Chipley man
sent to prison
A Chipley man who was origi-
nally sent to a "boot camp" after
making bomb threats was sen-
tenced to eight years in prison
earlier Athis week on probation
violations.
Tyier Porter, 22, was sentenced
for driving with a suspended li-
cense, which violated the terms
of his probation.
Porter made five false bomb
threats as a juvenile, including
one in Jackson County after Sep-
tember 11, 2001, when the World
.Trade Center and the Pentagon
were attacked by suicide bomb-
ers.
Porter was sentenced to boot
camp as a youthful offender,
and was put on probation after
he completed his term in boot
camp.
Circuit Judge Bill Wright de-
livered the sentence in Jackson
County.
Porter could have been sen-
tenced to up to 15 years of prison
on four of the counts.

Alford benefit
AMVET Post No. 07 and
Ladies Auxiliary, and Sons of
AMVETS are holding a benefit
fund-raiser for 13-year old Cole
Alford on April 1, at 1156 Jack-
son Avenue, Chipley, beginning
at 10 a.m.
"Cole has been battling cancer
and has been through a lot the
last two years. In addition to 14
months of chemotherapy, he has
had two amputations on his right
foot and leg," said a spokesman.
All proceeds will go to ben-
efit Cole and his continuing fight
against cancer.
Entertainment will include;
games for kids, a bake sale, hot
dogs, a dunking booth, bean-bag
toss..
"Bring your children and have
a wonderful time at our small
carnival," the spokesperson
urged.

Smoke alarms
The Chipley Fire Department
is offering free smoke alarms to
local residents. Applicants must
stop by the Fire Department at
1430 Jackson Avenue and pick
up a form to request the smoke
alarm. Fill out the form and re-
turn it to the fire department.

Washington County Board of County Commis-
sioners received the $750,000 Conununity De el-
opment Block Grant (CDBG) for the Quail Hollow
road project at its regular meeting Thursday. De-
partment of Community Affairs Director of Hous-
ing and Community Development Kimball Love (a
former resident of Chipley) was on hand to award
the ceremonial giant check. Present to accept the
check were District 5 Commissioner Lenzy Corbin,
County Grants Writer Stacy Webb, Country Oaks
Volunteer Fire Department Chief Ed Pelletier and
Webb's assistant, Timecia Sharpe. All were instru-


mental in obtaining the CDBG. Corbin said.
The project includes implementing hazard.
mitigation activities that call for construction of
13,200 linear feet of road\way in an area that suffers
repeated i ashouts during hurricanes. The Counit
is contributing $300,000 in cash as leverage. The
project will serve 245 residents; 204 are low-to-
moderate income, and 156 are very low income.
Income criteria are used to award a CDBG.
Since 1999 Washington County has been award-
ed $4.685 million from seven regular grants and
four disaster grants.

of Chipley) in the recent case of
"insurance salvage" cars brought
from Mississippi and Louisiana
to a property on Johnson Road.

sory Board conducted business.
Kirk said she was "not bashing
Zanetic," but she and others at
the meeting made the following
complaints:
*Work on Wilder Park was not
begun soon enough and there
was nowhere for children to play
in Sunny Hills. Also Zanetic did
not discuss with anyone about
putting the Community Center at
the park site, and some residents
didn't think it should be there.
County Grants Writer Stacy
Webb said there was a delay with
the project due to a discrepancy
in the legal description, and that
the grant was recently awarded
by the state. Commissioners also
approved a request by Zanetic
Thursday to move the planned
Community Center to another
location nearby.

from citizens and are oc-

Waller said that most
cases are resolved through
voluntary compliance, in-
cluding when the violator
does not know the county
codes. A few very severe
cases come before the
Codes Enforcement Board
(CEB: seven members and
one alternate). A hearing
is held and if the Board
determines that a violation
occurs, it issues an order,
and the alleged violator
must comply with County
regulations. The CEB can
impose fines not exceeding
$250 a day until there is
compliance, as well as or-
dering the alleged violator
to pay administrative costs.
Violators can appeal the
decision to Circuit Court
within 30 days.
Waller said that CEB
often works with an al-
leged violator if they are.
making a good faith effort
and gives them more time.

North Florida prison li-
brary. Instead of working,
he took the money as an

rest last October.

Board closes bridge
The Washington, County Board of County
Commissioners unanimously approved a request from
state Department of Transportation to close a bridge
on Old Bonifay Road as of Friday morning. County
Engineer Cliff Knauer said that inspection: showed
damage to three pilings.
The bridge is scheduled for replacement using DOT
funding in 2007, but repairs are necessary now, Knauer
said. The Board also approved sending a request to DOT
to use just one lane that should be able to support trucks
and school buses. The Board also declared this an emer-
gency and instructed Knauer to get prices for repairs.

fairs (DCA). The plan will
have to be done in phases
based on four-laning of
Hwy. 77.
Large-scale amendment
land use change Unit 24,
a 200-acre subdivision with
357 single-family housing
units in Sunny Hills, from
mixed use to mixed use
PUD as requested by Del-
tona Corporation. This sec-
tion is near the Sunny Hills
Volunteer Fire Departnient.


There will be 15 acres for
commercial development.
This development would
also be 'done in phases.
The Board approved send-
ing the plan to DCA.
County Planning Con-
sultant Randy Parker said
that concerns about school
impact would be addressed
through the concurrency
procedure described in a
recent edition of the Wash-
ington County News. He
also said that about 7,000
lots have 'been -sold over
the past year in Washing-
ton County.
Land use change Ag-
riculture to general com-
mercial on Highway 77
(west side) between Spring
Pond Road and Crystal
Lake Drive as requested
by Kenneth Manley. This
is for four acres (Lot 11)
at Crystal Lake Air Park
and would allow construc-
tion of a hanger for four
aircraft. Manley said that
regulations allow him to
build a commercial hanger,
to house a small fleet of
aircraft for training, sell
fuel, do aviation tie downs
and other ,aviation-related
activities. The Board ap-
proved the request 4-1
with Commissioner Don-
nie Strickland opposing.

Curtis Green has recently completed a rigorous train.
ing course with the National Center for Construction
Education and Research. He is now a Master Trainer for
this national program, which is dedicated to ensuring that
the construction trades are using the best practices and
highly qualified personnel are entering the workforce.
Green is also a craft instructor and is certified by the
NCCER to teach electrical wiring to students choosing to
enter the construction career pathway.
Green showed his dedication by going a step further in
becoming a Master Trainer. A Master Trainer trains other
craft trainers to teach the demanding curriculum that NC.
CER requires for their national certification standards.
Paul Parker, Director of Washington Holmes Tech-
nical Center, stated "We are very proud of Green for
his outstanding accomplishment. His self motivation to
excel in his chosen career is typical of all our instructors
and is what makes WHTC the place to receive your post
secondary training."

MSBU or, anyone else,"
Webb said.
Zanetic also said that lo-
cal Eagle Scouts have been
working on the park.

is discussed at MSBU
Advisory Board meetings,
including a request by
Zanetic Thursday night to
allow a contractor to build
a fence on MSBU property
to house a construction
trailer (Commissioners re-
jected the request). "None
of that was ever discussed,"
Kirk said.-


*Kirk and others also
criticized the MSBU Advi-
sory Board for not asking
enough questions about
business that is brought
up at the meetings. "Ev-
erything is no questions
asked," Kirk said. "They
are spending outrageous
amounts of money."
*Invoices and purchase
orders are done with no
other signatures except
Zanetic's signature. Three
examples were offered
Thursday (which Zanetic
responded to), and resi-
dents at the meeting asked
for a system of better
checks and balances. Kirk
asked to get two signatures
on invoices and POs. A
suggestion was made to set
up a monthly budget for
MSBU.
County Administrator
Pete Herbert said that he
checks such items to see if
the money is in the MSBU
budget and signs off if it
is. He said he questions
Zanetic regularly about
invoices and purchase or
ders, but if the funds are
there he assumes they are
approved.
The Board approved
having Zanetic provide
an up-to-date inventory of
equipment (another com-
plaint made Thursday), as
well settling a question
about road signs.

pageant
The Chipley .Junior
Woman's Club is now ac-
cepting applications for
the .Miss and Little Miss'
Chipley pageants. The
annual pageant will be
held Saturday, April 8 at
the Chipley High School
(CHS) auditorium. Win-
ners will go on to compete
in the National Peanut Fes-
tival pageant.
Little Miss contestants
must be in the first grade
and Miss contestants must
be 17 by October 1, 2006.

Annual 2006 Take Stock in
Children of Washington
County Golf Tournament
on April 29 at the Sunny
Hills Golf Course to help

a fee of $75.

Our Governor has mandated a reading initiative and
set a goal for all students to read at grade level by the
year 2010. We would like to fulfill our obligation in this
initiative by conducting a MORE BOOKS! Drive.
During the month of February, we will promote a
project to collect brand new books and books that look
like new. We are asking for donations of books from stu-
dents and members of the community to help in creating
a classroom library for every classroom in our school.
Books should be appropriate material 'for middle
school and should be at the readability level of upper-el.
