Keaton Beach will stage its second
annual Scallop Swing at Hodges Park on
Saturday, beginning at 4 p.m. with music
by local disc jockey, George Schwender,
as well as a Scallop and Fish Cook-off.
Three members of the Taylor Coastal
Communities Association, which is
sponsoring the event, will serve as
judges for the cook-off which can
showcase your culinary expertise with
the.scallop harvest or your favorite fish of
the: sea. There is a $5 entry fee for the
cook-off, but cash prizes will be
awarded. Following judging, admirers
may buy a taste for $1.
:. The Scallop Swing will also feature a
dunking booth with local celebrities as
targets. All county commissioners and
staff have been invited to participate; a
$20 donation is requested for the
privilege of dunking.
:A Men's Best Legs Contest will begin
at 5 p.m. with only a $2 entry fee. (Half
of:these fees will be awarded to the
winner.) The judges for this competition
are said to be "experts on great men's
legs." The winner becomes Scallop King

continues with dancing on the beach

The driver sought in a "hit and
run" crash that occurred last
week on Beach Road has been
arrested.
Matthew Jason Powers, 26, was
charged Friday, June 29, with
leaving the scene (of a crash) with
injuries.
Eyewitnesses to the accident
were able to provide law
enforcement with the tag number*
to the vehicle which hit 30-year-
old Antonio Novoa-Alvarez of
Perry.
"We recovered the truck the
same day the crash. happened
(Sunday, June 24). The following
Tuesday, the Taylor County
Sheriffs Office located the suspect
during a routine traffic stop,"
Florida Highway Patrol (FHP)
Trooper Brian Lundy said.
-Powers was initially
interviewed by the TCSO
regarding his involvement in an
earlier theft.
"During a subsequent*interview,
he told me he was driving
the .truck which hit Alvarez, and
it went from there," Lundy said.
The victim sustained a fractured
leg and knee cap.
Alvarez was traveling south on
Beach Road around 4:20 p.m.,
June 24, with another vehicle
following him.
The hit and run occurred when
"Mr. Alvarez stopped on County
Road 361 (Beach Road) and the
Nissan stopped behind him. Mr.
Alvarez exited his vehicle and
approached the truck to confront
the occupants about an earlier
incident. The driver of the truck
attempted to drive around
Alvarez's stopped vehicle and
struck Alvarez."
Powers was also charged with
grand theft in relation to the prior
incident,

Council braces for budget 'challenges'



Storm clouds gathering for city?


The sky is not falling where the
city's finances are concerned, but
storm clouds are gathering on the
horizon.
That was the prediction by City
Manager Bob Brown as he alerted
city council members to challenges'
they may be facing during
upcoming preparations for the
2007-08 budget.


"Looking at our budget in
context' with the property tax
reform enacted by the Legislature,
we are going to be required to
adopt the rollback rate on ad
valorem taxes--plus add a three
percent cut. So when we start
preparing our budget, we'll be
starting approximately $350,000 in .
the hole," Brown said.


"Of that, about $50,000 is
mandated and the other $300,000
is inflation," he explained.
"Since the city has been fiscally
conservative these past several
years in its taxing, we were in one
of the lowest categories for the
rollbacks. The governing body
(city council) can override the cut
by a super majority vote and keep


the millage as it is. However, I
don't foresee that happening," he
said.
"Last year, the council chose not
to adopt the rollback rate, but keep
the millage the same, which
brought in about $90,000 more in
property tax revenue. A rollback
rate is the rate you adopt to get the
exact amount of tax dollars you

A Tennessee motorcyclist
escaped serious injury during a
two-vehicle crash Tuesday
afternoon on U.S. 19 at Fish Creek
Road near Salem.
Leonard D. Miles, 51, was
southbound on U.S. 19 in the
outside lane when he crossed into
the inside lane directly into the
path of a two-door Honda car
driven by John F. O'Halloran, 18,
of Port Richey.
Although O'Halloran applied his
brakes, he was unable to avoid'"-
hitting Miles, striking. the rear of
his 2006 Honda motorcycle,
according to Florida Highway
Patrol (FHP) Trooper Brian
Lundy.
The motorcycle fell onto its
right side and skidded to a final -4
rest in the-center median of the
highway. Miles was wearing a
helmet at the time of the crash. He
was cited for improper change of
lane/course.

Public access top priority


Public access, parks and
historical sites were chief topics of
discussion during a two-hour
meeting held last week in


Steiohatchee to kick-off the
community's designation as a
Florida Waterfronts Community.
More than 50 residents met with


county staff at the Steinhatchee
Community Center to discuss their
priorities and how they want to see
their community grow.


The county is continuing its efforts to secure a public boat ramp in Steinhatchee.


"It was a great meeting," said
Taylor County Grant Coordinator
Melody Cox, who spearheaded the
effort seeking the state
designation. "Everyone wants to
see things happen."
Perhaps the biggest concern was
public access to the river.
The county is continuing to
work on an 11-acre site that the
Steinhatchee Boat Ramp
committee decided upon last -year.
According to Cox, the county
has received a $47,000 grant for
feasibility studies and permitting.
The Taylor County Commission
held two public hearings during its
July 17 meeting in Steinhatchee on
two grant applications for two
additional small watercraft ramps
for canoes and kayaks.
Cox said she is seeking a grant
through the Office of Greenways
and Trails for a project located at
the old Palm Grove ,Marina site.
She also pursuing a Florida
Communities Trust Grant for a site

Schools see FTE increase in '06-07


The Taylor County School
District saw an increase in its full
time equivalent (FTE) student
numbers for the first time since
2001.
The county has seen annual
decreases in its FTE count, which
is used by the State of Florida to
determine local education funding.
According to District Finance
Director Bill Hunter, the county
saw an increase of 55 FTE students

Keaton Beach


"Editor's Note: Summer is a perfect time to get out and go...and Perry
newspapers Inc., encourages you to explore the treasures found in our own
backyard This week's recommendation is the ever scenic Keaton Beach, located in
/3)e heart of Taylor County's Nature Coast .
Keaton Beach was originally owned by Captain Brown in the 1800s.
He had a successful business in the turpentine and sawmill business. The
community consisted of two houses, a sawmill, church, commissary,
workers' homes and what became known as "The Old Pavilion:"
"The Old Pavilion" was constructed in the early 1900s. It had a small
fish house with docks connecting to the pavilion, which was used for a
meeting place for family and friends. During the: day it was used to repair
trpullet nets and at night for entertainment such as country bands
'playing for 'square dances.
The photos below show the ever-changing face of Keaton Beach,
captured here in 1969.

Under the proposed 'change,
homeowners will have a choice of
taking a new "super exemption" of
75 percent of their homestead
value up to $200,000 or they may
elect to remain under the "save our
homes" protection program which.
prevents a property's evaluation
from going up more than three
percent a year.
Also under the super exemption,
a homeowner could receive
an additional 15 percent
(exemption) on the value of their
home in the $200,001 to $500,000
range.


"In the city, we will be looking
for the vast majority of homesteads
to take the 75 percent exemption.
Currently, we receive about $1
million in ad valorem tax--so we
would possibly lose up to half of
that or more," Brown said.
"As we see how this develops, I
will be coming to the council with
a list of potential cuts and
additional revenues. It's going to
take a lot of work. If the super
exemption passes the rules of the
game are going to be different. We
will have to look at what we do and
how we do it."


With boating season reaching its
peak during the summer months,
the Taylor County Sheriffs
Office urges residents to take
simple precautionary measures to
ensure a safe and successful
outing.
"First and foremost, let a non-
participating family member or
friend know the general area where
you're going out from and an
estimated time you'll be back on
shore," Capt. Audie Towles
said.
"It's also important for someone
to be able to give authorities a
good description of your vessel
(boat) and the number of people
you plan to have on board.
"If you get out on the water and
realize you are in trouble, drop a
anchor and stay there. Try not to
get swept out to sea."
Another pitfall to avoid is
relying on a cell phone as a means
of communication.
I "A cell phone does not always
work out on the open water. We
encourage everyone to have a UHF
radio on board, whether it's
mounted or a handheld. Also,
make sure that all your safety gear
is in good working order.
"Check your flares and, in the
event of trouble, use them
sparingly. Don't shoot a flare
unless you see a low flying plane
or a boat nearby. Their visibility
only reaches a certain range."
Additional precautions include
having an alternative, waterproof
light source aboard.
"Even if you don't plan to be out
after dark, you never know what
can happen. Also, take an extra
change of clothes, because

When overdue boaters are

department works in conjunction
with the Florida Fish & Wildlife
Conservation Commission (FWC)
to coordinate rescues.
"We are equipped to deal with
in-shore searches; the FWC and
the U.S. Coast Guard handle off-
shore operations."
As for scallopers, the TCSO
reminds divers to use their "diver
down" flags and for boat
captains to be mindful of other
boats when operating their
vessels.

A flag-changing ceremony will be held at Veterans Memorial Park Tuesday
evening at 8 p.m.
A flag in honor of the late Dr. Edward 1. Bennett will be raised.

Keith Jones, a native of Perry who currently resides
in Huntington Beach, Calif., along with his business
partner, David Miller, recently made a donation of
$50,000 to the Susan G. Komen for the Cure
Foundation through Hawks Bay, LLC, the parent
company of "Jingle Jugs," for which Jones is vice
president and co-owner.
The mission of Susan G. Komen for the Cure is to
eradicate breast cancer as a life-threatening disease by
-advancing research, education, screening and
"treatment. Affiliates of the Komen Foundation
represent one of the nation's largest private funding
sources for breast health and breast cancer education,
-screening and treatment support programs.

Jefferson County's annual
Watermelon Festival Fashion
Show and Luncheon was held at
noon on Thursday, June 14, in the
Monticello Opera House located in
the city's downtown area. There
were 16 Rosehead members in
attendance (15 Red Hatters who
are 50 and older, and one Pink
Hatter under 50). Sponsored by the
Monticello Woman's Club, with
fashions by Milady's Shop, the
lovely models were selected from
the community, and the servers
were from Farmers & Merchants
Bank.
The round tables were covered
with dreen tablecloths, accented
with red napkins. A watermelon
dish filled with croissants was
placed in the center. At each place
setting, there was a fruit cup of
fresh, locally-grown watermelon
mixed with blueberries and
cantaloupe, along with a generous
slice of cheesecake topped with
strawberries.
The ladies arrived early to visit,
especially with other Red Hat
chapters. Drink choices included
tea, lemonade, water and raspberry
tea.
The emcee welcomed everyone
and thanked them for supporting
this event. After the blessing, was
said, the Monticello Woman's Club
and the Farmers & Merchants
Bank were applauded for their
hard work. All Red Hat chapters
were recognized, with Perry
having the most there. June
birthdays were acknowledged,
spotlighting Marie Hill and Peggy
Williams.
A red plate of chicken salad was
served on a bed of lettuce, with a
wedge of cantaloupe and

congealed salad on the side. The
white meat chicken was mixed
with red grapes, celery and pecans.
The fashion show took place
while everyone was enjoying this
delicious lunch. The emcee
announced each model, then
described in detail her outfit,
jewelry, shoes and purse. The more
than 25 outfits included sundresses
and other casual clothes, as well as
dressy pants suits and party
dresses.
Other items of interest included
the history of Monticello and
Jefferson County, the introduction
of the 2007 Watermelon Queen
and Watermelon Princess, and a
drawing for door prizes. Local
merchants and businesses donated
the more than 20 door prizes.

Planning committees are in
place for July, August, and
September. The July committee is'
planning a "photo swap." Members
are asked to bring any photos:
(duplicates) that other members

Bag" is the chosen theme of the
September committee.
Rosehead members are asked to
mark their calendars for the last

Tribute to the Road Warriors


We had the pleasure of stopping
at an .all -night truck stop while
traveling to Tallahassee one
evening, when we encountered
some of the most interesting
.people ever.
While most of the truck drivers
are introverts, the stories they can
tell are precious. One trucker was
leaving this profession and was
happy. to tell everyone who
listened. Another was heard on the
cell phone complaining to his
dispatcher about the lack of time
he was spending with his family.
Still another could hardly get in
and out of his rig because of
arthritis yet, was behind the wheel
where the pain was not so bad.
The one person that really made
an impression on me was the tall,
well-dressed trucker who came in
witj his laptop computer. His
clothes were meticulously pressed
andiyou could almost see yourself
in his shining boots. The gray hair
undbr his cowboy hat was a tell-
tale sign that he had many years on
the road. There was pride oozing
butlof this]'larger-than -life trucker.
I Remember my dad telling me
thatW a trucker was the "guardian
ange1 of the road." They were
usugjy the first at an accident
sceie. and generally took care of
anyone involved: Truckers were.


also the "good Samaritans"
helping out ip whatever way they
could. This gentleman was all of
this, and more. He looked like the
"Marshall of the Road" with his
quiet, yet firm demeanor. Did
anyone around him understand the
role he was taking by acting and
being the professional? He was
projecting a father figure to all the
wannabee truckers who perhaps
did not act courteously or did not
dress like a professional.
The industry needs more road
warriors like this gentleman to
bring back trucking as a respected
profession.

Trout, scallops are


keeping folks busy

One More Cast Guide Service
Trout fishing remains great for
those using live pinfish under
Cajun Thunders while fishing
from 5-7 feet of water.
I took J.R. Watson and Randall
Carr of Tifton, Ga., out Friday and
we limited out on trout and reds
with two trout over 20 inches
long. We fished 5-6 feet of water
for the trout and 3 feet of water for
the reds.
Saturday, Cal Beanblossom and
Glenn Floyd of Sylvester, Ga.,
had their limit with a 25 inch
trout to top their string. Cal said
they got their limit in 5-6 feet of
water as well. They used live
: pinfish under Cajuns to catch their
trout.
Friday, Doc Falany reported
catching a 27 inch trout in 6 8
feet of water on live pinfish under
a Cajun Thunder.

Kimbell and I were down there on
Sunday, June 22nd. We saw you
were out, so we left our message
with Jerry at the marina with
instructions to let you know what
we had done. The long and short
of it was that we had our bait
caught and left the flats at 8:50
a.m. We ran out to 80-83 feet o1
water and in less than 2 1/2 hours
of fishing we were headed back in
with our 15 grouper and 6
snapper. We had put back 3-4
short grouper and released 8-9
legal grouper trying to catch our
snapper!!! It was one of the best
days ever for the- ,'2-
DANGEROUS'."
Sunday, Larry Chaney of
Hahira, Ga., caught a 19 pound red
snapper and a 19.5 pound gag
grouper in 80-plus feet of water
fishing with a live pinfish.

Steven Wu and his wife from
Valarico, Florida had a limit on
his boat; Carolyn Hudman of
Plano, Texas and her crew of four
had their limit.
Elaine Harrison with a party of
four as well, from Valley Head,
Alabama had their limit.
Apparently the scallops are
more plentiful than last
year....with areas of bounty... but
still not just everywhere you stop
the boat.

The Florida Fish and Wildlife
Conservation Commission (FWC)
is offering alligator hunters no-
cost, three-hour classes to help
them prepare for the Aug. 15 -
Nov. 1 statewide alligator harvest.
Reservations are not required to
attend a class.
This is, an opportunity for
hunters who have' never
participated in the state's alligator
hunts to learn what hunting
alligators is all about. Attendance
is not mandatory for licensed
hunters, but the FWC
recommends participants attend,
especially if they have never gator-
hunted. Class topics include
preparing for the hunt, hunting
techniques and safety, harvesting
and processing, caring for your
alligator hide and alligator rules
and regulations.

"Introduction to World Religions"
for the Fall 2007 term. David
Paulk will instruct the class
'Tuesday and Thursdays, 8-9:15
a.m. Paulk holds a master's degree
in divinity.

Hinduism, Buddhism, Judaism,
Islam, Christianity and other major
religions. Paulk said, "We will
focus on the history, major
writings, central beliefs and
current cultural relevance of these
major religions of our world."
The course is offered as a three-
hour credit humanities course or as
an audit course for those who want
to take the course, but not for
college credit. Community
members who have a special
interest in the subject are welcome
to enroll.

District School Tax:

passed House Bill 511 which
allows school districts the flexibili-
ty of using the Ad Valorem taxes 2
mill lev' dollars to pay the prop-
ertv and casualty insurance costs

"I have to go out into the
hotel," Ralph informed his
relatives. "I've got to help the
boy."
"Oh, no, not out into the
hotel," cried Ralph's mother. "Not
while the housekeeper is looking
for mice. If you're seen we'll all be
in danger."
"I'll be back before dawn," said
Ralph staunchly. "I must go.
Don't try to stop me."
"See here, my boy, aren't you
being a bit dramatic?" asked Uncle
Lester. "Whatever do you have to
go out into the hotel for?"
"To-pilfer a pill," said Ralph.
"An aspirin tablet." His answer
was dramatic enough even for
Uncle Lester. His entire family
stared at him in disbelief. Not an
aspirin! Not after his own father
had been poisoned by one of the
dread tablets.
"An aspirin!" Ralph's mother
gasped. "No, Ralph, not that!
Anything but that!"
",It is the only way." Ralph
stood tall and brave. "The boy has
a fever and he needs an aspirin. I'm
going to find him one."
"Oh, Ralph!" His mother hid
her face in her paws.
"But Ralph," quavered Aunt
Sissy. "Remember your father.
You can't carry an aspirin in your
cheek pouches. It would poison
you. How could you get one
here?"
"I'll find a way." Ralph was
outwardly steadfast in his
determination, but inside he
wondered how he would manage to
get an aspirin into Room 215 if
he did find one. Roll it, perhaps.
"Ralph, stay here," pleaded his
mother. "You're too young. Let
your Uncle Lester go."
"Well, now, let's talk this
over," said Uncle Lester.
"I'm not too young and I haven't
a moment to lose." Ralph, who
was really frightened by what he
was about to do, also enjoyed the
drama of the moment. "Good-bye.
I shall return before dawn."
"Ralph, promise me you'll-be
careful," pleaded his mother.
"Promise me you won't. climb
into suitcases like your Aunt
Adrienne." Ralph's Aunt Adrienne,
who liked nice things, had climbed
into a suitcase to examine a nylon
stocking, someone had closed the
suitcase, and Aunt Adrienne had
never been seen again. It was
hoped she had been'carried away to
a life of luxury. "Promise me,
Ralph," cried his mother, but her
son was already on his way out
the knothole.
Ralph scurried across the carpet
of Room 215, flattened himself,
and squeezed under the door. Once
out in the hall, his courage ebbed.
The aspirin tablet seemed a very
small thing to find in such a vast
place. It would be much easier to
find the motorcycle. No, thought
Ralph, I must not even think
about the motorcycle.
Ralph began to feel pretty small
himself, much smaller than he had
felt during his show of bravery

back in the mouse nest. Down in
the lobby a clock struck one.
There was not a moment to lose.
He ran to the next room, squeezed
under the door, and searched under
the beds and the dresser while the
two guests slept soundly. All he
found was a bobby pin.
He skipped Room 211 because
his enemy, the little terrier, was
still there, and ran on to Room
.209. A hurried search, frightening
because of the loud and uneven
'snores that came from one of the
beds, revealed nothing but a few
pretzel crumbs, which Ralph did
not have time to eat.
On and on ran Ralph, down the
hall, under doors, around under'
beds and dressers. There was not a
single aspirin tablet to be found.
In'one of the rooms he did see a
penny that had rolled under a
luggage rack and remembered his
mother's wish to leave a tip for
room service, but tonight he had
no time for pennies. He must
press on and find an aspirin.
A small doubt began to creep
into Ralph's thoughts as he ran
down the hall to the last room on
the second floor. Maybe there was
no aspirin. Maybe he was risking
his life and the lives of his family
for nothing. But Ralph pushed the
thought aside. He would not let
himself become discouraged. If
there was no aspirin on the second
floor, there had .to be one
someplace on the 'ground floor.
Tonight he was willing to brave

himself and squeezed under the last
door on the second floor. There
was nothing under either of the
beds but the things Keith called
dust mice. There was no sound but
the rattle of the windows in the.
wind.
Ralph started across the carpet
toward the dresser when suddenly a
light from the bedside table
.blinded him. He stopped, rooted to
'the carpet by fear, even though it
was not likely that anyone was
going to cut off his tail with a
carving knife.
He heard someone slip out of
bed and utter a sound halfway
between a squeal and a scream.
Before Ralph knew what was
happening, an ordinary drinking
glass had been clapped down over
him, and there he stood in a glass
trap.
By then his eyes were adjusted
to 'the light and he found himself
facing a pair of bare feet. Looking
up, he saw that the feet belonged
to a young woman in a pink
nightgown.
"Mary Lou, wake up," she
whispered to the young woman in
the other bed. "Look what I've
caught."
"Huh?" siid MaryrLou, blinking
and raising up on one elbow. Her
hair was done up on pink rollers.
"Betty, are you out of your mind?
It must be past one o'clock in the
morning."
The night was slipping by
much too quickly for the trapped
mouse. He was terrified and he
was desperate. No one in his
family had ever been trapped under
a drinking glass before. Worst of
all, he was failing Keith and
endangering his family.
"Wake up, Mary Lou, and
look," insisted Betty. "I was
getting up to stop the rattle in the
window and caught a mouse!"
This news routed Mary Lou
from bed, and the two young
women knelt on the carpet to look
at Ralph, who promptly turned his
back. He did not care to be stared
at in his misery, but it was no
use. The women moved around to
the other side of the glass.
"Isn't he darling?" said Betty.
"Just look at his cunning little
paws." Mary Lou leaned closer for
a better look.

"And his little ears. Aren't they
sweet?" Betty was delighted.
It was disgusting. It was bad
enough to be trapped and stared at,
but to have this pair carrying on

"Oh, Betty, do you suppose we

agreed Betty. "We could keep him
in a cage on the ledge and all the
children could bring him food
from home. It would .be such a
good experience for them to have a
pet in the classroom."
Well, thought Ralph grimly, I
always wanted to travel. A cage in
a kindergarten in Wichita,
however, was not exactly the
destination he had in mind. The
minutes were slipping by
dangerously fast. He had to do'
something. "Look," he shouted
through the glass in desperation.
"Let me go. Please let me go.
There's something terribly
important I've got to do."
"He squeaked!" marveled Betty.
"He's adorable!" squealed Mary
Lou.
It was no use. Young women
could .not speak his language.
Ralph was in despair. He thought
of Keith tossing feverishly in'his
bed and of his family huddled in
the mouse nest waiting for his
safe return.
"But I don't see how we could
take him back to Wichita," said
" Betty sensibly. ",.We're, driving to
San Francisco and then to
Disneyland before we start back.
How could we carry him
thousands of miles?"
The two teachers looked
thoughtfully at Ralph, who knew
his fate depended on their decision.
Was he to be carried to Disneyland
and eventually to a ledge in a
kindergarten room in Wichita? Or
would they let him go? A third
possibility crossed Ralph's mind.
Perhaps they would leave him
under the glass for the housekeeper
to see. He hoped not. He did not
think he could last that long.
Already the inside of the glass was
beginning to feel warm and
airless.
"I suppose we really shouldn't
turn him loose in the hotel," said
Mary Lou. "Mice are pests even if
they are cute."
The teacher not only destroyed
Ralph's hopes, she hurt his
feelings as well, calling him a
.pest when he was on an errand of
mercy. From the mouse's. point of
view, the teachers were the pests.
"I know!" exclaimed Betty
suddenly, causing Ralph to look
over his shoulderfor a clue to
what it was she knew. "I know
how we can get rid of him without
hurting him."
The young teacher reached over
to the bedside table, where she
picked up a picture postcard. She
slid it carefully under the glass and
under Ralph's feet so that he was
now standing on a postcard. He
noticed the picture was of a giant
redwood tree, the same postcard all
travelers bought when they came
to California.
"Now what are you going to
do?" asked Mary Lou.
"Watch." Betty carefully lifted
the postcard, Ralph, and the glass,
and walked across the room.
Even though he knew- it was
useless, Ralph scrabbled around in
his tiny prison. He was afraid she
was taking him toward the-
washbasin. He had heard of mice
being drowned by people who did
not like traps.
The teacher walked not to the
washbasin, but to the open
window. She held Ralph across
the sill, removed the postcard from
the glass, and gave it a little jdrk
that shook Ralph off into the-
vines that grew up the side of the
building.
"There," she said, and closed the
window, leaving Ralph clinging
to a vine high above the ground.
