Students and teachers will get a
well-deserved break March 19-23 as
the Taylor County School District takes
a Spring Break. Today, March 16, is
the final day of class until Monday,
March 26.
When students return following the
break, only one holiday remains on the
school calendar: Friday, April 6, Good
Friday.
The final school day of the 2006-07
year for students is May 18; teachers
finish up on May 23-24.



County forester Billy Wright will be
the guest speaker at the Monday,
March 19, meeting of the Taylor
County Historical Society.
He will present a. slideshow
spotlighting the early logging and
turpentine operations of Taylor County
and North Florida.
President Wanda Cash invites
everyone to attend; the meeting will
start at 7 p.m.



The March meeting of the Taylor
Retired Educators' Association will be
held Monday at Doctors' Memorial
Hospital (education room), starting at
11 a.m.
District Forestry Director John Fish
will be guest speaker.


The Grascals


Grammy nominated Bluegrass
group and IBMA's 2006 Entertainers
of the Year, the Grascals will be
headlining this year's Florida State
Bluegrass Festival in Perry April 6 and
7.
Aside from being great entertainers,
the Grascals are big supporters of the
March of Dimes, festival coordinator
Dawn Taylor said.
"For a $5 donation to the March of
Dimes, you have a chance to win a
private dinner and' photo opportunity
with the band Saturday, April 7."

Perry-Taylor County Chamber of

The Grascals will perform Saturday,
-April 7, at 2:30 p.m. and 9 p.m. at the

Free tax preparation and e-file
services through the Tax-Aide
program will continue through April 16.
Assistance will be available at the
Taylor County Public Library in Perry
on Monday, 9:30 a.m. until 5 p.m.,
and on Saturdays, from 10 a.m.
until 1 p.m.
Services will also be available
during the month at Steinhatchee
Community Center, by appointment
only (call Bonnie at 352-498-0050).
"This program serves taxpayers of
all ages with special attention to
those 60 and older," said Vicky
Van Dyke, the regional volunteer
coordinator in Fanning Springs.-
Peggy Williams is the local contact

"Taxpayers should bring photo ID,
Social Security cards for all
dependents, and all tax documents
(W-2's, SSA's, 1099's,
interest/dividend statements,
unemployment, child care provider
information, etc.) related to their tax

Perry man, 60, killed in crash


A 60-year-old Perry man was
killed in a two-vehicle crash early
Wednesday, March 14.
Dennis E. Ross was pronounced
dead at the scene after his full-size
Toyota truck ran nearly head-on
into a semi-tractor/trailer at the
intersection of Highway 98 and
Goff Street around 5:30 a.m.

A war of words has broken out
between Taylor County and the
Florida Department of
Community Affairs following a
letter sent to the county last week
which charged that the
development agreement between
the commission and Magnolia Bay
Marina and Resort was "not
consistent with the applicable
statutes."
The letter, sent by Division of
Community Planning Director
Charles Gauthier -to Commission
Chairman Malcolm Page,
however, sparked a quick response
from commissioners earlier this
week, who objected to its tone,
calling it "one of irreverence and
heavy> handedness."
In his letter, dated March 7,
Gauthier objects to a section in the
development agreement,
unanimously approved by the
commission in October, which
states. "The county agrees to work
with the developer in. amending
the Taylor County Comprehensive
Plan and Land Development
Regulations as needed to
implement the general plan of
development according to.
applicable law. The developer
intends to request several small
comprehensive plan amendments
that total 65 acres per cycle in each
of the next two cycles (approx.
130 acres."
According to Gauthier, the
process of "cobbling" small scale
amendments mentioned in the
agreement "is not consistent with
the applicable law."
Land use amendments are
considered "small scale" when
they are under 10 acres (or 20
acres if the county is declared an
area of economic concern, as is the
case in Taylor County).

The driver of the semi, Laroyal
Curtis Ewings, 44, of Valdosta,
Ga., was treated and released at
Doctors' Memorial Hospital.
He was apparently enroute back


to the Scruggs Concrete plant in
Valdosta when the crash
occurred.
Traffic was routed around the
scene for nearly eight hours to
allow time for scene investigation
and clean-up.

City braces for $500,000 shortfall.


City residents could see a
reduction in services, coupled with
an increase in fees, if the proposed
property tax reform currently
under review by the Legislature is
passed.
That was the message City
Manager Bob Brown brought to
the Perry City Council during its
regular meeting Tuesday, March
13.
"If some of the property tax
proposals pass, our best estimates
show that we would face a revenue
loss from $180,000 up to a quarter


of a million dollars. When you
factor in inflation, than we could
be looking at a $500,000 challenge
when we start preparing next year's
budget," Brown said.
"If that's the case, then there are
some tough choices we will have
to make together. I think this
would be a good time to pause on


some things until we know where
we are with the property tax
situation," he continued.
"I believe it (property tax
reform) is going to happen.
Everything I hear indicates that
some form of the plan will pass,"
Mayor Emily Ketring said.
Brown recommended that the


city halt plans to install a wireless
Internet system which would serve
a 42-square-block within Perry's
redevelopment district. The project
was to have been funded from a
special redevelopment tax
collected in the impacted area.

Robert Emmet "Bob" Cannon,
who led the leveraged buy-out of
Procter & Gamble's pulp business
which resulted in the formation of
Buckeye Technologies, died
Wednesday at his home in
Memphis, Tenn. He was 77.
In 1954 he joined Procter and
Gamble and .continued with them
until 1991, serving in various
sales, manufacturing and
management positions.
In 1993, he led a group that
purchased P&G's Buckeye
Cellulose, which had been in
existence since the early 1900's.
He successfully took the company

public in 1995.
As chairman and CEO, he
renamed it Buckeye Technologies
in 1997 and led the company to
become a global leader in the

remained on the board as presiding
director.
He was active on both the local
and national level with a variety of
service organizations.

Mama was the head physician in the Leggett,
household and her weapon of choice was a large bottle
of castor oil. Even though she held a degree in nursing
she stayed with the tried and true remedy. According to
her it was the "cure all" for whatever ailed you so she
administered her dosage liberally. It was the miracle
drug of the forties and fifties, and was touted to get rid
of everything from the common cold to a bad case of
laziness. At our house you knew a dose of the slimy
concoction was yours for the taking every spring just
before Easter. Mama said this was necessary to clean
out all the bad germs that your body had harbored over
the long cold months of winter.
Needless to say for you that can remember the nasty
stuff, there was no way to camouflage the taste. But I'
have to commend mama for trying since she was the
one who had to practically hog-tie us before she was
able to pore the dose down our throats. She used one
tablespoon of castor oil mixed with a glass full of warm
root beer soda. She would stir the castor oil into the
root beer causing it to foam and fizz much like the
mixture we watched on scary Frankenstien movies. In
fact, the feeling I experienced everytime I saw the.
foaming glass moving toward my mouth was the same ,
feeling I got when I watched Dr. Frankenstein dosing
the monster he had created. As the slimy mix made Its
way down my throat I usually reacted much the same'
way Frankenstein did by gagging as I tried to walk stiff
legged across the floor. The sounds escaping my small
body bordered on near hysteria until finally I would,
collapse at mama's feet in my dying moments. I should "
have learned from the repeat procedure that she would
show me no mercy as she said, "Good girl, that will fix
you up for the summer." Since I left home, root beer
soda has never touched my lips. Just the thought of it'
makes my throat close as I gag from the memory of
,castor oil.
When the castor oil didn't achieve the needed results
for her children, mama woul;d,-call pld ., Warren1to0
stop by the house to take a look at us. To me he
appeared to be a hundred years old. If I was the
unfortunate patient he would approach me and. open
his black bag to pull out the necessary tools to listen to
my heart, check my ears and my throat. If this didii't
reveal any telltale sign of the illness he would turn to
mama and say, "Give her a good dose, of castor oil." It-
was enough to make us keep our bellyaches to
ourselves since we knew what the end result would be.
Much to my grateful heart mama started taking us to
Dr. Hendry. His office was located upstairs in the same
building as the Emporium. It seemed like the longest,
darkest walk imaginable as you climbed the stairs to
his office but once you were there, it was great. He was
so kind as he would calmly check you. If you needed
medicine he had it right there and would give you a
Pepsi to wash it down with. But the main reason he
gained my undying devotion was the fact that he never
suggested castor oil.
Our dentist, Dr. Peacock, was right down the hallway
from Dr. Hendry. This was not one of my favorite places
to visit. My reluctance had nothing to do with Dr.
Peacock, but with my own aversion to having someone:
roam about inside my mouth. I remember him as a nice
person even though he did have to inflict pain. Thank
goodness the art of dentistry has come a long way sincee-
my childhood. In fact, the art of medicine--whatever the
specialty--has come a long way.
But all the medical improvements, as wonderful as
they are, can never take the place of the doctor who was
just like one of the family. There were numerous times
that mama would send me to the phone to call Dr.
Hendry's office and all I had to do was tell them, "It's:
Delores Leggett and mama said you need to come to our
house." With just that amount of information, the
doctor would arrive and set our world to right again.
With all the changes in our medical field we are so
fortunate to still have doctors, nurses and first
responders that share the same special bond of caring
with their patients as doctors in bygone days.
Sometimes in the course of a stubborn illness I'm-
slightly tempted to try mama's concoction. The
temptation leaves as quickly as it comes when the
memory of castor oil travels from my brain to my taste
buds. It's enough to bring on an instant recovery...so in
a way mama's "cure all" still does its job!

Late start for students


The Taylor County School
Board approved the 2007-08
school calendar Tuesday night,
with classes for the next school
year slated to begin several weeks
later than usual, on Aug. 20.
The later start was mandated by
the legislature during last year's
session, Superintendent of Schools
Oscar M. Howard Jr. said.


As with this year, students will
have Wednesday through Friday
off from school for the
Thanksgiving Day break.
The last day before the
Christmas holiday will be Dec. 21,
the same day the second nine
weeks ends. Students will return to
classes Jan. 8.
Spring break will also be later

holiday running from March 31 to
April 4, 2008.

Howard told' school board
members a bill was introduced in
the current legislative session to

'Walter J. Williams is best known
as a writer of interstellar adventure
stories. But in his novel "The Rift,"
all the characters have their feet
planted firmly on the ground.
Except when the 'ground shakes,
moves and splits right open. Which
it does quite often in this novel
about a great earthquake striking
the New Madrid fault and splitting
the United States right up the belly.
While this book is fiction, the
New Madrid Fault is real. Five
-major fault segments lie atop each
other along the course 'of the
Mississippi River. It's a large area
. encompassing parts of Tennessee,
,..isoi'ri k irkantast and Illinois."
The last major event happened"
there in 1811-12. Existing records
of that quake begin every chapter,
reminding the reader that a quake
of this magnitude has happened
before when the area was sparsely
populated.
In "The Rift," the earthquake
knocks the mighty Mississippi.

devastation is so widespread that
the U.S. government cannot
immediately get help into most of
the disaster-stricken communities,
and soon lawlessness breaks out in
many areas.
Mr. Williams uses a format I like
in a disaster novel. He follows six
or eight central characters in
different locales who are coping
with the catastrophe in their own
Sway nid the story Unfolds through
them.
Sometimes these folks connect
with one another and it's
pleasurable reading when they do.
Even amongst the tension of an
earthquake.

moccasin. Jason, in his neighbor's
bass boat "Retired and Gone
Fishin," comes to the rescue. But
the relief is short-lived because the
two find themselves trapped on a
slowly moving flooded river going
through chemical spills, waterfalls
and eerily empty cities plagued by
deadly gas leaks. It's not a pretty
picture and things look grim for
the pair.

C. Frazetta, US Army Corps of
Engineers, stands at the helm of
the Mississippi Valley Di.isioin
What she sees is a river gone wild
and the real possibility of the
Poinsett Landing Nuclear Power
Plant uprooting and tumbling
down toward New Orleans. Her
job is to secure the plant on the
constantly shifting sand and mud
amid aftershocks and radiation
leaks. Suddenly I was ready to get
back to how things were going for
Jason and Nick.
As they are carried downstream
toward Nick's family, the story
moves on to other survivors
struggling with the devastation. A
radio preacher celebrates the
arrival of doomsday, a corrupt
sheriff tries to keep order in his
district and a stockbroker tries and
ultimately fails to capitalize on the
economic fallout of the quake.
The tension level stays high and
the characters stand up to the
sweeping scale of the destruction.
While a tad long (932 pages) "The
Rift" is a good thick book you'll
not soon forget.
Walter J. Williams is a New York
Times best-selling author who has
been nominated repeatedly for
every major SF award, including
Hugo and Nebula Awards
nominations. He lives near
Albuquerque, N. M., with his wife,
Kathleen Hedges.

Spring fever, answered
What better way to spend an early spring day, than planning for the garden ahead? That was
the philosophy of the Perry Garden Club when members made a "road trip" Feb. 23 to Madison
to visit O'Tooles Herb Farm. Of course, the group made time for lunch and a little shopping,
before returning to Perry with a few more "green things". to love. Shown above are Gerri
Fenn, Bea O'Toole, Tuckie Maultsby and Nell Barnett. This Wednesday, the club will welcome
a representative of the Greathouse Butterfly Farm for a 9:45 a.m. meeting at the Garden
Center adjacent to Forest Capital Park. President Liska Gooding invites anyone in the
community with an interest in butterflies or butterfly gardening to attend the meeting.

Luke Austin Hayden
Brian and Summer Hayden of Taylor County announce the birth of their
son, Luke Austin, on Jan. 23, 2007, at 10:40 p.m. in Tallahassee Memorial
Hospital. The new arrival weighed 5 pounds, 12 ounces, and was 19.25
inches long.
Maternal grandparents are Bryant and Kathy French. The baby's
maternal great grandfather is Ervin Close.
Paternal grandparents are Jim and Cathy Hayden. Paternal great
grandparents are Ralph and Mary London.

yard?" If that question has
troubled you since you first
realized you knew nothing about
what to plant in North Florida, fear
no more. A list of. "The
Dependable Dozen" was recently
published in Florida Gardening,
spotlighting the "workhorse
greenery of our landscape."
No. 1: Indian Hawthorn. This
dwarf, evergreen, low-
maintenance shrub thrives as a
foundation planting or in a planter
box. It is salt, shade and cold
tolerant,- boasting dark green
leaves with contrasting delicate
pink blossoms.
No. 2: Variegated
Pittosporum. This casual,
compact shrub fits nicely around a
house, or as a hedge. The whorled
leaves are grey-green and cream in
color, even if on a shady north
exposure. Fragrant white blooms
appear in the spring. Salt tolerant.
No. 3: Thryallis. This shrub
presents bright yellow flowers atop.
burgundy red stems and can flower
year round, given full sun (except
in the coldest locations). It has few
pest problems and prefers dry soil.
SNo.4: Ligustrum. Smelling
like fresh apples when pruned, this
shrub features crisp, glossy and
green foliage. It can be a screen
for an unwanted view, or can be
pruned into a single-stem small
tree. It thrives with full sun.
No. 5: Shillings Holly. Called
"tough as nails," this shrub is
densely compact and thornless. It-:
doesn't have the traditional red
berries but it shines in any
landscape design.
No. 6: Podocarpus. It can be a
great screen, a small tree, or a
formal hedge. This shrub is
virtually pest free and prefers sun.
No. 7: Liriope. Previously used
only as a ground cover, liriope is
now edging walkways and

Roseheads offer chances

Members of Perry's original chapter of the Red Hat Society, the
Roseheads, are currently working on raising money for the 2007 Relay For
Life by offering "three great prizes," said Cheryl Gregory, publicity chair,
"Debi Limoges, owner of Special Things and also a Rosehead member,
has donated at 14-karat tri-color gold circle heart pendant," said Gregory.
"Jeff Myers of Winn-Dixie is helping the group have $100 worth of
groceries, and Charles McClellan of McClellan Oil Co. is helping the
group offer $100 worth of Shell gasoline," she said.
"Each is such a wonderful prize; it's like having three first prizes."
A $1 donation will provide you the opportunity to receive one of these
prizes, Gregory reminded. The drawing is scheduled for the evening of
the relay, April 27, and ticket-holders do not have to be present to win.

Obituaries


Anita Deanna Hudson
Anita Deanna Hudson, 49, a
homemaker, died March 15, 2007,
at her home in Shady Grove.
Mrs. Hudson was a native of
Taylor County and the daughter of
Lillian (Gunter) Ratliff of Perry
and the late Broward Ratliff. She
was a member of First Church of
God.
Survivors include: her mother,
Lillian Gunter Ratliff of Perry; a
devoted friend, Harvey Milam of
Tallahassee; three daughters, Staci
Whiddon and Brandi Gunter, both
of Perry, and Ashli Hudson of
Shady Grove; four brothers,
Broward Ratliff of Panama City,
Franklin Ratliff and Doyle Lee
Ratliff, both of Perry, Larry Ratliff
of St. Augustine; five sisters,
Virginia Cruce of Perry, Gladys
Sadler of Perry, Hazel Crews of
Lafayette, La., Thelma Etheredge


of Bridgebrough, Ga., and
Christine Sharp of Somerville,
Ala.; four grandchildren; and a
host of nieces and nephews
She was preceded in death by
one son, Brock Carlton.
Funeral services will be held
Saturday, March 17, at 10 a.m. at
Beggs Funeral Home with the Rev.
Mike Hicks officiating. Interment
will follow at Pisgah Cemetery.
Family members will receive
friends today, March 16, from 6
until 8 p.m. at Beggs Funeral
Home, which is in charge of
arrangements.
Dennis Elvin Ross
Dennis Elvin Ross, 60, died
March 14, 2007.
A lifetime resident of Perry, Mr.
Ross was the son of the late Elvin
Ralph "Jim" Ross and the late
Willie Jo Ross. He was a graduate


of Taylor County High School and
served in the U.S. Army during the
Vietnam War. He retired from
Procter & Gamble after working
38 years, 29 years in forestry and
the last nine in the finishing
department of the mill. He was a
member of New Home Baptist
Church.
Mr. Ross was chapter president
of the local National Wild Turkey
Federation and a committee
member of the Tallahassee chapter.
He was a lifetime member of the
National Rifle Association, and a
member of the Veterans of Foreign
Wars and AMVETS.
Survivors include: one son,
Arren Shane Ross; three daughters,
Shannon Ross and Amber Ross of


companion, Sharon Grantham of
Perry, and her three daughters,
Lindsey Shaw, Calista Hedricks,
and Becky Strickland.
A memorial service will be held
Saturday, March 17,, at 4 p.m. at
Joe P. Burns Funeral Home.
Family members will receive
friends prior to the service from 2-
4 p.m.
In lieu of flowers, donations may
be made to the JAKES College
Scholarship Program. This. fund
has been set up at Buckeye Credit
Union, 1825 S. Jefferson Street,
Perry, Florida 32348.
Bums Funeral Home is in charge
of the arrangements.

Robert Emmet Cannon, 77, died
Wednesday, March 14, 2007, at
his home in Memphis, Tenn.

He was born Nov. 18, 1929, to
the late Louise and Robert Cannon.
After graduating from the Georgia
Institute of Technology with a
Bachelor's degree in mechanical
engineering, he served in the U.S.
Navy Submarine Force, U.S.S.
Hardhead, during the Korean War.
He joined the Procter & Gamble
Company in 1954 and held various
sales and manufacturing
management positions,
culminating with his appointment
as group vice president for
industrial products in 1981 and
senior vice president for corporate
initiatives before his retirement in
1991.
After his retirement, he served as


dean of the College of
Management, Policy and
International Affairs for Georgia
Tech. He also fulfilled "a lifelong
dream" by leading the purchase of
Buckeye Technologies from
Procter & Gamble.
He attended and was an elder for
Shady Grove Presbyterian Church.
He also served on the Greater
Memphis Arts Council and
Memphis Orchestral Society, as
chairman of the Georgia Tech
Board, and also on the boards of
various organizations, including
United Way, Junior Achievement
and the American Forest and Paper
Association, as well as the
Canadian Pulp and Paper
Association. He was a past
president of the Boy Scouts of
America.

is the Steinhatchee Fishing
Tourney! Okay, so I messed
up...but no one really thought
they were going to hold a tourney
on a Tuesday...RIGHT? THIS
SATURDAY! Be there!
Trout fishing was up and
down...but grand if you could find
the right combination...which
seemed to be fishing. BITE-A-
BAIT fighter plugs for both Bert
Deener, of Waycross, Ga., and
myself as we fished together, in
separate boats last Wednesday and
Thursday. Bert caught a 6.1-
pound, 26-inch trout on the
"clown" Bite-A-Bait fighter in the
"clown"'pattern. Bert was fishing
south in 2-2.5 feet of water when
he hooked and landed the gator
trout.
He also landed his limit with
his Uncle Don Fouche' of
Maryland both Wednesday and
Thursday while fishing the
fighters. Again he fished from 1.5
to 2.5 feet of water and had his
bite late into the afternoon on
lower light. Trout were tough up
in the day and Bert said they
were fishless til 4 p.m. Wednesday
and 2:30 Thursday when the w-i-n-
d shifted.
On another front: I took EI
Fenlin of Chicagoland out with
Billy Pillow Friday and we had a
great day on the sheepshead...Billy
started out early with a
magnificent 9.4-pound sheepshead,
the biggest anyone has landed on
my boat ever! I
commented..."Well, I guess I will
jusi ha'- 1i caich one 10 pounds!"
:Billy chuckled, and then about,
15 minutes later I looked down,
and said I see him...sure enough I
dropped a live shrimp down on the
bottom watched her take it and
boom it was on! I landed and
weighed in my 10.3-pound
sheepshead--a boat record and my
personal best. Ed couldn't get past
that one, but had two fish over
eight pounds to make our top five
sheepsheadd just over 44 pounds!
The 23. fish we brought in
weighed 130 pounds!
Saturday Tim and Becky
Wiggins,. with Cole Childers and
Amanda Barnes of Tifton, Ga.,
fought the crowds to land seven
sleepshead with a 8.95 pounder
anti a 7.85 pounder!
More trout news: From Jeff
Suber, president of the Forgotten
Coast Kayak Anglers of
Tallahassee: "Keaton Beach was
on ,fire this weekend. The North
Florida Gulf Fishing Club had
their monthly tournament this
weekend and the location was
Keaton Beach. Junior Dice won
with 14.5 pounds of trout and the
biggest trout of 5.51 pounds.
Robbie Green and Bill Palmer
finished second place with 12.5
pounds of trout and bringing up
third place were Steve Taylor and
Ashley Mock with 12.29 pounds
of trout. Jeff Suber of the
,Forgotten Coast Kayak Anglers at
www.fcka.net finished in ninth
place in his Wilderness Systems
Tarpon 160i. He fished Dallus
Creek'and picked up eight keeper
trout in the mornings ranging
from 16-19.5 inches with a
Mirrolure STTR in the Electric
Chicken colors. When the tide
slacked off he moved into some
smaller creeks and picked up more
than,20 shorts in the 10-12 inch
range with plastic shad tails. He


moved out to the mouth feeding
Dallus Creek from the gulf,and
finished off his day with 18 more
trout from 17-19 inches long with
the Mirrolure and a Bite-A-Bait
Suspending lure with blue back
and silver bottom. "
Saturday also saw Wilson and
Jesse Paulk of Salem fishing with
Berkley Gulp landing a limit of
trout in three feet of water.
Jason and Bouie Rowan fished
Saturday to land seven trout on
live shrimp and Berkley gulp from
2-3 feet of water. '
Many anglers are having fits
trying to get. trout to hit in 3-6
feet of water, where I believe the
trout from offshore just haven't
penetrated yet and are just out
there a bit deeper feeding on
shrimp at night. We need some
rain, as the too-clear water just has
nothing for the trout to eat arid so
they are staying deeper for
protection from predators.
The shallow water fish are
finicky mostly feeding just early
and late and not for long.

More sheepshead news...I took
Jack Minchey and his crew from
Eatonton, Ga., and we brought in
an incredible mess of sheepshead!
Jack topped off our stringer with
an 11-pound sheepshead (11.3
pounds). We had 23 fish which
weighed a whopping 14.7.9
pounds!!!! unbelievable! We used
fiddlers to land over half our sheep
and had pitiful tides Monday,
March 1'2, so we had a very light
bite. (A bit early, as this Saturday
that 11-pound fish would have
been worth $300!)

Big inning lifts Wakulla over 'Dogs


The Taylor County High
baseball team gave up 7 runs in
the top of the third inning here
Tuesday night but was unable to
overcome the deficit, falling to
Wakulla 12-6.
The Bulldogs answered the War
Eagles run-for-run through two
innings with the game tied at 3.
But Wakulla's 7-run third proved
too much to overcome.
Taylor County (3-8,,2-1 district)
wasled at the plate by Ethan
Young, who blasted a double and
drove in a run in a 2-3 effort.
Others with one hit and one RBI
each included Brandon Mock, Josh
Gilbreath and Drew Mock
(double).
Kendall Thompson and Will
Hall were also credited with
driving in one run each.
Brandon Mock got the start on
the mound giving up eight hits
while striking out 4 and walking

DCA 'heavy handed'?

which Franklin County adopted a
future land use map amendment
totaling 9.6 acres as a small scale
amendment for a wastewater
disposal system for a resort
development. The disposal system
totaled, 14.6 acres, however, and
the administrative law judge and
the commission "concluded that
the 'use' that was the subject of the
amendment was the 14.6 acre
system and accordingly, 'the
amendment cannot qualify as a
small scale development
amendment'," he said.
"The process established in this
law ensures that all amendments
save those relating to actual small-
scale development activities, are
subject to full state review and full
public participation. Given the
irreplaceable environmental
resources in the areas of the
Magnolia Bay proposal, it is of the
utmost importance to have the
appropriate state and regional
oversight and public input into any
comprehensive amendments," he
said.
"Reliance on the small-scale
amendment process would not
only be contrary to the legal'
process and public participation
requirements, it would also
represent a failure to properly
consider planning issues
associated with the resort.
"If the county chooses to pursue
small scale amendments for.
Magnolia Bay, the department will .
take appropriate legal action to
prevent the violation or
circumvention of state law. While I
hope such actions prove
unnecessary, I want to let the
county know this issue is of great
state interest."
Magnolia Bay Developer Chuck
Olson responded last week to the
letter, stating "I respectfully
disagree with the position
expressed in your letter that the
county had endorsed a process for
the adoption of comprehensive
plan amendments... that is not.
consistent with applicable
statutes."
He also said he was consulting
the project's attorney and would
respond upon completion of their
review.
Commissioners discussed the
letter Monday afternoon during an
emergency meeting they called to.
talk about the state legislature's
proposed property tax reforms.
A motion to declare the DCA
issue an "emergency" was passed
so the board could take:
action.
With a motion from.
Commissioner Pat Patterson and a .
second from Commissioner Clay
Bethea; the board' voted 4-0 to send
a drafted letter in response.
Commissioner Mark Wiggins was

In the county's response, dated
March 13 and signed by Page, the

development agreement regarding

have been more consistent with the
department's fission statement,
'...to assist Florida communities in'
meeting the challenges of growth,
reducing the effects of disasters
and in\ estig in community
revitalization.' We thought
'communities' implied all local
governments as well as
individuals.
"We also find your letter
inconsistent with two of the
department's core values: 'to freely
share ideas, resources ,and talents
throughout the 'state' and 'to treat
everyone fairly and with courtesy,
respect and kindness.'
"The tone of-your letter is one of
irreverence and heavy handedness.'
"Like the Department of
Community Affairs, we are
expected to work with people that
have various interests and
positions; whether they are
'-property, .owners or interested


parties, as long as their requests are
within the confines of the law and
our responsibilities as defined by
statute. We assure you that, like the
department, we are not tied to any
special interest other than trying to
do what is best for the residents of
our community," the letter states.
"While we might not always
agree, we do want to work with the
department and ask that you work
with us to find solutions rather
than jumping to conclusions and
making allegations. We look
forward to working with you and
your staff."
Copies of the letter were also
sent to Gov. Charlie Christ, DCA
Secretary Thomas G. Pellham,
Rep. Will S. Kendrick, Senator
Nancy Argenziano, North Florida
Regional Planning Council
Executive Director Scott Koons
and Suwannee River Water
Management District Executive
Director Jerry Scarborough.
This latest issue is not the only
run-in county government has had
with DCA recently. The
commission is currently pursuing
an administrative hearing
concerning an ongoing
disagreement with the state agency
over development densities along
the county's coastline.
In early 2006, DCA declared
part of the county's comprehensive
plan "not in compliance."
At issue is the allowable
building densities in land zoned
mixed-use urban development in
areas designated "coastal high
hazard area" (CHHA) if water and
sewer service are available.
The county says it's 20 units per
acre; DCA says it's four.
In the comprehensive plan,
which was adopted in 1990, it
states in the section concerning the
CHHA the maximum density if
water service is available is four
units per acre.
It does not mention what the
density would be if both water and
sewer service are available.
According to DCA's position,
that means the density is four.
But the county contends that the
issue is addressed in -the section
concerning the mixed-use urban
category; which does state the
density is 20 units per acre when
water and sewer is available.
According to County Attorney
Conrad Bishop, DCA never raised
the issue until the commission,
from a recommendation from the
North Central Florida Regional
Planning Council, amended the
comp plan in 2005 to add in extra
language in the CHHA section
clarifying the county's position.
In December, the commission
voted unanimously to pursue the
20 units per acre via an
administrative hearing rather -than
negotiate a compromise position.
Currently, the hearing is
scheduled for April 17.

at festival
The Taylor County High School
Symphonic Band performed at
Florida State University Saturday,
March 10, for the Florida
Bandmasters Association Concert
Band Festival and received an
overall rating of "excellent."
"This was one of the band's best
performances," Band Director
Brett Wilson said.
"All students involved worked
very hard and the adjudicators, as
well as other band directors
present for the concert, had great
things to say about the band
program. Several remarked that it
was the best performance they
have heard from the TCHS band in
several years. The performance
was truly wonderful and the
students represented their school

brought true meaning to 'The Pride
