Buckeye to utilize

Perry's wastewater?

A three-way partnership
between the City of Perry,
Buckeye and the Suwannee River
Water Management District
(SRWMD) could result in a water
reuse program that could exceed
any current recycling effort in
Taylor County.
Under the agreement, Buckeye
would utilize the estimated one
millions gallons of treated
wastewater generated by the city
every day, resulting a 100 percent
reuse.
"And that is the figure that
SRWMD officials are so taken
with--having 100 percent reuse for
treated wastewater just doesn't
happen very often," City Manager
Bob Brown said.
A pipeline would carry the water
from the city's treatment plant

located off Highway 98 to
Buckeye's plant in Foley.
A Buckeye spokestnan said
Thursday that it is too soon to
know if the reuse of treated
municipal wastewater at the
manufacturing plant will occur but
the company welcomes the
opportunity to explore the
possibility.
"A joint project to reuse treated
wastewater and reduce the need for
ground water withdrawals is a
good fit with Buckeye's business
plan which emphasizes resource
conservation and sustainability,"
said Dan Simmons, Buckeye's
public affairs manager.
"Before an agreement can be
completed city and Buckeye
engineers will have to study details
of the proposed project. Right now

everyone is optimistic," Simmons
said.
Brown unveiled plans for the
water reuse program during
Tuesday's regular city council
meeting.
"We have reached an agreement
in principle and I want your
permission to move forward with
more formal plans," Brown said.
Council members expressed
strong support for the project and
authorized further talks with
Buckeye and SRWMD officials.
"I think that's great,"
Councilman Alphonso Dowdell
said.
"SRWMD is very excited about
it because it would reduce the
amount of water being drawn from

Downtown residents are
expressing concern over a plan to
convert a historic Jefferson Street
home into a resource and house
center for unwed mothers.
Potter's House Ministries is
seeking a special exemption which
would allow the center to be
established in a single family
residence located at the corner of
Jefferson and Julia streets. _.
The City of Perry Board of
Adjustment failed to reach an
overriding vote on the issue during
its Feb. 4 meeting; the item was
tabled until the group's next
meeting, which will be Monday,
March 3.
During the hearing earlier this

month, adjoining property owners
and neighboring residents voiced
concerns ranging from the
negative impact the center could
have on property values to the
impact on the neighborhood's
"single-family character."
The Rev. Alonzo Slade of the
Potter's House Ministries said that
the church is attempting to
purchase the property at 726 North
Jefferson Street in an effort to

assist single mothers in crisis. He
said their goal "is to guide them in
reaching their full potential, and
becoming independent, productive
citizens."
He also assured all those present
"that the house would not be used
as a 'soup kitchen,' nor would it be
used to house criminals." He also
said that, ideally, the house would
be used as an office only, and they
would not have to house anyone
there, other than one person from
their church who would be in
charge.
However, he said that they
would allow one family to stay
there for a maximum of sixty (60)
days in an emergency situation, if
approved by him and the church.
Adjustment Board member
Mike Deming made a motion to
deny the application "in order to
preserve and protect the single
family character of the district."
His motion was seconded by Mike
Lynn, who said that he was
"hesitant to allow anything other
than a residential use in this
district, particularly since it almost
seemed as if the Rev. Slade was

City will meet with DMH

over sales tax request

The Perry City Council will
meet with Doctors' Memorial
Hospital representatives during a
special hearing Tuesday, March 4,
starting at 6:30 p.m.
The meeting stems from a
request by the hospital to use
excess sales tax revenues to
purchase needed equipment for the
facility.
The county commission, which
oversees the sales tax fund, has
also asked the city council for

input regarding the request.
"I have just one question--do wve
have any legal standing at all
regarding that fund?" Councilman
Doug Everett said.
"If we don't have any control or
say-so over that money, then we
don't need to have a meeting."
At issue is the city's one-third
percent of the sales tax enacted to
cover construction costs.
"As a city council, we chose to
be hands-off so that this would be

a county hospital and we would
not share any liability that may
come its way," Councilman Don
Cook said. "When we gave that
money over, did we not give over
ever controlling any of it? What
would happen if we make a
decision and the county doesn't
agree--can they overturn what we
decide?"
Council members then asked

Legendary blues musician
Buddy Miles' storied career
spanned four decades. Along the
way he produced plantinum
albums, partnered with Jimmy
Hendrix in 1970s and even
provided the voices of the famed
California Raisins in the 1980s.
Miles' celebrated musical
journey came to an end Tuesday,
Feb. 26, when he died at his home
in Austin, Texas, after a long fight
with congestive heart disease. He
was 60.
Taylor County had a taste of
Miles' musical skills this past
October, when he provided the
h "blues" half 'of the 52nd annual
Florida Forest Festival's
celebration of "Greens and Blues."
Sadly, the concert proved to be
Miles' final performance.
Dawn Taylor, who was
entertainment chair of the festival

appearance here, said she was
contacted Wednesday about his
death.
Glen Stead, manager of Rocky
Athas, who played' guitar with
Miles during his festival
performance, also informed Taylor
that Perry was the site of Miles'
final concert.
"It was really a milestone for us
to have someone of his caliber and
his history performing here,"
Taylor said.
She, along with members of her
committee, spent time with the
performer during his stay.
"It was an honor that we were
able to spend time and talk with
him. He told us stories about his
career.
"He talked about his days with
Jimmy Hendrix and how he played
with Carlos Santana. It was
interesting to hear about his early
days and how he got started."

"He also said he was enjoying
getting back on the road again,"
Taylor added.
Local attorney Greg Parker, a
blues enthusiast and chairman of
the first annual Southern Pines
Blues-B-Q festival set for
December, added his thoughts
about Miles, calling him "one of
the granddaddies of blues."
"Perry will be in the history
books as the last place he
performed," Parker said, adding
that they plan to honor Miles at
December's festival.
Parker also noted that Athas and
his band will be returning to Perry
to perform at the blues festival.
"Beyond being a pioneer in the
blues and rock and funk genre, we
don't give him enough credit for
the many benefits he performed to
assist the victims of natural

on those."
According to Commission
Chairman Clay Bethea, the issue
was a public vote was needed to
allow him to declare his conflict as '
he is employed by Buckeye, which
holds agreements with the TEC
partners.
Commissioner Mark Wiggins
made a motion to affirm the
board's actions from the executive
session. Commission Malcolm
Page seconded.
Bethea abstained from the vote,
which passed 4-0.
County officials have refused to
comment due to the confidential
nature of executive sessions. The
proceedings of the executive
session will be made public once
the current litigation is concluded.
The four utility partners behind
TEC announced July 12, 2007, that
they were suspending their
permitting efforts for the proposed
800-megawatt, coal-fired power
plant to be located east of. Perry,
but the applications for the two
amendments were continued.
One amendment creates two
new land use categories for power
generating facilities within the
county. The second changes the
land use classification for the
proposed TEC site near Buckeye
(some 3,000 acres) from
agriculture to the new category
accommodating solid fuel power

plants. The land is currently owned
by Buckeye and Foley Timber and
Land.
The amendments were approved
locally by the Taylor County
Planning Board and county
commission as well as on the state
level by the Florida Department of
Community Affairs (DCA).
Six Taylor County residents--
John and Gale Dickert, Carole
Taitt, Diane and Richard "Abe"
Whitfield, and Joy Towles Ezell--
as well as the environmental
organization, Taylor County
Residents United for the
Environment (TRUE) then
petitioned in September to have
the decisions overturned.
The TEC partners finalized
contracts with Buckeye and Foley
to purchase the 3,000-acre site in
late 2006. Southern Power, a
subsidiary of Atlanta-based
Southern Company, signed a letter
of intent with the partners in
November.
Under the new agreement,
Southern Power would pay $3.9
million to the TEC partners to take
over agreements with Buckeye and
Foley Timber and Land Company
that include purchase of the land as
well as a deal to utilize wastewater
from Buckeye's pulping process as
cooling waters. The deadline to,
exercise the agreement is April 15.
Monday's public hearings are set
to begin at 6:10 p.m. during the
commission's regular board
meeting.

Her journey took her into Jordan
by way of its capital Amman. The
flight over the Atlantic took around
12 hours. Since it was her first trip
out of the United States, her
passport and travel documents
were her first main objective.
When that hurdle was surpassed, it
made the rest of her journey a
piece of cake...well, almost.
Diane reported that being re-

at Yardinet was a challenge. Diane

cold water is not her forte. With a
temperature of 52 degrees, the
Jordan River was a challenge
above that of the Ichetucknee

Because we are exposed to high levels of foreign substances such as

treated, highly-processed food, a detox program may be necessary to
aid the body in getting rid of harmful toxins. Stop by the clinic for a

Two fish tourneys

planned in March

BY PAT MCGRIFF
One More Cast Guide Service
This Saturday marks the re-
opening of the Trout Season for
our area and the beginning of
some wonderful fishing this'
spring at Keaton Beach.
Since few were on the water
over the last week or so, I
thought I'd take this opportunity
to announce two March Fishing
j Tourneys coming to Keaton Beach
and Steinhatchee.
First, the 7th Annual
Steinhatchee Community Fishing
Tournament will be Saturday,
March 15. The entry fee is $30 per
angler with $3,000 in Cash and
i Prizes, including $600 for largest
trout, redfish and grouper. $300
will be given for the second place
trout, red or grouper. Also, a $300
prize will be awarded for largest
sheepshead!
Weigh-Ins will be held at the
Steinhatchee Community Center
and at Keaton Beach Marina. For
more information contact River
- Haven Marina, (352) 498-3008,
Sea Hag Marina (352) 498-3008
or Keaton Beach Marina (850)
578-2897.
Next, Relay For Life announces
: their second Annual Saltwater
Tournament Saturday March 29
from 7 a.m. 5 p.m. with- a
$40.00 entry fee per angler.
Weigh-ins will be held at Keaton
Beach and Steinhatchee. With a
target of a $5000 payout, the

largest trout or grouper wins
$1,000 and the second place
grouper is $500 while the second
place trout is $300.
The largest redfish will garner
$800. For more information,
contact Justin Webo ( 850) 843-
1993 or Jeff Myers at (850) 843-
1939. Tickets are available at
Keaton Beach Marina, Keaton
Beach Gas and Grill, Wilson's Bait
and Tackle and Big Bend Marine,
in Perry, and Sea Hag Marina in
Steinhatchce.
As for where to go fishing this
weekend....I would say fish
jerkbaits and twitch baits like
Mirrolures MirrOlip or Catch
2000 Bomber Long A's and
SrnithWick Rogues in 2-3 feet of
water on top of the high tide and
fish Assassin Blurp (the New
Slurp!) rigged under 40 inches of
leader under a Cajun Thunder.
Electric chicken will be my first
choice followed by candy corn
then Space guppy. Good luck out
there and be careful this weekend.
I will be in Tampa at the Fair
Grounds, running the Cajun
Thunder, Thunder-Spin -Booth at
the Tampa Tribune Outdoor Expo
starting Friday from 1 p.m. til 8
p.m. I'll be there all day Saturday
and Sunday, at booth number #
305.
Come by and see me if you get
a chance and see the new Stalker,
In-Line Spinnerbait by Precision
Tackle.

for spotted seatrout in North
Florida and for Gulf coast snook
will reopen on March 1. This
means that the sport harvest of
spotted- seatrout and snook will
then be open in all Florida waters.
Spotted seatrout harvest is not
allowed during February each year
in Florida Atlantic coast waters
north of the Flagler/Volusia
counties line and in Gulf coast
waters north of a line running due
west from the westernmost point
of Fred Howard Park Causeway,
which is about 1.17 miles south
of the Pinellas/Pasco counties
line. This one-month closure
helps maintain the abundance of
spotted seatrout.
The maximum daily bag limit
for spotted seatrout in reopened
waters north of the established
boundaries is five fish per
person. In waters south of these
boundaries, the daily limit is four
fish per person.

The statewide slot limit for
spotted seatrout is 15-20 inches
total length. However, anglers
may keep one spotted seatrout
larger than 20 inches as part of the
daily bag: limits. '
Spotted seatrout may not be'
harvested by any multiple hooks
with live or dead natural bait, and
snagging or snatch-hooking
spotted seatrout is not allowed.
Spotted seatrout may be taken
only with hook-and-line gear and
cast nets and must be landed in a
whole condition.

"One of our athletes, Missy

'No Country' was the big winner,

but voters spread the love around

Watching the Oscars Sunday night, I had the feeling
that everyone was happy to just be getting along again.
The three-month long writers strike divided Hollywood
and it may be years before the scars heal. Some, perhaps,
were hoping the annual back-slapping event would help
start the healing. Whether or not that happened, the glitz
and glamor were definitely out in force for the industry's
biggest awards ceremony.
Overall, the Academy Awards were a bit dull, with
few memorable moments, despite a decent performance
from host Jon Stewart. There were surprises, but that
didn't matter considering few people had seen the
nominees. "Juno" was the only best picture nominee to
earn more than $70 million at the box office. It was also
the only one that didn't provide a dark and brooding
story.
: There was no "Lord of the Rings" or "Departed" to
bring the masses, or a "Brokeback Mountain" to create
controversy. In fact, according to numbers released this
week, the 80th Academy Awards was the lowest rated
ceremony in the modem Neilsen era. That being said, a
number of worthy films were recognized, and perhaps
their wins will bring some.much-needed attention to
them.
As far as the awards themselves, I was hoping
I. could improve on my 10 right, 11 wrong result
from last. year. In fact, I scored 'the same,
finishing just shy of .500 again.
Best Short Film Live Action
Pick: none
Award: "Le Mozart des pickpockets"
Best Short Film Animated
Pick: none
Award: "Peter & the Wolf'
Best Documentary Short Subject
Pick: none
Award: "Freeheld"
Best Documentary Feature
Pick: "Sicko"
Award: "Taxi to the Dark Side"

Hollyw6od's love of Michael Moore is' outstripped by
their hatred of the wars in Iraq and Afghanistan.
Best Foreign Language Film,
Pick: "Beaufort"
Award: "The Counterfeiters" ("Die
Fiilscher")
I happened to see a trailer for the winning
film Sunday -afternoon in'"-fbht of
"Persepolis." "The Counterfeiters," based on
a true story, is about an imprisoned
counterfeiter who is enlisted to help fund
the bankrupt Nazi war machine.
Working in a concentration camp, soon
the moral implications of his endeavors
become apparent. I consider myself a student of history,
but I had never heard of this chapter of Nazi Germany
before, and look forward to seeing the film when I get
the opportunity.
Best Animated Feature Film
Pick; "Ratatouille" Award; "Ratatouille"
There really wasn't much question:that "Ratatouille"
would win. Brad Bird is one of the best writer/directors
in the business, as evidenced by his nomination for best
original screenplay in addition to this category.
"Persepolis," another nominee, which I had a chance to
see Sunday afternoon, is an excellent film and a
compelling autobiographical story of a young women
who flees Iran to Austria following the Islamic
Revolution. Part political commentary, part coming-of-
age story, the film is definitely worth watching, even if
you don't usually watch animated films.
Best Achievement in Visual Effects
Pick: "Pirates of the Caribbean; At World's End"
Award: "The Golden Compass"
This one was a surprise. I figured if "Pirates" didn't
win, "Transformers" would. While "Golden Compass"
wasn't the greatest adaptation, the special effects were
definitely a high point. Hopefully the win will help the
studio overlook the film's box office shortcomings and
give us the two sequels.
Best Achievement in Sound Editing
,Pick: "Transformers"
Award: "The Bourne Ultimatum"
I got this one right last year by going with a war
film, so I figured I'd go with the closest thing we had
in this year's nominees with "Transformers." As it
turned out, .this was one of three awards the Matt
Damon-starring action movie would take home.
Coincidentally, last week studio bosses announced
they had greenlit a fourth Jason Bourne film.
Best Achievement in Sound .
Pick: "Ratatouille"
Award: "The Bourne Ultimatum"
Best Achievement in Makeup
Pick: "Piiates of the Caribbean: At World's End"
Award: "Le M6me"
"Le M6me," the life story of a famous French singer,
transformed a 20-something actress into her onscreen
persona at various ages of her life. Foreign films did
pretty well Sunday night, and this one started off the
trend at the start of the show.
Best Achievement in Costume Design
Pick: "Elizabeth: The Golden Age"
Award: "Sweeney Todd: The Demon
Barber of Fleet Street"
I had picked Sweeney Todd because I didn't think it
would win more than one. I was right on that count, just
not on which award it would be. ?

Best Original Song
Pick: "Falling Slowly" from "Once"
Award: "Falling Slowly" from "Once"
Disney's "Enchanted" was shut out in this category,
but having three of the slots really diluted its chances,
just like "Dreamgirls" last year.
Best Original Score
Pick: "Ratatouille" Award: "Atonement"
,.,This pick was a bit of a stretch, but I was rooting for
"Ratatouille" to win as much as it could. As it turned out,
it just wasn't meant to be.
Best Achievement in Art Direction
Pick: "There Will Be Blood"
Award: "Sweeney Todd: The Demorn
Barber of Fleet Street"
"There Will Be Blood" picked up the Art Director's
Guild award for period movie, but "Sweeney" took
home the Oscar. I don't have a complaint with this one,
as "Sweeney" created a surreal and downright creepy
version of London for, the murdering barber and his
victims to inhabit.
Best Achievement in Editing
Pick: "Bourne Ultimatum"
'Award: "Bourne Ultimatum"
This turned out be the only award the Coen
brothers didn't take home Sunday, night.
Best Achievement in Cinematography
Pick: "There Will Be Blood"
Award: "There Will Be Blood"
Much has been made of Daniel Day-Lewis'
portrayal of a cold-blooded oil man in "There
Will Be Blood," and rightfully so, the camera is
able to capture every frame of his journey through
the oil-soaked countryside of Texas. While I
championed the long, complex camera shots in
2006's "Children of Men," cinematographer
Robert Elswit was able to create beautiful scenes
with the slightest camera movement.
Best Adapted Screenplay
Pick: "Q,.C.outry. for Old. ...

Having not read Cormae McCarthy's "No
Country for Old Men", I can only take the word of
those who have that say Joel and Ethan Coen did a
remarkable job keeping faithful to the
novel's unorthodox storytelling technique.
Best Original Screenplay
SPick: "Juno"
Award: "Juno"
The story of Diablo Cody seems ripe for
a 'Hollywood adaptation. A secretary/
bored with her job becomes a
stripper. An aspiring writer, she pens
a memoir of her exploits, which leads
her to write her first screenplay. That script
would ultimately become "Juno," which earned four
Academy Award nominations (including best picture).
Joking, Jon Stewart pointed out Cody's career path
during his opening monologue, adding that he hoped she
enjoyed the pay cut now that she was a writer.
'Best Director
Pick: Ethan and Joel Coen
("No Country for Old Men")
Award: Ethan and Joel Coen
("No Country for Old Men").
'ik Best Supporting Actress
Pick: Cate Blanchett ("I'm Not There")
Award: Tilda Swinton ("Michael Clayton")
I had not seen any of the five films the supporting
actress nominees were in, but this was considered the
second biggest, surprise of the evening."
Best Supporting Actor
Pick: Javier Bardem ("No Country for Old Men")
Award: Javier Bardem ("No Country for Old Men")
'This one was richly deserved. If more people actually
get a chance to see the Coen brothers' film, Anton
Chigurh will go down as' one of Hollywood's scariest
, villains.
Best Actress
Pick: Julie Christie ("Away from Her")
Award: Marion Cotillard ("Le Mome")
Not only was this the biggest surprise of the evening, -
it was only the second time in Academy Award history
that a foreign film picked up the best actress award.
Best Actor
Pick: Daniel Day-Lewis ("There Will Be Blood")
Award: Daniel Day-Lewis ("There Will Be Blood")
There was never a question about this one. This was
one of the best performances I've seen... maybe ever.
Best Picture
Pick; "No Country for Old Men"
Award: "No Country for Old Men"
Like last year, I had seen three of the five pictures
nominated for the top award. "Juno" was a smart, sassy
film about a teenage girl dealing with pregnancy. It was
also the only remotely uplifting film of the top five.
"There Will Be Blood" was a showcase for Daniel Day-
Lewis anda masterfully told story as well, but it had a
few flaws that, in my mind, kept it from being the best
film of the year. As for "Michael Clayton" and
"Atonement," I cannot from first-hand experience talk
about their merits. I can say with confidence, however,
that "No Country for Old Men'1 was the best film I saw
in 2007.
Unlike most years, there weren't any glaring mis-steps
as far as where the awards landed, at least in my opinion.
That may be because of the quantity of good quality
films this past year. Hopefully, 2008 will be just as good, .
or even better.

MEGA TENT EVENT IN PERRY -
SHOWING CONSUMERS THE RIGHT
WAY TO BUY NOW!

FEDERAL RATE CUT PROVIDES UNPRECEDENTED LENDING OPPORTUNITY;
CONSUMERS ADVISED TO BUY VEHICLES BEFORE RECESSION

FED RATE CUT PROVIDES UNPRECEDENTED OPPORTUNITY FOR CONSUMERS
The U.S. Federal Reserve boosted consumer hopes and comforted Wall Street investors by slashing interest rates by three-quarters of
a percentage point to 3.5 percent in an effort to save the economy from a recession. The economic stimulus plan represented the larg-
est single-day cut in a key interest rate in 25 years. The historic interest rate cut was designed to encourage consumer spending and
energize the nation's economy. Shortly after the Fed announced a reduction of its federal funds rate to 3.5 percent from 4.25 percent,
most major banks reduced their prime lending rates by the same amount. Since the Fed rate affects how much consumers pay on
credit card debt, home equity lines of credit and auto loans, economists predict that consumers' monthly debt obligations should slide
along with the rate cut. For consumers, the three-quarter point federal funds rate cut will mean lower interest rates on credit purchas-
es, including those of automobiles. According to Ford CEO Alan Mulally, the rate cut "gives the auto financing companies the ability
to really bring some more credit into the marketplace...it's going to help consumer confidence". This means that if you buy a car in the
next few months, the payments will be substantially lower than they would have been without this drop. Moreover, the rate reduction
will allow manufacturers to offer financing incentive programs to prospective new-car buyers at lower interest rates.
DEALERS DESPERATE TO SELL VEHICLES As Little as a $99/month!*
The current opportunity to obtain low interest rate consumer loans comes at a time when dealers are desperate moving to sell vehicles
through unprecedented rebate and incentive programs. Prior to the historic cut in the Federal Reserve's, rate cut, automobile dealerships
had suffered due to the rumored housing slump and rising gasoline prices. Moreover, competition between foreign and domestic manufac-
turers has reached an epic pitch, giving consumers leverage when shopping for new vehicles. GM, Ford and Chrysler have been forced to
boost incentives to maintain sales volume amid weak consumer confidence and increased competition from foreign manufacturers.
CONSUMERS ADVISED TO BUY NOW BEFORE LOOMING RECESSION CAUSES SPIKE IN INTEREST RATES.
The current rate cut has provided consumers a unique, limited opportunity to obtain low interest loans. Consumers are advised to take
ad g~~gfdiahistoric lending opportunity before the looming recession arrives. Indeed, a spike in the federal funds rate coupled
with write-offs from the housing slump may impact banks' willingness to lend. Should a recession occur later in the year, consumers
shall face a much more difficult time getting auto loans due to more stringent credit standards. Thus, the current fed rate cut may pro-
vide consumers with the best opportunity to obtain advantageous vehicle financing. Terry Egan, editor in chief of publications for The
Warren Group, which tracks real-estate transactions, agreed, pointing to the combined benefits of lower prices and lower short-term
interest rates. "For someone ready to make the leap, that's two bits of good news in terms of buying opportunity" he said.

LOWER INTEREST RATE + NO MONEY DOWN PROGRAMS + LOWER
PAYMENTS = TIME TO BUY NOW!
Every vehicle in inventory will be clearly marked with its drastically lowered price or payment. Bank representatives will be available to as-
sist all buyers during this very special event. Even those buyers whose credit may have been damaged in the past will have an opportunity
to take advantage of this incredible market condition. A stable job and residence is all that is required to begin process of any transaction.
The Perry Tent Sale will be fully staffed February 29 March 2,2008 as attendance is expected to be in record breaking numbers. As with
most special sales, the selection will diminish throughout the event so come early to take full advantage of the entire inventory available.
