endured more than 30 surgeries
to save his life--including one
radical surgery that removed
half his neck muscles, lymph
nodes and a third of his
tongue--will be giving the
detailed testimony of his
life-changing battle with
cancer to local students next
week,
He will make special guest
appearances Monday, Jan. 12,
at the high school and Tuesday,
Jan. 13, at the middle school
where he will discuss usage,
addiction and withdrawal from
smokeless tobacco.

Tobacco Prevention Specialist
Liz McDonald said.
Gruen experimented with
tobacco at the young age of 13
to "fit in." By the age of 17, he
was diagnosed with squamous
cell carcinoma, a form of oral
cancer.
Gruen travels the country
speaking to students and
communities about the real life
consequences of his own
tobacco use. He has visited
with more than two million
students and has been to 47
states.'

office has announced that Jan,
12-16 is "Celebrate Literacy
Week, Florida!"
This is an effort to promote
literacy throughout the state of

for both children and adults.
Education Commissioner Eric
Smith will be hosting a "What's
Working in Reading" event on
Jan. 14, and this event will also
be Web cast on Jan. 15.
As part of the week's events
and activities, Taylor County
Pre-K students will be visiting the
Taylor County Public Library for a
special reading activity on chilly
winter weather and zoo animals.

Regarding coastal developments



Pruitt joins battle over Vision 2060


The developers behind
Dr. J. Crayton Pruitt's planned
Secret Promise project at Dekle
Betch have successfully
petitioned to join Taylor,
County's ongoing dispute with
the state over the Vision 2060
plan.
The administrative hearing
concerning the dispute between
the county and the Florida
Department of Community
Affairs (DCA) has been in
abeyance since Dec. 16 after
both parties asked Judge Bram
D. E. Canter to allow time to
consider 'a settlement.

intervene in the administrative
hearing Dec. 24.
County Attorney Conrad
Bishop told commissioners
Monday evening he did not
object to the motion because

the Vision 2060 plan--a
community-led effort to
develop a "blueprint" for the
next 50 years--not in


compliance with Taylor
County's and the state's
comprehensive plans due to its
description of "coastal
settlements."
In the motion to intervene,
Durden stated, "In its petition
and statement of intent, the
department states the sole
reason for its finding of non-
compliance. is that the portion
of the vision plan depicting and
describing 'coastal settlement'
community style is not
internally consistent with
certain provisions of the
adopted Taylor County
comprehensive plan and, as a
result, is also inconsistent with


the state comprehensive plan.
"Intervenor, Secret Promise,
is the fee simple title holder of
more than 1,000 acres of
property within the area
designated as 'coastal
settlement' in the Vision Plan.
Secret Promise intends to
develop this property. As a
result, Secret Promise's
substantial interests in
developing its property are
subject to the determinations
made in this proceeding and
will be affected through this
proceeding."
Last month, commissioners
instructed County
Administrator Jack Brown and


Bishop to seek a settlement
with DCA. They also appointed
Commission Chairman
Rudolph Parker to represent the
board during the proceedings.
When asked Thursday,
Brown said the county has not
yet met with DCA, but a
meeting has been scheduled for
Feb, 6 in Tallahassee.
The Vision 2060 project was
spearheaded by the Perry-
Taylor County Chamber of
Commerce, assisted throughout
the process by Orlando-based
planning firm MSCW. The
final product was developed

Blount visited the Perry
Kiwanis Club Wednesday,
talking about his time both at
Taylor County High School
and Oregon, as well as letting it
slip that he will officially be
returning to school for his
senior year.

County rehabs housing program


The county commission
approved a series of changes to
its local housing assistance plan
which may reduce the number
of people who can be helped
each year through the program,
but will allow more substantial
work for those who do
qualify.
The state requires the county
update its assistance plan every
three years.
The biggest changes were
increases in the maximum the
county can spend (through the
state-funded program) on
demolition and reconstruction,
as well as rehabilitation work.
The maximum for


demolition and reconstruction
was increased from $65,000 to
$75,000, For rehabilitation, it
was increased from $15,000 to
$25,000.

limited to once
every 10 years

reconstruction
raised to $75,000

Meridian, which oversees the
county's housing assistance


programs, also recommended
commissioners increase the
maximum home values for
down payment assistance from
$100,000 to $150,000 for new
construction and $98,523 to
$103,943 for existing homes.
Under the program, eligible
homebuyers receive $9,990
(very low and low income
households) or $6,900
(moderate income households)
to assist with the down
payment regardless of the value
of the home.
Commissioners questioned
using the program to help low
income households to purchase
such expensive homes, and


ultimately decided to keep the
home values as they were.
' Other changes to the plan
included limiting rehabilitation
assistance to once every 10
years.
"Homebuyers will not be
allowed to receive assistance a
second time if the repairs
needed have been deemed
damages from neglect and/or
abuse from home owner by a
certified home inspector," the
plan now states.

Instead, Blount will return to

average in Division 1-A with

Military career 'Army strong'

When it comes to recruiting,
Darrel Freund's own story of
service just might be his
strongest motivational tool.
He joined the Army after
high school and has risen in the
ranks from private to major. He
is currently attending
Command and General Staff
College in Ft. Levenworth,
Kan., where he tackles
graduate level work on a daily
basis.
"The Army has given me
more opportunities than
anything else--paying for my
college education and opening
the door to traveling all around
the world," Freund said during
a recent visit home during the
holidays,
"Really good pay and the
Army community is very
generous...you always feel like
you belong."
Freund lived in Perry during


the early 1970s with his
parents, Gail and David
Freund. His grandparents,
Mildred and Worth Morgan,
owned a farm on Highway 19
South.
"My father was a crop duster
here in Taylor County and died
in a plane crash. After that, my
family moved to Jacksonville
where I finished high school
and then went into the Army."
During his 18-year career,
Freund has fielded a number of
overseas assignments with
tours in Korea, Germany,
Bosnia and Afghanistan as well
as Kuwait.
Stateside orders included a
stint as company commander
for a recruiting company out in
Lamasa, Calif.
"That was a challenge.
Recruiting was a tough job
with the war going strong. We
were there during the peak of
casualties."
It was in California where


F-eund met his wife, Brenda,
who many may know locally
for her recent work as
emergency management
coordinator for Taylor County.
"After California--and
shortly after we were married--
I went straight to Kuwait for
one year. Brenda came here (to
Perry) for a year while I was
overseas. I served as staff
officer for the Third Army
division. We planned all of the
convoys into and out of Iraq."
Now assigned to Command
College, Freund said they are
waiting for orders once they
graduate in June.
. "They have told us to prepare
mentally for deployment to
Afghanistan."
His long-range plans include
retiring from the Army and
returning to Perry.
"We want to make our home
at the farm and I hope to teach
or go into law enforcement."

The City of Perry Recreation Department would like to encourage everyone to get out and enjoy the historic
sites in downtown Perry....and to spur you on, officials have developed a 1.2-mile Perry Historic Walking Trail.
Copies of the trail map are available at City Hall and the Chamber of Commerce. The route starts at City Park on
Jefferson Street and meanders through downtown, circling back to the park. Shown here are highlights along the

Society President Alton H.Wentworth noted: "In this Bicentennial year

heritage which is ours to enjoy. Especially, we love to ponder the
hardihood,- industry and fundamental Christian character which
impelled those early settlers to make this area of Florida a place
which attracts all those fortunate enough to find this location."
Oliver and Lula (Bennett) Ellison
1875-1970, 1885-1971
George Oliver Ellison was among the early settlers of the
lower part of Taylor County. He married Miss Lula Bennett, a
member of an early family who homesteaded near Salem. They
were the parents of: William Dewey, Minnie Olive (Shaw),
Ellie Lee (Connell), Shirley Mae (Howard), Stella (Jackson),
Ernest, Chester and A.C.
During his early years, he was a farmer and cattleman, and
he lived between Salem and Steinhatchee. His children
attended Carbur School
during its existence. Later the
younger ones attended Perry
schools--the youngest, A.C.,
graduated from Taylor County
S High in 1948. He, was
-. employed by the state road
S""department and for a long
period was guard of convicts.
His retirement years were
spent on the Foley Cut Off
area. He was a member of
Lakeside Baptist Church. He
qualified for the Solid Citizen
Mr. and Mrs. Oliver Ellison Award.
Nettie Grantham Kinsey
1878-1906
Miss Nettie Grantham was the daughter of David E. and
Mary Jane Hicks Grantham, both of whom were early settlers
of the Spring Warrior area. She married Tullius Kinsey in 1897.
Their children were: Lessie, Amos, Bertha (m. Charlie
Pridgeon) and Cora (m. W.H.
Bennett).
The Kinsey .family lived
about three miles north of the
mouth of Spring Warrior. His
occupation was farming and ,1
turpentining. He assisted in
the building of the Hickory
Head School, which was -
located near the Okeefenoke
Slough. This is where his
youngsters attended school in .
the early days of the past 'L
'-'century:' Nettie GrantbamJ H.M. Bradshaw
1900-1975
Horace Marion Bradshaw was born in Sylvester, Ga. His
family moved to Taylor County in his early childhood. He
married Miss Jessie Padgett in 1922 at Covington. Covington
at that time was a rather busy little station on the Seaboard
Railway in the western part of the county near Rocky Ford. In

Baptist performed the
wedding ceremony. They
were the parents of: Beatrice,
J.W., Marvin and Dorothy
(Hyman).
By occupation, he was a
farmer for many years. He
also was a carpenter and a

and honesty. He was a faithful
member of the Church of God
of Prophecy.

Barney Columbus Clark was a native of the'western part of
Taylor County. He was the son of James W. and Sarah Ellen
Young Clark. He married Miss Martha Ann Slaughter,
daughter of William H. and Janie Ann Moody Slaughter. (The

parents of one son who died in

He was car inspector for Brooks-Scanlon Corporation at
Carbur. Later he was
appointed Justice of Peace and
served in this office until he
retired in Perry where he
resided until his death. He was
active in church work and was
always interested in the needs
of the little city where he
lived. Daniel H. Brown was
married to Edna Bass in 1889. Mr. and Mrs. Daniel Brown

Grady Garner Tumlin, 79, of.
Old Town died Dec. 30, 2008,
at: Shands of UF after a long
illness.
Mr.Tumlin was born in Fulton
County, Ga., on March 21,

Atlanta, Ga., in 1968. He served
many years as an EMS volunteer
in:Taylor and Dixie counties,
and was instrumental in starting
the volunteer ambulance
se6tvices in Steinhatchee and
Jena. He was a member of the
Capital View Masonic Lodge in
Atlanta and Scrub Creek Baptist
Church in Old Town.
. Survivors include: his wife of
59years, Dorothy "Dot" Tumlin
of Old Town; sons, William
Eugene Tumlin of Steinhatchee,
Grady Laurance Tumlin and
Thomas Doyle Tumlin, both
of Old Town; daughter, Gayle
Aurelia Burks of Whitesburg,
Ga.; 15 grandchildren; and 15
great grandchildren.

Friday, Jan. 2, at 4 p.m. at Scrub
Creek Baptist Church with the
Rev. Archie Knowles officiating.
Interment followed at Scrub
Creek Baptist Church Cemetery.

Verner Willis Edwards, 82,
of Perry, died Sunday, Dec.
21 at Consulate Health Care
in Tallahassee following and
extended illness. Mr. Edwards
was born in Greensboro to
the late Gordon and Barbara
Jerrels Edwards. He moved
to Taylor County from
Greensboro in 1942.
Mr. Edwards was of the
Christian faith and was a
member of the Center Street
Church of God. He was a
veteran of the US Army
where he served in WWII,
Mr. Edwards was a pilot and
worked as a former crop-
duster. He was a longtime
employee of Procter and
Gamble where he worked as a
heavy equipment operator and
crew leader before retiring
after 32 years of service.
Mr. Edwards was also the
former owner and operator of
Edwards TV Sales and service
for 16 years. In his spare time
he enjoyed fl \inq. fishing,
camping and tinkering. He
was preceded in death by a
wife, Ruby Edwards, in 1997.
and a great grandson. Taylor

Mr. Edvards is survived by
his wife of 10 years, Christine
Shinholser Edwards of Perry;


his son, Chuck Edwards
and wife Greta of Perry; his
daughter, Barbara Edwards of

the Joe P. Burns Fuenral Home

TCSO patrol car involved


in crash New Year's Day


No serious injuries were
reported in a crash involving a
Taylor County Sheriff's
Office patrol car Friday, Jan. 1,
at the intersection of Hampton
Springs Ave. and U.S. 221
(Jefferson Street).
Deputy Scott McKenzie was
operating his patrol car in
emergency mode--lights
flashing and siren sounding--as
he approached the intersection
traveling east on Hampton
Springs Ave. (also known as


U.S. 27) around 4:30 p.m.
The patrol vehicle stopped at
the intersection, sounded its
siren and was traveling through
the cross lanes when he hit a
vehicle which pulled into his
path from Jefferson
Street, according to a report
filed by the Perry Police
Department.
The driver of that vehicle,
Jack Palaio, stated that he heard
the sirens and had a yellow
traffic light, but did not see the


emergency vehicle so he
proceeded through the
intersection.
According to witness
statements, the patrol vehicle
had already stopped, yielded to
traffic and began traveling
through the intersection when
Palaio's car approached.
' The patrol car, a 2008 Ford,
sustained some $8,000 in
damages. Palaio's vehicle, a
2005 Toyota, sustained $5,000
in damages.

Blount's 7.2 yards per carry
was the fifth highest average in
the country.
This year also marked
Blount's sixth straight 1,000
yard season dating back to his
play at Taylor County High
School (TCHS).
With Johnson graduating this
year, Blount is expecting to be


the lead back for the Ducks
next season.
During his talk Wednesday,
Blount thanked his parents as
well as the Newmans, and
stressed the need for students to
keep their grades in order.
Coming out of TCHS, Blount
was recruited by several
Division 1-A schools. He
ultimately found a spot at East
Mississippi Community
College, where he flourished
on the field, becoming one of
the top rushers in the nation.
Last season, his second


season at EMCC, he rushed for
1,042 yards on 178 carries in
nine games. He also caught
eight passes for 144 yards and a
touchdown.
Following the season, he was
again recruited by a number of
teams before deciding on
Oregon.
He said the distance would
limit distractions and the
temptation to come home
instead of practicing or
studying.
Blount is expected to return
to school this weekend.

After the vision was sent to
DCA, the agency returned it
with a list of issues, namely
with the described coastal
settlements, which are within
the coastal high hazard area
(CHHA) of the county.
After meeting with DCA in
September, Brown presented
language the agency wanted
added to plan, which included
references to a 2007 stipulated
agreement between the county
and DCA regarding land zoned
mixed-urban development in
the CHHA.
DCA and the county had


disagreed for years over the
development density on such
lands, with the agency stating it
was a maximum of four units
per acres and the county
maintaining it was 20. The
stipulated agreement set the
imiaximurri deisity at 12 uiiits
per acre.
DCA's proposed language
stated "only those parcels" that
were designated mixed use
urban development on the
effective date of the settlement
agreement would be 12 units per
acre (if served by community or
public water and sanitary sewer
systems). All other development
would be limited to one unit per
acre when clustered with an
overall gross density of one unit
per five acres.
Commissioners called this
language too restrictive, and
questioned why the plan should


include such specific mentions
of density when the other
settlement descriptions in the
vision did not.
The board ultimately agreed
to a modified version of the
new language, which omitted
tHe restrictibi. T1e ladi thi
then returned to DCA for
approval.
DCA rejected the plan,
labeling it "not in compliance."
"While the department
commends the county on the
extensive public participation
and effort that went into the
Vision 2060 plan, the
department remains concerned
with the suitability of the
'coastal settlement' described
in the coast district," Mike
McDaniel, with DCA's Office
of Comprehensive Planning,
said in a letter to the
commission.

The group fished at Spring
Warrior from 7:30 a.m. until

caught them in 1.6 to 3 feet of
water using gold, 4-inch
redfins with orange bellies. Jim
said the trout were "knocking
the paint off" them.
They also caught 5 of the 20
on Gulp with 1/8 oz. jighead
(red) and no float using
Moulting and New Penny 3-
inch shrimp. The fog was very
thick up until 2 p.m.
Just goes to show that the
fishing can be great if you
figure out the pattern.

overcast throw "orange" (belly
etc.)

Boyd begins 6th term in Congress

Congressman Allen Boyd
(D-North Florida) was sworn in
as a member of the 111th
Congress Tuesday, Jan. 6,
beginning his seventh term
representing North Florida in
the U.S. House of
Representatives.
In the 111th Congress, Boyd
said he will continue to work to
stimulate the economy, protect
jobs in Florida and promote
fiscal responsibility in
Washington.
"Our nation is facing serious
economic challenges, and my
top priorities are to create jobs,
grow our economy, and bring
back fiscal responsibility to
government," he said,
"There is a role for the
federal government to play in
stimulating our economy, such
as providing responsible tax
relief to individuals and


businesses, supporting
infrastructure projects, and
addressing our long-term fiscal
challenges. We have a lot of
work to do in the upcoming
year, and I am eager to tackle
the challenges before us and
enact fiscal policies that will
put our country back on a path
toward economic prosperity."
In the 111th Congress, Boyd
said he will continue to serve as
the leader of the Blue Dog
Coalition and as a member of
the House Budget Committee,
As the leader of the Blue
Dogs, Boyd said he will
work with his colleagues to
put pay-as-you-go spending
rules into law and to
restore fiscal responsibility and
accountability to federal
government.
On the House Budget
Committee, Boyd said he will


be actively involved in every
aspect of the nation's fiscal
policy and will use this
platform to advocate common-
sense Blue Dog principles,
which include streamlining the
federal budget and eliminating
wasteful spending.
"I am hopeful that this
economic downturn will result
in a renewed interest in
Washington from both sides of
the aisle to clean up the federal
budget and address our long-
term fiscal challenges," Boyd
said. "The first step is for our
government to stop spending
more than it has and to start
living within its means,"

Bembry receives committee appiontments


For the 2008-2010 legislative
term, new, State Representative
Leonard Bembry (D-
Greenville), has been .given
committee assignments that he
says will make him effective in
protecting constituents of
House District 10.
He will serve as a member on
the natural resources
appropriations committee, the
agriculture and natural
resources policy committee, the
economic development policy
committee, and the state and
community colleges and
workforce policy committee.
Bembry expressed his joy in

communications under some
circumstances.
"Filing my first bill is very

to serve the citizens of Florida

hardship,' our families are
struggling. Such stress will
oftentimes make someone
think in a way that they would
not under more normal
conditions. Protecting our
citizens is paramount."
The 2009 Legislative Session
will begin on March 3;
however, legislators are in
Tallahassee Jan. 5-16 for a
special session on the
budget.

federal government to start spending within its

Wednesday, Jan. 14, at the elections office. The

The 21st annual 'Live! At
Dowling Park' Artist Series
at Advent Christian Village
(ACV) will host Davis and Dow
as they present "Great Jazz
Divas" on Friday evening, Jan.
16, at 7 p.m.
The event, will be held in
Rumph Dining Room. Prior to
the show--at 6:00 p.m.--dinner
with the theme "A Taste of the
Blues" will be served.
Earlier that same day, Davis
and Dow will give a mini-


performance at 3:00 p.m. at
Good Samaritan Center.
"Great Jazz Divas" is a
culturally educational and
entertaining show about the
great ladies of jazz --such
as Sarah Vaughn and Ella
Fitzgerald--their lives and their
music.
