Big houses and GPS are for older parents

Funny thing happens to older
parents whose kids have
grown. Suddenly they find
themselves with a very large house
and a nicer car than they ever had
when they were raising kids, when
they might have actually needed a
large house and a nice, comfortable
car.
If I had grown up in the house that
my parents own now, there would
never have been a need for the barrier
I often made with a box of Dixie cups
to separate my belongings from my
brother Van's underneath the bath-
room sink. It would have been pos-
sible for me to be in the same room
with my other older brother, Will, and
not be accused of "looking at him."
"She's looking at me, Mom! Make her
stop looking at me," Will always said.
But I didn't have many other places
to look.
When we all sat on the sofa, there
was an invisible, yet well recognized,
line of demarcation between "my
space" and my brothers' "space." If I
snored, they heard it across the hall
in their bedrooms. And in the garage,
if my roller skates got too close to
their skateboards, forgetting for a
moment that the 2-car garage barely
had enough room for a second car,
let alone toys and sports equipment,
I was doomed for a special form of
brotherly punishment: having my
Cabbage Patch Kid dolls hung from
the ceiling fan with a string.
In my parents' new house, Van,
FROM THE HOMEFRONT
Will and I could go a whole day with-
out so much as having the slightest
arm-hairs touch. That's a good thing,
except that we aren't really prone to
smashing each other's face into the
sofa cushions anymore anyways.
I am currently living with my par-
ents in Smithfield, Virginia, while we
(me and my children) wait for a house
in Maine and Dustin finishes up his
tour in Pensacola. My brothers don't
live at home any more. That, coupled
with my parents' new, larger house,
means that I'm enjoying even more
space than ever before.
Then, when Dustin came to visit
us last weekend, he and I drove to an
appointment in my mom's new car--a
car that is, of course, nicer than any
she had when she was raising us. It
even has a GPS (Global Positioning
System). Wouldn't that have been
nice on family trips!
Dustin was at the wheel as we
drove along in my mom's car, and the
friendly female voice of the GPS kept
giving us directions: "Turn left in 3
miles," "Left turn approaching in 2
miles," and then (after Dustin missed
the turn) "Recalculating; please wait."
This, by the way, is the GPS woman's
nice way of saying, "You missed the
turn, i Ull,,'1
Dustin said he'd like to own a car
like my mom's someday. I said that
I'd like to own a white sofa, too, but
these things just aren't possible while

Hey, MoneyMan!
I attended a command brief and the .
man from the credit union told me that
I should not pay the minimum payment f .
on my credit cards. He said I should
pay more than the minimum and to try '- '
to pay off one card at a time. I have six
credit cards and it seems to me that the '
best idea is to not pay anything on five
of my cards and to pay the maximum I
can afford on my other one. Wouldn't
this help me get out of debt sooner?
MoneyMan Sez:
I agree that the best approach is to
pay off one card at a time and I would
recommend you focus on the card with
the highest interest rate first and 'a
secondly, the one with the lowest bal-
ance, if several of your cards have the
same rate.
However, you should always pay at
least the minimum monthly payment
on each card. According to a recent
article by Steve Bucci of Bankrate.
com, when you make less than the minimum payment,
we still have little children at home.
When we're older and have less peo-
ple living with us, then we can have a
big house, nice furniture and a fancy
car.
At some point during our drive,
Dustin had missed another turn, and
the GPS, I know, was struggling not
to use profanities. We found ourselves
in a not-so-nice part of town. People
sat on porches outside homes that, no
kidding, looked like they had bullet
holes in them. In all my years of liv-
ing in the Hampton Roads area, I had
never been on this street. But I never
had a car with GPS either, so I usu-
ally stayed on the roads I knew.
Somewhere along this road in the
bad neighborhood, another fancy car
approached. We could see a middle-
aged woman behind the wheel. She
looked just as scared as us. When our
two cars passed, we waved at each
other with the same restrained excite-
ment that new mothers use when
they see another mom/stroller combo
at the mall.
I realized that the people sitting on
their porches were staring at us and
the other car. And I suspect they were
thinking, "Why do all these nice cars
come through our neighborhood these
days?"
Although, really, what they were
probably saying was, "Dude, that is
so not their car. That's got to be their
parents'."
L-,- ,- the result is not pretty. Not only are
you assessed a late fee penalty of $30
or more, you will move to the default
interest rate which could be as high as
30 to 35 percent.
If these fees put you over your credit
'. limit, you could be charged an "over the
limit" fee, typically another 30 bucks.
Then, of course, your new minimum
payment will go up and this process
will be repeated each month until you
resume payments. If you are having
difficulty in paying at least the mini-
mum payment on all of your cards,
h contact each lender and ask for a hard-
ship program. Many lenders will give
you three to six months of "breathing
room" with no increase in rates or fees
to allow you to get back on your feet.
You may also want to talk with a
professional advisor. You can go to
your credit union or bank or contact
the National Foundation for Credit
Counseling at 800-388-2227 to find an
appropriate counselor.

CPRG's final flight
splashes down at VP-30

Adm. Brian Prindle cel-
ebrated his career in the
maritime patrol and recon-
naissance community July
15 with a "wetting down"
at the conclusion of his
final flight in a P-3 Orion.
For those not familiar
with the final flight/wet-
ting down event, VP-30
Commanding Officer Capt.
Richard Fite explained.
"Wetting down is symbolic
of the admiral's last flight
with the patrol and recon-
naissance group. Think of it
like the Super Bowl, when
the winning coach gets a
Gatorade shower from his
victorious players."
Adding a special touch
to Prindle's last flight was
having his son, Ensign
Kenny Prindle, on board
as a member of the flight
crew.
As CPRG since Sept.15,
2005, Prindle is responsible
for all the Navy's P-3s and
EP-3s.
"My headquarters is in
Norfolk, Va. and includes
the wing and fleet replace-
ment squadron here in
Jacksonville, along with the
wings in Brunswick, Maine,
Whidbey Island, Wash. and
Kaneohe Bay, Hawaii," said
Prindle.
In August, Prindle will
turn over his command to
Rear Adm. Bill Moran and
move on to his next assign-
ment as director of the
Navy Assessment Division/
Capability Analysis Group
at the Pentagon.
"This was my last oppor-
tunity, while I'm in a flying
set of orders, to pilot the P-
3. I chose VP-30 because of
the impact it's had on my
career," he said. "My first
flight in a P-3 was here in
1980 when I was a Fleet
Replacement Squadron stu-
dent pilot. Over the years,
I was fortunate to receive
assignments with VP-30 as
an instructor pilot, depart-
ment head, fleet NATOPS
officer, and commanding
officer from 2001 to 2003."
The admiral represents
his family's second of three
generations serving the
maritime patrol and recon-
naissance community. "My
father was commissioned
in 1953 and flew the P-2
Neptune at a squadron in
Barbers Point, Hawaii. He
later transitioned to the
P-3 Orion and, in 1980,
his last assignment was

HS-15 received another happy return recently when PS2
Jessica Lett returned from a year-long individual augmen-
tee tour in Iraq. Lett (pictured in front of one of Saddam's
palaces) supported Task Force 134, a multi-national force
where she was in charge of tracking and accountability
for over 1,000 GORAB files. As a result of her profes-
sionalism, she was hand-picked to act as lead paralegal.
Lett was also appointed as headquarters career coun-
selor for TF-134 where she helped fellow Sailors with
education and career counseling. Because of her hard
work and dedication, she was awarded the Joint Service
Commendation Medal and Iraq Campaign Medal.

The project's goal is to rein-
force the importance of
abstaining from illegal drug
use.
The campaign relies
upon the volunteer efforts
of Naval and Marine Corps
personnel who deliver the
presentations.

Crenshaw to honor
Vietnam vets at NS Mayport

Crenshaw (R-Fla.) announced
he will again recognize the con-
tributions of Vietnam War veterans liv-
ing in the 4th Congressional District of
Florida by presenting them with certifi-
cates of Special Congressional Recognition
in honor of their service to our country.
The 2007 ceremony acknowledged 269
veterans. This year's recognition ceremony
will be Nov. 7 at Naval Station Mayport.
To participate, eligible veterans must reg-
ister before Oct. 3.
"Vietnam veterans served our country
with honor during one of our most tumul-
tuous times as a nation," said Crenshaw.
"They answered the call of duty, but
when they returned home, many did not
receive the recognition they properly
deserved. These brave individuals helped
fight for freedom and democracy at a time
when their country needed them this cer-
emony will show our appreciation."
Members of the armed forces who were
awarded either the Vietnam Service Medal
or the Vietnam Campaign Medal are eli-
gible for the recognition. The Vietnam
Service Medal was awarded to those who
served in Vietnam and its contiguous
waters and airspace between July 3, 1965

in direct support of operations in Vietnam
during the same time period are also eli-
gible for the medal. Armed Forces mem-
bers who qualified for the Armed Forces
Expeditionary Medal by service in Vietnam
between July 1, 1958 and July 3, 1965 will
also be recognized.
The Vietnam Campaign Medal was
awarded to those who served for six
months in South Vietnam during the peri-
od March 1, 1961 to March 28, 1973 or
served outside the geographical limits of
South Vietnam and contributed direct com-
bat support to the RVN armed forces for an
aggregate of six months.
Criteria for both medals are set by the
Department of Defense and recipients
should have the medal listed on their DD-
214s.

It's what's inside that counts!

With Andy's fifth birth-
day coming up and with
Disney's Pocahontas
animated film on the verge of
being released that day, you
know where he wanted to go.
So, mom and dad agreed where
to take him on that afternoon.
Getting ready to go, mom
instructed: "Andy, go get my
purse, then go to the refrigerator,
pick a snack and put it inside to
eat at the movies."
Mom assumed that Andy would
pick a granola bar or perhaps
some cookies. They arrived at
the movie theatre and 30 min-
utes later Andy leaned over and
said, "Mom, can I have my ice
cream sandwich now?" The moral
of the story: "it's what's inside
that counts."
Do you worship God? Do
I delight in the worship of The
Almighty? Do we understand
what it means to exalt God with
the fullness (the inside) of all we
are? To be sure, these are not the
kind of questions that we encoun-

ter on a regular basis. Yet, these
are the very questions that any
believer in the living God must
answer as part of a reality check.
Indeed, the worship of God in all
of its fullness is fundamental to
our design and purpose. It is one
of the great privileges of the faith-
filled life. Here's what I mean:
"Praise the Lord, 0 my soul; all
my inmost being, praise his holy
name.
Praise the Lord, 0 my soul, who
forgives all your sins
And heals all your deceases,
who redeems your life from the pit
And crowns you with love and
compassion, who satisfies your
desires with
Good things, so that your youth
is renewed like the eagles." (Holy
Bible, Psalm 103:1-5)
You see, when it comes to the
worship of God, "it's what's inside
that counts" and there is no fak-
ing it. Personal worship is either
real or it is a hollow moment.
King David of Israel was an older
Chaplain (Lt.) Joe Molina
man when he penned the words
found in this Psalm. The Psalm
is filled with exuberance and
praise. His desire was to remind
all who read the words that there
are many reasons to worship God
with the fullness of our spirit.
In other words, if we would find
out what is inside our lives and
praise God with the "insideness"
of our souls, then we will begin
to capture the essence of worship
and the great privilege we are
afforded when we worship God.
The 103rd Psalm is like that. It
is so filled with praise that it is
impossible to contain. The Psalm
reminds us of what God has done.
It reminds us of the greatness of
God. It reads like the Sears cata-
log of God's goodness and enu-
merates the wonderful privileges
that faith brings. The Psalm uses
action words to remind us that
God forgives, rescues, heals and
rejuvenates our spirits. It reminds
us that God embraces and envel-
ops our whole life. If this is true,
and it is, then all that is within
me should seek to praise God in a
spirit of gratitude. In our iniqui-
ties we praise God for His mercy.
In our families, we praise God for
the blessings of family. Indeed
it is a great privilege of faith to
experience the worship of the liv-
ing God. In short, don't forget the
benefits from God.
I remember years ago when
American Express crafted the
tag line, "Membership has its
Privileges." The words were skill-
fully selected so as to project an
air of importance and elitism.
Many people were willing to
pay the membership fee in order
to experience the privileges that
came with it. In stark contrast,
the gift of faith avails mankind
the two most important privileges
this side of heaven: the knowledge
of God and the worship of God
(and by the way, you don't have
to pay a membership fee).
A by-product of this privilege is
being crowned with love and com-
passion. This we need to remem-
ber because it contains endless
possibilities for experiencing it in
so many ways.
When we worship the living
God, we stop to smell the roses;
we take pause and celebrate God's
eternal source of love, grace &
compassion as we praise God in
the fullness of our soul.
Don't forget what God has
done! Remember, "It's what's
inside that counts!"

The CPRW-11 Green Team par-
ticipated in the second annu-
al beach cleanup hosted by
First Coast Surfrider and the City of
Jacksonville's Clean It Up Division,
Green It Up.
The June 20 cleanup lasted two
hours, followed by an awards cere-
mony, and food for everyone who par-
ticipated at the Jacksonville Beach
Pier. After the clean up, surfers hit
the waves to enjoy a day of surfing
at Jax Beach. Jacksonville's Clean it
Up, Green it Up Division coordinated
the local effort with the Beach's Sea
Turtle Patrol, From Jax With Love,
Sisters of the Sea, CPRW-11 Green
Team and the Surfrider Foundation.
Founded tour years ago, tne event
was created to give surfers across
the globe an opportunity to celebrate
the sport of surfing, as well as raise
awareness of the need to protect our
planet's beach and coastal environ-
ments. Beach clean-ups are just one
way a single person can contribute
to the preservation and protection of
marine and coastal ecosystems.
"This is our day to celebrate the
spirit and joy of surfing," said
Surfrider Foundation Executive
Director Jim Moriarty. "International
Surfing Day is when we give back to
the oceans and beaches that bring so
much into our lives."
The CPRW-11 Green Team con-
ducts monthly volunteer clean up
projects in various areas throughout
Jacksonville, including the "World's
Largest One-Day Clean-up Effort"
in 2007 and the NAS Jacksonville
Mulberry Cove clean up.
"We do these eco-friendly things
with our children, so that they will
learn responsibility and generosity.
These are great memories and values
that they can pass on to their chil-
dren," said CPRW-11 Green Team
member IT2 Brandon Howell.

The "Red Lions" of HS-15, under the
new leadership of Commanding
Officer Cmdr. Chris Misner, depart-
ed Norfolk Naval Station April 7 on board
USS George Washington (CVN 73) with
CVW-17. The mission was to participate
in the Southern Command's multinational
exercises and to facilitate the relocation of
the "GW" from Norfolk to her new home-
port of Yokosuka, Japan.
Following a three-day carrier qualifica-
tion period off the coasts of Virginia and
Florida, Carrier Strike Group 8 (CSG-8)
proceeded south accompanied by units
from Destroyer Squadron 40.
After flight ops off Antigua, the carrier
made its first port visit in Rio de Janeiro,
Brazil. Many Red Lions visited the
famous statue of Cristo Redentor and took
advantage of the breathtaking view from
Sugarloaf Mountain. Others visited the
world-renowned beaches of Copacabana
and Ipanema.
After pulling out of Rio, CSG-8 took
part in UNITAS with our Brazilian and
Argentine partners. Held annually since
1959, UNITAS is a multinational naval
deployment exercise that focuses on
interoperability of naval assets.
CSG-8 steamed into the Pacific to take
part in the Partnership of the Americas
(POA) cruise, including a port call in
Valparaiso, Chile. The POA is also a mul-
tinational naval deployment exercise that
enhances relations with partner nations.
The Red Lions made the most of train-
ing opportunities with both the 2nd fleet
(Atlantic) and the 3rd fleet (Pacific),
including deck landing qualifications, ver-
tical replenishment, and training heliborne
visit search and seizure -plus, maritime
interdiction operations with units from
Destroyer Squadron 40.
When CSG-8 arrived in San Diego, a
detachment of Red Lions remained at
North Island to complete strike training in
East County.
The remainder of the squadron returned
home to NAS Jacksonville.

More than 20 Sailors from VP-45
recently volunteered to teach
a day of classes at Cedar Hills
Elementary School.
Junior Achievement Program Director
Julie O'Connor greeted the "teachers for a
day" and reviewed their mission.
"Junior Achievement of Florida's First
Coast is a non-profit organization that
operates on the principal that financial
literacy, economic education and work-
force preparation contribute to a lifetime of
success. Local JA volunteers like the VP-45
"Pelicans" currently teach 13,000 students
in grades K-12," said O'Connor. "I'm proud
to recognize that this is the 11th year VP-
45 has supported our program."
After being briefed on the events of the
day, volunteers finalized their lesson plans.
At 0830, they stepped onto the school's
courtyard where the safety patrol raised
Old Glory, followed by a beautiful rendi-
tion of our national anthem and the pledge
of allegiance. After the school's principal
and VP-45's public affairs officer made
their opening remarks, students (grades K-
5) went to their classrooms for a day with
their VP-45 teachers.
Junior Achievement prepared the core
lesson plans that included maps, class
materials, and teaching tips to help facili-
tate each discussion. Popular lessons were:
"Ourselves" (Introduction to personal eco-
nomic issues and the roles individuals play
as workers, consumers, and family mem-
ber.), "Our Community" (Responsibilities
of and opportunities available to citizens
in the economic community.), and "Our
City" (Students make city planning deci-
sions and examine economic development
issues.).
The students also asked questions about
navy uniforms, the P-3 Orion, and daily
routines of squadron life.
After a full morning of teaching, the VP-
45 teachers joined their students in the caf-
eteria for lunch (hot dog, french fries and
a cup of milk) and conversations. Many
students were eager to talk about their
family members who also served in the
military. Toward the end of the school day,
some classes got PT by playing kick ball,
tag or Frisbee. As the last class of the day
approached, some students wrote thank-
you notes, drew pictures, and asked for
autographs from their VP-45 role models.
"For 11 years, VP-45 has inspired chil-
dren to learn the economics of life through
free enterprise education. Sharing their
experience with students helps show them
what it takes to be successful and we're
thankful for their commitment to Junior
Achievement," said O'Connor.

Just three weeks before the Ancient City Bodybuilding
Classic, Pabon accidentally broke her thumb and injured
her back. But she trained through the pain and still man-
aged to take first place.
Pabon is now training for the 2008 Dexter Jackson
Classic & Jacksonville Pro Figure Championships sched-
uled for Aug. 2 at the University of North Florida.

Manatee sighting
A large group of manatees were recently spotted beside
Fisherman's Cove pier. Apparently, the manatees were
mating, and were quite active that morning, much to the
delight of onlookers on the pier.

ored in Charleston, S.C. by
NAVFAC Southeast Executive
Officer Capt. Mark Jackson,
who presented them with
Civilian Service Awards.

dinary people overcoming
unbelievable obstacles to meet
mission requirements here

er, received the Meritorious
Civilian Service Award for her
readiness to provide train-
ing and mentorship to new
employees and her extensive
knowledge of NAVFAC design
and furniture procurement
procedures she passed on to
others.
Her initiatives date back
to the early 1990's when she
recognized the need for better
integration of collateral equip-
ment procurement into the
construction of contract.
Robins also received the
Meritorious Civilian Service
Award for his contributions as
NAVFAC Southeast's Capital
Improvements Business
Line Architectural Division
Director.
He was a leader in develop-
ing a local design-build proj-
ect programming template
for use in design-build RFPS.
Robins ultimate product was
viewed a great success and
was adopted to serve as the
baseline for a corporate tem-
plate, which became the stan-
dard in design-build through-
out the worldwide NAVFAC
footprint. This innovation
has resulted in a huge sav-
ings of man-hours and has
allowed the entire NAVFAC
Command to standardize busi-
ness practices and develop a
common communication tool.
His efforts also influenced the
success of executing over $1
billion in Hurricane Katrina
recovery work.

physical at Naval Hospital Jacksonville
(NHJ).
This is especially important for four-
and five-year-olds who may require addi-
tional immunizations based on new state
requirements.
For children enrolled in TRICARE
Prime at NHJ, school and sports physical
appointments are available by calling the
central appointments line at 542-4677.
If you are unable to schedule an
appointment in July, the family medicine
and pediatric departments will host a

money on prescriptions

T RICARE beneficiaries who pur-
chase regular maintenance pre-
scriptions will soon receive letters
explaining the savings they can realize
with the TRICARE Mail Order Pharmacy
(TMOP).
The letters tell beneficiaries how switch-
ing from retail pharmacies to TMOP can
save up to 66 per-
cent on their pre-
scription drug
costs. TMOP offers
up to a 90-day
supply of medica-
tion for the same
co-payment as a

30-day supply from a retail pharmacy.
With gas prices rising daily, eliminating
a trip to the pharmacy saves even more
money. Responses to TMOP have been
positive.

tance," said Michael Forman, a TRICARE
beneficiary from Chiply, Fla. "I'm telling
other retirees about this program thanks
again."
Brian Koetting, a beneficiary from
Converse, Texas, wrote, "I am new to the
home delivery system, and it was recom-
mended to me by my Veterans Affairs
provider. I am extremely pleased so far by
the service."
Call the member choice center (MCC) at
877-363-1433 and a customer service rep-
resentative will explain the program and
offer to process a new 90-day prescription
from the beneficiary's provider through
TMOP.
Beneficiaries can also register for
TMOP at http://www.express-scripts.
com/TRICARE. Once the registration pro-
cess is complete, beneficiaries may use
the MCC service online and request that
TMOP obtain prescriptions from their
provider.
Since launch of the MCC in 2007, more
than 90,000 retail prescriptions have been
switched to TMOP.
TRICARE Management Activity admin-
isters the health care plan for more than
9.1 million eligible beneficiaries (the uni-
formed services, retirees and their fami-
lies) through a network of providers, mili-
tary treatment facilities, medical clinics
and dental clinics worldwide.

a new uniform we actively
solicit feedback from the
fleet and the exchange -

making improvements in
the next production run
for both the shorts and the
shirt," said Vice Adm. Mark
Ferguson, Chief of Naval
Personnel.
The PTU, now avail-
able in Navy Exchanges, is
required for command and
unit physical training, and
the semi-annual physical
fitness assessment (PFA)
beginning October 1.
The PTU may also be
worn on and off base for
fitness or leisure, unless
determined otherwise by
regional coordinators or
commanding officers.
During command exercise
in port, the PTU shirt must
be tucked into the shorts;
during individual PT, or on
liberty, shirts may be worn
in or out of shorts. At sea,

The 1996 Lautenberg Amendment to the federal
Gun Control Act of 1968 makes it a felony for any-
one convicted of a "misdemeanor crime of domestic
violence" to purchase, receive, possess, or transport a
firearm or ammunition.
Violation carries the possibility of a prison sentence for
up to 10 years, a fine of $250,000, or both. So a squabble
with your spouse that was not your fault, or where the
police who responded did not believe your side of the story,
can have drastic consequences for those with a military
career.
What is a "misdemeanor crime of domestic violence?"
Simply put, it is a crime punishable as a misdemeanor
under State or federal law involving the actual, attempted
or threatened use of physical force or a deadly weapon.
The victim must be a family member or someone who
stands in the place of a family member, a girlfriend or
boyfriend for example.
Not all is lost if you are charged with such a crime.
First, there must be a conviction against you. That con-
viction must be obtained in a case where you have the
option to be represented by an attorney before a jury trial.
If there was no opportunity for a lawyer or a jury trial, the
conviction does not count.
In addition, if the conviction is expunged or set aside,
then your right to a firearm is restored. The same applies
if a pardon is granted or civil rights are re-established.

Second Amendment right to a firearm.
This applies to all firearms and ammu-
nition. No exception has been made for
those who must carry a firearm to fulfill
their military duties.
The Department of Defense recently
clarified its implementation of this law in
DOD Instruction 6400.06 (2007). While it
does not apply to major weapons systems
or crew-served weapons, certain convic-
tions under the Uniform Code of Military
Justice satisfy the definition for convic-
tion of a "misdemeanor crime of domes-
tic violence." For example, conviction at
a general or special court-martial of an
offense involving the actual or threatened
use of force against a family member trig-
gers the Lautenberg Amendment. A simi-
at a summary court-martial or non-judicial
punishment, however, does not.
Active duty service members with such a conviction, or
who later receive one, must notify their commands. This
is accomplished by completing DD Form 2760, but any
statement made on the form cannot be used to prosecute a
violation of the Gun Control Act of 1968.
This act also makes it unlawful for anyone, regardless of
criminal record, to sell or otherwise dispose of a firearm or
ammunition to another person who is known to have such
a conviction of domestic violence.
The bottom line is: disputes at home or with family
members can put your career at stake. It means that you

are now available for active-duty
Sailors, Reservists and Navy civil-
ians.
"This is an amazing opportunity.
Many of these programs cost over
$100 a piece to civilians," said CTICM
Rich Robinson. "I strongly encourage
all Sailors to take maximum advan-
tage for their professional and per-
sonal development."
The beginning and advanced
language skills software, called
Critical Language-150 (CL-150) by
Transparent Language, Inc., has
been purchased by the Navy and
is available for download via Navy
Knowledge Online (NKO).
Sailors and Navy civilians may
download the learning materials to
their personal computers and MP3
players through NKO. The courses
are compatible with both Windows
and Macintosh computers. The cours-
es are not currently NMCI-compat-
ible, but may be in the future.
To access free training materials,
the user must log in to NKO and click
on the "Transparent Language" link
located in the "Personal Development"
section on the opening page. This
will redirect the user to the software
download center at Transparent
Language Inc.'s Web site.
Languages offered include Spanish,
modern standard Arabic, Iraqi Arabic,
Pashto, Persian Farsi, Dari, Chinese-
Mandarin and many others. The soft-
ware supports both individual and
team learning and contains cultural
overviews as well.
Transparent Language has
helped more than one million peo-
ple worldwide learn new languages.
Transparent Language's products are
also used in more than 12,000 civilian
and government educational institu-
tions, including major universities
and government facilities, such as
the Defense Language Institute and
Foreign Service Institute.

New service uniform available in Southeast region Oct. 9

The new E l1-E6 Service
Uniform (SU) will
be available for pur-
chase in Great Lakes and
California Navy Exchanges
starting July 31, according
to NAVADMIN 190/08.
The SU is for year-round
wear and replaces the sum-
mer white and winter blue
uniforms. It is authorized
to be worn for office work,
watch standing, liberty or
business ashore when pre-
scribed as the uniform of
the day. The new uniform
is the result of significant
research and input from the
fleet.
"Over 500 Sailors partici-
pated in a six-month wear-
test, evaluating four diverse
uniform concepts, designs and
colors," said Chief of Naval
Personnel Vice Adm. Mark
Ferguson. Overwhelmingly,
the approved SU design was
selected above the other
three.
Sailors will have up to
24 months to purchase the
new uniform, depending on
their duty station location.
The mandatory wear date
for all El-E6 personnel is
July 2010. Clothing replace-
ment allowances for fiscal
years 2008 and 2009 were
increased to cover the pur-
chasing of two sets of new
uniforms by July 2010.
Basic SU components
include a short-sleeved
khaki shirt for males and
a short sleeved khaki over-
blouse for females; black
trousers with black belt
and silver buckle for males
and black beltless slacks for
females.
Collar insignia consists of
miniature silver anodized
metal rank insignia for E2-
E6.Petty officers will wear
large silver anodized metal
rank insignia on their gar-
rison cap. Males must wear
a white undershirt.
Optional compo-
nents include a black,
Eisenhower-style jacket
with epaulets, black pull-
over v-neck sweater and
black skirt, beret and hand-
bag for females.
The SU will be avail-
able for purchase via Navy
Exchange uniform centers

pre- and post-deployment health

vice members get
exceptional care is
the priority of military med-
icine and Naval Hospital
Jacksonville (NHJ).
That's where the profes-
sional team at the NHJ
Deployment Health Center
(DHC) comes in. Located
within the Branch Health
Clinic (BHC) at NAS Jax,
the DHC is staffed by HMC
Michael Flint, an indepen-
dent duty corpsman, Oliver
McKenney, a certified medi-
cal assistant, and Dr. Tracy
Hejmanowski, a clinical
],- 1, ,1ii,1.ii-i, and program
manager.
At the heart of the DHC's
mission is the evaluation
of service members' health
prior to and after deploy-
ment. This is done through
three assessments one
before deployment and
two after deployment. The
post-deployment assess-
ments are required by DOD
for all active duty (includ-
ing Individual Augmentees
or IAs), reservists and
National Guardsmen, who
have deployed since March
2004 for at least 30 days to
an OCONUS land-ops loca-
tion without a fixed medical
treatment facility (MTF).
Those involved in ship-
board operations that do not
involve operations ashore
are not required to complete
the two post-deployment
health assessments, unless
directed by their command.
The Pre-Deployment
Health Assessment, which
must be completed 45 days
prior to deployment, ensures
service members are fit to
deploy (through preventive
health screening) and sets a
baseline from which to eval-
uate health changes upon
return.
The first Post-Deployment
Health Assessment must be
completed within 30 days
of return and is often com-
pleted in-theater prior to
returning home. It offers
the service member the
opportunity to address any
deployment-related condi-
tions and get a referral for
further evaluation and med-
ical care.
The second Post-Deploy-
ment Health Reassessment
is required three to six
months after return from
deployment to ensure any
physical or mental injuries
that may have developed
during this later phase of
return, are diagnosed and
treated.
Hejmanowski said the
post-deployment health
reassessment is especially
important. The primary
aim of this later-phase
assessment is to assist those
with continuing or delayed-
onset symptoms, since oper-
ational stress symptoms
often do not appear or inter-
fere with service members'
quality of life until several
months after return."
Service members' reac-
tions to returning home
vary. Many will adjust to
their home life without
any significant difficulties,
as they reunite with fam-
ily, renegotiate household
roles, and reintegrate with
their command or civilian
job. Yet, as Hejmanowski
explained, "Having mild
or even severe difficulty
transitioning home is not
uncommon, simply because
deployment shifts one's per-
spective, philosophy and
priorities. Because service
members are trained to be
resilient, they underesti-
mate the impact of serving
in an environment where
there is a chronic threat of
danger. It is this experi-
ence that can have a major
impact on readjusting to
stateside life."
There are different levels
of operational stress. Many
post-deployment stress
reactions, such as irritabil-
ity, insomnia, disinterest,
emotional shutdown, intru-
sive memories, and jumpi-
ness, are normal reactions,
but they can interfere with
quality of life for both the
service member and his or
her family. Hejmanowski
said, "There needs to be a
conscious effort to 'reset'
or 'de-program' instinc-
tive combat zone behaviors
that don't translate well
to home. If not addressed
soon after returning home,
a service member will likely
feel increasingly edgy and
dissatisfied, have trouble
sleeping, possibly start
drinking as a way to escape,
or driving aggressively."
On a deeper level, "Being
directly exposed to traumat-
ic experiences in a war zone
can have a lingering impact
on one's sense of self,"
Hejmanowski said. She
acknowledged that talking
about or reviewing painful
memories can be truly dif-
ficult, but it is the key to
avoid being haunted by a
past that is 'buried alive.'
Since many post-deploy-
ment stress reactions are
common and respond well
to straightforward interven-
tion, the DHC will provide
a two- to three-session class
in September. It is designed
to offer simple, real-world
strategies for minimizing
the impact of post-deploy-
ment stress reactions in
daily life.
The DOD-mandated
Post-Deployment Health
Assessment program iden-
tifies command leadership
as key players in assur-
ing timely completion of
required assessments, as
this ultimately affects force
readiness.
However, service mem-
bers are encouraged to
be proactive in setting up
appointments for their two
post-deployment assess-
ments.
An added benefit to com-
pleting these is to have all
deployment-related injuries
or conditions documented,
which can assist in tran-
sitioning to VA care after
retirement or separation.
McKenney noted, "All
screenings and care at the
DHC are Privacy Act pro-
tected." Each assessment
involves a brief online sur-
vey, followed by a face-to-
face review and certifica-
tion by a DHC provider.
Screenings revealing health-
care concerns requiring fur-
ther evaluation or treatment
will result in a referral to a
Naval Hospital clinician or
a civilian provider as neces-
sary. The DHC is expand-
ing its role by providing
outreach education, along
with online, print, and com-
munity resource informa-
tion for accessing care and
support services.

Gas-savers: Car tips that will save fuel, money

Rising fuel costs are on the minds of
most Americans these days as gas
prices have topped $4 per gallon in
recent weeks. Sure, you can simply stop
driving, but for most consumers, that's not
an option.
You can change your driving habits, as
well as performing simple and inexpen-
sive vehicle maintenance. Taking these
steps will not only save gas money, but will
improve a vehicle's safety and dependabil-
ity.
According to the Car Care Council, the
most common enemies of fuel efficiency are
under-inflated tires, dirty air filters, worn-
out spark plugs and a damaged gas cap.
About 17 percent of the vehicles on the
road have gas caps that are either dam-
aged, loose or are missing altogether, caus-
ing 147 million gallons of gas to vaporize
every year.
When tires aren't inflated properly, it's
like driving with the parking brake on, and
can cost a mile or two per gallon.
A vehicle can have either four, six or
eight spark plugs, which fire as many as
three million times each 1,000 miles. A
dirty spark plug causes misfiring, which
oo a
wastes fuel.
An air filter that is clogged with dirt,
dust and bugs chokes off the air and cre-
ates a "rich" air-fuel mixture -which wastes
gas and causes the engine to lose power.
Replacing a clogged air filter can improve
gas mileage by as much as 10 percent.
Aggressive driving lowers gas mileage
by as much as 22 percent on the highway
and five percent on city streets.
Sitting with the engine at idle gets zero
miles per gallon. Letting the vehicle warm
up for one to two minutes is sufficient.
Gas mileage decreases rapidly at speeds
above 60 mph. To get the best possible
miles-per-gallon on the highway, use your
cruise control.
Last year, vehicle check-up events con-
ducted throughout the country revealed
that nearly nine out of 10 cars required
some type of maintenance. This reinforces
the need for the motoring public to become
more aware of the maintenance needs of
their vehicle to save money, conserve ener-
gy, improve highway safety and help pro-
tect the environment.

Seamstress squad makes sure uniforms pass muster

Seamstress Pangie McRae mounts medals for customers,
according to official Navy regulations. "It takes a lot of preci-
sion to cut, press and sew medals. Including all the various
attachments, I can complete about 20 sets a day," explained
McRae.

just some of the sartorial
challenges faced by custom-
ers of the Navy Exchange
(NEX) Tailor Shop.
"Our job is to help
every service member look
their best," said Virginia
Amberger, uniform depart-
ment supervisor. "Our
tailor shop is staffed by
an experienced and 'tight-
knit' crew of highly capable
seamstresses."
She added that the
entire store is also prepar-
ing for the special CPO
Night on Aug. 19. "We will
open exclusively for CPO
Selectees, their families and
their sponsors. It's all part
of the celebration organized

The military offers many
resources to enhance your
vacation.
One of the first places
to start is on base at the
Information, Tickets and
Tours (ITT) office. While
ITT offers discount tickets
for local movie theatres,
major sporting events,
concerts and other local
attractions they also pro-
vide vacation opportunities.
They offer discount tickets
to Florida and California
amusement parks, cruises,
ski packages and more.
Morale, Welfare and
Recreation (MWR) is anoth-
er resource when planning
events for the summer. Log
on to their local Web site or
contact their local office to
get up to date information
on trips and tours. They do
the planning, they do the
driving, and we have all the
fun! If you are leaving the
area but near a military
installation don't forget to
check out the local MWR
opportunities at your desti-
nation.
MWR also maintains
campgrounds, cabins, lodg-
es and even resorts for your
recreational enjoyment
throughout the country
and the world. From Pacific
Beach in Washington (a
Navy-owned resort) or
Shades of Green Hotel
(Army) at Florida's Disney
World resort, to Hale Koa

Remember that you can
utilize the services and
accommodations from all
military installations not
just your branch. So go
ahead, check out what the
Air Force and Army have to
offer. Staying at the Navy
Lodge can save you 40 per-
cent over the civilian mar-
ket. The Air Force Inn can
save you even more as fees
are based on the rank of the
service member. Families
and service members trav-
eling on orders will have
preference for available
housing accommodations
before the recreational trav-
eler, but that does not mean
that you will not be able
to utilize these opportuni-
ties. Book your reservation
as early as possible. Some
locations permit reserva-
tions one year in advance,
others only 90 days.
