HS-3 'Tridents' return home

T he "Tridents" of Helicopter
Squadron Three (HS-3), who aided
in the capture and transport of 16
suspected pirates in the Gulf of Aden
back in February, returned home to NAS
Jacksonville April 16 after a deploy-
ment on board USS Theodore Roosevelt
(CVN 71). HS-3 deployed in support of
Operation Enduring Freedom as a compo-
nent of Carrier Air Wing Eight for seven
and a half months flying more than 3,800
direct combat support flight hours.
In January, the squadron provided three
HH-60H aircraft to Commander, Combined
Task Force 151 supporting counter-piracy
operations on board USS San Antonio and
USNS Lewis 'N Clark. With piracy con-
tinuing to be a huge problem in this area,
Navy forces are on high alert. "All of our
missions are dangerous but we just contin-
ue to do our job professionally," said HS-3
Commanding Officer Cmdr. Scott Starkey.
The squadron was actually split up and
tasked with new missions. "We're trained
to handle all warfighting assignments,"
said Lt. Chris Brinkac. Of course, his best
mission was arriving home to greet his
family. "I'm just glad to be home. It's what
I've been waiting for," he added.

with the Roosevelt also made a historic
port visit to Cape Town, South Africa in
October 2008, marking the first visit of a
U.S. aircraft carrier to the country of South
Africa in over 40 years. While in port, the
Tridents conducted an emergent at-anchor
80,000 pound vertical replenishment to
aid in a cooperative engagement with the
South African government.
HS-3 is comprised of 24 officers and 174
enlisted Sailors. The squadron flies four
SH-60F and three HH-60H Seahawk heli-
copters.

Sailors for the fourth quar-
ter of 2008 and the first
quarter of 2009," said emcee
and NAS Jacksonville
Command Master Chief
CMDCM(SW/SS) Jeff
Hudson.
"This event never fails to
fill me with pride because
Sailors of the Quarter rep-
resent the top five percent
of our people who come in
early and stay late getting
the job done without being
asked. So we're taking time
out today to recognize and
thank you, our right-hand
men and women. But be
aware once your com-
mand identifies you as a
'hard charger' or a 'go to'
individual your responsi-
bilities will multiply as you
progress in your careers,"
a grateful Hudson told the
audience.

sented the colors and the

"Being here today as
Sailor of the Quarter is
huge for me. It validated
my coming to work every
day and putting in the
long hours. When I saw
my name on the side of our
building I felt like a rock
star. It made me work even
harder because now I have
to live up to the tradition of
those Sailors of the Quarter
who went before me. Now, I
have bigger shoes to fill and
I'm going to do that," said
Drinkwater.
"This also allows me to
tell my younger Sailors
that if you work hard and
do your best, you'll be rec-
ognized and we'll bring
you with us. I must thank
my mentor, YNC Michelle
Lang, who saw something
in me I'm not sure what
it was that caused her to
bring me along in my Navy
career.
She urged the audience
of high achievers to become
mentors. "Go out and find
that hard-charging Sailor
who might be struggling
and use your experience
to help bring them along.
Developing our people
through the Navy tradition
of honor, courage and com-
mitment is what sets us
apart. Thank you for allow-
ing me to be part of that
tradition."
The audience rewarded
Drinkwater with a standing
ovation.
Hudson said the event
is filled with future lead-
ers. "Whether it's the Blue
Jacket, Junior Sailor, or
Sailor of the Quarter you
will that find that these
men and women each have
mentors who help them

cutting ceremony April 14
to officially roll out the new
Navy Working Uniform
(NWU) and to open a new
store to accommodate
Sailors in acquiring need-
ed items. The new store is
located next to the conve-
nience store in the NEX
warehouse.
During the event, NEX
employees gathered as NAS
Jax Commanding Officer

praised their hard work and
dedication to the Sailors

According to NEX
General Manager Steve
Foster, the idea was to cre-
ate a special area where
Sailors could go as a unit to
get fitted for the NWJU, find
the items they need, put in
their embroidery orders and
make the purchase in just
one stop. "I put this out to
my staff and asked how we
could best accomplish this.

a space in our warehouse,"

said Foster.
This meant creating a
space, building shelving
units and dressing rooms,
rewiring the electrical sys-
tem and organizing the
merchandise. "It took us
about seven weeks to trans-
form this space. Our team
of associates also spent
hours going to the differ-
ent commands here to pre-
fit about 3,500 Sailors and
measure them for their new
uniforms," Foster contin-
ued.
"We will be located here
for about 90 days and then
plan to move all the items
into the uniform shop in
the NEX. Our goal is to get
at least 50 to 60 percent of
our Sailors outfitted here so
the uniform shop is not so
congested and it's easier for
our customers to get their
items," added Foster.

Having a home birth or in a hospital?

I just finished reading "Extreme
Birth," by Andrew Goldman, in a
recent issue of New York maga-
zine. My third boy, Lindell (2) who
was a normal delivery -is playing
with toy cars on the floor. According
to the article's star, home-birth mid-
wife Cara Muhlhahn, Lindell's birth
would probably be described as "clin-
ical, detached and unnatural."
In the last day of pregnancy, my
blood pressure spiked, Lindell's heart
rate was erratic and shortly after
birth his breathing stalled. It was
an experience of hospital monitors,
tubes, medicine and intervention -
everything that home-birth advocate
Muhlhahn, considers being in direct
opposition to the "natural experience"
of childbirth.
And yet, Lindell sits at my feet,
pushing a metal car in circles and
declaring, "the car go race, Mommy."
He is a normal, healthy, active two-
year-old. When we are out walking,
people often stop us to comment on
Lindell's big brown eyes. Not once has
anyone said something to the affect
of, "Gee, what a beautiful little boy...
did you deliver him in a hospital?"
Birth stories are only relevant in
two situations: during the first six
weeks after delivery; and among
other mothers at a new mother's baby
shower. In the latter, birth stories of
the horrific variety seem to be espe-
cially relevant.
Outside of these circumstances,
however, who really cares about how
a baby arrived? At a Little League
game, who comments on a talented
young athlete and then says, "I won-
der if he was born by a C-section?" At
a dance recital, who looks at the star
performer and says, "I bet she was
born at home"? Who asks successful
adults, "How were you born?"
In Goldman's article, home-birth

thetics (your own
decor instead of
"cheesy" hospital
birthing rooms),
and the "experi-
ence" (home births
are compared sev-
eral times in the Sarah Smile
article to adrena-
line-fueled feats like climbing a moun-
tain) as reasons why they think births
outside of a hospital are superior.
One French obstetrician quoted in
the article even claims that babies
born via C-Section might have less of
an attachment to their mother, noting
that monkeys reject their offspring if
they are not born "naturally."
Two things struck me about these
sentiments. First, the selfishness of
putting aesthetics, quality of food,
and your own experience above the
health and safety of the baby.
Second, the idea that childbirth is
an end rather than a means to an
end. I am reminded of brides who
seem more invested in the wedding
than the marriage Is the objective
to bring into this world and raise a
happy, healthy human being who will
contribute positively to their commu-
nity? Or is the objective to flex some
kind of motherhood muscle to outdo
and outshine all other mothers, who
out of necessity and to save the lives
of their baby often had to delivery via
C-section?
All three of my babies were born
in hospitals. Two of them, in fact,
were born in military hospitals. (If

Jacksonville Roar to join
April 30 blood drive

The Jacksonville Roar Cheerleaders will be on
hand to thank donors at the Armed Services
Blood Program (ASBP) blood drive April 30
from 9 a.m. to 3 p.m. at the Center for Naval Aviation
Technical Training Unit Jax on Yorktown Avenue.
The ASBP is a joint program of Army, Navy and Air
Force elements working together to collect and ship
blood worldwide to take care of the military family. The
nearest military blood collection site is at Ft. Gordon,
Ga., one of 22 ASBP donor centers responsible for pro-
viding blood to military hospitals overseas and at home.
Ft. Gordon is currently the second largest collecting
center DoD-wide, and the majority of the blood they col-
lect is sent into theater within five days after donation.
Weekly shipments are made into Iraq and Afghanistan
to supply the hospitals that care for our injured service
members.
Donors must present a photo ID, and be at least 17
years old, free of cold and flu symptoms, and meet the
criteria for recent tattoos. Tattoos received in the state
of Florida must be at least 12 months old, although
some other states are okay. For a complete list, please
check the ASBP Web site. Certain travel restrictions
apply also; donors must wait 12 months after deploy-
ment to Iraq or Afghanistan, and donors who were
stationed in Europe for more than six months between
1980 and 1996 are not eligible to give. Appointments,
though not required, can be made online with just a few

birth. I was separated from
Lindell for nearly two days
after he was born while he
was hooked up to a respi-
rator. Conversely, I held
Ford, born with no breath-
ing problems, for the same
amount of time without
stopping. According to some home-
birth advocates' logic, Ford should
be more attached to me than Lindell,
when in reality, the reverse is true.
Another funny thing about child-
birth the more time that elapses,
the more we forget about it. I can
recall much more of Lindell's birth
two years ago than I can Ford's (eight
years ago). My mom remembers virtu-
ally nothing about my birth 32 years
ago, except that Charles Manson had
escaped from prison earlier that day.
Perhaps home-birth people will say
that these deliveries are so forget-
table because they occurred in a hos-
pital. But I believe that in fact it's
more natural to remember the years
of raising a child and getting to know
them as a person than it is to remem-
ber what food you first ate after they
were born.
The birth of a child should be based
on what's safest and best not on
superficial ideas and certainly not on
future bragging rights. No one cares
to hear about all the details of some-
one's appendectomy. What makes
anyone think we want to hear about
their labor and delivery be it in a
hospital or your own bathtub? Unless,
of course, we're at a baby shower.

about the GI Bill now being available
to pass on to a spouse to use. Is this true?

The new GI Bill also called the "Post 9/11 GI Bill" has the
most comprehensive education benefits package in the
program's history. Veterans who served after Sept 11,
2001 will receive full tuition and fees, a monthly housing
stipend and a $1000 annual stipend for books and sup-
plies. If a service member serves for 36 or more months,
he/she is eligible for the full benefit package.
Pretty good deal right. As far as transferring to your
spouse or child, there are some requirements that need
to be met. You must have served at least six years and
agree to serve at least another four years to transfer your
entitlements.
Don't have your wife run out and register for class just
yet. This new GI Bill is set to go into effect on August 1,
2009. However, as with any new legislation, it could take
some time for the Department of Veterans Affairs (VA) to
begin paying benefits.
The VA is not currently accepting applications for this
new program, but when they do, you will be able to submit
your application online. From there they will determine
your eligibility and issue a VA Certificate of Eligibility.

(NOSC) Jacksonville
hosted a family prepared-
ness day for Reservists and
their families April 19 at
the pavilion near the Navy
Gateway Inn & Suites at
NAS Jacksonville.
"The purpose of this event
is to get information out to
our Reservists and their
families," said SKC(SW)
Antonio Rivera of NOSC.
"It is important that they
know the benefits they and
their families are entitled
to when they deploy."
There were various activi-
ties during the day, includ-
ing stress management,
financial and parenting
workshops. Representatives
of other organizations,
including Navy-Marine
Corps Relief Society,
Military One Source and
Military Operation Kids,
spoke and had a ques-
tion and answer sessions.
Representatives from base
legal and personnel depart-
ments were also present to
answer questions.
"I'm glad that I came
here today because I did
not know about all of the
programs that are avail-
able to us," said YN1 Rose
Daugherty.
Reservists were encour-
aged to bring their families
to the event which included
free food, activities for chil-
dren, and babysitting for
children ages 4 and under.
"I was able to bring my
daughter because of all the
activities that had for kids,"
said SK2 Luke Rhaney.

Seaman to Admiral
The opportunity of a lifetime for three Sailors

Three Naval Hospital
Jacksonville enlisted
hospital corpsmen
are putting their Navy
adventure on the fast track
through the Seaman to
Admiral (STA- 21) pro-
gram.
STA-21 was initiated in
the 1960s by the first Chief
of Naval Operations (Adm.
Mike Boorda) to have start-
ed out in the enlisted ranks.
He established the program
to boost education and com-
missioning opportunities for
promising enlisted leaders.
Benefiting from STA-
21are HM1(SW/AW)
Amy Zabel, HM3 Carolyn
Ramsey both from NH Jax
and HM1 Jamie Thomas of
the hospital's Naval Branch
Health Clinic, Key West,
Fla.
All three applied for the
STA-21 program by the July
1 deadline and were notified
of their acceptance in the
fall of 2008. Now they are
about to begin their tran-
sition at Officer Training
Command, Newport, RI.
To others considering
applying, Ramsey said don't
be intimidated by your odds
of selection. "Go for it!"
Thomas advised that you
start working your package
early it took him about 18
months to pull all the docu-
mentation together.
At Newport, they will
complete eight weeks of
core officer training and
college preparatory classes.
Zabel said she expects it to
be the officer equivalent of
enlisted boot camp, plus a
whole lot more.

patient and provider con-
cerns.
Her department head,
Diane Troyano said, "We
are all so proud of HM1
Zabel for her selection to
the STA-21 program. She
will be sorely missed here
at the hospital but she will
go on to bigger and better
things."

Navy nurses Lt.j.g. Carla
Newkirk-Jones, Lt. Corey
Hawkins, and Lt. Micah
Holden worked closely with
Ramsey to prepare her
STA-21 nomination pack-
age.
Newkirk-Jones said,
"HM3 Ramsey is a great
applicant for this program.
She is astute and caring in
nature and has the drive
needed in the Nurse Corps.
She has pursued collat-
eral duties while always
going above and beyond."
Newkirk-Jones is proud
to have helped Ramsey
through the application pro-
cess, as she too, was com-
missioned after 12 years of
working her way up to hos-
pital corpsman first class.
Ramsey said that guid-
ance from experienced offi-
cers such as these is impor-
tant to making the cut for
STA-21 and other commis-
sioning programs.
Zabel also credited good
mentoring and guidance.
She particularly singled out
HM1 Julio Medina of the
hospital's Command Career
Counselor's office for his
assistance. Medina also was
a big help for Thomas along
with HM1 Justin Pryzbyla
at NHBC Key West.
Thomas said he will be
leaving a two-year-old at
home with his wife during
his two months at Newport.
"But that beats six months
in the sandbox deployed to
Iraq" He has deployed to
the war before while serv-
ing aboard the USS Cape
St. George in 2003.
What drives Thomas to
become a nurse is "being
bedside, being the one who
is actually there, helping
heal the patient and seeing
them get better." Thomas
will realize that dream after
completing nursing school
at the University of South
Florida, Tampa.
After Newport, Zabel will
return to Jacksonville for
three years of study with
Jacksonville University's
School of Nursing. She is
slated to graduate as a
Registered Nurse in 2012.

sue the University of North
Florida's Nursing program

The STA-21 program
offers robust benefits and
takes the Navy Sailor to a
whole new level of oppor-
tunity and responsibility.
Besides medicine, there are
many other fields of study
open to STA-21 candidates.
The service member con-
tinues to receive the full pay
and benefits they earned

well as a $10,000 stipend
per year for three years of
educational expenses. Once
commissioned and receiv-
ing a degree, they will obli-

Zabel will be away from
her three-year-old son for
the first time while she's
at Newport. Her husband,
YNC Tony Zabel is also
deployed with the HS-15, so
her parents will care for her
son. Zabel said they have
always been there for her
and always supported her
decisions.
The medical field, partic-
ularly nursing, is a wide-
open career today.

The Naval War
College (NWC) is
accepting online
applications through June
30 for the next academic
cycle of the Fleet Seminar
Program.
Offered through NWC's
College of Distance
Education, the Fleet
Seminar Program enables
officers to complete Joint
Professional Military
Education (JPME) Phase I
where they live and work.
Navy, Marine Corps,
and Coast Guard officers
in the grade of 0-3 and
above and officers from
other services in the grade
of 0-4 and above are eli-
gible. Federal civilian
employees in the paygrade
of GS-11 or equivalent or
above are also eligible.
"In today's joint world,
a Naval War College edu-
cation is something that
any mid-grade officer
and above really needs to
function in a joint situ-
ation," said professor
Walt Wildemann, deputy
director of the College of
Distance Education at
NWC.
Designed to meet the
individual needs of stu-
dents who are unable to
attend NWC in residence
in Newport, the Fleet
Seminar Program deliv-
ers the NWC intermediate
curriculum in an evening
seminar format. NWC fac-
ulty members bring the
courses to approximately
1,200 students each aca-
demic year at 20 addition-
al instructional locations
across the United States.
Beginning in early
September and continuing
through May, seminars
are one night per week for
three hours per night.
Derived from the 10-
month NWC intermediate
resident core curriculum,
the students are taught
three courses: strategy
and war, joint maritime
operations and national
security decision making.
Each core course is com-
pleted during one academ-
ic year, and completing
all three courses in this
program satisfies JPME
Phase I requirements, a
critical career milestone.
The curriculum is also
accredited toward comple-
tion of the NWC Master
of Arts degree in nation-
al security and strategic
studies.
The core curriculum
can also be completed by
eligible students through
NWC's Web-enabled pro-
gram or CD ROM pro-
gram. The Web-enabled
program delivers the cur-
riculum in an online for-
mat worldwide where
students are assigned to
cohorts and study under
the tutelage of an NWC
online faculty member.
NWC's College of
Distance Education pro-
grams incur no cost or
additional service obli-
gation for students. All
required course materials
are provided by the Naval
War College.

Hospital corpsman wins her first fitness trophy

the Jax Physique, a body-
building, fitness figure &
bikini competition, held
April 4 at the Times-Union
Center in Jacksonville.
Sponsored by Premier
Physiques and former Mr.
Olympia, Dexter Jackson,
the show was Anderson's
first foray into the world
of fitness and figure com-
petition. The tanned and
toned 23-year-old won the
Women's Bikini Tall (5'6")
Division.
"I was both nervous and
excited to get my first com-
petition under my belt.
Being on stage and posing
in front of an audience that
included my dad was great.
Winning the first-place tro-
phy was a real bonus," said
Anderson.
She thanked her person-
al trainer, MWR Fitness
Assistant Travis White, for
guiding her quest for fit-
ness.

cardio-kickboxing class
at the NAS Jax Fitness
Source. As a certified per-
sonal trainer and former
bodybuilder, his guidance
and training cycles have
helped me reach a level of
fitness I had never envi-
sioned."
White's primary job is
helping active duty Sailors
prepare for their PRT and
deployment. "We also pre-
pare Sailors selected for IA
assignments to meet physi-
cal training standards of
the Army or Marine Corps."
He said that few patrons
of the NAS Jax Fitness
Source are as dedicated and
hard working as Anderson.
"Jessica shows great
potential and I believe this
win will be the first of many
more. She's come a long way
in a short time. We set goals
three months ago that have
already been achieved. Her
next bikini competition will
be the National Physique
Committee Europa Show in
Orlando," said White.
Anderson said, "Nutrition
can be the most difficult
part of fitness training. I
eat a strict diet that's tai-
lored to my body type for
me, that means lower
carbs."
Her daily training regi-
men includes about four
hours of cardiovascular
exercise.
"Travis keeps the training
interesting and unpredict-
able, so it never gets bor-
ing. The Stairmaster and I
are best friends. I also run
on the treadmill and out-
side and incorporate high-
intensity interval training
into the training cycle. I
also have a number of iPod
selections programmed for
different machines and rou-
tines," she said.
Pumping iron is a plea-
sure for Anderson.
"I love to lift it's really
my passion. We do some
machines, but mainly free
weights, for about an hour."
Instead of bodybuilding,
she chose to train for the
Figure Bikini Class, where
contestants are judged on
how lean and toned they
are. Bikini competitors
come on stage in groups
and go through the manda-
tory poses. Each competitor
then returns for her indi-
vidual presentation.

became a member of
Dexter Jackson's "Blade
Fitness Team," with whom

"It was a great learning
experience. I met some of
the biggest names in the
fitness business, includ-
ing Jay Cutler and Ronnie
Coleman," said Anderson.
"I want to get my pro card
within two years and then
walk on stage at 'The
Arnold' and take the tro-
phy in Figure. Fitness is a
lifestyle that I hope to turn
into a career."

Comfort is focus of naval hospital IAs

of Southern Command:
Operation Continuing
Promise 2009
They joined hundreds
of other volunteers from
numerous government and
non-governmental activities
for a 120-day humanitarian
and civil assistance mis-
sion to various Caribbean
and Central American and
South American ports.
These volunteers pick
up the torch from IAs
who served in Continuing
Promise 2008. In that mis-
sion, NH Jax IAs lent valu-
able assistance aboard
the Comfort and the USS
Kearsarge (LHD 3) in an
equal-partnership humani-
tarian assistance mission
involving the United States,
Canada, the Netherlands,
Brazil, France, Nicaragua,
Colombia, Dominican
Republic, Trinidad, Tobago
and Guyana.
In a recent message to
Navy Medicine, Surgeon
General of the Navy Vice
Adm. Adam Robinson Jr.
said, 'Navy Medicine's
humanitarian civil assis-
tance missions offer a
positive vision of hope and
opportunity rooted in our
history and in the promise
of our future. HCA mis-
sions reflect our belief in
the worth, dignity, equality
and value of every person
in the world."
The 2008 Kearsarge
cruise lasted from Aug. 2
to Dec. 2. More than 1,500
volunteers served with per-
sonnel from the U.S. Armed
Forces, as well as those vol-
unteers from other nations
and varied non-govern-
mental agencies includ-
ing Operation Smile and
Project Hope.
The Kearsarge not only
provided medical assistance
to the people of these coun-
tries, but also aided hur-
ricane recovery efforts in
Haiti, providing medical
and public health resources
as well as Seabee engineer-
ing assets.

a sweltering, rudimentary
and difficult environment.
The mission participants
saw first hand the poor-
est of the poor struggling
to survive in often appall-
ing living conditions with
little medical care. Health
issues virtually eliminated
in more developed countries
are still big problems in
many of these areas.
Santana said the health-
care teams dealt with the
entire spectrum of mala-
dies of poor tropical coun-
tries malaria and wide-
spread, often untreated,
tuberculosis; parasitic
infections; malnutrition;
untreated injuries and
the full range of sexually
transmitted diseases. Her

local water supply when a
barge accident sank drums
of the deadly poison into a
river.
Fitch, who organized and
dispensed medications,
also helped de-worm more
than 7,000 children, saw
more than 300 in sick call,
cross-trained in the ship's
ward and in surgery and
was amazed by the people's
resilience to dire circum-
stances.
She said there were
always people they couldn't
reach during their short
stays, many of whom had
walked for days to reach
this thin hope of medical
care.
Santana pointed out
that they were desperate
for medical care, for them-
selves, their children and
even their livestock not
necessarily in that order.

One father explained that
he can always have more
children but not a new ox.
For him, livestock meant
the basics of his family's
meager income.
She was also impressed
with the deep bonds the
medical teams developed,
sharing in their concern for
each patient. She recalled
one team gathering outside
the room of a mother facing
a difficult birth and they
took a moment to pray for
her. Tragically, the mother
died but the child survived.
She said when she saw that
group with heads bowed,
regardless of their back-
grounds and beliefs, none of
them had a dry eye, includ-
ing herself.
Despite the plight of the
local population, Fitch said
the people were generous
and grateful of spirit. She
noted they always said
"thank you." That came
from the poorest patients
to high ranking dignitaries
who visited the ship or the
clinics. For instance, she
recalled that many national
leaders visited her pharma-
cy aboard ship and in the
in-country clinics and they
seemed very excited about
what they saw. Politically,
the visits gave them the
opportunity to demonstrate
what they were doing for
their people with ties to
other nations, including
the U.S., in providing vital
medical assistance.
The volunteers were also
grateful for this experience
and said they would love
to go on such an adventure
again.

Unfortunately, debt issues are
affecting many Americans
and the military is no excep-
tion. So it's important to know the
basics of debt collection, the laws
which regulate the collection indus-
try and the consequences of failure to
pay lawful debts.
You are legally obligated to pay a
just debt when you take out a loan,
use a credit card, co-sign on a loan,
enter into a private agreement with
another party for things such as home
repair or auto repair, or if you become
involved in a myriad of other circum-
stances which involve the exchange of
money for goods or services.
The collection of unsecured debts is
most commonly associated with delin-
quent credit card payments. As every-
one knows, if you do not pay the mini-
mum balance on your MasterCard,
VISA or other credit card, you are
asking for financial trouble.
If you do not pay an owed debt, the
original creditor will most likely use
the services of a debt collection agency
to obtain payment. Once this occurs,
your credit report reads that the par-
ticular account has been "charged off'
meaning that your debt is owned by
the collection agency.
This particular act of a "charge off'
is important because you are pro-
tected under certain laws depend-
ing on who is doing the collecting.
The Fair Debt Collection Practices
Act (FDCPA) is a federal law that
protects consumers against debt col-
lectors but, it does not apply to the
original creditor.
Debt collectors usually begin the
collection process with "courtesy"
calls. If you receive a collection call,
you have the right to be told the name
of the creditor and the exact amount
you owe.
Further, the caller is not allowed to
use obscene or threatening language
with you. It is also considered harass-
ment to contact you at unusual hours
(usually defined as before 8 a.m. or
after 9 p.m.). Also, under federal law,
a debt collector cannot communicate
with you at work, once he knows that
your employer prohibits such com-
munication. Therefore, be sure to
inform the collector of this fact when
they call. Unfortunately, as previous-
ly mentioned, this law does not apply
to the original creditor itself.
Either at the same time collection
calls start or immediately thereaf-
ter, a collector is required to provide
you written notification of the debt
and amount owed. If you are given all
the information about the debt and
acknowledge that you owe it, then it
may be in your best interest to make
a settlement offer. In many cases, late
fees and other administrative costs
are added to the original amount -
and can be avoided if a settlement
offer is made.
If you want to dispute the debt,
then you must do so in writing. The
collector is required to inform you
that you have a right to dispute the
debt. To keep this right, you must dis-
pute the debt within 30 days of first
written notification of the attempt
at collection. Within the body of the
dispute letter, reference the account
number used by the collection agency,
your name and to write the follow-
ing: (1) if you dispute the entire debt,
then write, "I dispute this debt in its
entirety" or "This debt is in dispute;"
or (2) if you owe part of the debt, but
not all of it, then write "I dispute any
debt over the amount of X."
Once a debt is disputed in writing,
you receive certain automatic pro-
tections under the FDCPA and the
Fair Credit Reporting Act (FCRA).
The FDCPA requires that the creditor
must validate the disputed debt and

working uniforms will con-
tinue to be authorized for
wear until December 2010.

it is validated to you in writing. The FCRA
requires that any disputed debt must also
be reported by the creditor on the consum-
er's credit report.
If you do not pay your debt, you are con-
sidered a financial risk by lenders and
you may either be denied credit or given
credit at an obscenely high interest rate. A
consequence specific to the military is that
your security clearance may be revoked
if you do not pay your debts. Pursuant to
SECNAVINST M-5510.30, continuation of
a security clearance is based on a "whole
person concept."
One of the factors considered is a per-
son's ability and willingness (or lack there-
of) to meet financial obligations and/or pay
lawful debts. If negative financial infor-
mation is brought to the attention of DoN
CAF (Department of the Navy Central

security clearance will be revoked bar-
ring any mitigating factors. If this occurs,
a sailor is unable to function at most jobs
in the Navy and may be administratively

begins, it can truly be a nightmare to sort
out to whom you owe the debt and the con-
sequences of poor financial management
can follow you for years to come. This can
be prevented with a sound financial plan
and not over-extending your credit.

"Due to a snafu at registration, Garrett did not receive a chip

Disease Managers

ease Managers for their Jacksonville Service
Center.
The qualified candidate will assess and engage
beneficiaries for enrollment into the disease man-
agement programs) as well as plan, coordinate,
implement, monitor and evaluate the medical ser-
vices required to meet the complex health needs
of TRICARE beneficiaries.
The qualified candidate will have a minimum of
three years psychiatric experience in the mental
health/substance abuse field educating and caring
for complex patients. Previous Disease Manage-
ment experience and Disease Management and/or
Case Management certification is preferred. The
qualified candidate will also have a current, valid
license in Social Work, Marriage and Family
Therapy in the State of Florida. OR is a Regis-
tered nurse in the State of Florida with a current,
valid license and minimally a Bachelor of Science
in Nursing.
