Sincerely, Delight Curtis Senator Rod Smith Touts Bill For Rural Counties Senator Rod Smith, co-spon- sor of Senate Bill 1612 to provide additional revenues for "fiscally constrained" coun- ties, encourages rural county residents and elected officials to contact their legislators, to urge them to support SB 1612. "Our small counties in north Florida need the help this bill will provide because many are at their limit for taxes," said Smith. "This is the second year we've tried to get this bill passed, and this year it has made it past all the committee hurdles in the Senate and the House. I expect it to be on the floor for a vote in both chambers soon. I want to remind our local government leaders to help motivate the Legislature to take action on the issue this year and to work together to clarify outstanding issues pertaining to the funding of the proposal." The Revenue Estimating Conference has estimated that the amount available to 29 "fis- cally constrained" counties will be approximately $16 million for fiscal year 2006-07. The estimated amounts range from a high-of $792,631 for Union, Holmes and Calhoun Counties to a low of $160,524 for Frank- lin County. Senator Smith credits bills sponsors Representative Joe Pickens and Senator Carey Baker with creating support for the effort. He points out, "This is truly a bi-partisan effort by those us who represent and understand the challenges facing small counties in Florida." The Sena- tor notes that the bill is expected to be on calendar for a vote in both the Senate and the House prior to the end of session. Senator Smith notes that this is a change that the counties have been seeking for some time. "I know that in the past, the Legis- lature has assigned new duties to our county governments without providing the funding support for new mandates. Ayers A couple out. on the Suwannee River for an afternoon boat ride were struck by tragedy Saturday when a large fish jumped out of the water into the air and struck a passenger in a boat. The Florida Fish and Wildlife Conservation Commission reported that Dawn E. Poirer, 31, of Crystal River was struck in the front portion of her head when the fish, believed to have been a sturgeon, came over the side of the boat and knocked the woman out of her boat seat. The incident occurred around 5:30 p.m. as the couple was traveling south in the Sun Springs area between Gilchrist and Dixie counties. Johnston R. Staples III of St. Petersburg was steering the boat, but was not injured in the accident. Staples took Ms. Poirer to a nearby residence and the h -,nii-' ner -.".' 911 in Gilchist Cu,.ti \ -. 1 ie Gilchrist County Emergency Medical Rescue units Med 2 and Med 4 responded to the scene. The victim was reported to have sustained severe head trauma from the impact with the fish as well as when she was Alachua/High Springs' Relay For Life Kicks Off With "Game On!" The 3rd Annual Alachua/ High Springs Relay for Life event will be held Friday, April 28th starting at 6pm through Saturday, April 29th ending at 8:00 a.m. at Santa Fe High School in Alachua. The event is free and open to the public and is especially enjoyable for the whole family. So if you're up and about any time on' Friday night or early Saturday morning, this is the place to be! This year's theme is "Game On!" which will feature a sports theme with lots of great activities. During this 14-hour event, the public will celebrate those who have survived cancer and honor those who have lost their battle against the disease. Friends and neighbors, businesses, and civic groups organized in teams of 10 to 15 members have raised money before and will continue to do so during the event. This year's event features not only a sports theme, but also a lot of fun! There will be something to do, eat, and enjoy every single minute of this overnight event. Following the opening ceremonies which includes a "Survivor's Lap" of local cancer survivors, themed laps will continue throughout the night as teams compete for prizes. There's the Pajama Lap where teams dress up in their best pajamas to win prizes and 'Spirit Points' which can be earned only by registered teams for prizes. There's the Motown Lap (dress up as your favorite Motown artist), the Hobby Horse Lap, the Bubble Lap, and the Reese's Lap where each participant gets a Reese's candy after each lap. Field activities, which will be ongoing throughout the night, include Flag Football, Mini- Golf, Dodge Ball, Ultimate Frisbees and a Hobby Horse Race. Everyone who attends is welcome to participate in these activities. Boyd is running for the District 11 seat being vacated by Live Oak Democrat Dwight Stansel, who is term-limited. The district includes Gilchrist, Lafayette, and Suwannee counties as well as parts of Alachua, Columbia, and Dixie. Geo- caching (pronounced geo-cash- ing), is a hobby that uses hand- held Global Positioning Satellite (GPS) systems to seek hidden treasure. The Original Florida Tourism Task Force, with the help of VISIT FLORIDA's pilot program to promote tourism in rural areas, launched a statewide contest on April 20th as a way to showcase the fun places of North Florida. The Original Florida cre- ated a geocaching trail through North Florida to highlight the hidden treasures of the region from Gainesville to Cedar Key, up to Tallahassee, and then east to White Springs. The Hid- den Treasures of North Florida Geocaching Contest 2006 is a modern-day scavenger hunt that lets visitors win cool things while they vacation. Boyd says that the character (Continued to Page Two) Fishing Trip Turns Deadly For Crystal River Man A Crystal River man died and his son was injured in a boating accident near marker 34 in the barge canal Saturday morning. George P. Tichey Sr., 56, and his son, George P. Tichey, Jr., 16, were in the barge canal north of Crystal River for a day of fishing. Their vessel, a 1998 12-foot, nine-inch Gheenoe with a trolling motor, capsized when a wave hit it, knocking both Ticheys into the water. The elder Tichey lost consciousness, and his son attempted to keep his father's head out of the water, according to Florida Fish and Wildlife Conservation Commission (FWC) investigators. The U.S. Coast Guard picked up the two boaters and transported them to the FWC Crystal River Field Office boat ramp. Emergency medical personnel then took the Ticheys to Seven Rivers Hospital in Crystal River, where the elder Tichey was pronounced dead. FWC investigators recovered the vessel. The investigation is Ongoing. Ayers I had the opportunity to accompany a group of friends to Georgia to fish at McGruder Farm in April. I had been told that on this farm were some of the finest fishing lakes with the best bass fishing that anyone could possibly experience. I was skeptical at first, but after fishing this stump-filled area of shallows and deep troughs for several days, I'm sure that this is the type of lake that many of the fishing television shows are, produced on. I have never fished a; lake that allowed tfe potential for a trophy fish to be caught on every given cast. The McGruder Community is located in Burke County, with Midville, a small community of 500 population being the nearest town to this historic rural farming area. I fished with Billy Cannon on his boat. Billy and I ,were along with Randy Durden and his wife Diane and Joe Gilliam and his wife Dee. We all fished in three different-_boats.during... the three days and experienced some unbelievable bass fishing. I guess it is a sign of my age when I look at an area and it reminds me of my home in the mid 1960s. This was the case when we drove up through central Georgia northeast of Swainsboro into Midville. Billy and I were looking for a tackle shop, something like Bass Pro Shop's Outdoor World, but we settled for the small town tackle store that had just opened the week before. I was towing Billy's Triton bass boat as we passed through many small towns. We drew the stares from several people that I'm sure would also like to be fishing on a Tuesday morning. When we stopped at.. Fargo, Georgia to buy gas, a- couple of guys coming out of a convenience store wanted to know where we were going fishing. Billy replied, McGruder Plantation, up at Midville. They explained that a Devils Horse top water bait is the bait of choice. When we pulled up in front of the tackle store'in Midville and walked in, an elderly fellow asked us if we were the guys with the bass boat parked out front. Billy explained, "yep, that's us and we have come all the way up here 'from Florida." Billy then drew a lot more conversation when he told the three or four guys in the store that we were going to fish at McGruder Plantation. The owner of the store quickly replied that he had always wanted to fish at this lake, but' he had never been invited. The storeowner went -on to tell us that he was from Daytona Beach, Florida and had moved to this area less than two years ago. He showed us several - photos of big fish that he had caught in area lakes. We bought several things from the new store, and as we were walking out, the owner reminded us to take good photos and stop back by to share them with the guys. This is a classic fishing tale; as is the normal, the biggest of the fish caught or hung on this trip once again are still swimming in the lake. Not because they were caught and released, but they broke my line and everyone else's line too. However, let the inflation genie start to creep out of the bottle, as evidenced in the following day's .posting by the Labor Department of a 0.3 percent rise in the core consumer price index (CPI), the largest one month increase for that statistic this year, and suddenly its gloom and doom on Wall Street. Furthermore, core inflation, which excludes food and energy prices, was up at an annual rate of 2.8 percent for the first three months of this Near. slightly higher than the 2.2 percent increase for all of 2005. One or two more months of similar increases in the core CPI and you will likely see the Fed continue to push rates up at each meeting for the rest of the year, which will further roil the, markets. So how do you protect yourself from the seemingly endless vagaries of Wall Street? The answer is simple. You create a portfolio of companies you trust and understand, utilizing an investment horizon measured in years. , For example, one company that could' be an excellent addition to most any portfolio is the Genlyte Group. People from all over the South have ventured up to north Georgia to eat at this famous restaurant. If you haven't ever eaten -there let me tell you a little bit about it. The Town of Dillard sits near the north Georgia line. This part of Georgia is where the mountains begin' and the restaurant sits on a hill with a great view. Food at the Dillard House has been described as true Southern cooking which is some of the Genlyte Thomas .sells products under such major brand names as Capri, Chloride Systems, Crescent, Day-Brite, Gardco, Hadco, Ledalite and Lightolier. On February 17th, Genlyte reported record annual sales of $1.252 billion and record annual earnings $2.99 per share. A' year ago revenues were $1.179 billion and earnings were $2.10 per, share, after adjustment for the May 2005 2-for-1 stock split. First quarter numbers are due out on April 28, 2006. Although you will want to do your own research, assume for the moment that Genlyte has a satisfactory track record and the wherewithal to continue to accelerate its earnings growth. The most difficult hurdle comes in trying to ascertain a value for the stock at some point in the future. A key valuation criterion is tlie intrinsic value of the shares. Intrinsic value is not a price target. Rather it postulates the underlying value of the shares and should always exceed the current share price. Using a discounted earnings' approach, uh ai initial.itrailing twelve month earnings number of $84.8 million, an earnings growth rate of 16.5 percent and a discount rate of 11 percent (average return on the S&P 500), yields an intrinsic value for Genlyte of $123 per share. A more conservative discounted free cash flow model, with the same earnings growth rate, produces an intrinsic value of $113. My projected earnings number for this fiscal year is $3.47 per share. If my earnings estimate is correct, and the current multiple or P/E ratio remains at 23, in a year the shares should be trading .at about $80 per share, a 14.5 percent increase over the current price of $69.84. What I like best about the restaurant is the fact that it's just good Southern cooking. Lots and lots of vegetables are served family style. The meat is usually fried chicken, country ham, fried steak and they always serve cornbread, biscuit .and yeast rolls. The menu changes daily depending on what vegetables and fruits are in season.. I've never eaten at the Dillard House that I didn't leave too full to move. If you've, ever, dined at the Dillard House I'm sure you will agree that it's real easy to overeat when you are faced with a table loaded down with wonderful dishes. The little town of Dillard is situated in a fertile,valley. It has an agriculture base with acres and acres of tomatoes and- cabbages. Don't overcook, cabbage should be crisp. Drain well. Layer cabbage in buttered 2- quart casserole. Layer cabbage then white sauce, then cabbage and white sauce. Top with cheese. Top cheese with buttered bread crumbs. Bake in preheated oven at 325 degrees for 15 to 20 minutes. BASIC WHITE SAUCE 3/4 cup butter 1/2 cup flour salt and pepper to taste 3 cups whole milk Melt butter in a saucepot and add flour, salt and pepper to make a paste. Elijah became discouraged with the work of the Lord in 1 Kings 19 and desired the Lord to take his life. As he sat in his despair, Jehovah comes to him "and a great and strong wind rent the mountains, and broke in pieces the rocks before the LORD, but the LORD was not in the wind; and after the wind an earthquake, bat the LORD was not in the earthquake; and after the earthquake afire, but the LORD was not in the fire; and after the fire a still small voice" (1 Kings 19:11-12). Karen Arendell has finished her first two learn- ing projects and today she quilt- ed on one of the big quilts. She started with pillow covers, then went to a small baby quilt. She is now ready to get on to quilting on a frame. Her work is great ',and she has really come a long way. She drives from Live Oak and comes as often as she can. We have had the lumber and what we need to build a gazebo in the front yard. We had money donated in memory and we de- cided what we would do. Chiefland Rotary Club Fishing Tournament To Be Held May 20 The Chiefland Rotary Club Fishing Tournament will be held in Cedar Key on Saturday, May 20, 2006.' The tournament offers up to $7,500 in cash prizes in various categories. All prize amounts are based upon a 100-boat field and the cash prizes will be adjusted for fewer entries. There are $1,000 first prizes for the largest spotted sea trout and largest redfish with smaller cash prizes for second and third places. While these rewards, a button or pin, are very small, members are always excited about filling their name tag with these special pins and buttons. Car Seat Safety For Children Helpful Tips & Advice For Parents The widespread use of children's car seats has reduced the number of injuries and fa- talities on American roads, but a -national insurance program for educators says more needs to be done. "Every state requires that children under the age of 4 are secured while riding in a car," noted Ray Palermo, director of public information for Teachers' Insurance Plan. "Yet despite the laws and warnings, car crashes are still the single largest cause of death among children under. the age of 14." It is estimated that half of the approximately 1,500 fatalities each year could be prevented with the proper use of a child car seat. Although State laws vary and parents should check to ensure they are complying with all local regulations, Teachers' Insurance Plan offers these general guide- lines for parents to help ensure their child is safe and secure. The best way to get children in the 'habit of using. safety restraints is to learn from their parent's example. The driver, all adult passengers and all infants V and children should be safely se- cured before starting the engine. Infants from birth to one- year-old and under 20 pounds in weight should be secured in an infant car safety seat on the back seat of the vehicle, fac- ing the rear. This avoids injury from an inflated airbag and will be less of a distraction for the driver. If your vehicle does not have a back seat, deactivate the airbag for that trip, but be sure to reactivate it when an adult is the passenger. Infants from birth to one year and more than 20 pounds should be either secured in a convert- ible safety seat or in an infant seat approved for their weight. The seats should be secured on the back seat of the vehicle, fac- ing the rear. Children' older than one year who weigh 20 to 40 pounds should be secured in a child safety seat on the back seat of ' the vehicle, facing forward. Children who have outgrown their child safety seat,., but are still too small (less than 4'9") to use the standard adult safety belt in the car, should use a booster seat. CrPS When it comes to. weather I guess we're just never satisfied. Now, I know I was one of the first to complain when it was 280 just a few weeks back so I'll go on record as being one of the first to complain about 960 on my porch in May. Quite frankly, I don't care if it never gets over 75 or 80. I mean really...when the birds are fanning themselves while waiting for the squirrels to eat their fill...it's HOT. I heard tell that hens are laying hard boiled eggs, now that is hot. Anyway, praise the Lord for the blessed rain. It didn't cool things off much but it sure gave the countryside a much needed bath. Hey, did you know things grow- ing alongside our dirt roads are really green not that sandy grey? All they needed was a shower. You just can't beat the smell of fresh falling rain and wet earth. Makes you want to kick off your shoes and run outside and play in it like you did when you were a kid. I remember sitting in a wash tub hoping it would rain long enough to fill it up. Of course, it never did. We %% would turn on the hose to help it along Kids don't play in the rain anymore and it seems a shame. I used to love to feel the mud squeeze up between my toes. She took her place in the "Amen Corner" where Paulene Martin was either knitting or crochet- ing a baby hat. She must have finished George's. Ann Taylor was part of that group but I don't have any idea of what she was doing besides having fun. Leona Wirta, Ruth Wilkerson and Lera Townsend were all crocheting. Leona's making slippers for a friend; Ruth an afghan; and Lera, who's' just learning, is making a scarf for her son who lives in Michigan. Myrle Gilkey was. knitting or crocheting something out of that brown furry yam. I kept telling her it looked like she was mak- ing a rat. I know crocheting is one needle and knitting is two, but sometimes I forget to write down who's doing what, which accounts for me sounding dumb, crazy and/or stupid. The Swedish weavers were doing just that...Swedish weav- ing; Mary Lou Ryder, Cathy Strom, Jackie Moore, Heidi Kamp, and Alice Binns. Heidi has sold her house, praise the Lord, and will be moving into Lake City. She promises to keep coming to our meetings and we're going to hold her to it. Marvine Deer worked on her lap quilt block and Diana Lynn helped me get my April block pieces cut and then helped Mar- vine. Poor thing, I'm not sure what, if anything, she got done on her's. Rita Simcoe was busy trying to match up yam and I believe finally got it straightened out. Before you knew it, the clock on the wall said...time to eat. We put away our projects, got. in a circle and Elaine said grace. Some brought lunch but most ate salad, spaghetti and meatballs, garlic bread and ice tea or lem- onade for a $1 donation to the fire department. Lera is the only April birthday and poor thing, her cake was a disaster. Oh, it was tasty but the icing wouldn't get hard, the weather was hot and humid and the dirt road was like a wash board. So, guess what hap- pened?; Right...the top.layer-slid. off and the icing ran in puddles down the sides and made a pool of goo on the plate. Well, Lera...I owe you one, but Happy Birthday and many, many more to come. It was time to clean up, pack up and head for home or errands. We said our good-byes, gave out hugs and wished each other well. It's always a good feeling hav- ing spent a few hours with such warm and caring friends...how blessed we are. And here's a little tip...always sign and date your quilt even if it's a group effort. Always use a permanent fine line pen or use a pencil and embroider it. You can make it as plain or as fancy as you please. You could also sew a signature panel made of plain cotton fabric onto the quilt. If possible, write a short history about the quilt and keep it in a special notebook so those your quilts are passed on to will have the story behind the love and work you put into its creation. Darlene Smith, with the Gilchrist SWCD started the program of events with intro- ducing GSWCD Supervisor Don Bennink who welcomed everyone to the 2006 Speak- ing Contest and, introduced the other GSWCD Supervisors Kelly Philman, Tommy Jones, Jason Roberts and Jack Cook who was unable to attend. Also in attendance was Hugh Thomas with the Florida Department of Agriculture and Keisha Brown, District Conservationist, Jason Hayford, Soil Conservationist, and Ray Dotson, Soil Conser- vationist all with the USDA Natural Resource Conservation Service. According to the, National Institute of Neu- rological Disorders and-,Stroke, (NINDS) autism is one of sev- eral "spectrum developmental disorders" characterized by three distinguishing behaviors including difficulties with social interaction, problems with ver- bal and non-verbal communica- tion, and repetitive behaviors or narrow, obsessive interests. The New England Center for Children (NECC) reports that autism is more common than multiple sclerosis, cystic fibrosis or childhood cancer and costs society about 90 billion dollars annually. An estimated 90% of those costs are spent in adult ser- vices. The NECC projects that the cost of lifelong care could be reduced by two-thirds with early diagnosis and intervention. "I think people would be shocked to know that autism affects 1 out of 166 births," Elliott says. "More research is vital since the disorder has no known cause or cure. The numbers of children diagnosed with autism continues to increase at almost epidemic rates." According to the Autism Soci- ety of America, the rate of diag- nosis of autism is experiencing a 10 to 17% growth. A growth comparison published by the U.S. Department of Education states that during the 1990s the population increased by 13%, all other disabilities increased by 16%, and autism saw an increase of 172%. Elliott says she is concerned that while autism has a growing impact on families, schools and communities, public awareness and dollars for research lag behind other, less prevalent but better known health issues. "My experience tells me that many of our teachers lack , training, tools and support for dealing effectively with the increasing numbers of children who pass through their class- rooms," Elliott says. "Early intervention can make a world of difference in the outcome for a child diagnosed with any of the spectrum disorders." Elliott states that her goal is "an annual event here in Newberry which mushrooms to other communities, building a strong foundation of awareness and funding for research." He was 88. Mr. Bublitz was born in Eveleth, Minnesota to Carl and Jenny Bublitz and came to this area from Saginaw, Michigan in 1982. After retiring as a manager for General Motors Corporation he became an owner/operator long distance truck driver. He was of the Catholic faith and served in the U.S. Army during World War II. He was born in Pittsburgh, Pennsylvania and grew ip in Anna Maria Island in Manatee County. He moved to Gaines- ville from Punta Gorda 35 years ago. Dr. Longstreth is the only person in Florida known to have served as an elected superinten- dent, an appointed superinten- dent, a school board member, a chief negotiator, a university professor and a school principal. During four decades work- ers, Samuel "Runt" Quincey of Texas, Frank Quincey of Tren- ton, and Jack Quincey of Chief- land; and five grandchildren. A funeral service was held Sunday, April 23, 2006 at Pine Grove Baptist Church in Trenton with Pastor Ralph Rodriguez and Pastor Danny Quincey conducting the service. He attended The Family Church in Gainesville and was involved in numerous civic groups including the United Way, American Heart Asso- ciation, Chamber of Commerce, , Kiwanis Club, Rotary Club, Li- ons Club, Jaycees and numerous equine groups. He had a lifelong love of horses, was a certified equine appraiser and volun- teered with the Florida Morgan Horse Association. NORTH CENTRAL REGION GILCHRIST COUNTY April 14, at approximately 9:30 p.m., Investigator Larry Ay- ers was working in the vicinity of CR 232 when he observed a pickup truck operating in a sus- picious manner. Ayers observed the vehicle first traveling slowly down the road, then increase his speed down the road in the op- posite direction and run a stop sign: Ayers stopped the vehicle for the driving violations. Upon approaching the vehicle, Ayers could smell the odor of mari- juana coming from the vehicle. After a search of the vehicle, ,Ayers located a bag of suspected' marijuana in a diaper bag under the seat. Ayers charged the Cross City resident with possession of marijuana less than 20 grams. The High Springs PD had pursued the suspect on-foot in the High Springs area, but had lost him near the river. The de- scription matched that of a man Summers had encountered the day before. Summers was able to give the High Springs officer the suspect's name, date of birth, and all pertinent information. With this information, High Springs PD issued a Be On the Look Out (BOLO) for the man. Later in the morning, Summers again found the suspect in a ca- noe on the Santa Fe River, took him into custody and delivered him to the High Springs PD. With the help of Officer Brett Gill, Summers secured the canoe and equipment and delivered the property to HSPD as well. The canoe had been stolen from River Rise Resort, in Columbia County, some time Tuesday or Wednesday. Columbia, County Sheriff's Office will file charges, related to the canoe theft. While off duty, Officer Todd Hoyle was monitoring "Hunting Chat Room" sites on his com-, puter, when he came across a turkey hunter's story, along with photos, of his first gobbler taken in Columbia County. The next day, back on duty, Hoyleran the man's name thru dispatch to ensure the man had a license and turkey stamp. As it turned out, the man did not have either. Hoyle made contact with the man at his home and showed him the photos of his first turkey and asked to see his license and stamp. After the man admit- ted he did not have a license or stamp, he was cited for the .violations. April 19, Officer Randall Brooks and Reserve Captain Bill Sargent were patrolling Mont- gomery Lake Fish Management Area when they encountered a man fishing. Upon a license check, it was learned that he had a current saltwater fishing license, but no freshwater li- cense. The computer check also revealed that the man had two active warrants for his arrest. CLAY COUNTY April 11, Officer Harold Barry was conducting boating safety inspections at approximately 9 p.m. and a vessel docked at the ramp. After Barry approached and engaged in conversation with the operator, he noticed the man's speech was slurred, in addition to other indications of possible intoxication. Barry then -conducted field sobriety tests, which the operator un- successfully completed. The 60-year-old Middleburg man was placed under arrest for boating under the influence and transported to the Clay County Sheriff's Office.
