A fine arts seminar for students,
eight to 13 years of age, will be
held May 29 June 2, at the First
Presbyterian Church, 658 5th
Street, Chipley.
Winona C. VanLandingham,
Florida state certified art instruc-
tor, will conduct classes on ex-
ploring drawing, painting crafts,
music and dance. The eight to
10 year-old classes will be held
9 11 a.m. and 11 to 13 year-olds
will be taught from 1 3 p.m.
Supplies and tuition fee is $50.

munity Easter Egg Hunt from 10

Smoke alarms
The Chipley Fire Department
is offering free smoke alarms to
local residents. Applicants must
stop by the Fire Department at
1430 Jackson Avenue and pick
up a form to request the smoke
alarm. Fill out the form and re-
turn it to the fire department.

in support of private-property
owners' rights. The resolution
was announced in a ne\\s re-

gather at a town hall meeting
April 11 to discuss underage
drinking. They will be joined by
representatives from state agen-
cies involved in alcohol abuse
prevention, youth and education.
"This is a forum for par.
ents, students, pastors, judges.
educators, service agencies and
the community to discuss the
challenges of underage drink-
ing and brainstorm prevention
strategies," said Paula Lovett
Waller, executive director of the
Panhandle Area Educational
Consortium (PAEC.)

A meeting was held in Holmes
County on March 30 at the coun-
ty Emergency Operations Center
hosted by the Countywide Anti-
Substance Abuse Effort (CASE)
and Holmes County Sheriff's
Department.

it is considered essential to
stop teen drinking. Accord-
ing to SAMHSA, medical
research shows that more
than 40 percent of indi-
viduals who start drinking
before the age of 15 will
develop alcohol abuse
or alcohol dependence at
some point in their lives.
"There's a reason why the
drinking age is 21," Mor-
gan said.
"Teens can suffer per-
manent brain damage by
drinking that young be-
cause their brains are still


Board hears report on

multipurpose arena

Washington County
Board of County Com-
missioners is continuing
to gather information on
multi-purpose arenas. A
committee has visited two
facilities in Baker and
Jacksonville as part of pre-
liminary planning for such
a facility at Daniels Lake.
County Grant Writer
Stacy Webb, Glen Zanetic
of the Parks and Recre-
ation Committee, and
P&R Director' David
Corbin were on hand at the
Board's March 23 meeting
to present information on
the Jacksonville facility.
The $55 million facil-
ity is considered too large
for Washington County's
current needs and the lo-
cal market for such facili-
ties. However, it provided
an example of layout and
organization that could be
used if the Board decides
to go ahead with plans
for a county multipurpose
arena at the site of the
Heritage Village.
The Jacksonville facility
is largely, privately funded
in partnership with the City.
The arena has about 4,000
permanent seats. There are
three large barns along
with stables, stalls and an
area set aside for vendors,
who bring in the most rev-
enue. There are 90 RV sites
and 120 primitive camping
sites. There are also two
large arenas outside the
indoor facility.
There are 12 fulltime
employees at the facil-
ity; eight groundskeepers/
maintenance personnel,
two event coordinators
(who market the facility
for events), and two ad-
ministrators. -There -are up


developing."
For all these reasons,
fifth and sixth grade are not
too early to begin sending
clear messages about un-
derage drinking, according
to federal officials. Federal
agencies are leading "a
nationwide call to arms,"
Morgan said. "The goal is
to change attitudes from
acceptance to abstinence,"
and to start talking before
they start drinking."
"Progress can be made,"
Curie said on the video.
"We achieved this on drugs
and tobacco, and we know
when we push against un-
derage drinking we will get
results."
Examples of successful
programs in rural counties
were shqwn on the video,
including parental involve-
ment, use of schools to
transmit information, and
possibly most important,
use of peer groups (includ-
ing high school students)

uled two years in advance.
There are 100 stalls for
local events, and these
must be rented and the
bedding purchased onsite.
There are up to 200 stalls
available for regional
events. A major event
brings in over $3 million
in revenue for the local
economy per weekend.
The facility hosts every.

ences and concerts. The
committee reported that
the layout of the Jackson-
ville facility was carefully
planned to make it easy to
prepare and conduct any
event. Up to 2,000 seats
can be added as necessary.
Air flow is done by 25-foot
ceiling fans, and footing
can be prepared for differ
ent events.
"There's no way we,
could fund that here,'
Webb said, ,noting that the
$1 million Baker facil-
ity visited several weeks
earlier would be a better
model for Washington
County. Such a facility
could always be expanded
if necessary.
Webb said she believed
that a county/private op.
eration was possible in
Washington County, but
cautioned that it was not
going to happen overnight.

Corona also made one
other thing clear: "It will
take all of us together" to
tackle the problem.

Newspaper elections policies for 2006


One of the highlights of
this year will be an espe-
cially busy political season,
not just at the national
and state levels, but at the
county level as well.
To avoid any misun-
derstanding or confusion
about dealing with, the
newspaper this year, all
potential candidates are
reminded of long-standing
policies for political an-
nouncements, advertising
and election coverage.
Ever. candidate will be
given one announcement
of intent at no charge, and
all announcements for
every given issue will be
run on a specified page or
pages in the newspapers as
the candidates announce.
Announcements should be
no more than 250 words in
length. -
After the free announce-
ment of intent, candidates
are welcome to state their
cases in political adver-
tisements, which are sold


at the regular open rates
of the newspaper. Posi-
tion cannot be guaranteed,
though the newspaper staff
will make every effort to
honor such requests.
Candidates are urged to
turn in ad copy early so
that greater attention to
detail can be given to their
ads. Those who wait until
"just before" deadline often
find themselves caught up
in a last minute rush.
Of course, no advertise-
ment will be refused unless
it is considered libelous
or in poor taste. All free
announcements must be
turned in prior to qualify-
ing week this summer.
After qualifying week,'
no free announcement will
be run, even if a candidate
has not yet filed one. The

Food drive helps WCCOA
Junior Womens Club of Chipley held a food drive
recently. The club members delivered several bags of
groceries to the Council on Aging. The food will be dis-
tributed to the low-income elderly of Washington County.

Hatcher inducted two new members into the club. The
club is proud to welcome (left to right) Herrika Thornton

The Chipley Junior Woman's Club is a division of The
General Federation of Women's Clubs which is one of
the world's largest and oldest women's volunteer service
organizations.
GFWC is dedicated to community improvement by
enhancing the lives of others through volunteer service.
Chipley Junior Woman's Club meets the second Monday
of each month at 6:00pm at the club house on 5th Street.

Two young girls, Deanna Chamberlin, age 10, and her
cousin Alyssa Slone, age nine, of Chipley, donated a
total of 20 inches of hair to Locks of Love at a local
hair salon. They made this decision because their
Aunt Nancy was diagnosed with cancer three years
ago.

Relay for Life April 21-22
Bring the whole family to this year's "Relay for Life'
which is scheduled on Aprill2 and 22 at the Historic
Chipley High School track beginning at 6:00 p.m. There
are lots of exciting and fun activities planned for the
event including, Live Music, games and good food.
The "Relay for Life" represents the hope that those lost
to cancer will never be forgotten, that those who face
cancer will be supported, and that one day cancer will be
eliminated.

At the Florida Livestock Auctions, receipts totaled
$6,332 compared to $5,501 last week and $6,855 a year
ago. According to the Florida Federal-State Livestock

Bill Maphis and the Rev. Farris Stewart check a pot of
wax warming for the candle-making display. Stewart
made soap at the festival and Maphis operated a grist
mill. Maphis checked all displays as part of his duties
as president of the Citizens Support Organization.


Raymond Smoker brought his horse and wagon to
the third annual Legends and Lore Festival at Fall-
ing Waters State Park. The animal was full of life and
anxious to get moving.

Ralph Carter holds the plaque he received from Bill
Maphis, president of the Citizens Support Organi-
zation (CSO) which voted to give the former state
senator the award for "helping obtain Falling Waters
State Park for the people of Washington County and
the state of Florida."


Marti Randall came from Greenville to demonstrate
her skills in outdoor cooking. She placed a sturdy
waffle iron on hot coals and had several cast iron pots
for other foods.

February 28 meeting. Notifi-
cation letters were sent to sur-
rounding property owners and
no opposition was given.
9. Ordinance No. 864 (pub-
lic hearing) This ordinance
will change the qualifying
period for city council candi-
dates from no more than 45
days to 60 days and from no
less than 30 days to 45 days. It
will also change the month in
which the election resolution
is read, from June to May.
10. Approval of change
order; The Haskell Company
- This change order is for the
construction manager's guar-
anteed maximum price for the
phase IA-South Blvd. project
and reflects an increase in the
amount of $785,893.
11. Approval of request
for land use certificate and
variance This request is for
a land use certificate and vari-
ance for a replacement sign at
1304 Jackson Avenue and is
requested by Jerry Watkins
(Cotton State Insurance). This
request was approved by the
Planning and Zoning Com-
mission on March 21, and
the commission recommends
approval by council.
