Florida Department of Trans-
portation (FDOT) held a public
meeting at Ebro Town Hall
March 7, to inform the public of
the proposed transportation im-
provements to Hwy 79. About
30 people attended the hearing.
FDOT representatives and
engineers from Volkert & Asso-
ciates, Inc,, the design firm that
is preparing the construction
plans, for the project, were on
hand to answer the questions of
residents impacted by the proj-
ect. Drawings of the proposed
project were set up for residents
to view.
SThe main concern of residents
was how\ the proposed changes
Would effect their property. hots
.much would thev be paid. and
when would d the property be
purchased.;
The. following is a brief de-
scription of :the proposed proj-
ects.
This project extends from
north of Environmental Road
to Strickland Road, a distance of
approximately 1.5 miles. From
Environmental Road to Ira Road
the roadway will be constructed
as a four-lane, divided rural
roadway, with five-foot paved
shoulders.

Waller assigned to do planning, jail plans approved

forcement Officer Lynda Waller i
will serve as the county planning
official. The appointment \nas
made at the regular meeting of
the Board of County Commis-
sioners Thursday morning.
The Board voted 4-1, x\ith
Commissioner Ronnie Finch in
opposition, to assign Waller to
the duties being done by Plan-
ning Consultant Ronnie Parker.
Parker told the Board recent l
that he will have to end his con-
tract as of September 30 due to a
heavy workload.
The discussion began re-
garding a job description for a
proposed growth management
official, with that post to be
filled by County EMA Director
Roger Dale Hagan, who is also
supervises Road and Bridge. The
proposal was made at a recent
meeting r the Board.

Pete Herbert included a consider-
able amount of reorganization of
county government. There \\as
also a provision for a transition
period for Hagan to move from
Road and Bridge to growth man-

agement over the next six weeks
to allow him to complete several
projects at R&B.
The proposal sparked consid-
erable discussion. Finch urged
;he Board to hire Hagan to utilize
his leadership skills and long ex-
perience in county government
including service as county ad-
ministrator).


"I don't think we could adver-
tise for a certified planner and get
his knowledge," Finch said.
Other commissioners said that
a major priority should be to hire
more help .for Waller, a need
which hlias been expressed at
Board meetings for some time.
"There's a lot of things we do
here that we do not have time to


think out," said Commissioner
Donnie Strickland. "We need
someone qualified in the field
and certified.:
"We don't need to move from
one post to another. It's not right
for Roger. L\ nda needs help and
Roger is not that person."
Commissioner Lynn Cope
urged that Hagan's position as
EMA director be his first prior-
ity.
Building Official Lloyd Pow-
ell told the Board that Waller
already knew. about growth
management,' and could do the
job. "She needs help under her,
not over her," Powell said. "She
has great experience enforcing
the laws you set forth."
"She definitely needs help with
codes enforcement," said Com-
missioner Lenzy Corbin.
Chairman Jerry Sapp con-
cluded discussion by saying that,
"We've swirled this boat around
in the \ water long enough." The
Board approved tabling further
discussion of the growth man-
aigement position until the next
meeting. and for Hagan to pres-
ent a report on things he needed
to complete at R&B.

Two cases headed for pretrial, cocaine dealer gets 30 years


Alleged axe-murderess
goes to pretrial April 18
Karlene Ann Alexander, who
is accused of the axe murder of
a Washington County man, is
scheduled to go to pretrial on
April 18.
Alexander is charged with
murder, premeditated (homicide
willful killing), assault on an of-
ficer (firefighter, EMT, etc.) and
aggravated battery by a person
detained in prison or jail.
Alexander, 42 years old, of
Chipley, was charged with the
July 24, 2005 axe murder of Wil-
liam Eugene Roberts.
The following information
was provided by the Washington
County Sheriff's Office (WCSO)
in July, 2005.
On July 24, WCSO was
contacted by the St. Petersburg
Police Department. They stated
that a female identified as Kar-
lene Ann Alexander, white fe-
male, age 42, entered the police
department accompanied by

On Wednesday, July 20, Al-
.exander was at the residence
she shared with her boyfriend,
Roberts of 3266 Tumble Creek
Boulevard, Chipley. Accord-
ing to statements, an argument


took place and Alexander struck
Roberts with an axe in the living
room of the residence, rendering
Roberts unconscious. She locked

work together, and had "ab-
solutely no problem" with
working under Hagan.
Waller said that she be-
lieved that she could do

Florida Regional Planning
and Development Council)
if she had secretarial help.
Waller admitted that Parker
would be "a tough act to
follow."
She said that her of-
fice handles an immense
amount of work, and help
would be needed if she
was to have time to fill ad-
ditional duties.
Finch said he received
complaints from the public
about the "demeanor' of
Waller's office in how it
dealt with the public. He
also urged the Board to put
growth management under

truck owned by Roberts.
On July 23, Alexander
showed up at a relative's
residence in St. Petersburg.
After spending the night
with the relative, she left
on Sunday, July 24. After
leaving the residence, Al-
exander called and advised
them that she needed to
return and tell them some-
thing.
She returned and ex-
plained the chain of events
that took place in Washing-
ton County on July 20.
After being .contacted,
NVCSO and the State At-
torney's Office secured the
residence at and obtained
a search warrant. The body
of Roberts was discovered
in the living room of the
residence.
The residence was pro-
cessed for evidence by
the WCSO with assistance
from the Florida Depart-
ment of Law Enforcement
Crime Scene Unit and
Medical Examiner's Of-
fice from the 14th Judicial
Court.
Roberts' body was
transported to the medi-
cal examiner's office in
Panama City for an au-

don't think you're accom-
plishing that just by mov-
ing Lynda up," he said.
Waller noted that her
office wasn't always user
friendly, with the need to
tell some that they could
not do what they planned
under county codes.
The Board turned down
a motion to put Hagan in
charge of growth manage-
ment by a 3-2 margin, with
Sapp, Cope and Strickland
opposing. The Board then
voted 4-1 to hire help
for Waller and for her to
handle planning and to see
how it would work.

Jail plans approved
The Board approved
the revised plans for the
addition to the County Jail
following a presentation
by Sheriff Bobby Haddock
and representatives of Pe-
ter Brown Construction,
the contractor for the jail.
It was reported at a re-
cent Board meeting that
the addition, which is not
yet under construction,
was considerably over
budget due to unforeseen


topsy. An arrest warrant
was obtained for Alexan-
der charging her with an
open account of murder.
She was arrested by St. Pe-
tersburg police and booked
into the Pinellas County
jail with no bond. She was
later transported to Wash-
ington County Jail.

Carter case goes to
pretrial April 18
Tile case of a local
woman charged with two
counts of felony grand
theft is scheduled to go to
pretrial on Apriil 18.
Kimberly Renee Carter,
32, is charged with two
counts of felony grand
theft of $300 or more, and
two misdemeanor counts
of petit theft first degree.
According to an affidavit
filed by Chipley Police De-
partment in January, Carter
was working with the WM
Vegetable Producers As-
sociation of Washington
County in Chipley when
the alleged crimes took
place.
During this time Carter
was an employee of the
association. She took care
of its books and checking
account.

However, thanks to new
value engineering that was
approved by Haddock, the
estimated price has been
reduced from $534,432 to
$466,038. This does not
include architect's fees.
Haddock said that the
building can be maintained
without additional staff,
which would cost about
$200,000 a year. The ma-
terial can be purchased
by the Sheriff's Office tax
free, which will also re-
duce costs.
Cope noted that the
sooner the addition was
built the sooner it could
be used to house federal
prisoners, which will help
recover a great deal of the
cost in the long run.
The Board approved
funding the addition for
$466,038 using land-sale
money, and to reimburse
those funds from revenue
from housing federal pris-
oners.
Haddock recently turned
$102,000 over to the gen-
eral fund from revenue
from housing inmates from
outside the county.


Meadows announced the
sentencing, in Washington
County Circuit Court, of
Lori Ann McCovery, on a
charge of sale of, cocaine.
The news came in a press
release last week.
McCovery, 46, of 613
9th Street, Chipley, was
convicted January 24,
2006, for a sale occurring
June 20, 2005.
Acting Circuit Judge
Colby Peel (standing in
for Circuit Judge Allen
Register) agreed, with As-

Confrontation between
commissioner and citizen
As Sapp was attempting
to adjourn the meeting at
noon, Tim Vaughn asked to
speak. Vaughn had spoken
earlier, asking about the
proposed county eques-
trian facility at Daniels
Lake. He also asked why
the Board was terminating
Powell's contract, which
will be effective once a
full-time certified building
official is hired. The issue
was reported recently by
the Washington County
News. Vaughn asked why
the Board terminated
Powell's contract.
This led to discussion
between Vaughn and Finch,
with Finch telling Vaughn
that it was not appropriate
to discuss the matter in
open session.

Chamber Membership Banquet
The Washington County Chamber of Commerce
will host its Annual Membership Banquet on Thursday,
March 30. This event will be held at the Washington
County Agricultural Center and will begin at 6 p.m. with
a punch reception.
The speaker will be Comedian Mark Klein, a success-
ful humorist and entertainer. Mark started doing comedy
so that he could make extra money while he was pursuing
an English degree at Colgate University. Soon after he
graduated, he began touring the country playing venues
ranging from comedy clubs to large concert halls.
After more than 20 years of live appearances and net-
work TV appearances,,Mark decided it was time to bring
his pro business message to those who appreciate it most
- business people. Mark is now one of the top corporate
entertainers in the market. He now performs for Fortune
500 companies, as well as smaller companies and busi-
ness associations.
You won't want to miss this event or our extensive

Library craft workshops
The Washington County Public Library will be spon-
soring a series of craft workshops for adults. The charge
for the classes will depend on the cost of the supplies
needed. Registration is required and the fee will be due
upon registration. To register for the classes, go by 1444
Jackson Ave. (Highway 90) and ask for Linda or Sandy.
Classes to be offered will be a knitting class on March
21 and 23, a weaving class' on March 28 and 30, a crochet-
ing class on April 4 and 6, and a pine straw basket class
on April 25 and 27. For information, call 638-1314.

KMS Kindergarten registration
Kate M. Smith Elementary School will begin kin-
dergarten registration for the 2006-07 school year on
Monday, April 17. Students must be five years old by
September 1 in order to register.
When you come in to register your child it is important
that you bring the child's birth certificate, social security
card, and immunization record. An updated physical is
also required before the student can attend school.
Please have your kindergarten student enrolled by
May 31 so that a determination of the number of teachers
needed for the 2006-07 school year can be made.
