Minimum wage goes up
Jan. 1
:'Those making minimum wage will

Florida's wage increases $0.12 to
$6.79 per hour.

approved a constitutional amendment
which created Florida's minimum

New Year's day
launch is start of
around-the-world
journey

Youthful dreams are often
crowded out by the day-to-day
routine of life.
But for a lucky few those
dreams take root, and in time,
mature and open the door to a
new reality.
Such is the case for Heather
Neill. On Tuesday. Jan. 1, the
forty-something mother of two
easts off the land lines and sets
'sail tbr a solo trip around the
world aboard a 20-foot sailboat
christened "Flight of Years."
Neill's own flight began more
than a year ago when an old
dream crept back into her
consciousness.
"I could buy a sailboat, I
thought one day lasi October.
Suddenly, the dream stirred. It
wouldn't have to be a big boat.
Just a little, used sloop. I could
keep it down at the Gulf in
Steinhatchee. Fix it up. Take it out
on weekends., mabe down to the
Bahamas for a month or two in
the summer. I began devouring
sailing magazines arrd surfing
boat brokers' web sites." she said.
"But the dream was not to be
satiated %% ith a pond skimmer and
weekends out. And so here I am,
43 years old, trading all I know
and everything I hase for a new
life at sea. To some, I am


throwing it all away. To me. and
those of kindred spirit. I am
gaining the world'"
And seeing the %world is exactly
what she plans to do. From
Steinhatchee. she w ill turn west
w ith her first stop Isla Mujeres.
Mexico.
From there to--and through--
the Panama Canal and on to the
Marquesas.
She plans to "island hop"
through French Polynesia, with
stops in the Tuamotus. Tahiti.
Vanuatu. Bora Bora and Fiji.
Then it's on to Australia before
striking out for the Maldives. The
sea-going trek w ill also find her
in the Mediterranean. traversing
the French canal system and
passing into the English Channel.
Ireland is her last planned stop
before heading back across the
Atlantic to "tie the knoi" back in
Steinhatchee.
Exactly how long this solo
circumnavigation will take lies in
weather windows. storm seasons
and a bit of sheer "happen
chance."
"I'm not putting any constraints
on myself or setting a specific
time frame. There is a basic route
a lot of people follow and that's
\what I'm basing mi nip on. This
is the first time I've been both
captain and crew on a boat. but
I'm ver\ read.," Neill said.


FDOT awards $275,000

for Old Dixie Hwy. paving

Taylor County has been awarded an additional $275,000 to assist in
repaying a portion of Old Dixie Highway.
The county had some $550,000 through the Florida Department of
Transportation's (FDOT) Small County Outreach Program (SCOP), but
the two bids the county received for the project both topped $1 million.
Peavy & Son Construction's bid was $1.09 million, while North Florida
Asphalt bid was $1.12 million.
According to County Engineer Kenneth Dudley, after the bids were
received, staff forwarded the proposals to the Florida Department of
Transportation and solicited any additional funds that might be available.
Dudley said FDOT representatives were able to secure the
additional funds due to the amount basic resurfacing costs have increased
over the past three years (when the county was first award the SCOP
funds).
This is the second time this year the county has received additional .
money from FDOT for paving projects.
The county received an additional $430,000 for assistance in the recent
Green Street paving project after the initial funding fell significantly short
of the ultimate cost. Even so, the project was scaled back from the original
plan.
Dudley told commissioners that he would work with the low bidder and
try to value engineer the Old Dixie project to try to avoid narrowing the
scope of the project.
The proposed project consists of resurfacing the 3.2 mile stretch from
Jefferson Street to Foley Road as well as drainage improvements, shoulder
reconstruction, pavement markings and other associated work.
According to Dudley, up next for the county after Old Dixie are Puckett
and Pisgah roads. Following those projects would be the Foley Road antd
Woods Creek Road projects.

Land use hearing


delayed until March


The upcoming administrative
hearing concerning two
comprehensive land' use
amendments linked to the former
Taylor Energy Center (TEC)
project has been delayed until
March.
In an order filed Thursday, Dec.
20, Administrative Law Judge
Bram D. E. Canter re-scheduled
the final hearing for March 19-20,
2008, at 9 a.m. in the city council
meeting room in Perry.
The meeting had been set for
Jan. 8-10, 2008, at the Taylor
County Courthouse, but the parties


jointly filed a motion, in November
requesting a continuance.

Carole Taitt, Diane and Richard
"Abe" Whitfield, and Joy Towles
Ezell--as well as the
environmental organization,

County-DCA dispute

"Years of disagreements between
Taylor County and the Florida
Department of Community Affairs
(DCA) appear to be over after
commissioners approved an'
amendment to the county's
comprehensive plan last week
codifying a stipulated agreement
reached earlier this year.
Commissioners. approved the
agreement in September ending a
long-standing dispute over
building densities along the
county's coastline.
Under the amendment passed
last week, the building density for
property designated mixed-use
urban development (MUUD),
located in the coastal high hazard
area (CHHA), will be 12 units per
acre if public water and sewer
services are available.
That density level had been an
ongoing issue between the county
and DCA with the county saying
the, density was 20 units per acre
and DCA maintaining it was four.
The amendment also prohibits
the installation of conventional
septic tank systems on land
"designated MUUD in the CHHA.
For new construction and the
replacement of systems, only
performance-based systems will


be allowed.
In addition, a new policy has
been added concerning sovereign
submerged lands.
"If 'the property has been
determined by the State of Florida
to, be sovergjgp submerged lands,
density may-noi be transferred'
from those [lands] for the purpose
of private development," the
policy states.
No one from the public spoke on
the issue and commissioners did
not discuss the amendment before
Commissioner Malcolm Page.

4-0.

Commissioner Mark Wiggins, who
was in Miami attending a state

Trout season to close

in other parts of state


The recreational harvest season
for spotted seatrout will reopen in
the southern half of Florida on
Jan. 1.
Spotted seatrout harvest has
been closed since Nov. 1 in
Florida Atlantic Coast waters
south of the Flagler-Volusia
counties line and in Gulf Coast
waters south of a line running due
west from the westernmost point
of Fred Howard Park Causeway,
which is about 1.17 miles south
of the Pinellas/Pasco counties
line. This two-month closure
occurs each year to help maintain
the abundance of spotted seatrout.

Officials locate three

lost Lake City hunters


Three lost hunters received a
great Christmas present from the
Florida Fish and Wildlife
Conservation Commission (FWC)
when they were found in the
woods Tuesday night.
The three Lake City hunters,
Marty Barfus, 37, Timothy
Barfus, 34, and Matthew Barfus,
6, had gone small game hunting at
about 11 a.m. They calledfamily
members around 4 p.m. to let
them know they were lost in Otter
Bay Swamp in the Osceola
National Forest and needed help.
Family members searched the
area until it began getting dark,
and then called the Columbia
County Sheriff's Office whose
officers arrived at the scene and
found the ,hunters' vehicle. The
sheriffs office called the FWC for
assistance in locating the three
people. Units from the U.S.
*Forest Service (USFS) and Baker
Correctional K-9 were also called
to help.
FWC Officer Billy Giles and his
K-9 partner, Parker, along with
USFS Agent Jimmy Ellis, located
a jacket in the vehicle of the lost
hunters to use as a scent item.
Parker began tracking the three
missing people.
According to FWC Lt. Scott
Kihei, other FWC officers began
searching by truck and on ATVs.


The FWC helicopter was also
called into service.
The conditions Christmas night
were less than perfect for flying
the helicopter, said FWC Pilot Joe
Johnston.
"It was a drizzly night with a
cloud cover at 600 feet. However,
the location we were given was
only about '0 miles from the
airport and in very familiar
t. -itory to me, so we launched,"
Johnston s: id
"One FWC o fico.; on t'e
ground told me to concentrate
north of his location and in just a
few minutes. I was able to pick up
a faint glow about a mile away
with my night vision goggles
(NVG)," Johnston said.
The three lost hunters, along
with the two officers and K-9,
made it out of the swamp to
waiting family and FWC
officers.
"This is a great example of
teamwork," Kihei said.
Johnston echoed Kihei's
statement. "The officers on the
ground, working in conjunction
with the helicopter's FLIR and
NVGs, are a tough combination to
beat during a search and rescue,"
Johnston said. 'If you're lost, w.
will find you."

spotted seatrout is 15-20 inches
total length. However, anglers
,may keep one spotted seatrout
larger than 20 inches as part of the

Spotted. seatrout may not be
harvested by using any multiple
hooks with live or dead bait.
The harvest of spotted seatrout
will close during the month of
February in northeast and
northwest Florida waters.

New Year's Eve services. begin at 9 p.m. on Dec. 31 in the House of

DR. DOBSON: No. It is well
known that difficult childhoods
leave some people wounded and
disadvantaged, but for others, they
fuel great achievement and
success. The difference appears to
be a function of, individual
temperament and resourcefulness.
In a classic study called "Cradles
of Eminence," Victor and Mildred
Goertzel investigated the, home
backgrounds of 400 highly
successful people. The researchers
sought to identify the early
experiences that may have.
contributed to remarkable
achievement. All of the subjects
were well-known for their
accomplishments; they included
Albert Einstein, Sigmund Freud,
Winston Churchill and many
others.
The backgrounds ofthese'people_
proved very interesting., Three-
fourths of thenrm came from
troubled childhoods,, enduring
poverty, broken hombs or parental
abuse. One-fourth had physical
handicaps. Most of those who
became writers and playwrights

had watched their own parents
embroiled in psychological dramas
of one sort or another. The
researchers concluded that the
need to compensate for
disadvantages was a major factor
in the drive toward personal
achievement.
One of the best illustrations of
this phenomenon is the life of
Eleanor Roosevelt, the former first
lady. Orphaned at 10, she
underwent a childhood of utter
anguish. She was homely and
never felt she really belonged to
anybody. According to ,,Victor'
Wilson of Newhouse News
Service, "She was a rather
humorless introvert, a young
woman unbelievably shy, unable to
overcome her personal insecurity
and with a conviction of her own
inadequacy."
The world knows, however, that
Mrs. Roosevelt rose above her
emotional shackles. As Wilson

assumption, since people in those
difficult circumstances are more
likely to behave in destructive
ways. But they are not forced to do
so. To say that adverse conditions
"cause" irresponsible behavior is to
remove all responsibility from the
shoulders of the individual. The
excuse is hollow. We must each
decide what we will do with inner

The application to an individual
family should be obvious. If a
child has gone through a traumatic
experience or is physically
disadvantaged, his or her parents
need not give up hope.
They should identify his or her
strengths and natural abilities,
which can be used to overcome the

formidable today may- become
the inspiration for greatness
tomorrow.

Neill has sold her home, a
successful real estate business in
Mayo and "nearly every other
. worldly possession I owned." She
will take to the sea with only those
few cherished and essential items
needed for life aboard the 20-foot
Flicka.
She will leave with the support
of her family, which includes two
grown children.
Her son Wes is a midshipman at
the United States Naval Academy;
after graduation he will pursue a
career as a United States Marine
Corps Officer. Her daughter Lacie
will soon graduate from Stetson
University with a double major in
Russian studies and the Russian
language, which she will use in
international civil service.
Neill's "Flight of Years" leaves
the dock at Gulf Stream Marina at
10:30 a.m. New Year's Day. All
seafaring fans are invited to
converge at the docks and on the
river to see her off.,

Buckeye (some 3,000 acres) from
agriculture to one of the new
categories. The land is currently
rwned by Buckeye and Foley
Timber and Land.
The TEC partners finalized
contractss late last year to purchase
hfie. property: .Southern Power, a
subsidiary of Atlanta-based
Southern Company, signed a letter
of intent with the partners in late
November.
Under the new agreement,
Southern Power would pay $3.9
million to the TEC partners to take
over agreements with Buckeye
and Foley Timber and Land
Company that include purchase of
the land as well as a deal to utilize
wastewater from Buckeye's
pulping process as cooling waters.


Taylor County's unemployment
rate rose for the second straight
month in November to 4.5 percent,
rising slightly above the state
average.
According to numbers released
by the Florida Agency for
Workforce Innovation (AWI),
Taylor County's unemployment
rate rose 0.3 percent from a rate of
4.2 in October. The rate matches
the level reported in August. The
county "had a total labor, force of
9,068 people, with 8,663 of those
listed as employed and 405 as
unemployed.
In October 2006, Taylor County
had an unemployment rate of 4.3
percent. Since, then, the county's
labor force has. increased by 317
people, with 256 additional
employed workers and 61
additional unemployed.
For the month, Taylor ranked
26th out of Florida's 67 counties.
Florida's seasonally adjusted
unemployment rate increased in
November by 0.1 percent to 4.4
percent, representing 396,000
jobless out of a labor force of 9.2
million.
The national unemployment rate
for November was 4.7 percent,
representing no change from
October's numbers.
Florida had the third lowest
unemployment rate of the 10 most
populous states, based on the latest
nationwide data, and has been


below the national average since
mid-2002.
Florida's nonagricultural
employment growth rate was 1.1
percent in November, representing
90,200 new jobs over the year.
"The agency remains committed
and ready to serve Floridians
through education, training and
workforce programs," said
Monesia T. Brown, director of the
AWI.
"Throughout the state's nearly
100 One-Stop Career Centers, 'we
are enhancing our re-employment
services to meet the needs of the
people of Florida."
Walton County again had the
lowest unemployment rate (2.6
percent), followed by Liberty
County (2.8 percent), Monroe
County (3.0 percent), and Alachua,
'Jefferson, Lafayette and Wakulla
counties (3.1 percent).
Hendry County, at 7.5 percent,
had the highest rate in Florida,
followed by St. Lucie County (6.3
percent), Hernando County (6.2
percent), Indian River County (6.0
percent), and Charlotte and Flagler
counties (5.9 percent).
The county totals were not
seasonally adjusted.
Of Taylor's neighbors, Madison
had the highest unemployment rate
with 5.5 percent, followed by
Dixie County at 4.2 percent, and
Jefferson and Lafayette counties at
3.1 percent.


Giving back
Teachers at the Technical Learning Center did not have a faculty "Secret Santa"
or a holiday party. Instead, they donated money to buy food for five families of'
students attending the school. The boxes were discreetly delivered before:
Christmas. "It's our way of giving back to the community and the students and the
families who have entrusted us with their children," said Administrator Tolar Griffin.

The North Florida Community
College Foundation announced the
establishment of the Mildred
Smith Bruner Endowed
Scholarship honoring charter
faculty member and administrator
Mildred Bruner of Madison.
Bruner's brother, Kenneth B.
Smith, businessman and former
state legislator established the
scholarship fund.
Bruner's professional career
spans more than 40 years,
beginning in 1937 in Alabama
and bringing her to Madison
County.
A native Alabamian, Bruner
holds a B.S. from .Montevallo
College for Women, a master's
degree from Auburn University
and a Ph. D. equivalent.degree in
education from Florida State
University. She and her husband,
Cecil Bruner, relocated to Madison
in 1945. She taught 13 years in
Madison County High School and
was assistant principal of the
school from 1956 to 1958.
Bruner was among the founding
faculty members of North Florida
Junior College when it opened its
doors in 1958. She taught biology,
history and social science and was
the first director of financial aid.
She later served as college
registrar, director of admissions


and advisor to foreign students.
A Feb. 16, 1959, article from
The Timuquana Trailblazer
described Mildred Bruner as
someone who "considers it a
privilege 'and a challenge...
bringing out the potential abilities
and helping... students to attain
maximum achievement."'
Upon her retirement from NFJC
in 1981, she said, "I saw the need
for an institution of higher
education in this area. It is a dream
come true. Helping to lay the
groundwork was a gratifying
experience. I leave with the feeling
that NFJC has .performed great
services to the area."
She continues to support the
educational dreams of young
people through an endowment gift
dedicated to scholarships for Take
Stock in Children students who
will attend NFCC, providing a
continuous source of scholarships
for years to come.
Bruner takes special pride in
recognizing the potential of young
people and revels in the successes
of her many students through the
years. She has seen former
students become teachers,
legislators, attorneys, judges,
ministers, business, military and
community leaders, including
current NFCC president, Morris G.

.plots his revenge. With the help of his trusty razor blade,
and his neighbor Mrs. Lovett (and her meat pies), he
plots his bloody revenge. Burton masterfully creates a
gy bleak, dark London, with little color,
i seeping through his camera, lens,
excluding the occasional the bright
red sprays of blood from Sweeney's
victims. Depp, along with Helena
Bonham Carter as Mrs. Lovett, prove
they can sing well enough and
Burton surrounds them with a great
cast to seal the deal.

infamous outlaw Ben Wade, played by Russell Crowe.
In an attempt to raise some much-needed money, as well
as earn the respect of his family (as well as his own),
Dan volunteers to take part in a posse to transport Ben to
a nearby prison train. Bale and Crowe turn in the best
performances I saw in 2007. and I have been

with Pixar's latest animated offenng.
Written and directed by Brad Bird, who gave us "The
Iron Giant" and "The Incredibles," "Ratatouille" is about
Remy, a rat who wants to be a great Parisian chef. Like
his other films, however, Bird is able to'turn a simple
premise into a rich, multi-layered story with themes of
being true to yourself and never allowing anyone to tell
you that you can't do something. Pixar's animators back
him up with superb computer animation that keeps
getting better with every film. Although smaller children
may find a few of the slower portions a bit, well, slow,
"Ratatouille" is a film that is sure to delight kids of all
ages. One warning though: it may make you hungry.
"Ratatouille" is available on DVD and Blu-ray.

also told of a Christmas Eve fire
which destroyed the home of Mr.
ana Mrs. Charlie B. Hoover on
U.S. 19 South. Faulty wiring was
thought to have caused the blaze,
although the home had reportedly
been re-wired during the previous
year.

Hart was scheduled to retire Jan. 2,
ending a nine-year term in which
transportation for students had
been "greatly improved." Hart was
also credited with advanced
accounting practices and the

merchants' association and a better
understanding of the workings of
the Chamber of Commerce and the
Taylor County Development
Authority.
