Woman hit by vehicle twice


Argument and
incidents end
with felony arrest.

A Lake City woman
was arrested Tuesday for
allegedly hitting a pedes-.
trian withlher car twice
- following an argument
between the two women,


according to police reports.
Danielle Renee Kelly, 24,
254 SE Murray Terrace,
was charged with aggra-
vated battery with a motor
vehicle in connection with
the incident ,
According to Lake City
Police Department reports,
officers responded to a
Putnam Street address
around 5:53 p.m. to inves-
tigate a hit-and-run crash
involving a pedestrian.


Officer Jason Golub
reported speaking to the
victim, LaNayia Mahaffey,
who told him she and Kelly
were arguing outside the
residence and Kelly got into.
her 2000 Oldsmobile Alero
and .intentionally hit her
with the car.
Mahaffey told Golub that
the defendant then went
down the street to Melrose
Terrace and turned around,
traveling west on Putnam


Street and struck her again
with the car, before leaving
the area. *
A witness at. the scene, a
relative of the victim, wrote a
sworn statement which said
he saw Kelly hit Mahaffey
twice with the car. Kelly was
found later at her mother's
house and arrested without
incident. Kelly was taken to
the Columbia County Jail
where she was being held
on a $5,000 bond.

The first fire station building con-
struction project funded by Columbia
County is expected to be completed
and operational by June.
Columbia County Fire Station 48
is being constructed on Race Track.
Road, on the eastern side of the coun-
ty.
Columbia County Fire Chief Tres
Atkinson said the station will have
2,400 square feet of living space and
five bays. The station will be housed
on a five-acre plot of land which will
provide additional expansion space.
"We'll try to use some of that space


for additional training purposes or
whatever else we might need, when
the time arises we'll move into that,
but we do have area for growth if we
need to," Atkinson said.
The total estimated cost of Fire
Station 48 is $1,088,890. The bid for
the building was $931,887; the archi-
tect fee 'was $60,573; generator and
transfer switch cost was $15,000; utili-
ties through the City of Lake City were
$21,440 and fill dirt was $60,000.
The building is being paid for by a
20-year loan through the county.
County manager Dale Williams
briefed 'county. officials on the sta-
tion's progress during a recent county
meeting. He said the county chose to


purchase the building through that
,manner because it saves the county
sales tax on the materials for the
building.
"The project's construction supervi-
sor.tells me the project is on schedule
and they believe the project will really
pick up speed, in terms of completion,
* once the metal building is erected,"
Williams said. "As of right now we
really don't see any issues pertaining
to this particular project."
A two-man, firefighting crew will
be housed at the station. The station
also will hold an engine and a tanker
truck.

City.
The group's quarterly
meeting included a wide
spectrum of items related-
to Ichetucknee Springs.
Lake City City Manager

Executive Director of
Greater Lake City Regional
Utility Authority Dave
Clanton shared with 'the
group that the city is cre-
ating a re-use facility for
sewer water.
Clanton said the city is
a huge consumer of water
in the area. In one month,
the Price Creek plant pro-
duced 111 million gallons
of water for consumption.


This added to the 600,000
gallons, 263,000 gallons and
300,000 gallons from other
water treatment plants the
city processed for consump-
tion that month.
Kirk Webster of the
Suwannee River Water
Management District said
.the SRWMD is creating
policies to encourage con-
servation more than it has
in the past.
The meeting included dis-
cussions about the impact
of nitrates, phosphates and
other contaminants on the
springs.
A couple of local stu-
dents contributed to the
program.

will cover an area between
the coverage areas of the
Lulu, Ellisville and Lake
City fire departments.
"We had a dead-zone that
was not picked-up by the
ISO (Infsurance Services
Organization), so this will
incorporate that five-mile
area in the'eastern side of
the county," Atkinson said.
The station is expected
to be operational by May,


or early June, depending on
weather and other outside-

S"This has been in the
planning stages since the
incorporation of the fire
department two years ago,"
Atkinson said. "This has
always been a known need
that we needed to do some-
thing on the east side (of
the county) and it just took
us a while, to find the right
spot and get everything

we've been looking at this
station."

the natural resource to this
point included 25,000 man-
hours and involved 1,700
volunteers over the seven-'
plus years. He conceded
that water lettuce is still a
,problem, but it is able to be
managed now.
Among the methods
where volunteers partici-.
pated, Cole said, was for
it to be used as a "rush"
activity, for community ser-
vice by fraternities at the


University of Florida. It was
a school project for Fort
White High School and it
was a community project as
well, he said.
Cole said he appreciated
the DEP being patient with
his plan, because anything
. lasting five to 10 years in a
government agency is "like
an eternity.".
The "all-time champion
volunteer" he thanked
was Cathy Nagler, the cur-
rent Ichetucknee Springs
Ambassador. Nagler orga-
nized and worked more than
120 workdays on Saturdays
and, Sundays, Cole said. He
called her "the Pistia, (stra-
tiotes) Picker."
The other champion vol-
unteers who Cole thanked
were FWHS Principal Keith
Hatcher; :Irene .'"Tini"
Johannesen, .a teacher
who led many' students to
be&oime involved in the
project; and Fritzi Olson,
who worked with the DEP
Bureau of Invasive Plant
Management.

The state of Columbia schools


s everyone is now
aware, Florida, along
with the rest of the
country, is in the
midst of a
struggling economy. that is
having an impact on those of us
in Columbia County every day.
This is a serious situation as the
state budget has been cut and
cut again in the last two years.
In the past 18 months, our
school system has absorbed
nearly $7 million in cuts from
the legislature. The easy and
necessary cuts have already :
been made by restricting travel,
field trips and non-essential
purchases. To get to this. point,.
we have asked our teachers
to substitute on their planning
periods, postponed purchases
of computers and new school
buses, delayed long overdue,
maintenance at our older
schools and not replaced
teachers as they retire or move.
Support staff from the district
office have been transferred
to openings at schools where
needed.
What comes next?
Unfortunately, the outlook
isn't much brighter. Columbia.
County Schools depend :
heavily on state dollars to.
survive, receiving over three
times as much money from the
state as we generate with our
local taxes for our "operational"
general fund. State cuts,
therefore, affect us significantly
more than property-rich .
counties with a high tax base.

past mid-year budget cuts so
difficult is that we began school
in August, having hired
teachers and other essential

capital outlay money to building

funding reductions. By then, we
were so far along in the school
year that there was little time '
left to deal with a budget,
shortfall., s
Additionally, superintendents
are being told to prepare for a 5
to. 12 percent,cut on top of the
revised budget under which
we are operating now. That
equates to a $3 million to $7
million additional cut for'us in
Columbia County, making total
budget reductions of $10
million to $14 million plus in
a little over two years.' This
should be unacceptable to any
parent, grandparent, or citizen
in Florida, which is considered,

proportionally this is like a
family with a household income
of $30,000, suddenly trying to
live on $24,000.
The school board and county
office staff are
preparing a working list of items
with potential savings to
consider in the coming months.
They include reducing
personnel even.more through


resignations and retirement,
reducing the number of
administrators. and their
salaries, not filling vacant,
positions, revising the DROP
-retirement policy, shifting more
of our maintenance and repair
money to fill a need in our
operating budget and,
unfortunately, delaying
the opening of Pinemount
Elementary.
Ironically, Pinemount was
built with money we borrowed
to meet the state's mandated .
class size reduction law. We
can defer some operational
expenses by not opening the
school, but there.are "costs".
for doing that. The student
population at three elementary
schools will continue to have
overcrowding, and class sizes
'at all schools will begin to grow
again due to fewer teachers
being replaced as they leave
or retire. The saddest of all is
the newest technology installed
and available in the district
won't be utilized by someone's
child.
As we. move forward in these
tough times, please be assured
that Board of Education
members and I will give care-
ful thought to all options since
we are committed to protecting
the quality of instruction in the
classroom and the jobs of our
valued employees. I ask
everyone to remember that a
school system is the foundation
of any community an.
investment in the future.

Earl was a dedicated member and
Priesthood holder in The Church

Lake City Temple, the Atlanta
Temple and the Orlando Temple. *
He felt that his service in the
Lord's temples was an honor, a
Sjoy and the pinnacle of all of his
church callings. He loved a good
story and was a gifted storyteller,
bringing smiles and laughter to his
family and others. Earl loved his
home state of North Carolina and
although, many years have passed
since he stood behind a mule and
plowed that beautiful tar-hill soil,
he still thought of himself as just
"a poor plow-boy from North
Carolina". He was and is "some
kind of good"! He will forever
be remembered and loved by his
family. Funeral services will be

week, but this weekend the
'facility's staff has scheduled
a variety of activities for
local youths.

host an art contest Saturday
morning, and will be fol-
lowed by a semi-formal ball
later during the evening.
The "I Have A Dream"
Art Contest viewing has.
been scheduled from 9
a.m. to 11 a.m. Saturday,
and judging for the con-

Columbia County School
District teachers, vofun-
teers and parents gathered
Wednesday to discuss
issues facing the school dis-
trict and to find ways to bet-
ter keep parents involved in
the goings-on of the school
system.
Approximately 60 peo-
ple were in attendance for
Wednesday's meeting of the
Columbia School District
Family and Commufiity
Involvement Council, where
officials talked about improv-
ing academic achievement
in the classroom and encour-
aged more parental involve-
ment The group also learned
about an upcoming Positive
Parenting Program and
School Superintendent Mike
Millikin spoke about the sta-
tus, of the school district. '
"Our focus is on impfov-
ing academic achievement
and finding out how we're
going to make the school
district better," said Tina
Roberts, the district's par-
ent involvement coordina-
tor. The group was formed
during the 2000-2001 school
year.
During the meeting, test
'taking tips for the upcom-
ing Florida Comprehensive
Assessment Test Were
shared, and the Feb. 17
Positive Parenting Program
- "Building Successful
Families" with Bill Sanders
- also was discussed.
Millikin commended the
group for its efforts and
,noted that he would like to
see it continue and expand.
He also lamented the state,

of the district, and asked

Jimmy Williams is active in
summer ball.
It's a good thing at
least he has had a chance to
see his players.
The new-look LadyTigers
have four freshmen on the
11-player team. Throw in
a few who have been in
weightlifting and Williams
has yet to get the complete
squad together for a prac-
tice.
; Columbia still has to take
on Hamilton County High
at 5 p.m. today in a pre-
season game at Suwannee
High. The Lady Tigers play
the host Bulldogs at 7 p.m.'
on Friday.
Wiliams has some return-
ees to anchor the young
team, starting with senior
Megan Hill. Hill was the pri-
mary pitcher last year, but
will add more middle infield
duties this season. .
"Megan is really deter-
mined we are going to be
good," Williams said..
"She is willing.to do what-
ever it takes to help our
team win and is doing a
