Trouble at the pond?
After decades of maintaining the City Duck Pond, imagine their surprise when officials
learned that the city did not own the property where the downtown landmark is located. The
land is owned by the American Legion, whose main'post is located on the adjacent lot. For now,.
the Legion is trying to develop a plan of action regarding the pond and park, while the city-
attorney is researching whether or not'a city crew could be utilized in clearing u` the area,
as the Legion is a non-profit organization. In the meantime, the park area surrounding the
pond hasrbecome overgrown and littered with trash.

City residents will save an
average of $9 a year under a new
water rate adopted by the Perry
City Council 4-1 Tuesday night;
however, under the same plan, two
of the county's largest employers
will see their annual water bills
soar by the tens of thousands.
The city looks to gain $291,052
in revenue under the new schedule,
which levels water charges for all
users, regardless of their
consumption rate.

The Perry City Council has
voted unanimously to close the
city pool.
"Due to the on-going expense,
the exposure liability and the short
use of the facility, I am in favor of
closing it," Councilman Doug
Everett said during budget talks
held Tuesday night.
"We welcome any entity which
might be interested in running the
pool to approach us," Mayor Emily
Ketring said.
The closing will save the city
some $56,692 next year.
Pool usage has seen a steady
decline in recent years and costs
the city an average of $54 per
swim (each use). The facility,
located adjacent to Dorsett

negotiating contracts with anyone,
but I don't want to see the city lose

during budget discussions.
"This newt rate schedule will
lower the average homeowner's
bill by about 75 cents a month and
will increase the rate for one who
are playing below (our) cost," she,
added.
Recommended by the Florida
Rural Water Association, the fees

$2.30/1,000 for the first 5,000
gallons used; $2.35/1,000 gallons.-

NFCC named one of 'America's Best'

It's not often that North Florida
Community College finds itself in
the national spotlight. A new
ranking of community colleges by
;The Washington Monthly
magazine released Aug. 21,
however, thrust the rural institution
right up there as sixth among 30 of
the top community colleges in the
country.
The report, "America's Best
Community Colleges," was written

by Kevin Carey, the research and
policy manager at Education
Sector, an independent think tank.
Four other community colleges
from the Sunshine state also made
the list: Lake City Community
College (12th), Chipola College
(18th) in Marianna, Valencia
College (23) in Orlando' and
Florida Community College at
Jacksonville (25th).
"While it is nice to receive the

recognition of a number six
national ranking of community
colleges by The Washington
Monthly, the important issue is that
our students receive a very good
education during their tenure at
NFCC," President Morris G. Steen
Jr. said.
"Our high retention and
graduation rates coupled with the
success of our students at Florida's
state universities are strong

testirrIony to NFCC's high quality"
The ranking is the first of its
kind for community colleges on a
national scale. The Washington
Monthly attributed its formulation
of a community college ranking to
four factors:
43 percent of college freshmen
begin their education at two-year
institutions;
community colleges have the
"toughest job in higher education:

teaching lower-income students."
At NFCC, 75% of students
received some type of financial
aid;
community college students--
with a host of barriers from family
worries to working full-time and
being inadequately prepared for
college work--are especially in
need of quality education; and

Taylor County

gets the blues

The 52nd annual Florida Forest
Festival is gearing up to celebrate
the greens and the blues this
October with the announcement'
that legendary blues musician
Buddy Miles will headline this
year's entertainment line-up.
Under this year's theme of
"Greens and Blues," the Florida
Forest Festival will once again
play host to annual favorite events
such as the downtown bed race,
lumberjack shows and, of course,
the World's Largest Free Fish Fry.
Also appearing on the mainstage
will be Charlie McCoy as well as
the Florida Forest Festival
Karaoke Contest finals.
Following the karaoke
competition, the entertainment will
switch gears as the Perry Opry
returns for the third time to finish
out the evening.
"We are very pleased to have
someone of his caliber joining us
at the annual Florida Forest
Festival," said 'festival
entertainment chair Dawn Taylor.
"We are glad to be adding a new

flair to the entertainment portion of
the festival this year."
Miles began his musical career
at 12 when he joined his father's
jazz band The Bebops. As a
teenager Miles played in a variety
of bands including Ruby & the
Romantics, Ink Spots and
Delfonics.
In 1967, he formed Electric Flag
with guitarist Mike Bloomfield.
The group broke up after their
second album, and Miles formed
the Buddy Miles Express.
Miles first met Jimi Hendrix
while they were both sidemen for
other artists in the early 1960s in
Canada.
Later, Hendrix produced The
Buddy Miles Express release
"Electric Church" in 1969. Soon
after, Hendrix started opening his
recording style to include guest
artists. Miles was invited to join in
and he played with Hendrix on the
highly influential "Electric
Ladyland" album. He also played

Heat wave...a new thing?

I always believed the older you became, the
cooler you would stay. My childhood memories of
the "old folks" were Grandpa and Grandma sitting
in their rocker wrapped securely under a blanket.
Well, I want to go on record that. either that belief
is untrue or perhaps I'm not as old as I thought I
was. These last few days with temperatures
soaring to the 100 mark I've made it my business
to not stray too far from the cool air inside my
house.
With the sound of the air conditioner whirring
softly to keep my house at a cool 75 degrees, it
boggles my mind to remember growing up
without air conditioning.
As I reflect on the lack of modern air, P ,Id
produce memories of sweaty hot d d
miserable nights, but somehow that is ae
memory it evokes. Instead I have lovely memories
of days in the sun as we kids ran and played until
the first shadows of twilight called us home.
With lightning bugs to light the way, cousins
and friends headed in different directions to their
homes. I grabbed my sister Leta's hand and we
raced acr-'oss the yard singing loudly, "Ain't no
buggers out tonight, Daddy shot them all in the
back." The singing was a sure-fire guarantee
against the fear of any obstacle that stood in our
way before reaching the safety of the back door.
The short space we covered was extra scary
once. my ,brother Ted 'discovered my fear of
Frankenstein. More often than not he would meet
-: us-hhalfw iviftl-hands'-.oat- stretched, walking on
stiff legs toward us with a chilling moan.
Once we encountered Frankenstein, no amount
of singing stopped our headlong race to the house
with tears streaming down our cheeks as we
struggled to breathe. Ted's laughter could be
heard as it echoed behind us. The laughter would.
abruptly stop when Mama stepped out to see
what the commotion was. "You silly girls" said
Mama. "It's your brother and he pulls the same
trick on you time after time."
We knew it was the truth but somehow it was
easy to forget when the daylight was fading and
night sounds of mourning doves and crickets
could be heard. With a stern rebuke from Mama,
Ted muttered, "I'm sorry." I was never convinced
that he was really sorry because once Mama
turned her back he would take up the
"Frankenstein" pose again. That pose was enough
to make us rush to wash away the day's dirt from
our -sweaty bodies. We knew we could not sit at
Mama's table looking like we had spent the day in
a mud hole.
After supper everyone headed to the front
porch. The front porch was a special place. It was
there we could unwind from the day's activities as
we slowly rocked or pushed ourselves in the
porch swing. Most of the time other folks would
join us and we caught the "evening news" as
Daddy, Mama and those visiting would share the
latest Taylor County events.
Listening to the banter of conversation that
flowed like a cool waterfall, our eyes would start
to droop. Mama would notice us and call,
"bedtime." That was a cue for Leta and me to
wash the sand from our feet before crawling into
bed. Stretching out'on the cool sheets with our
toes wiggling across the smooth surface we would
slowly turn over and over to capture the smell of
starch and sunshine that clung to the sheets. We
drifted off to sleep with the cool breeze blowing
from the windows that remained open day and
night for the entire summer.
Later on Daddy purchased fans to sit inside the
open windows. He said it would draw the cool
night air inside. So in a way I guess you could say
we enjoyed "air conditioning."
It's a mystery to me how we survived without
the things that seem so necessary now. Maybe
the days were not as hot or perhaps it was the
time spent on the front porch that allowed us to
cool down before bedding down.
Knowing the value of time spent on the front
porch, I try to recreate the nighttime ritual for my
family. I invite them to join me on the front porch
to rock awhile. Most of the time their answer is a
quick shake of the head and the words, "No way,
it's too hot." Sad to say, it appears they've
corrupted me. Here lately I glance at the rocking
chairs with a familiar longing then with a sigh, I
settle down to cool off in my store-bought air.

FWC: boaters should

be safe this weekend

Although the Labor Day holiday
is associated with the traditional
end of summer, recreational
boating in Florida and the need to
practice safe boating is always in
season. With more than 50
boating fatalities in Florida so far
this year, the Florida Fish and
Wildlife Conservation
Commission (FWC) is urging
boaters to be extra careful this
Labor Day weekend.
Many Floridians take to the
water during extended holiday
weekends, increasing the chances
of boating accidents. Boating
accidents usually are caused by
inattentiveness by the operator.
More than half of this year's
deaths were attributed to drowning
and may have, been avoided if the
victims had been wearing life
jackets.
"The combination of paying
better attention and wearing life
jackets all the time while on the
water would, result in fewer
injuries and deaths each year," said
Capt. Richard Moore of the
FWC's Boating and Waterways

Section.
Most boating accident fatalities
were men and most accidents
involved a single vessel. Of the 52
deaths this year, 27 were due to
drowning.
"It is not uncommon for young,
healthy men to drown," Moore
said. "No one expects to fall
overboard that is why it is
important to have a life jacket on,
whether you are anchored or under
way.
There are a variety of life jackets
available to boaters. New styles
are much smaller, lighter and more
comfortable to wear than the
traditional vest life jacket. One
new style, the "belt pack," is worn
around the waist. A "suspender"
style also is available. These types
of life jackets are inflatable and
some models activate
automatically if the wearer falls
into the water.
In anticipation of heavy boat
traffic this weekend, FWC will
have an increased presence to
promote boating safety and strictly
enforce boating-under-the-influence
laws.

Miles joined Hendrix in a
short-lived band called Band of
Gypsys. The act was based in New
York City, N.Y., and made a
famous and enduring live album
that was recorded in New York's
Fillmore East on New Year's Eve
1969.
Miles continued to work with
Hendrix during the early and mid
1970s and would share recording
studio drumming duties on songs
that appeared on records released
after Hendrix's September 1970

death, such as "Cry of Love" and
the controversial "Crash Landing."
Miles went on to produce other
records under his own name and
played with bassist David Hull
(who would go on to work with
Joe Perry of Aerosmith) and
guitarist Charlie Karp. The same
band would release a live album
entitled "Live."
In 1986 Miles performed vocals
for the California Raisins
claymation ad campaign, most
notably singing "I Heard It
Through the Grapevine" and was
also lead vocals on two California
Raisins albums featuring 1960s
R&B covers.
In 1999 Miles appeared on the
late Bruce Cameron's album,

"Midnight Daydream" that
included other Hendrix alumni
Billy Cox and Mitch Mitchell
along with Jack Bruce and others.
In 2004 Miles reunited yet again

with Cox, who also had been in
"Band Gypsies," to re-record songs
from the original live album of
1970 with a trio of guitarists that
included Eric Gale.

community colleges to produce
tomorrow's skilled, sophisticated
workforce.
The magazine's ranking relied
heavily on data from the
Community College Survey of
Student Engagement (CCSSE) (85
percent) and graduation rates (15
percent).
CCSSE data are available online
at www.CCSSE.org. Findings
from 2005-2006 were the basis of
the Washington Monthly's
selection method.
.Like all rankings--colleges or
football teams--this one has
generated its share of controversy.
CCSSE opposes the use of its
survey results for ranking
community and technical colleges
cautioning that doing so might
"obscure complex dimensions of
institutional performance and
student behavior." Also, some

critics say that graduation-rates, as
an indication of success, do not
take into account the open,
enrollment and extended missions
of community colleges.
The American Association of
SCommunity Colleges discounted
the need for rankings.
Nonetheless, national college
rankings are an anticipated
tradition and prelude to the fall
college term.
In a recent release of CCSSE
2007 survey results, NFCC again
demonstrated a high level of
student satisfaction, particularly in
areas of student/faculty interaction
and support for learners.
"We are delighted that NFCC
did so well on the Community
College Survey of Student
Engagement, scoring above the
national mean in almost, every
category," Steen said.
"CCSSE results indicate that
NFCC students are deeply
involved in their college learning
experiences and are very satisfied

with the teaching and learning
practices delivered by the college.
NFCC will use the CCSSE data to
make the NFCC experience even
better," said Doug Brown, dean of
the Educator Preparation Institute,'
recruitment, retention and grants at
NFCC.
"While NFCC is pleased to fare
so well in comparison with other
institutions, it recognizes that

rankings are highly subjective and
frequently do not take into account
the widely disparate missions of
community colleges,' Brown
added.
Still and all, NFCC is basking in
the spotlight.

Before 'Heroes' saves the world

again, catch season one on DVD

With August winding down and with it the last hints
of the summer blockbusters, we prepare to enter
September and the action turns'to television with the
debut of the fall season. The networks have prepared a
plethora of new shows in their attempts to garner our
attention. By next June, few will remain on the air. It's
nothing againstthis year's freshman class of shows, it's,
just what happens evety year.
The networks seem more and more anxious to kill a
show at the first sign of poor ratings, even if they don't
have anything suitable to put in its place. Fox just
canceled one of its summer shows, "Anchorwoman,"
after only one episode. I'm not .
saying it was worth keeping M0
on the network, but talk about
a short honeymoon.
People forget that in the
past, before the heat 3
competition from cable and ,-
the Internet, networks \,ere
much more-willing to egie ea 3
show a chance. "Cheers," for
instance, was at the boom ot
the ladder its first season--n
ranked 74th. Positive critical JLE
reviews and a good showing t n
the Emmys kept it around, and
in time, coupled with "Farmil .' .
Ties" and "The Cosby Shon." a I"
NBC's Thursday night line-up I, l,,t
became known as "Mus See i
Thursday."
Perhaps it was memories of
the good old days, or the fact i
that NBC is usually ranked
last in the network ratmns
race, that made the network P ME
decide to buck recent trend' E
and renew the poor-in-ratingS. i1
but critically praised Fnda
Night Lights" for a second season.
NBC's bright shining light, however, for last season
was definitely "Heroes," the network's super-hero serial
created by Tim Cring.,
The first season of the hit show was release as a DVD
box set this week.
Taking a real-life approach to..a subject covered by
comic books for decades, "Heroes" follows a group of
people who find that they have special powers and have
to decide what they will do with them.
"In recent days, a seemingly random group of
individuals has emerged with what can only be
described as 'special' abilities," says the scrolling text as
we begin the first episode. "Although unaware of if now,
these 'individuals will not only save the world, but
change it forever. This transformation from ordinary to
extraordinary will not occur overnight. Every story has
a beginning."
And in the ensuing hour, we meet our first heroes:
Claire Bennet: A high school cheerleader in Texas,
she has the ability to regenerate almost instantly from
almost any injury. With the help of a friend, she is testing
the limits of her power.
Hiro Nakamura: A Japanese office worker, he tells
his friends that he can "bend the space/time continuum"
speeding up or slowing down time as well as being able,
to "teleport." Despite his friend's skepticism he is
dedicated to learning how to use his powers to help the

world and live up to his name of Hiro.
Isaac Mendez: A heroin-addicted painter in New
York, he has the ability to paint the future, but thinks that
he can only do it while he is high. His also writes and
draws a comic book series called "9th Wonder," which
tells the story of a Japanese office worker with the
ability to "bend the space/time continuum" by the name
of Hiro.
Peter Petrelli: A hospice nurse who keeps having
strange dreams about flying and begins to think he
actually does have such an ability.
Nathan Petrelli: Peter's brother, he is currently
running for congress and is
worried that Peter's antics
Si ll hurt his campaign.
S Does he have powers? In
.0. s Peter' .dreams he does.
Niki Sanders: A single
mother who will do
% khate'er it takes to make
sure her son gets what he
i! needs, she seems to have an
alter ego with a very
different personality, and
she often sees her reflection
move of its own accord.
Exhibiting signs of a split-
personality is bad enough,
but when her personality
appears to have super
strength, it could be a lot
worse.
None of them know of
one another at first, but that
begins to change when
Mohinder Suresh, an Indian
genetics professor at the
University of Madras,
S -travels. to -New 'York
ollcm ing the death of his
father. He finds that his father was murdered and it may
be linked.to his research on people with special powers.
As the series continues, and we meet more heroes, we
also learn that Mohinder is not the only person aware of
those with special powers.
Some want to control them, and at least one, a
mysterious serial killer named Sylar, appears ready to
kill them all.
When Peter gets a visit from Hiro from the future, he
is warned that the world is in danger and only they can
help. "What can we do?" Peter asks.
"Save the cheerleader, save the world," Hiro replies.
In that momefit a new phrase was added to our collective
pop culture and "Heroes" made its spot as well. ,
In addition to the first 23 episodes contained by the
seven-disc set of "Heroes:. Season One" released
Tuesday, the collection also offers a number of extras
including cast commentaries, the 73-minute unaired
pilot episode (which was cut down to the one that was
aired), some 50 deleted scenes from various episodes
and several making-of features.
While it's impossible to watch every show on
television, not to mention unhealthy, "Heroes" Was
. .definitely the best new show I caught from last season.
In fact, it sneaked its way to number two on my must-
watch list behind "Lost" each week.
: Season Two is set to debut Monday, Sept. 24, at 9 p.m.
on NBC.-
