Looking back to 1945...

File photo
Civilian families gather around to learn about the Consolidated PBY-5 Catalina at the NAS Jacksonville Air Show. This
"flying boat" patrol bomber was produced from 1936 to 1945, and was not retired from the U.S. Navy until 1957. As
the iconic aircraft of today's the maritime patrol and reconnaissance community, the Catalina could be equipped with
depth charges, bombs, torpedos and .50 caliber machine guns.

More things Dustin has learned, living alone

By Sarah Smiley
Special Contributor

As I mentioned last week, my
Navy husband, Dustin, has
been a 'geographic bachelor'
which is military-speak for a service
member who -due to his assigned
duty station and conflicting status
with their family's plan -is living
apart from his spouse and children.
Dustin remains in Pensacola, fin-
ishing up his tour, while I am staying
with my parents in Smithfield, Va.,
because we are eventually moving to
Bangor, Maine. Hey, it made sense in
the beginning.
I already shared with you that
Dustin is learning a lot during his
time alone. Mainly (1) that cooking
for one is not much fun, and (2) week-
ends are the worst. He's also learn-
ing that I wasn't kidding when I said
doing laundry in a hotel room is dif-
ficult.
When we were living in the Navy
Lodge after we sold our house in
Florida, doing laundry consisted of
these steps: get laundry off floor and
put it in basket; convince my boys to
put down X-Box controllers and put
on their shoes; balance baby on one
hip and basket on the other; ask Ford
to pick up underwear that falls out
of basket along the way; climb stairs
because elevator is broken; go back
down stairs to get forgotten quarter;
pay 75 cents again because dryer
didn't work the first time; take bra

out of baby's hand; find older boys
who have now escaped and gone down
the broken elevator and are stuck
between the first and second floors.
Repeat eight more times.
When Dustin came home at night,
he asked, "So what did you guys do
today?" I said, "Laundry," and he said,
"That's all?"
Yesterday, Dustin did laundry at his
temporary home, the BOQ (Bachelor
Officers Quarters). Over the phone,
he told me how inconvenient laundro-
mats are, and how much he appreci-
ates our washer and dryer (that's me,
by the way).
And he didn't have two kids and
baby with him.
When the cat is away the mouse
will go golfing.
Dustin doesn't get to play much
sports when the boys and I are liv-
ing with him. After I've spent a day
retrieving Darth Vader from the
commode and getting bubble gum
off the bottom of the baby's shoe, it's
"Dustin's turn" to help when he gets
home -so that I can make everyone
dinner, of course.
My grandmother Doris says this
whole "his turn" thing is a new phe-
nomenon. "There was no 'his turn'
when I was raising kids," she says.
"It was all 'my turn.'" Accordingly, my

grandfather did whatever he pleased
when he came home from work. My
grandfather also didn't know how to
open a can of soup.
Last Spring, I wanted to play soft-
ball in the church league. "How will
you do that with the kids?"
Dustin asked. "You can't expect me
to come home to watch the boys." He
had a point. I didn't join the team.
A few days later, Dustin came home
with a baseball shirt with his squad-
ron's logo on it.
"What's this?" I asked.
"Oh, I'm going to play on the squad-
ron baseball team," he said.
What followed next was a bunch
of words that my editor won't print
here. I suspect Dustin is playing a lot
of baseball now that he is alone.
But he's also golfing every day
that he isn't working. He's golfing so
much, he thinks he needs new golf
clubs. I guess he's forgotten that his
geographic bachelor days are almost
over.
On several occasions, I've called and
woken him up.
"It's real quiet without you guys
here," he said the other night.
I guess you could say that Dustin is
also learning that he misses us. We
miss him, too.

Money talks

By Chaplain (Lt.) Joe Molina
Special Contributor

Aman fell into a frozen lake and a friend was provi-
dentially close enough to pull him out of the water.
"You should give your friend at least 20 dollars for
saving your life," the man's minister said to him. "Well
reverend, can I make it 10 dollars? I was half dead when
he pulled me out."
Hey, imagine that . "half dead," therefore half the
cost for saving his life. Moral of the story: Money talks. In
fact, do this. Take a dollar bill from your pocket and just
look at it. It is disturbingly real how this inanimate piece
of paper seems to take on the trappings of personality.
When it goes into our pocket it becomes an extension of
who we are. If you want to know some things about me,
just take a few moments to review my checkbook. You
see, money talks and it talks about us. We have all heard
stories about people who have been ruined by money.
Perhaps we personally know people who have been con-
sumed by greed because of money.
However, the reality is that money is intrinsically neu-
tral. Money is neither good nor bad. If money corrupts
someone it is because the person was already corrupt
to begin with. If money kills a person's spirituality it is
because the person was spiritually lifeless already.
Our use of money will talk. Sometimes its message is
about the false security we have placed in it. Money will
speak volumes and sometimes can even deliver a powerful

CHAPLAIN'S CORNER

sermon. Indeed our use of money
can also reveal our personal theol-
ogy.
E ?S To be sure, Schedule A of our
personal tax return has a line
., item for designating the sum total
of the year's monetary donations.
i I submit to you that our entry on
that line item will make a power-
ful statement about our spirit of
benevolence and personal faith.
God knows that money talks.
Chaplain I would like to address money
(Lt.) Joe Molina management from the perspective
of benevolence (i.e. how we use
it to help others). There are basically three kinds of giv-
ers in the world. We could liken them to "the flint," the
sponge" or "the honeycomb."
THE FLINT: To get anything from the flint we have to
hammer away at it. The result is that you get only a few
chips and sparks.
THE SPONGE: To get anything from the sponge, no
matter how much it has absorbed, we must still squeeze
and squeeze it.

THE HONEYCOMB: It just overflows and drips with
sweetness.
I will give all of us the benefit of doubt and will assume
the best. That is, we are all like the honeycomb when
it comes to giving to those in need. We have a generous
spirit because we realize some compelling realities about
our surroundings.
Indeed, we live in the most prosperous nation in the his-
tory of humanity. Even some of the less affluent among us
can boast some basic creature comforts that are the envy
of many people beyond our borders. Understanding this,
the principle of application is very simple: "To those who
have much received, much is expected."
This assumed trust in our innate generosity is impor-
tant because it informs us that in times of personal need
we can count on each other's willingness to help. We can
appeal to our collective sense of mutual trust. Our per-
sonal commitment in giving to worthwhile causes such as
the Combined Federal Campaign, our local places of wor-
ship or other benevolent causes manifests our collective
commitment to be generous and helpful.
I will also make two other bold assumptions. That is, I
will assume God's blessings when we are faithful in our
generosity (for it is more blessed to give than to receive). I
will also assume "synergism" as an end result. Synergism
is defined as "when the whole is greater than the sum of
the parts." This translates into transformation as commu-
nities are revitalized and lives are changed because of the
generosity of the committed.

traffic count on Yorktown Avenue to provide data on the
"three-lanes-in/three-lanes-out" traffic flow during peak

place the traffic cones on weekday mornings and after-

Greater Jacksonville Area USO
The Greater Jack-
sonville Area USO
is in danger of clos-
ing its doors by December
2008 due to severe cuts
in our corporate funding
and dwindling donations.
To turn this around, we
appeal for your help as a
USO volunteer and donor.
We also need your help to
dispel the following miscon-
ceptions about your USO:
"I already give to the
USO." That may be true,
however, your Greater
Jacksonville Area USO
is an "independent affili-
ate" which means that we
do not receive any finan-
cial assistance from World

USO Headquarters. That's
why we ask that you direct-
ly donate to the Greater
Jacksonville Area USO via
local donations or through
CFC #97347 on your pay-
roll deduction. Donations
are tax deductible, and no
donation is too small.
"I thought the USO
was funded by the U.S.
Government." No, the
Greater Jacksonville
Area USO is not support-
ed by or paid by the U.S.
Government. We are strict-
ly a non-profit agency that
depends 100 percent on
donations from local busi-
nesses and individuals.
"How can I donate to
the USO?" Select one of
three easy ways. (1) Go to

via PayPal. (2) Walk into
any of our three offices and
make your check payable
to "Greater Jacksonville

NAS JAX USO Center Director Bob Ross presented Marine
Cpl. Knox, of Blount Island Command, with an all-expenses-
paid weekend for him and his wife at Lauderdale By The Sea

and the State of Florida work together to honor all our service
personnel and families."

USO: Funding needed
From Page 6
Atlantic Beach, FL 32233.
"How can I donate to the troops?" There is no other
agency or department on any military installation that
can accept a donation from the public and give it to the
troops. Only the USO can accept financial or "in kind"
donations.
"Does the USO have a "free mailing" arrangement
with the U.S. Postal Service?" No, we must pay for all
postage in order to ship items overseas to our troops.
Jacksonville is a major player in national defense. We
simply must have your financial support to avoid closing
of any of our area USOs. Remember, there are only four
USOs in Florida, and three are right here in northeast
Florida. Please spread the word regarding our "Help on
the Home Front" fundraising campaign.

SAILOR OF THE QUARTER HONOREES

SOQ: Sailors who go above and beyond

From Page 1

"Live your life with
honor, integrity, and lead-
ing by example. Be that
person you want junior
Sailors to model themselves
after and look to for guid-
ance. I work hard to help
out junior Sailors because
looking back to when I was
a seaman, I did not have
the guidance or mentor-
ing I needed to reach my
goals. That didn't stop me,
it just enhanced my desire
to help others and ensure
they have the tools to take
advantage of every opportu-
nity," explained Thinn, who
joined the Navy in 1995.
Something she learned by
working on career develop-
ment boards was that tak-
ing time to listen to Sailors,
especially those thought to
be lost causes, you might
discover that it's not the
Sailor who is failing -but
the leadership who is fail-
ing the Sailor.
She added, "What can you
do to ensure a Sailor's suc-
cess? You can listen. You
can act. You can train. If
you cannot train a junior
Sailor to be your replace-
ment -what have you accom-
plished? Have you truly com-
pleted your mission?"
"It takes dedication and
commitment to engage and
motivate junior Sailors to
succeed. That's why I'm
proud to put on my uniform
everyday knowing that I
come to work giving my all,
not just for myself, but for
those who have gone before

NAVFAC: Working toward LEED certification

From Page 1

"When we talk about
military construction, it's
really the bedrock of our
military services. When
you stop and think about
it, if we are going to have
the best-equipped and best-
trained military, then we
have to build installations
and facilities to house those
individuals and their equip-
ment," said Crenshaw.
"Any member of Congress
will tell you that they would
be tickled to death to have
a three- or 30-million-dol-
lar project in their commu-
nities but we have over
300 million dollars worth
of projects going on here
at NAS Jax. It shows how
important this community
is in terms of our long-term
national security. It also
has a tremendous impact
on our local economy," he
continued.
The $14.6 million 61,000-
sq.-ft. building features a
two-story administrative
facility with a third story
loft. The steel-frame struc-
ture incorporates: recycled
content building materi-
als; under-floor air distri-
bution; movable wall sys-
tems; mechanical, electri-
cal, and plumbing systems
that exceed required energy
standards; carbon diox-
ide monitoring system for
occupant comfort and well
being; and a storm water
retention/infiltration pond.
It was designed and con-
structed by The Haskell
Company of Jacksonville.
"This building is a prime
example of energy effi-
ciency and Leadership in
Energy and Environmental
Design (LEED) attributes,"
said NAVFAC Southeast
Commanding Officer Capt.
Doug Morton. "The com-
mand has obtained LEED
registration with the U.S.

LEED verifies green performance

What is LEED?
The Leadership in
Energy and Environmental
Design (LEED) Green
Building Rating SystemTM
encourages global adop-
tion of sustainable green
building and development
practices through the
implementation of univer-
sally accepted tools and
performance criteria.
According to the U.S.
Green Building Council
website, LEED is a volun-
tary, practical rating tool
for green building design
and construction that pro-
vides immediate and mea-
surable results for build-
ing owners and occupants.
LEED addresses all

for this new facility and is
currently working toward
LEED certification."
LEED is a voluntary,
consensus-based national
rating system that empha-
sizes the latest strategies
for sustainable site devel-
opment, water savings,
energy efficiency, materi-
als and resources selection,
and indoor environmental
quality.
"This is an in-depth
process to document that
the facility meets specific
LEED standards in the cat-
egories of sustainable sites,
water efficiency, energy
and atmosphere, materi-
als and resources, indoor
environmental quality, and
innovation in design," said
Morton. NAVFAC has set a
goal of having all fiscal year
2009 projects meet LEED
requirements.
"I promised the people
here they would have a
beautiful building, that it
would be environmentally
sustainable to make our
world better and that the

complaint brought to my attention is that personnel exit-
ing the base through the Yorktown gate cut into the right
lane from the center lane near the guard shack at the last
moment. Observations indicate that most of the drivers
who did this had previously turned left off of Allegheny
and did not have sufficient clearance to get into the right
hand lane due to traffic. Therefore, they had little choice
except to try and merge over if they wanted to make a
right turn onto Roosevelt. However, it is important to note
that the Commercial Gate is an authorized exit point until
5 p.m. These vehicles could go straight through the inter-
section at Yorktown/Allegheny and use the Commercial
Gate to exit the base, which has very little backup. I
encourage drivers to utilize the commercial gate for exit-
ing the base in order to further distribute the outbound
traffic flow.
What will happen when the new hangar opens in April
2009 and traffic increases even more? The base is pres-
ently updating our activity master plan. I have already
asked for a traffic study to make recommendations con-
cerning the new hangar traffic patterns as part of that
plan. Pending that final report and any proposed recom-
mendations, additional changes could be made at our
gates.
Like any change, it will take some time getting used to
the new speed calming devices. However, I am certain
that with your cooperation and "safety first" attitude, the
speed of traffic flow will increase and ultimately improve
traffic safety aboard our station. Remember, you don't
need to slow to a stop when traveling over the speed
bumps and the Commercial Gate is an authorized exit
point. In conclusion, one of my primary responsibilities
as commanding officer is for the safety and security of the
personnel who work at, as well as visit, NAS Jacksonville.
I hope that you share my concern, as I take this obligation
very seriously.

summer campers presented their annual
Summer Camp Talent Show for family mem-
bers and friends at the base theater July 25. The
children showcased their talents by singing and
dancing as the audience cheered them on.
"The kids really look forward to this. It gives them
a chance to showcase their talent and let the par-
ents see what they've been doing during camp. All
of our kids are so talented and they love to entertain
people," said YAC Director Megan Elliot.
According to Elliot, the kids and their counselors
start planning for the show several weeks before the
event and spend quite a bit of time practicing their
moves. "They all come up with their own songs and
routines. They are responsible for doing all their
own numbers," she added.

FRCSE Jax delivers value to fleet

By AT2(AW) Krystal Smith
FRCSE Public Affairs Office

In 2006, the Base
Realignment and
Closure (BRAC)
Commission merged
the NAS Jax Aircraft
Intermediate Maintenance
Detachment with the
Naval Air Depot to estab-
lish Fleet Readiness Center
Southeast (FRCSE).
Since the merger, FRCSE
Site Jacksonville has real-
ized substantial efficiencies.
You now see military tech-
nicians and civilian arti-
sans working side-by-side
to deliver aircraft and com-
ponents to the Fleet faster,
and at reduced cost to the
Navy. By working togeth-
er, Sailors benefit from the
artisans' experience and
engineering expertise, while
the Fleet benefits by receiv-
ing highly trained techni-
cians.
One example is the merg-
er of the intermediate level
hydraulic shop with the
depot level hydraulic shop.
Not only will the sailors
benefit from the artisans'
technical expertise, but the
Navy will also reduce the
infrastructure costs asso-

ciated with maintaining
essentially the same capa-
bilities at both activities.
Cmdr. Charles Nixon,
Site Jacksonville's offi-
cer-in-charge, said, "The
hydraulic shop merger is
the first of many opportuni-
ties currently being studied.
We are examining all areas
where we have duplicate
capabilities and will merge
those capabilities if it is the
right decision for support-
ing the Fleet."
Another aspect of the
merger is the Beyond
Capable Maintenance
Interdiction (BCMI), when
the intermediate level site
sends aircraft components
to the depot level site for
maintenance or a depot
artisan goes forward to the
intermediate level site and
performs maintenance.
Components in the
BCMI pipeline are evalu-
ated to ensure that a reli-
able and cost-effective
repair can be performed
without fully reworking
the component to reduce
the cost of the repair and
return the savings to the
Naval Aviation Enterprise
(NAE). According to Chief
Robert Campbell, of Site

Jacksonville production
control, the BCMI process
has successfully completed
302 interdictions saving the
NAE $2.974 million since
October 2007.
According to Nixon,
"Merging the intermediate
level and depot level com-
mands creates the opportu-
nity to take full advantage
of the tremendous capabili-
ties that exist throughout
FRCSE. Having the ability
to focus the efforts of 4,000
civilians and Sailors signifi-
cantly enhances our ability
to provide cost-wise readi-
ness to the Fleet."
Additionally, Site
Jacksonville has greatly
expanded its component
repair capabilities and
improved its overall effi-
ciency through the uti-
lization of AIRSpeed, the
Lean process improvement
initiatives, and the Fleet
Readiness Center Cost
Avoidance Program.
These combined efforts
reduced the FRCSE time-
to-reliably-replenish air-
craft component and engine
inventories and provided
over $7.9 million in cost
avoidance this fiscal year
alone.

Center Southeast Site Jacksonville's power plant division which completes maintenance on

What is Naval Aviation
Enterprise? According to
Chief of Naval Operations
Adm. Gary Roughead,
"NAE is about collaborat-
ing, sharing and enhanc-
ing our business practices.
Not to turn the Navy into a
business, but to understand
the business of the Navy so
that we remain the most
effective and efficient Navy

in the world."
The NAE is a warfighting
partnership in which inter-
dependent issues affect-
ing multiple commands
are resolved on an enter-
prise-wide basis. It enables
communication across
all elements of the enter-
prise, fosters organization-
al alignment, encourages
inter-agency and inter-ser-

vice integration, stimulates
a culture of productivity,
and facilitates change to
advance and improve.
Working together opti-
mizes the use of existing
resources, manages the
costs associated with gen-
erating readiness, and har-
nesses change as a positive
force within the Navy and
Marine Corps.

Amid complaints, PT uniform fixes on the way

By Mark Faram
Navy Times staff writer

Navy officials announced they are
reworking the recently introduced
physical training uniform (PTU)
design because of a fleet of complaints.
Officials confirmed the rework in a naval
administrative message that also detailed
the official manner of wear for
the PTU. U '
Separate messages in July
also announced the rollout and
wear details for the new khaki-
and-black service uniform for
E-6s and below, as well as new
optional components that have
been approved with camouflage .=
utility uniforms. Photo
"We're improving the fit of
the liner," said Lt. Cmdr. William Marks,
spokesman for the Navy's chief of personnel
in Arlington, Va., of the proposed fixes to the
PTU. "The modesty liner in the shorts did
not allow for all builds, so we've re-crafted
the specs to fit a broader range of sailors in
each size category."
The changes are necessary because the
shorts currently available in exchanges
are uncomfortable to many. Navy Times
readers reported that even Navy Exchange
employees are advising sailors they tear
out the built-in liner and instead wear an
authorized, but optional, "compression short"
instead.
In addition, Marks said, there have been
some complaints about the T-shirts.
"We've heard that the shirts can become
slightly transparent, or see-through, when
sailors sweat during a hard workout," he
said. "We're increasing the opacity of the T-
shirt to add an additional level of modesty
for those sailors desiring it, but will not com-
promise the weight and performance of the
fabric."

by

In addition, the new version of the shirt
will be longer for everyone, and a "tall" size
will be added. The changes are expected to
be incorporated quickly into the next produc-
tion run and are expected to be available by
"early fall," Marks said.
All sailors must have the PTU starting
Oct. 1, so they likely won't be able to wait to
buy the modified T-shirts and
-. shorts as their first set.
The expected service life of
the uniform is 12 months, offi-
cials say. This means replace-
ment costs will be factored into
enlisted sailor's annual cloth-
ing maintenance allowances,
allowing them to purchase a
SMCI(SW/AW) new set each year, if necessary.
Rebecca Kruck The PTU will be required for
command or group PT, as well as for both
parts of the semi-annual physical fitness
assessment: the physical fitness test and the
body composition assessment.
When worn for command functions, the
rules state that the shirt must be tucked
into the shorts, and that shorts must be
worn "fully around the waist," and not
extend below the knee. Athletic socks must
be worn with running shoes that "support
the planned exercise," the message states.
The socks cannot extend above the mid-
calf level, and low-cut socks are authorized
as well.
Women are required to wear "a sport
or dress" bra. Other undergarments are
authorized but not required for men
and women. These include optional items
such as compression shorts, which must be
black or dark blue and not be visible when
standing up.
Off duty and off base, no such rules
apply: The uniform's pieces can be worn
separately or together for personal fitness
or leisure activities, the message said.
