retired after 30 years as a,
city manager, spoke to the
City Council on Tuesday
night about helping Lake
City's leaders pick the next
city manager.
Sharon, a member of
Range Riders, said this
organization was started in
1974 by the International
City/County Management
Association and its constit-
uent state associations to
"make the counsel, experi-.
ehce and support of respect-
ed, retired managers of the
profession available to city
and county managers and
administrators."
The program evolved to
where it provides free assis-
tance to cities and counties
as the government leaders
select new city and county
. administrators.

Lake City was approved
Tuesday night. for pur-
chase by the Community
Redevelopment Agency
from Daniel Crapps for
$154,700 plus closing costs.
The parking lot is on
the corner of Northwest
Veterans Street and Alachua
Avenue, which. is behind
and across the street from
the Public Safety Building
the police station. Lake
City Police Department
workers have used the lot i
for cruisers and their per-
sonal cars, Crapps said.

"We're trying to do
two things," Millikin said.
"We're trying to get to the
5 to 6 percent cut range for
next year, to have a slight
cushion, and not lay off any
employee or have a salary
reduction for our employ-
ees, other than possibly
administrators. It looks like
there are several ways to
get to the desired range we
need to reach."
No board action was
taken Tuesday.
Included in Millikin's rec-
ommendations were a 1 per-
cent salary cut for all district
administrators which
would total approximately
$27,000 and. eliminat-
ing approximately half the
bus routes at Challenge
Learning Center and use
shuttles instead a pro-
posed cost savings of approx-,
imately $274,485. The dis-
trict will be able to recoup
approximately $600,000 by
billing Medicaid for spe-
cific work done with ESE
students, and it was noted
that, through attrition, res-
ignations and retirements
of instructional employees;`


the district is looking at a
savings of approximately
$568,504 for the upcom-
ing school year if those
positions are not replaced.
Millikin also recommend-
ed eliminating two middle
school routes between
Lake City and Fort White
that take students to either
Lake City Middle School or
Fort White High School.
Students in that particu-
lar area have the option of
going to either school, but
rezoning the area would
save the district more than'
$70,000 'annually. Aligning
district bus routes using
GPS could net the school
district anywhere between
$600,000 and $1.2 million
in savings, according to
Robert Crouse of Crouse
Consulting, who spoke
to, the board regarding
streamlining bus routes.
No 'recommendation
was made on the opening
of Pinemount Elementary
School, although board
members noted thatthey are
leaning toward opening the
school next year. The cost.
of keeping the'new elemen-


tary school closed would
be approximately $176,710
compared to $566,701 to
open it. The difference
between keeping the school
closed and opening it is
approximately $389,991,
but officials discussed vari-
ous ways to bring that total
amount down.
"If we can do all of that
and have enough money
left over to open the new
elementary school, then we
want to proceed with open-
ing it because we feel it is
in the best interest of the
district long-term," Millikin
said.
Millikin said the goal of
the workshop was to reach a
comfortable budget number
for next year, assuming that
po federal money from the
recently approved stimulus
package is received. He said
he also wanted to present a
-number that would give the
board wiggle room in case
a higher budget cut was
deemed necessary by the
Florida legislature, which
will not meet and approve
school districts' budgets
fintil March.

Prostitute, Pharisee and Prophet


I t looked like another
night of degradation, of
providing sexual favors
to men ,who'd preach her
into hell the following
Sabbath men who enjoyed.
her presence at night but.
.denied knowing her by day.
Miriam hated her life and was
beginning to hate herself.
She overheard some ,,
women talking about Simon,
the Pharisee inviting Jesus of
Nazareth to dinner. "They say
he can do miracles and even
claims to forgive sins. Some say
he is a blasphemer and others
call him Messiah."
Miriam's heart leaped by
the sound, "My sins could be
forgiven!" It is too late to go
to the Jordan River, for John
the Baptist was already put in
prison. "Any man holy enough.
to forgive sins would never
forgive a woman like me."
She followed the women
along Main Street They entered
the courtyard where Simon
lived. People from all over :
town were hurrying to see this
miracle worker. Miriam slipped
in, pulling a shawl over her hair.
You could let your hair down
with men, but never in house
of a rich man like Simon. Little
by little she wormed her way
into the center of the courtyard
which opened to the massive
inner house.
The assembly reclined on
Roman couches, arrayed around
a low table. Servants busily
brought in food arid drink. She
could see the dinner companions
speaking, but the noise of the
crowd was too great for her to
hear what was said. She pressed
toward the 'prophet, and soon
found herself looking down at
two very dirty feet.
As she looked from the feet to
the face of the man, she realized
that this was the guest of honor.
She was horrified. Simon had
been unspeakably rude to this
man. They said.he walked the
countryside, but to enter the
house of a rich man without his
feet being washed was a cutting
insult.
She could see the
condescension in Simon's eyes,
and yet Jesus was completely
nonplussed. He very calmly ',
and graciously spoke to all the
dinner guests. He seemed to be
enjoying the food, the drink, the
company, and giving no notice

to the contempt being shown
him.
. Lost in her thoughts, she was
shocked when Jesus turned
and looked at her. It was just a
glance but she could tell that
the man knew her, really knew
her. Had he picked her out of
the crowd knew her heart,
and, could it be loved her? This
Prophet, this Messiah, knew
her trade and she found herself
in tears.
Now all the eyes in the
room were on her. And as the
recognition appeared on the
faces of the men, the women
turned to her with judgment,
hatred and condemnation.
SINNER! But Jesus' eyes
followed the crowd and looked
at her, and smiled, a heart
that showed nothing but
peace, acceptance and love. In
unspoken words it said, "It's
going to be okay."
As Miriam bent over, covering
her face with her hands, she
again saw those dirty feet. She'
knelt and caressed them, and
looked for a bowl and towel.
There were none to be seen
and no help was being offered.
She reached for her shawl to
help wipe his feet As she pulled
it off her hair fell down. She
heard a gasp among the crowd
and saw Simon sneer in her
direction.
She threw the shawl on the
floor to wipe up the dirt and
tears that had fallen. Some of
her hair fell on his feet and left
a clean spot. She kissed hlis
feet again and again and began
to scrub his feet with her hair.
It was the most undignified,
improper thing she'd ever done
in public but she just
didn't care. She anointed his
feet with ointment mingled with
tears. They had insulted this
prophet and shamed him. He
did not rebuke her he just
smiled.
Somehow she felt ah intimacy
and love for this man she'd


never felt for another. He looked
at her like a man would look on
his mother or daughter like
family, and she suddenly felt
comfortable.
When Simon saw what
happened he thought, "If this
man were a prophet, he would
have known what kind of
woman this was who touched
him, for she is a sinner". Jesus
answered and said, "Simon, I
have something to tell you."
"Tell me, teacher", he said.
'Two men owed debt to a
money lender. One owed 500
silver coins, and the other 50
coins. Neither one could pay.
The lender forgave them both.
Which of them did the lender
love the most?
Simon said, "I suppose the
one whojhad the bigger debt
cancelled." "You have judged
correctly", Jesus said. "I came
into your house. You did not.
give me water for my feet, but
this woman has wet my feet
with her tears and wiped them
with her hair. You did not greet
me with a kiss, but this woman-
has not stopped kissing my feet.
You did not put oil on my head,
but she had poured perfume
on my feet Therefore I tell
you, her many sins have been
forgiven for she loved much.
He who has been forgiven little
loves little."
Then Jesus said to her, "Your
sins are forgiven ... Your faith
has saved you; go in peace".
She stood, bowed and
muttered a thank you that
he probably couldn't even
hear. She was.so choked with
emotion, she just couldn't
speak. But he looked on her
again, obviously delighted at
her reaction. He seemed to
enjoy her forgiveness as much
as she did. Now, he could see
straight into her heart, and she
didn't care. Her heart was clean.
He could look all he wants for
there's nothing there to be
ashamed of.

whole story found in Luke 7:36-
50. Forgive little bits here and
there of my imagination that
was added to the story. "0 the
marvel and joy of salvation."

Life moves

fast under

the Atlantic
KINGSLAND, Ga. -
Seven miles from
embarkment, life
moves fast
Had I waited
eight hours from
the time I'm now writing this
column, the dateline would
be radically different. At that
time I will be at work in, not
on, the Atlantic Ocean aboard
a U.S. Navy Trident Nuclear
Submarine.
For three days I will live,
eat and listen to sea stories
with about seven dozen sailors
whose daily job is protecting
our nation on a peacekeeping
vessel capable of making
awesome war. No time clocks,
no scheduled'breaks and shifts
can run 18 hours.
As I said, life moves fast
It happened like this. Loyal
Lake City Reporter readers
will remember Phil Hudgins's
most recent column. In that
space he bemoaned the fact
that he would be unable to
attend a media embarkment
from Naval Submarine Base
Kings Bay, Ga. the same
submarine base located seven
miles from the hotel room
in which I am now writing.
Phil, eager and willing, had
been brought low by a minor
medical restriction.
Before think had-dried
on Phil's column, Lake City
Reporter Publisher Todd
Wilson was in my office,
looking everything like the cat
that had not only eaten
the canary, but thoroughly
enjoyed it.
SThe bottom line was this:
Phil can't go, he said. You can.
Todd knew I would jump
at the opportunity. It had
been 21 years since I had
studied nuclear power at Naval
Training Command, Orlando,
in preparation for submarine
duty. It had been almost that
long since I had been aboard
a nuclear sub. There was no
question.
No question, except for
securing my wife's blessing
prudent action for any
man about to plunge the
ocean depths aboard a vessel
that will place him away from
any form of communication
for 72 hours.
But that was easy. I talk
with my wife about my Navy
days all the time. I miss that
period of my life. What are you
thinking of course you'll go,
she said.
So here I go. In a few hours
I will embark on the adventure
of a lifetime. And you, Lake
City, will be with me.
With me will be many
questions submitted by my
friends, mostly concerning
submarine lifestyle. How is
oxygen generated? Where
does fresh water come from?
Do you feel claustrophobic?
What if it springs a leak?
Also with me is a copy of the
Reporter's recent "Greetings
from Lake City" history book,
a few copies the Lake City
postcard copy of the book's
cover and a tiny American flag.
And when I return
Tuesday, I will bring with
me the answers to your
questions and stories and
pictures about submarine
life for both Sunday's paper
and an upcoming edition of

step, Sharon said.
Without this, he said, the city would find

Sharon predicted the process to select
a new city manager for Lake City will take

views after culling the. first series of
applicants to eight to 10 finalists, and
then a second interview of the top four
or five candidates to select the next
city manager.
The meeting Tuesday iight included
complaints from the public, City Council,
heard from a couple of citizens who said
they found no satisfaction from city staff.
Hence, rather than legislate, City Council
was called upon to be administrators.
Lavern Williams was unhappy with the
process to have her carpet replaced after
a problem with a sewer connection. Akilla
White said she refuses to pay the $865 that.


Lake City Villas had been paying for her
utility bill as a result of bad communication
between the city, the apartment complex
and White.
Both women had long, complicated sto-
ries covering years of time.
Vice Mayor George Ward was absent'
due to a family emergency.
In other action, City Council approved
by a 4-0 vote:
A request from the Downtown
Action, Corp. and the Mural Selection
Committee to have Keith Goodson paint
the Sesquicentennial Mural on the north
wall of City Hall, where the windows will
be faces of people to show diversity of the
city in its 150 years. The mural will cost
about $34,000 and should be under way in
June, with a three-month projected time of
creation.
A request from Avera & Smith to
allow alcoholic beverages to be served at
the law firm's open house from 4 to 7 p.m.
on Friday in the Hamilton Street parking
lot This gives the firm a reprieve from the
city's open alcoholic container ordinance.

CRA: To purchase downtown lot

the parking lot purchase because it is bet-
ter than leasing the space.
The special CRA meeting Tuesday eve-
ning also included city leaders approv-
ing by a 3-0 vote a resolution to expand
the Community Redevelopment Area. The
CRA is also known as the Tax Increment
Funding or TIF area. Vice Mayor George
'Ward was out of town due to an acci-
dent involving a family member, Witt said.
Councilman Jake. Hill Jr. wag late. Hill
said he was "under the weather" and this
resulted in his tardy arrival. '
City Manager Scott Reynolds missed
the CRA meeting and the City Council
meeting Tuesday night due to'illness.
The expansion of the CRA notes that the
area meets the state's definition for "slum"
and "blight" conditions to allow-the city to
divert ad valorem property tax revenqpe
from certain county taxing authorities for
use by the city instead. The current CRA
budget is just over $1 million, with more
than $800,000 of that coming from pre-
vious years' revenues carried forward,
according to records.
The currentboundaries go beyond down-
town, with north-south borders at Railroad


Street and Baya Avenue. Hernando
Avenue is the dominant current eastern
line. The eastern side extends easterly to
Lake DeSoto shore between Hamilton and
Justice streets. The main western border
is Miller Terrace.
The expansion shows extending the
boundary around Lake DeSoto and incor-
porated all of the Shands Lake Shore
Hospital property, and going, to Northeast
Patterson Avenue between Duval and
Railroad streets.
Before the expansion, there will be pub-
lic hearings for affected property owners
to provide their input.
The major themes of the CRA expan-
sion, according to ,the 2008 Downtown
Action Plan, are to protect residential
neighborhoods; improve the aesthetics
around Lake DeSoto; improve pedestri-
an and cyclist safety; create more recre-
ation and open space; and provide for the.
hospital expansion.
The CRA also.approved buying two new
signs 'for "Historic Downtown Lake City"
at a cost of $20,000 from Kilgore's Repair
Shop, 370 NW Railroad St.
Downtown Redevelopment Manager
Jackie Kite reported about progress for
,the CRA in 2008 as well as plans for 2009.

manage real-life situations and make grad-
ual, modest changes in their lifestyles.
The program is led by David Janicke,
Ph.D., Janet Silverstein, M.D., and Marilyn
Dumont-Driscoll, M.D. It is supported by a
grant from the Florida Agency for Health
Care Administration.
"The problem of childhood obesity is
reaching epidemic levels and Florida is
no exception," Janicke said. "We have
received a number of-requests from fam-
ilies and physicians regarding lifestyle
interventions for children .who,are over-
weight or obese. This study can benefit
families enrolled in Medicaid by providing
an additional option, for the treatment of
obesity and associated health problems
such as type 2 diabetes."


The program compares family-based
group treatment to family-based individu-
alized treatment Children will have the
opportunity to prepare and sample healthy,
tasty snacks and participate in a physical
activity during each session.
FLIP for Kids is available to children
between the ages of 6 and 12 who :re
enrolled in Florida Medicaid.
To participate, children must have a par-
ent or legal guardian who is also willing to
attend the weekly group sessions. All ses-
sions will be held at the Columbia County
School Board Administrative Complex. in
Lake City. Families will be compensated
$5 per session .to help offset the cost of
gas. Families interested in participating

touchdown in a year
where the Jacksonville
offensive line was as
much to blame for the
poor rushing attack as .
the running backs.
Taylor's 11-year run in
Jacksonville ends after
rushing for 11, 271 yards
to become the NFL's
16th leading rusher.
The move makes
sense for both sides
as Taylor now will
be able to pursue a
team with a chance at
winning a Super Bowl.
The Jaguars will be
able to move forward,
free up cap room, and
feature running back
Maurice Jones-Drew
more prominently. They,
should be able to mix up
their running game with
Jones-Drew and Greg
Jones taking a more
versatile role.
Jones gives the /
Jaguars a runner who
can pound the middle,
something that was
missing in the past
Taylor will be allowed
to shop himself around to
a host of contenders with
a few likely favorites.
There's the possibility
of a re-grouping with
former coach Tom
Coughlin in New York.
The Giants use a stable
of running backs to
complement Brandon
Jacobs, and the player-
coach combo have great
affection for one another.
Denver seems to be a
likely place for Taylor to
visit with the problems
they had at running back
last season. The Broncos
couldn't keep a back
healthy and it could be
a great fit for Taylor to
finish out his career.
The Dallas Cowboys
have Jerry Jones and
he is the kind of owner
Swho takes chances. With
SFelix Jones injured for
S much of last season, the
SCowboys will be looking
for a back to pace Marion
Barber.
In all, this seemed to
be a logical move for
both parties, and the
Jaguars genuinely took
the right move, unlike
the Packers last
season.
It's nice to see a
franchise and a player
with mutual respect for
one another. It's nice not
to have a Taylor-watch
in 2009, much like last
* season's Favre-watch.
