citizens agreed that evening to

"King Solomon, the wisest man
who ever lived, wrote in Proverbs
[20:18, 'Where there is no vision,
the people perish'," Rowell

"We have a responsibility as a
community% to try to raise the
quality of life for our citizens
economically, educationally,
spiritually and otherwise for the
betterment all the people of Taylor
: County," Rowell said.
"Folks, it is up to us! I can tell
you that Santa Claus is not coming
to Perry this December from
Washington, or from Tallahassee

our people deserve and should
expect. It's tip to us!" Rowell
stated.
SRowell pointed out that Taylor
S'Coutily celebrated its 150th
aahniversary last year, adding, "I

have," Rowell told the crowd.

undeveloped. We are fortunate that

Michael Warf, 39, is being held
on a $100,000 bond after being
charged with DUI manslaughter
for the death of Cynthia Miller, 51.
Miller was killed in a head-on
collision Dec. 12, 2006, on Golf
Course Road. Two other
passengers in her vehicle--Ashley
Williams, 18, and Alicia Harris,
19--also sustained serious injuries.
Warf himself continues to
recover from injuries he received
in the collision, according to court
documents.
The Florida Highway Patrol
(FHP) issued a warrant for Warfs
arrest and he was taken into
custody Saturday, May 19.
His attorney, Assistant Public
Defender Fred Castleman Jr., has
filed a motion seeking to have
Warfs bond reduced. That motion
is set to be heard by Judge Stephen
"Buddy" Murphy Wednesday, May
30.
Castleman's motion states that
Warf "suffered numerous injuries
in a traffic crash involved in this
situation" and that he remains
under medical care.
"The defendant is not receiving
the medical care he feels is
necessary from the Taylor County
Jail staff while incarcerated," the
motion stated.
Warf has no prior convictions
and is asking that his bond be
reduced to $10,000.
Cpl. Timothy J. Roufa detailed
the findings of his investigation in
a sworn affidavit filed with the
Clerk of Court:
"I was dispatched to investigate
a fatal traffic crash which had
occurred on Golf Course Road.

It is humbling to sit and look
at all of the names etched
into granite blocks at Veterans
Memorial Park.
Emblazoned on monuments,
more than 500 names pay tribute to
the men and women who have
served this country through the
years.
Some fought in war and some'
served in peace. Some volunteered
while others were drafted. All
branches of the military are
represented on the monuments, as
is every war fought in by our
country for the past century.
Scanning through the names, a
few are familiar: politicians,
business owners and civic leaders,
side by side with grocery clerks
and retirees. Many others are
strangers.
Each block holds a story. Some
have been told. Other have been
lost. The inscriptions only give
names, military branch, years of
service and any war served during,
but collectively they hold a
powerful message about the .
willingness of the few to protect
the many.
There is James K. Palmer Sr., a
private in World War I. Next to him
is James K. Palmer Jr., who served
in World War II. Thee 'are two
other Palmers nearby, William,
who served in the U.S. Air Force
for 21 years, including Vietnam,
and Bruce, who served from 1958-
1962.
The same wall also includes
Delbert McNutt, a Marine sergeant
who served during Desert Storm,
and Manley D. Walters, a POW
during World War II.

(DEPi. beginning a rigorous licensing and permitting process for a
proposed coal-fueled power plant
The approval process for proposed power plants in Florida is subject to
the Florida Power Plant Siting Act. This act was created by the Florida
Legislature to protect public health and welfare and minimize impacts to
the environment, while meeting the state's need for electricity. The
thorough review process can take between one year and two years to
complete, and it includes two public' hearings before final approval by the
Florida Governor and Cabinet.
"The Taylor Energy Center will pro\ ide reliable power at an affordable
price in an environmentally responsible manner," said TEC Project

all these areas and more.
The ultimate test for certification in\ olves meeting all agency standards,
minirmzing impacts using reasonable. available methods, balancing the
need for power %with environmental and other impacts, and serving the.
public interest.
The peak demand of Florida's utilities is increasing at an average rate of
more than 1,200 megawatts per Near. TEC is one 800-megawatt unit
proposed to begin operation in 2012.
"The utilities inolked in this project are promoting energy
consern ation, but we cannot reasonable> expect to avoid this large need for
additional generating capacity by voluntaryy conservation measures alone,"
said Law son.

fueled by natural eas
. While natural gas power plants have advantages, there are concerns,
such as the %olatile price of natural gas and the risk of too much generation
from one fuel type, Lawson said
"Electric prices in Florida have risen in recent years, and the quality of
life for some people is being affected," he said. "We need to keep
electricity costs affordable for customers, and right now, coal is the best

Donnie Ingram served from
1995 until 2003, including the war
in Iraq. Next to him is Tommy
Ingram, who served during
Vietnam.
These veterans are only a
fraction of those honored upon the
monuments at the park. Five
hundred stories and growing.

Everybody wants rain, but nobody wants a hurricane. Still, with the
season beginning in just days, it's a good time to assess your home
landscape for trees which might be susceptible to high winds--especially
if they are too close to the structures on your -property. Need more

Color is on the horizon! Crepe myrtles will be beginning their blooming
season, and this is a great time to pick the colors and cultivars you want.
You're also going to need annuals that can weather this heat for there's
a lot of summer left. For full sun, consider zinnias, coleus, melampodium,
pentas, portulaca, salvia, copper plant, croton and ornamental sweet
potato.
Trying to attract butterflies? Firebush will flower all summer and fall,
while luring butterflies your way.
For shadier areas, plant impatiens, jacobinia, caladium and coleus.
Butterfly gingers are also good in partial shade. *
Remember to keep spent blooms on roses and butterfly bushes cut; this
maintenance will produce more blooms for you to enjoy.
Watch out for poison ivy which is in full leaf now. Considerable help
for eradication can be found in herbicide sprays of glyphosate. Larger
vines, growing up trees, can be cut at the base, but remember to wear long
sleeves, gloves and to use extreme caution. When the vines re-sprout, use
the spray to kill the sprouts.
Don't fertilize your grass in this drought because it will fry, but do keep
it mowed (weekly mowing is recommended)... and hope for rain--lots of it-
to calm the wildfires and nurture the landscape.

Doug and April Farmer, formerly of Perry, wish to introduce their daughter, Kameron "Brooke" Angel, born
Dec. 7, 2006, at Shands Hospital at the University of Florida in Gainesville. She weighed one pound, six ounces,
and was 13.5 inches long.
Considered "a miracle from God," Kameron was in the neo-natal Intensive Care Unit from Dec. 7, 2006, until
March 28, 2007. She is welcomed home by two sisters, Misty Leggett and
Beth Farmer of Perry.
The baby's maternal grandparents are Heather Hicks of Dixie County
and the late Donald Nobles.

days and they caught 36 trout
while fishing live pinfish and live
shrimp under Cajun Thunders in 3
- 7 feet of water.
Bill Gaskins fished with his
daughter, Christina, both of
Valdosta, Ga., and they landed a
limit of trout with one over 20
inches long using "Natural" Gulp
Shrimp under a Cajun Thunder in
'5 feet of water.
Jack and Karen- Minchey of
Keaton Beach fished four days and
caught their limit each day from 5

with live pinfish under Cajuns.
Danny Daniels of Madison used

with shiner tails-under a popping
cork to land their limit.
Friday, I had David Childs and
his brother, Mark from Warner
Robbins, Ga., and we caught 15
trout with two over 20 inches
long and one 22 inch redfish all
caught on live pinfish under
Cajuns.

During the first four months of
2007, a record number of fatal
boating accidents, 32 in all, took
place in Florida. Search and rescue
efforts have been discontinued for
three other boaters who are still
listed as missing. If this pace
continues, 2007 will eclipse the
all-time" record for Sunshine State
boating fatalities by a wide
margin.
To stem this tragic and
unnecessary trend, Florida Fish
and Wildlife Conservation
Commission (FWC) law
enforcement officers will be on
patrol from Saturday through
Monday with an expanded presence
on lakes, rivers and along the
coast to help ensure a safe boating
weekend.
According to statistics compiled
by the FWC's Office of Boating
and Waterways, the number-one
cause of boating deaths in Florida
is drowning. This Memorial Day

Annual banquet at St. Peter's Saturday
St. Peter's plans eventful weekend
St. Peter Primitive Baptist Church will hold its annual banquet on
Saturday, May 26, at 6 p.m. All plates will be $6, and tickets can be
purchased at the door. (Pick-ups begin at 5 p.m.) Elder Chester Davis,

Mt. Olive Missionary Baptist Church will host Vacation Bible'School

Jena Baptist 'lifts off' V.B.S.

Ricketson
Robert William "Billy"
Ricketson, 70, died May 23, 2007,
at Doctors' Memorial Hospital in
Perry.
A native of Cross City, Mr.
Ricketson was the son of the late
William Harry Ricketson and the
late Louise Cone Ricketson. He
had lived in Perry since 1945,
moving here from Cross City. He
had worked for Procter & Gamble
at the Buckeye Cellulose Plant for
more than 20 years, and had served
as a member of the Taylor County
School Board for 20 years.
He also did surveying with Delta
Land Surveyors. He was a
member of Crosspoint Baptist
Fellowship.
Survivors include: his wife of 48
years, Margaret Ricketson; one
son, Robby Ricketson of Perry;
two daughters, Cheryl Ann
Ricketson and Vanessa Ricketson,
both of Perry; one sister, Elaine
Pridgeon of Perry; one
granddaughter, Natalie Ricketson
of Perry; and a host of nieces and
nephews.
Funeral services will be held
today, May 25, at 11 a.m. at
Crosspoint Baptist Fellowship
with Eddie Pridgeon and Jay Black
officiating.
Interment will follow at New
Hope Cemetery.
In lieu of flowers, donations may
be made to the Crosspoint Baptist
Fellowship Building Fund.

Hazel Louise Murray, 80, died

She was preceded in death by
her husband, Leon Clinton Murray,

Term paper leads to magazine feature
Leslie High has been teaching
English to seventh grade students
at Taylor County Middle School
for the past five years.
When she decided to return to
school to work toward her master's
degree, little did she know that a
term paper would ultimately lead
to her receiving author's credit on
an article published in an internal
education journal.
High graduated from Taylor
County High School in 1987 and
Florida State University in 1989
with a bachelor's degree in
elementary education.
She taught at Perry Primary
School for more than a year before
taking off to stay at home with her
children.
She re-entered the education
world by substitute teaching in
2001. "I was able to fill in for the
rest of the year for someone at
TCMS and have not left," High
said.
"I loved working with middle
school students and got certified
in middle grades English. I have
been teaching 7th grade for five
years."
When she decided to get her
master's degree in reading K-12,
she returned to her alma mater,
FSU.
"In one of my classes I had to
write a research paper," she
explained. "I was very interested in
the brain and how it functions so I
chose to write on dyslexia and the
brain."
According to the International
Dyslexia Association, current
studies suggest that 15-20 percent
of the population has a reading
disability. Of those, 85 percent
have dyslexia.
"It's a topic that all teachers need
information about to better educate
our students," High said.
"My professor, Dr. Roxanne
Hudson, also thought it was a topic
of current interest for educators
and helped to further develop my
paper for publishing."
Hudson, along with Stephanie Al
Otaiba, share author's credit with
High.
The article, entitled "Dyslexia
and the brain: What does current
research tell us?" was published in
the March issue of the
"The Reading Teacher," a journal
for the International Reading
Association.
"She has made us all
proud," TCMS Principal Paul Dyal
said.

of MSCW, Inc., the consulting firm
facilitating the Shared .Vision
Planning, led an overview of the
visioninig process. MSCW has
worked with both rural and urban
communities in preparing similar
plans, for Franklin and Bay
counties as well 'as North
Jacksonville.
He further explained that the end
result of the community's work
will be a plan that once adopted
should guide long-term decision
making.
While the process was initiated
by the chamber and sanctioned by
the city and county, Rowell said,
"This is not about the chainber or
any other single entity in our
community. It's about citizens who
care 'about the future of our
community and the future for our
children. The Perry-Taylor County
Chamber Board of Directors has
appointed this Taylor County
Shared Vision Task Force to guide
the public participation process, in
which all of you will identify
goals, objectives and issues that
should be addressed, as well as
potential solutions. This will lead
to us building a Shared Vision Plan
for our county."
He continued, "Our work will
lay out the vision that the citizens
see for our' county. Our leaders
wrestle v ih issues that divide our
community, whether it be a missile
range, power plant or coastal
development. I have watched our
neighbors to the north in Madison
County wrestle with land use
decisions that have even divided
families to the point that 10 years
down the road animosity still
exists in that community.
"Hopefully, we can develop a

Hannibal jumps to DVD with a
growing appetite for revenge
With all the the summer blockbusters breaking box
office record after record (and no end in sight with
"Pirates of the Caribbean" opening today), it's easy to
forget there are also plenty of movies on the home
entertainment front to sate our appetites.
Speaking of appetites, the "Silence of the Lambs"
prequel "Hannibal Rising" hits the DVD stands Tuesday
and to mark the event, here are my thoughts on the
movie after catching it in the theater back in February.
You know that old car you have, the one you keep in
the garage or under a tarp behind your house. You rarely
drive it, but you keep it around because of the wonderful
memories it brings back to you every time you take a
seat behind the wheel.
One bright ivinter's day, you pull off the tarp, wash off
the dust, and hop into the driver's seat. You turn the key
and the engine sputters. For a moment you're worried
that your trip is over before it begins. You try the key
again and this time the engine turns over and, while you
couldn't say it's purring, the car is running once more..
You put it into gear. The engine sputters again, but
doesn't stall, and after a backfire or two, you're out of the -
driveway and onto -the road. 'You keep the windows
down and as the wind blows through your hair, you
remember all the good times you had together.
Like that old car, "Hannibal Rising," which opened in
February to a lackluster box office and a beating from
the critics; is a movie that sputters at first, but once it
picks up speed and gets to the meat of the action (pun
intended), it's a fun ride and a chance to have one more
visit with an old friend--or at least, enemy.
Dr. Hannibal Lector, as portrayed by Anthony
Hopkins in the Academy Award-winning film "Silence
of the Lambs," (not to mention the sequel "Hannibal"
and prequel "Red Dragon") has remained entrenched
into our collective consciousness as one of the most
fascinating, and ruthless, people to ever grace the silver
screen.
Like the old car, I brought many good meffiories, into.
the theater with me from "Silence of the Lambs," "Red
Dragon" and even the much-maligned "Hannibal." I was
worried, however, over whether the engine would even
start for this film without Hopkins, and I went in with
:low expectations for "Hannibal Rising.",
Despite its flaws, the film instead turned out to be a
lcjiant stfrprise and filled an enjoyable two hours at the
movies.
:"Hannibal Rising" gets off to a rather poor start as we
.ro introduced to a young eight-year-old Hannibal
(Aaron Thomas) and his sister, Mischa, playing by a
pond in 1944 Lithuania. An explosion nearby sends the
pair running back to the nearby chateau and their
parents, who are packing to escape the incoming
German army. Why had the parents let their children.
wander off alone, I wondered. Of course the answer is so
the movie could open up on a peaceful scene of children
playing by a pond.
The family -narrowly escapes to a nearby hunting
lodge and soon we see the German soldiers and their
Lithuanian conscripts looting the chateau. The SS
officer in charge gleefully looks for Jews to kill and
sniffs the rest to make sure they're not gypsies. He offers
his local soldiers the opportunity to prove they are SS
material by killing the lone Jew they find among the
chateau's staff. It would have been easier for them if they
had just held placards saying, "We're the bad guys." I
Meanwhile, things settle down at the lodge until
Russian soldiers arrive only to be killed, along with
Hannibal's parents, when they're shot by a German
plane. Of course, before long the SS wannabes show up
to loot the'lodge and find the children, hoping they can
use them for leverage if they are captured by either side
stealing.. As hunger sets in, however, they find the
children may have another use.

and plagued by nightmares about the fate of his sister,
the details of which he is unable to remember. He is still
living in his old chateau, but it has become a state-run
orphanage and he is just one of many children staying
there following the war. After a quick act of revenge on
a bullying classmate, he steals a stack of letters,
miraculously still in the exact same drawer he saw his
mother leave them in eight years before. ,
All this being said, everything thus far is in the first 20
minutes or so of the movie. Free from the orphanage,
Hannibal escapes from the Eastern Bloc and makes his
way to Paris and his aunt, Lady Murasaki Shikibu (Li
Gong). From there, the movie really takes off with
Hannibal learning martial arts from his aunt and going to
medical school, where he makes money by preparing
cadavers for classes.
Once Hannibal regains more of his memories froni his
stay at the hunting lodge, he sets upon a bloody path of
revenge against the soldiers involved.
While some questions about how the Hannibal of this
film becomes the serial killer seen in the later movies are
left unanswered, "Hannibal Rising" provides a suitable
and believable portrayal of his early years and descent
into violence and cannibalism.
Ulliel does a superb job as the teenage Hannibal,
showing his intelligence and cold, calculating nature
even if his personality is still developing in the first half
of the film. Hannibal is lost early on, with no one left to
call family except for his beautiful and exotic aunt. She
provides his balance but it isn't until he finds murder and
revenge that he seems to truly find peace. Ulliel is able
to bring to the screen all of these aspects of the character,
and while Hopkins will always be the definitive Lector,
the young newcomer has made his own mark on the
character.
Hannibal's interactions with the war crimes inspector
(also trying to find the soldiers involved in his sister's
death) are particularly spell-binding and give a glimpse
,of what is to, cim', in ii.hi. ,i,'f[.,i.ii'd ".iih law
enforcement.
Aside from the critiques I already mentioned, the
script holds up well for novelist Thomas Harris' first
attempt at screen writing. Harris' novels have served as
the basis for all four Hannibal films.
Don't go in expecting a crime thriller like "Silence of
the Lambs" or "Red Dragon," but "Hannibal Rising"
serves as an above average revenge film as well as a
character pi&ce on the well-known cannibal. In this, it is
an improvement over "Hannibal," which did not have a
lot to offer non-Lector fans.
Just as people have asked you about why you've kept
that old car, many critics have asked if there was a need
to make this movies A need? No. But when it's through,
"Hannibal Rising" is worth the price of admission and
gives a new perspective on one of the best known film
characters of all time.
"Hannibal Rising" will be available in the theatrical
version as well as an "uncut" edition.

I do have to take a moment and just gush over the
television event of the season that occurred Wednesday
night. The tension, the conflict, the special appearances,
the explosions. No, I'm not talking about "American
Idol." I'm talking about the "Lost" season finale.
Not only did the creators subject us to two full hours
of heart pounding action, suspense and mystery, they
also produced one of the best season finales of all time.
Family reunions, surprise returns, jaw-dropping
twists, it had it all, not to mention Jack with a beard.
It's always great when your favorite show can deliver.
Boy, did if deliver.
To my fellow "Lost" fans, let us support each other as
we wait until February (you heard that right) for season
four.

Florida Folk Festival canceled
The organizers behind the
Flo!iJ.i Folk Festival, which was
scheduled to begin today at
Stephen Foster State Folk Culture
Center in White Springs, have
announced the festival has been
canceled due to ongoing, wildfires
in the area.
The park's Web site posted the
following message explaining the
cancellation:
"In consultation with the other
agencies involved in the Bugaboo
fire suppression and public safety
issues, the Florida Department of
Environmental Protection's (DEP)
Division of Recreation and Parks
has cancelled this year's Florida
Folk Festival. The. festival was to
be held at Stephen Foster State
Folk Culture Center in White
Springs May 25 -27.
"The Florida Folk Festival has
historically depended on partner
agencies from state, county and
local cities and towns to assist in
providing for public safety issues.
With the current emergency fire
conditions, the division feels it
would be irresponsible to ask these
agencies to provide the needed
assistance to insure' the safety of
park visitors and staff on this busy
festival and holiday weekend.

It will be a "farce of operatic proportions" when the
Tallahassee Little Theatre presents, "Lend Me a Tenor."
It is 1934 Ohio and the state is preparing for the biggest
operatic fundraiser ever presented by the Cleveland Grand
Opera Company. Tito Merelli, the Italian tenor virtuoso, is
going to be performing in Verdi's "Othello."
The stage is set for a smashing success. Then
everything goes wrong, sparking a chain reaction of
mistaken identities, plot twists, bed hopping and
slamming doors. Chaos reigns supreme.
With non stop-side-splitting laughs, "Lend Me a Tenor"
is guaranteed to delight and amuse.
The production began Thursday and will continue May
25, 26, 31, June 1 and 2 at 8 p.m., as well as May 27 and
June 3 at 2 p.m.

Taylor County's newest landmark,
Veterans Memorial Park, will be
held Monday, May 28, at 11 a.m.
"Veterans Memorial Park was
funded by local contributions. This
extraordinary effort has resulted in
a memorial park that rivals those of
larger cities, and even states. Our
park is a showcase. It represents
the love and respect our
community has for its veterans.
Our veterans are special and our

Chiseled in stark black and
white, the names are lined up in
precise order echoing their military
roots.
These men were soldiers and
they paid the ultimate price. Their
sacrifice will long be remembered
and their memory forever honored
in a towering monument that is the
keystone of the new Veterans
Memorial Park.
Billy Hartsfield was one such
soldier whose named is written in
stone. He died far from home just
weeks after his 21st birthday.
Hartsfield thought he could
make a difference and joined the
Army as soon as he turned 18. A
short time later, he was in the field
in Vietnam.
"He saw the Army as a good
career opportunity and, if anything
ever happened to him, he would be
able to take care of Mama and
Daddy. He was the best brother in
the world," Hartsfield's youngest
sister, Dorothy McMullen, said.
"He thought it would give him a
good future."
Hartsfield was the seventh child
in a family of 11. He grew up in
Nutall Rise and "was a typical
Taylor County boy--loved to hunt
and fish. His family was important
to him and so were his friends.
When you made a friend with him,
you made a friend for life."
