Former SHIP

coordinator

charged with

grand theft
Charges of grand theft and
official misconduct have been
filed against the former
coordinator of the Taylor County
SHIP program.
According to an arrest affidavit,
Ronda M. Smith, 36, used her
position to approve a SHIP grant
for her mother-in-law for more
than $25,000 in renovations after
being instructed not to be
involved.
SHIP, or the State Housing
Initiatives, Partnership Program, is
a housing assistance program
funded by the state and managed
locally by the county.

In FCAT science scores



Taylor fifth graders top state average


Additional 2006-07 Florida
Comprehensive Assessment Tests
(FCAT) scores were released to
area schools last week, including
those for the science portion,
which for the first time will be
considered when grading schools.
Overall, the news for Taylor


County is good.
According to Director of
Instruction Wanda Kemp, there
were significant improvements and
student learning gains almost
across the board, with most grades
either meeting or exceeding state
average.


"There were a couple of grades
where student scores dropped, but
we're already in the process of
working on adjustments to better
meet the needs of those students
and putting programs and
strategies in place to help them
improve their learning," Kemp


said.
The science portion is given to
fifth, eighth and llth grade
students, with all grades showing
improvement over last year.
In fifth grade, Taylor County
was above the state average, with
48 percent of students scoring


Level 3 or above versus 42 percent
on the state level, thanks to a 15
point improvement over last year.
Eight graders showed a
two-percent improvement to
37-percent, almost even with the

The Taylor County's Sheriffs Office (TCSO) newest recruit has some
big shoes to fill--he's third generation law enforcement. K-9 duty, that is.
Chocolate'Lab "Kilo" was awarded his K-9 certification Monday, May
21. Today, he is on the job with his handler, Deputy Harper Gibson.
. The purebred dog was donated to the department by Florida Highway
Patrol Trooper Brian Lundy and his family (wife, Jamie, and daughter,
Morgan).
Kilo can count in his pedigree two generations of law enforcement dogs,
both serving with Florida Fish and Wildlife Conservation Commission
(FWC) Officer Cricket Bailey.
"Seven puppies were born March 15, 2006, and we decided to give our
local K-9 unit pick of the litter," Lundy said. He owns the mother and
father of the pups, both of whom are AKC registered. One other puppy
from the litter was placed in service with the police department in Tampa.
"Purebred Labs usually cost between $5,000 and $6,000 if you buy one
from a kennel. We felt that donating one the puppies to the sheriffs
department would be a good way to give something back to the
community--it was something that would save taxpayers' money," Lundy
said.
Kilo's training began almost as soon as he settled into his new home
with Gibson.
"We spent the first several months bonding and playing fetch, which is
a forerunner to his drug detection training," Gibson said.
Gibson's first K-9 partner, Jeremiah, also welcomed Kilo to the fold. He
is approaching retirement age, and will remain with Gibson and his family
once taken out of service.
"Jeremiah is going to be semi-retired for now, but still working. Having
two certified K-9s will be very useful when we have to search a large area,
such as the parking lot at the high school," Gibson said.

Keeping the faith of freedom's fight


Editor's Note: North Florida
Community College President Morris
Steen of Shady Grove served as keynote
speaker for the Memorial Day ceremony
dedicating Veterans Memorial Park. A
decorated war veteran, Steen spoke of
freedom's toll on all Americans. His
comments are presented. here for your
reflection.
The history of the
United States is
pockmarked with
war beginning with
the revolution in
1776 and carrying
forward to 2007.
Through the years
since the American Revolution in
1776, approximately 1.5 million
Americans have died in America's
wars.
: And that does not include all
those who died in accidents, and
training exercises while in the line
of duty in service to their country.
In the 20th century, it was World
War I that thrust America onto the
world stage. That great conflict
was called "The War to End All
Wars."
Following the war, America's
sons and daughters came home
from their fight "to make the world
safe for democracy."
: Unfortunately, democracy did
not remain safe; the job of
protecting freedom was not
finished.
Just barely 20 years later,
millions of Americans answered
the call again to serve in an even
greater conflict, World War II.
Local men like Toby Faulkner,
Elzie Blair and Raymond Mixon,
'answered their country's call, and
made the supreme sacrifice by
giving their lives in the name of
freedom.
Can you imagine what the world
would be like today, if we had lost
the war? Can you imagine a world
.of tyranny and repression?
. ,It is impossilbe. for ..me to

Almost every human being on
the face of the earth was affected
by World War II in some form or
fashion. And still are. Some -of
you had direct combat roles, while
others served in support roles and
gave loved ones to the war effort.
The sacrifices were extreme.
World War II was one of my
early frames of reference. I grew
up knowing that Colin P. Kelly Jr.
was from just up the road in
Madison. I read about him in the
history books and knew that he
died in the line of duty three days
after Japan attacked Pearl Harbor.
My mother had gone to school
with Colin and my family, knew his
family. He was one of my heroes
and my inspiration to fly military
aircraft.
I grew up knowing that freedom
was not free and knowing that it
was paid for by, the blood of its
sons. Freedom levies a very heavy
price.
That concept was reinforced
early' one morning on a school bus
in Shady Grove when we heard
that Joey Moody, also from Shady
Grove, had been killed in Korea.
And three decades later, we find
the names of Douglas Gaines Jr.,
Jimmy Rollings and Jack Stephens
Smith, all from .Taylor County,
inscribed on the wall of the
Vietnam Memorial in Washington,
D. C., and on our wall here in
Perry.
During 10 long years of bitter
conflict in the jungles,' rice paddies
and high lands of Vietnam to the
high seas of the South China Sea,
millions of Americans served and
sacrificed.
Thousands died and many
remain unaccounted for today. All
earned our respect for what they
did.
Since then, American men and
women have continued to put
themselves in harm's way to


God was our witness as
thousands of Americans died at the
hands of terrorists who inflicted
the worst attack on the United
States in our 231-year history.
At 8:38 a.m., Sept. 11, 2001,
American Flight 11, with 90
passengers and crew aboard,
slammed into the north tower of
the World Trade Center in, New
York City at 470 miles per hour.
Twenty-five minutes later, at
9:43 a.m., United Flight 175
crashed into the south tower of the
World Trade Center with- 55
passengers and crew aboard.
Forty minutes later, at 9:43 a.m.,
American Flight 77, with 57
passengers and crew, ripped a 100-
foot wide hole in the Pentagon in
Washington, D.C., killing 116
military and civilian personnel.
At 10:03 a.m., United Flight 93
went down in western
Pennsylvania with 45 people
aboard.
The speculation is that this
aircraft was headed for the White
House or the United States
Congress, which would have been
an even greater tragedy.
It was the brave passengers of
Flight 93 who sacrificed their lives
to save their nation.
All in all, more than 3,000
Americans, including 366 New
York firefighters and policemen,
'were killed during these
devastating attacks.
As we watched the heroic rescue,
and recovery operation. we saw
those brave firefighters and
policemen put their lives on the
line and make the supreme
sacrifice.
Still today, we struggle to
comprehend the national
nightmare that struck our nation on
,the morning of Sept. 11, 2001.
Since 'that day, our nation has
lost more than 3,800 men and
women in Iraq and Afghanistan in
the War Against Terror.


'These young men and women we put in harm's way carry a tremendous
burden. Some may be your sons and daughters or grandchildren, nieces
and nephews; loved ones allf Yes, it is this burden of responsibility that is
passed from generation to generation that preserves our freedom.'


:envision what my life and the life
:of my family would have been like
if we had been defeated in the most
important struggle, maybe in the
:history of mankind. Certainly, it
:was the most important struggle
since the American Revolution.
My father spent most of the war
years in the Pacific Theatre.
Following the war, he served as a
member of the occupation forces in
Japan and later, in Germany. I was
just a little boy in those years but I
remember crying myself to sleep at
night, yearning for him to be home.
While my father was in the
7Pacific, my future father-in-law
:was serving with our allies in
:Europe in the war against
Germany's Hitler and the Axis
powers.
World War II was clearly the
most significant event of the last
century. More people were
involved in World War II than any
event in the history of the world. It
is impossible to over estimate the
impact that World War II has had


protect our freedom and our way of
life.
They were called to service in
Beirut, in Grenada and in Panama.
In 1989, the elder President
George Bush said, "Let us never
forget those men and women in the
armed forces who, even in
peacetime, risk their lives in a
hardship post or a dangerous
assignment.
"Whether it's standing on the
deck of an aircraft carrier off the
Persian Gulf or an anti-terrorist
unit waiting for a call we hope
never comes."
That cill did come however,
when Iraq invaded Kuwait in 1990.
We know the outcome of the war in
the desert known as Desert Storm,
and we also know that we left
some unfinished business in the
region.
On Sept. II1, 2001, our nation
and the world watched in horror
and stunned disbelief as the attack
on America unfolded on national
television before our very eyes.


We realize that America will
never be the same. And you and I,
and all who are old enough to
remember this event, will never be
the same.
We will always remember where
we were and what we were doing
when we first heard the news of
these attacks.
Our nation was built from
adversity and struggle as a colony
and that has shaped our national
character. And I pray that the
everits that occurred on Sept. 11,
2001, and since will help us realign
our national compass and focus.
We Americans had forgotten that
the world is a dangerous place and
that freedom is not free.
And we are at war again, in Iraq
and Afghanistan.
Additionally, we have hundreds
of thousands of young men and
women deployed in harm's way all
over the globe, wherever America
has interests.
Yes, they are on watch today and
tonight, forward deployed to


Korea, the Middle East, the
Balkans, the. Mediterranean,
Germany, Okinawa, the Western
Pacific, the Indian Ocean, the


I ask that you keep our young
soldiers, sailors, airmen and
Marines in your 'thoughts and
prayers.
And never forget, that they are.
constantly in harm's way whether
they are in a foxhole at the 38th
parallel in Korea, or on the flight
deck of an aircraft carrier in the
Eastern Mediterranean, or on a
submarine under the polar ice cap,
or flying some high performance
airei'at atit' ice the speed of souid
in Iraq.
Their hours are long, their jobs
arduous and dangerous, and their
loved ones are half a world away.
Several years ago in Europe
While participating in a NATO
military exercise, I had the
opportunity to visit Belgium and
the battlefields that inspired Lt.
Colonel John McCrae, a British
Army officer, to write a p6em
entitled "In Flanders Fields."
Flanders was the scene of major
World War I and 'World War II
battles and I was touched by the
great number of cemeteries
scattered across the countryside.
In those fields-millions of men
died in two world wars;
Americans, Canadian, British,
French, German, Dutch, Australian
and many from other countries.
I have since visited Flanders
again .and I am always in awe of
the magnitude of what t9ok place
there.
Lt. Colonel McCrae's poem,
written during a lull on' the
battlefield during World War I,
contains all the significance of
those we honor today who have
made the ultimate sacrifice.
In Flanders Fields the poppies blow
Between the crosses, row on row, That
mark our. place; And in the sky the
larks, still bravely singing, Fly scarce
'heard amid the guns below. We are the
dead, Short days ago we lived, felt
dawn, saw the sunset glow, loved and
were loved, and now we lie in Flanders
Fields. Take up our quarrel with the foe:
to you from failing hands we .throw the
torch; Be yours to hold it high. If ye
break faith with us who die we shall not
sleep, Though poppies grow in
Flanders Fields.
Lt. Colonel John McCrae was
killed on the battlefield in Flanders
a few days after he wrote this
poem.
As we observe this Memorial
Day 2007, it is well to remember
that the torch mentioned in the
poem does pass from generation to
generation.
Our heritage of service and
dedication, and pride and
professionalism, dictate that we
not break the faith with those who
have gone before us, that we
remember and honor their
sacrifices and that we stand always
ready to preserve and defend our
American way of life.
And that we remember and
honor our young service men and
women around the world tonight
who are on the front lines in our


nation's war on terrorism.
They are carrying the fight to our
country's enemy.
Today, we honor those who paid


the ultimate sacrifice. And this
weekend, we can't help but honor
all who have rung freedom's bell,
whether they served in our nation's
earliest fight for freedom, or its
latest effort in Iraq and
Afghanistan. We honor and
celebrate the enlightenment of our
forefathers and mothers who risked
everything to deliver freedom.
And as we are gathered here this
morning, let us never forget those
men and women in the armed
forces who, even in peacetime, risk
.and give their lives in a hardship
post or a dangerous assignment--

Gulf or an anti-terrorist unit
waiting for a call.
They are on watch.
And that call has come again and
again in our history.
To put things in perspective, I
would like to read a quote, from an
article that appeared in the Florida
Times Union just as we were
starting our build-up in the Middle
East several years ago in response
to Iraq's invasion and occupation
of Kuwait.
"Across the road from the
Jacksonville Naval Air Station, a
young couple' was looking for a
place to live. The husband, 21, is a
jet engine mechanic, a plane
captain.
"He launches.the birds," his wife
said, referring to the FA-18 Hornet
Strike fighter jets that were based
at Cecil Field Naval Air Station
and assigned to aircraft carriers.
His wife, 20, is on edge every time
he goes to sea. "He's on the flight
deck fpr the night launches," she
said.


"You can get knocked down,".'

Kilo attended training school in Tallahassee and has been officially
certified by the United States Police K-9 Association.
"He's certified and working," Gibson said.
"Our K-9s are useful tools in the fight against drugs. We appreciate
Brian and his family donating the dog to our department. Our K-9 team
has been responsible for several good cases and we expect this to continue
with the addition of Kilo to our ranks," Sheriff L.E. "Bummy" Williams
said.

Due to crowds expected for a pair of public hearings to consider
proposed comprehensive plan amendments sponsored by the Taylor
Energy Center, the county commission's regular board meeting Monday

Once the commission concludes its regular business, the meeting will
recess until 6 p.m., when commissioners will reconvene at the Taylor
County Middle School Auditorium for the public hearings.
In addition to the public hearings on the amendments, the commission
will also hear public comment on a proposed property exchange with
Foley Timber & Land and the Taylor County Transportation
Disadvantaged Program, as well as several other plan amendments,
including one which .would ban missile testing ranges within the county.
Speakers will be limited to two minutes, with no repeats and no
allocating of time to other speakers. The commissioners have decided to
attempt to keep speakers "on topic," leaving it in the hands of Commission
Chairman Malcolm Page to-moderate the hearings.

Public boat ramp gone

donate to the community if he was
successful in developing the
marina.
He had also agreed to donate

buildings.
He said Thursday he still plans
to donate some property to the


county but will have to work that
out in a future agreement.
Pruitt said the housing density
will likely be the same as
previously proposed although
there will be single family homes
around the golf course.
He said he will likely keep the
town square concept as well as
1,400 condominium and hotel
units.
An area for launching kayaks
and canoes is also being

Thick layers of newspaper under mulch will put an absorbent, protective tier
between the mulch and the soil, thus cooling down the garden's environment.
As the newspaper breaks down, you can simply add more layers.
If you want to'change your flowerbed, just chop up the layers and till
underneath them, or add them to your compost pile.

If you like a natural border around your'flowerbeds, your 50-cent newspaper can
help again. Dig a small trench around the bed, 4 to 6 inches deep and wide. Re-
move all grass or weeds, then fill the trench with tightly-rolled newspapers, and tap
each down until it sits just below the outside edge of the trench. Then top with a
thick layer of mulch and smooth the area so the bed slopes to the grass edge. A
good watering will settle the bed. Cheap and easy to replace, this trench can
act as a barrier as well as a mow strip. Keep the area neat by running
a hoe along the border to discourage creeping grass.

With the haze of smoke settling over our area like a
suffocating blanket from the recent rash of wildfires
blazing in Florida and Georgia, my memory was
carried back to a time in the fifties. It was at that time
I was witness to a devasting fire at Granger Lumber
Company located close to my home on Center Street.
The lumber mill was one of the largest employers in
Taylor County during that time, covering a- large
portion of land off Highway 27. The adjoining section
of land was home to several employees. In fact, I
believe some of those fine houses exist today along
Granger Drive. My Uncle Elmer Ray and Aunt Louise
Mathis lived on Granger Drive, but not in one of the
company houses. Their place was like a second home
to me during my growing up years so it was not
uncommon to find me there throughout the
week.Without a doubt, their home was one of the best
places in town to visit. There were cousins in
abundance to play with and some of the most
delicious food in town to eat. Aunt Louise was a stay-
at-home mom who was very involved with the needs
of her family. Being there earned you the same
privileges, so I made sure the cousins invited me as
often as possible. It was on one of the sleepover
nights at their house that the tragic fire interrupted
what had started out to be an ordinary day.
All the children were settled down for the night, but
we girls were still rehashing the adventures of the
day. We were on the verge of our teen years so the
adventures mostly involved our latest heart-throb. We
knew to keep the chatter at a low volume since their
bedroom was next door to their parents. But, just like
teens today, our concept of low-volume differed
greatly from that of the adults. But anyway, right in
the middle of the ongoing saga of a "Teen's Latest
Fling," someone happened to glance out the open
window of the bedroom. Their discovery woke the
entire household when they shouted, "Fire!"
Stumbling over each other we rushed out the door
toward the front yard to watch in horror as part of the
neighborhood went up in flames. I remember
standing there in disbelief as the flames of red,
yellow, blue and white fire shot skyward accompanied
by sounds of popping and crackling as the menacing
fire rolled over the entire structure in a matter of
minutes, gobbling up the large office building and the
planing mill. The lumber yard never stood a chance
as the flames danced from stack to stack of lumber,
devouring everything. With the dry lumber gone, the
fire ran along the ground gaining speed as it sparked
the first, then the second pile of sawdust, never
pausing as it took everything within sight. The fire's'
path was never interrupted, even though the brave
firefighters battled with all their might. It was a losing
fight ,from the start, one that most firemen of that
time had not seen before. I don't believe even today's
up-to-date equipment could combat the effects of
such a fire as the one I saw that night.
No one felt the need for sleep; instead, we chose to
watch until the sky was cleared of the flames that had
invaded our peaceful existence. All talk of boys was
gone from our minds as we voiced question after
question about the fire. It was the first time we had
been this close to a real disaster. One that affected
friends and family members who, either worked at the
mill or like my daddy, sold his logs there. Somehow,
that night we made passage from childhood to a time
when we understood that life doesn't come with a "no
tragedy guarantee."
The fire smoldered for days with the acrid smell of
smoke clinging to everything and everyone. All that
was left were the brick retaining walls that stood like
spectres against the sky. The sense of grief was so
real as images of a thriving business played in our
minds while our eyes saw only remains of what had
been.
I never learned if the fire was a deliberate act of
malice or just one of those unexplainable twists in
life. But, I did learn that such a happening as this
has the tendency to draw a community closer as we
confront the enemy that threatens our way of life,
whatever the source. Much like it was then,
firefighters and community worked together as
Lafayette County experienced Mallory Swamp Fire
some years back and now the recent statewide fires.
Just as the Taylor County firemen did then, the brave
firefighters of today put their lives on the line during
those times and also daily so that I can live in safety.
My gratitude salutes your bravery and dedication.
As I made my way toward Perry, I glanced toward
the new business that sits on the spot that I saw go
up in flames on that long ago night. Such it is with all
things in life, change is part of the cycle. The good,
the bad and yes, even the ugly, is what molds us to
be who we are as we move forward in life with what
the day offers.

Winston and Barbara Jones from
Tyler, Texas and Clark Jones from
Tallahassee. They managed to land
11 trout, the largest 22 inches (2.8
lbs.) 4 rock bass and a 3-foot
shark.
David Bosch of Tifton, Ga., had
this report:
"Peng and I took a couple of
rookies on Saturday and did pretty
well on quality fish. .We picked
up a 25, a 24 and a 22-inch trout
in around 3 feet of water. All on
pinfish under Cajuns. I was
trying other stuff, but in terms of
quality and consistency the pin
fish were outfishing everything
else."

Taylpr County 4-H will sponsor a Hunter Safety Course June 4-8 from
5 until 8 p.m., and June 9 from 8 a.m. until 3 p.m. at the 4-H office in
Forest Capital Hall.
The course is open to ages 8 and up with youth and adults welcome.
A $25 fee covers dinner each day, snacks and drinks.
On Saturday; June 9, a written test will be given and a parent must
accompany his/her child. Lunch is also "on your own" that day.

Buying mallard ducks

requires FWC permit

special permit when buying a
mallard duck in Florida? Retail"
outlets, such as feed-and-seed
stores and flea market vendors,
also are required to have permits to
sell these ducks, and by law, they
cannot sell mallards to anyone
who does not have the proper
permit.
Florida Fish and Wildlife
Conservation Commission (FWC)
law enforcement officers will be
making routine visits to sellers of'
ducks, educating retailers on the
rule and making sure of
compliance.
"This is not a new law, but we
are making an effort to make sure
businesses selling mallard ducks
are aware of it and its importance,"
said Lt. Col. Michael Wiwi,
FWC's deputy director of law
enforcement.
The rule, which also makes it
unlawful to release captive-reared
mallards into the wild, was passed
by the FWC in 2004 to help
protect the existence of the state's
native mottled duck a unique
subspecies found only in
peninsular Florida.
The problem is, these pet

mallards do not migrate and once
released, become established, year-
round residents of our state. When'
they mate with wild mottled
ducks, it pushes Florida's mottled
duck population closer to
extinction.
"Domesticated or feral mallards
are crossbreeding with our mottled
duck, producing hybrid offspring,"
FWC biologist and waterfowl
management program coordinator
Diane Eggeman said. "This is a
serious concern and if not stopped,
this hybridization could result in
the extinction of Florida's mottled
ducks."

Teachers, administrators commended for FCAT scores

grades is significant, both in
percentage at or above Level 3, but
also above state average," Kemp
said.
She also pointed to the decrease
in the percentage of students who
scored at Level 1 in reading and
math.
"For example, we now have only
five percent of our students in third
grade in Level 1. We're down to the
mid and low teens in our middle
grades. In ninth grade this year, for
the first time ever, both reading
and math were above state


average. This is, without a doubt,
the most important improvement
we've made this year in terms of
student growth and achievement,"
Kemp said.
"To see our Level l's in some
grades drop to single digits, and in
most others to under 20 percent is
a solid sign that we are on the right
track with our curriculum,
instruction and teaching,"
Superintendent of Schools Oscar
M. Howard Jr. said. "The
improvement for our ninth graders
was wonderful. We think the Lap

improved and I'm encouraged, but

every year, with all our students; if


we want to be the Honor Roll
District we strive for," he said.
School grades and annual yearly
progress (AYP) is expected to be
released in the next two weeks.
"After that, we'll have a much
better idea of the kinds of changes
we'll need to make, at the district
level and the school levels,"
Howard said.
"Right now, I just want our
teachers, students, administrators,
parents and community to enjoy
this progress. It's a'testament to
the determination we have as a
school system to be competitive
with the other districts in Florida,
and, most importantly, that we are
determined to provide our students
with the best possible educational
opportunities."

PreK-12," Kemp added. "In the
past three years, we have
continually outscored our
neighboring districts on most
levels. Our teachers have been
continually involved in
professional development to help
them improve their instruction.
The pressure of FCAT on them is
tremendous and unbelievably

'At World's End'delights with

When "Pirates of the Caribbean: Curse of the Black
Pearl" opened in theaters back in 2003, it reintroduced
the pirate genre into the world's collective pop culture. It
also gave us what is sure to go down as one of the most
iconic characters in movie history in Captain Jack
Sparrow, played with a drunken flair by Johnny Depp.
With the huge box office success of the film, it was
little surprise when it was announced that Disney,
producer Jerry Bruckheimer, director Gore Verbinski
and the rest of the crew would return for two more
"Pirates" movies to be shot back to back. *
Last year's "Pirates of the Caribbean: Dead Man's
Chest" expanded the cast, adding a new villain in the
: monstrous Davy Jones (Bill Nighy) and the enigmatic
voodoo woman, Tia Dalma (Naomie Harris). It also
hoisted up the action, humor and special effects,
highlighted by Jones' half-
human, half-fish crew.
While the plot overwhelmed .
the characters at' times, the '
movie was a successful add ion .
to the franchise, using all of its
pieces to build up. to a
surprising cliffhanger finale .
which left audiences full of '
anticipation for last week's Ik
release of "Pirates of the
Caribbean: At World's End."
That anticipation paid off
with a worldwide gross of more
than $400 million over its first
six days.
Before I tread any further
into the new movie, let the
warning bell be rung. If you
haven't seen the pre\ ious
movies, there's no point in
seeing the third first, and the iPIIlTS 1h.

When we last left our pirate
friends, Jack and the Black Pearl had been lost to the vile
kraken (with a little help from Elizabeth Swann). The
others returned to Tia Dalma's to find a way to get him
back, which she offered as long as they were willing to
travel to the "end of the earth." To help them, she' called
out their new captain, cuing the biggest surprise of
"Dead Man's Chest" in the return of Captain Barbossa
(Geoffrey Rush), the villain from the first film.
Meanwhile, back at Port Royal, James Norrington (Jack
Davenport) returned with the heart of Davy Jones, which
he gave to the East India Trading Company's, Lord
Cutler Beckett (Tom Hollander) in exchange for his
reinstatement.
Like "Return of the Jedi," the third film in the original
"Star Wars" trilogy, "At World's End" does not pick up
right after the end of the second film, but presumably
several months 'later, after the various plans for rescue
and domination are in place and ready to be acted upon.
As such, the film opens with arguably one of the
darkest scenes of 'the trilogy as the East India Trading
Company cracks down on anyone associated with
piracy. With his heart in their possession, Davy Jones is
forced to do the company's bidding, namely to destroy
the pirates.
Barbossa, Elizabeth (Keira Knightley), Will Turner
(Orlando Bloom) and the rest are in Singapore to meet
with the Pirate Lord Sao Feng (Chow Yun-Fat) to invite
him to a gathering of the Brethren Court as well as steal
a map leading the way to Davy Jone's Locker and Jack
Sparrow.
What follows is more than two hours of deals,

promises and betrayals as each of the characters pursues
his own ends. While it can be a bit confusing at times, I
did not feel overwhelmed and with a bit of concentration
and remembering what everybody wants, it is not
unwieldy.
In fact, even with all the plots, the characters come to
the forefront more so than in "Dead Man's Chest."
All of the intrigue builds to a climatic conclusion in
what has to be 6ihe of th:,;best naval battle scenes ever
put on the silver screen filled with cannonfire,
swordfights and soaring rope swings.
The cast members, by this time, really understand
their characters, and present some of the best
performances of the trilogy. Elizabeth and Will have
grown from the first film and their actions--her betrayal
of Jack arid his promise to free his father--drive them
throughout this film. Jack Sparrow has Always been the

World's End." The writers
and director obviously threw caution to the wind with
this installment, giving us some of the strangest scenes
in a mainstream blockbuster in some time. I won't spoil
anything for you, but Jack in Davy Jone's Locker is one
of the funniest and strangest scenes I've seen.
The special effects are, simply put, amazing. It's just
about impossible to' tell where make-up and
animatronics end and the computer work begins. The
finale battle, as I. said before, will leave you in
amazement. The effects have truly come to the point
where most of the time, you are not asking yourself
"how'd they do that?".and simply accepting what you're
seeing. I do not envy the academy voters when it comes
to deciding the year's best special effects, with "Spider-
Man 3" already out and the rest of the summer still to go.
"At World's End" is one of the most fun movie
experiences I've had in years. If you enjoyed the, first
two, by all means, see the third.
Parents, however, should be warned that there are
several intense scenes, but if they made it through "Dead
Man's Chest," they should be fine with this one. The
movie 'is rated PG-13 for intense sequences of
action/adventure: violence and some frightening images.
Much has been made over whether this will be the
final "Pirates" film. I'll just say that if no more are made,
"At World's End" would make a satisfying conclusion.
That's not to say there's not room to sail on. The
characters' lives are not over (well, not all of them), and
there is still treasure to be found in the Caribbean and
beyond. If they dodecide.to hoist the colors again, I'll be
there waiting. '

NOTICE IS HEREBY GIVEN that a
resolution, which title hereinafter
appears, will be considered for
adoption by the Board .of County
Commissioners of Taylor County, Florida,
at a public hearing on June 19, 2007 at
6:10 p.m. or as soon thereafter as the
matter can be heard, in the County
Commission Meeting Room,
Administrative Complex located at 201
East Green Street, Perry, Florida. Copies
of said resolution may be inspected by
any member of the public at the Office

and place first above mentioned, all
interested persons may appear and be

AN RESOLUTION OF TAYLOR COUNTY,
FLORIDA, ADOPTING THE EVALUATION
AND APPRAISAL REPORT OF THE TAYLOR
COUNTY COMPREHENSIVE PLAN;
PROVIDING SEVERABILITY; REPEALING ALL
RESOLUTIONS IN CONFLICT; AND
PROVIDING AN EFFECTIVE DATE
The public hearing may be continued to
one or more future dates. Any
interested party shall be advised that
the date, time and place of any
continuation of the public hearing shall
be announced during the public
hearing and that no further notice
concerning the matter will be published.
All persons are advised that, if they
decide to appeal any decision mode
at the public hearing, they ,will need a
record of the proceedings and, for
such purpose, they may need to ensure
that a verbatim record of the
proceedings is made, which record
includes the testimony and evidence
