Mardi Gras

celebrated at

the library
The children .enjoyed Mardi Gras on
February 15 at the Chipley Public Library.
They heard a story and then made Mardi
Gras floats out of shoeboxes that were do-
nated by the Friends of the Library. The
children had a great time creating the floats,
and came up with a number of original and
colorful designs.

'Wal-Mart' laws being tracked by Florida Chamber

JAY FELSBERG
Managing Editor .i
There is a movement in
several state legislatures to
pass so-called "Wal-Mart"
laws that make retailers
in a state with a large
number of employees pay
a sizeable percentage into
mandatory health-care
benefits.
According to an ar-
tide in the February 16
Wall Street Journal On-
line, these laws are being
pushed by major unions
and are gimed at just a few
very large employers.
That is, they are only
being aimed at large com-
panies for the time being,
according to the Florida
Chamber of Commerce.
According to Pam Te-
dasco, regional advocate
for the state Chamber, any Pam Tedasco, regional ad'

amendments. Those are the
only things checked. There
is no judgment on subject
matter."
Tedasco called the
amendment process "a
valid, good right." She also
said, however, that special
interest groups use the pro-
cess as a "loophole" to.get
things passed into law that
could not be passed other-
wise. Florida is one of 18
states that allow such an
amendment process, "and
ours is the easiest," she
said.
State laws allow the use
of paid petition gatherers.
and any signature gathered
is valid for four years. This
allows the same petitions
to be used repeatedly.
The process is strongly
influenced by big-money
donors. In 2004 about $70
million was spent on just
six initiatives.'/, '
SIt-usually-costabout $2-
4 million to get a measure
on the ballot. There are
54 initiatives expected to
be submitted for the 2006
election. ;
The process is also ram-
pant with fraud, Tedasco

said. In one example peti-
tion gatherers were paid
minimum wage to get
10,000 signatures. Oppo-
nents of the amendment or-
ganized a phone bank, and
when those who signed the
petition were called, about
90 percent were found
fraudulent.
Very few voters read
amendments carefully, Te-
dasco said.
The state Chamber sup-
ports legislation to better
regulate the process, in-
cluding .making the dead-
line February 1 so voters
have more time to study
amendments.
The Chamber also sup-
ports legislation requiring
that an amendment must
have 60 percent or more of
the vote to pass, that there
are provisions against
subjecting anyone to an
"undue penalty" because of
an amendment, and a \wide
range of solutionsto fraud
problems.

legislative agenda, go to

ACS: Number 3 cancer killer is largely preventable

As the nation marks the
seventh annual National
Colorectal Cancer Aware-
ness Month in March, the
American Cancer Society
(ACS) is raising awareness
that this third most com-
mon cause of cancer and
cancer death in both men
and women in the United
States (causing 10 percent
of all cancers) is largely
preventable.
The Society estimates
that this year 150,000
Americans will be diag-.
nosed with colorectal can-
cer (commonly referred to
as colon cancer) and over
55,000 will die of the dis-
ease a number that could
be cut in half if Americans.
followed ACS testing rec-
ommendations for colon
cancer.
Despite overwhelming
evidence that screening
tests can save lives, many
Americans still are not fol-
lowing recommendations
from the ACS and others
for early detection. Per-
haps the least understood
and most compelling
aspect of colon cancer is
the fact that colon cancer
can be stopped before
it starts if precancerous
polyps are found and re-

moved through screening
endoscopy (colonoscopy
or flexible sigmoidoscopy),
thereby avoiding the dis-
ease completely.
Early colon cancer often
has no symptoms, which is
why testing is so important..
Getting tested is especially
critical for Americans age.
50 and over as more than
90 percent of colon can-
cer cases are diagnosed in
people over the age of 50.
When colon cancer is
detected at an early stage,
it has a 90-percent survival
rate. Still, fewer than four
in 10 (39 percent) of these
cancers are discovered at
this stage. According to the
ACS, increasing colon can-
cer screening among adults
50 and over represents the
single greatest opportunity
to decrease colon cancer
death rates in this country.
The reasons for low test-
ing rates include many mis-
conceptions. Many people
assume only those with a
family history should be
tested. While those who
have a family history of
the disease are at increased
risk, the majority of cases
occur in people whose only
risk factor is their age so
everyone over 50 should

be tested. Others think test-
ing is necessary only once
symptoms arise. Yet symp-
toms are often a sign that
the disease has progressed
into more advanced stages.
Testing is most effective
when a patient has no signs
of illness.
The Society also empha-
sizes the major role doctors
play in increasing testing
rates. "Physicians are the
most important factor in
getting patients tested for
colon cancer," said Durado
Brooks, MD, the Society's
director of prostate and
colorectal cancer. "If your
doctor recommends it,
you're more likely to get
tested. Doctors have so
much to cover in so little
time, but they need to take
the time to emphasize the
importance of testing. The
American Cancer Society
can help with materials
to educate their patients."
Physicians can find infor-
mation to aid them by go-
ing to the Society's Web
site at www.cancer.org/
colonmd.
The ACS has just pub-
lished a new book to help
patients and caregivers
better understand colorec-
tal cancer The American

Cancer Society's Complete
Guide to Colorectal Can-
cer. As comprehensive as
it is easy to read, the new
guide covers everything a
person should know about
colorectal cancer, from
risk factors to preven-
tion to testing, treatment
choices, coping, and life
after treatment.
Written by a team of
more than 50 experts and
punctuated by real-life
stories from patients, this
empowering new book
takes readers step-by-step
through the physical and

Board of Commissioners meets in regular evening session

Evening meetings
are proving
to be popular '

JAY FELSBERG
Managing Editor
The Washington County
Board of County Com-
missioners met in regular
session Thursday evening,
February 23 at the County
Annex on South Boule-
vard.
The evening meeting,
(which begins at 5 p.m. on
the fourth Thursday of the
month) drew a good-sized
crowd, including many
everyday citizens who
could not attend the tradi-
tional morning meetings
because they had to work.
Several of those attend-
ing commented favorably
about having an evening
meeting.
In addition to the news
reported -recently in the
Weekend Edition, the
Board conducted the fol-
lowing business at the
meeting:
*Approved an ordinance
banning gasoline-powered
boat motors from Boat
Lake in Sunny Hills. The
ordinance makes a viola-
tion a second-class misde-
njeanor, carrying a fine of
up to $500 and loss of priv-
ileges to use the lake and
park area. Boaters- could

still use electric motors.
Commissioner Ron-
nie Finch said that this
ordinance would not set a
precedent for other lakes.
"We'll do others on a case-
by-case basis," he said.
*Accepted the low bid
of $13,820 from South-
east Surveying to do
topographic and boundary
surveying for the Mud Hill
landfill to ensure compli-
ance with state Department
of Environmental Protec-
tion regulations.
Other bids were from Al-
len Nobles ($42,800), Gib-
son Surveying & Mapping
($20,000), and Bannerman
Surveyors ($14,980). The
bid may be subject to fur-
ther negotiations.
*Approved paying
Southeast Surveying
$5,520 for the Gap Pond
project and $18,965 for the
Rolling Pines Road project.
Both are grant funded. No
decision was announced
on the Daniels Lake
project ($10,940) and the
Union Hill Road project
($8,900).
*Approved a request by
Ted Everett to close Larkin
Road for the Third Annual
Hard Labor Creek Scram-
ble March 24-26. The pop-
ular motocross event draws
about 600 racers and about
1,200 total attendees who

*Approved accepting the

*Approved accepting the
deed for Wilder Park.
*Approved the contract
with Deanco Auction for
them to auction off surplus
trucks and motor grad-
ers, pending review of the
contract by Board Attorney
Gerald Holley.
*Approved allowing
Child Safety Shelters, Inc.
to build six school bus
shelters in the Greenhead
area.
The program comes
through the state Depart-
ment of Transportation and
is funded by selling spon-
sorships for each shelter.
*Approved designating
two trucks for use by west
side operators of the Pub-
,lic Works Department.
*Approved building an
inventory shed for Public

Works. The county would
supply the material. An
inmate crew would build
the shed when a crew is
available.
*Approved transferring

torical Society. One use
would be to compile a list
of who is buried in county
graveyards.
*Approved using contin-
gency funds for $14,492
worth of repairs on Falling
Waters Road.
*Heard County Adminis-
trator Pete Herbert report
that responsibilities of the
new Growth Management
Department "have kind of
grown."
A more complete report
will be presented at the
March 9 meeting, which
begins at 8 a.m. at the
County Annex.
*Approved the supple-
mental budget resolution
of $33.67 million after a
public hearing.

Funding" will come from
the transportation budget.
*Approved closing Clark
Lane to everything but lo-
cal traffic while work is
being done on the road.
*Approved posting
Crystal Lake Road with
no through truck signs in
hopes of stopping tractor-
trailer drivers from tearing
up the road.
*Approved providing fill
on Fanning Branch Road.
This would go a long way
to making the 25 percent
local match required for
the project.
*Sent questions about the
Sikes dirt pit operation to
the state Department of
Environmental Protection.
Herbert said that owner
Lamar Sikes came and

showed his permits and
said he is confident that
his operation is legal. Her-
bert said that Sikes invited
County officials to tour his
operation and see that he
is not trying to devalue
anyone's property. Sikes
has permits to come and
go on Hwy. 77 and Hwy.
20 in Bay County. County
Engineer Cliff Knauer will
make a report next meet-
ing.
*Approved paying in-
voices on work done on
the holding pond and the
Recycling Center.
*Approved paying
$1,700 to repair the sep-
tic tank and drain line for
the house at the beef unit.
Middlebrooks of Bonifay
was the only bidder. The
work would cost some of
the sod fields.
