TRICARE home delivery saves money on prescriptions

TRICARE beneficiaries who
purchase regular maintenance
prescriptions will soon receive
letters explaining the savings they
can realize with the TRICARE Mail
Order Pharmacy (TMOP).
The letters tell beneficiaries how
switching from retail pharmacies to
TMOP can save up to 66 percent on
their prescription drug costs. TMOP
offers up to a 90-day supply of medi-
cation for the same co-payment as
a 30-day supply from a retail phar-


macy. With gas prices rising daily,
eliminating a trip to the pharmacy
saves even more money. Responses to
TMOP have been positive.
"Thank you very much for your
assistance," said Michael Forman, a
TRICARE beneficiary from Chipll-,y,
Fla. "I'm telling other retirees about
this program thanks again."
Brian Koetting, a beneficiary from
Converse, Texas, wrote, "I am new to
the home delivery system, and it was

eficiary's provider through TMOP.
Beneficiaries can also register for
TMOP at http://www.express-scripts.
com/TRICARE. Once the registra-
tion process is complete, beneficiaries
may use the MCC service online and
request that TMOP obtain prescrip-
tions from their provider.

Liberty Cove conquers Tennessee whitewater

Adventure seekers had
their fill of excitement
when the NAS Jax Liberty
Cove Recreation program recent-
ly teamed up with the NS Kings
Bay Outdoor Recreation program
for a day of whitewater rafting on
Tennessee's famed Ocoee River.
For only $100, the trip included
transportation, two nights lodg-
ing, three meals and a guided
rafting adventure by Wildwater
Ltd. down the upper and middle
portions of the Ocoee River.
Wildwater Ltd. is widely recog-
nized as one of the finest white-
water rafting outfitters, and no
other river in the eastern U.S.
offers the degree of challenge
and consistent water flow that is
found on the Ocoee. It's been cho-
sen as the site of national white-
water championships on several
occasions as well as home of the
1996 Olympic Whitewater compe-
tition.
The Upper Ocoee is a five-mile
stretch of rapids that includes the
1/4-mile Olympic course from the
1996 Summer Games. The Lower
Ocoee is five miles of continuous

Early Saturday, the Liberty
Cove group met up with the Kings
Bay group for breakfast, followed
by the drive to the Wildwater
Ltd. Outpost. The two groups
were split up into five rafts, each
with six people and a guide. Once
the guide went over paddle com-


mands, the rafters were ready for
the Upper Ocoee. Everyone was
feeling confident going into the
1/4-mile Olympic course when
one of the Liberty rafts hit the
Hercules rapids and everyone
went for a swim! After the excite-
ment of the Upper Ocoee, the raf-

the rapids, Anna Vitalis of the
Air Force asked, "Can we stay an
extra day? I want another chance
at Hercules."
The group carried their rafts
past a dam to put into the Middle
Ocoee which was running big-
ger and faster than any of the
guides had ever seen. The two-
hour trip down the Middle Ocoee
was full of non-stop, fast-paced
rapids that left everyone saying,
"I hope this isn't the last one."

was the best Liberty trip I have
ever taken."

C mdr. Allen Crisp will relieve Cmdr. John
Newcomer today as he assumes command of
Center for Naval Aviation Technical Training Unit
(CNATTU) Jacksonville.
Capt. Terry Merritt, commanding officer of Center for
Naval Aviation Technical Training at NAS Pensacola,
will be the guest speaker.
Crisp hails from
Indianapolis, Ind. and
entered the Navy in October
1978.
He began his enlisted
career at Recruit Training
Center, Orlando, in 1978.
He attended Aviation
Maintenance Administration
(AZ) "A" School at NATTC
Meridian, Miss. His first
assignment was on board
USS Kitty Hawk (CV-63)
in San Diego, from 1979-82. Cmdr. Allen Crisp
He next reported to VT-10,
departing in 1985 for VP-6
at Barbers Point, Hawaii.
Crisp was selected Sailor of
the Year in 1986. He won
advancement to chief petty -
officer in 1987 and received
orders for instructor duty at
Millington, Tenn., where he
served until February 1989
after being selected aviation
maintenance limited duty
officer (LDO).
Crisp was commis-
sioned as an LDO ensign
prior to attending LDO Cmdr. John Newcomer
Indoctrination School in Pensacola.
His first commissioned assignment was Aircraft
Intermediate Maintenance Department, Guantanamo Bay,
Cuba, in 1989. In 1992, he was assigned to VS-24 at
Cecil Field through 1994, when he joined HS-7 at NAS
Jacksonville. Crisp was selected the 1996 HSWINGLANT
Maintenance Officer of the Year. He next served as assis-
tant maintenance officer for HSWINGLANT, at NAS
Jax until 2000. He returned to sea duty on board USS
Enterprise (CV-65), homeported in Norfolk, Va., through
September 2001. His next assignment was officer in charge
of aircraft intermediate maintenance detachment, Keflavik,
Iceland from until 2004, when he transferred to VP-30 at
NAS Jax where he served as maintenance officer until July
2007. Following his selection for command, he transferred
to CNATTU Jacksonville as the executive officer.
Newcomer assumed command of CNATTU Jacksonville
in April 2007 following a tour as executive officer. He
has taken orders to be the assistant carrier vessel nuclear
(CVN) projects aviation supervisor of shipbuilding at
Newport News, Va.

VP-16 responds



quickly to typhoon

While deployed to support Seventh
Fleet operations from Kadena
Air Base in Okinawa, Japan, the
"War Eagles" of VP-16 were called in to
lead in the search and rescue efforts and
recovery of casualties after a ferry boat
capsized during Typhoon Fengshen in the
Republic of the Philippines June 21-23.
Tragically, caught in the brunt of
Fengshen's path was the super ferry
Princess of the Stars.
Traveling from Manila to several islands
in the Sibuyan Sea, the ferry ran aground
and capsized off Sibuyan Island, 200 miles
south of Manila. Believed to be carrying
approximately 850 passengers on board, a
quick response for search and rescue was
initiated.
First on the scene, were combat aircrews
3 and 4 who provided low level searches of
an 18,000 square mile area surrounding
the capsized ferry.
The two crews, detached to Clark Air
Base (located on Luzon Island 40 miles
Northwest of Metro Manila), shared time
on station in six to seven hour shifts, comb-
ing over all island coastland and surround-
ing waters from sunrise to sunset.
Using a combined asset approach, coordi-


nates of all possible survivors spotted from
the air were immediately relayed to the
surface ship USNS Stockham for recovery.
Upon completion of the search phase, the
two War Eagle aircrews were then tasked
to coordinate with the USS Ronald Reagan
Carrier Battle Group for further aid and
relief to the islands lacking sanitary water
and medical supplies.
Due to the P-3's extended endurance,
VP-16 was able to image and assess local
Philippine airfield conditions in order to
provide supplies via C-130 cargo aircraft.
The War Eagles will return to
Jacksonville in December 2008.

(FFSC), held a brief June to dispel
common myths and preconceptions
that Sailors and their families might have
about duty requirements and expectations
before, during and after an individual
augmentee (IA) deployment.
"In my experience, a Sailor's focus on
mission -- officer or enlisted, male or female
-- is directly related to the stability and
confidence of the family backbone," said
Expeditionary Combat Readiness Center
(ECRC) Commanding Officer Capt. Jeffrey
L. McKenzie. "A Sailor is more focused,
capable and productive when they feel con-
fident that the family and their personal
life back home are stable, structured, safe
and secure."
The brief described how the new glob-
al war on terrorism support assignment
(GSA) detailing process provides stability
for active duty Sailors and their families;
the steps required to prepare for IA/GSA
mobilization; career benefits and the many
lines of support and communication now
available.
As one of 13 units within Navy
Expeditionary Combat Command (NECC),
the ECRC mission is to "provide oversight
to ensure effective processing, equipping,
training, certification, deployment, reach-
back, redeployment and proactive fam-
ily support of combat-trained Navy IAs
- those ad-hoc individuals deploying for
non-traditional expeditionary missions in
support of the global war on terrorism.
The IA/GSA detailing initiative now
gives Sailors the opportunity to volunteer
for many traditional and nontraditional
roles.
By definition, IA/GSA Sailors leave their
assigned units or commands and deploy
with either a small group or by themselves
instead of with a ship, unit or squadron.
In review of NAVADMIN 003/08, under
the new IA/GSA detailing process, Navy
detailers can assign an active-duty Sailor
an IA tour of duty that aligns with their
periodic rotation date and falls within their
normal window for negotiating orders.
This process alleviates the tension that
may occur should Sailor be pulled at an
"inopportune" time during their careers. As
this new GSA process is fully implemented,
it will provide more stability for Sailors
and their families while helping to reduce
the frequency of the impromptu tasking of
Sailors mid-tour.
The assignments can be negotiated
under the Career Management System-
Interactive Detailing (CMS-ID) at https://
www.cmsid.navy.mil.
This allows Sailors to decide what time-
frame fits their needs; provide a balance
between manpower contingency require-
ments; improve predictability for IAs and
their families; enable Sailors to volunteer
and helps Navy detailers oversee Sailors'
professional development and career pro-
gression.
The steps IA/GSA Sailors must follow
after notification of an IA assignment are
outlined in their official orders and in the
official version of the ECRC IA Checklist,
which is posted on the ECRC Web site
http://www.ecrc.navy.mil and on the IA
page of Navy Knowledge Online (NKO).
Once the official orders are in hand, the
Sailor proceeds to a Navy Mobilization and
Processing Site (NMPS) for approximately
one week. Sailors then travel to the Army
training site designated in their orders for
basic combat skills training which will last
approximately three weeks.
"[ECRC doesn't] train the Sailors," said
McKenzie. "We liaison with the Army."
Some Sailors will require mission-spe-
cific training and will be sent to other
Army training sites in the United States.
Additional training may be provided in


Kuwait before Sailors arrive at their IA
mission destination. Before returning
home, Sailors will go through a Warrior
Transition Program for debriefing and a
chance to decompress.
Another myth -- that everyone will go to
Iraq, Afghanistan or Kuwait -- was also
addressed. The list can also include Qatar,
Horn of Africa, South America and other
worldwide locations, with most IA's located
within the 26-nation Central command
(CENTCOM) region.
Flexibility for advancement exams will
continue to exist as well as points allotted
toward the exam to those individuals who
have completed greater than 90 days on
tour (NAVADMIN 136/07).
There are benefits equivalent to Forward
Deployed Naval Forces that will allow
Sailors to choose coastal preference and
receive follow-on duty assignments depend-
ing on the amount of days on tour, listed in
the NAVADMIN as over 270 days.
Information changes, so and Sailors
should always reference the most current
NAVADMIN instructions available at the
Navy Personnel Command Web site.
During the gathering, family members
voiced concerns about being able to access
information about their loved ones and a
lack of communication while during these
types of deployments. Families should be
aware that communications are sometimes
disrupted due to operational security dur-
ing any deployment.
One of the many resources available to
help alleviate this concern is provided by
ECRC's Family Readiness Department
which acts as a conduit for information
and resource referral for IA/GSA families.
IA/GSA families may contact the ECRC IA
Family Helpdesk at ecrc.fs.fct@navy.mil
for help with general questions. ECRC also
operates a 24-hour toll free family hotline
for IA/GSA family emergencies at 1-877-
364-4302.
"The best Sailor in the United States
Navy can be brought to his or her knees
with a major catastrophe or problem back
home, whether it's a hurricane, a tornado
that tore a house down, a fire in San Diego,
an issue with finances or a death in the
family," said Schneider. "Now you magnify
that issue when it's in a war zone."
The Navy provides support for families
through many venues. FFSC, ombudsmen,
IA handbooks, Navy Lifestyle, pay and
finances, emergency contacts and opera-
tional/deployment stress aids are available
but are not all-inclusive.
Family Line provides information, edu-
cation and available resources for Navy
spouses. Military OneSource is available
all day, every day and can help with infor-
mation on child care and personal financ-
es and offers emotional support during
deployments. If a spouse wants to keep in
contact with others who have been or are
in the same situation, they can log onto the
Navy Knowledge Online (NKO) Web site
under Navy Family Community-Discussion
Board.
"Sometimes there's no communication
between families, and it's up to us, those
who are experienced, to see that E2 and E3
ranks are being supported," said Michele
Nagorski, ombudsman for Commander,
2nd Fleet (C2F), Navy Reserve Joint Forces
Maritime Component Command, "and that
as Reservists, we're not left out of the spec-
trum."
Communication links from Sailors to
their families can be accomplished by e-
mail, monthly telephone contacts, com-
mand Web sites, ombudsman pages and
forwarding information on IA resources.
During the brief, ECRC leaders made
it clear that no matter where Sailors are
assigned, easy access to proactive Navy
support is always available for them and
their families, and they never need to face
a deployment alone.

Living la vida verde

Doing its part to help keep
Jacksonville beautiful, the
CPRW-11 team is "living
the green life" by joining opera-
tion "Clean It Up, Green It Up"
to police the area of Mulberry
Cove Marina every Thursday.
CPRW-11 has participated in
Clean It Up, Green It Up since
March 2007, volunteering more
than 300 hours and collecting
over 100 bags of refuse, in addi-
tion to other large items.
AWl Michael Blair was shocked
to see what was along the shore-
line. "Walking into the harbor
clean up I didn't expect anything
out of the ordinary, maybe a few
cans, some bottles and broken
glass. I was surprised at some of
the items I found such as a rail-


road tie. Overall it was a very
enjoyable experience to make a
positive difference on our water-
front at Mulberry Cove. I look for-
ward to the next time."
The Clean It Up, Green It
Up campaign started in 1996.
Residents work as partners with
the city on projects to beautify
their neighborhoods by clean-
ing up litter and planting trees.
Former Mayor John Delaney chal-
lenged the community to plant
more than one million trees in the
first five years of the campaign.
At the completion of the five-year
initiative more than 300,000 trees
were planted city-wide through
partnership with JEA and over
one million were planted by resi-
dents, businesses, neighborhoods,
community organizations and
non-profit agencies.

Warfighters must complete
a multitude of tasks when
preparing for deployment.
Updating legal documents like medi-
cal and general powers of attorney
and getting the necessary immuniza-
tions are just some of the items on
a long "to do" list. They rarely, how-
ever, consider their dental class and
why it is critical to deploy with good
oral health.
Dental emergencies represent up
to 22 percent of all emergency health
visits during operations, deployments
and field training exercises accord-
ing to Navy Medicine magazine (Jan.
2006).
The dental class system helps pre-
dict the occurrence of dental emer-
gencies. This is important since most
forward deployed troops are without
close dental support. Other units
without dental support include sub-
marines and the smaller class surface
ships, both of which do not have a
dental officer on board.

Patients in
Class One have
a current den-


tal exam and do not require additional
dental treatment or reevaluation for
12 months. Class Two patients have
a current dental exam, but require
routine dental care that is not likely
to result in a dental emergency with-
in the next 12 months. Warfighters
in these classes are deployable world-
wide.
Class Three is the classification
for patients who have oral conditions


that the examining dentist expects
will result in dental emergencies
within 12 month if not treated. These
patients are normally not deploy-
able. Patients in Class Four require
an annual or other required dental
exam or whose dental classification is
unknown. Their mission readiness is
compromised.
There are many concerns when a
service member must be transport-
ed out of the field or from a ship or
submarine. In addition to the pain
and suffering the Sailor or Marine
endures, the member is lost from the
team, which can have an adverse
affect on the mission. The evacuation
can also be very costly. It can require
the coordinated efforts of many mili-
tary units and it can disrupt opera-
tions.
Dental disease, if left untreated,
may impair performance and adverse-
ly impact the combat effectiveness of
deployed units. Dental readiness is an
important factor in allowing Sailors
and Marines to function effectively in
the field and underway. It is impor-
tant to know your dental class and
follow up with the appropriate care
before you deploy.

L6S Green Belt Training at FISC Jacksonville

Supply Center Jacksonville
(FISCJ) hosted the sec-
ond series of one-week Lean
Six Sigma (L6S) Green Belt
(GB) training courses June
23-27 at NAS Jacksonville.
Facilitators Keith Panter and
Mike Klotz led GB candidates
from throughout the Southeast
Region, including personnel from
FISCJ; Naval Supply Systems
Command; Commander, Navy
Region Southeast; and Naval Air
Systems Command.
The training included L6S
Value Stream Mapping &
Analysis, Visual Controls, and
5S workplace organization; Six
Sigma's project selection and
validation, statistical analysis,
and strategies such as DMAIC
(Define, Measure, Analyze,
Improve, Control); and constraint
management techniques.

HS-11 steps up to

support NSAWC

For the past three months, the HS-
11 "Dragonslayers" have supported
the Naval Strike and Air Warfare
Center's (NSAWC) Seahawk Weapons
and Tactics Instructor course (SWTI). HS-
11 was detached to NAS Fallon, Nev.,
and Atlantic Undersea Training and
Evaluation Center (AUTEC), Andros
Island, Bahamas providing aircraft, pilots
and maintenance personnel to render
assistance to the SWTI course.
In characteristic Dragonslayer fashion,
HS-11 stepped up and made the most of
this opportunity. Thanks to the diligent
and tireless efforts of the squadron's main-
tenance department, they were able to con-
duct invaluable unit-level training events
simultaneously with the SWTI support.
While detached to NAS Fallon, HS-11
maintenance supported 33 NSAWC sor-
ties totaling more than 72 hours of flight
time. These sorties provided the pilots who
were enrolled in the SWTI course a rotary
wing "graduate-level" instruction in all

tactical mission areas. They were able to
hone their piloting and instructor skills
by perfecting numerous aircraft handling
maneuvers, practicing surface-to-air coun-
ter-tactics, aerial gunnery, and refining
Hellfire employment procedures. NSAWC's
use of Dragonslayer aircraft allowed the
SWTI students to effectively place eight
AGM-114 Hellfire missiles and thousands
of crew-served machine gun rounds on tar-
get.
Each day, following the SWTI events,
HS-11 took advantage of the exception-
al training environment offered by the
Fallon Range Training Complex. While
detached to Nevada for almost a month,

nal fusion surgery, which requires
up to 12 hours in the operating
room, followed by days of hospital-
ization afterward. Percutaneous
vertebroplasty and kyphoplasty are
outpatient surgeries which have
patients back to relative normality
in 24hours.
Although minimally invasive, all
surgeries come with risk and deci-
sions need to be consulted with a
doctor. Approval must be obtained
from a provider for either surgery.

qualified three pilots and
two aircrew in Strike Level
II. Additionally, HS-11 air-
crew shot approximately
17,000 rounds of .50 cal
and 7.62mm ammunition
to requalify 16 crewmem-
bers in aerial gunnery pro-
cedures.
After a two-week stay at
NAS Jacksonville, home of
the Dragonslayers, HS-11
flew four aircraft, 12 pilots,
14 aircrew and approxi-
mately 70 maintenance per-
sonnel to AUTEC to support
SWTI course anti-surface
and anti-submarine warfare
training. Emulating Fallon
operations, HS-11 and the
SWTI course trained simul-
taneously, totaling more
than 75 flight hours and the
completion of 30 sorties.
Both units practiced their
search, localization, and
tracking procedures against
a MK 30 target in order to
enhance their submarine
prosecution proficiency. HS-
11 completed 20 syllabus
events, dropped six exer-
cise torpedoes and qualified
three Sea Combat Level III
pilots.
As a result of the
Dragonslayer's dedication
to quality work and fleet
support, NSAWC success-
fully trained more than 20
new Seahawk weapons and
tactics instructors -continu-
ing their tradition of being
naval aviation's primary
authority on training and
tactics development.

trees during construction

Protecting and pre-
serving trees at
Patriots Point fam-
ily housing during demo-
lition and construction
is a top priority of the
NAS Jax Environmental
Department and Balfour
Beatty Construction.
"We respect the fact that
trees and landscaping
play a big role in creating
healthy, family oriented
and livable neighborhoods,"
said Kevin Gartland, envi-
ronmental director of NAS
Jax.
"Our goal is to preserve as
many trees as possible, and
replace any that must be
removed, as guided by base
policy and procedures."
"To ensure that every
healthy tree can be pre-
served, Balfour Beatty is
working with Davey Tree


Company and its certified
arborists to assess the con-
dition of each tree in the
area and make recommen-
dations for maintenance
and preservation," said
Holly Costello, a regional
vice president of Balfour
Beatty Communities.
Protective measures
include: erecting fencing to
keep equipment from dam-
aging tree roots; pruning
branches to reduce conflicts
between buildings and utili-
ties; and fertilizing before
and after construction to
improve tree health.
Costello added,
"Unfortunately, not every
tree can be preserved dur-
ing a construction proj-
ect and some must be
removed."

icy that trees will only be
removed under the follow-
ing conditions:

bed, skilled nursing care facility
June 28 in St. Johns County that
will bear the name of Medal of
Honor recipient Clyde E. Lassen.
"This exciting milestone moves
us one step closer to making the
new nursing home a reality," said
Florida Department of Veterans'
Affairs Executive Director LeRoy
Collins Jr., a retired U.S. Navy
Reserve rear admiral.
"Special thanks to the Florida
Cabinet, the Florida Legislature


and Florida's state and federal
representatives for their leader-
ship and support. Their efforts
will help enable the state to pro-
vide high quality care to veterans
in northeast Florida."
U.S. Representative John
Mica (R-Fla.), State Reps. Aaron
Bean and Bill Proctor, St. Johns
County Commissioner Ben Rich
and members of the Lassen fami-
ly joined Collins for the ceremony.
Lt. Lassen was awarded the
Medal of Honor for his hero-
ic actions June 19, 1968, in the
Republic of Vietnam. Lassen, a
U.S. Navy helicopter pilot, risked
his life to search for and rescue
two downed aviators.


Despite enemy fire, limited
visibility and rugged terrain,
Lassen successfully rescued the
pilots. While en route to the USS
Jouett, he evaded additional hos-
tile anti-aircraft fire.
He landed with only enough
fuel for five more minutes of
flight. The full narration of his
Medal of Honor citation can be

The facility is located at 4650
State Route 16, near World Golf
Village, north of St. Augustine. In
keeping with Florida's policy
on reducing greenhouse gases
and increasing energy efficien-
cy, the facility will be the first
'green' nursing home in the state,
benchmarks from the U.S. Green
Building Council's Leadership
in Energy and Environmental
Design.
In addition to landscaping, the
home will incorporate recycled
materials in its initial construc-


tion and be designed with fixtures
to reduce annual water consump-
tion by 30 percent and reduce
total energy consumption by 14
percent from conventionally built
facilities.
The FDVA is responsible for
assisting, without charge to the
claimant, Florida's veterans,
their families and survivors in
improving their health and eco-
nomic well-being. The depart-
ment operates five veterans'
nursing homes and one assisted
living facility through the State
Veterans' Homes Program. For

Ladies Night at the Youth Activities Center

Ladies Night is a small-group health, fitness and
self-esteem enhancement program designed to
meet the developmental needs of girls 12 to 17
years old.
Under the direction of adult women, girls explore their
own and societal attitudes and values. They build skills
for eating right, staying physically fit, getting good health
care and developing positive relationships with their peers
and adults.
Through Ladies night, girls are encouraged to become
community advocates for relationships promoting equality
and respect while combating attitudes and behaviors that
lead to dating, sexual and domestic violence.
Activities include manicures, self-defense classes, bowl-
ing, shopping trips and movies. For a recent discussion
session on achieving goals, the girls wrote out short- and
long-term goals. They described how they planned to
reach their goals and some obstacles they may have to
face along the way.
Each night begins with an icebreaker to introduce every-
one, followed by a game. After the game, they go into a
discussion topic. Participants have also expressed the
desire to have a time outside of Monday night to hang out
and do something fun, which is in the works.
One of the things they all have in common is that they
are military children. They move around often and have

Applying appropriate conflict resolution strate-

Enhancing leadership, performance and decision-

Depending on the workshop, participants will

rocket, you may be looking for
a good deal on a smaller, more
fuel-efficient car. You could trek from
one dealership to another or rummage
through the classified in search of the
perfect gas-sipping ride. But if haggling
with a car dealer isn't your idea of fun,
consider another option buying your
vehicle online.
With the right information, the online
buying process might save you some
money, as well as aggravation. However,
due to online scams and illegal activity,
you should be prepared to handle issues
beyond the traditional dealer experience.
There are more Web sites that list cars
for sale than can be addressed in this
article. One of the more popular, eBay
Motors, is a sister site of the famous eBay.
According to eBay, they sell a vehicle every
52 seconds, and there are hundreds of
thousands of cars for sale at any given
time.

the vehicle; if the vehicle delivered is not in
the same condition the seller described; or
if a variety of other specific circumstances
of fraud or dishonesty are present. The best
advice is to do your research on the service
and the vehicle before you buy, rather than
to rely on a protection program. This will
help you feel more confident when kicking
virtual tires in cyberspace and perhaps
prevent you from getting scammed.

T he Chief of Naval Personnel
announced free online foreign
language training materials are
now available for active duty Sailors,
Reservists and Navy civilians.
"This is an amazing opportunity. Many
of these programs cost over $100 a piece
to civilians," said CTICM Rich Robinson.
"I strongly encourage all Sailors to take
maximum advantage for their professional
and personal development."
The beginning and advanced language
skills software, called Critical Language-
150 (CL-150) by Transparent Language,
Inc., has been purchased by the Navy
and is available for download via Navy
Knowledge Online (NKO).
Sailors and Navy civilians may down-
load the learning materials to their per-
sonal computers and MP3 players through
NKO. The courses are compatible with
both Windows and Macintosh computers.
The courses are not currently NMCI-com-
patible, but may be in the future.
To access free training materials, the


user must log in to NKO and click on the
"Transparent Language" link located in
the "Personal Development" section on
the opening page. This will redirect the
user to the software download center at
Transparent Language Inc.'s Web site.
Languages offered include Spanish, mod-
ern standard Arabic, Iraqi Arabic, Pashto,
Persian Farsi, Dari, Chinese-Mandarin
and many others. The software supports
both individual and team learning and
contains cultural overviews as well.
Transparent Language has helped more
than one million people worldwide learn
new languages. Transparent Language's
products are also used in more than 12,000
civilian and government educational insti-
tutions, including major universities and
government facilities, such as the Defense
Language Institute and Foreign Service
Institute.

school/sports physical now

The kids are out of school, but par-
ents still have homework assign-
ments to complete before the new
school year begins such as scheduling
school and sports physical.
For children enrolled in TRICARE Prime
at Naval Hospital Jacksonville (NHJ),
school and sports physical appointments
are now available. Parents may call the
hospital's Central Appointments line at
542-4677 to schedule an appointment
through the end of July. This is especial-
ly important for four- and five-year-olds
who may require additional immunizations
based on new state requirements.
If you are unable to schedule an appoint-
ment in July, the family medicine and
pediatric departments will host a "School
and Sports Physicals Marathon" in August.
This annual event allows patients enrolled
at the hospital to get their physical prior
to the start of the new school year.
The marathon is scheduled for two con-
secutive F,'ii .i%- (Aug. 1 and 8) from 8 a.m.
to 2 p.m. Children assigned to the hospital
will need an appointment and they will be
assigned to a group. All patients, regard-
less of where their PCM enrollment site is
within the hospital, will be seen in family
medicine department located on the sec-
ond floor in the outpatient wing. Children
should arrive 30 minutes prior to their

club paperwork already completed. Parents
should allow two hours for their child's
visit. Schedule your marathon appoint-
ment at 542-4677.
Parents should bring any school and
sports physical forms along with their
child's personal shot record to the appoint-
ment.
Children should dress in shorts, short-
sleeved, loose fitting T-shirts, and girls
should wear a sports bra. Your homework
deadline is looming, so don't procrastinate.

your child's physical today.


Alleviate stress during change of station

lies must accomplish, TRICARE wants to ensure a smooth, less-stressful transition
of their healthcare benefits as well.

TRICARE plan. There will also be contact information for dental coverage and
regional managed care support contractors (MCSCs) on "your profile" page.
Each TRICARE plan has its own individual requirements and beneficiaries
are encouraged to investigate TRICARE options in their new location prior to a
PCS. There are a few things TRICARE Prime and Prime Remote active duty and
family member enrollees can do to make a move easier before, during and after a
PCS.
Refill prescriptions and obtain routine medical care before the move.

Active duty service members need to coordinate their Prime or Prime Remote
enrollment with their new duty station.
Active duty family members generally should not make changes to their Prime
enrollment until they reach their new location.
If moving within the same region, select a Primary Care Manager (PCM) and
submit a TRICARE Prime Enrollment Application and PCM Change Form (DD Form
2876). If moving to a new region, submit the form to the new regional contractor.
If moving overseas, TRICARE reminds service members to ensure their families
are command-sponsored for enrollment in Overseas Prime.
TRICARE also offers a convenient Beneficiary Web enrollment (BWE) tool where
beneficiaries can manage enrollment and DEERS information online 24/7. Log on to
https://www.dm niii ..-1d mil ,.11 lj 1,i,.' to enroll in Prime, update personal information
and request enrollment cards. Prime Remote active duty service members and fami-
lies can also choose primary care managers (PCM) through BWE. Log on is through
common access card (CAC), Defense Finance and Accounting Service "myPay" per-
sonal identification number (PIN), or family member account PIN which is now
called DoD Self-service Logon Pin.
TRICARE Management Activity serves more than 9.2 million eligible beneficiaries
worldwide in the Military Health System (MHS). The MHS provides quality medical
care through a network of providers, military treatment facilities, medical clinics and
dental clinics worldwide.


Navy Jax Yacht Club


celebrates 53 years

up at the Navy Jax
Yacht Club (NJYC) in
Mulberry Cove are as var-
ied and interesting as its
members. The fleet includes
everything from ski boats,
windsurfers and trawlers
to cabin cruisers, dinghies,
houseboats and racing
yachts.
"Our members love boats
and boat people," said
Commodore Jeanne Bailey,
"Many have cruised the
seven seas and are eager
to help newcomers chart
courses to interesting ports
around the state or around
the world."
The club's recent anniver-
sary celebration included
steak and lobster served
on the club patio. For
Independence Day, there
was a patriotic cookout fol-
lowed by a cruise and raft-
up to enjoy the downtown
fireworks on the St. Johns
River.
Other events sponsored
by NJYC include the Wave
Regatta (all women crews),
Armed Forces Day Regatta
and the Navy Day Regatta.

munity, NJYC is a member
of the First Coast Sailing

NMSC scientist to head



new wound care program

in Silver Spring, Md., was
selected June 24 as the
research coordinator for
the new Military Infectious
Diseases Research
Program's (MIDRP) Wound
Infection Program.
Cmdr. Kyle Petersen, a
Navy Undersea Medical
Officer, works in the
Combat Casualty Care
directorate where he per-
forms undersea medicine
research and also pro-
vides patient care at the
nearby National Naval
Medical Center (NNMC) at
Bethesda.
The MIDRP Antimicro-
bial/Wound Infection
Program, a Department
of Defense joint multiser-
vice effort, will develop
and evaluate devices,
technologies and treat-
ments to prevent and treat
infections in combat casu-
alty injuries. While work
in these areas is ongoing,
the program will officially
begin in fiscal year 2010.
Potential areas of investi-
gation include bacterial
pathogenesis and coloniza-
tion of wounds, investiga-
tion of topical antimicrobial
agents and investigation of
antimicrobial synergy.

created in response to new
types of wound infections
being found in injured com-
bat troops returning from
Iraq and Afghanistan,

Navy, Air Force, DOD civil-
ian and contract scientists
located in eight infectious
diseases research laborato-
ries. Approximately 2,000
support personnel are also
assigned. The eight MIDPR
major infectious diseases
research laboratories are
located in Maryland the
Naval Medical Research
Center, the Walter Reed
Army Institute of Research,
the United States Army
Medical Research Institute
of Infectious Diseases
- and overseas in Peru,
Egypt, Kenya, Thailand,
and Indonesia with small-
er detachments in Nepal,
Uganda, Tanzania, Nigeria,
Cameroon and Ghana.
Petersen said Navy
Military Treatment
Facilities (MTFs) will be
involved in some of the clin-
ical research and will ben-
efit from the basic science
research as it transitions to
the clinical setting. Other
Navy involvement will
come from NMSC labora-
tories involved in the basic
science research effort.
Petersen is board certi-
fied in internal medicine
and infectious diseases, and
trained at Naval Medical
Center San Diego. He is
the author of numer-
ous scientific abstracts
and manuscripts concern-
ing wound infection with
multi-drug resistant patho-
gens. Petersen said he
will continue patient care
at NNMC Bethesda and
undersea medicine research
at NMRC while beginning
preliminary work for the
MIDRP.

The commissary aboard NAS Jacksonville now offers
its customers the convenience of new self-checkout
lanes.
"This provides customers with a more interactive shop-
ping experience, and many say it's faster than the regular
cashier line," said Laurie Disney, supervisory sales store
checker.
Many commissary customers may already be familiar
with using self-checkout lines because they have shopped
at other commissaries or off-base stores that offer the
service. However, for those who have never used the self-
checkout before, assistance is available.
"A lot of people are uneasy about self-checkout, but I
think they'll be surprised how easy and convenient it is,"
said Disney. "There are also representatives on hand at
all times to assist customers."
The commissary currently offers six self-checkout lanes:
three for those with 15 items or fewer, and three for those
who have 40 items or fewer. Customers who use the self-
checkout lanes are required to bag their own groceries,
however representatives are still available to help custom-
ers get their groceries to their vehicles.
