New WPS joint
venture in Pakistan
WestPoint Home (WPH) an-
nounced on March 30, they have
entered into a joint venture with
Indus Dyeing & Manufactur-
ing Co., Limited for production
of towels in Pakistan. The joint
venture will be known as Indus
Home Limited and will acquire
and expand an existing modem
Indus facility, according to a
news release from WPH.
The Indus Home complex will
be a vertical towel production
facility, including yar prepara-
tion, weaving, finishing and fab-
rication. The facility is supplying
product to WestPoint Home and
will ramp up production over the
next several months. Towels pro-
duced at the Indus Home plant
in Pakistan will include WPH's
full range of famous brands and.
licensed labels, as well as store
brands made exclusively for cus-
tomers by WestPoint Home.
"Both Indus and WestPoint are
acknowledged textile leaders and
our combined experience and ex-
pertise will produce significant
benefits and opportunities for fu-

Senate passes
liability reform bill
The Florida Senate on Thurs-
day gave final approval to a sig-
nificant reform to the civil justice
system, repealing the joint and
several liability provisions in
Florida law by a vote of 27 to
13. The House had approved the
bill earlier in the Session.
HB 145 removes exceptions
in Florida law that permit "joint
and several liability" rather
than liability based on percent-
age of fault. Joint and several
liability provisions allow a dis-
proportionate level of liability to
be assessed'to a party regardless
of level of fault in a matter. For
example, a small business found
to have 15 percent fault in a mat-
ter might be assessed with 50
percent of the liability.
Under current Florida law and
the doctrine of joint and several
liability, defendants may be held
liable for up to $2 million more
than their fair share of economic
damages. When a plaintiff is
partly at fault for his injury, de-
fendants can still be forced to pay
up to $1 million over their fair
share of a damage award. This
doctrine encourages plaintiffs'
attorneys to seek out "deep pock-
ets," or well-off or i\ell-insured
defendants.
HB 145 moves Florida law
to a doctrine of fairness, estab-
lishing that defendants would
only be responsible for damages
proportionate to their share of li-
ability.
The measure now goes to
Governor Jeb Bush for his con-
sideration.
HB 145 was sponsored by
State Rep. Don Brown (R-DeFu-
niak Springs).


New gas-to-energy unit dedicated at Springhill


Waste Mannagement. Inc.
along with West Florida Electric
Cooperative, Inc. (WFEC) and
Alabama Electric Cooperative,
Inc. (AEC) unveiled the new
landfill gas-to-energy facility at
the Springhill Regional Landfill
near Campbellton on Thursday,
March 30. The information came
in a news release from WMI.
At this facility, methane gas
from the landfill will be collected
and converted to generate elec-
tricity; which WFEC will deliver
to the AEC transmission grid via
a WFEC distribution line.
The: distribution line inter-
connects with the transmission
grid at the Campbellton Substa-
tion. The 4.5 mile-long 12.5kV
distribution line from Waste
Management to the Campbellton
substation was rebuilt, adding
double distribution circuits to ac-
commodate the power delivered
from the landfill.
SThe energy produced from this
facility will be enough to power
4,000 homes per year.
Landfill gas is an alternative
fuel resource that is produced
naturally as waste decomposes

flexible resource that can' be

The scholarship recipi-
ent will be chosen based on
a combination of academic
achievement, club and
community involvement,
leadership skills, future
aspirations, and ability to
logically form and articu-
late ideas.

that is safer and easier to

Bridge on Old
Bonifay Road
The Washington County
Board of County Com-
missioners unanimously
approved a request from


state Department of Trans-
portation to close a bridge
on Old Bonifay Road as
of Friday morning, March
21. County Engineer Cliff
Knauer said that inspection
showed damage to three
pilings.
The bridge is scheduled
for replacement using
DOT funding in 2007, but
repairs are necessary now,
Knauer said. The Board
also approved sending
a request to DOT to use
just one lane that should
be able to support trucks
and school buses. The
Board also declared this an
emergency and instructed
Knauer to get prices for
repairs.

after the sign-up ends by
analyzing the EBI factors
of all offers. Since the EBI
cutoff used in previous
sign-ups may be different
for this sign-up, those who
met previous EBI thresh-
olds are not guaranteed a

The 2004 Cottonseed
Payment Program (CPP)
sign-up period has been
extended until April 14,
announced Kevin Kelley,
SED of USDA's Farm Ser-
vice Agency (FSA). Sign-
up for the program was
scheduled to end March

potential 'candidates are,
reminded of long-standing
policies for political an-
nouncements, advertising
and election coverage.
SEvery candidate will be
given one announcement
.of intent at no charge, and
all announcements for
every given issue will be
run on a specified page or
pages in the newspapers as
the candidates announce.
Announcements should be
no more than 250 words in
length.
After the free announce-
ment of intent, candidates
are welcome to state their
cases in political adver-
tisements, which are sold


at theregular open rates
of the newspaper. Posi-
tion cannot be guaranteed.

Cooperative (WFEC) and
Gulf Coast Electric Coop-
erative (GCEC) recently
joined other co-ops from
across the state in Talla-
hassee for the 2006 State
Youth Tour.,
During this two-day trip
to the Capitol, local high
school juniors chosen by
their principals and guid-
ance counselors for excel-
lence, and whose parents
or guardians are members
of the two co-ops. visited
the House Chamber where
they x\ere addressed by
Rep. Don Brown' and Rep.
Greg Evers.$
The students also at-
tended a class about the
purpose and operations of
Congress.
The students also par-
ticipated in a mock session
of Congress, led by Steve
Uram of the National Rural
Electric Cooperative Asso-
ciation.

Guardian ad Litem Spring Fling

Fred Hapner of the local
Guardian ad Litem (GAL)
said Saturday that the goal
of the First Annual Florida
Guardian Ad Litem Spring
Festival was to educate the
community about the pro-
gram and recruit at least 10
volunteers who are willing
to advocate for abused
children.
The event was held re-
cently on one of the base-
ball fields behind Bonifay
Recreation Center. Admis-
sion was free, and children
received a string of about
10 tickets for the rides
and games. The smell of
freshly popped corn filled
the air.
Plate lunches were avail-
able at a booth manned by
the ladies auxiliary of Grit-
ney Fire Department. They
sold grilled chicken plates,
hamburgers, hot dogs and
polish sausage with chips
and drinks. Gritney volun-
teer firefighters cooked the
meat on the spot.
Gritney's shiny new
fire truck and sopne of its
equipment was displayed
nearby.
"We are proud to be
able to demonstrate our
equipment and share
some educational training
for youngsters with the
Children's Safe House on
loan from Walton County
Fire/Rescue," said Chief
JerryHall.
The chief said he brought
about 15 members of the
VFD and its auxiliary to
Bonifay Saturday. "We
have a great group of vol-
unteers who help with food
and activities," he said.

brought one of her. flock

kept on a leash although

The goose wore a little

A friend of GAL sent a
cage of seven nice looking
puppies to the spring fling.
They were adopted in short
order.
The games included a
ring toss, hit me, ping pong
toss, and a dunking booth.

Local author speaks at FOTL
Friends of the Washington County Libraries will
meet Thursday, April 6, at noon at the Chipley Women's
Club.
The guest author is a member of the Red Hat Society
and invites all her fellow members to join the Friends for
this program and to "wear their red hats."
The speaker is Peggy Darty, whose latest book is
"When the Sandpiper Calls." She refers to her book as
a cozy mystery set in a seaside community between
Panama City Beach and Fort Walton Beach.
"The plot for this mystery came to me as I was strolling
the beach early one morning. I've always been fascinated
by shorebirds, especially the sandpiper," she explains.
"On this particular morning, I was following a sand
piper who kept darting ahead, looking back at me, as he
dashed from the waves then raced to shore, picking at
something in the sand.
"What I found was an antique green bottle like the one
I had seen in a gift shop. This became the inspiration for
the novel."
Darty is an award-winning author of 27 novels, as well
as numerous novellas and articles. When the Sandpiper
Calls has received critical acclaim and has been nomi-
nated for an award.
She has worked in film, researched for CBS and teaches
writing workshops around the country. "Peggy will dis-
cuss her work and writings and will have copies of her
latest novel for purchase," a Friends member says.
Friends and any members of the Red Hat Society are
welcome to attend the luncheon meeting. They should

Roulhac Middle School Book Drive
Our Governor has mandated a reading initiative and
set a goal for all students to read at grade level by the
year 2010. We would like to fulfill our obligation in this
initiative by conducting a MORE BOOKS! Drive.
During the month of February, we will promote a proj-
ect to collect brand new books and books that look like
new.
We are asking for donations of books from students
and members of the community to help in creating a
classroom library for every classroom in our school.
Books should be appropriate material for middle
school and should be at the readability level of upper-el-
ementary and/or middle school. You may drop off'books
at Roulhac Middle School during school hours.
