"Skip" Hines Governor Signs Bill Affecting Hunters Last week, Governor Jeb Bush signed into law a bill affecting would-be, first-time hunters and those wanting to hunt dur- ing Florida's newly established crossbow season. Effective August 1, 2006, anyone 16 years or older and born after May 31, 1975 can hunt under the supervision of a licensed hunter, 21-years or older, without having to com- plete the state's hunter safety certification.- The newly estab- lished "Hunter Safety Mentor- ing Exemption" enables those persons to purchase a Florida hunting license and hunt during a one-year trial basis. The new mentoring exemp- tion was passed by the Florida Legislature to help persuade more people to experience hunt- ing. It is designed to encourage experienced hunters to teach novice hunters about safety, eth- ics, wildlife, hunting skills and respect for Florida's outdoors. Wednesday Morning Fire At Southern Truss in Trenton Destroys Office B\ John M. Ayers A fire that was reported to be burning out of control in the office of Southern Truss on Lancaster Avenuc '.Vednesday- morning atR 4-O a.m had Tren- ton 'Fire Rescue and several county departments assisting in the emergency. Trenton, Fire Chief Alex: Hudson reported that 17 fire fighters were on scene working to control the flames and reduce the damage to surrounding structures. He explained that the State Fire Marshall's office investigated the gutted structure on Wednesday. The investiga- tion is continuing, as the fire is believed to have been acceler- ated in the location of where the flames were believed to have started. By John M. Attorney John McPher- son explained to the board! that there was nothing wrong with the present sign ordinance, After the lengthy discussion, Commissioner. Sharon Langford Town of Bell Propose Levying 2 Mill Ad Valorem Tax ; By John M. Avers The Bell Towni Council in their July 6, 2000 meeting pro- posed a property tax increase for the Town of Bell. Commissioner Ra\ Sanders told his fellow commissioners that he "as in faor of appro% - ing a 2_'c or 2 mill property. ta\ le% in Bell. Commissioner Sanders put his proposal in the form of a motion and Commis- sioner,Terri Carnley agreed, arid. gave a second. The board voted' 5-0 in favor of this proposal. The board will now advertise for a public hearing to give' the public an opportunity to discuss the ta\ proposal. Damon Leggett. Gilchrist County Property Appraiser. reported the estimated ad valo- rem (non-certified) value for the Tow n of Bell is $13.507,804.00. The proposed property tax would, generate an estimated $270.000.00 for the Tow\n of Bell in 2007. Commissioner Ray Sanders explained that the proposed 2% would allow the Town of Bell to appl) for grants. The ad 'alorem re% enues. would also prove ide the municipality with revenue to support infrastructure in the future. Bell Town Manager Dan Cavanah reported -.the town needs to identify revenue re- sources to improve roads, and consider long range plans for city water and sewer., Rural Residents Want Speed Limits Reduced On Graded Roads Sheriff Opposes Change, Says Understaffed Can't Enforce By John M.Ayers The Gilchrist Counti Commission for several months has been .considering the issue of speed limits on graded roads, are to fast for, conditions: On Monday, Gilchrist County Sheriff .David Turner explained, "I am opposed to the reduction nf the speed limit from 55 'IMPH to 35 MPH on all county graded roads." The Sheriff, explained his interpretation of the Florida statute uniform' traffic code and how it relates to county roads "We have a problem at the Sheriff's Office enforcing the ordinance that is now in place," Sheriff Turner explained. He explained that he doesn't have enough resources to enforce speed limits on all of the county roads. "Traffic is a service we enforce when officers are not doing other duties," Sheriff Turner explained. "I get calls on people speeding on dirt roads traveling 55 MPH and on pig trails that are county roads too. These are graded roads where people ride, their bic cles and play along the roads edge. Commission Chairman Tommy Langford told the Sheriff that he was concerned for the safety of the residents and the' children in, these areas. Commissioner Langford told the sheriff that ra group ..of residents had contacted Captain Crews to setup a surveillance area where traffic was speeding through a ,residential area. Captain Crews established a patrol: in this area for a period of time and the resident explained the visual patrol of the sheriff's cruiser in the area made a big difference in the speed of the traffic. .Sheriff Turner told the board that driving is a privilege.' Everyone with a driver's license should drive with an. understanding on conditions and circumstances that are bearable. The Sheriff told the board that his department has a traffic %Wagon that he places along the roadway to show drivers passing just how fast they are traveling. Sheriff Turner explained that his department has no traffic task force. "" traffic enforcement is le;s than O1% of our law enforcement duties." Turner explained. Traffic enforcement on coutntI graded roads is not going to reduce the liability that remains on the individual driver, the sheriff added. 'Commissioner Tommy Langford explained, "I don't know what the solution is to, slowing down the speeding traffic on graded roads, but I wanted to make \ou. the sheriff, .aware of it to help us come to a reasonable solution." Commissioner Kenrick Thomas gave a second to the motion. The board voted 3-2 in favor of the revision. Commissioners' Randy Durden and Mitchell- Gentry voted no on the motion. McPherson is expected to have a revised draft of the ordinance for the board in the next regular monthly meeting. The problems involving the sign ordinance fall back on the fact that temporary signs are being picked up by the Gilchrist County Building Department and the Gilchrist County Code Enforcement Officer. Some board members feel that certain signs should not be picked up. A board member asked the attorney to draft lan- guage that will allow temporary signs to be placed on the back 2-3 foot of the county right of (Continued to Page Seven) Two sport utility vehicles collided head-on Friday morning just after 11:00 a.m., 2 miles east of Hart Springs on CR 344. The driver of one of the vehicles was in serious condition and was identified to be airlifted to Shands Hospital in Gainesville for treatment. I have attended many public meetings and listened to a lot of elected officials and other pub- lic figures address local gov- ernment boards, but I have never heard one say that a safety issue was not a top priority for his department until Monday. The Gilchrist County Com- mission has been discussing the issue of speed limits on the rural county grades for months. The board asked the attorney to draft an ordinance to identify the re-. duction of speed limit from 55. miles per hour on county graded roads to 35 miles per hour for the reason of safety. Gilchrist County Sheriff David P. Turner stood before the board Monday afternoon and explained that not only was his department understaffed, but he identified that traffic control is only 10% of his enforcement duties. He went on to tell the board that he was against the reduc- tion of the speed limit on graded rdids ij the c f0%i' .:frorr55 MNH to 35 MPH. because he did not have staff to put on patrol to police these areas. A concerned parent and 20 year resident of Southeast Gil- christ County addressed the board to ask, in the name of 'safety, could the speed limits on her graded road be reduced to 25 miles per. hour. She ex- plained there are a lot of outh that ride horses 'in her residen-, tial area. There is also a lot of traffic on SE 50h' Street that drive well over a safe speed up and down the road. She 'ex- plained that she would be glad to pay for the signs to be placed on the road if the board would reduce the speed limits to a safe speed. The Gilchrist County Road Department reported there are: 460 miles of graded road in the county. The fact that there is a tremendous increase in traffic on many of' these roads has caused some, of these .roads to be in disrepair. The board also identified that high-speed traffic is causing the graded roads to become washboards that are very unsafe when traveled. above speeds where the driver has full control of the vehicle. I would hope the Gilchrist County Commission .and the Chief law enforcement officer in Gilchrist County could come to terms on agreeing which pri- orities need to be funded the ,most. It is always amazing, to me how the important needs just Aem to oft'n. get' lost in the rhetoric identified as there is just not enough re% enue to fund the important issues. By Lauren Rudd Almost every company, at one time or another, finds itself subject to the. capriciousness of the. markets. The key question is what do you do in those situ- ations? You could try to time the market by means of stop orders, whichenable you to sell out of a position should) there be a drop, in the share price. Of course, then you need to try to determine %%hen to get back in, with a subsequent 'de- ,termination of when to get back out again, and so on.: If you are lucky, a market strategy of that nature will enable you to break even...at best. Let me offer a more profitable strategy albeit one that assumes an investment horizon of at least two to three years. If the company you are interested in investing in has solid financial. astute management and ),ou un- derstand the company's business philosophy, then buy the shares and hold them with the under- standing that they will fluctuate in price, particularly in today's economic climate. An excellent example of just such a company is Bed Bath & Beyond. When I last talked about the company a year ago .the shares were trading at $42 and my 2005 earnings estimate for the company back then was $1.93 per share. Furthermore, the shares. were trading back then at a trailing twelve month (TTM) multiple or P/E ratio of 25. On April 5th, Bed Bath & Beyond announced that it earned $1.92 per share, a gainL of 16.4 percent over the )ear before.-Net sales for fiscal 2005 were $5.810 billion, an increase of 12.9 per- cent' and same store- sales- hpd, increased by approximately.-4.6 percent. On June 21st, Bed Bath & Be- yond reported net earnings of 35 cents per share for the its fiscal first quarter ended May 27th, as compared with 33 cents a year ago. Sales were $1.396 billion, an increase of, 12.2 and 'same store sales were up 4.9 percent. So why is Wall Street so upset with Bed Bath & Beyond? For one thing, the company reduced next quarter's guidance by a penny. In addition, operating margins were a bit weak and an 85 percent increase in capital expenditures reduced free cash flow. On, the positive 'side, Bed Bath & Beyond has no debt. For a company of its size that is commendable. Given that the stores are often located in large shopping centers, the effect of higher gasoline prices will likely be minimal. The shares also have excellent intrinsic value. Using an earn- ings approach, with an earnings growth rate of only 12 percent and a discount rate of 11 per- C*.O*O*K*] : By Cindy Jo A Isn't it a wonderful time of year? My mother was very busy last month putting up vegetables. Bless her heart, she purchased a bushel of acre peas for John and I. She shelled them- and put them up in the freezer for us. When making cream corn I shuck about 18 or so ears of corn and remove the silks. I then place a 9x13 pan in my sink, to catch the cut corn, and run the corn down the, angled corn cutter.', When all the, corn is cut off the cob I heat about 1/4 stick of butter or about three tablespoons of bacon drippings in a cast-iron frying pan. Therefore, this is either an excellent dol- lar cost averaging prospect or a potential ne'% investment. Either way, it warrants consideration as a long-term holding in most any portfolio. But it's just as good toda\ as it was years ago. cuummer c6uasAi Casserole 6 ounce package of herb- seasoned stuffing mix 1/2 cup butter. melted .2 pounds \ello\\ squash, sliced ,1 large onion, chopped .1 cup shredded carrots 1 can mushroom soup 1 cup sour >cream 1/4 cup Water chestnuts, chopped optional -. 1'2 teaspoon salt. 1/2 teaspoon season salt 1/2 teaspoon fresh ground black pepper 1 cup grated mild American cheese Preheat oven to 350 degrees, coat a 2-quart casserole dish with cooking spray. In a small, bowl mix together the stuffing mix with 1/4 cup of butter and set aside. Saut6 squash, onions, and carrots separately until tender in remaining 1/4 cup of butter. Add soup, sour cream, water chestnuts, salt, season salt and pepper and combine \ ith squash mixture. Place half of the stuffing mix in the bottom of casserole dish. Place squash mixture on top, then cover with the remaining stuffing and bake uncovered,-for. 25. minutes. Top with cheese and bake ,until melted. Letter To The Editor Dear Editor, I find it somewhat necessary to respond to a "letter to the edi- tor" that appeared in last week's journal regarding the Gilchrist County School District. Let me give you some background as to why I feel that I am able to respond...........not only am I a agaduate of this s,.stem attend- ing from K-12, I also taught in it for 18 years and currently I have two children who attend. I have had' the opportunity to work with some wonderful people in those years. I believe that maybe my response might be based on some knowledge of what does go on in this school district.. I will try to make my remarks generic .and to the point. First, CONGRATULATIONS! to those who in the last few months have helped to bring issues of this district to light. The letters to the editor have been for the most part extremely accurate and, responsibly written. I for one appreciate both your con- cern for writing and the editor for publishing. Second, some amount of CONGRATULATIONS on the success,of the Gilchrist County School District's recent success with grades would have to be given to former Superintendent Don Thomas and former board member J.M. Everett, both of these men helped to set up the original "TE A '" concept. that started this process. Third, in response to the writer last week, I HAVE attended your board meetings (more than once) and I HAVE witnessed first hand the board's version of correct parliamentaryn procedure", concerns of the members :and how all votes seem to be pre- determined it is truly amazing. What a JOKE! Man knew very little about the earth as we know it today. Christopher Columbus sailed this important year with a crew of 87 to discover a new world. His adventure literally changed the face of the world and man came to realize the world was a much larger place. The world of 1492 was very different in regards to religion. We are familiar with the multitude of churches in our community. Today there are hundreds of different churches that.fill the landscape. The Bible is interpreted responding to current thoughts and understanding of doctrine. But how does 1492 fit into this formula? In almost every community, there are varied types of churches that bear different names with their own creed books and dogmas and beliefs. There are churches called Lutheran, Presbyterian, Methodist, Baptist, Church of Christ, Mormon, Nazarene, Jehovah Witness, Seventh Day Adventist, Catholic, Episcopalian and a myriad of differing forms of faith systems. In 1492, Columbus would not find a Lutheran, Presbyterian, Methodist, Baptist, Mormon, Nazarene, Jehovah Witness, Seventh Day Adventist and Episcopalian church. At best, the Lutheran church was still 38 years away; the Presbyterian did not form until 1535; John Smyth established the Baptist church 115 years later and John Wesley organized the Methodist church 237 years after Columbus sailed to the new world. The Roman Catholic Church had been in existence for centuries as the apostate church prophesied by the Holy Spirit in 1 Timothy 4. Other churches such as the Mormon, Jehovah Witness and Seventh Day Adventist were nearly 400 years away from beginning. When Columbus sailed in 1492, the modem day representation of "worship at the church of your choice" was non-existent. Yet there were in 1492 people of God devoted to Christ who worshiped in simple form of the New Testament pattern throughout the known world. How do we know this? The church of the Lord began in Acts 2 on the day of Pentecost. It was called the "church" (Acts 2:47); "churches of Christ" (Romans 16:16); "church of God" (1 Corinthians 1:2); "churches in Judea which were in Christ" (Galatians 1:22); "the body" (Ephesians 1:22,23); "saints in Christ Jesus" (Philippians 1:1); "church of the living God" (1 Timothy 3:15); "church of the firstborn" (Hebrews 12:23); among other descriptive terms. The book of Acts is filled with the early work of the church and the epistles show the fulfillment of that early work. This pattern continues to this day by those who follow the New Testament pattern given by God concerning His church. It is important to understand that man has created a varied form of doctrine that has suited his own needs and wisdom of interpretation creating a myriad of churches. Does it matter if a church is hot found in the Bible yet found in history of man as beginning by man? If a man lived in 1246 could he worship in the same manner as people do today with the many churches? God has given a simple book to follow and understand for all men those living in the year 1246, 1492 or 2006 or those living in 3006 (if the Lord wills). The Hebrew writer said the kingdom of his day "cannot be moved" (Hebrews 12:28). This kingdom has remained for nearly 2,000 years. This kingdom is the church patterned after the New Testament alone. We packed up, said our good- byes and scurried off. When we leave one another, just like with our loved ones, we never know what God has planned for us. We never know what mountain we will climb or what valley we will pass through. What we do or should know is that we are never alone. LCCC Is Now Offering Professional Development Classes Lake City Community College will be offering Professional De- velopment in the Workplace as a three credit course in the fall at the LCCC Dixie County Center in Cross City. This class is required for sev- eral certificates including Medi- cal Records Transcribing, Office Management, Customer Service. Technology, and the associate in science degree in Office Admin- istration. The class includes re- sume writing, searching for your job, and keeping the job after you have been hired. You will learn about the different kinds of supervisors, communications with coworkers and' supervisors, how to deal with stress on the job, and how to plan your future career. The class will be offered on Friday (one day a week), 8:30-11 a.m. in the Dixie County Center. Classes begin on August 25. LCCC Business. Professor Lelia Austin will be teaching the class. Austin has taught job skills to many different students at LCCC, as well as in other- states. She states that this is a "fun". class that will help you with problems you might not even know that you have on, the job. Keyboarding I and II will also be offered at the Center this fall. Fall semester will begin on Au- gust 21. If you have some keyboarding skills and want to learn to type faster and more accurately, you can begin with Keyboarding I. Another part of the law estab- lishes a $5 permit fee for hunters to participate in the state's new crossbow season. The new per- mit is similar to the archery and muzzleloading gun permits that also cost $5 and are required for 'those hunting during the archery and muzzleloading gun seasons. The crossbow season will run October 9th-13th in the South Hunting Zone, October 23rd- 27thy in the Central Zone and November 27th December 3rd in the Northwest Zone. Springhouse Quilter's is a very fortunate group to have Elaine Faison coordinating the 4-H sewing camp this year. Ms. Elaine retired from the County Extension Office as the 4-H leader in January and has worked very hard to make the 4-H summer camp a success. Before the young people could complete the projects that had been planned for them, they were first required to learn how to correctly use a sewing ma- chine and learn very basic sew- ing skills. In addition, they were taught how to hand sew and how to replace a button. Immediately after retiring, Ms. Elaine let it be known that she would like to coordinate the, 4-H camp and of course it was agreed that she should .be the one to lead the camp. She ha's really done a wonderful job with the youth that have participated in the camp. She has the pa- tience, knowledge and skills to work with these young people and make the camp a very in- teresting, fun-filled, educational experience. The skills these young people have learned is something that they will be able to use throughout the rest of their life. Someone is always need- ing repairs, buttons, or some type of sewing. With the knowl- edge they have gained, they will be well equipped to use a sewing machine or to hand sew. A special thanks to Ms. Elaine for taking on this project. I am the eldest of his seven children and as I find myself consistently reflecting on the wonderful memories I have of my father, family, familiari- ties and .faithfulness, I see how awesomely I.am blessed. My father was a man of in- tegrity. He was a hard working man who was a true provider. The house he lived ini for 54 years was built in the early 40s.. It \as the house in which I green up. It %\as a "'cracker box" to be-` gin with, with only one bedroom and one bath. but through my .father's determination to learn ne\\ things during his uncharted course of educating himself in the fields' of carpentry, wood- working, plumbing, and electric- ity, the house expanded to two and a half stories with file bed- rooms, three baths, and the.usual' rooms, along with a "sun" room and a "Florida" room, which at one time was the porch and the two auto car-port, respectively. Part of my father's legacy was his ingenuity. .'. . Family mattered to my father. He labored to give the best of what he could to his wife and off- spring. His' love was. music,, and ,he excercised that talent through part time jobs by. playing his saxophone. He encouraged all of his children in their own gifts; however, he was exceptionally pleased when one of us took up a musical instrument. Another part of my father's legacy was placing a melody, in the hearts of his sons and daughters. My father found joy in being surrounded by familiarities. He found peace.in his daily routine. He thrilled at being able. to involve himself in a challeng- ing game' of tennis, and played until he was 91. He was a man of contentment and found great pleasure in giving to others, while becoming familiar with the priceless smile as he gazed upon the recipient of his "trea- sures." All guests in his home who indulged in a meal became familiar with his home-cooked "country dinner." The familiar scent of freshly brewed coffee. was a daily treat for my father, he loved to drink it with gusto and lots of sugar! My father understood com- mitment, not only commitment to the wife of his youth (and who he was married to for 52 years before she left him by. death), but he was committed to family, his job, and any project, usually around the house, and usually one which my mother had start- ed. My father was a "finisher" and found great pride in seeing a goal accomplished. My father was true to his convictions and true to God, others, and self. My father was faithful in all things. The precious memories which my father's legacy gave my siblings and me are memories. which will allow us all, espe- cially me as his eldest, to hold dear to my heart and never let go. The Department of Florida Convention begins in Orlando today, Thursday, July 13, and goes through Sunday. Our current District Commander, Phil Hearlson is running for Department Sergeant-at-Arms, and the current Department Vice-Commander, George Wehrli, from Post 57 up in Lake City, is running for the top.spot as Department.Commander. Those are two of the "local' folks that are running for Department jobs this year. Then there are several District "jobs" that will be installed on Saturday night with the Department Installation. After watching him exit the vehicle Clark observed the man haring a harder time walking to his boat. Clark ap- proached the subject and could smell a strong odor of alcohol. After the man was unable to , perform any field sobriety tests, Clark transported him to jail where he refused to take the breathalhzer test resulting in a Dil charge. SCOLUMBIA COUNTY While on land patrol along the Santa Fe River, Officer Todd, Hoyle came upon a ve- hicle parked on a sandbar at the. ,ri\er's edge. As Ho0le took up a position of advantage, he saw a man wading in the river under 1-75 with a cocked spear gun, mask and snorkel. The man was looking intently into the water. On' several occasions, as he waded downstream, he donned his gear. submerged himself, and then stood up %w ith the spear gun at the ready. After some time, Hoyle announced himself and made contact with the subject. The subject was cited for posses- sion of a spear gun in and upon fresh water, and for taking fresh-' water fish by underwater diving. He was. also issued written warn- ings for failure to present a valid fishing license and failure to display a diver-down flag. The spear gun was seized. DIXIE,COUNTY July 2nd, Officer Justin Allen and Investigator Larry Ayers ob-. served several subjects working a spotlight on some clear cuts in a local WMA. The officers fol- lowed the suspects for a while observing them shine their spotlight only in the clear-cut areas. Upon stopping the suspect vehicle, they observed a subject holding a loaded rifle in the back of the truck. The subject stated he was only hunting raccoons. Three subjects were issued cita- tions for gun and light. DUVAL COUNTY June 21st, while Officer Kevin Larson was on patrol in Jackson- ville near Stockton. Park, he ob- served a man fishing from land. Upon seeing two coolers next to the individual, Larson asked, and was granted, permission to. check the coolers for fish. Dishman ap- proached the man who was very nervous. -After briefly looking in the area, he ,located a safe that had the hinges broken off. Dishman also saw% a moneybox in the front seat and parts of the safe in the back of the van. After: back up arrived, the man began- telling his story of how he broke into his neighbor's house and stole the safe. He had also sto- len other valuables at the house including jewelry and guns. He returned all the valuables and was then charged appropriately by Levy County Sheriff's Office investigators.
