Gary Klatt wonders why the
Greater Lake City Regional
Utility Authority is unable to
improve its billing operations
after more than a year of hin0
being one of its customers.
Klatt, who lives in the
Eastside Village community,
said many of his neighbors
are elderly. They are not as
able as he is able to visit City
Hall and to pay a bill that
never came.
"There was at least one
other time when they didn't
send me a bill," Klatt said
Tuesday in regard to the city
failing to send a monthly util-
ity bill. "They are very spo-
radic with billing. Sometimes,
they only give you two or
three days after you receive it
to have it paid or they impose
a late fee.
"My complaint is that this is
a continuous, ongoing thing.
The last time, when they
didn't send a bill, I was told,
'It is ypur responsibility to pay
it even though you didn't
get a bill."'
Dan Wicklund said he
received his most recent bill
on Jan. 9 but it had a due date
of Jan. 6.,
"I just don't get the prob-
lems the city has with the
water bills," Wicklund said.
Wicklund said the city
has ignored his requests for
specific answers.
"And please explain the com-
putation as the rates and com-
putations are still not shown
on the bills," he noted in an
e-mail to the city. "It just shows

were taken to area
hospitals Monday
night after a two-car
collision left one man in critical
condition and the two drivers in
serious condition. Alcohol played
a role in the crash, according to
police reports.
The wreck occurred 9:20 -
p.m. at U.S. Highway 90 and
Southwest Koonville Avenue
near the Columbia/Suwannee
County border.

Preliminary investigation
reports show that Wooley and
Thylor were not wearing their
seat belts and the two had just
left the County-Line Bar. Wooley
was allegedly highly intoxicated
as he drove the car.

As Wooley pulled into the
intersection. Smith's SUV did not
have sufficient time and distance
to avoid colliding with the front
of Wooley's car with the right
side of her SUV, reports say.
During the collision Wooley
was thrown from the car
through the driver's side window
and came to rest on the east-
bound travel lane. He suffered
serious injuries and was taken to
Shands at Lake Shore Hospital
where he was treated for non-life
threatening injuries.

Amendmentsto the town's
ordinances regulating, alco-
holic beverage sales previ-
ously were recommended
for Town Council approval
by a 4-1 vote of the Fort
White Planning and Zoning
Board. No member of Town
Council made a motion to
adopt the amendments.
Therefore, the town's ordi-
nances stand intact exactly
as they have for the 20-plus
years before the meeting.

trauma center in Gainesville.
Smith was taken to Shands at Lake
Shore Hospital and later transferred to
Shands at the University of Florida with
serious injuries.
The FHP's trooper investigating the
wreck, trooper Cpl. Joseph Sumner,
reported Wooley was driving the
car with a suspended driver's license,
having multiple suspensions, at least
three of which were due to previous
DUIs. He is classified as a habitual traffic
violator. Authorities also found no proof
of insurance or vehicle registration in
Wooley's car.
The investigation is ongoing and pend-
ing the outcome of Taylor's condition.
Charges are pending completion of the
investigation.

ing must go through City
Manager Scott Reynolds.
Meter readers are con-
tracted by the city, Reynolds
said. They bring the infor-
mation to City Hall where
staff computes and com-
piles the data. The complet-
ed bills are sent to a printer
and mailer in Jacksonville,
Reynolds said.
City Councilman George
Ward believes bills that
are mailed.-late should not
result in a late fee when
customers pay them after
the due date.
"If the bills were sent
late, then of course the
late fee should be waived,"
Ward said. "If you don't
get the bill, how do you
know to pay it? It's not like
we don't have anything else
to do."
Ward owns Ward's
Jewelry and Gifts at' 156 N.
Marion Ave. He sees the
city's utility business as any
other enterprise.
"I'm certainly not going
to send the city a check for
$1,000 and say, 'I hope this
covers the next couple of
months,'" Ward said. "It's
our responsibility to read
meters and bill the custom-
ers, and give them a couple
of weeks to pay the bill.
That's just good business."
On Tuesday evening,
Reynolds said the city is
sending a letter to custom-
ers whose bills went out late
due to a printing problem.
Those customers are being
given a 20-day extension
before a late fee applies,
Reynolds said.

The Columbia County School Board
opened its first meeting of the new year
with a light agenda and again addressed
budget difficulties that could be in store in
the months ahead.
Assistant Superintendent of Instruction
Lex Carswell 'reported on a meeting in
Tallahassee he attended with representa-
tives from several other school districts.
The purpose of the meeting was to discuss
the budget crisis and the news was mixed,
Carswell said, for the upcoming 2009-2010
school year. Districts represented at the
meeting are anticipating a budget cut any-
where between 5 percent and 10 percent,
he said.
Of the 10 districts represented at the
meeting, Carswell said Columbia County
was performing adequately, about on
par with others. He said the district has
approximately 2.8 percent of its total bud-
get matched in a reserve fund, slightly
lower than the 3 percent the state pre-
fers, but higher than the 2 percent dan-
ger line that many districts have fallen
under. Carswell said 30 districts in the
state, including Columbia, are between the
2 percent and 3 percent reserve, while
seven districts are below 2 percent.
"It's not good, but we're okay," he said.
School board member Charles Maxwell
said the district has been able to weather
budget cuts so far by moving money and
positions around, but continued budget
cuts will soon begin to affect the educa-
tional process in the district.
Board chairman Glen Hunter agreed.
"We're not going anywhere, but we're
just going to have to change the way we
do things," he said. "We're going to have
to work harder, work smarter."
The board also:
Recognized three teachers
for obtaining the National Board for
Professional Teaching Standards cer-
tification for 2008. Felicia Douberley,
Lake City Middle School; Sherri
Douglas, Eastside Elementary School;
and Lougene Jernigan, Columbia City
Elementary School, were recognized for
their accomplishment. This brings the
total of teachers in the district with their
National Board certification to 40.
Recognized a presentation of $7,000
from Target to Columbia City Elementary
School to support the school's "Free to
Read" program. Principal Lana Boone said
the grant money will go toward buying
fiction books for the school's library.

the Niblack Elementary School Chorus.
Some culverts to get concrete

Razor-sharp edges of
some metal culverts in City
Councilman Jake Hill Jr.'s
district are being recom-
mended to have concrete
added around their edges.
Hill has been asking the
city to improve these haz-
ards in his district since
being elected in November,
he said.
During the Tuesday eve-
ning meeting of the Lake
City Utility Advisory Board,
voting members approved
a motion to recommend to
City Council that $6,090 be
taken from the contingency
budget to cover the cost.
Initially, Hill had request-
ed six culverts be made
more safe. As a result of
the budget being tight this
year, Hill agreed with city
staff to reduce the request
to the worst three spots.
The initial estimate was
$15,041.
The advisory board will
recommend to City Council
that culverts on Early Street,
Dyson Street and Fowler
Street have concrete ends
added to them. Culverts on
Townsend, Cray and Long
Street will have "to wait one
more year at least.
Councilman Eugene
Jefferson commended Hill
on his choice to reduce the
request to help the budget,
although Jefferson noted
the sharp edges of those
exposed culverts can cut
deeply if a person falls on
them.
In other action, the board
is recommending to the
council that it:
Approve a $50,000
reallocation for a capi-
tal improvement project
where the city is putting
pipe under CSX Railroad
tracks.
Conduct an engineer-
ing study at an estimated
cost of $5,000 in relation
to a flooding and erosion
issue on El Prado Avenue.

Stay safe
in the cold
Ifs cold. And it's getting
colder.
As we prepare this
week for what could
be the coolest weather
of the year in North Florida,
some of us might be tempted to
use unconventional resources,
or conventional resources in
unconventional ways, in an
effort to keep warm.
But before we fire up the
space heaters,.the Florida
Division of Emergency
Management is right to remind
us such devices need space of
their own. Like candles, space
heaters must be kept away'
from curtains and furniture and
should be out of harm's way for
children and pets.
Even more caution is
needed with charcoal and other
fuel-burning devices
that produce carbon monoxide,
an odorless gas that is fatal.
Such heating devices must
never be used indoors.
Carbon monoxide detectors on
each floor of your home also
make good sense.
Sub-freezing temperatures
have arrived. But with proper
precautions, our families, pets
and plants will weather the
upcoming series of cold fronts.

You belong
in a zoo-
we all do
" 7o u can't fire a polar
bear. Or an otter, a
t puffin or an elephant
3 You can't even
layoff the baboons :
- and we all know what slugs
they can be.
That zoos and aquariums
across the nation are facing
budget cuts and the elimination
of funding is personally
distressing. My wife and I have
been fortunate in that we've had
the opportunity to live in many
beautiful areas of the country,
and by design, each .of them was
home to a nearby zoo, aquarium
or botanical garden.
As a family, we have spent
countless hours wandering the
pathways of animal and fauna
exhibits from the Rosamond
Grifford Zoo'in Syracuse to
the Marine Life Oceanarium
pre-Hurricane Katrina on
the Mississippi Gulf Coast in
Gulfport.
In between, we've walked
what would amount to weeks
of roaming among the miles of
outdoor exhibits at the North
Carolina Zoo when we lived in .
Asheboro; and a just-the-two-of-"
us day trip to the N.C. Aquarium
at Pine Knoll Shores has been
an anniversary tradition for
much of the past decade. Before
we moved to Lake City, the
Jacksonville Zoo and Gardens
factored in our decision.
My family and I treat zoos,
aquariums and gardens as
the living museums they are.
Realistically, we may never
travel to the African Savanna,
but our children have had the
privilege to see an aardwolf,
a Nile crocodile and a lioness
with her cubs in what amounts
to their, natural habitats.
Because the zoo in Asheboro
once covered three continents,:
our girls in essence have
become seasoned natural-world
travelers. Largely because of
what she has experienced, our
oldest daughter is focused on a
career in marine biology.
Sadly, because zoos and other
such parks are largely supported
by funding from government
and philanthropic organizations
neither of which are currently
posting positive financial
outlooks many of the places
we've visited are now forced to
make difficult decisions. The
North Carolina Zoo will lose $4
million this year and New York
attractions will see a program
cut of $5 million. Closer to home,
The Associated Press reports that
Florida state lawmakers have cut
$2 million for manatee hospitals
at Lowry Park Zoo, SeaWorld
and Miami Seaquarium. Other
facilities, from Kansas City
to Los Angeles, face similar
shortfalls. Obviously, the quality
and quantity of exhibits in these
parks will suffer.
This couldn't come at a worse
time. While the economy is bad
for state governments, it's worse
for individuals. Many of us are
now planning "staycations" for
the year instead of significant
travel, and zoos, aquariums and
gardens are natural attractions
for as long as they're around.
But on the subject of
staycations and natural
attractions, one nearby and
enduring outlet is your new copy
of Currents Magazine: Life in
Natural Florida. Published by
Lake City Reporter, the January/
Februrary issue is available
free now at numerous outlets
from doctor's offices to banks
throughout Columbia County.
And while this issue can't
provide a trip to Kitera Forest,
it will take you to places such
as Devil's Millhoper, one
natural attraction where, so far,
the inhabitants haven't received
pink slips.

portion of Columbia County
on the north side of U.S.
Highway 90.
Oelrich and Boyd are
the senior members of the
delegation who've partici-
pated in Columbia County
Legislative Delegation
Hearings in the past.
Oelrich, who was
elected in 2006, has
participated in previous
Columbia CountyLegislative
Delegation hearings.
Oelrich's district is com-
posed of Columbia County,
south of U.S. Highway 90.
Rep. Boyd, who was
recently elected to her
second term, will chair the
hearing.
"This is an opportunity
for citizens and elected
officials to meet with their
legislative delegation and
discuss issues, local bills
and budget requests prior
to the 2009 Legislative
Session," saidAmyKennedy
district executive secretary
to Rep. Debbie Boyd.
Boyd said it's important
to have the hearing to hear
people's concerns.
"Ift's just an opportunity'
for citizens arid elected
officials to present projects
that need funding and legis-
lative agendas," she said.
The hearing's agenda
calls for citizens to address
the delegation first
"We feel that all elected
officials should have the
opportunity to hear the
concerns of our citizens,"
Boyd said. "I imagine the
chief concerns are going
to be the economy and its
impact,on the budget and
services."
The legislative session
is slated to begin March 3
and conclude May 1, bar-
ring any special sessions.'

with Dr. King's teachings,
we are honored to have the
opportunity to serve those
who served."
Wilkes explained that
King's teachings focused
on Americanism and its
importance.
"In his famous speech,
'I Have a Dream,' King
also eloquently explained
that we cannot walk alone
and that the destinies of
all Americans are tied
together," she said. "At the
Department of Veterans
Affairs, we can say with
certainty and pride that
we serve as one VA we
serve together. Duty to
country knows only three
colors red, white and
blue and those who
have worn the uniform of
the United States Armed
Forces have truly served
us all and earned the hon-
ored title of 'veteran.'"
According to North
Florida/South Georgia
Veterans Health System
assistant public affairs
officer Cindy Gaylord, the
local VA has hosted an
MLK observance program
for more than a decade.
"It's extremely important
to continue the tradition of
celebrating Dr. King and
his legacy," Gaylord said.
"It's a time to remember
(and never forget) a great
American, a great leader
and a great humanitarian."
The keynote speaker for
this year's :event will be
Linard Johnson, pastor and
Columbia County School
Board Dist. 1 representa-
tive.
Johnson, who is a preach-
er at New Beginnings
Christian Fellowship
in Gainesville, is also a
Suwannee County Middle
School teacher.
Johnson is involved in
mentoring and believes in
volunteering as a means to
supplement education. His
philosophy regarding edu-
cation includes developing
students academically as
well as personally.

have their sights set on
a new goal..
Many questioned
whether the Gators
could have beaten Texas,
USC, or Utah, but that
question most likely will
never be answered.
At least we won't know
the answer this season.
For a team that's
already been named the
national champion, there
seems to be the feeling
that there's a lack of
respect. Could Florida
beat the Trojans?
Would they have
survived the gauntlet
of a schedule that the
Longhorns survived?
These are questions
that a national champion
shouldn't have to deal
with.
These are the
questions that many
Gators were left
answering after defeating
Oklahoma 24-14 for the
school's third national
title.
One thing that usually
keeps a team from
defending is hunger.
Teams generally aren't
as hungry to get a
championship after
winning one. Florida's
appetite might be
growing.
When quarterback
Tim Tebow was asked
what he has left to
accomplish as a Senior
he replied, "Have an
undefeated season."
If the Gators can do
that, then would they
be considered one of
the greatest college
dynasties of all time?
Certainly they
won't match the seven
championships in a row'
of the UCLA basketball
dynasty, but they have a
chance to be considered
the greatest to ever play
on the gridiron.
Notre Dame had a
streak of three out of
four championships,
in the 1940s, but with
the way the game
has evolved since the
forward pass, one would
have to consider Florida
the greatest team ever
assembled.
Much of that will hinge
upon what Percy Harvin
and Brandon Spikes
decide to do about their
final year of eligibility.
Each seem to be
leaning toward a return,
but the logical thought is
that one, if not both, will
forgo their senior year
for the NFL.
The season's a year
away, but the question is
already out there.
Will the Gators go
down as the best team to
ever play college football?

defeated Forest High 3-1 on
Monday.
The Tigers scored two
first-half goals, with the first

of the game, before putting
it out of reach in the second
half with a final goal.

Lady Tigers beat
Keystone Heights
on Senior Night.

Senior Night was short
and sweet for Columbia
High's girls basketball
team. The Lady Tigers
lose just two seniors and
they beat Keystone Heights
High, 48-34.
Jelisa Jenkins and Crystal
Roberts were the pair play-
ing their final home game
and both started. Senior
managers Michette Cole
and Lamesha Smith also
were honored.
The seniors got a lot of
playing time and both had
a basket
"The girls came out and
put us in position to play
the seniors," CHS head
coach Horace Jefferson.
"Sharmayne (Edwards) got
us going and kept us going.
DaBrea (Hill) hit some big
shots.
Edwards' first basket
came at 5:34 of the fourth
quarter and she added
seven" more points late in
the period. Columbia led
,12-0 at the end of the first
buzzer. The Lady Tigers led
26-9 at halftime and cruised
from there.
Edwards led all scorers
with 17 points. Hill added
11 points and Katrina
Goodbread made it to 10

The Columbia High
boys basketball team was
defeated by the Gainesville
Hurricanes 70-34 on the
road Tuesday night.
The Tigers came out
strong in the first quarter
holding the Hurricanes to
only eight points.
'We came out and played
outstanding defense at the
beginning giving up only
eight points, and six were
off of lay-ups," coach Trey
Hosford said.
The Tigers trailed 31-17 at
the half, but the Hurricanes
pulled away due to turn-
overs in the second half.
Dexter Dye was the only
Tiger in double digits with
10 points. Jerry Thomas
had eight points.
The Tigers fall to 6-10
overall, 2-5 district.

Fort White High Lady
Indians basketball team
defeated Newberry High
53-51 in overtime on Tuesday.
Newberry had a chance
to win in regulation, but
missed a pair of free throws
to ice the game, and sent it
to overtime tied at 46-46.
The Lady Indians brought
it back after falling behind
16-6 in the first quarter.
In overtime, Fort White's
Da'Leecia Armstrong
faced the same situation in
overtime, and also missed
her two free throws.
The difference was
Armstrong getting her own
rebound and putting it in
for the game-winning shot.
Bregay Harris led Fort
White with 20 points.
Tara Miller had 16 points.
Armstrong and Nikeria
Solomon had six each.
Alyse Smith had three
points in the contest.
Catherine Trish had two
points for the Lady Indians.
"We played extremely
hard tonight," said coach
