Pulp mill invests millions in river clean up

For over 50 years the people
of Perry have reaped the
economic benefits ofBuckeye
Florida in the operation of its
pulp mill. From employment
to taxes paid to Taylor County,
Buckeye has continued to be
a major player in shaping the
role of this northern Florida
county.
And it hasn't come without
a price.
Clean Water Network
(CWN) of Florida, a
grassroots environmental
group led by Linda Young,
maintains that the monies
contributed to the economy
are not worth the sacrifice
of the Fenholloway River.
Last month Young came to
Cedar Key to warn residents
of the evil that Buckeye was
plotting that would ultimately
turn their beloved Gulf Coast
into a dead, forsaken body of
water..
Though several Buckeye
employees were in attendance
that night, and listened
politely as their company
was attacked, they were not
given an opportunity to refute
Young's claims.
And Buckeye has plenty to
say.
'The situation is
complicated. There are
several chemical equations
that figure into the story,
along with legal terms and
technological phrases. But in
short, what it all boils down
to is twofold: A) Buckeye
is in compliance with all
regulations handed down
by the state's Department of
Environmental Protection
and the Federal Environment
Protection Agency and
B) Buckeye is the first to
recognize that things aren't as


good as they should be and it
is taking multi-million dollar
steps to fix them.
HISTORY
In 1947, the state of Florida
declared the Fenholloway
River a Class III industrial
river by a unanimous vote
from- both the Senate and
House of Representatives.
In 1952, Cincinnati-based
Proctor and Gamble started
construction on the pulp mill,


which opened for business
in 1954. In 1993, P&G sold
the Perry plant which is now
publicly owned Buckeye
Technologies Inc., based in
Memphis, Tenn.
The river itself is, at some
points, narrow enough to
ford afoot and is shallow in
many areas. Buckeye's Dan
Simmons, the public affairs
manager, said that in seasons
of drought, there is little water


in the river and Buckeye's
discharge is a significant
increase to the river's body.
In its heyday, before the
1947 legislation, the river
was used for fishing and
recreation and a bottled water
company was on site..
THE PRODUCT
A steady queue of logging
trucks waits in line to unload
thousands of slash pines at
the Buckeye mill. One after


another, they pull under a
mammoth crane that hoists the
cut timber in one fell swoop
from the truck's bed to begin
the process of making pulp.
Nearby, other semi-tractor/
trailers, loaded with wood
chips from area sawmills,
are tilted at an acute angle
to empty their wares onto a
mountain of wood chips.

One by one last week, the Levy County
Board of County Commissioners voted
to approve preliminary plats for four new
subdivisions.
Financial Fidelity's plat calls for 26.47
acres to be developed into 11 residential
lots called Golden Oaks Manor.,
Ann Harrington who lives in Marion
County, but near the property, told the
Planning Commission Monday night she
opposed the property because traffic is
already steady and noisy on the highway.
The area is zoned rural residential and is in
a low density land use area.

Island.Development's preliminary plat is for
seven, one-acre lots known as Reserve. Located
in a rural residential zone, its designated land
use is medium density.
Big Oak Farms is being developed by Barclay
and Margaret Kirkland. Located near Fowler's
Bluff, the 49 acres will be cut into four 10-acre
lots.
Meadow Wood is being developed by Mike
and Sandra Pardue. Located near the Fanning
Springs Municipal Service District, the devel-
opment of 32 one-acre lots will have under-
ground utilities and deed restrictions.
Pardue, a surveyor, was also representing a

traditional Maundy Thursday

This year the youth will
present the play, "The Upper
Room" written by Gary R.
Shiplett. The play is a re-
enactment of the Last Supper
and is being directed by
Peggy Rowe and co-director
Lois Martinez.
Following the play the
congregation is invited to
share in the Lord's Supper
and receive communion.
Fellowship and a sampling
of the Passover meal will be

A Good Friday service will
be held at 7 p.m. on April 14.
The annual community
sunrise service on Easter

Harris will speak at GOP club
Katherine Harris, candidate for the U.S. Senate, will be"
the featured speaker at the April meeting of the Yankeetown-

FIRST PUBLIC HEARING NOTICE
Levy County is considering applying to the Florida Department of Community Affairs (DCA) for a Small Cities Com-
munity Development Block Grant (CDBG) of up to $750,000.00. These funds must be used for one of the following
purposes:
1. To benefit low and moderate-income persons; or
2. To aid in'the prevention or elimination of slums or blight; or
3. To meet other community development needs of recent origin having a particular urgency because existing
conditions pose a serious and immediate threat to the health or welfare of the community and where other financial
resources are not available to meet such needs.
The categories of activities for which these funds may be used are in the areas of housing, neighborhood revitaliza-
tion, commercial revitalization, or economic development and include such improvement activities as acquisition of
real property, loans to private-for-profit business, purchase of machinery and equipment, construction of infrastruc-
ture, rehabilitation of houses and commercial buildings, and energy conservation. Additional information regarding the
range of activities that may be undertaken will be provided at the public hearing.
For each activity that is proposed, at least 51% of the funds must benefit low and moderate-income persons.
In developing an application for submission to DCA, Levy County must plan to minimize displacement of persons as a
result of planned CDBG activities. In addition, Levy County is required to develop a plan to assist displaced persons.
The public hearing to receive citizen views concerning the community's economic and community development needs
will be held at the Levy County Board of County Commissioner's Meeting Room, 355 South Court Street on Tuesday,
April 18, 2006, at 9 am. For information concerning the public hearing, contact Dick Tummond, Housing Specialist,
(352) 486-5376.
The public hearing is being conducted in a handicapped accessible location. Any handicapped person requiring an
interpreter for the hearing impaired or the visually impaired should contact Dick Tummond at least five calendar days
prior to the meeting and an interpreter will be provided. Any non-English speaking person wishing to attend the public
hearing should contact Dick Tummond at least five calendar days prior to the meeting and a language interpreter will

All County Band wows 'em


Members of the Bronson,
Chiefland and Williston bands
met once again to spend three
days filled with music.
The Levy County All-
County Band rehearsed
Wednesday, March 15
through Friday, March 17
The members practiced
19 hours over the three
days and performed their
concert Friday, March 17 in
the Chiefland High School
Auditorium. The concert
ended with the crowd favorite
Encanto by Robert W. Smith.
After the final cut-off from
the conductor all that was
heard was "WOW" followed
by applause.
The guest conductor for
this year's Levy County All-
County Band was Dr. Jeff
Traster of the University of
Tampa in Tampa.
Dr. Traster is the Director
of Bands at .UT and the
Chair of the Department of
Music. His animated and
lively personality helped to
create a fun and educational
atmosphere for the three
days, a spokesman said. Dr.
Traster not only brought with
him skills and techniques for
the students to learn but also
for the three band directors.
The most outstanding news
to come out of this year's All-
County is the story of Hope
Young.
Young is a senior at
Bronson High School and on
the first day of All-County
she talked with Dr. Traster at
length and told him she was
interested in attending the
University of Tampa.
She must have made a good
impression upon him because


Quilters hear

Log Cabin Quilters met
Thursday, April 6 at the Levy
County Quilt Museum. Two
quilts were put together and
quilting was started.-We still
have one to go and it will go
in next week.
We had a wonderful day
on Saturday, April 1. It was
great to have live music and
if all goes well, we will start
our Pickin' on the Porch in
September when the Cedar
Key. Mountain Band comes
from Maryland.
We also had Todd Troyer
to bless our building. We do
this at different times and
it makes us feel so good.
He said a beautiful blessing
and then enjoyed the gospel
music. Thank you, Todd,
Today we also had Jim
Foran and Scott Coker from
the ambulance service to
answer some questions. We
learned a, lot and were shown
the inside of the ambulance to
see what may have to go on if
you have to use the service.
They stayed and had lunch
with us. It was educational
and we did have questions
answered.

second day ofAll-County with
news that he had arranged for
her to audition for the music
department the following
week. He also arranged a
campus tour, meeting with
admissions counselors and
such.
Less than a week after All-
County Young was informed
that she had been accepted
into the University and the
Music Department. She has
been awarded the- Dean's

The uplifting story
On the first day of the week, very early in the morn-
ing, the women took the spices they had prepared
and went to the tomb. They found the stone rolled
away from the tomb, but when they entered, they did not
find the body of the Lord Jesus.
While they were wondering about this, suddenly two men
in clothes that gleamed like lightning stood beside them.
In their fright the women bowed down with their faces to
the ground, but the men said to them, "Why do you look for
the living among the dead? He is not here; he has risen!
Remember how he told you, while he was still with you in
Galilee: 'The Son of Man must be delivered into the hands

All veterans gave something
To the editor:
March 6, 2006, I read an article in the Sound Off column
in the Gainesville Sun. Someone said that the VA Hospital
in Gainesville 'was overcrowded. If we could just take care
of the veterans who have combat injuries and disease, we
would probably eliminate 85 percent.'
When you say combat connected, you sound just like
Bush. It is bad enough that we, veterans, from previous
wars have to listen to those disgusting words "non-service
connected."
Now Bush has come up with the words "non-combat
connected." I am sure you were never in service and I am
sure you never will be.
We, veterans, who offered our lives for what used to be
our country know only too well how some low lives found
ways to beat the draft.
We non-service connected vets feel like maybe we should
apologize because we were not wounded, did not lose a limb
and just maybe we should apologize we. survived, and how
about those vets you call alcoholics and druggies. I sure wish
I had the time to explain things to you, but to put in the way
I feel about these vets is some gave their arms, legs, some
gave their lives, but these vets give their minds.

worked for and fought for this country that used to be ours,
and also kept you safe so you could make dumb statements.
The VA Hospital in Gainesville is way overcrowded
because it has to take all of North Florida and South
Georgia. It is one of the four VA Hospitals that do major
surgery now. They are also receiving patients from Miami.
We do not have enough doctors and nurses to take care
of the patients, mainly because Bush has cut the VA's
budget drastically. But we can thank God that we have a
hospital with doctors and nurses who help us. That is Shands
Hospital for all the great work they have done for the vets,
poor and elderly. I feel like they are truly the hospital with a
heart.

As president of the Humane Society of Levy County
Inc., I thank all the members who continue to support our
mission. I would like to express my deepest thanks to the
rescuers that have networked with us to rescue the adoptable
animals that pass through our local shelter. I thank David
Weatherford, assistant director of Levy Couinty Animal
Services and his staff who have bent over backward to work
with us to reduce the number of animals that we have.had to
say good-bye to in the past year.

James Roach, who just
moved to the neighborhood
and found that his best first
impression was to pick
on me and trash my stuff,
decided he wanted to take
it for a ride down a nearby
hill. He did and sprained his
ankle and cut his elbow.
The beauty of this
machine was that the weed-
wacker engine was in no
way attached to the wheels.
I wasn't a very good
engineer at all.
But I did know that
James would think that a
power-skateboard-trashcan-
doohickey would be cool.
So, before he tried to give
me.a wedgie, I carried the
trashcan to the hill, turned
the engine on and wished
James bon voyage. I never
forced him to get in--what
did he think would happen?
Ever since I can
remember, I've tried to
come up with innovative
approaches to annoying
problems, such as Roach. He
used to put me in trash cans,
so I put him in one-with a
bonus ride.
Some ideas didn't work.

When faced with issues, I
always try to come up with

why I feel I would make a
good lawyer.

Law consists of rules
based on creativity. The
huge, broad system of
laws was created to solve
problems between people in*
the most ethical way. This
means lawmakers have to
come up with innovative
approaches to each dilemma
so the problems are solved
now and forever, without
creating future problems.
This takes creativity.
Part of my job as a
journalist is to bring up
issues that affect the
public. I've written about
many issues in Levy
County, mostly growth.
Unfortunately, this is where
the story ends-journalists
don't usually solve problems,
they make the public aware
of problems so they can be
solved.


A lawyer's job is to come
up with a fair solution to
these issues. Sometimes,
this solution can be found by
applying solutions of similar
circumstances. At other
times, one must get 'trash-
can-on-skateboard-with-
engine' creative to solve the
problem ,
Bot journalsts and
lawyer aie equally '
important, but I really want
to get in on the problem
solving part.
In less than a month, I will
be leaving this newspaper,
graduating college and then
I'll be headed off to law
school. I will truly miss
journalism.
I've met presidential
candidates, felons, refugees,
dancers and Darth Vader
as a journalist for either
the Gainesville Sun or the
student-run independent
Florida Alligator.

As a writer for this paper,
I've had the pleasure of
writing about a fabulous
growing community that has
managed to keep its small-
town charm. I will never
forget this experience, and
I hope to someday live in a
community such as yours.
Maybe someday I'll come
back as a lawyer and solve
some problems in Levy
County that the Journal
brought up.

Don't get

caught in

May chaos

.T he final days leading
up to May 15 will
almost certainly be
chaotic at Medicare offices.
That's the deadline for se-
niors to enroll in the new pre-
scription drug benefit without
paying a penalty of higher
premiums. Phoiie.lines will :
be jammed and websites will
be clogged. The organiza-
tions now helping seniors
sign up will be overwhelmed
by the last-minute rush to
enroll.
That's why seniors
shouldn't wait until May to
pick a plan. The final month
of the penalty-free sign-up
period is almost here. But
while more than 27 million
seniors are now participating
in the new drug benefit, mil-
lions more eligible seniors
have yet to enroll.
Why are so many ignoring
a program specifically de-
sighed to save them money?
Perhaps it's because the
newspapers and airwaves are
filled with criticisms that the
drug benefit is just not good
enough. A recent poll found
that an astounding 41 percent
of drug benefit enrollees
thought that political attacks
on the program made other
seniors less likely to sign up.
That's a real shame.
Because it doesn't mat-
ter whether the program
could benefit from some
tinkering in the future. What
does matter is that the drug
benefit is a valuable insur-

Like most families,
mine was deeply rooted in
tradition during the holiday
season.
Rising early, my brother
and I would search for
the hidden Easter baskets
brought during the night by
the illusive Easter Bunny.
The baskets weren't out in
the open. No. We really had
to search.
One Easter when I was on
the brink of tears because I
still hadn't found mine, my
father miraculously opened
the flour bin of the kitchen
cabinet and there it was. He
instantly became my hero
and naive as I was, it was
years later before I realized

We always went to Mam-
maw's for dinner and with
all of the out-of-state cousins
in tow, we hunted eggs in the
hillside garden. We learned

Man charged with capital sex offenses


Bond was set at $1.2 mil-
lion for a Bronson man ac-
cused of capital sexual bat-
tery on a child under the age
of 12.
Eddie Lebron, 28, was
charged April' 3 with two
counts capital sexual battery
and four counts lewd and las-
civious molestation on a vic-
tim under 12 years old.
Authorities were called in
to investigate after the Child
Protection Team received a
report alleging the abuse.
Arrests reports indicate
that an eight-year-old and a
five-year-old are the victims.
The graphic report indi-
cates that the children were
sodomized and subjected to
pornography, in addition to
other sexual behavior.

As president, I would like
to have a facility which I am
close to for the well being of
.our pets. The objective of the
facility will be for spaying
and neutering and a place for
us to showcase our rescued
adoptable animals. We are
trying to work toward low
cost spay/neuter services for
residents of Levy County.
Humane Society of

Emergency Preparedness
Trailer (45 feet) that is being
outfitted with portable cages,
cabinets, food, medical
supplies, towels and blankets
for Emergency Disaster
Support. The trailer can
be moved to Emergency
Pet Sheltering Facility for
support. We look forward
to assisting Levy County
Animal Services during
a Disaster Preparedness
situation.

when it came to big gatherings. There
weren't scores of cousins (in fact, only one)
and so the hunt was usually just the three of
them--several times over.
But what I remember most were the morn-
ings when I was the only one brave enough
to face the dawn for sunrise services.
There is something so serene, so calm, so
enchanting about getting up before anyone
else and having a cup of coffee as you and
God welcome the day.
I have communed with Him many times in
my living room before I even made it to the
outdoor worship service.
Once there, whether Easter was in March
or April, it was always chilly but I basked
in His goodness, mercy and love before
heading into the fellowship hall for break-
fast. Then I scurried the 10 miles home, got.
everyone else up and ready and headed back
to church.
Things have changed.
The Easter Bunny bypasses my house, I
haven't dyed eggs in at least six years and
I haven't been to a sunrise service in who
knows when.
The family is scattered. There are no gath-
erings and yet Easter comes and is the same.
This weekend, I will head to Lake Wales
to visit with my snowbird aunt and uncle
before they sojourn to frigid Michigan for
the summer.

long forgotten and dinners that will never
be again. We will sit in the sunroom until it
is too cool and we'll retire late, only to rise
early for church.
Afterward we'll go out for lunch and then
we'll part.
No homemade food. No egg hunts. No
new clothes (but my aunt will have a hat--
guaranteed).
I will return to Chiefland six hours later
because traffic on the Turnpike and 1-75
will be horrendous as thousands of winter-
ing residents decide to head north.
'I will arrive home in just enough time to
sign my tax return, write out a check and
mail it when the post office opens Monday
morning.
But I will not be dwelling on the IRS.
Instead I will give thanks for a safe jour-
ney, family that is close by, the renewal of
life and the blessedness of Easter.
New memories will be made and tucked
away with the old.
Life will be as it should.
Except my bank account which will be
mourning a loss and wishing the Easter
Bunny had brought a basket of money

percent to the cost.
Seniors who are feeling skeptical ''
confused should listen to those who already
are enrolled. New enrollees in the Medicare
drug benefit are overwhelmingly satisfied.
A survey by America's Health Insurance
Plans found that 84 percent of those who
have enrolled had no trouble signing up or
using their benefit. Only 3 percent of seniors
polled had trouble enrolling. Most seniors
- 85 percent have experienced no problems
using their new benefits, and 59 percent
already are saving money.
The drug benefit is offering more and
better choices than anyone anticipated when
Congress crafted the program. The govern-
ment estimated that seniors-would pay $37
a month in premiums for their Medicare
drug coverage. But the average premium has
turned out to be much lower $25 a month.
Competition among the private insurers
offering plans has resulted in some great
deals. Some prescription drug plans, for
example, cost as little as $5 a month. Others
eliminate the $250 deductible before cover-

from the very first dollar they spend.
Some plans are even providing drug cov-
erage in the infamous "doughnut hole" the
gap in the standard plan where insurance
coverage is interrupted between moderate
and high drug expenses.
Even The New York Times, the venue
of choice for many of Medicare's critics,
is finally coming around, recognizing that
seniors are benefiting enormously under
the program. The paper recently reported,
"Those who have signed up say the total
cost of all their drugs under Medicare is
ofien lessitlian the amount they were paying
for just one prescription in the past."
The Times gave the example of a couple'
that together takes 24 medications. With the
new benefit, their drug bills "will plunge
to $4,900 or less a year, from more than
$25,000." That's an incredible savings.
It would be a real travesty if political
attacks kept some seniors from seeing real
savings on their prescription drug bills,
With premiums starting at less than $5 a
month, they have next to nothing to lose by
signing up. By law every plan must offer
access to drugs in every medical category.
And once you enroll, you can switch plans.
Seniors shouldn't wait until May 16 to
realize what millions of others already have
- perfect or not, the new Medicare drug
benefit is a good deal.

Getting bogged down with details


Horse Hole Creek asks for extra weekend

Mud bogging is catching
on and the owners of Levy
County's bogging pit want to
.expand their operation, but
the Levy County Planning
Commission isn't prepared to
agree-yet.
Last week at its regular
meeting, Robert and Faye
Wells who operate Horse Hole
Creek Off-Road Events offUS
Highway '19, north of Inglis,
petitioned the commission
for an amendment to their
special exemption permit.
The couple was permitted
to operate one weekend each
month and specific holidays.
They asked forthe amendment
to include a second week, plus
all holidays and add camping
and other commercial and/or
recreational uses not currently
permitted in the F/RR zone.
Those would include, but
not be limited to, paintball
weekends, car shows and
concerts.
When presenting the
application, Rob Corbett
from the planning and zoning
office, showed the planning
commission members
several problems found at
the establishment including
a pole barn that was being
used for a concession stand
and did not have the required
building permit or health
department permit. Corbett
also said though it had not

been substantiated, the health
department believed that
unlicensed food vendors
were also on the premises
and thai camping was already
taking place prior to the
monthly event and through
the weekend.
Corbett said if car shows
were permitted, it could
necessitate a rezoning to C3
since sales may occur.
Camping would also
require special permitting
because' amenities such
as a water source, toilets
and a bathhouse would be
required.
Staff findings noted at least
10 different things that would
be required in order for the
application, as presented, to
be approved.

weekends, no unlicensed
food vendors, the pole barn
could no longer be used as a
concession stand and all food
vendors must be approved
by the health department,
paintball activities would
be restricted to the 99 acres
and the Wellses would be
responsible for all clean-up
and a source of potable water
would need to be identified.
Corbett, who is also
responsible for code
enforcement, said any code
violations would be processed
and he intended to check the
,establishment carefully now
that he knows of potential
problems.
Mr. Wells told the planning
commission this was the first
he had heard, of any problems
and Corbett said a copy of


his review had been mailed
to him. Mr. Wells said he had
not received any mailing prior
to last Monday's meeting.
He attempted to answer
some of the allegations
brought by Corbett. Mr.
Wells said there are two self-
contained food vendors who
frequent Horse Hole Creek
and each has been licensed.
He said the pole barn is
not used as a true concession
stand, only for selling bottled
water and non-perishables.
No food is cooked on-site, he
said.
The only person who has
ever camped there, Mr. Wells
said, is an employee who
comes in on Friday before
the Saturday/Sunday event to
help set up the weekend.
Horse Hole Creek is also
required to have, and pay for,
two deputies on site during
the event, as well as fire and
EMS personnel.
Sheriff Johnny Smith, who
was in the audience, told the
planning commission that to
the best of his knowledge,
the couple ran a good
operation and there had been
no reports of problems from
their weekend mud bogging
activity.
The planning commission
told Mr. Wells they believed
his application to be
incomplete, because it did not
spell out what his intent is for
the extra activities, including


Levy facing principal shortage

With three of four high
school principal positions
vacant in the fall, CliffNorris,
Levy County Superintendent
of Schools, is offering
incentives to entice more
applicants.
"There are eighthighschool
vacancies in the area, so we
need to offer something that
will keep us competitive,"
Norris said.
The school board passed
an incentive Tuesday that
allows new administrators,
such as a school principal,
to receive, $3,000 if they
maintain residence within the
school district.
High school administration
positions are the hardest to
fill, Norris said.
Norris also said the panel
would look into increasing
overall pay for school
administrators in the long
run.
"We can only go as far as
the money we have,".Norris
said.
The school' board
recognized the achievements
of the Williston Junior Army
Reserve Officer Training
Corps at the meeting. The
unit's four-female color-
guard presented the flags for
the pledge of allegiance to
open the meeting.
"We've, had a phenomenal
time this year," said retired
Army Sgt Maj. Raymond
Douyard. "I did hot know
*there were such good kids in
Levy County."

state in competition-best
out of Florida's first-year
programs.
Students with four years
of junior ROTC can enlist at
a higher pay-rate after high
school than those without
training.

The attorney added that

divide his request in two parts,

weekend from the rest of the
request; wait until he could
complete the application by
presenting the commission
with what it needed to know;
or take his chances with the
application as is and risk a
denial. Once the commission
has issued recommendation
. for denial, the petitioner must

a second weekend, opted
for the first choice and will
present his case for the other
request at a later date. He also

Neighbors of the facility,
including Jimmy Hall,
complained about noise
levels on the weekend it
is now opened. Hall said
levels were so high, it was
impossible to hunt in the
adjacent management area.
Both men complained of
traffic congestion along
Highway 19 with one calling
Horse Hole Creek "a small
Disney World."
Don Diamond, an Inglis
businessman who sits on that
town's planning commission,
said his town always
welcomes the mud boggers.
"They buy our gas, eat in our
restaurants and stay in our
motels," Diamond said.
The commission voted
unanimously to recommend
the permit's amendment for
an additional week and tabled
the other request in order
for the couple to prepare a
detailed business plan.

Michael Jay Edwards
Michael Jay Edwards of Trenton died Saturday in Gaines-
ville. He was 19.
Mr. Edwards was a lifelong resident of Trenton. He attend-
ed Trenton High School and worked as a roofer. He enjoyed
fishing, motocross and working on cars. He attended Jones-
ville Baptist Church in Jonesville.
Survivors include his parents, Richard and Jean Edwards
of Trenton; his fiancee, Rachel Sexton of Alachua; brothers
Chad Edwards, Brandon Edwards and Jonathan Edwards, all
of Trenton; his paternal grandmother, Linda Edwards of Ar-
cher; his maternal grandmother, Linda Hodge of Archer; and
his maternal grandfather, Jackie Stephens of Hawthorne.

Rebecca Gene Faulkner of Trenton died Friday at Shands at
AGH after a long battle with cancer. She was 47.
Mrs. Faulkner was born in Detroit and moved to Trenton 12
years ago after living in Gainesville for 30 years.
She was a travel agent.
Survivors include her husband, Robert Faulkner of Trenton;
daughters Shannon Mulligan of Chiefland, Amanda Cline of
Fort White and Candice Faulkner of Trenton; a son, Keith
Faulkner of Trenton; sisters Paula Strow, Terry McCall, Sher-
ry Harding and Patricia Rose, all of Ocala; and three grand-

Rosie Lee Morrow Glanton
Rosie Lee Morrow Glanton of Cross City died Friday at
North Florida Regional Medical Center. She was 67.
Mrs. Glanton was born in Elaine, Ark., and moved to Cross
City in 1974 from Avoca, N.Y.
She was a homemaker.
She was a member of Triumph The Church and Kingdom
of God in Christ, where she was recording secretary, chair-
woman for the Benevolent Committee and president of the
M issionary-Bandq-istiet. ....--.--.--...-
i She was also the supervisor for the Advanced Schools of
Wisdom, which is the Sunday school program for the church,
for Hamilton County and Suwannee County, and she served
as the district's financial secretary.
She was the past president of the Ebony Women's Club.

Sr. of Cross City; her mother, Lena Mae Sanders Harris of
Okolona, Miss.; her step-mother, Lottie Morrow of Snow
Lake, Ark.; sons Johnnie F. Glanton Jr. and Ronnie Glanton,
both of Cross City; a daughter, Faye Jean-Baptiste of Fort
Lauderdale; a brother, Larry Harris of Aberdeen, Md,; sisters
Celeste George and Bobbie Jones, both of Helena, Ark., Billie

Margaret Carrabelle Graham
Margaret Carrabelle Graham of Chiefland died Saturday at
Ayers Health and Rehabilitation. She was 98.
Mrs. Graham was a lifelong resident of Levy County.
She was the owner of The Graham Restaurant, The Dutch
Girl Restaurant, and she also worked in real estate.
She worked for the federal Green Thumb Program and
Meals on Wheels.
She was a member of the First Baptist Church of Chief-
land.
She was preceded in death by her husband, Wilkx Call Gra-
ham Sr., stepsons Stancil Graham and W.C. Graham Jr., and a
great-grandson, John Watson.
Survivors include a son, Kenneth Andrew Graham of
Chiefland; a daughter, Ida Mae Watson of Chiefland; a sister,
Flaudia Key of Chiefland; 10 grandchildren; 25 great-grand-
children; and 29 great-great-grandchildren.

OBITUARIES


Leonard Parks Griffin
Leonard Parks Griffin, 88, died Monday, April 10, 2006 at
Haven Hospice in Chiefland.
Born July 18, 1917 in Williston, he grew up there and grad-
uated from Williston High School.
As a young man, he moved to Chiefland. He and his wife,
Marie Mims Griffin lived on the same farm in Chiefland for
the past 61 years. He was a farmer, and he was a manager of
the Farmers' Mutual Exchange farm store of Gold Kist, from
which he retired after 18 years.
Gold Kist is a farmer-owned cooperative. Gold Kist is
among the top five poultry producers in the United States.
Mr. Griffin was a member of the Verbenadale Church in
Williston. It is a country Christian church, which is very his-
torical in the Williston area. Verbena is a flower. Mr. Griffin
enjoyed hunting, fishing and gardening as hobbies.
He was preceded in death by a son, Baynard Griffin.
Leonard Parks Griffin's'survivors are all from Chiefland.
His survivors are Marie Mims Griffin, his wife of 63 years; a
son, Kirk Griffin (and wife Darlene Griffin); a grandson, Ron
Griffin (and wife Amanda); a granddaughter Brooke Griffin;
two step-granddaughters, Jessica Reilly (and husband Mi-
chael), and Debbie Lee; and three great-grandchildren, Ron-
ald Kirk Griffin III (Little Man), Hannah Griffin, and Jayden
Cannon (Tootie).
The viewing was April 11 and the funeral was Wednesday,
April 12 at the chapel in the Knauff Funeral Home in Chief-
land.
"He was a wonderful family man," Marie Griffin said of
her husband.

Lyle Duane Hand
Lyle Duane Hand of Cedar Key died Tuesday at Nature
Coast Regional Hospital. He was 43.
Mr. Hand was born in Union City, Mich., and moved to
Cedar Key 15 years ago.
He was a computer consultant.
He was the past vice president and past secretary of Eagles
Club 4194, and he enjoyed building.
He was a Protestant.
Survivors include his wife of 16 years, Kathy Hand of Ce-
dar Key; his mother, Linda Duque of Miami; a daughter, Ma-
rissa Hand of Cedar Key; a brother, Brandon Hand of Union
City; and a sister, LaDonna Hand of Kings Mountain, S.C.

Thomas Lee Kiernan
Thomas Lee Kiernan of Alachua died Saturday in High
Springs from injuries sustained in a vehicle accident. He was
20.
Mr. Kieman was born in Gainesville and was a lifelong
resident of the area.
He worked at a Subway restaurant and graduated from San-
ta Fe High School.
He was a member of Wayfair Baptist Church in Bell. He
enjoyed sports and hunting.

Lonnie Larue Lackey of Gainesville died Wednesday at his
weekend home in Old Town. He was 57.
Mr. Lackey opened Triple L Electric in 1978. He retired
from Gainesville Fire Rescue in 1994 as a lieutenant after 20
years of service. He then opened Triple L Builders in 2004.
He was a member of the Professional Firefighters of Gaines-
ville No. 2157.
He graduated from Gainesville High School and attended
and played football for Vanderbilt University.
Survivors include his wife of 20 years, JoAnn Lackey of
Gainesville; his stepmother, Helen Lackey of Alachua; a
daughter, Marci Oregon of St. Petersburg; sons Dean Ze-
trouer, Joey Langford and Michael Langford, all of Newberry,
and Josh Langford of Old Town; a brother, Carl Lackey of
Hopkinsville, Ky.; sisters Sue Wine of Rhode Island, Betty
Baldree of Cleveland, Tenn., and Ellen Goerndt of Homosas-

Gainesville after a long illness. She was 41.
Mrs. Lee was born in Middlesex, England. She lived most

He was a farmer. He was an active member of Bell Church
of God. He enjoyed fishing and crafting things from clothes-
pins.
He was preceded in death by a daughter, Brenda Sue
Mills.
Survivors include his wife of 26 years, Irene Mills of Bell;
a son, John Wayne Mills; a stepson, Affie Driggers of Bell; a
stepdaughter, Becky Sullivan of Gainesville; a brother, Rollin
Mills of Chiefland; a sister, Freda Mae Dowling of Midland
City, Ala.; and three grandchildren.

Helen lona Moore of Williston died Wednesday at North
Florida Regional Medical Center. She was 79.
Mrs. Moore was born in Fort Myers. She lived most of her
life in Chiefland before moving to Williston two years ago.
She was a homemaker.
She enjoyed crafts, quilts and embroidery.
She was preceded in death by her husband, Joel Thomas
Moore.
Survivors include sons Leon Moore and Harold Wayne
Moore, both of Chiefland; five grandchildren; five step-grand-
children; and one great-grandchild.

Edward Osteen
Edward-Franklin Osteen of Horseshoe Beach died Friday
at the North Florida Regional Medical Center in Gainesville.
He was 70.
Mr. Osteen was a lifelong resident of Dixie County. He was
a retired commercial fisherman.
He was a member of the Church of God.
Survivors include his wife, Shirley Osteen of Horseshoe
Beach; son, Eddie Osteen of Horseshoe Beach; daughter,
Bessie Bullock of Horseshoe Beach; brothers, Lester Osteen
of Cross City and Anderson Osteen of Old Town; four grand-
children and three great-grandchildren.

Jessie Willis Owens of Williston died Saturday at his home.
He was 68.
Mr. Owens was a lifelong resident of Williston. He was a
truck driver for Dixie Lily/Martha White for 45 years. He was
most recently employed by B&G Inc. He enjoyed fishing,
gardening, reading and mechanic work.
He was preceded in death by a daughter, Rebecca Owens.
Survivors include his wife of 49 years, Roberta Owens of
Williston; a daughter, Deborah Owens Watson of Williston; a
brother, Charlie Owens of Williston; and a sister, Leona Cobb
of Bronson.

With the tax filing deadline close at hand,
the IRS offers some tips for those still
.working on their paper tax forms:

numbers on the return
Double-check your figures

extension by the April 17th filing
deadline
The numbers to check most carefully on the tax return
are the identification numbers usually Social Security
numbers for each person listed. This includes the
taxpayer, spouse, dependents and persons listed in
relation to claims for the Child Care or Earned Income
Tax Credits. Missing, incorrect or illegible Social
Security Numbers can delay or reduce a tax refund.
Taxpayers should also check that they have correctly
figured the refund or balance due and have used the right
figure from the tax table.
Taxpayers must sign and date their returns. Both spouses
must sign a joint return, even if only one had income.
Anyone paid to prepare a return must also sign it.
People sending a payment should make the check out to
"United States Treasury" and should enclose it with, but
not attach it to, the tax return or the Form 1040-V,
Payment Voucher," if used. The check should include the
taxpayer's Social Security number, daytime phone
number, the tax year and the type of form filed.
By the April 17th due date, taxpayers should either file a
return or request an extension of time to file. Remember,
the extension of time to file is not an extension of time to
pay.

Just the other day Uncle
Hambone came to sit on my
front porch and he told me
how he had become tempo-
rarily homeless.
He said country folks al-
ways said the critters around
us know when disasters are
about to happen and try to get
out of the way in time.
Just like those elephants
and other critters on the news
who ran before that big wave
Tsunami hit.
The other day he started to
notice the palmetto bugs, ants
and porch lizards scurrying
around nervously and leaving
his trailer in droves.
An hour later the finance
company came and towed the
trailer away. Proof again that
we should listen to the crit-
ters.

Commission members speculated Monday that North Flor-
ida may have its own reason: it, too, is playing with the idea
of a hospital.
Many citizens attending the meeting were vocal about the
need for a hospital here, citing long waits in North Florida's
emergency room and the lack of beds for hospital stays.
It was mentioned that should North Florida opt to go into
rural healthcare, its proposed site is in Fanning Springs.
"What North Florida may or may not do should not hold
up what we can get now," said Arthur Maruna, who lives just
outside the Chiefland city limits. "Push it. Go for it."
Schupp is in Levy County during April to garner more citi-
zen and business leader support for the hospital.
He asked that anyone interested in endorsing the project to
write letters of support. Those letters should be addressed to:

Cellulose isthe primary cell
wall of all living green plants.
The secondary wall is also
made of cellulose and lignin,
the chemical compound that
causes paper to turn yellow
and that contributes to the
dark, tobacco-juice colored
liquor when wood chips are
washed. One-quarter to one-
third of the dry mass of wood
is composed of lignin, which
is the second most abundant
organic compound behind
cellulose.

FDEP receives renewal application and extends permit.

July 1997 FDEP consolidates the state and NPDES permits
and EPA delegates authority for the permit to FDEP.

the solutions identified in December 1994.

October 1997 EPA.reverses its approval of the UAA conclusions.

technology to explore other alternatives to a pipeline.

March 1998 Results of the reassessment are reaffirmed with
UAA conclusions. EPA objects to NPDES permit.

May 1998 EPA, FDEP and Buckeye meet again to discuss
EPA's objections to the permit. Buckeye agrees to defer pipeline
construction until EPA conipletes its own technology reassessment.

June 1998 FDEP and Buckeye request formal hearing with
EPAto address objections.

October 2000 Buckeyefinalizestheinstallationandimplementation
of its bleaching process improvements. These include complete
chlorine dioxide substitution in both mills, enhance, extraction with
oxygen and peroxide in both mills, eliminate usage of hypochlorite in
Mill 2 and minimize its use in Mill 1. By doing so, effluent quality
objectives will be achieved.
April 2001 -EPA Pulp and Paper Tech team concludes that
Buckeye can meet Class III standards for most, but not all, parameters.
Buckeye objects and disagrees with conclusion.

May 2001 Clean Water Network, FDEP, EPA and Buckeye
agree to work together to evaluate whether a combination of process
technology improvements, wastewater treatment improvements and
wetlands treatment can all the effluent to remain in the' Fenholloway
and still restore the river to Class III.

January2002 The four parties sign a memorandum of
understanding to establish the object of the project and each establishes
its financial commitment to the project.

December 2003 Fenholloway River Evaluation Initiative ends, but
without party consensus.

April 2004 EPA holds public meeting that was requested
by FDEP and Buckeye in 1998 to review previous objections to the
permit.

January 2005 EPA updates its objections and gives FDEP 30 days
to correct the deficiencies.

February 2005 FDEP updates permit to address EPA's objections
and EPA acknowledges adequate address of the deficiencies.

August 2005 FDEP issues draft permit for public comment.

September 2005 FDEP holds public meeting to receive comment.

October 2005 FDEP modifies permit to address public comment
and Notices of Intent to issue final permit.

November 2005 FDEP receives petitions for administrative review
from the public.

December 2005 FDEP sends permit and petitions to Department of

It is those things, when
coupled with the necessary
chemicals in the pulp process,
that have environmentalists
wagging their fingers at
companies like Buckeye.
It is an expensive process
for the manufacturer in
terms of energy and the
environment, but Buckeye
maintains it will continue to
do what is necessary to stay in
compliance with government
regulations.
SAt the Perry plant,
engineers and workers have
streamlined the extraction
process to recirculate the
water .used in the wash and
recycle the chemicals so .as
few as possible are released in
the effluent, or waste water.
Buckeye boasts a 95
percent recovery rate of the
chemicals used in the cooking
process.
"We want everything to
be a product," said Chet
Thompson, environmental
technology manager, adding
that no waste is discharged
that is not covered by state
regulations.
More than 70 percent of
the cellulose manufactured
in Perry is exported abroad.
Individual manufacturers in
turn, through other chemical
processes, convert the raw
product from Taylor County
into materials used in low fat
ice cream, sausage casings,
medications,, air filters and
rayon, which is used in
clothing manufacturing.
DIOXINS

Buckeye is releasing harmful
dioxins through its waste
water into the Fenholloway
River ....

metal smelting and diesel
trucks.
However, because of the
bleaching process required
in pulp production, CWN
believes that Buckeye pollutes
the Fenholloway with the
waste water that has been
treated and filtered through
a tedious process before it is
ever dispersed into the river.
Research indicates that
overexposure to dioxin may
result in acne, abnormalities
in the enamel of children's
teeth, diabetes, birth defects
and endometriosis, according
to Environmental Health
Perspectives, a monthly
journal of peer-reviewed
research.
In 2001, the EPA concluded
there was a significant amount
of dioxin in the river and
Buckeye officials challenged
the findings, saying there was
no detectable amount present.
The DEP maintains there has


not been a significant amount
of dioxin in the water since
2000, when Buckeye started
using 100 percent chlorine
dioxide and added oxygen
and peroxide to its bleaching
process.

rests in the river's sediments,
but in a flip-flop, the agency
later said the river washes
away any contaminants.
THE PIPELINE
Buckeye has invested
millions of dollars in new
equipment that better washes
the wood pulp by lowering
washable salt carry-over to
the bleaching process. It has
plans to invest millions more
to reduce the nutrients in the
waste water that will improve
the effluent. It will remove the
second of its three treatment
lagoons to prohibit flow-
through service and intends
to better manage storm
water. Lagoon 1 is currently
used for the collection of
solids, Lagoon 2 is where the
microbes do their work on
decomposition and Lagoon 3
is a settling pond before the
release of 43 million gallons
of water each day into the
river.
And still the multi-million
improvements won't solve
the problem of salinity in the
plant's treated waste water.
The only other recourse is
to build a 15-mile pipeline
for the treated water, which


includes a diffuser, and empty
it into an estuary at the Gulf
of Mexico.
"We don't want a pipeline
either," Thompson said last
Friday, "but it's the only way
(for the freshwater portion
of the Fenholloway) to meet
state standards." And even if
the pipeline turns into a pipe

LARC visits the Refuge
The Levy County Association of Retarded Citizens visited the Lower Suwannee Wild-
life Refuge last Thursday for its first ever field trip to the preserve. Everyone had a won-
derful time and promised Manager Kathy Whaley they'd make a return visit--or two!

LARC clients climbed aboard the trailer for a hayride around the Refuge.
They also got to visit the boardwalk that overlooks the river.


HOT DOGS, chips and brownies were on the lunch menu. Guests enjoyed the
fare out of the sun and in the comfort of a cool building.


REPLICAS of wildlife found in the Refuge, like this
turtle, were passed around for everyone to examine
up close and personal. Animal hides, casts of paws
and skeletal remains were also seen.

FEMA website can help during hurricanes


EVERYONE was a little nervous about sticking their
hands in a box and feeling what might be inside.

After months of work and customer input, the Department
of Homeland Security's Federal Emergency Management
Agency (FEMA) launched its new web site today at www.
fema.gov. The new, customer-friendly design ofFEMA.gov
offers direct links to disaster planning, assistance, recovery
and rebuilding information from the home page.
Seven primary audiences individuals, emergency
personnel, business and professional, institutions, government,
news media and kids have home page links directly to
relevant FEMA programs and information to help visitors
quickly locate information.
By reorganizing content and streamlining the home page
layout, visitors will be able to better navigate the site and
quickly find the information they are seeking. The new site
also puts information about programs like training, preparation
and mitigation fewer clicks away from the home page.
FEMA conducted a year-long study of the website and is
implementing recommendations from both disaster victims and
disaster response and recovery specialists. The improvements
came through a seven-step process that included a variety of
survey methods' goal definition, usability testing, internal
training, content management reviews, new architecture and.
streamlining the pages. In addition to the new design, FEMA
has added an improved search engine capability and content

landfall on the Gulf Coast in August 2005. For five straight
weeks, more than half a million individuals per week applied
for disaster assistance or checked the status of their assistance

Special meeting of the Board of County
Commissioners, July 12, 1934
Minute Book "N"
Mr. A.N. McInnis, representing the Paterson-McInnis
Lumber Company, appeared before the board and asked
that the Paterson-McInnis Lumber Company's lands be
assessed as they were assessed last year, it appearing by
the presentation of the Tax Rolls, that some certain lands
belonging to the Paterson-McInnis Lumber Company,
had been raised by the Tax Assessor above the valuations
placed thereon on the 1933 Tax Rolls, and which Mr.
Mclnnis objected to and complained. The said Paterson-
McInnis Lumber Company having made its returns and
duly filed the same with the Tax Assessor, placing the
same valuations on its properties as was assessed against
the same for the year 1933. The Board of County
Commissioners decided after due consideration, to lower
the raises made by the Tax Assessor on said Paterson-
McInnis Lumber company's lands, where the same was
raised above that of last year, back to the assessment as
the same appears on the 1933 Tax Rolls.
