About 30 people attended the hearing. FDOT representatives and engineers from Volkert & Asso- ciates, Inc,, the design firm that is preparing the construction plans, for the project, were on hand to answer the questions of residents impacted by the proj- ect. Drawings of the proposed project were set up for residents to view. The appointment \nas made at the regular meeting of the Board of County Commis- sioners Thursday morning. The Board voted 4-1, x\ith Commissioner Ronnie Finch in opposition, to assign Waller to the duties being done by Plan- ning Consultant Ronnie Parker. Parker told the Board recent l that he will have to end his con- tract as of September 30 due to a heavy workload. The discussion began re- garding a job description for a proposed growth management official, with that post to be filled by County EMA Director Roger Dale Hagan, who is also supervises Road and Bridge. The proposal was made at a recent meeting r the Board. The pi'pIosed job description I read by County Administrator Pete Herbert included a consider- able amount of reorganization of county government. The proposal sparked consid- erable discussion. Other commissioners said that a major priority should be to hire more help .for Waller, a need which hlias been expressed at Board meetings for some time. "We need someone qualified in the field and certified.: "We don't need to move from one post to another. It's not right for Roger. L\ nda needs help and Roger is not that person." Commissioner Lynn Cope urged that Hagan's position as EMA director be his first prior- ity. Building Official Lloyd Pow- ell told the Board that Waller already knew. about growth management,' and could do the job. "She needs help under her, not over her," Powell said. "She has great experience enforcing the laws you set forth." "She definitely needs help with codes enforcement," said Com- missioner Lenzy Corbin. Chairman Jerry Sapp con- cluded discussion by saying that, "We've swirled this boat around in the \ water long enough." See BOARD, page 2: Two cases headed for pretrial, cocaine dealer gets 30 years Alleged axe-murderess goes to pretrial April 18 Karlene Ann Alexander, who is accused of the axe murder of a Washington County man, is scheduled to go to pretrial on April 18. Alexander is charged with murder, premeditated (homicide willful killing), assault on an of- ficer (firefighter, EMT, etc.) and aggravated battery by a person detained in prison or jail. Alexander, 42 years old, of Chipley, was charged with the July 24, 2005 axe murder of Wil- liam Eugene Roberts. The following information was provided by the Washington County Sheriff's Office (WCSO) in July, 2005. On July 24, WCSO was contacted by the St. Petersburg Police Department. They stated that a female identified as Kar- lene Ann Alexander, white fe- male, age 42, entered the police department accompanied by Chipley Police Departments is going back to black. Several cars will get a traditional black-and. white paint scheme. CPD is one of a number of departments around the country returning to that scheme. Chief Kevin Crews said he has received favorable response to the idea. "They say it looks more like a police car," Crews said. family members. She stressed that she wanted to work together, and had "ab- solutely no problem" with working under Hagan. Waller said that she be- lieved that she could do Parker's job (with help pro- vided by a source like West Florida Regional Planning and Development Council) if she had secretarial help. Waller admitted that Parker would be "a tough act to follow." She said that her of- fice handles an immense amount of work, and help would be needed if she was to have time to fill ad- ditional duties. Finch said he received complaints from the public about the "demeanor' of Waller's office in how it dealt with the public. He also urged the Board to put growth management under CRIME Continued from page 1 the door to the residence and left in a 2000 Ford truck owned by Roberts. On July 23, Alexander showed up at a relative's residence in St. Petersburg. After spending the night with the relative, she left on Sunday, July 24. After leaving the residence, Al- exander called and advised them that she needed to return and tell them some- thing. She returned and ex- plained the chain of events that took place in Washing- ton County on July 20. After being .contacted, NVCSO and the State At- torney's Office secured the residence at and obtained a search warrant. The body of Roberts was discovered in the living room of the residence. The residence was pro- cessed for evidence by the WCSO with assistance from the Florida Depart- ment of Law Enforcement Crime Scene Unit and Medical Examiner's Of- fice from the 14th Judicial Court. Roberts' body was transported to the medi- cal examiner's office in Panama City for an au- Hagan to take advantage of his leadership skills. Waller noted that her office wasn't always user friendly, with the need to tell some that they could not do what they planned under county codes. Jail plans approved The Board approved the revised plans for the addition to the County Jail following a presentation by Sheriff Bobby Haddock and representatives of Pe- ter Brown Construction, the contractor for the jail. It was reported at a re- cent Board meeting that the addition, which is not yet under construction, was considerably over budget due to unforeseen topsy. An arrest warrant was obtained for Alexan- der charging her with an open account of murder. She was arrested by St. Pe- tersburg police and booked into the Pinellas County jail with no bond. She was later transported to Wash- ington County Jail. Carter case goes to pretrial April 18 Tile case of a local woman charged with two counts of felony grand theft is scheduled to go to pretrial on Apriil 18. Kimberly Renee Carter, 32, is charged with two counts of felony grand theft of $300 or more, and two misdemeanor counts of petit theft first degree. According to an affidavit filed by Chipley Police De- partment in January, Carter was working with the WM Vegetable Producers As- sociation of Washington County in Chipley when the alleged crimes took place. During this time Carter was an employee of the association. She took care of its books and checking account. However, thanks to new value engineering that was approved by Haddock, the estimated price has been reduced from $534,432 to $466,038. This does not include architect's fees. Haddock said that the building can be maintained without additional staff, which would cost about $200,000 a year. The ma- terial can be purchased by the Sheriff's Office tax free, which will also re- duce costs. Cope noted that the sooner the addition was built the sooner it could be used to house federal prisoners, which will help recover a great deal of the cost in the long run. The Board approved funding the addition for $466,038 using land-sale money, and to reimburse those funds from revenue from housing federal pris- oners. Haddock recently turned $102,000 over to the gen- eral fund from revenue from housing inmates from outside the county. Meadows announced the sentencing, in Washington County Circuit Court, of Lori Ann McCovery, on a charge of sale of, cocaine. The news came in a press release last week. McCovery, 46, of 613 9th Street, Chipley, was convicted January 24, 2006, for a sale occurring June 20, 2005. Acting Circuit Judge Colby Peel (standing in for Circuit Judge Allen Register) agreed, with As- Haddock also warned the Board that with the expected growth in the county over the next five to 10 years, that it could be necessary to double the amount of jail space in the county. "Because of the foresight of the Board we can do that expansion," Haddock said. Confrontation between commissioner and citizen As Sapp was attempting to adjourn the meeting at noon, Tim Vaughn asked to speak. Vaughn had spoken earlier, asking about the proposed county eques- trian facility at Daniels Lake. He also asked why the Board was terminating Powell's contract, which will be effective once a full-time certified building official is hired. The issue was reported recently by the Washington County News. Vaughn asked why the Board terminated Powell's contract. In December Chipley FFA members participated -in Sub-District contests and did well. The Parlia- mentary Procedure Team placed first. Team mem- bers were scored on their knowledge of Parliamen- tary Procedure as well as their ability to demonstrate how to run a meeting and :to debate different issues. Team members were Philip Draayom, Megan Pledger, Vernon will hold 'straw ballot' ;The City of Vernon is holding an election on . March 14 for mayor and city councilman. A "stra\\ ballot" will be conducted . for the Council seats to alternate the terms of the Vernon City Council arid to adhere to the original intent of the city charter. *HAZ-MATS are Household Hazardous Materials or Wastes Analissa Yohn, Ethan Solger, Caitlyn Prichard and Jared Holt. Skylar Da- vis and Cheyenne Whita- ker were alternates. Caitlyn Prichard won the FFA Creed Speaking Contest at both the sub-dis- trict and district levels. She will compete at the FFA state convention in June. In the Creed Speaking contest individuals recite the five paragraphs of the FFA Creed and answer im- promptu questions. In January the Chipley FFA Agricultural Mechan- ics competed in the State Candidates for mayor are James Boswell and Oscar Ward. The provisions set in Ordinance No. 0-177 are as follows: *All .elected council members will be placed on the ballot, and the constitu- ents will be allow ed to vote for three council members to serve a two-year term. The remaining two council members, with the least ~ I I Preliminary contests which involved taking a written test that covered the areas, of tractor safety and op- eration, electrical wiring, welding, plumbing and land measurement. The team placed third with the top ten teams state wide advancing to the State Contest in June at the FFA State Convention. Recently, the Chipley FFA Horse Judging team competed at the State number of votes, will only serve a one-year term and will be required to seek of- fice again in March 2007. In the Horse Judging contest team members judged halter classes of horses on various confor- mation qualities and they judge performance classes of horses such a reining and western pleasure. The team placed fifth out of 64 teams with the t6p 15 teams advancing to the state contest in April. Team members were Tamarah Wilkins, Justin Cauley, Amanda Abbott and Ben Whitfield. *The two remaining council members who re- ceive the least amount of votes will be designated in alphabetical order as seats four and five. Library craft workshops The Washington County Public Library will be spon- soring a series of craft workshops for adults. The charge for the classes will depend on the cost of the supplies needed.
