De- partment of Community Affairs Director of Hous- ing and Community Development Kimball Love (a former resident of Chipley) was on hand to award the ceremonial giant check. Present to accept the check were District 5 Commissioner Lenzy Corbin, County Grants Writer Stacy Webb, Country Oaks Volunteer Fire Department Chief Ed Pelletier and Webb's assistant, Timecia Sharpe. All were instru- mental in obtaining the CDBG. Corbin said. The project includes implementing hazard. mitigation activities that call for construction of 13,200 linear feet of road\way in an area that suffers repeated i ashouts during hurricanes. The Counit is contributing $300,000 in cash as leverage. The project will serve 245 residents; 204 are low-to- moderate income, and 156 are very low income. Income criteria are used to award a CDBG. Since 1999 Washington County has been award- ed $4.685 million from seven regular grants and four disaster grants. 'Final' decision: Keep codes enforcement as is JAY FELSBERG Managing Editor Responding to Washington County Board of County Com- missioners, Chairman Jerry Sapp's request to close out long- standing debate, The Board approved making no change in' the County's codes enforcement procedure. The decision was considered to be "final." The issue has been discussed for several months. Advocates of Corrections shakeup affects county facility Statement from Secretary James McDonough Regarding Personnel Changes The following people were appointed to key positions in the State Department of Corrections as of March 15: *Wendel Whitehurst from Union CI Warden to Region 1 Director *Richard Dugger former Department of Corrections Sec- retary to Region 2 Director *Randall Bryant from To- moka CI Warden to Florida State Prison Warden *John Hancock from Lawtey CI Assistant Warden to Wakulla CI Warden See PRISONS, page 2 going to a citation system have on occasion clashed \ ith those who prefer keeping the system as is, and the issue continues to come up at Board meetings. The proposal to hold a workshop on the issue came up again at Thurs- day's regular Board meeting. There was considerable dis- cussion about the issue again at Thursday's meeting, even though it was not on the agenda. Codes Enforcement Officer Lynda Waller gave an example of a need for a citation method (similar to that used by the City of Chipley) in the recent case of "insurance salvage" cars brought from Mississippi and Louisiana to a property on Johnson Road. The cars were later towed to Union Hill Road. Several residents of Sunny Hills were on hand at the meeting to bring their concerns before the commission ers.. Sharon Kirk said she was asked to serve as spokesperson for several residents about how Zanetic and the MSBU Advi- sory Board conducted business. Kirk said she was "not bashing Zanetic," but she and others at the meeting made the following complaints: *Work on Wilder Park was not begun soon enough and there was nowhere for children to play in Sunny Hills. Also Zanetic did not discuss with anyone about putting the Community Center at the park site, and some residents didn't think it should be there. County Grants Writer Stacy Webb said there was a delay with the project due to a discrepancy in the legal description, and that the grant was recently awarded by the state. Commissioners also approved a request by Zanetic Thursday to move the planned Community Center to another location nearby. *A request was made for sever al Sunny Hills residents to serve on a special committee to de- See BOARD, page 2 See MSBU, page 2 ^: ; : ., _... l. ,^ .-* .^ i p. .- Home and Farm edition Wednesday The beauty of Washington County is shown as the azaleas recently bloomed on Railroad Avenue in Chipley. The 4.7-mile project is scheduled to be complete spring 2006, BOARD Continued from page 1 ined by junk cars," Waller said. She said there were neighbors living close by. Under the codes enforce- ment system violations of County codes must be re- ported to Waller's office be acted on. Waller said that under the former Board (and based on her heavy workload) she agreed to only act on reported cases. Complaints are received from citizens and are oc- casionally received from government agencies. Waller said that most cases are resolved through voluntary compliance, in- cluding when the violator does not know the county codes. A few very severe cases come before the Codes Enforcement Board (CEB: seven members and one alternate). A hearing is held and if the Board determines that a violation occurs, it issues an order, and the alleged violator must comply with County regulations. The CEB can impose fines not exceeding $250 a day until there is compliance, as well as or- dering the alleged violator to pay administrative costs. Violators can appeal the decision to Circuit Court within 30 days. Waller said that CEB often works with an al- leged violator if they are. making a good faith effort and gives them more time. Filing a lien on property is not always effective due to Homestead exemptions. The Codes Enforcement department is online at www.washingtonfl.com/ code.htm Waller and CEB Chair- man Jim Ackerman have been advocating using a supplemental citation method for "hard cases" that do not respond to any other method within the al- lotted time. Waller said that this \ would place the matter Tnrihe hands of the judge, and that failure to comply could lead to the alleged violator being found in contempt of court. "If you want us to do it, give us the proper tools to do it," Ackerman said. Debate ranged from defining what were viola- tions, to whether enforce- ment methods designed for urban areas would be. applicable to the country. One person, Mary Jane Nelson, urged the Board to publish a newsletter with the County codes and mail it countywide to inform the public. She said that adver- tising the codes would not be effective because not everyone takes the paper or has a computer to read them online. Waller was also urged to take action whenever a violation was seen around the county and not just wait on com- plaints. In the end the Board unanimously approved ing investigation into the state Department of Cor- rections. Former pitcher with the Houston Astros, Mark Guerra must repay the $1,400 he received for playing on a tournament softball team 'and must complete 50 hours of com- munity service. The case was prosecuted by the At- torney General's Office of Statewide Prosecution. Guerra, 34, was charged with accepting paychecks for work never done at a North Florida prison li- brary. Instead of working, he took the money as an incentive to play on the winning team in the former DOC secretary Jim Cros- by's softball tournament last May, according to an affidavit issued for his ar- rest last October. The guilty plea allows Guerra 'to avoid prison time in exchange for his cooperation in the ongoing state and federal investiga- tions. Governor Bush for appointing Secretary McDonough, who is ag- gressively leading the de- partment to integrity and accountability." Guerra's arrest came on the heels of the apparent suicide of Keith Davidson, a Corrections captain un- der investigation for sexual assault. Other arrests included Allen Clark, the former prison administrator and two other corrections' su- pervisors. Crosby resigned under pressure from Gov- ernor Bush. Interim Secretary Jim McDonough has since fired an additional nine top offi- cials within the department and has demanded reform from the entire system. Board closes bridge The Washington, County Board of County Commissioners unanimously approved a request from state Department of Transportation to close a bridge on Old Bonifay Road as of Friday morning. County Engineer Cliff Knauer said that inspection: showed damage to three pilings. The bridge is scheduled for replacement using DOT funding in 2007, but repairs are necessary now, Knauer said. The Board also approved sending a request to DOT to use just one lane that should be able to support trucks and school buses. The Board also declared this an emer- gency and instructed Knauer to get prices for repairs. not making changes to the codes enforcement proce- dure. The Board also approved the Consent Agenda: A: G and C supplies invoice in the amount of $20,799.03. Provides MSBU with sign materials for identifying streets in Sunny Hills area. Public Hearings were held on the following re- quests: SLarge-scale amend- ment land use change - Unit 24, Sunny Hills, from mixed use to mixed use PUD requested by Deltona Corporation. This is for a 200-acre site with 377 proposed housing units (310 multi-family). There will be 28 acres devoted to commercial operations. The Board approved send- ing the plan to the Depart- ment of Community Af- fairs (DCA). The plan will have to be done in phases based on four-laning of Hwy. 77. Large-scale amendment land use change Unit 24, a 200-acre subdivision with 357 single-family housing units in Sunny Hills, from mixed use to mixed use PUD as requested by Del- tona Corporation. This sec- tion is near the Sunny Hills Volunteer Fire Departnient. There will be 15 acres for commercial development. This development would also be 'done in phases. The Board approved send- ing the plan to DCA. County Planning Con- sultant Randy Parker said that concerns about school impact would be addressed through the concurrency procedure described in a recent edition of the Wash- ington County News. He also said that about 7,000 lots have 'been -sold over the past year in Washing- ton County. Land use change Ag- riculture to general com- mercial on Highway 77 (west side) between Spring Pond Road and Crystal Lake Drive as requested by Kenneth Manley. This is for four acres (Lot 11) at Crystal Lake Air Park and would allow construc- tion of a hanger for four aircraft. Manley said that regulations allow him to build a commercial hanger, to house a small fleet of aircraft for training, sell fuel, do aviation tie downs and other ,aviation-related activities. The Board ap- proved the request 4-1 with Commissioner Don- nie Strickland opposing. SResolution evidencing closing and vacation of a county road (the dead-end portion of Wooten Road).' The Board approved the request. Curtis Green (center) received his certificate as a master trainer at a recent Washington County School Board meeting. He is joined by (left to right) Paul Parker of WHTC and School Superintendent Calvin Stevenson. Green receives honor Curtis Green has recently completed a rigorous train. ing course with the National Center for Construction Education and Research. He is now a Master Trainer for this national program, which is dedicated to ensuring that the construction trades are using the best practices and highly qualified personnel are entering the workforce. Green is also a craft instructor and is certified by the NCCER to teach electrical wiring to students choosing to enter the construction career pathway. Green showed his dedication by going a step further in becoming a Master Trainer. A Master Trainer trains other craft trainers to teach the demanding curriculum that NC. CER requires for their national certification standards. Paul Parker, Director of Washington Holmes Tech- nical Center, stated "We are very proud of Green for his outstanding accomplishment. His self motivation to excel in his chosen career is typical of all our instructors and is what makes WHTC the place to receive your post secondary training." MSBU Continued from page 1 park for the park project. District 4 Commissioner Ronnie Finch said that he and Parks and Recreation Department Director Da- vid Corbin would oversee the project as is the normal policy on park construc- tion in the district, but that he was Open to recommen- dations from residents. Webb also said the site plan was already submitted as part of the grant process and that certain elements must remain as part of the grant agreement. The state will also audit the project to ensure that it meets the requirements of the grant. "I must fulfill the contract between the County and the State, not between MSBU or, anyone else," Webb said. Zanetic also said that lo- cal Eagle Scouts have been working on the park. *Not enough business is discussed at MSBU Advisory Board meetings, including a request by Zanetic Thursday night to allow a contractor to build a fence on MSBU property to house a construction trailer (Commissioners re- jected the request). "None of that was ever discussed," Kirk said.- *Kirk and others also criticized the MSBU Advi- sory Board for not asking enough questions about business that is brought up at the meetings. "Ev- erything is no questions asked," Kirk said. "They are spending outrageous amounts of money." *Invoices and purchase orders are done with no other signatures except Zanetic's signature. Three examples were offered Thursday (which Zanetic responded to), and resi- dents at the meeting asked for a system of better checks and balances. Kirk asked to get two signatures on invoices and POs. A suggestion was made to set up a monthly budget for MSBU. County Administrator Pete Herbert said that he checks such items to see if the money is in the MSBU budget and signs off if it is. He said he questions Zanetic regularly about invoices and purchase or ders, but if the funds are there he assumes they are approved. The Board approved having Zanetic provide an up-to-date inventory of equipment (another com- plaint made Thursday), as well settling a question about road signs.
