The forecast is calling for snow in
downtown Perry Saturday, Dec. 1, for
the second annual Downtown
Christmas on the Square Snow Fest.
Opening ceremonies begin at
4 p.m., followed by a talent show at
4:30.
The snow play area opens at 5 p.m.
and organizers said that this year's
event will feature "much improved"
security and crowd control measures.
"We will have divided play areas for
younger children and older children.
We ask parents to please cooperate
with the security personnel and
volunteers," Sharron Dorman said.
A tree lighting ceremony and
caroling will begin at Christopher's
Christmas Shoppe at 6 p.m.

rides, face painting, a bounce house, a
strolling Santa, horse drawn carriage
rides, concessions, live entertainment,

blanket drive is now underway.

Evolution is not a fact, but one
of a number-of theories about the
creation of the universe. That's the
message the Taylor County
District School Board is sending to
state education officials after
unanimously passing a resolution
Tuesday. expressing its opposition
to a proposed set of new science
standards.
The issue is how the new
standards, which set benchmarks
for students from kindergarten
through 12th grade, refer to
evolution.
Florida's current science
standards do not mention the word
evolution. Instead, the standards
require students in grades 9-12 to
understand "the mechanism of
change (e.g., mutation and natural
selection) that leads to adaptations
in a species and their ability to
survive naturally in changing
conditions and to increase species
diversity."
The new ninth to 12th grade
t theory
standards however, have an entire
subsection on "evolution and'
diversity," which, includes 14:
benchmarks that must be taught to:.
students.
"Evolution is the fundamental.-
concept underlying all of biology:;
and is supported by multiple forms
of scientific evidence," the;:
standards state. "Organisms are::
classified based on theii:t
evolutionary history. Natural:
evolution is the primary
mechanism leading to
evolutionary change."
The new standards are expected -
to come before the .state school
board in January.

Was it fun? No.
Was it exciting? No.
Would they go back? Definitely.
For John and Trannie Lacquey
of Branford, their recent three-
week trip to the country of Nepal
was no vacation. It was about
helping people.
The couple, both members of the
Branford Rotary Club, were
members of a Shelter Box
Response Team (SRT) sent to the
south Asian nation to aid victims
of recent floods.
Massive flooding affected India,
Nepal and Bangladesh, and it is
believed that up to 20 million
people were displaced across the
region after the most severe
monsoon rains in years.
In Nepal about a third of the
country was hit by the flooding. In
the low-lying Terai district, at least
24,000 families are known to have
had their homes swept away while
the rain has also caused floods and
landslides in the hilly areas of the
Himalayan nation.
Stepping in to help, was Shelter
Box.
Shelter Box is a grassroots
Rotary Club project started by Tom
Henderson of Helston, Cornwall,
England, to provide victims of
disasters with shelter.
Deployed from the program's
headquarters in England, Shelter
Boxes contain a tent, sleeping
bags, cooking stove and supplies
for up to 10 people.
In the past six years, some,
500,000 people have received
assistance through the program.
Since its start in Great Britain,
local Rotary clubs have expanded
Shelter Box to the United States,
Canada and Japan.
The Lacqueys became involved
with Shelter Box after their club
sponsored a box. Taking it further,
the couple signed on to be SRT
members, training this past
summer in England.
The couple came to the Perry,
Rotary Club in late July to talk
about the program, not knowing
that only a few weeks later they
would receive their deployment
call.
to assist in the aftermath of the
flooding.
After flying through nine time
zones, they arrived in country in
Kathmandu, a crowded city of 1.6
million people. There, they fought
with customs officials to allow
them to bring the boxes out of the
airport.
After several days working with
local relief organizations as well as
the local Rotary Club, they were
able to get the boxes through
customs, Trannie Lacquey said.
Then, over a three day period,
the response team delivered 137
boxes to eight villages affected by
the floods.
"Pastor Man Baudel and his
network of pastors had obtained a
list from the Red Cross of every
village in Nepal affected by the
flood," Trannie said. "This listed
the name of the village and the
number of families and number of
.people in each village.
"This information proved
'invaluable to our network in
planning our disbursements to the
most needy."
While traveling to one village,
their truck could not reach it
because the bridge had been
washed out by the floods. So, the
volunteers, joined by the villagers
they were there to help, carried the
boxes--each weighing about 125
pounds--across the narrow river
and over the final two miles to the
village.
"We met some wonderful
people," Trannie said. "We ate with
them twice. They prepared a meal
in our honor and to not eat would
have been an insult to them. It

FCAT," Wanda Kemp said to the
Perry Woman's Club on Nov. 14-
and members nodded in
agreement.
Then Kemp walked the
members through the changes and
challenges before the Taylor
County School District, while
interjecting her belief that "public
education is our country's greatest
gift to the world. It allows each
person--regardless of the status of
their birth--to follow the American
dream."
Kemp, the director of instruction
for the district, explained that
public schools in America are
judged bv'y ro assessments of
accountability.
FCAT (Florida Comprehensive
Assessment Test) is Florida's
accountability measure for every
student in grades 3-10 and it
dictates whether students graduate
while determining a school's.
overall grade, too.
So who's affected by FCAT?
The student.
The school.
The teacher.
The school district.
Everybody, she maintains,
There are five levels of FCAT
grading with Level l being the
lowest and Level 5, the highest;
Level 3 is considered the
"proficiency" level.

4-H Distinguished Service Award
Taylor County 4-H Extension Agent II Lori Wiggins, right,
received a 4-H Distinguished Service Award during this
year's annual statewide extension meeting. She was one of
only four agents in the state to be recognized with this honor.
Wiggins also received awards for an educational individual
package on the local Tropicana/4-H Public Speaking
Program and a team package award for a joint project on the
camp counselor training program. She also received an award
for a media presentation on the Taylor County 4-H livestock
program. Presenting the distinguished service award is Dr.
Larry Arrington, dean and director of the University of
Florida extension (IFAS) department.

City on
Complaints about saggy pants--
where the waistband falls far
below the waist--have reached the
table of the city council and
members are looking to send a
message to "pull 'em up."
Council members are expected
to Consider a resolution stating that
anyone wearing saggy pants on
city property (i.e. City Hall) can be
refused service. The resolution
could also include a provision
encouraging the public to dress
and conduct themselves in a
manner that is neither "indecent or
in bad taste."
Councilman Doug Everett first
brought the issue to the council
after receiving a complaint from a
city resident. Vice Mayor
Alphonso Dowdell and

Councilman Sylvester Harris
supported drafting resolutions to
address the problem.
The council voted unanimously
last week to pursue the action,
which will be voted on at a later

"They broke down each box and
dispersed according to the needs of
each family," Trannie said. "They
stretched the supplies to benefit the
most people. It took some time, but
it was worth it."
On the way to another village,
the truck became stuck in the mud,
and they had to unload everything
and lever it free.
Trannie admitted that at times
she wondered what she and her
husband were doing halfway
across the globe in a place where
they couldn't even speak the
language.
Then she would remember the
mission of Shelter Box and the
smiles on the children's faces at
each village.
"It was deployment for Shelter
Box," she said. "It's SRT and we're
a part of it. It's the meanings we
got from this.
"It's seeing people waiting on the
river bank where the bridge had
been washed out to carry Shelter
Boxes further to their camp and
seeing a line of green boxes on the
backs of men and women, some
young, some old, going down a
"It's about watching a young girl
struggle to carry a full box on her
back and knowing it's important to
her and all of them to do this for
themselves.
"It's about seeing these families
standing around in the pouring rain
to get their supplies from Shelter
Box and then in turn helping their
neighbors.
"It's about seeing a group of.
Nepalese people dedicated to
helping their fellow countrymen
with selflessness and dedication.
"It was about seeing John pay
special attention to a little boy in a
group of kids, a little boy with a
deformed hand and shy smile.
"It's coming home with
memories both good and bad, and
with memories of the friends you
have made and the lives you have
touched and with the good
impressions you left with them of
Shelter Box.
"It's knowing that it wasn't fun,
that it was hot, tiring and dirty, but
that you would go back tomorrow
to help in any way you possibly
can and thanking God that you can
do this. It's reminding yourself
constantly that it's not about you,
it's about helping those in need. It's
service above self.
"It's hard to put into words the
emotions, highs and lows you.

grateful John and I were together.
He made me strong."
John and Trannie will be on the
response team for the next two
years. They could be called upon
again, should a disaster strike and
they are needed.
Would they go back to Nepal if
the call came again?
"In a heartbeat," Trannie said.
The couple returned to the Perry
Rotary Club this week to talk of
their time in Nepal, and present the
club with a certificate informing
them where their box was
deployed. As it happened, the box
was sent to Nepal, around the same
time the Lacqueys were there.
Although they could not be sure,
one of the boxes they delivered
could have been the Perry club's
box. In all, some 600 Shelter
Boxes have been sent to Nepal
since the flooding.
"It's called service and no one
does it quite like Shelter Box,"
Trannie said.

21st century 'old home'
welcomes Christmas
tour guests on Dec. 2
The welcoming, traditional home of Charles and Tuckie Maultsby,
located at 122 Ridge Rd., will be featured on this year's Christmas Tour of
Hones planned for Sunday, Dec. 2, from 1-5 p.m.
Tickets for the tour are $10 and can be purchased from any member
of the Perry Woman's Club which is sponsoring this annual holiday
event.
"Built in 1977, this beautiful brick and wood siding home sits on 1.3
acre= nestledd under majestic oaks and tall pines," said Iris Parker,
t'a person of this year's tour. The grounds are also tour-worthy, boasting
est*ip.ed beds of camellias, hydrangeas and azaleas.
lIr.iQO, a series of major renovations was undertaken. "One of the first
wasS additionn of a front porch with a leaded glass door and side panels,"
sai c 'er. "Entering through the front, you find yourself in a small foyer
whi il&ds,to a formal living room and dining room. These rooms are
designed.for gracious entertaining for family and friends."
The Maultsbys maintain that their favorite area, however, is the kitchen,
breakfast and family rooms. "These rooms are filled with sunlight which
glistenrs:through glass doors leading to the back porch and pool area,"
Parker described.
The kitchen features granite countertops, white vinyl cabinets and new
appliances. The cabinets are designed with glass doors and are lighted to
spotlight china and crystal, while providing storage.
Even the garage entry boasts a storage pantry, utility closet, utility room
and small full bath.
"Thd large porch was added in 2000 and furnished with white wicker.
Ceiling fans and soft lighting provide atmosphere in this 'perfect spot' for
enjoying the pool and landscaped backyard."
The first floor of the home includes three bedrooms and a bathroom
with an'extra vanity area. "These rooms were recently refreshed to
accommodate our grandchildren and their parents," said Mrs. Maultsby.
TIe upstairs master suite has a sitting room, bedroom, bathroom and
two walk-in closets. A large 10 ft. by 22 ft. room offers three closets and
is used for storage, exercise and crafting.
"Our:home was built 30 years ago and since becoming the Maultsby
home in 1988, it has been completely remodeled. We hope you will enjoy
our 21st century 'old home'."
Burch is presented
achievement award
by state commission
The Florida Commission on the
Status of Women (FCSW)
recognizes meritorious women and
men- Who have improved the lives
of Florida women and/or who have
served as positive role models for
women and girls in their
communities with the FCSW
Florida'Achievement Award.
Perry resident Annetta J. Burch
was one of five recipients of this
award for 2007 during a luncheon
meeting on Friday, Nov. 16, at the
TCC Capitol Center in
Tallahassee.
Former Governor Claude Kirk
was the keynote speaker. During
his address, Kirk encouraged
attendees t6 continue with their
achievements in life. Burch
received her award for her
achievements in community
service in Citrus County, Cedar
Key and Taylor County.

While admitting that FCAT is
not without its flaws, she noted
that as Florida's measure of
accountability, it is ranked in the
Top 4 among all such tests in the
50 states. "Only California, New
York and Massachusetts are ahead
of Florida," she said.
AYP (Adequate Yearly Progress)
is the federal accountability
measure, and it's an "all or
nothing" proposition, Kemp said.
"If you have one 'no' on the list,
you don't get it. It's a zero or a
100."
"Further," Kemp said, "the bar
goes up every year so that 100
percent of all students are expected
to be at 'proficiency level' by
2014."
Having explained the two
accountability .measures, Kemp
detailed what she believes the local
district is currently, facing:
1. For'2007-08, TCSD will lose
a half-a-million dollars in federal
aid.
2. For the same year, ihe district
will see a 4 percent (up to 10
percent) decline in state funding.
3. TCSD has a 65 percent
poverty rate.
4. In the district, some 23
percent are eligible for ESE.
5. Another 28 percent represent
minorities.
6. Of the adult population in the
community, 32 percent is semi-
literate.
7. A general decline in student
population is likely, although this
year saw a slight increase.
8. Competition from private
schools and home-schooling which
are not subject to any of the
accountability testing required of
public schools.
"You can call them challenges or
problems, but this is what we're
facing," said Kemp.
There was some good news to
share, and she was quick to point
to the school district's highest
graduation rate in the Big Bend.
"We were recognized as an
Honor Roll School District, which
made it a banner year," she said.
"Plus, we're down to single digit
numbers in Level 1 students (by

It's just that our socio-economic
levels and demographics are so
different. Our teachers must work
harder to keep our students on
track."
She made a plea for "reading
buddies" from the club. "We
surely can use you to help our
students with reading," she said.
"When you see that 65 percent
qualify for free and reduced
lunches, then you have to wonder
if they can afford books, or how
much time is spent reading with
their children.
"This country is only as good as
its last generation," she maintains.
"Our work is cut out for us."
She ended with her trademark
"gorilla story."
"Success is like wrestling with a
gorilla; you don't quit when you
get tired. You only quit when the
gorilla gets tired, and the
gorilla--FCAT and AYP--don't ever
get tired. So we don't quit.

Carlton will continue to lead school board
The Taylor County District
School Board held its annual
reorganizational meeting Tuesday,
and when it was over, there weren't
any changes.
By vote of the board, Brenda
Carlton will remain as board
chairperson and Danny Lundy will
continue to serve as vice chair.
The board also voted to keep its
meeting schedule--the first and
third Tuesday of each month at
7 p.m.-- the same.
Angela Ball was retained as
board attorney.
The board's committee
appointments will also remain the
same.
Dec. 14 is deadline for public input
on proposed new science standards

resolution continues.
No one from the public spoke on
the issue during Tuesday's
meeting, and board members did
not discuss the resolution before
Danny, Lundy made a motion to
pass it. Daryll Whiddon seconded
and the measure passed
unanimously. '
The state board of education
appointed a 45-member committee
to examine and re-tool the
standards and that group published
the proposed language in
October.
The state board held a pair of
public hearings on the issue, one in
Tallahassee earlier this month and
one in Tampa last week.
Members of the public, however,
can still make comments on the
standards online. The full text of
the standards are available at
www.flstandards.org.
Visitors can rate the standards
and make comments on specific
issues.
Public comments will be
collected through Friday, Dec. 14..

to assist cancer patients
The Cancer Services and
Information group is looking for
volunteers to help improve
outcomes for patients battling
cancer.
The American Cancer Society,
Doctors' Memorial Hospital,
Steinhatchee Family Medical
Center, DMH Pediatric and Family
Medicine, DMH Family Practice,
DMH Internal Medicine, DMH
Medical Associates, Premier
Medical Clinic and the Taylor
County Health Department are
teaming up to bring the cancer
patients of Perry "the services and
information they need to assist
them on the road from diagnosis to
recovery."
Volunteers will participate
in programs to educate the
community and will assist patients
in accessing services available to
help them during treatment and
recovery.
There is an immediate need of
volunteers willing to:
Drive patients to and from
cancer treatments.
Work with health care
providers to educate patients on
programs and services.
Identify and organize
community resources to help
patients through their cancer
journey.
Licensed cosmetologists
needed to help women with the
appearance-related side effects of
cancer treatment.

'Beowulf' reimagines ancient
tale with the latest technology i
If yo. 've ever taken an English class concentrating on
British literature, you've probably read the epic poem,
".;I.. l I- Usually, it's the first one the teacher tells you
to go home and read, because it just happens to be one
of the oldest existing stories in the English language.
Ironically, the story isn't even set in England, but in
Denmark, where a great mead hall is being attacked by
the monstrous Grendal. To the king's rescue comes
Beo\r ulif, a hero of the Geats (who lived in what is now
modern Sweden). He manages to kill the great beast,
only to spur the wrath of its mother.
"Beowulf" has been adapted for the big screen several
times before now, including 2005's "Beowulf &
Grentdal." which paints the story's antagonist in a much
brigiter light. There was also the science-fiction
retelling in 1999 starring Christopher Lambert. Looking
through the list of adaptations, it S
doesn't appear that a truly faithful .'
version exists.
So. perhaps it's not overly
surprising that Robert Zemeckis'
animated version is not entirely
faithful either.
Released last weekend, -
"Beowulf" is Zemeckis' latest l"
dabbling in motion capture
enhanced animation. Unlike
films like "Shrek" or "The
Incredibles" "Beowulf" tries to
* reach a level of photo realism so
as to look like a live action film.
It succeeds, in part, as does most
aspects of the film.
Leaving the theater, I was
conflicted about "Beowulf." I i
still am as I write this review.
On one hand, it is an energetic
action movie with some
beautifully animated sequences.
On the other,.-it is an uneven story
that seems to want to add some -
more substance to the 1,000 year
old tale, but loses some of its heart along the way.
Let's start with the animation.
Much has been made of the techniques Zemeckis uses
in the film, as well as the fact that it is available in
enhanced digital 3-D. I had no plans to see it in 3-D (and
pay the premium ticket price), but a broken projector
prompted the theater I was visiting to move everyone to
ihe nex! showing, which was the 3-D version.
It was worth it--even if I had actually paid the extra
cost. While there were the obligatory spears and arrows
shooting out from the screen (more on that in a bit), the
3-D effects gave the entire film a feeling of depth. When
ihe characters walked around the screen, there appeared
to he
io,1ilmn effect.
As tor Lhe animation itself, the close up shots of
1 aractiers are beautiful, with a high level of detail in the
iair. skin and eyes. The animators were able to capture
:motion, on their fiction characters' faces with varying
leorees of success.
In wider shots. however, the characters begin to lose
their definition. In some of the earlier scenes, during the
merriment and dancing at the mead hall, the widest shots
degrade to almost the level of "Shrek," which was
distracting.
The movie really shines in its actions scenes,
especially the last one, in which Beowulf battles an
enormous dragon. That scene has to rank as one of the
best action sequences of 2007, a year filled with them.
It's really on the story side that I have my problems.
When "Beowulf" was written people wanted heroes and
adored hearing tales of their great deeds and selfless
bravery. In today's world, we're much more cynical,
almost demanding that our heroes be flawed. In fact, the
only way to get an flawless hero is to do a "wink, wink,
nod, nod" to the audience, letting them know that you
know that they know such a hero could never exist.
Look at "300," which was the closest thing we've had
lately to a hero epic. We accept the Spartans as the
selfless warriors heading off to certain death mainly due
to the stylized nature of the story telling. Despite the fact
that it was loosely based on reality, our world has trouble
accepting such people.
Back to "Beowulf." In the original story, Beowulf
shows up, saves the day, and then in the waning years of
his life, has one last grand
battle before heading off to the

Screenwriters Neil Gaiman
and Roger Avary, however,
decided to flesh out the story,
\p.mding on the original tale,
inl m ing Beowulf a more three

to expect, making him
someone we can understand,
e. cn if we can't root for him as
much as we did in the original.

tI'm not saying they shouldn't
I..e made these changes. It's
-1.iui movie. Adaptations are
iaiely entirely faithful, and
even those that take great liberties with the source
material can be enjoyed on their own merits.
In fact, I like their story on its own merits.
The problem is, such a story promises a more serious
storytelling than we ultimately get. While Beowulf gets
a full characterization, many of the supporting
characters are only dealt with when they progress the
plot. Also, many of the gags fall on the juvenile end of
the humor, as if the writers couldn't get over the fact that
they were writing an animated film.
Zemeckis and his animators also fall into the all-too-
easy trap of 3-D movies, with the sight gags I mentioned
earlier. While it can be forgiven early in the fihiti as
simply showing off, it continues once or twice later and
becomes increasingly distracting. Zemeckis, who gave
us such films as "Forrest Gump" and "Cast Away," has
proven he can make great movies. It just seems like
S"Beowulf" was dumbed down for the target audience.
Despite its flaws, "Beowulf" is a highly entertaining
action film. It is a shining example to American
audiences that animation is not just for kids. It's also a
look into the potential future of filmmaking.
With the first live-action digital 3-D film set for
release in 2008, it's going to be an interesting future for
movies. I'm just glad to be able to Watch it happen.
Just to reiterate, parents should remember that this
movie is definitely not for kids. I'mn sure the violence and
nudity would have earned a live action movie an R
rating.

Tallahassee-Leon County Civic
Center in Tallahassee for two

On May 11, 1981, "Cats" opened
at the New London Theatre in the
West End. Eight years later it
celebrated its first important
milestone: after 3,358
performances, "Cats" became the
longest running musical in the
history of British theatre. "Cats"
played its final performance on its
21st birthday, May 11, 2001.
In 1982 "Cats" opened at the
Winter Garden Theatre in New
York City and continued to live up
to its motto "Now and Forever."
On June 19, 1997, "Cats" became
the longest running musical on
Broadway. It ended its 18-year run
on Sept. 10, 2000. Last year, the
national tour celebrated its 25th
anniversary .season.

and with music by Andrew Lloyd
Webber, "Cats" won seven 1983
Tony Awards including Best

The North Florida Community
College Jazz Ensemble performs its
Fall Music Concert Thursday, Dec. 6,
at Van H. Priest Auditorium, starting
at 7 p.m.
The public is invited to attend, free
of charge, as the Jazz Ensemble
takes a musical trip back to the 1970s
performing reridibjoip of songs like
"Respect" by Aretla Fra'nklin, "That's
the Way of the World" by EaiRh Wind
and Fire, "Green Onions" by Booker
T and the MGs, the theme song from
Shaftand more.
The concert, entitled "70s Soul &
Rock," features NFCC music
students as well as guest performers
from the community. Performers
include Taylor County student Joe
Rowell (bass guitar). Directing the
concert is Dr. Rebecca Burkart,

PURSUANT TO FLORIDA STATUTE
197.3632(3)(a) NOTICE is hereby given
that the Board of County Commissioners
of Taylor County, Florida will hold a
public hearing on the passage of the
proposed Resolution to establish,
Impose and Assess and Levy non-ad
vaolorem assessment for the repairs and
maintenance of the road right-of-ways,
storm water maintenance facilities and
street lights, in Cedar Island East
Subdivision in Taylor County. The public
hearing shall be held at the Board of
County Commissioners Meeting Room
at Taylor County Administrative
Complex, located at 201 E. Green-
Street, Perry, Florida 32347, on
December 18, 2007 at 6:35 p.m. or as
soon there after as possible. The title
proposed resolution is:
RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF TAYLOR COUNTY TO
ESTABLISH, IMPOSE, ASSESS AND LEVY
NON-AD VALOREM ASSESSMENTS FOR
CEDAR ISLAND EAST SUBDIVISION, FOR THE
CALENDAR YEAR COMMENCING
JANUARY 1, 2008, AND ANNUALLY
THEREAFTER ON REAL PROPERTY LOCATED
IN CEDAR ISLAND EAST SUBDIVISION,
TAYLOR COUNTY, FLORIDA; STATING THE
NEED FOR THE LEVY OF SUCH
ASSESSMENTS; STATING THE INTENT OF THE
COUNTY TO USE THE UNIFORM METHOD
FOR LEVY COLLECTION AND
ENFORCEMENT OF NON-AD VALOREM
ASSESSMENT ON AN ANNUAL BASIS;
DESCRIBING THE BOUNDARIES OF THE
REAL PROPERTY SUBJECT TO LEVY OF
EACH ASSESSMENT; AUTHORIZING
WRITTEN AGREEMENTS NECESSARY
BETWEEN THE COUNTY AND THE
PROPERTY APPRAISER. THE TAX
COLLECTOR, RESPECTFULLY; PROVIDING
FOR COPIES OF THIS RESOLUTION TO BE
MAILED TO THE PROPERTY APPRAISER, TAX
COLLECTOR. AND THE DEPARTMENT OF
REVENUE OF THE. STATE OF FLORIDA;
PROVIDING FOR AN EFFECTIVE DATE
TUESDAY, DECEMBER 18, 2007.
