Marianna police have named a
suspect in the daytime theft of a
truck last Saturday.
But he is not yet in
custody and the
vehicle is still *
missing.
The Marianna
Police Department
released a picture
of the suspect John C.
Tuesday, identify- Drew
ing him as 42-
year-old John Christopher Drew,
of 4478 Colonel St. in Marianna.
According to a Florida
Department of Corrections Web
site, this is not the first time Drew

Man flown to
Tallahassee
after setting
himself alight
STAFF REPORT
A Marianna man was airlifted
to a Tallahassee hospital with
bums to most of his body
Monday night after 'accidentally
setting himself on fire, according
to a press release from the
Marianna Police Department.
The man was identified as L.C.
Hall, 50, of 2926 Albert St.
Police say he was trying to
ignite a burn barrel with diesel
fuel in the back yard of a resi-
dence at 2810 Miltonia St. when
the accident occurred around
7:30 p.m.
An Air Heart helicopter was
summoned to Jennings Field,.
where Hall was taken to await
transport to Tallahassee.

ACI Tuesday

Guards at Apalachee
Correctional Institution had to
use pepper spray to subdue
inmates during a disturbance in
the east unit early Tuesday.
One correctional officer was
knocked to the ground around 9
a.m. as he tried to separate two
inmates who were "preparing to
fight" in a dormitory day room
according to Gretl Plessinger,
spokesman for the Florida
Department of Corrections.
Neither the guard nor the
irfmates were injured in the inci-
dent, she said.
Sgt. Luther Bush was allegedly
pushed down by inmate Douglas
Corea, Plessinger said.
Corea and inmate Divereon
Lawson were arguing about an
unknown matter when Bush
intervened, Plessinger said.
The officer got up ,and called
for back-up after being pushed
down, and multiple officers
responded. Pepper spray was
employed when the inmates
failed to obey commands, accord-
ing to Plessinger.
A third inmate was involved in
the incident, but may have been

both submit federal funding requests

Jackson County's two hospitals may wind
up competing for the attention of U.S. Rep.
Allen Boyd as he decides how to proceed in
seeking federal health care dollars through
general appropriations.
Boyd had asked the county to submit a
health care needs project to the 2nd
Congressional District's Healthcare Council,
an internal advisory board that Boyd created.
The county earlier had asked Jackson
Hospital to submit its requests. At their
Tuesday meeting, county commissioners
were getting ready to select one of the four
priorities the Marianna-based hospital had
offered for consideration by the county.
The commission had generally agreed on
one a $2.2 million request that would help
the hospital replace and/or renovate the aging
heating and ventilation system in the facility..
But then District 1 Commissioner Dr. Willie
Spires asked if Campbellton-Graceville
Hospital had been asked to submit a project.
County Administrator Ted Lakey said that
it hadn't, due to an oversight.
At that point, a county staffer was sent to
call Campbellton-Graceville Administrator
Jimmy Rigsby to see if he needed anything.
He did.
He wants $500,000 to renovate the heating
and air conditioning system at the hospital in
Graceville.
Commissioners debated whether to try and
combine the requests into one, in the hope
that the council might view it as an opportu-
nity to handle two air conditioning-related

county's participation hinges on
the condition that it is satisfied
with the action plan when its
done.

Long-serving firefighter recognized

Kilmer White found his call-
ing more,than 30 years ago as a
medic in war-torn Vietnam.
A native of Cottondale, he
returned from his stint in the
service to serve the people of
his home county for three
decades as an EMT and fire-
fighter.
This week, White announced
his upcoming retirement from
Jackson County Fire Rescue.
JCFR Chief Tony Wesley pre-
sented White some ceremonial
items Tuesday, as Jackson
County commissioners recog-
nized White for his service.
Wesley gave him a fire hat
and a long-handled axe, and
teased White about restrictions
on their use he can't take
them out fishing, Wesley said.
White does plan to get in'
some fishing, but he might find
the silveraxe blade more handy
in his vegetable garden. He said

he hopes to be more occupied now that he has a bit more time
with that long-standing hobby on his hands.
He can also devote more time
to his mother, 93-year-old Sonie
White, who lives with him and
is an important figure in his life.
After he has a chance to enjoy
the start of his retirement, White
said he might go back to school
with a specific area of study in
mind.
He'd like to be more comput-
er literate, he said, but isn't
planning ,to enroll for classes
anytime soon.
He said he enjoyed working
for the community through the
years.
Among his most memorable
fire fights, he said, was the blaze
that destroyed most of the old
Sneads High School several
years ago. Fire departments
from almost every surrounding
community responded to that
one. "We needed everyone we
could get," he said. "It was a big
fire, and it sure was a sad thing."
He said he's looking forward
to his first idle spring, a time
just right for fishing.

Gas tax will treat our addiction

WASHINGTON Reality
is stark: Nearly every. major.
foreign policy challenge we
face is aggravated by our
continued addiction to oil.
Recent developments in
Europe, the Middle East, .and
Africa only underscore this
fact. But a new president and
'changed economic condi-
tions offer the chance to take
a bold step toward freeing
our nation from the grip of
foreign petroleum.
In March 2006, I charac-
terized America's excessive
reliance on oil as "the alba-'
tross' of national security."
When oil prices soared to a
peak of nearly $150 a barrel
last summer, oibriches
emboldened authoritarian
rulers from Venezuela to Iran
to the. genocidal regime in
Sudan.
Poor countries struggling
to grow were crushed by the
weight of oil import expens-
es. Allies in Europe have
gone cold this winter as
. Russia wielded its near-
,monopoly on gas supplies as.
a political weapon. And.our
own economic woes were-
exacerbated as we shipped
billions of dollars overseas to.
pay our oil bills.
Yet the huge external costs
of our oil addiction in
terms of national security,
economic vulnerability, and
environmental, damage'- are
not accounted for in the price
Americans pay at the pump.
Classic economics identifies
two basic options to inter-
cede where Adam Smith's
invisible hand fails:
*Governments can regulate to
force, or prevent, certain
actions. The government also
can impose targeted taxes;
which are almost always the
most efficient, least invasive,
and most transparent remedy
for market failure.
In the Jan. 5 edition of the
Weekly Standard, conserva-
t' ive writer and columnist ,
Charles Krauthammer made
a strong case for a "net-zero
gas tax" proposal that would
match, dollar for dollar, an
increase in the federal gas.
tax with a decrease-in payroll
tax, which is paid by every
working American. Because
it represents no net tax hike,
it would bring the benefits of
reduced consumption while
putting money into the hands
of Americans.
A gasoline tax is transpar-
ent, easy to administer, and
targeted at the one sector that
burns most of our oil. We
know it would cut imports.
When gasoline prices topped
$4 a gallon last year,
Americans chose to use less,
leading to a major drop in
gasoline consumption.
The gains from accurately
priced gasoline would grow
as Americans demanded
more fuel-efficient vehicles,
chose non-petroleum alterna-
tives to power them, and
found public transit options
that work. Pricing gasoline
to reflect its true cost to the
nation would help spur a vast
market in which oil alterna-
tives such as advanced biofu-
els would become competi-
tive and innovation would
flourish.
The auto industry would
benefit from knowing that it
could invest aggressively in
high-mileage technology
without worrying that con-
sumers might turn back to
inefficient gas guzzlers. We
would cut our greenhouse
gas emissions, 30 percent of
which come from transporta-
tion. Adjusting Americans'
tax burden to put more
spending power into their
own hands makes sense
when household budgets are
squeezed. A revenue-neutral
oil security tax would take
every penny collected at the
pump and put it right back
into the pockets of con-
sumers.
Options for doing so
include cutting the payroll
tax, which disproportionately
affects the lowest-paid
employees, so workers
would see extra money every
payday. Alternatively, the
government could regularly
send a check to everyone
over 18.
I am prepared to work with
the Obama administration
and colleagues in Congress
to devise the'most efficient
way to return the revenue to
the American people, even as
we advocate the general poli-
cy of a gas tax to promote
better cars and alternative
fuels.
Americans sent nearly
,$430 billion to. other coun-
tries in 2008 for the cost of
imported oil an amount
equal to almost half of
President Obama's stimulus
package. Those hundreds of
billions should be spent to
build a new energy economy
here, not shipped to danger-
ous regimes overseas.-
No tax is perfect, and
some special provisions may
be necessary for individuals
and groups disproportionate-
ly affected. But we as a
nation are. already suffering
every day from our oil
dependence, and decisive
measures are needed.
. The alternative to a net- *
zero gas tax is ever-greater
regulation, with more
bureaucracy and the.
inevitable temptations for
lobbyists to exploit regulato-
ry loopholes.
Krauthammer's net-zero
gas tax proposal identifies
common ground for fiscal
conservatives, security
hawks, environmentalist,
and America's lowest-paid
workers. New York Times
columnist Thomas Friedman
has argued for similar steps.
Whether it is a $1-a-gallon
tax or some greater amount
commensurate with the true
cost of oil, a net-zero gas tax
is the type of transformation-
al policy that we could
implement quickly and that
would have immediate
impact.
One. of the simplest and
most effective means avail-
able for strengthening U.S.
national security is to dra-
matically reduce our oil
dependence.
A gas tax that returns
money to Americans would
take us a long way toward
that goal.

are serving today,
Dear editor,
While wandering around
Wal-Mart recently, I made my
way between the DVDs on
my way to look at the new
HD TVs. I almost passed a
striking young man and a very
pretty lady. As I did, all of a
sudden someone grabbed my
hand and half turned me
around. To say the least, I was
a little startled. But then I saw
this big smile on this young
man's face.
I "Fourth Infantry Division, I
see, sir," the young man said
while keeping a powerful grip
on my right hand.
I thought, this is one of the
best handshakes I have had in
some time. I smiled and nod-
ded. Seeing the tight-cut hair,
I had a feeling he was a broth-
er.
"Second Ranger Battalion,
sir," the young soldier, still
pumping my hand, said very
proudly. "I always like to say
'hi' and thank you to older
veterans who came before my
time."
It was not until then that I
realized I had on my 4th
Infantry Division Viet Nam
veteran hat with the "Life
Member DAV" pin. It has just
becoine second nature to put
it on. I can recall a time when
it would have been nearly
dangerous to admit you had
been to Viet Nam. How things
have changed.
I asked the young man if he
had been "over there" yet.
"No," he replied, and I caught
the sad look on his young
wife's face. "I am home on
leave now, getting ready to go."
I said something like "God
bless you, and thank you for.
your service." There was so
much else I wanted to say, if I
had been given a week or two
with him to do so. I wish.I
would have just gotten his
name and local address so I
could ... no, I would rather
always think of this young
man as I saw him. There is no
way I would want anything to
ever dim that image.
These kids today are so
amazing. There is no draft.
They do not have to enlist. Yet
the best and the brightest of
them always do. They always
hav$. They always will, so

long as we never, ever forget
what they do for us. So long
as we remain honest to them.
Do not allow them to
become political pawns. Do
not allow other nations -
nations that do not pay our
bills ,and whose behinds we
have saved more then once -
to hinder them from doing
their jobs.
I was almost too tired to go
to Wal-Mart. What I bought
there could have waited until
tomorrow. But today, I got
something from Wal-Mart that
cannot be marked down and
put on sale. I got to shake the
hand of a man from the 2nd
Ranger Battalion.

How is this any
different from a tax?
Dear editor,
I have a comment about the
letter from Medicaid I
received, dated Jan. 28, 2009.
I will quote from it. "Pursuant
to action taken during the
recent special budget session
of the Florida Legislature,
effective March 1, 2009, the
retail pharmacy dispensing fee
will be reduced from $4.23
per prescription to $3.73 per
, prescription. Dispensing fees
for 340B entity providers
remain unchanged."
My pharmacy dispenses
approximately 550 Medicaid
prescriptions per month. This
will cost me approximately
$275 per month, or about
$3,300 per year.
Let's be honest and call a
spade a spade and a selec-
tive tax a tax. I know lawmak-
ers glory in keeping taxes low,
but be fair and not just tax
certain entities.
I know lawmakers have
decisions to make, the only
revenue government receives
is taxes, so be honest and call
a tax a tax.
By the way, my cost of dis-
pensing prescriptions has
drastically gone up. I was
amazed the other day to find
that a 4 oz. plastic prescrip-
tion bottle now cost $1.10.
It is hard enough to remain
in business without additional
taxes.

In the end, commissioners said they would
have Campbellton-Graceville submit its
request separately, and that both would be sent
to the Healthcare Council. Boyd's correspon-
dence asks for "a" project, but at the same time
did not prohibit submission of more than one.
The projects are to be submitted to the coun-
cil, which will consider all requests from all
the counties'in Boyd's district, and vote on the
projects at a meeting in Tallahassee Feb. 18.
Correspondence from Boyd's office does
not make it clear what weight that vote would
carry and what will happen after the vote is
taken.
Among the Jackson Hospital requests which
are not expected to go to the council was a $40
million request to help fund an entirely new
facility.
This request comes on the heels of a failed
tax referendum that asked Jackson County vot-
ers to accept that burden.

According to the DOC Web
site, Drew was sentenced in 2006
to serve one year and eight
months probation for a 2005 inci-
dent involving grand theft of a
motor vehicle. I
n a press release accompanying ,
Drew's picture released Tuesday,
Marianna police credited the pub-
lic with helping them identify
Drew as a suspect. The police
-department also reported that a
warrant will be filed for Drew's
arrest.
The truck was stolen around
9:30 a.m. last Saturday morning
from the parking lot of the Big
Little Store on Lafayette Street.
The thief, jumped behind the'
wheel of a 1995 teal-colored Z71
Chevrolet Silverado, asthe owner
was busy buying vegetables from
a roadside vendor.'
The truck was still running at
the time, and the thief jumped in
and sped away, last seen turning
south onto Milton Ave.
An image of a suspect in the
case was captured on a video sur-
veillance tape that day, and police
released it to the public Monday.
The second picture, which was
released Tuesday, identified Drew
as the person believed to have
been caught on tape. *
Police stressed in their news
releases that the suspect should be
considered armed and dangerous.
Anyone who thinks they may have
seen him should not approach.
Instead, call law enforcement with
the information as soon as it is
safe to do so.
"A criminal complaint for grand
theft auto and the subsequent issu-
ing of an arrest warrant based on
this positive identification will be
filed," an MPD press release stat-
ed. "If anyone has information as
to the whereabouts of this suspect
and/or the vehicle, please call the
Marianna Police Department at
526-3125 or CrimeStoppers at
526-5000."

the others, Cook said, is concern
for the welfare of the community.
Cook said Elmore has a special
gift with people.
"He brings a lot of wisdom,"
Cook said. "We talk just about on

there for me. He backs me up if
I'm right, and if I'm wrong he lets
me know that, too.
"I go to his house a lot of morn-
ings and we sit out on his back
porch, just 15 or 20 minutes or so,
to discuss whatever's going on in
town at the time," Cook said.
"He's got a real good personal-
ity and he can talk to most any-
body. Somebody might come in
mad, but after they talk to him,
they'll leave happy or at least sat-
isfied with how the conversation
went."
Cook said it has been at least
eight years since anyone ran
against Elmore for a place on the
city commission, and he is repeat-
edly appointed by fellow board
members to serve as mayor.

Jeanette C. Dunaway, 76,
of Greenwood died
Tuesday, Feb. 10, 2009, at
her residence.
She was a native and life-
long resident of Jackson
County. She retired from
the Jackson County school
system as an educator after
32 years of service. Miss
Jeanette was a member of
the Greenwood Baptist
Church.
She was preceded in
death by her husband,
Charlie B. Dunaway; and
sister, Wyonna Grimes.
Survivors include one sis-
ter, Helen C. Williams of
Greenwood; and several
nieces and nephews.
The funeral service will
be at 10 a.m. Friday, Feb.
13, at Maddox Chapel, with
Loran Mercer officiating.
Interment will follow in
Greenwood Baptist
Cemetery, with James and
Sikes Funeral Home-
Maddox Chapel directing.
The family will receive
friends from 5 to 7 p.m.
Thursday, Feb. 12, at James
and Sikes Maddox Chapel.
In lieu of flowers, memo-
rials may be made to
Greenwood Baptist Church
or Emerald Coast Hospice.

In the 2008 season, the Sneads Pirates
had a tough time getting wins.
SHS coach Mark Guerra said he hopes
greater pitching depth and improved
defense make victories much easier to
come by in 2009.
The Pirates had high hopes going into
last season, but were plagued by poor
defense and inconsistent pitching.
Guerra said he believes the team has
done a good job filling those holes heading
into this season.
"Expectations were pretty high (last sea-
son), but defensively we made a lot of mis-
takes," the coach said. "We just never real-
ly got our defense going to hold teams to a
few runs and pull some games out.
"This year's team is a lot better defen-
sively. We've got quite a few guys return-
ing and some defensive guys moving up
from (junior varsity)."
Guerra said he also expected more from
the pitching staff this season, due mostly to
having seven different pitchers who can
give the Pirates quality innings.
"This year we should be pretty deep
there," the coach said. "We should be a lit-
tle better off in the pitching area.
"We've got some new faces that will be
starting arid I'm excited to get going."
Sneads lost starting pitcher Pat Jones,
though the Pirates will get back junior
Bubba Carpenter, who missed last season
due to injury. The Pirates will also get
pitching help from seniors Taylor Edge and
Josh Blount, juniors Jerry Bamburg and
John Beauchamp, sophomore Trevin Hall
and freshman John Locke.
"Just having enough pitching is going to
help' us," Guerra said. "Being able to run
someone out there every day will help. We
haven't been able to do that in the past and
that hasn't worked too good for us."

downfall last year. We stress*

While pitching is vitally important, it
was the Pirates' defensive woes that caused
the most problems last season.
It's a problem Guerra said has been
addressed in the preseason.
"We've talked about stressing defense a
lot," the coach said. "It was our downfall
last year. When we talk and, communicate
with the players, it's always big on defense.
We stress that more than anything-." .
The Pirates also talk about redeeming
themselves for last season's struggles,
although Guerra said that the Sneads play-
ers didn't need to be reminded how much
room there is for improvement.
"The guys coming back, they've really
sort of pushed themselves," the coach said.
"I haven't had to get on to the team.
They've pretty much taken care of it. They
know what they have to do and they're anx-
ious to take care of it and make it happen."
Guerra said his team also has a lot to
prove offensively.
"I really don't know. Our offense could
be good or it might not be," the coach said.
"I just really can't say yet. I'm excited to
see it, but I just don't know.
"I think we'll score some runs and I think
it will be a good year. That's not to say
we'll be a state contender or anything, but
we're just looking at district right now and
we'll see how far we can go."
The Pirate's open the regular season Feb.
17 at home against Wewa.
Lady Pirates open season

The Sneads Lady Pirates
opened the regular season
Monday with a big victory over
Liberty County at home.
Sneads got a three-run homer
by Samantha Culpepper and a
3-for-3 day from Aleisha
Edenfield to rout the Lady
Bulldogs 12-1.
SHS scored three runs in the
first inning, five in the second
and four in the third to blow the
game open.
Karissa Childs started in the
circle for Sneads and. 'got the
win in four innings of work,
surrendering only one unearned
run.
"They made a few mistakes
and we took advantage,"
Sneads coach Kelvin Johnson
said. "We didn't strike out
hardly at all. We just put the,
ball in play and took advantage
of their mistakes."
Culpepper's homer came in
the second inning after a pair of
Liberty County errors put two
runners on base.
"That was a big shot,"
Johnson said of Culpepper's
homer. "That could've gone out
of a baseball park."
Edenfield also had a great
day at the plate, collecting a
double, a triple and a single, as
well as driving in three runs.
"She's really hitting the ball
well," Johnson said of
Edenfield. "Culpepper's hitting
it really well too."
Edenfield also pitched the
fifth inning for the Lady Pirates
and retired the side to end the
game.
The Lady Bulldogs picked up
just three hits for the game.
"The defense was good and
the pitching was good,"
Johnson said. "Good pitching
wins games."
However, the SHS coach
cautioned that the competition
will get better as the Lady
Pirates move through their
schedule, the next game com-
ing Feb. 17 against North
Florida Christian at home.
"I thought we played well
and put the ball in play," the
coach said. "These girls don't
strike out that much, but that
wasn't great pitching we faced.
It will get tougher than what we
had (against Liberty County)."
The Lady Pirates follow the
NFC game with another home
game Feb. 20 against Altha.
MHS girls beat GHS in season-opener

The Marianna High School
.Lady Bulldogs softball team
opened up their regular season
with a cross-county matchup
with the Graceville Lady Tigers
before a packed crowd at the
Lady Bulldog Field.
Eron Milton pitched seven
scoreless innings for Marianna to
pick up the 5-0 win.
Graceville starter Liza Johnson
took the loss after throwing three
scoreless innings and not allow-
ing a base runner through the first
two innings.
The Lady Tigers started off
with a runner when Kelly
Leuenberger reached on a shot to
third that was bobbled.
Following a strikeout to the
No. 2 batter, Leuenberger stole
second and advanced to third on a
grounder back to Milton on the
mound who threw to Krista
Griffin at first for the second out
of the inning.
A walk to Jessica Baxley put
runners on the corners, but
Milton got the next batter looking
to get out of the inning.
For the Lady Bulldogs, it was
three up, three down in the bot-
tom of the first two frames.

baserunner in the bottom of the

A fly out to short and a ground
out to short ended the inning with
Smith first.
Graceville went down in order
in the top of the fourth inning, but
Marianna scored four in their half
of the inning to break the score-
less tie.
Jennifer Cramer got things
started when she beat out a bunt
, at first and moved to second
when Hali Stout took one for the
team.
Griffin picked up a pair of RBI
when. she singled home both
Cramer and Stout.
With one out, Janna Hinson
reached first safely on a bunt with
Griffin advancing to third.

The Marianna Lady Bulldogs can get a bit of
revenge Thursday night when they open play in the
3A state playoffs.
MHS (17-7) hosts its first round contest against
Pensacola Catholic, the team that knocked the Lady
Bulldogs out of the playoffs in the first round last
year.
The Lady Bulldogs lost that game 47-43, but they
seem primed to turn the tables on Catholic.
Marianna is riding a 10-game winning streak that
was punctuated with a 58-26 rout of Chipley
Saturday night in the district title 'game.
Marianna coach Chucky Brown said he's thrilled
with the way his team has played in the second half
of the season.
"We're playing our best ball when we should be
playing our best," the coach said. "I think we've
gotten used to each other and everybody has a feel
for each other. We're playing unselfish ball togeth-
er. I'm very impressed and proud of the way they're
playing right now."
Pensacola Catholic brought an 18-8 record into
last year's matchup and made a run to the regional
finals after beating MHS.
The Lady Crusaders are just 14-13 this season,
although Brown said their record was deceptive.
"Their record doesn't mean anything," the coach
said. "They've been playing the powerhouses out of
Pensacola, the big 5A and 6A schools out there.
"From watching the tapes, they're fundamentally
sound and don't really make mistakes. They're just
a good fundamental team. But if we play up to our
ability, we should be OK."

Brown said he felt his team had an advantage in
the backcourt with Catholic's starting point guard
from last season now gone, and MHS' Janae
Godwin back in the lineup after missing the end of
last season with an injury.

that the quickness of our
guards and our depth will
help us, because they really
only play about seven or

press them and run and get

and wear them down.. We
want to keep fresh legs in."

to take on the winner of
Chipley and Walton in the
other quarterfinal game,
Brown sees a great oppor-
tunity for his team.
"If we win this game, we
have a good chance to
make it to the regional
finals, if we play the way
we've been doing the last
month," the coach said.
Brown said while
Saturday night's win over
Chipley was very satisfy-
ing, he and his team have
not looked back on it since.
"Last year, a district
championship was what we
wanted," the coach said.
"But I put thataway. I won't
even let them see it now. I
don't want them to be con-
tent with a district champi-
onship. There's another tro-
phy we're working for."

inning, with two outs,
Megan Gardner was hit by
a pitch, stole. second and
moved to third on a single
by Taylor Smith.
Allison Hutton became
the third Lady Bulldog of
the night to take one for the
team to load the bases.
'Gardner scored the final
run of the game on a passed
ball with runners advanc-
ing to second and third.
Stout came on to close
out the game and did so in
style with three strikeouts
to secure the Lady
Bulldogs first victory of the
season.
The Marianna pitchers
combined for 13 strikeouts
on the night with
Graceville striking out four.
Marianna will travel to
Mosley today for their next
contest, while the Lady
Tigers will host Mosley for
their first home game
Friday.
