More than $194,500 will be
distributed to 18 human-services
agencies operating in Taylor
County thanks to supporters of the
2006 United Way of the Big Bend
(UWBB) campaign.
A group of Taylor County
volunteers recently completed the
allocation process, working to
disburse the money "in a fair and
unbiased manner so that these
select agencies can provide
services for local people in need
year round," said Glenda Hamby,
UWBB Campaign manager for
Taylor.
The Taylor County Community
Investment Team included June
Evans, Scott Barton, Mark
Wentworth, Connie Ernst and
Alyce Watkins.
"The team's agency review
process includes several
components that take time to
complete properly. Taylor
agencies or new applicants submit
an application to remain or
become a UWBB agency for
Taylor. This application is
comprised of a description of their
programs offered to clients,
numbers of clients served in that
county, how the lives of their local
clients change for the better
because of their programs, budget
information on the agency, and a
list: of their board of directors,"
Hamby explained.
The team also makes on-site
visits to the agencies, studies their
budgets and hears testimonials
from clients and/or agency
volunteers.

Former resident killed in rollover
A former Perry resident was
ejected and killed in a rollover
crash that occurred in Madison
County on! Wednesday around 4
p.m.
Larry Donnell Upshaw, 44, was
pronounced dead at the scene and
the Florida Highway Patrol is
investigating. z
Upshaw was the passenger in a
1993 Ford Mustang driven by
Dianne Miller, 35, of Madison;
Miller was also ejected from the
vehicle during the crash and
sustained serious injuries.
The car was eastbound on State
Road 10 near Lee when the right
rear tire tread separated,
causing the driver to lose control of
the vehicle, according to a report
from FHP Cpl. J.B. Woodward.
The car traveled off the
roadway onto the north shoulder,
striking several trees and
overturning.
The Madison County Sheriffs
Office, Madison EMS and Lee Fire
Department assisted at the scene.
Charges are pending results of the
investigation.
Upshaw was born and raised in
Perry. He is survived by his wife,
Willie Belinda Upshaw of Perry;
three brothers, David Upshaw and
Darell Upshaw, both of Perry, and
Shawn Smith; one daughter,
Johnnie Mae Upshaw; two
stepdaughters, Sheila Taylor and
Sarah Jackson, both of Perry; and."
38 grandchildren.
Funeral services will be
announced in next Wednesday's

$200,000 grants 'Fort-ify' project
The scope of Fort Steinhatchee
is growing after county
commissioners agreed Monday to
apply for a Florida Recreation
Development Assistance Program
(FRDRAP) grant for
improvements to the Steinhatchee
Community Center.
According to County Grants
Coordinator Melody Cox the grant,
administered through the
Department of Environmental
Protection's Division of Parks and
Recreation, is for up to $200,000.
There will be no required match
for the county if it receives the
grant.
The county's application, which
must be submitted before Sept. 10,
requests funding for expanding the
parking lot at the community
center,, part of which will be used
for a basketball court and
volleyball court, funding*
assistance for restrooms, security
lighting and additional fencing
along the roadway.
Cox said she is also asking for
funding assistance for the
. playground facility the county is
seeking through Steinhatchee's
recent designation as a Playful
City USA.
Cox first approached
commissioners in June about
potential projects for the FRDAP
grant, suggesting the community
center. Commissioners voted
unanimously to move forward with
the Steifihatchee project.
The county may only have three
FRDAP giants open at any given

County.
The bridge over the:
Fenholloway River on U.S. 27 and'
the relief or approach bridge to the
main bridge over the Aucilla River
on U.S. 98 are both on the list.
According to Gina Busscher
with the Florida Department of
Transportation's (FDOT) District 2
office in Lake City, the two Taylor
County bridges are still considered
safe.
"We would not have traffic on
these bridges if it was a danger to.
the public," she said.
Busscher said bridges that are
labeled structurally deficient get
special attention and more
frequent inspections.
"FDOT inspects bridges on a
regular basis (at least every two
years) and we feel our bridge
inspection system works well. If
there was a bridge that was
questionable, then we would not
allow it to remain, open to traffic.
We have never had a bridge
collapse in the state of Florida and
we work toward ensuring that all
of our roadways and bridges are
considered safe," she said.
Busscher said the Aucilla Relief
Bridge has cracks in its structure.
The main bridge, which was
constructed in 1952, is fine, she
said.
Both the Aucilla bridge and the
one over the Fenholloway, which
was constructed in 1950, are
scheduled to be replaced in 2013. -:
FDOT's Lake City office covers
18 North Florida counties. Other
counties with structurally deficient
bridges include St. Johns, Duval
and Nassau counties.

Aug. 14 marks the 62nd anniversary, of the end of the war in the Pacific as
well as the end of World War II.
Following the dropping of the first atomic bomb on Hiroshima, Japan, on
Aug. 6, 1945, and the second atomic bomb on Nagasaki, Japan, on Aug. 9,
1945, the Imperial Empire of Japan agreed to the terms of surrender on Aug.
14, 1945.
This event forever changed the lives of over one million members of the
military who were serving in the Pacific Theater who would have been
casualties during the invasion of.Japan and countless numbers to finish the war.
Were it not for the decision of President Harry Truman to use the atom
bombs to end the war, many of us would not be here today.
Although the official date,of VJ Day is Sept. 2, 1945, when the surrender was
actually signed, for all practical purposes to the survivors it ended on.Aug. 14,""
1945.
To many living today, neither date has any significance as there is little said .
or mentioned concerning it. To those who survived, this is a special day in the
lives of all that were a part of that time.
There are some still living in Taylor County today who were a part of that .
group of veterans and they should know that they are remembered for their f"

Special meeting will look at
GUA for Steinhatchee utilities
Residents in Steinhatchee and Jena are getting closer to a unified
government utility to oversee the communities' water and sewer services
after the Dixie County Commission approved last week an interlocal
agreement with Taylor County.
The government utility authority (GUA) agreement will be the focus of
a special meeting of the Taylor County Commission Tuesday, Aug. 7, at 6
p.m. at the Taylor County Courthouse Annex.
Commissioners will then hold a public hearing during their regular
meeting Tuesday, Aug. 14, to formally adopt the agreement.
If the commission does agree to the document, the final step will be for
the board of directors of Steinhatchee Water Association (SWA) to
approve it.
SWA will then become a the new unified GUA to offer services to
residents and developers along both sides of the Steinhatchee River.

Christy Lutz, who is helping
administer the program, pregnant
wdmen are grouped together for
their prenatal care at the health
department.
"We take them out of the exam
room and place them in a group
setting," Lutz said, adding that the
program has been in place for
more than a year.
"At first, we were not sure if
women would be comfortable with
it," she said.
The goal of the program is to
reduce the number 'of low-weight
babies born in the county. She
quoted a study of similar programs
in which the weight of babies
born increased by an average of a
pound.
The women meet 10 times
during their pregnancy, and are
able to talk with one another about
problems or issues.
Of the six women in the first
group, all gave birth ,at full term,
with the largest baby weighing
more than 11 pounds.
The second group of women are
beginning to give birth, and'while
one mother did have her baby
early, the child weighed almost
five pounds.
The third group began meeting
this week.
"It becomes a support group,"
Lutz said. "All of the participants
surveyed said they prefer the group
setting."
Those in attendance agreed with
a proposal by Bitner to "adopt" the
new group of women in the
program, providing gifts and other
.necessities for their upcoming
ineetings.
Robin Walker, who, along with
her husband Charles and their
daughter Sydney, were the
ambassador family for last year's
campaign, spoke Thursday about
her work at Healthy Start.
The organization's goal, she
said, is to help women before they
become pregnant to lower the
number of low-weight babies in
three-county area, including
Taylor.
According to 2006 statistics, of
the 244 births recorded in Taylor
County, 27 were born under 5.5
pounds and three were born under
3.3 pounds.
"If you take care of yourself
before you get pregnant, you will
have a better outcome," Walker
said.
Healthy Start recently received a
grant to establish women's health
ministries at area churches to
promote healthy lifestyles,
including investigating family
health histories, suggesting ways
to eat healthier on a budget and
identifying warning signs of health
problems.
Gunter closed the meeting, with
the announcement that this year's
campaign goal was $40,000. Last
year the campaign raised almost
$30,000.

If you're overwhelmed by the feeling of loss
following a loved one's death, Covenant Hospice
invites you to participate in its Grief Support sessions
planned Sept. 4-Oct. 9. Th6 sessions will be held from
6:30 until 7:30 p.m. at the hospice's office in Perry,
2075 Byron Butler Parkway, Suite 9.
Sessions will deal with the phases of grieving ("Am
I Normal?"), self-care activities for coping, handling
special days and holidays, sharing memories and
looking forward. Individuals are encouraged to attend
all six sessions "as they are stepping stones to
healing," said Elizabeth Robinson, a bereavement
specialist. "Support groups allow individuals the

and early September when the hot,
sultry weather for summer usually
occurs in the Northern
Hemisphere. We are right in the
middle of it, and our lawns could
be looking the worse for it, if we
don't watch the rain (or lack of it)
and lawn pests common this time
of year. There is much to do.
It's difficult at the time of
writing this article to predict the
weather, and what it does has
everything to do with how we
maintain our lawns. If the weather
turns completely dry, while
temperatures are in the 90's, St.
Augustine grass can die within a
matter of 10-14 days if it doesn't
get water. Watering to keep it
alive will again be critical (as it
was this spring) but let's do it
right!
Check sprinklers on a regular
basis during dry periods, because
when most systems come on, no
one is awake to see if they were
working properly.
Check to see that each zone,
when it does come on, is
delivering at least one-half inch
(but never more than three-
quarters of an inch) of water. You
need to water deeply enough that
the wetting pattern will reach to
*the lowest rooting zones and not
just stay near the top surface,
where it would too quickly be used
or evaporate. That half-inch
targeted amount should wet to a
depth of 8-10 inches. Leave each
zone on long enough that this
amount of water is delivered,

pop-up heads to work properly.

Once again therefore, we can't
expect for every system to do
everything it was once designed to'
do by itself during
severe/extended drought.
For those who lost grass, now's
the time to begin considering
replacing it, especially when rains
begin coming on a regular basis.
To do a proper job of this, make
sure, if you are using sod, it is
fresh sod--72 hours since it was
cut at the sod farm and put in
place. Learn of the morning it is to
arrive, be there to pick it up and try
to have it all spread by no later
than the next day. .
Sod is a perishable product. If
you think about it, you have a
layer of organic soil, with a layer
of green (highly. nourished)
organic matter (the grass) and
plenty of moisture. It's a compost
pile ready to heai--and it will. Left
on the pallet, the center portions of
the pile simply "cook!"
When laying sod it is best to.
place it on .the ground and push it
in place by grabbing and sliding it
up. This requires getting on one's
'knees to do the job properly.
Standing up, dropping and
"kicking" it in place leads to sod
pieces that curl up against the
pieces they are being, slid into.
Rake out all the dead grass
before laying sod. Also, get all the
weeds.. It is a good practice to
apply systemic herbicides such as
one of the glyphosates (Roundup,
Kleenup, etc.) to weeds and wait
the 2-3 weeks necessary to make
sure they die before sodding.
Note: If you need to level the
ground before sodding, do not use
fill soil or what is sold as top soil.
Level instead with construction
grade sand (also called sandbox
sand). Once spread, begin
watering for short periods (10-15
minutes) daily*for 7-10 days and
then begin to cut back, providing
intervals long enough to deliver
the one-half inch of water
suggested at cycles no more
frequent than twice a week.

Gospel sing slated at Lake Bird Methodist
'Everlasting Arms' to sing Sunday
Lake Bird United Methodist Church invites you to attend a gospel sing
performed by the Everlasting Arms of Madison on Saturday, Aug. 11,
beginning at 6:30 p.m. Light refreshments will be served. "Come and

Athena observes 110th Homecoming
The members of Athena Baptist Church invite everyone to join in
celebrating their 110th Homecoming this Sunday, Aug 12.
"If you have been a part of Athena Baptist in years past, we invite you

McMullen. Guest speaker for the day will be the Rev. Jack Anderson, with

Services begin at 10:30 a.m. and will be followed by a "delicious, old-

Being a parent carries no right to
slap and intimidate a child because
you had a bad day or are in a lousy
mood. It is this kind of unjust
discipline that causes some well-
meaning authorities to reject
corporal punishment as a method
of discipline.
Just because a technique is used
wrongly, however, is no reason to
reject it altogether. Many children
desperately need this resolution to
their disobedience. In those
situations when the child, aged 2 to
10, fully understands what he is
being asked to do but refuses to
yield to adult leadership, an
appropriate spanking is the
shortest and most effective route to
an attitude adjustment. When he
lowers his head, clenches his fists
and makes it clear he is going for
broke, justice must speak swiftly
and eloquently,
Not only does this response not
create aggression in a boy or girl, it
helps them control their impulses
and live in harmony with various
forms of benevolent authority
throughout life. Many people
disagree, of course. I can only tell
you that there is not a single well-
designed scientific study that
confirms the hypothesis that
spanking by a loving parent breeds
violence in children.

Saturday, Sept. 15, from 12 noon
until 6 p.m.," said Joanna Ter

Each vendor has paid a
participation fee and a portion of
the proceeds will be channeled to
the downtown association.

permitted but everyone is
encouraged to "bring your lawn
chairs or a blanket," Ter Maat
added. Tickets for food/drink are
50 cents each, and each restaurant
will determine how many tickets
are needed for their "taste."

Turtles make a comeback;
'
TMNT' kicks its way to DVD

Tuesday saw the DVD release of the spring hit,
,TMAT." the latest film about the pizza-loving Teenage
Mutant Ninja Turtles. Below are my thoughts about the
1povie following its theatrical release.
Growing up in the late 1980s and early 90s, "Teenage
Mutant Ninja Turtles" was a big part of my childhood.
Although I never read the comics--I really wasn't into
comics at the time--I watched the cartoon religiously. I
lnew the theme song by heart (I still know most of the
words) and all the catch phrases. I wanted my own
unchucks or a pair of sai. I knew what sai were.
When the live-action movie version of the show hit
tIeaters in 1990, it was surprisingly good with the
puppetry produced by Jim Henson's Creature Shop. I
dare you to tell me what could be-better than man-sized
turtles fighting street thugs and ninjas in New York City?
Following that movie's success, a second one
followed and was a fun ride as well. The third film...
Well, we try to forget that one. They can't all be good,
can they?
If you're familiar at all with these titles, or the new
Cartoon that began airing on Fox in 2003, you know the
turtles' story. If not, here's a quick sum-up.
Four turtles are mutated by a strange chemical into
humanoid form, along with a rat named Splinter. In
gome versions, Splinter is a human who was mutated
into a rat. Either way, Splinter raises the turtles as his
children and teaches them the ways of the ninja. The
four brothers are named after famous artists.
* Leonardo: The leader of the turtles, he wears a blue
mask and wields a pair of swords.
: Raphael: He is aggressive and the most impulsive. He
Wears a red mask and wields a pair of sai.
i Michelangelo: He is the most easy-going of the
brothers and also the funniest. He wears an
orange mask and wields a pair of
nunchucks. 'M
Donatello: He is an inventor and tech
guru. He wears a purple mask and
wvields the bo.

Computer-generated animation, I was
less than thrilled.
I was afraid they were going to be
mnessing with one of my favorite
childhood fandoms (even more than they
did with the third movie).
! After seeing.th1 latest incarnation of
the turtles, however, I can say it is a
great success.
"TMNT" takes place after the
moviess.' Although you don't need
4 lot of back story to figure out
what's going on, writer/director
Kevin Munroe doesn't waste time
telling viewers any of it. The
fnovie expects you to know how
the turtles became who they are as
well as their allies, ex-reporter

on an ancient legend of a warlord trying to conquer the
world and how he unleashed a series of monsters into
the world.
By the time the film begins, Leonardo has been
missing for about a year. His three brothers, left to their
own devices, have given up fighting crime and now hold
part-time jobs. I won't spoil what they are, but it
provides several hilarious moments.
Everything about "TMNT" worked for me. The
animation is beautiful and really shows that second-tier
studios (i.e. not Pixar) can pull off amazing work. The
facial expressions on the turtles allowed them to show
emotions without speaking at times, hard to pull off with
animation. The action scenes are fun and even the
monsters are believable to a point.
The voice acting is great and I fell into the characters
very quickly. The turtles' voices are close to their old
ones and weren't jarring at all. Splinter's voice took a bit *
more time to get used to, but Mako, the prolific Japanese
actor, did an admirable job. Unfortantely, Mako died of
cancer only a day after it was announced he was
providing the voice, making "TMNT" the last film in his
lengthy career.
Sarah Michelle Geller voiced April and thankfully
didn't become an animated version of "Buffy: The
Vampire Slayer" in the process. Patrick Stewart's voice
was simply incredible as the villain Max Winters.
The story also held up well. Munroe's main plot,
involving monsters and ancient curses, could have easily
become a total mess. Instead, by staying true to the
characters and the world they inhabit, he was able to
create an engaging story with great action, and humor.
More so than the main conflict, Munroe's script shows
the turtles being what they really are, brothers. The
infighting, especially between Leonardo and
Raphael, is a great side story and culminates in
a roof-top scene that gave me goose bumps.
As I was sitting in the theater, watching the
trailers before the movie started, the teaser for
the upcoming "Underdog" movie was shown.
It reminded me of how bad movie
adaptations caii be and oril added to
my apprehension about the film.
There's a long line of adaptations
that have butchered the original
product to unrecognizable sludge.
Thankfully, "TMNT" proved
to be the exception. It is a fun
film for fans of any
incarnation of the turtles as
well as anyone new to the
crimefighting brothers.
The movie is rated PG.

includes an alternate
ending (in scratch test
/ form), audio commentary
with writer/director
Kevin Monroe, deleted
scenes and interviews with the
voice actors, including Patrick

Helping the world,
one box at a time

When a natural disaster strikes
in a far-away location on the globe,
nightly news broadcasts show
images of destruction and
suffering, seemingly too massive
and too remote to be helped.
Seeing the thousands of people
left homeless after such disasters
as earthquakes or hurricanes, Tom
Henderson, a member of the
Rotary Club of Helston-Lizard in
Great Britain, however, was
inspired to provide emergency
shelter to help.
And Shelter Box was born.
The purpose of Shelter Box. a
grassroots Rotary Club project
started by Henderson, is to provide
victims of disasters with shelter, by
supporting the efforts of the
Shelter Box Trust.
John and Trannie Lacquey,
members of the Branford Rotary
Club, spoke before members of the
Perry Rotary Club recently,
explaining the history and
accomplishments of the program.
In the past six years, more than
300,000 people have received
assistance through the program.
Since its start in Great Britain,
local Rotary clubs have expanded
Shelter Box to the United States,
Canada and Japan.
Foreign lands are not the only
places to have benefited from the
Shelter Box program. Following
Hurricane Katrina, 1,400 boxes
were sent to those left homeless by
SHELTER
the storm.
What is a Shelter Box?
Shelter Boxes are sponsored by
local civic groups, including
Rotary Clubs, schools and church
groups, businesses and individuals
and then prepared and packed at
the Shelter Box warehouse based
in Helston, Cornwall, England. A
sponsorship is $1,000, which
includes the materials,. assembly
and deployment.
The international relief agency
Feed the Children, has called the
Shelter Box "the best disaster relief
tool they have seen in their 20
years of experience."
Each Shelter Box contains the
following:
One 49 gallon box (the
Shelterbox) initially the container
for delivery of the materials listed
below. Once delivered, it can be
used as a water tank, food store,
cot, table, etc.
One domed ten-person -tent
(200 square feet of covered
accommodation), including two
fabric .interior privacy partitions,
outer fly-sheet and repair kit. The
tents are considered "winter
suitable" by international relief
standards.
Vinyl insulated sleeping mats
and lightweight thermal blankets.
More compact than sleeping bags,
the mats and blankets -have
multiple uses. The blanket can also
be fashioned to catch water, as a
tarp, etc. while the mat also serves
as a ground "table" for meals, or
tent rugs.

B Branford Rotarians deployed to Nepal
Along with 200 Shelter Boxes to help flood victims
John and Trannie Lacquey, members of the Branford Rotary Club, were notified last week
that they would be deployed to Nepal to help victims of massive floods in the region. The couple,
who trained for 10 days earlier this year in the United Kingdom to .be a part of a response
tpam, were guest speakers last month at the Perry Rotary Club. They explained the history of
The disaster assistance program, as well as the locales around the world who have benefitted,
including victims in the United States from Hurrican Katrina. The local Rotary Club recently
announced that it has sponsored a Shelter Box. The club will be notified when the box is
.deployed and where.

planned training program to be

The Lacqueys were alerted last
week that they would be sent on
their first deployment to Nepal.
Following massive flooding
across India, Nepal and
Bangladesh, it is believed that up
to 20 million people have been
displaced across the region after
the most severe monsoon rains in
years.
In Nepal about a third of the
country has been hit by flooding.
In the low-lying Terai district, at
least 24,000 families are known to
have had their homes swept a\: y
while the rain has also caused
floods and landslides in the hilly
areas of the Himalayan nation.
"These people have no home, no
clothes and no food. They are
suffering very much from hunger
and many common diseases.
Hundreds of people have
disappeared and there is no way to
look for them," said Renu Sharma
of the Women's Foundation of
Nepal.
An initial consignment of 200
Shelter Boxes is planned for
deployment to the area.
"We're excited and nervous at
the same time, but this is what we
have worked and trained so hard
for," Trannie Lacquey said in an e-
mail after hearing the news.
"Shelter Box is an awesome
project and we're proud to be a part
of it and we're equally proud of
Rotary and all the good works they
do in the world."
The Perry Rotary Club recently
sponsored a Shelter Box, and is
