the minimum
ten inches.
*Layered hair will be divided
into multiple ponytails for dona-
tion.
This activity will take place
during both lunches that day, be-
tween 11:00 a.m. and 1:00 p.m.
Local beauticians, as well as
beauticians from the Washington-
Holmes Technical Center will be
onsite to cut and style those who
donate their hair.

tivity are asked to contact Dr.
Sandra Cook at VHS.

Austin returns

to service on

Vernon Council

JAY FELSBERG
Managing Editor
David Austin %%as sworn in
for a new term on Vernon City
Council Monday night. Austin.
who is well known for his ser
vice \\ ith the fire department and
on Council, has been hospital.
ized for liver disease brought on
by his diabetes.
"I appreciate your faith in me
keeping my seat open." he said.
Austin was unopposed for reelec.
tion but was unable to'attend the
regular swearing-in ceremony
last month since he was hospital.
ized due to his illness.
Austin said he is looking into
a transplant and will be involved
as much as he can.
Council received the auditor's
report from Donna Rogers of
the firm of Grimsley, Cavin and
Rooks. Rogers said that City
Clerk Sherry Cobb did an excel
lent job on her end.
Rogers told Council that two
things needed to be done up
dating the record of capital assets
and doing a budget amendment
for the loan for the backhoe. It
was also noted that Council
should remain closely involved
with day-to-day operations to
keep the proper checks and bal
ances in place. Council approved
accepting the audit.
Council set the time for the
workshop with the developers
of the Skywatch subdivision for
May 17 at 1 p.m. Council also set
up a workshop on Tuesday, April
25 to look at tap fees and impact
fees. Among the issues to be dis-
cussed are:
*Whether to charge different
tap and impact fees for service
inside or outside city limits.
*Whether to charge different
tap and impact fees for resident.
tial or commercial customers.
*Whether to charge higher im-
pact fees for the same property
with more than one connection.
*In the past, some property
owners have "financed" pay.
ing impact fees and there is no
language in City ordinances that
makes sure these fees are paid.
*Establishing regulations re.
quiring a minimum monthly pay.
ment toward paying off impact
fees.
Council will decide what it
wants to do at the workshop and
have City Attorney Kerry Adki-
son review the results.
City employees will also sur
vey "cross connections" through.
out the city. This is where people
are tying into existing water and
sewer services illegally and not
paying tap fees or impact fees.
Council approved identifying
these connections and sending
a letter to the customer that is
allowing others to tap into their
service.
They will have 30 days to re-
move the connections and if not
then service will be halted and
the matter turned over to Wash
ington County Sheriff's Office.
"Florida law makes it a crime,'
Adkison said.

tion undercover operatives
were able to purchase traf-
ficking amounts of pseudo-
ephedrine, listed chemicals
'used in the manufacture of
methamphetamine and
other equipment from Jay
Patel at the Coastal Store
in Chipley. Pseudoephed-
rine is the main ingredient
used in the manufacture of
methamphetamine.
Jay Patel was willing to,
pro ide the undercover op-
erative with a safe ha\en
for turning the illegal pills
into methamphetamine by,
renting the undercover of-
ficer a room at the Chipley
Motel. The investigation
was also successful in
working the undercover
operatives into a position
to purchase cocaine, crack
cocaine, and mariijuarin
'from at least three different'
'people at the motel. '
The Undercover of-
ficers were able to make.
numerous purchases of the
illegal drugs straight from
Sagar Patel or the motel's
maintenance man, David,

"We feel strongly about
our evidence linking the
Coastal Store and the
Chipley Motel. Together,
this was a perfect combi-
nation for drug dealers to
acquire necessary ingre-
dients needed to manufac-
ture drugs and at the same
time have a place provided
so the drugs could be man-
ufactured an distributed,,
said Police Chief, Kevin

trunk of a car registered
to Jayanti Patel. The car
was located at the Chipley

There were at least three
motel rooms that contained
Drug paraphernalia. drugs
and additional pseudo-
ephedrine. One room was
actively in the process of
manufacturing metham-
phetamine. The search
warrant ,on .the Coastal
Store netted several dif-
ferent types of drug para-
phernalia. Pipes used for!
smoking, and literally hun-
dreds of jewelry bags were
confiscated. The jewelry
bags are typically used for
packaging different kinds
of drugs.
"This was a very success-
ful investigation and I do
believe we have put a dent
in the illegal drug trade
in our community. The
investigation was success-
ful greatly because of the
combined efforts between
all the agencies involved,"
said Chief Crews.
"I appreciated Sheriff

us in this case. I have per-

from Washington. Holmes.
and Jackson counties about
their concerns over the il-
legal .activity conducted
at these two locations and:
I would like to say.to the
ones that called me, thank
you.. Your cooperation and
your tips helped us greatly
in this investigation," Chief
Crews continued.
"I continue to ask for
the public's support and
'to ask that you continue to
call the Chipley Police De-

concerning illegal activity
in your neighborhoods."
On April 22, the Honor-

Anytime you can place
your name among the
state's top athletes it is
a great accomplishment,
but when you can hold a
state record it is amazing.
Recently, I discovered
that Chipley High School
senior Emi McCullough
possibly had surpassed
the state record for career
three-point shots made.
After making many
calls and contacting
sports writers around the
state; I discovered that
not only had she broken
the record. She had shat-
tered it.
McCullough combined
to make 327 three-point
shots in her four-year ca-
reer at CHS.
The topic came about
when it was believed that
Jessica Pressley of Day-
tona Beach Father Lopez
had tied the record at 278
shots made.
The record was con-
firmed by Orlando Senti-
nel Sports reporter Buddy
Collings.
McCullough finished
her freshman year with 72
made three-point shots,
83 as a sophomore, 103
as a junior and 69 as as
senior. The 103 in a sea-
son is also being checked
for being a possible sin-
gle-season record.
She scored over 2,400
points in her career and
averaged over 10 re-
bounds per game for her
final two seasons.
McCullough has
signed a scholarship with
the University of North
Carolina-Charlotte.
For an athlete to even
be mentioned in the
ranks of a record holder
is impressive, but for
McCullough to not only
break the record but sur-
pass it by over 50 shots is
astounding. Had she not
been required to run the
offense completely her
senior year and not drawn
double and triple teams
all season she may have
set a record that would
never be reached.
Her tremendous play
earned her the distinction
of being named the Class
3A player of the year and
she led her team to the
regional finals.
Many people ques-
tioned her shooting style
and ball handling ability,
but in the end, Emi Mc-
Cullough may end up
being recognized as one
of the greatest female
basketball players to take
the court in the state of
Florida.

Lady Wildcats take home District 2-1A championship

JEREMY RAINES
Sports Editor
The Bethlehem Lady
Wildcats started the 2006
softball season with hopes
of winning the district
tournament. With a new
coach and only three re-
turning varsity players
and many hard practices
they did just that. The
Lady Wildcats knew that
the victory wouldn't come
easy, but with much deter-
mination and preserver-
ance they prevailed as
district champs for the
first time in many years.
The Lady Wildcats
claimed the number 'one
seed in the district which
gave.them a bye as the
tournament started. On
Tuesday, April 18 they
faced the Malone Tigers
and had an outstanding
performance winning
with a score of 16-0.
The Lady Cats were
flawless at defense having
a perfect error free ball-
game and Megan Dady
had four strikeouts and
pitched her first no hitter
of the season.
Leading the way for the
Lady Cats at the plate was
senior Jessica Lewis go-
ing 3-for-4 scoring three
runs with a triple.
Amanda Justice went

and adding two RBIs.

Bethlehem High School's Lady Wildcats took home the district championship last Thursday in Grand Ridge.
The Wildcats hosted Central Milton on Tuesday afternoon in Bethlehem.

2-for-3 scoring, two runs
while adding a double,
triple and an RBI. Megan
McDonald was 2-for-4
scoring two runs. Megan
Dady was 2-for-3 scoring
two runs and Jamie Hall
and Tara Thompson both
went 2-for-3.
The win secured BHS a
spot in the playoffs.
Two days later the Lady
Wildcats faced rival op-

ponent Graceville Tigers
for the district title. The
game was a hard battle as
Graceville fought tooth
and nail, but the Lady
Wildcats came out the
winner of the low scor-
ing battle, 4-2.
The Tigers held the
Lady Wildcats to only six
hits, but it was enough to
take care of business.
Leading the way was

Amanda Justice who was
perfect at the plate going
3-for-3, with a double
and two RBI's. Jessica
Lewis, Megan McDonald
and Keron Mitchell were
the only other Lady Cats
with hits. Mitchell also
added two RBI's.
Shawna Hatcher also
had an RBI for the night.
Megan Dady was the
winning pitcher with six

strikeouts.
"This was a big accom-
plishment for the girls and
myself, we had some re-
ally big shoes to fill after
the season that the Lady
Wildcats had last year.
These girls have repre-
sented Bethlehem with
much pride and have made
me very proud to be their
coach," said Bethlehem
Coach Lisa Mathews.

Chipley hosts NWF

League of Cities

JAY FELSBERG:
Managing Editor
The City of Chipley
extended its hospitality
to the Northwest Florida
League of Cities on Thurs-
day, April 20. The City,
represented by Mayor
Linda Cain and Council
Members Price Wilson and
Vivian McDonald, hosted a
meeting of the League at
the Majestic Cafe on Rail-
road Avenue."
Destin Ciouncilwoman
Sam Sievers is the chair-
person.' Sievers said the
league represents 49 mu-
nicipalities in a 15-county
area with 479,000 people.
The.League. is one of the
largest Leagues of Cities
in the state. Sievers said.
'When we go. to Tallahas-
see they know us,", she
said. Among the purposes
of the League are to lobby
the legislature on issues
that impact cities, and en-
sure that home rule author-
ity remains intact.
One initiative that the
League is involved in is

ensuring affordable, hous-
ing in the Panhandle. The
booming real estate mar-
ket is making it hard for
middle class and working
people to afford homes in
much of the area.
The league supports ef-
forts to remove the cap on
the dock stamp program.
Under that program (which
involves fees for real es-
tate transactions) $497,000
was raised in 2004. How-
ever, the legislature capped.
the earnings to go to vari-
ous housing programs at
$203,000 and put the rest
into the state general fund.
"We need to get the cap off
and fully fund affordable
housing," Sievers said.
This includes the SHIP and
SALE programs.
The League also offers
training to newly elected
officials through the NW-,
FLC Institute of Elected
Municipal Officials.
"There's a lot to learn, in-
cluding the Sunshine Law\.
insurance and all kinds of
things." Sievers said.

Midway Mayor Delores NMadison (Florida's Mayor of the Year), and Destin City
Councilwoman Sam Sievers, who is also chairperson of the Northwest Florida
League of Cities. Below: Guests enjoy hospitality in Chipley.

Children's center proposal before legislature

' Biy Perry Wells
,

Last week, two April an-
niversary dates in my life
were lingering in mind. I
had to choose one to write
on and, hopefully, it was
the right one.
The second date I had
in mind was April 9, 2003,
the date of the first Perry's
Prattle in the Washington
County News. Maybe a
little review of the column
is in order as the date of its
three-year existence had
just passed.
If you recall, Roger
Jones, my young WBGC
'radio side kick, and I made
a visit to the Legislative
Halls in Tallahassee to see
the lawmakers in action.
Among our activities of the
day was making a taped
message on a machine
provided for that purpose
in the old capitol building,
now a museum. The idea'
was to simulate a televi-
sion news broadcast by
one of Florida's governors
of the past.
I carried my disc to the
local newspaper to play it
on their computer in or-
der to see and heat how I
did. Brenda Pujol, wife of
Moe Pujol, publisher, and
an employee of the paper.
was impressed to the point
of asking me to consider
\\ rit i ng for the Washington
County News.
Her suggestion was to
write on the many careers
of Perry Wells. So far, by
expanding here and there,
I have managed to com-
plete three years. How far
it will go, I do not know. I
may "dry up" soon, or new
impressions may just keep
on coming. I trust that I
am not overstepping my
boundaries by telling you
that Brenda Pujol is cur-
rently undergoing some
medical treatments and is
not seen often at the news-
paper office these days.
She and Mary Ann
Bearden, a former adver-
tising sales person, give
the "Prattler" credit for
teaching them how to sell
ads. They tell the.story .in
a joking manner, but 'ole
egotistical Perry always
enjoys hearing it again.
:These days, I send Bren-
da messages through Moe
that I am "on her side,"
borrowing from a state-
ment from a Panama City
television news broadcast.
Hopefully, she will be able
to be back in full swing
shortly.
I have been in touch
with Roger Jones in recent
days and,. as the noted:ra-
dio newsman, Paul Harvey,
repeats on every broadcast,
'stand by for news" con-
cerning Roger and his
plans for a new business

venture, his long-time
dream..
Roger began his radio
broadcasting, working for
the late Homer Rhoden
Sr., owner of WBGC at
the time. I think Roger was
age 16. Later, he married
Paula Golden and they
have two children, Kacey
and Zachary.
Now Paula and Roger
are grandparents with
the arrival of Ethan, nine-
month-old son of Kacey
and husband, Jacob Rea, a
member of the U.S Army
stationed at Fort:' Bragg,
N.C. Roger's mother, Dor-
othy Jones, lives next door
to her son on the south side
of beautiful Orange Hill.
They are Blue Lake Baptist
Church members.
Roger left radio broad-
casting many years ago,
but returned to the sta-
tion as my "straight man"
during my last two years
on the Saturday morn-
ing broadcast, "Bluegrass
Express," which.I did for
almost 22 years. He and I
both "retired" from the lo-
cal station more than year
ago. Each time we see each
other, we admit that we
miss not being on the air
and especially miss those
friendswe made while on
the broadcast,
As our program was a
"call in" type show, we got
to speak to many friends
by telephone although we
may or may not have ever
had the opportunity to meet
them personally. Many of
them we did meet and we
got a variety of "goodies"
brought -in to us by some
casual hinting which may

have bordered on begging.'
I'm thinking particularly
of the homemade biscuit
and sausage brought
regularly each Saturday
by Fern White. John Best
was our homemade syrup
man. James Sorrells came
through occasionally with
a full breakfast for us from

Roger admits gaining
an appreciation for blue-
grass music from the radio
program and by attending
festivals at the local music
park. He claims the Os-
borne Brothers as personal
friends after they unlocked
the luggage compartment
of their bus to get him a
.special album while they
:were in Chipley for a per-
formance many years ago.
Three years ago, Roger
became deeply involved
in the promotion of the
Del McCoury Band, which
performed an outstanding
show at our watermelon
festival.
I tell Roger that he is
cheating the world of
radio audiences by not
being on the airways. He
could be another Eddie
Stubbs of WSM ,in Nash-
ville, however, I realize he
must make a living for his
family. Maybe, just maybe,
his new business venture
will catch on and one day
he will have made enough
money to allow him to go

adults like 'The Wise Mullet' as much as the kids."
Weeks, who comes from a proud commercial fish-

moting his book and cast netting mullet.
"Supported by the whimsical illustrations of his mother,
who will also be present at the reading, Weeks' tale takes

ous surroundings that is filled with familiar places and
endless wonder," the spokesman added. "Please come'

Wausau hoping to get

funds for new firehouse

Radhiya Teagle
News Capitol Bureau:
Washington County has
asked the ,state for $1 mil--
lion to buy fatid aid build a
new firehouse in Wausau.
If funded, the new
firehouse. will be built on
Highway 77 and Main
Street at Pioneer Road. It
will house four fire trucks
aid an ambulance. This
iiew emergency operations
center would replace the
torrent Wausau firehouse
n' Jackson Street.
S:"The current firehouse is
outdated, small and hardly
serviceable," said Roger
Dale Hagen, director of
-mergency Management
inWashington County.
.'We are desperate for a
new firehouse," said Mar-
garet Riley, the Wausau
TQwn Clerk. Riley, 48,
and long-term resident of
Wausau, said the current
firehouse was built 20
years ago as a storage shed
for fire equipment.
,"'The firehouse has an
.old wood frame, the inside
is.not finished and it was
originally built to store
fire equipment," Riley said.
The current firehouse has
n bathroom, no shower,
no water fountain.
,'.The department's four
trucks are stored at the

current firehouse; however,
the property isn't large
enough for expansion of
the firehouse to store an
ambulance. The county,
plans to buy a new ambu-
lance only if the state funds
construction of a new fire-
house.
"If there's an emergency,
ian ambulance has to come
from Vernon or Chipley
-that's 10 miles away,"
Riley said.
The new location on
Highway 77 will allow
quicker response times.
"It's important to have a
fire station with an ambu-
lance service because it
will help'with the mutual
aid' response time to emer-
gencies and ensure better
residential safety," Hagen
said. "All fire stations
respond to emergencies...
.but this will help."
If funded, construction
of the firehouse would not
be complete until 2007.
"We haven't started the
preliminaries yet," Hagen
said. "It will take about
one year to construct -- if
approved."
If the state doesn't fund
the new firehouse, it will-
not be built, said Hagen.
Fire Chief Sam Rudd
said: "We're tickled if we
get it. If not, life goes on."

WHTC Career Night highlights need for technical education

JAY FELSBERG
Managing Editor
Washington-Holmes
Technical Center held Ca-
reer night Thursday, April
20 at the Center in Chipley.
The evening included pro-
viding information on pro-
grams offered at WHTC,
as well as a presentation by
Peggy Land of the Florida
Department of Education
on the need for technical
education.
The night began \\ ith
registration and a welcome
by Director Paul Parker.
Bill Gunter led in prayer
and Bill Williams led the
Pledge of Allegiance. O1-
lin Gilbert was evening
director.
Greeters directed par-
ents and'young people to
career areas of interest
marked on each table in
the courtyard. Individual
program instructors were
available.
A member of the pro-
gram advisory. committee
stayed with each group
throughout the evening.
Members were graduates,
employees of WHTC or
employers of graduates.
Parents and students
visited classrooms or shops
where instructors gave de-
scriptions of programs.
Dinner followed.
Land: Future bright
for career-technical edu-

Greeters directed parents and young people to career areas of interest marked on
each table in the courtyard. Individual program instructors were available.

cation
Land used a powerpoint
demonstration to show
how important a technical
education would be in the
future;
*By 2014 85 percent of
all job will require educa-
tion and training past high
school according to the US
Bureau of Labor Statistics.
Only 20 percent, however,
will require a four-year
degree.
Of occupations gaining
the most jobs by 2013, 65
out of the top 100 will need
at least a t\ o-year program

or degree. Eight of the 10
fastest-growing jobs in
Florida require two years
or less of postsecondary
education.
*National studies show
that 43 percent of high
school graduates enroll
in four-year institutions.
Of that number, only 15
percent earn a four-year
degree within six years
of graduation from high
school. Only 20 percent
ever complete a four-year
degree.
About 66 percent of stu-
dents that enroll in district

certificate programs like
those at WHTC complete
them successfully.
About 80 percent of
those who enroll at WHTC
complete their program,
and about 80 percent be-
come employed in fields
related to their program of
study.
The average high school
graduate who does not
enroll in post-secondary
education holds nearly six
different jobs and experi-
ences five to six spells of
unemplo yment by age 27.
Roughly half of all high

school graduates fail to
find stable employment by
age. 3.0, and Americans av-
erage 10 jobs between the
ages of 18 and 34.

Statistics show success
of career/technical edu-
cation
The Florida Education
and Training Placement
Information Program
(FETPIP) is a data-collec-
tion system that follows up
former students. Among
other data:
*State\\ide. 31 percent
of high school graduates

completed apostsecondary
program.
*In Washington County
44 percent completed post.
secondary. This is one of
the best scores in the state.
"and its because of places
like WHTC," Land said.
*28 percent of high
school graduates com-
pleted postsecondary pro.
grams in Holmes County.
Income will also depend
on education, but the dif
ference in earning power
between someone with a
four-year degree and some-
one With a.career/technical
background is very little.
A person with a bach-
elor's degree would earn
on average $61,371 (2005
dollars) versus $62,475
for some kind of post-sec.
ondary. Just having a high
school degree would earn
an average of $26,086
and less than high school
.$19,354.
"The old economy was
based on resources," Land
said. "The new economy is
based on knowledge and is
driven by technology and
information. Career and
technical education can
provide those skills."
Land noted that more
sources are available at
WHTC (1-877-638-9482
or 638-1180), and at www,
