yield annual savings of nearly
$107,000 and the move tops a
laundry list of cost-saving
measures being considered by the
Perry City Council.
Council members are starting
the budget process for the next
fiscal year i2007-08j facing a
projected deficit of $750,000.
Nearly half of that number
($300,0001 is covered in a request
to purchase tvo new city fire
trucks, which the council is
expected to deny.
"That leaves us right at
$350,000 short," Cit Manager
Bob Bro- n told the council last
week.
Brown also noted several key
assumptions during the budget
development:
The millage rate for the 2007-
08 fiscal year. b\ state mandate. is
set at the rollback rate of 4.123
mills.
The budget includes an
employee salarN increase of three
percent.
The tentative budget includes

"If you look at where our ethanol
comes from in this country, it
comes from corn. That is not
sustainable. The federal numbers
cannot be reached with corn
because of the pricing. We are
' either going to drive it or we're
going to eat it," Breer said.
"Cellulosic ethanol is
sustainable," he continued.
Breer added that by hosting the
plant here, Taylor County would be
supporting national and state -

Lightning
takes out
dispatch

The Taylor County Sheriffs
Office (TCSO) communications
tower was hit by a major lightning
strike Monday afternoon--the third
;time in as, many weeks.
A spokesman for the department
said the last strike completely
obliterated the communications
system, which is now operating
out of a command post on loan
from Dixie County.
"There has been no disruption of
service. Residents call still call
911 and we can dispatch
emergency personnel as needed,"
the spokesman said.
"As we speak, we have people
working fo get the main equipment
back up and running. At this time
we are unable to put a dollar figure
on the damage."
In Steinhatchee
Boat ramp one step closer to reality
The county could begin applying
for environmental permits for the
proposed Steinhatchee boat ramp
as soon as November.
That is according to engineer
Donnie Ellinton, who is overseeing
the project.
Ellington gave county
commissioners an update on the
project at the board's regular
meeting Tuesday, which was held
at Steinhatchee Community
Center.
The site is located west of the
former Gulf Breeze Marina on a
parcel of land at Fifth Avenue
North and Sixth Street West. The
property is owned by the
Conservancy Partnership, LLC,
which has agreed to donate the
land needed for the ramp and for
parking for 75 trucks and trailers if
the project is deemed permittable.
The county has secured a grant
through the Florida Fish and
Wildlife Conservation
Commission's (FWC) Florida
Boating Improvement Program to
conduct a feasibility study for
engineering and design as well as
permitting preparation, County
Administrator Jack Brown said.
According to an early concept
plan presented to commissioners
Tuesday, a' new canal would
connect to the existing canal at
Fourth Street West. The turning
basin, ramp and parking would be
located between Fifth and Sixth
streets, with the entrance
connecting to Fifth Avenue North.
Geotechnical surveys of the site
should begin almost immediately,
Ellington said Tuesday. The
project team will begin work
shortly on finalizing the concept
plan in preparation for holding a
meeting with permitting agencies
in mid-to-late August.
After the design is completed,
mitigation plans will be developed
to offset wetland impacts,
Ellington said. He expects to
submit permit applications by late
October or November, depending
on the site investigation results.
He added that the Suwannee
River Water Management District
usually returns permits for "easy"
projects in 30-60 days.
"This is not an easy project," he
said, adding that he expects the
district to take 90 days or more to
complete its review.
Several federal agencies will
also be involved, which do not
have defined turnaround
schedules, Ellington said.
"I think we have a good, positive
project," he said.
He has received some positive
feedback from several agencies, he
added.
Brown thanked the Steinhatchee
Boat Ramp Committee for time put
into locating a site, as well as
Chairman Earle Greene, who has
agreed to be project manager for
the ramp. He also expressed
appreciation to the Conservancy
Partnership and Fred Shore, whom
the partnership has designated as
special manager to work with the
county.
"There has been a lot of effort to
this point," Greene said. "We've
got a plan to move forward."
The commission has
approximately $300,000 in
reserves set aside for the boat
ramp.

of Agriculture spokesperson on
cellulosic ethanol.
He said he asked about potential
environmental impacts from such
plants, but could not get answers
because "the research hasn't been
done yet."

they're going to say, 'We accept
Taylor County.' I'm not sure why
my government has to sign on
saying that you support that," she
said.
She expressed concern over the
proposed plant's water usage as
well as how the plant would fuel
the process asking if coal would be
used.
Joy Towles Ezell, another TEC
opponent who also serves on the
soil and water board, said she was
in Miami during Gov. Charlie
Crist's recent climate summit.
She raised several of the same
questions as Whitfield, adding
concerns over what chemicals
would be used at the plant and how
much wastewater would be
produced.
"It's difficult for me personally
to vote against anything that
produces green energy with the
energy climate in the state and the
country as a whole, but I want to be
cautious. I'd like to have a little
time to try to get some more
answers to some of my questions,"

"I have nothing but respect for
the Taylor County Development
Authority, but I,want to personally
have more time to do research, so
at this time, I would decline on
voting for this resolution," said
Commissioner Pat Patterson.
"If we all take the position, 'we
want it but not in our back yard,'
we wouldn't have anything,"
Commissioner Rudolph Parker.
"The lights would have to go out,
we wouldn't have anything to run
our automobiles on, so I don't think
we, as responsible American
citizens, should always take the
position that we want everything,
but not in our backyard."
Parker pointed out that the plant
would have to go through state
permitting processes as would any
industrial facility.
"If it can get through their
permitting process, I don't have a
problem with it," he said.
"The problem I have is that
during the coal plant issue, we
heard green, green, green, green,"

"We're bringing in a green
industry, it seems to me, and I can't
understand it. I just don't
understand it. I'm sorry, but I don't.
"I think we need to pass a
resolution just to show support of
it," Wiggins continued. "The

Parker then made a motion to
pass the resolution, with Wiggins
seconding. This' measure also
failed in a 2-2 vote.
Patterson then made a motion to
re-agenda the resoltiion at ihe,
board's next regular meeung on
Monday, Aug. 6. Parker seconded
and the measure passed 4-0.
The commission then called for
a short recess.. Following the break,
Michelle Curtis, who serves on a
regional advisory council to the
Florida Agricultural Council, said
she would contact experts at UF
and ask them speak to
commissioners at a special meeting
Monday. The commission has
already scheduled the meeting to
tentatively set its millage rates as
part of its ongoing budget process.
Patterson motioned to rescind
the decision to postpone the issue
until August. The measure
passed and the board subsequently
voted 4-0 to discuss the issue.

When asked Thursday, Curtis
said she had been in contact with
UF and they would send someone
to Monday's meeting, which will
be held in the Taylor County
Courthouse Annex.
Breer said Thursday that he was
optimistic the commission will
adopt the resolution at the meeting.

Buckeye has not applied for a
$20 million grant as the
headline implied, but is seeking
to locate the facility here. The

marry next summer
Joseph and Glenda Gunter of Raiford announce the engagement of their
daughter, Julee Kay, to Dustan Shawn Ricketson, the son of Connie
Gibson of Perry.
The bride-to-be graduated from Union County High School and the
University of North Florida. She is a special education teacher at Lake
Butler Middle School.
The groom-to-be graduated from Taylor County High School. He is
employed with the Florida Department of Corrections. His grandparents
are Ellene Ricketson an the late Rex Ricketson.

Taylor at 4.H Congress
Maisie Wilson will represent Taylor County at 4-H State Congress in
Gainesville Tuesday, July 24, competing in the Share-the-Fun Talent
Show.
She qualified at both the county and district levels to advance to the state
level competition. Wilson will be performing a musical act titled "My

One More Cast Guide Service
Well, as the thunderstorms
allow so goes the fishing and the
scalloping. Trout have gotten
tougher in the 85+ degree waters
of the Gulf; but this happens
every year and we should still be
getting limits; however the recent
LOW pressure holding over the
southeastern U.S. has kept the
trout a little reticent.
I took Jamie Cline, aka
"Sputnik" and his pal Justin
Womack aka "Jethro" from
Atlanta, Ga., out last Thursday
and we got chased off by the two
inch rain the beach had and still
caught three fish over 23 inches
long! Jamie had a 24 iricher and
one 23.5 inches while Justin
caught a 24.5 inch trout to top off
the box., We caught all our fish on
live pinfish fished under Cajuns in
7 8 feet of water.
Friday, I took Keith Watson,
with Henry Hart and his son
William out and we managed 10
keeper trout and threw back a
thing trips
couple of short reds. We caught all
our fish on live pinfish under
Cajun Thunders from 6 8 feet of
water.
The weather took Saturday for
my charter, yet Cal Beanblossom
and Glen Floyd of Sylvester went
out and got six trout and two nice
reds using live pinfish under
Cajun Thunders in 6 7 feet of
water.
I watched folks clean, scallops
all week and into the weekend, so
I doubt anyone didn't get their
limit. Seems the scalloping is just
getting better as July moves
along. I haven't been in yet to
pick any up, since getting some
for pictures preseason, but hope to
go this week.
Hadn't heard any offshore reports
.except, this brief one: Dion
Knight and his wife Julie did get
out for an-hour or two and caught
two gags on the first two baits
they put on the bottom and then
tried to troll up a few to no avail
last Thursday.

Thursday in the opening game of
the State Babe Ruth Baseball
Tournament being played this
week in Fernandina Beach.
After giving up one run in the
top of the first, Perry shut down
the Fort Caroline team for the rest
of the contest, which was called
after five innings due to the 10-run
mercy rule.
Charlie Johnson started on the
mound for Perry giving up only
three hits through four innings.
William Wentworth came on in
the fifth to close out the game,
giving up only one hit.
Johnson also led the team at the
plate with a 3-3 effort. Getting
two hits in three trips to the plate
were Taylor Ratliff, Wil Joiner
and Tony Southerland.

The art of one-stroke painting will be taught by craft square
demonstrator Linda Ruwe on July 22 at Stephen Foster Folk Cult.re
Center State Park. ,
Students will learn how to paint one-stroke leaves, rose buds, daises
and vines. With these new skills, students will be able to beautifully
decorate a porcelain heart dish that they will be able to take home with
them. The workshop is suitable for beginning to advanced students.
The class will be held at Craft Square starting at 10 a.m. and will cost
$25, which will also include park admission. All class supplies will be
