Hunting camps
to get break
on garbage?
What is a fair rate to charge
hunting camps in the county for
their garbage production?
That was the question facing
'commissioners last week as they
discussed a possible exemption to
Jhe county's solid waste
assessment for hunting camps.
.Currently the county charges
$140 annually.
.Commissioners have raised the
assessment the past two years.
During budget hearings in 2005,
the commission raised the
assessment from $117 to $140.
Later that year, they approved an
amended ordinance which
eliminated a $36 second-home
exemption.
-Last year, they raised the
assessment again to $140, while
eliminating tipping fees collected
at roll-off sites for certain
materials.
According to county officials,
the changes were an attempt to cut
down on vandalism and people
breaking into the roll-off sites after
hours to avoid paying the
additional fees.
The current discussions were
prompted by County Tax Collector
JijckTedder, who said it was unfair
to charge $140 per site for hunting
caips only used part of the year.
Tedder provided commissioners
with a proposed definition of a
hunting camp and suggested a fee

State accepts. withdrawal of TEC
The Florida Public Service
Commission (PSC) voted
unanimously Tuesday to accept a
voluntary withdrawal of the Taylor
Energy Center need determination
petition, ending an almost year-
long process and bringing the $1.5
billion project one step closer to an
end.
The four utility partners behind
the proposed 800-megawatt, coal-
fired power plant announced in
early July that they were -
suspending their permitting efforts
and would close their office in
Perry.
They cited growing ,concerns
over carbon dioxide, a recent
decision by the PSC to not approve
a coal-fired plant in Southern
Florida and comments made by
Gov. Charlie Crist. ,
Florida Municipal Power
Agency, JEA, Reedy Creek
Improvement District and the City
of Tallahassee filed the need
determination petition in
September.
A public hearing was held over
several days in January with the
commission scheduled to ,make
a decision in February.
Commissioners, however, voted to
delay their determination until
March 13.
Four days before that hearing,
the partners filed a motion for a
limited re-opening of the record
after errors were found in
computer models affecting the cost
analysis for the City of
Tallahassee.
On June 8, the commission
agreed to re-open the record to
allow the partners to introduce new
testimony concerning
computer modeling.

city water services could cost two
local business thousands, city
residents would see a 75 decrease
in their monthly bills.
The new fee schedule,
recommended by the Florida Rural
Water Association, would stagger
rates based on consumption.
Currently, residents pay a flat
$2.40/1,000 gallons of water
used.
The reduced rate would start at..
$2.30/1,000 for the first 5,000'
gallons used; the price would
increase to $2.35/1,000; for
consumption of 5,001 to 10,000
gallons; and max out at
$2.40/1,000 gallons for everything

According to the study

average city household uses about
7,063 gallons per month. Under
the new rate, the average water bill
would be $22.53.

Rowell announces run for
county tax collector post
Public accountant and rancher
Kyle Rowell has announced that
he will seek the office of Taylor
Kyle Rowell
County tax collector in the 2008
election.
"I have always wanted to serve
Taylor County in this capacity,"
Rowell said.
He is a seventh generation
Taylor County resident and was
born and raised here. He graduated
from Taylor County High School
in 1993, attended North Florida
Junior College and was the first in
his family to ever graduate from
college.
Rowell graduated from Valdosta
. State University in 1998 with a
bachelor's .degree in business&
administration with a major in
accounting and a minor in public
administration.
He said that he has also served
many local friends and residents
over the past 10 years as their
professional tax preparer and
consultant with tax savings being
his number one goal.
"I promise to serve Taylor
County with dignity and always to
be available to assist any Taylor
County taxpayer on any issue he or
she may ever have," Rowell said.
He is the son of Walter Daniel
Rowell and Gerry-Ann Persons
Rowell. He is the grandson of the
late Lawrence Hilton Rowell, A. L.
Cribbs and Virginia Tedder
Rowell.
Geraldine Grubbs Persons
Cribbs is his surviving
grandmother.
Rowell has served on the Taylor
Democratic Executive committee
since he was 18 years old and has
been treasurer of the committee
since 1998.

the intersection of Center and Green streets before students
return to school Monday morning. According to City Manager
Bob Brown, they are awaiting a control board that was
donated to the city. Residents are reminded that the
intersection remains a four-way stop until the light is

Members. of the Roseheads of
Perry, chapter 2207 of the Red Hat
Society, met on Wednesday, July
18, at Marshall Health Facility, for
a "Christmas in July" party. The
ladies arrived at 2 p.m. and began
by decorating a small tree in red
and purple. Peggy Williams baked
and decorated two large cakes for
this party. These beautifully
decorated cakes, red punch and red
poinsettias covered the
refreshment table. Nancy Joyal led
the singing of Christmas carols;
she was accompanied on the piano
by guest Red Hatter Doris
Lepoma. Each resident was given
a gift. Punch and cake was served
and enjoyed by all.
The regular luncheon/meeting of
the Roseheads was held on
Saturday, July 28, at 11:30 a.m.
Nineteen Red Hatters (50 and
over) and one Pink Haiter (under
50) gathered in the banquet room
of Rosehead Junction in downtown
Perry. The tables were beautifully
decorated with purple tablecloths
centered with red candles, and
other red and purple accents. A
small gift bag with a variety of Red
Hat items--an ornament, charm,
magnetic flashing pin and candy--
was at each place setting to be
taken upon leaving. These were
gifts from the July committee of
Cheryl Gregory, Norma McGuire
and Mary Becht.
Upon arrival, each lady put
photos for the Photo Swap on a
large table. Throughout this time
together, the ladies chose photos
for their own collections., There
was much conversation and
laughter generated by these photos.
After ringing the Red Hat bell,
Cheryl Gregory welcomed
everyone and thanked Carol
Gunter "for the beautiful and
appropriate decorations," noting
for the membership, "she is also
treating us to a special dessert, a

birth of their daughter, Karisma
Raine, on June 14, 2007, at
Tallahassee Memorial Hospital.
She weighed 6 pounds, 1 ounce,
and was 18.75 inches long.
Maternal grandparents are Pam
Poitevint ,and the late Bobby
Lankford. Paternal grandparents
are Willie Mae Jackson and Joseph
Gillyard Sr.
The baby was welcomed home

Wilson wins first at state
Senior 4-Her Maisie Wilson placed first overall at the 4-
H state, competition in the Share the Fun Talent Show. The
state competition was held on the University of Florida
campus in Gainesville during the recent Florida 4-H
Congress. Wilson, representing Taylor County and this
district, competed against other district qualifiers to take
home the top prize for her rendition of "My Strongest Suit."

Fish still bite in
100 degree heat

One More Cast Guide Service
It was 100 degrees out last
Wednesday when I took Joyce out
fishing and scalloping. We had her'
limit of five trout in under an hour
fishing in 6 7 feet of water. Live
pinfish under Cajun Thunders were
the ticket. We threw back ten
short trout and hardly used 20
baits.
I followed Wednesday with a
tough day Friday, with only 8
trout for my charter from
Valdosta, with Curtis Jackson,
Terry Haney and Charles Barnard.
Curtis landed a 22 inch trout
from 7 feet of water while Terry
had a 21 inch fish from less than
2.5 feet while we searched for reds.
Go figure? Again we fished live
pinfish, pigfish and squirrellfish
under Cajun Thunders.

from 5:30 p.m. until 6:30 p.m.
Fish adjacent to breaks and look
for baitfish to be effective this
time of year. Use the stronger
tides of the particular day and
expect a "bite" of less than two-
hours each tide.
No offshore reports this week.
Scalloping was fairly easy, as I
took Joyce out two days and we
had our limits in under two hours
each day. We concentrated on
water 4 to 6 feet deep and were
less than two miles from the jetty.
Scallopers are driving their
boats all the way up from
Steinhatchee to Piney Point, at
the tune of over 50 per day, so we
must be doing real good in
comparison to the waters south of
here.

Aug. 28 from the Florida Fish and
Wildlife Conservation Commis-
sion (FWC).
To apply, hunters can obtain
application worksheets at

FWC regional offices. Appli-
cations may be submitted at
www.wildlifelicense.com/fl, coun-
ty tax collectors' offices or at any
license agent beginning at 10 a.m.

safety course in Jefferson County.
The course will be at the
Jefferson County Correctional
Facility training building, 50 Big
Joe Rd., in Monticello.
Instruction will take place 6-9
p.m. Aug. 31 and 8 a.m. to 5
p.m. Sept. 1. The firing-range
section of the course is scheduled
for Sept. 2.
Individuals who have taken the
Internet course and wish to
complete the classroom portion of
the course must bring the online
completion report and attend only
the Aug. 31 class from 6-10 p.m.
and complete the range portion

provisions in it to open it up and

than half the rate of inflation.
"The recognized standard ,for
affordable water and sewer is equal
or less than 2.5 percent of the
average household income of

"If the' council adopts both the
water and sewer fee changes, that
would put the City of Perry at 2.1
percent, still below the average,"
he said.

needs."

Taylor County Public Library
One thing seems obvious. Both
fishing and reading are relaxing
pastimes enjoyed by many..
Why, though, are we even
exploring the relationship between
fishing and reading?
It's really quite simple. We
believe that the Taylor County
Public Library is an important
resource in this community.
Many have worked hard over the
years to build a useful and
meaningful collection of reading
materials. So we were looking to
get the word out in a way that
would appeal to everyone.
The question was: What one
thing do most people in Taylor
County have in common?" The
answer: "They love to fish!"
And of the few who don't love to
fish, surely most love to eat the
mullet, grouper, redfish, bream,
crabs, shrimp and scallops that are
caught by the, rest of the
population!
Of the very few who don't even
like fish, never mind fishing, they
probably at least enjoy watching
fish swim in an aquarium, and
surely they are fully aware that
much of the population in Taylor
County are fishing enthusiasts!
So, there you have it! We have
found something that transcends
all other invisible lines that might
divide us. The love for--or at least
the recognition of--FISHING!
This is the proverbial "river that
runs through" our community!
While fishing is common to
most folks around here, we. are all
individuals.
Some love deep sea fishing.
Some prefer fishing the creeks and
rivers. Others love the lakes, ponds
and sink holes. Some prefer fishing
from shore while others use a boat.
One may use rod and reel. Another
may fly-fish. Still another may
prefer his or her good ole trusty
cane pole. One might catch and
release. Another may catch and
eat!
It's the same with reading. One
may prefer a long epic novel.
Another may be fishing for a short
story. If a novel is an ocean, then'a
magazine is a pond.
One person may like to dive in
and explore a deep, vast sea of
words, while another may enjoy a
stream of light reading. Yet another
may desire a babbling brook or a
winding creek. It's all here at your
library! ,

To mark the first day back for teachers for the 2007-08 school year, the Taylor County School District held its annual welcome-
back breakfast Monday morning at Taylor County Elementary School. The event, sponsored by Buckeye Community Federal
Credit Union (BCFCU) and catered by Joyce's Main Street Cafe, saw hundreds of teachers and staff gathered together to listen

This brings up something else
reading and fishing have in
common. Both are brain food! So,
feed your head!
When fishing and reading come
together, they can both improve
and enhance our enjoyment of
each.

in reels or the top performing

Here in Taylor County even the
mightiest of fishermen is unlikely
to harpoon a whale.

Both fishing and reading can
take you to,places you might not
otherwise go.
Fish aren't biting? Why not turn
some pages? Have you ever tried
it--reading while you fish?
Especially for busy people, the
time spent waiting for a tug on the

opportunity to get in some reading!

County Chamber of Commerce, is
doing it again.
The next live event will be
Saturday, Aug. 25, at the Heritage
Pavilion .at Forest Capital Park.
The three-hour music show will
start at 7 p.m. and will be broadcast
live over radio and the Internet.
This Perry Opry will be partially
sponsored by the popular "God's
Country" radio program and will
feature Southern gospel and
country music, organizer Andy
Jackson said.
Gabby and the Southern Sounds
will provide bluegrass gospel
music at the event. Gabby DeVane
can be recognized from WGWD
93.3 FM..
"Their performance is a rare
treat for this area," Jackson said.

will be returning with special guest
Mollie Lynne. Rick Knowles will
be joining the group for this.

Canada, Germany and Japan, and
toured the country coast to coast.
"Quent's vocal style is a mix
between George Jones, George
Strait and Merle Haggard,"
Jackson said.-
Josh Noland and Friends will
have other special guests including
local favorite Mike Denmark, who
will be featured in a solo
performance. A new local vocal
group, The Trio, featuring Lynn
Tyson, Jamie Portwood and Carol
Patrick, will be performing
publicly for the first time at the
Perry Opry.
"The first Perry Opry was well
attended with folks coming from
all over North Florida and South
Georgia," Jackson said. "Live 365,
the streaming Internet provider for
WPRY reported that listenership
peaked at an all-time high during
, the, OPRY with connections from
all over the country, including
Nashville," he added.
The third Perry OPRY is
scheduled for Saturday, Oct. 27, at
7 p.m. during the Florida Forest
Festival and will feature country
music legend Charlie McCoy.
The Perry Opry is a free event to
the public.

and gospel music," Jackson said.
Food and drink will be available
at the event. As this is a family-
oriented event, no alcoholic

Editor's Note: Summer vacation is drawing to a close for hundreds of Taylor
County students and this week's "Go" recommendation takes them back in time to
the classroom of 1956-57.
Who do you know from Mrs. Iris Swain's first grade class at Perry
Elementary School? Taken during the 1956-57 school year, the photo
gives us a firsthand look at the standard classrooms of the day--chalk
boards, wooden tables and all! These first graders--who included Phillip
Mantzanas, Janice Pettitt Murphy, Danny Williams, Jim Moody, Jimmy
Poppell, Sara Ann Young Gray, Gerald Lemond, Diane. Mathis Cruce
and Suezette Stephens--went on to become the graduating Class of 1968
at Taylor County High School. Plans are underway now for the class'
40th reunion next year (2008). An organizational meeting will be held
Tuesday, Aug. 21, at the union hall located at the comer of Plantation
Road and Old Dixie Highway. All former classmates are invited to
attend; the meeting begins at 7 p.m. Anyone with contact information
for a 1968 graduate may contact Suezette Stephens at 838-0536.

SCHOOL BOARD ADOPTS
$4.5 MILLION BUDGET
The boldest of headlines
declared that the Taylor County
School Board ,had adopted a
budget for 1972-73 which
- exceeded $4.5 million. The
motion for acceptance was made
by John Lundy and seconded by
Bry Freeman; Willie J. Wilder
joined the two in voting in favor of
the budget. Chairman Helen
Panebianco and A.J. "Buck"
McLeod voted against the budget
proposal, which passed 3-2.
HISTORICAL SOCIETY
GETS BANK BUILDING
The Taylor County, Commission
voted to allov the Historical
Society to take over the old bank
building "for one year, on a trial
basis."

MAROONED ON GULF
Billy Pillow, Reagan Fox, Terrell
Smith and Felix Nail spent, an
"uncomfortable night on the Gulf"
after the engine on their new boat
failed about 15 miles off
Steinhatchee. When they did not
return to Taylor's Fish Camp, a
search was instituted and a
Buckeye Cellulose plane spotted
them the following morning.
Rough waters delayed the tow-in'
until mid-afternoon, but a wife of
one of the boaters reported that no
one was injured.

'GIFTED PROGRAM
BEGINS IN PERRY
The school board transferred
Ruby Nell Collins from Perry
Primary School to a position
"teaching gifted children." Special
classes would be set up at Perry
Primary, Gladys Morse and Perry
Elementary. "It's a new program,"
said Supt. Alan Hart, "something
we've never had before so it's not
possible, yet, to outline just what it
will embrace." The program was
being funded by a special grant.
GREENE LEADS TEAM
TO WIN IN PANAMA CITY
The Perry Little League All-
Stars defeated West Palm Beach 3-
2 behind the pitching of Buzz
Greene in the opening game of the
Little Major League Tournament
which was being held in Panama
City. Mike Grant hit a homerun
over the centerfield fence with two
men on base. Greene struck out
seven batters for the team, which
was coached by John Morris and
Donald Grant.

FOOTBALL SENIORS
INTRODUCED
Sports page sang the glory of the
following senior athletes who were
expected to enhance the strength of
the Taylor County High School
football team:
Lamar Hathcock, a 5'8" back
who weighed 155 pounds, brought
six years of experience to the
gridiron, and would play both
sides.
Thomas Wiley, new to the
Bulldogs, was expected to play
offensive fullback and defensive
end. He was 6 feet tall and
weighed 170 pounds.
*, Joey Ratliff, with one year of
experience; was described as
"tough and aggressive." At 5'10"
and 155 pounds, Ratliff was eyed
for center on offense as well as
punt snapper and extra point
snapper..
Eddie Borklund, 5'8" tall and
140 pounds, returned to the
gridiron after a two-year absence,
and was expected to play wingback
on offense and halfback on
defense.
Gherry Rolle, a varsity
mainstay for two years, would
apply his 5'10" of height and his
165 pounds to fullback/halfback
duties..
Eddie Aaron was expected to
play quarterback and wingback on
offense. He was 5'9" and weighed
140 pounds.
Stewart Mixon, at 6'1" and 175
pounds, was inexperienced, the
coach said, but would make up for
that with his strength arid
toughness.
Glenn Kemp was described as
"rugged and likes to hit" by Coach
Glynn Watts.
Joe Deal would be the
offensive center and he was the
twin brother of another Bulldog
team member, both with promise.
Sebring Ratliff, was expected
to be a "Bulldog mainstay," and
just happened to be the brother of
quarterback, Glenn Ratliff, and
former quarterback, Hardee
Ratliff.
Ronn\ Jone. was the coach's
"gritty" ..,a-up tor quarterback.
Marshall Millican was
described as a "crunching tackler
with an excellent attitude."
Roland Simons, who missed
spring training due to injuries, was
eyed for the offensive guard/tackle
position.
Kim Howell, though
inexperienced, was expected to
develop into a good football
player, as offensive guard and
defensive guard/tackle.
Louis Panebianco would be
tailback on offense and halfback
on defense. The coach said, "He
plays to win...."
Jim Deal was the twin who
likes to hit and be hit, according to
the coach, who was ready for
football!
