They will be joined by representatives from state agen- cies involved in alcohol abuse prevention, youth and education. "This is a forum for par. ents, students, pastors, judges. educators, service agencies and the community to discuss the challenges of underage drink- ing and brainstorm prevention strategies," said Paula Lovett Waller, executive director of the Panhandle Area Educational Consortium (PAEC.) "With the graduation season rapidly approaching, we hope many parents and students will join us for this important event." The general public is invited to join in the town hall meeting, scheduled for 6 p.m. at PAEC. 753 West Blvd., in Chipley. A Town Hall meeting like the one scheduled for Tuesday evening was held in Bonifay on March 30. There is a great deal of concern, however, that teen drinking, in particular drinking by middle-school-age students. could cause both short- and long. term health problems, as-well as lead to bad decisions with possi. bly dangerous consequences. Following the lead of a num- ber of national experts, includ- ing the Surgeon General of the United States, VADM Richard Corona, USN, a series of about 1,200 town hall meetings were held recently to look at the prob- lem of teen drinking. A meeting was held in Holmes County on March 30 at the coun- ty Emergency Operations Center hosted by the Countywide Anti- Substance Abuse Effort (CASE) and Holmes County Sheriff's Department. "There is a tremendous level of ignorance and a bigger level of denial about the problem." A House bill would pro- hibit local governments from taking property to eliminate blight and slum conditions unless reason- ably necessary to eliminate an existing threat to public health and safety. Cities and counties, however, could sell such property for private use if they wait at least five years after ac- quiring it. "Teens can suffer per- manent brain damage by drinking that young be- cause their brains are still Board hears report on multipurpose arena JAY FELSBERG Managing Editor Washington County Board of County Com- missioners is continuing to gather information on multi-purpose arenas. A committee has visited two facilities in Baker and Jacksonville as part of pre- liminary planning for such a facility at Daniels Lake. County Grant Writer Stacy Webb, Glen Zanetic of the Parks and Recre- ation Committee, and P&R Director' David Corbin were on hand at the Board's March 23 meeting to present information on the Jacksonville facility. The $55 million facil- ity is considered too large for Washington County's current needs and the lo- cal market for such facili- ties. However, it provided an example of layout and organization that could be used if the Board decides to go ahead with plans for a county multipurpose arena at the site of the Heritage Village. The Jacksonville facility is largely, privately funded in partnership with the City. The arena has about 4,000 permanent seats. There are three large barns along with stables, stalls and an area set aside for vendors, who bring in the most rev- enue. There are 90 RV sites and 120 primitive camping sites. There are also two large arenas outside the indoor facility. There are 12 fulltime employees at the facil- ity; eight groundskeepers/ maintenance personnel, two event coordinators (who market the facility for events), and two ad- ministrators. -There -are up developing." For all these reasons, fifth and sixth grade are not too early to begin sending clear messages about un- derage drinking, according to federal officials. Federal agencies are leading "a nationwide call to arms," Morgan said. "The goal is to change attitudes from acceptance to abstinence," and to start talking before they start drinking." "Progress can be made," Curie said on the video. "We achieved this on drugs and tobacco, and we know when we push against un- derage drinking we will get results." Examples of successful programs in rural counties were shqwn on the video, including parental involve- ment, use of schools to transmit information, and possibly most important, use of peer groups (includ- ing high school students) to a dozen part-time guest service personnel hired for events. Large events are sched- uled two years in advance. There are 100 stalls for local events, and these must be rented and the bedding purchased onsite. There are up to 200 stalls available for regional events. A major event brings in over $3 million in revenue for the local economy per weekend. The facility hosts every. thing from livestock events. dog shows (a big money maker), speakers, confer- ences and concerts. The committee reported that the layout of the Jackson- ville facility was carefully planned to make it easy to prepare and conduct any event. Up to 2,000 seats can be added as necessary. Air flow is done by 25-foot ceiling fans, and footing can be prepared for differ ent events. "There's no way we, could fund that here,' Webb said, ,noting that the $1 million Baker facil- ity visited several weeks earlier would be a better model for Washington County. Such a facility could always be expanded if necessary. Webb said she believed that a county/private op. eration was possible in Washington County, but cautioned that it was not going to happen overnight. County Engineer Cliff Knauer of Preble-Rish, the County's engineering firm. has prepared a preliminary design. The Board will hold a special workshop at 8 a.m. Tuesday, April 11 at the County Annex.-',,: to get the message across to middle school students. Teach-ins are meant to further alert children, par. ents, and teachers about the dangers of underage alcohol use, and to rein- force the messages in these school-based materials (see related article). The Bethlehem "Reach Out Now" teach-in is- sched- uled for Friday. Use will also be made of material provided by the Ad Council and public ser: vice announcements in lo- cal media. An inservice is planned for local teachers. VADM Corona an- nounced the release of a Surgeon General's Call to Action "so everyone in this country understands the consequences of underage drinking." To avoid any misun- derstanding or confusion about dealing with, the newspaper this year, all potential candidates are reminded of long-standing policies for political an- nouncements, advertising and election coverage. The newspaper staff will report on the line-up in each race after qualifying as part of routine coverage. Special coverage will be given to the races in a tabloid edition just before election day. This year's election edition will run Wednesday, August 30, the week before the primary election on September 7. Candidates wishing advertising space in this edition should place, and pay for, their ads as early as possible. Position requests will be honored on a first come. first served basis in order to be fair to all. In this pre-election voters' guide. photos and a brief outline of each candidate will be published on a race-by-race basis. Due to an especially busy schedule anticipated this year, photography ser vices will not be offered by the newspaper staff. All candidates are urged to obtain a package of such photos from photographers in the area, so that each candidate will have control over picture selection and quality.
