Ayers The Bell Town Council met Thursday evening and hosted a standing room only audience as Mrs. Iris Roberts was again, sworn in as President of the Council. This time the 93-year- old retired school teacher had another Iris Roberts in the audi- ence. An enthusiastic Iris E. Rob- erts, that is eight-year-old Miss Roberts, was accompanied by her mother Kimi Roberts, and Betty Ramey to the meeting Thursday evening. Kimi and her daughter. Iris, live in Lake City, Florida. This young Iris came to know about Mrs. Iris Roberts through Betty Ramey and her involvement in the Florida Re- publican Party. In 2005 young Iris met Bert) Ramey at a Florida Republican meeting and learned of Mrs. Iris Roberts of Bell, Florida. Mrs. Ramey explained to young Iris that Mrs. Iris from Bell also was very involved in politics and had been involved in the Bell Town Council for manny cars. At that~ time lMrs. Iris was experienc- ing some health complications. Betty Ramey explained'to young Iris that she would be in touch with her and would keep young Iris updated on the medical con- dition of Mrs. Iris. As young Iris kept in contact with Mrs. Ramey, she became so excited about the opportunity to meet Mrs; Iris' and have the for- tune of learning so much from someone of her age and experi- ence with her own name. Young Iris was very concerned about Mrs. Iris Roberts's health so she began to pray for her and that God would heal her body. When the opportunity finally came that she would be able to meet Mrs. Iris Roberts in,the Bell Town meeting, young Iris made a card to give to her that read: "Con- (Continued to Page Fourteen) Mrs. Iris Roberts takes the Oath of Office from David M. Jon Meinholz Is Character Council Personality For February By Geneva Cornwell It's a grand and encouraging thing to know how some people have such a great love for the younger generation that they are willing to go beyond the call of duty and spend precious time in training teens to be leaders. In doing so, youth learn respect for .self and others, advance in skill of ORDERLINESS and, in turn, gain knowledge concerning the precious freedoms we have here in the United States of America. 1st Sergeant Jon Meinholz, Since 1999, has been a mentor to students in the Bell High School Junior Reserve Officers Training Corps (JROTC), has demon- strated to them, time and time again, how and why there is a need to display ORDERLINESS in one's life. ORDERLINESS is the character trait highlighted this month and whom other than 1st Sgt. Meinholz would be the one to be featured, since the word's meaning is so significant for his line of work, and that is, "observing law, rule and disci- pline." 1st Sgt. Meinholz is originally from Aurora, Illinois and came to Gilchrist County to work with the JROTC. Although he and his wife, Erika, reside in Gaines- 1st Sergeant Jon Meinholz ville, this retired Army Sergeant of 20 years finds great rewards in working with the high school cadets in giving them a "safe place to learn ORDERLINESS," before, embarking upon the adult world, once they graduate. Jon is the father of two sons, one who is presently in the Army National Guard and the other a student at Santa Fe Community College. Jon Meinholz enjoys the re- wards of many activities and believes that if he was not con- cerned about ORDERLINESS, (Continued to Page Fourteen) Gilchrist County To Hold Ground Breaking Ceremony For Courthouse Addition February 17 The Gilchrist County Commission approved the final bid of the construction phase of the new courthouse addition during a meeting on February 6. Lloyd Kelly, President of the Alexander Group, reported to the board that the bids for the construction of the courthouse addition have been approved and the construction will be $167,000 less than the original bid of $2.789 million. Commissioner Randy Durden reported that the courthouse addition committee recommended that the board approve the construction phase of this project at a total cost of $2,621,654.00. He put this in the form of a motion and explained that he would be in favor of this as long as the funds to pay for this project don't come out of the General Revenue budget. Commissioner Mitchell Gentry gave a second to the motion and the board voted 5-0 in favor of this action. The board decided to hold a Ground Breaking ceremony on Friday, February 17, 2006 at 9:00 a.m. The construction will begin on Monday, February 20 and is expected to be completed by January 2007. Gilchrist County And Suwannee Water Management District To Hold Public Meeting February 23 To Discuss The Future Of Hart Springs Park By John M.Ayers The Suwannee River Water Management District Executive Director Jerr\ Scarborough met with the Gilchrist Commission on Monday to discuss the future of Hart Springs. He explained that the water management dis- trict executive board in their November 2005 meeting dis- cussed the future of several springs along the Suwannee Ri~er and the properties that surround these county parks. "Hart Springs Park which is owned and operated by Gilchrist County is a park that needs to be preserved," Scarborough explained. The e\ecuti e direc- tor explained that Hart Springs has three critical points that need to be preserved for the future: The cultural heritage invol - ing Gilchrist Count) and the ownership and the operation of. the park. Hart Sprirgs has been. a county owned and operated facility for over 25 years. The environmental heritage that has always been a concern for the county and should be even more a concern for the' future to the residents. The economic potential of the park in the future has be- come an even greater concern for the county as floods and, tropical storms have impacted the park's economic return over the most recent \ears. Jerry Scarborough explained that the Suwannee River Wil- derness Trail that currently ends in Branford could.possibly be' extended to the Hart Springs Park and bring more people to this park. Gilchrist County for the last seo eral years has spent an esti- mated $100,000 annually to maintain, staff and control the erosion in the park. Some county residents believe this just hasn't been getting the job done adequately. Scarborough asked how the county and the water manage- ment district can work together involving the park. ,Should the count% continue to keep the park operating as they have up until the present time? Should the county sell the i '.. LL p i' tle indi iduril i'nd the park be closed? Should the county sell the park to the Water Management District'? The Water Management District proposes for the county to sell the park to the district and the money be put into an endowment account that is in- terest bearing to produce reve- nue for the operation and mar- keting of the park in the future. The district proposes that the park would come under a not for profit organization that would have a five member committee involved in the op- eration of the park. Four of the committee members would be from Gilchrist County and a' fifth would be a water manage- ment district board rhember. The park board would be ac- countable to the Gilchrist County Commission and the Water Management District Board. This type of arrangement would allow the county to save valuable tax dollars from being spent annually at the parkland still give the.county a voice in the operation and management of this pristine facility. The Wa- ter Management District would be responsible for capital im- provements.and would pay for all future marketing of camping. diving, and the enjoyment of' this natural spring. Scarborough recommended that the county hold a public meeting to allow the residents to attend and find out more infor- mation about this proposal. :We hope we can work together to keep the heart in Hart Springs," a district representative ex- plained. The County Commission asked how the Water Manage- ment District would determine the selling price of the park. Charlie Howder, the Director of Land Acquisition with the Water Management District, explained that the district would have two appraisals conducted to determine the value of the park. The Water Management District has a list of approved appraisal companies that are contacted to provide appraisals of property that are being con- sidered foi purchase by the Wa-- ter Management District. Jerry Scarborough explained that he estimated the park and the prop- erty owned by the county would: be valued between $5 and $10. million. An interest bearing account would. be expected to prot ide an estimated $300,000 annual for the management and operation of the park. The two governing boards called for a public meeting to be held Thursda,. February 23, 2006 at 6:30 p.m. The public is. urged to attend this meeting and ask questions This meeting will be held in the Gilchrist County Commission meeting facility. Ayers I recently had the opportunity to attend a Bell Town.Council meeting to enjoy watching Mrs., Iris Roberts accept the oath of office from attorney David M. "Duke" Lang. Mrs. Roberts has been a member of the Bell Town Council for as many years as I can remember. It seemed that the entire town attended the meeting to support the swearing in of Mrs. Roberts as President of the Town Council. I have never attended a meeting that had so many people there that they had to open a side sliding door for the people to witness and be, involved in the proceedings. This meeting was well .attended and as I sat and listened to the many issues facing the rural community, it was obvious that growth has also become an impacting issue. As I sat and listened I heard people ask the council to do things that they wanted to see continue in the community. Sqgtjgof -th~ese peoplee didn't consider the safety issue or the fact that an extension of this activity would cause greater liability to the municipality. But the fact is, that something still needs to be done. The Town of Bell is also facing a dilemma involving a community water and sewer system. The property around the municipality is growing by, leaps and bounds, and all of these home sites will be on water wells and septic tanks. The town Council is facing some real issues and I hope they can work together to resolve what is best for the community and the area for the future. Feb 15, 06 2:44 AM 9:26 AM 3:22 PM 9:40 PM Full Moon: 2/12 11:-5 PM Apogee: 2/13 8:00 PM Paul's trip to Rome was not without peril and danger. In the face of death from his countrymen, Paul and his companions were challenged on every hand by the forces of nature. The writer Luke, accompanying Paul on his journey, writes of the dangerous conditions they found themselves of the coast of Crete. "But not long after there arose against it a tempestuous wind, called [Northeaster]. And when the ship was caught, and could not bear up into 'the wind, we let her drive. And running under a certain island which is called Clauda, we had much work to come by the boat: Which when they had taken up, they used helps, undergirding the ship; and, fearing lest they should fall into the quicksands, struck sail, and so were driven. And we being exceedingly tossed with a tempest, the next day they lightened the ship; and the third day we cast out with our own hands the tackling of the ship. And when neither sun nor stars in many days appeared, and no small tempest lay on us, all hope that we should be saved was then taken away." (Acts 27:14-20) It was a desperate time for all on board. The storm continued to battle against the ship and the men gave up all hope of being saved. From the pits of despair rose the voices of doom that seemed to bring the final fate of the whole ship to a watery grave. Paul had warned them earlier not to take the trip but the centurion followed the advice of the pilot and the owner of the ship. (Acts 27:10,11) The darkness of their situation caused Luke to write that all hope was gone. To compound the problem, the men did not eat for many days. Hunger, gloom and despair hung heavy on the hearts of all the crew and passengers. The end would come soon: Often when we come to the end of our strength or things could not be any worse, a bright gleam of - r,- Streetwise By Lauren Rudd Last week saw us once again celebrate Groundhog Day and I can only .hope that General Be- 'auregard Lee, a groundhog ac- quaintance of mine, did not find the day too stressful despite his: little "accident," what with all the attention from the media. -You see, Groundhog Day is when they yank this poor furry creature out of his comfortable den, wake him from a sound sleep at 7:34 a.m. and then ask him if he can see his shadow, the purpose being to predict the weather six weeks into the future. Given the expertise most groundhogs have with the Eng- .lish language, not to mention .meteorology, there is, prob- ably some doubt as to scientific strength of this forecasting ap- proach. Unfortunately man% ..on Wall Street have about the same predictive capability and. effi- cacy as good old Beauregard. It seems that greed and specu- lation (essentially two sides of the same coin) has inves- tors lusting after investments with stories but no substance. I always ask myself why this is when there are so man' quality companies, with solid on-going records of earnings and divi- dends, available to invest in. For' example, one company that I last discussed a year ago is' Oshkosh Truck, a manufacturer of heavy-duty vehicles. Osh- kosh's closing price on Jan. 26, 2005, was $35.95, split adjusted. Back then I forecasted that Osh- kosh would earn a split adjusted $1.95 per share for its fiscal year that ended on Sept. 30, 2005. In actuality, the company posted earnings) of, $2A18! iperssharep on revenues of $2.96 billion. Using my FY 2005 earnings estimate of $1.95 per share and multiplying it by the then cur- rent trailing twelve month price- to-earnings ratio (P/E) of 21.8, yielded a projected share price of $42.51. The intrinsic 'value back then was $61. The shares recently closed at $49.31 for a one-year gain of 37 percent. Although the company's past performance earns, it kudos, the important question is what will Oshkosh do going forward. Let's begin by calculating the intrinsic value of the stock using a discounted earnings approach. Inputting an initial earnings number of $160 million, a growth rate of 18.5 percent and a discount rate of 11 percent (the average return on the S&P 500), yields a net present value for the next 10 years of earnings of hope appears out of nowhere. We feel much like Luke that all hope is lost for salvation and yet in the darkest of nights a star appears to guide the way. All was not lost on the ship that carried the apostle Paul. An angel.of God appeared.to Paul and told him that he would not perish nor would any of the others. He uplifted the hearts of the men when he said, "Do, not be afraid ... keep up your courage, men." Paul trusted in the word of God and knew that God would keep His promise to keep him safe. The ship did run aground and was destroyed by the pounding waves but not a man on the ship lost his life, just as God had promised through Paul. "Everyone reached land in safety." (Acts 27:44) SHow often in life have we found ourselves in the midst of storms that seems to be never 'ending and without letting up? The sea of life is filled with turbulent winds of doubt and fear that seek to destroy our faith. We can let these storms destroy us or remember the help of the angel of God who stands by the righteous and gives them strength to endure. Consider the help from God promised to all who find themselves in trials: "There hath no temptation taken you but such as is common to man: but God is faithful, who will not suffer you to be tempted above that ye are able; but will with the temptation also make a way to escape, that ye may be able to bear it." (1 Corinthians 10:13) Isn't that wonderful? Can we see the strength that God promises to help us bear up any storm that comes on us? Jesus calms our storms with His peace. (Mark 4:39) Sometimes He allows the storms to rage but calms our spirits. (Matthew 11:28-30) We can never lose hope if we have God to help us. (Romans 8:31) Luke learned the blessing of trusting in God even when the outlook is dark the up look is filled with the hope of God's blessing and care. I have played around with the following Chicken Cordon Bleu recipe several times and finally I combined a couple of recipes and came up with this one. I really think it's the sauce that makes it wonderful. Fact is, I could probably drink the stuff. Several years ago one of my: good friends (an original Southern Sisters member) and I spent the day pounding chicken breasts. The event was her son's wedding and of course the Sisters were planning to cook for the wedding reception. I have -to tell you I had been pounding chicken breasts: for about an hour when the mother of the groom, showed up. Bless her heart she must have pounded chicken for three hours straight. It takes a lot of chicken .breasts when you are expecting 200 people. Anyway after the big event we laughed at the fact that both our elbows would never be the same from all that . pounding. For weeks afterward we, claimed to have a case of Chicken Elbo', which h is kinda like Tennis Elbow. You know there isn't much a Southern mother will not do for her baby, even acquire Chicken Elbow. Even though our babies are in some cases over six feet tall now; in our hearts they will. always be our babies. We surely $2.34 billion. Beyond year ten, if you reduce the growth rate to 6 percent and increase the discount rate to 12 percent, you have an on-going earnings number of $5.45 bil- lion. Add the two figures togeth- er, subtract long-term debt of $2.6 million and divide by 73.5 million shares and Nou hate an intrinsw value f $105.-87. If we use the Valuepro dis- counted free cash flow model to calculate the intrinsic value, with the same earnings growth rate, a weighted average cost. of capital of 7.33 percent and an equity risk premium of 3 percent, the intrinsic value is $98.65. Although they use dif- ferent concepts, the results are quite close. My earnings estimate for FY 2006 is $2.65 per share. If you multiply $2.65 by the current trailing twelve month P/E ratio of 22.6, the result is a share price of $60, or a potential gain of about 22 percent over the next 9 to 12 months. I ha'e a big heavy one that has a meat tenderizer on one side and is flat on the other side. Pound the breasts using the flatend. If you don't have this type mallet you can use a 'rolling pin to pound it with. Pound until they are less than a 1/2 inch thick. ; . Place a slice of ham then a slice of cheese on top of flaiened chicken breast. Roll up and fasten edges with a 6-inch skewer. If you don't have skewers you can use a couple of. toothpicks. A ske% er just seems to be easier to put in and also easier to'take out when breast is done. Be. sure to soak the toothpicks or skewers in water for at least an hour before using them. This will keep the wood from burning. Place chicken in buttered casserole dish. Combine chicken bouillon and chicken broth with butter that is 'remaining in the pan. Pour this mixture around the chicken and cover with foil. Bake for 30 minutes at 350'degrees. Chicken should be done at this point. Put chicken on a-platter and pour drippings from casserole dish back into the frying pan, which was used earlier. Add a little whipping cream at a time to cornstarch in a separate bowl until completely blended. Gradually add : cornstarch mixture into drippings, stirring constantly, until thickened. Pour over chicken and serve. This sauce is good served over rice. Note: When buying cheese and ham buy the best grade that the deli has to offer. Also I recommend that you have it sliced thick. The original recipe called for Swiss cheese but I prefer the smoky taste of Provolone. U L i '- The April 10, 1975 Journal carried an article and this photo of Ronnie Bembry. When this location grew too small, Fanning Springs City Hall became the next meet- ing place. With the membership still growing, by 2001 there' were 81 members, the guild moved again. This time to the Wood- men of the World building just west of Trenton. Excitement grew in early 2000-2001 on the prospect of a meeting place that would belong to Springhouse so to help save on expenses,. the guild moved to the Donnie Vot- ing Precinct. In 2001, White Construction Company Owners, Luther and Juanita White, donated 2.5 acres of land to Springhouse Quilters. This is the comer property, 334A and highway 26, at."Lottieville" of what was once the "Mills Family Home site." Now we owned land but there was not a house or meet- ing room on the new property. To the surprise of Springhouse Quilters, Fanning Springs ac- quired a double-wide mobile home and decided to barter for, the exchange of the home. Dur- ing 2002, Springhouse acquired this double-wide mobile home. From July of 2002 until January of 2003, Springhouse moved the mobile home to their new prop- erty.and remodeled the home for use as a meeting place. The first meeting,in the renovated new "quilting house" for Spring- house Quilters was January'. 14, 2003. This is a long history of Springhouse but none of these moves or the current quilting house would have been pos- sible without the help of many, individuals in the community. Springhouse members will' al- ways be thankful to each person, which are too many to name, that helped Springhouse by donating land, cleaning and clearing the property, moving, remodeling and currently maintaining their current meeting house and prop- erty. To the entire community, thanks for all the help you have given to us. For .more information on Springhouse, meeting dates and time, classes or any other infor- mation you may call or contact Anna Gilliam, 463-7922 or Lois Scott, 463-2207. From The Shelves Of The Bookworm The last two weeks have been like Christmas and the Fourth of July combined at Bell Li- brary. The volunteers thank the Town of Bell for extending their lease and agreeing to assist with repairs of the building. When the repairs are completed,. the library will be able to serve the patrons in the town and commu- nity more efficiently with an ex- panded media center and a new larger children's department. The week before, the Friends of the Libraries in Gilchrist County offered to purchase two. more computers for Bell Li- brary. The volunteers really ap- preciated their offer and gladly' accepted it. The adult book I read this week is another of the three books I told you about last week, Solemn Vows, written by Ginny McBlain. Quinn and Meredith had been married only a few days when his best friend, Steve, and his wife were killed by a reckless driver who came up on the sidewalk and ended their lives leaving three children, all under school age. The only family the young men had known were the friends they had made while they were both at Boys Town, a well-known orphanage for boys. Quinn and Steve had a solemn vow together that if either should die and leave children, the other would take and care for them. What would you do if this happened to you and if you had just returned from your honeymoon and were suddenly faced with three small children in a two bedroom, one bathroom apartment and each of you hold- ing responsible jobs? Come by Bell Library and check out our new books. The Bookworm GAL Program Looking For Guardian Angels The Eighth Judicial Circuit Guardian ad Litem Program is currently representing over 900 children who have been abused or neglected and are invol ed in the Dependency Court Pro- cess. Most of them have been removed from their parent's custody and are living in a fos- ter home or with relatives. All' of them want to have as normal of a life as possible while going through this traumatic time. The majority of these children miss out on field trips. participating in school-sports, going to camp and many other activities due to a lack of finances. SIf 3ou wouldd like to make a difference in a child's life, and don't have time to be a Guardian ad Litem volunteer, the Guard- ian Angel Program is for you! A Guardian Angel will sponsor a child financially to help pro- vide the "extras" that will help brighten up their life. There is no requirement of. how much you have to spend. For more information about this exciting new program please contact, Clarkson Cantrell at 374-3656. Remember Our Troops For those who believe, prayer is a powerful weapon. It not only does something for the "pray-er" but it can also increase the faith of those who are being prayed for, especially those who are in harm's way and protecting our freedoms which we some- times take for granted here in the United States of America. We all should be consistent in our prayers for those of our county who are serving in the Armed Forces. If you know of an active military person who is not listed, please contact the Gilchrist County Journal or write a letter to the Editor so that person can be listed the next time this article is published. I Have A Rock In My By: Quitney Kincaid Trenton Elementary School Fourth Grade, age 9 The other day I had a rock in my pocket. The rock came from my granny's pond. I had named the rock "Paul." Now as me and Paul ride home from school I get this feeling that Paul was not feeling good. So I took Paul out of my pocket. I asked Paul, "Are you feeling low?" Paul replied, "I feel out of place." I asked Paul, "Why do you feel out,of place?" Paul said, "It's not fair, I have to be a rock. I want to be a huinan." . "No, you would not like be- ing a human. You have to go to school: 'Being a rock, you can be lazy." Now I remember my mom saying, "Be glad you are who' you are. Thank you for helping me but can you take me back where, you got me from? I'm sort of homesick and miss my family." So I put Paul back in my pocket and when I got home I took Paul back to his family. We said our "goodbyes" and I set him down with his family and walked away with a smile on m. face. Volunteers Needed To Clean Up Phosphate Pit Current Problems/Adopt. I recently read a quilting story about a couple visiting in Cali- fornia. They were shopping in a clothing store and came across a display of garments all made from recycled quilts. The wom- an pulled out a jacket to look at, and "got goose bumps all over." The jacket had her mother-in- law's name embroidered on it. She called her husband over to look at it. He was stunned. He also recognized several other embroidered names as well. All had been his mother's friends and all including his mother had passed away. They told the clerk of their find. She recalled hearing that a man from Texas bought old quilts at garage sales around the country.. He, in turn, sold them to a clothing company, which made them into garments. dis- tributed to department stores. They bought the jacket and be- gan to investigate the trail of the quilt. They found one woman, %\hose name was on the jacket, that w\as still .living. She was in her 80s and recalled .'friend- ship clubs in the 1930s. Each quilt was made up of friendship. blocks from the members. A coincidence you say.: I think not. Ho\' s that song go? When I can't stand then i must lean, when Ican't see then I must believe. We have had a mild winter this far, but now.is he time to prune woody type shrubs, trees, fruit trees, grape- vines, etc. Fruit trees with low chill hours are already budding. This could mean a late freeze could wipe out this early crop and you will have a reduced crop later. I have had several calls on peach trees and the chilling hours. We are considered North Florida to North Central Florida, so the chill requirements range from 300-400 hours. Most varieties you buy local should be adapted: to our area, but if you order them from North of us you needto be aware of the chill hours., Broad leaf weeds are appear- ing in home lawns. It is about the size of a rat and will make a tunnel, underground and he brings the soil out and piles it up. The surest way to catch him is with a trap. Before dark, rake down all the mounds. The next morning, if there is a mound pile, this is where he is, so dig down to the tunnel; set your trap and anchor it good. Usually within an hour he will be there to seal it : off and you should catch him. February and March is the time to fertilize your lawn. The second law of thermodynamics states that without direct inter- vention, matter goes from order to disorder. This law applies to people, too: We always tend toward disorder. Not only is time lost by disorganization, but dis- orderliness also causes people to grow frustrated, leading to dis- satisfaction and lower efficiency. However, there is a special sense of fulfillment when disorder is conquered and a person's area of responsibility is efficiently arranged. ORDERLINESS: arranging myself and my sur- roundings to achieve the greatest efficiency. ORDERLINESS is the quality of arranging things neatly, disposing of things done in sequence; arranging objects harmoniously and observant of law, rule or discipline. Order comes from the Latin word ordo, meaning "row; se- ries." In the late 1500s, the word order was used to describe the formation of an army. The term came to be used as a verb when troops were ordered to get into battle formation, or to carry out a task. The term order always denotes bringing something into line with its proper placement and purpose. Efficiency is one key to the success of any business or or- ganization. There are five "I Wills" which give practical way to achieve efficiency through ORDERLINESS. I will pick up after myself; keep my work and play areas clean and neat; put things back where they belong; use things only for their intended purposes; return lost things to their rightful owners. When people around you demonstrate ORDERLINESS in even the most basic forms, praise them for their character. Resist the temptation to praise "NEED A FENCE OF ANY KIND CALL DANNY ANYTIME." Even a child who has pulled something from a low-lying shelf or taken toys out of a toy box can learn to put the items back. It is possible for a person to be so organized for every minute of every day that he or she reacts to an authority who gives a new or adjusted schedule. Flexibility is "not setting one's hopes or af- fections on plans or ideas which can be changed by others." ORDERLINESS is critical to accomplishing tasks in an effi- cient manner even when the task may change. It is easier to adjust an organized plan than to work aimlessly on an assignment. If you want to enjoy of the greatest luxuries in life, the luxury of having enough time, time to rest, time to think things through, time to get things done and know you have done them to the best of your ability, remem- ber that the only way to have enough time is by displaying the trait of ORDERLINESS, Benjamin Franklin said, "Take enough time to think and plan things in the order of their im- portance. Your life will take on a new zest. You will add years to your life and more life to your years. Let all your things have their places; let each part of your business have its time." As we've studied ORDERLI- NESS let us make up our mind that as we continue to grow in knowledge of the 49 character traits, one of which is featured each month in this column, that we will continue to be people of Scharacter, for a County of Char- acter is a County that Cares. TIPP Program S The Gilchrist County School, Board, in partnership with area 1a agencies, held a TIPP (Truancy Intervention Partnership Pro- gram) hearing at the Gilchrist County Courthouse on the morn- ing of November 21, 2005. This program, although still new to many parents and students of the Gilchrist County school system, is in its fourth successful year as a truancy intervention. Parents and students are re- quested to attend this meeting. after students are identified as having established absences -that could be defined, as truant. By the time these students and parents have arrived at the TIPP process, they have already met with school administrators and counselors and our Truant Case Manager, John Vickers./ Mr. Vickers plays a vital role in this program and his position is fund- ed through a grant received from the Florida State Department of Juvenile Justice. He feels "Stu- dents cannot learn if they are not in school. It benefits everyone for the student to attend school on a regular basis." Catherine Vega, PA-C Pediatrics The TIPP meeting is a qua- si-judicial setting designed to reduce truancy in schools by giving parents and students information regarding the state statutory guidelines pertaining to mandatory school attendance. This process works with the involvement of the 8th Judicial Circuit Judge, the State Attor- ney's Office, Gilchrist County School Board, Gilchrist County Sheriff's Office and the State Department of Juvenile Justice. During this hearing procedure, these agencies share information on the laws regarding school at- tendance, their involvement as to enforcing these laws, and the consequences to both parent and student when the student fails to attend school. After this meeting, if students continue to collect absences, the Superintendent may elect to submit a truancy petition and the family is court ordered to appear in front of the Judge. This may result in serious sanctions to both parent and student. The school system does everything it can to encourage student attendance. However, if attendance does not' improve, the school system has no choice, as defined by state statutes, but to file a tru- ancy petition with the court to bring about a change in student attendance. BES Accelerated Reader News On Friday, January 20th, 71 students in grades 2, 3, 4, and 5 were rewarded with an afternoon of fun. The selected students qualified for the celebration by reading library books and tak- ing Accelerated Reader (AR) tests on the computer. The point levels were: Grade 2 45 pts., Grade 3 55 pts., Grade 4 60 pts., and Grade 5 65 pts. All students maintained 80 percent accuracy on all tests taken. The fun began at 11:30 at Bell City Park with a lunch of hamburgers and french fries pro- vided by an area restaurant. The students then played basketball, kickball, horse, and gymnastics. They enjoyed swinging, sliding, and "king of the hill." Some children chose sidewalk chalk. The drawings were beautiful. Then, back to the BES cafeto- riuni for the Waltens Acrobatic Show. Mrs. and Mr. Waltens and their three poodles performed amazing balancing and juggling acts. Their added inspirational message included motivational techniques, diligence, self es- teem, and "just say no to alcohol, Drugs, and tobacco." We al lhad a great time. Our next celebration will be in March for students who reach Level 7. Grade 2 70 pts., Grade 3 85 pts., Grade 4 100 pts., and Grade 5 105 pts. 'U Log Cabin Quilters Log Cabin Quilters met Thurs- day, February 2nd, at the Levy County Quilt Museum. What a day we all had going through boxes and bags of scraps. Patri- cia Yoe brought in so much that her mother had and it was won- derful fabric that many quilts can be made. Carl Rolling, who lives in Winter Haven, brought in boxes and bags of curtain and -upholstery fabric that we make tacked comforters out of. Carl has been doing this for five years and he is our interior decorator and he donates the leftovers to us. Many crafts are made out of donations that are brought in and this gives us time to make some for the quilt show in December. Time is getting shorter for our trip to Tampa to see if we have a ribbon on the quilts and crafts. We do have a few spaces on the bus. The cost is $19 and you get in free. We leave Old Town at 6: 30 a.m., Chiefland at 7:00 a.m., and Williston at 7:30 a.m. We stop at Wildwood for breakfast and arrive at about 11:00 am. We leave Tampa at 4:30 p.m., tired and ready to come home. Call 493-2801 if you are looking for a fun day. Lunch was so good with greens and corn bread. Cheese and mac., broccoli salad, corn pudding, garlic pasta, slaw, and the dessert table was full of too many goodies. We had 23 mem- bers and five guests present. Sgt. Jon Meinholz Is Character Council's Personality Of The Month For February (Continued from Page One'l then the only thing left would be unfulfilled commitments and disappointing people he desires to encourage. This industrious man is not only the JROTC in- structor, but he. also. volunteers as a church youth leader, is a member of his church's men's organization and even helps with funding the needs of a "sister" church in Guatemala. 1st Sgt. Meinholz believes that being a part of the JROTC helps him to not only model ORDER-, LINESS and leadership, but it allows him "to step back and su- pervise the students as they learn in the safe environment of the program. They also get a feel for who they are, for once the young people get out in the world and in an unfriendly environment, they will have learned through the quality of ORDERLINESS to clean up after themselves," so to speak. Meinholz' motto is "Do the right thing." He adds, that "a person does not have to be great at everything. By showing ORDERLINESS and keeping things simple, it helps a person to help him/herself." The Sergeant made a plug for the JROTC by saying that the program does not cost the Gilchrist County School System anything. The Army, even his salary, pays all uniforms,.com- puters and resources. He was pleased to add that since he's been with the program, the num- ber has grown from about 40 members to well over 140. (The annual Veteran's Day program sponsored each year by the Bell JROTC is written, performed and carried out by the students, being supervised by 1st. Sgt. Meinholz.) The sheer increase in numbers proves that young people are looking for a change in their lives for the better and see that what their instructor is teaching them, and not only through ORDERLINESS, but a whole host of other attributes, is. assisting each of them in becoming citizens of a County of Characicr because Gilchrist County cares.
