City Manager Scott
Reynolds said a bill, from the
Greater Lake City Regional
Utility Authority sent to the
Columbia County Jail for in
excess of $3.6 million for
one month's worth of utility
service was a mistake.
"It was an error," Reynolds
said. "It was recognized and
corrected."
The utility bill was listed
first at $3,602,499.54, accord-
ing to records. The correct
bill was $10,629.61 for water,
sewer and natural gas service
to the county jail. The pre-
vious month's tdtal bill was
about $8,631.
An incorrect record of con-
sumption of an astronomical
amount of water, and subse-
quent sewer costs, account
for most of the; expense. The
consumption reported on the
erroneous bill was 608,580,525
gallons in one month, accord-
ing to records.
How much is 608 million
gallons of water?
This much water equals
what would fill 8,700 semi trac-
tor-trailers, according to infor-
mation from the Suwannee
River Water Management
District. Another way to con-
sider .this quantity of water
is to know that it would pro-
vide for the use of water by
one average household for
3,000 years, according to the
SRWMD.
The problem caused by
incorrect numbers slipped
through normal screening
methods, Reynolds said, and
the reason it went all the way
to the customer was purely
from human error.
Meter readers gather num-
bers from meters, Reynolds
said. That data is put together
at City Hall and then the final
bills are provided to a compa-
ny in Jacksonville that prints
and mails the bills.
The software used for util-
ity bills, he said, creates "an
exception edit" and "kicks
out" figures that are contrary
to logic.

Tuesday morning
at Fort White High
School served as
inspiration for students heading
into next month's Florida
Comprehensive Assessment
Test. It also served as a
reminder that an "A" school
grade is within their grasp.
The pep rally at the
"high school's gymnasium
Wednesday was meant to offer
congratulations to students and
school personnel fop its "B"
school grade it obtained for
the 2007-2008 school year. But
the event also served to keep
students on the task at hand,
as the first portion of the FCAT
exam takes place oil Feb. 10.
The remainder of the test will be
administered in March.
"Having it (the pep rally) this
late, we just wanted to remind
people of the importance of kids
passing the FCAT,"i said FWHS
Principal Keith Hatcher. "I
thought and the administration
thought that this would be a
good way to kind of remind
everybody, and have a little fun
in the process."
And it wasn't just the students
who were having fun. Following
school superintendent Mike
Millikin's speech to students, a
special video detailed the efforts
of the "A" Team Hatcher,
assistant principals Jay Duval
and Ed Carter, and Fort White

Fiscal constraints to alter FCAT procedure

The Florida Comprehensive
Assessment Test has undergone
some changes that will affect
students preparing for the next
month's test.
Many of the changes to the
standardized test are a result of
fiscal constraints at the Florida
Department of Education, school
district officials said.
Some of the biggest changes
for students preparing to take
the FCAT will be an elimination
of certain portions of the test.
The FCAT Writing test, which
is administered on Feb. 10 to
students in grades 4, 8 and 10,
typically encompasses essay and
multiple choice sections, but this
year the multiple choice portion
of the exam has been removed.
This means that the FCAT test-
ing cycle in February only will be
one day rather than the two it has
been in previous years.
In addition, the Norm
Reference Test, or NRT, will no
longer be administered to stu-
dents in grades 3 through 10.
In addition, the summer retake
administration of the FCAT also
has been eliminated. Students
will now only have five opportu-
nities to pass the Grade 10 test
that is required for graduation,
said Kitty McElhaney, school
district director of curriculum
assessment. She said on average,
approximately 100 students annu-
ally take the FCAT retake during
the summer. When the summer
retake is re-implemented, it will
be in an online-only format.
In addition, other changes
include elimination of computer-
based testing and elimination of
the FCAT Parent Network, which
allowed parents to view scores
online. Parents will now have
to rely on paper reports issued
during the Spring.

Challenges were part of the
kickoff for the 2009 March
for Babies' campaign by the
Suwannee Valley March of
Dimes.
Held at Tucker's Fine Dining
in downtown Lake City on
Wednesday, the kickoff for
the group covering Columbia,
Suwannee and Hamilton coun-
ties showed Andy Moore,
chairman, issuing a challenge
to surpass the $100,000 raised
in 2008 by reaching $130,000
in 2009.
The big walk is set to be April
18 in Lake City with Rountree-
Moore Toyota as the start-fin-
ish line.
Jan Turbeville of First Federal
Bank of Florida challenged
every bank in Suwannee Valley
to raise 10 percent more this
year than last for the March of
Dimes. Bank of America pledged
its plan to reach or exceed the
$10,000 mark in 2009.
A spokeswoman from
Anderson Columbia chal-
lenged First Federal, by saying
Anderson Columbia will be first
in fundraising in 2009.

with $19,586 and Anderson

19-year-old sought for alleged
involvement in Jan. 16 shooting

A 19-year-old Lake City man, who alleg-
edly shot his neighbor in the back during
a fight last week, is a fugitive from justice
and an warrant has been issued for his
arrest, according to police reports.
Authorities are looking for Irvin Jeffrey
White Jr., also known as "Swerve," 19, 102
NW Maxwell Glen, in connection with the
incident. White faces aggravated battery
charges.
According to Columbia County Sheriff's
Office reports, the shooting happened
around 9 p.m. Friday, Jan. 16 on Northwest
Maxwell Glen. The sheriff's office has not
released the name of the victim.
According to a press release issued
Wednesday afternoon from the Columbia
County Sheriff's Office, the victim was
involved in a fight with some neighbors
and during the altercation White alleg-
edly pulled a .22-caliber handgun and fired
three shots.
One of the shots struck the victim in
the lower back and he was rushed to a
local hospital by family members. Reports
indicate his injuries did not appear to be
life-threatening.
White is described as a black man, 5 feet
5 inches tall, weighing about 165 pounds.
He has black hair and brown eyes. He was
born Aug.. 12, 1989.
"White should be considered armed and
dangerous," the release said. "The public
should not attempt to apprehend White."-
Anyone with information on the
whereabouts of White is asked to call
the Columbia County Sheriff's Office at
752-3222 or Crime Stoppers of Columbia
County at 754-7099. People providing infor-
mation leading to the arrest and conviction
of White will remain anonymous and may
be eligible for a monetary reward.

For instance, a person who normally.
pays for 5,000 gallons of water would not
be buying 50,000 gallons of water unless
-there was something wrong, like a big
leak.
Reynolds said the software kicked out
the bill to the jail as being strange, but
due to the lack of the necessary human
intervention before that. bill was sent to
Jacksonville to be printed.and mailed-the
bill was sent to the Columbia County Jail.
Reynolds said the error is entirely with
the utilities department staff, but he added
that it has been rectified.
Oci Hull, in the accounts payable section
of the Columbia County Board of County
Commissioners, opened the envelope,
according to Judy Lewis, internal auditor,
"She just picked up the phone.and called
the city," Lewis said. "Nobody had a heart
attack. Nobody fell on the floor. The city

they misread the meter or there was a
glitch in billing."

Exercise
caution
during
tax season
weather settling
throughout
Columbia County
isn't taxing enough,
the season of income tax
preparation is upon us.
Sadly, there are as many
scams as there are legitimate
ways to navigate the turbulence
of the Internal Revenue
Service's myriad forms.
Many of those scams repeat
year after year. A few the IRS
says to watch out for include
identity theft, phony tax
payment checks, employers not
withholding taxes, the "pay a
tax, win a prize" scheme, the
"taxes are unconstitutional"
theory, the slavery reparation
tax refund and phony IRS
agents who pay home visits to
demand a check on the spot.
Of course, much of your
worry and paperwork stress
is reduced by finding the
right tax preparer. Again, the
IRS offers a few suggestions:
beware tax preparers who claim
they can obtain larger refunds
than their colleagues, avoid
preparers who base their fee on
a percentage of your refund, and
use only tax professionals who
will sign the tax return with you
- and who will be around after
tax filing is finished.
' Finally, realize that no matter
who signs your form, you are
ultimately responsible for your
tax return. Remember this, the
IRS says, and it'll help keep you
"out of the cold.

Mr. Bobby C. Joyner, 73 of
Lake City died Tuesday evening,

Valley Care Center. He was born
in Fort Valley, GA, son of the
late J.C. and Virginia Holman
Joyner. He moved to Lake City
from Tallahassee in 1962. Mr.
Joyner enjoyed working on the
farm, fishing and boating. He
was a faithful servant of his

he supported his pastors and was

Homeless helper clings to hope

Hope springs eternal for
Dr. Anthony Raburn, the
director of the Community
Mercy Center.
His faith gives him hope
as he shows charity for oth-
ers. Even though unpaid
bills continue mounting for
the organization, Raburn is
certain he will be able to
continue helping the home-
less.
The Community Mercy
Center housed 26 homeless
people at First Assembly of
God, 1571 E. Duval St. (U.S.
Highway 90) on Monday
night. With temperatures
dropping below freezing on
recent nights, the people
with nowhere else to go
went there for shelter.
"Our electric bill is $1,500
and it is not paid," Raburn
said. "Our water bill is
$500 and it is not paid. We
use water to wash clothes,
sheets, towels. ... We need
money. God's going to. per-
form a miracle. I am not
going to tell you we are
going to close this place."
He put the amount need-
ed in different perspectives.
Raburn said that if each
church in Columbia County
gave $100 a month, it would
be enough to house and
feed the homeless. Or, if
every business gave $20 a
month, it would be enough;
or if every person in the
county gave $2 a month, it
would be enough, he said.
The Community Mercy
Center has found a poten-
tial future homeless shelter
other than at FirstAssembly
of God.
It has eight apartments
that were formerly aban-
doned. The two-story apart-
ment complex is south of
Lake City Middle School. It
is near Southwest Summers
Lane and Arlington
Boulevard. That property
is not in the city limits.
The Community Mercy
Center has replaced broken
windows and doors. It has
re-keyed all of the locks,
he said. No one is able to
live there yet, because it
does not have a certificate
of occupancy.
"We have the manpow-
er," he said. "We just need
money for materials like
paint and flooring."
Beyond seeking out
money, the church is host-
ing fried fish dinners on
Friday.
Community Mercy
Center in conjunction with
First Assembly of God is
holding a fish fry each
Friday from 3 to 6 p.m.
The cost is $6. Dinner
includes fried fish, baked
beans, hush puppies,
coleslaw, grits and pound
cake. The church is located
at 1571 E. Duval St
Raburn said the meals
are a good buy, and the
money from these dinners
will help the homeless.

defeated Oak Hall 4-0 on
Wednesday night.
The weather was cold,
but the Tigers started out
hot scoring three goals in
the first 12 minutes of the
game.
Chris Beardsley scored
the first Columbia goal only
2:35 into play with an assist
from Geoff Beardsley.
Geoff Beardsley .would

the 3:17 mark with Brad
Carpenter coming through
with the assist.
Rob Jaeger scored the
Tigers final goal of the first
half with an assist from
Jorge Carrillo at the 11:24
mark of the game.

the game. Michael Jordan

Lady Tigers soccer team
fell in the second round
of the district tournament
to Forest High, 3-0, on
Wednesday.

coach Keith Mcloughlin
said following his team's
season-ending loss.
The Lady Tigers defeat-
ed Lake Weir on Tuesday
to advance to the semifi-
nals.
Forest entered the
tournament as the No.
1 seed with an overall
record of 12-0 during the
regular season against the
district.
Forest 'will host Eastside
at7:30p.m. Fridayinthefinal
round of the district 4-5A
tournament.
"I'm extremely proud
ofmy team and -the way
that the .girls competed
throughout the season,"
Mcloughlin said. "They
