Banners may
violate rules

In a potential violation of Student Government election
codes, houses on fraternity row have large advertisements
draped over their walls supporting and stating authoriza-
tion by The Gator Party.
SG election codes dictate that "posters may not exceed
352 square inches," about 19 inches by 19 inches. Several of
the displays on fraternity houses span entire floors.
All the banners read that they are paid political advertise-
ments of Gator Party Treasurer Brian Seel. The codes require
that the person named on the banner authorize "the creation
of, disbursement of, or payment for" that banner.
But Seel said he had nothing to do with the displays.
Campaign material also needs the authorization of
Supervisor of Elections Daniel Maland, who said he never
approved the banners.
Maland contends that the banners are not "posters" and
are therefore not subject to the 352-square-inch requirement.
This defense jars with Maland's statements at an Aug. 31
meeting with party officials, during which he reviewed the
election codes with them and warned of penalties ranging
from restricted campaigning to disqualification.
"Watch what you do; be careful what you do," he said at
the time. "Ignorance is no longer an excuse."
During the meeting, Maland said Fraternity Row is con-
sidered off campus because Greek organizations bought the
land from UF in the 1990s.

Study-abroad programs send students into new waters

she awoke at midnight to see the
sun disappear below the Icelandic
horizon.
"It was beautiful the sun set-
ting over the ocean," said Short, an
industrial and systems engineer-
ing major. "I got used to getting
up early and sitting on the back
of the ship to watch the sun rise or
set. I won't be able to do that many
more times in my life."
Among the many study abroad
summer programs available,
Semester at Sea took 500 students,
including two from UF, to eight
different countries in northern
Europe.

countries, students would eat,
sleep, socialize and attend classes
aboard the ship.
"It was really cool being able to
sit on a ship in class and look out
a window to see water for miles
- nothing else," Short said.
Despite the lack of resources,
such as a large library and quick
Internet service, students still had

to do normal class activities such
as research assignments, home-
work and discussions.
They also had the opportunity
to do programs in the countries
themselves, mixing academics
and culture, creating a real-world
learning environment.
The field programs in Short's
classes took her to a Caterpillar,
Inc. machinery fabrication plant in
Russia and a shipyard in Poland.
"It's a pretty hands-on ap-
proach to learning," she said.
Susanne Hill, the International
Center's study abroad coordinator,
said students get a global under-
standing through programs such
as Semester at Sea.
"They get a different perspec-
tive after they have experienced
how the program has widened
their horizons," Hill said.
The International Center at UF
awards $75,000 a year in scholar-
ship money to help students fi-
nance the study abroad programs,
she said.
From seeing a rainbow while
mountain hiking in Ireland to
climbing the Eiffef Tower in Paris,
Gordon said she had many unique
experiences that will stay with her.
"It was worth every penny,"
she said.

Group strikes out on grant

Human Rights Awareness on Campus
won a $10,000 grant in May. Four months
later, the group has yet to see a dime of it.
The Darfur Activism Award, provided
by the Reebok Human Rights Foundation
and mtvU, was awarded to. the best start-
up student organization focusing on raising
awareness of the genocide in Darfur. To
receive the money, however, the winning or-
ganization had-to be a federally registered,
501(c)(3) tax-exempt nonprofit organization.
After only a month of existence, the
group was barely a student organization
- let alone a tax-exempt, nonprofit one
- when its president, Nikolas Wolfe, en-
tered the contest on a whim in April 2005.
When the 501(c)(3) status became an issue
in receiving the grant, the group consulted
Student Legal Services but without success,
Treasurer Rochelle Meddoff said.
"They simply told us we were not large
enough or established enough to handle the
responsibility," she said.
Wolfe paid about $200 of his own money
to gain the group's certification as a Florida
nonprofit organization and to show inten-
tion of gaining 501(c)(3) status. The group
hoped this would mean the grant money
would be released.
However, Reebok still insists on federal
registration, which involves a 52-hour appli-
cation process followed by an eight-month
application review.
But that may change after Student Sen.
Ramone Looby directed the group to the
Student Government business manager last
week, who promised to help with the grant.
"In the 20 minutes I spent with him, I was
able to get more done than I hid in the past
six months," Meddoff said.
"They (Student Legal Services)
simply told us we were not large
enough or established enough to
handle the responsibility."

SG is researching options for the orga-
nizati6n, helping it get the most amount of
grant money in the least amount of time,
Meddoff said.
One option is finding a religious group to
agree to be the organization's fiscal sponsor
and take the check on their behalf.
Without this help, she said, the group
may not have seen the money until
September 2006.
Because the-organization began in March
2005, it has yet to receive funding from SG.
"We do everything out-of-pocket at this
point," Meddoff said.
The 1,300.1etters concerning the genocide
in Darfur have since grown to around 4,000
handwritten letters from students. and fac-
ulty, and- the group now has 416 people on
its listserv.
LGBT-ally frat in works

A lesbian, gay, bisexual and transgen-
der co-ed fraternity is in the planning
stages at UF.
Organizer and UF sophomore Davier
Rodriguez said he wanted to join a frater-
nity but thought one that supported the
LGBT community was needed at UF.
LGBT organizations exist on campus,
but he thought they didn't have the broth-
erhood and closeness of a fraternity.
Established fraternities that welcome
LGBT members still may make them feel
like they are a minority in the group, he
said.
Aftersixmonths of research, Rodriguez
is holding meetings to determine the type
of fraternity that could form.
He originally planned to create a men-
only fraternity that supports the LGBT
community, which would mirror already
existing chapters in the nation.
But after an LGBT assembly two
weeks ago, women expressed interest.
If Rodriguez was to create a co-ed fra-
ternity supporting the LGBT community,
it would be more complicated because no
such organizations currently exist, he said.
If he sees interest in a co-ed fraternity, a
new national organization would have to
be formed, which could take five years.
Before the fraternity can be created,
Rodriguez would need to find out how
many people would join.
Having both an LGBT fraternity and a
sorority is another option, he said.
UF junior Chris Harper said he was
interested in being a part of a fraternity
like the one Rodriguez is trying to create
because he liked the idea of brotherhood.
He thought being in a fraterni-
Greek ty would give him more social
Life opportunities.
Rodriguez said he expects
positive and negative responses.
"There will be a lot of opposition in
the beginning," he said. "Several fraterni-
ties on campus.. .have rejected members
because they are LGBT," he said.
The response from the LGBT com-
munity will decide if this fraternity comes
into being, he said. He has heard a posi-
tive response from at least 25 people.

Jonathan Keane said although he is not
interested in joining a fraternity some
people he knows might want to join one.
"I think it could be very popular with
the right people in it," he said.
Being a part of the LGBT community
would not be required to join the fraterni-
ty, which would also be a haven for thdse
who want to learn about the community.

The Gainesville City Commission did not amend the contro-
versial open-container policy Monday after discussing the strides
that police have made in protecting local residents.
Commissioner Warren Nielsen described the gameday envi-
ronment in years prior to the crackdown on the open container
policy.
"I would see fights. I would see blood. I would see people'
acting in code violation," Nielsen said. "I can still close my eyes
and see people sitting on the curb bleeding from the altercations
taking place."
Nielsen said the penalty for an open container of alcohol
should be strict enough that it cannot be ignored but added that
it is within the police department's discre-

Commissioner Jack Donovan proposed that signs warning
of the open-container law be posted along University Avenue,

Nielsen said that periodic discussion of the open-container
law is prudent, and the commission would continue to adjust its
position if needed.

It is unfortunate that a "few jerks" are causing problems that
stain the whole community, Commissioner Ed Braddy said.
Student Government Lobby Coordinator Thomas Philpot said
the discussion provoked by the arrests of Tennessee fans at the
Sept. 17 home football game will affect police interpretation of
the law.
"Even if the law hasn't changed on paper, I think that a clear
message has come out of this discussion," Philpot said. "I think
you'll see more of a.move toward evaluation of the policy on a
case-by-case basis."

Maland said an assistant saw Bard campaigning
door-to-door in Broward, which election codes forbid,
and gave him a warning.
When Bard was caught a second time, Maland
said, a complaint was filed against him. His hearing
will take place tonight at 9 p.m.
"None of this ever happened," Bard said of
Maland's account. He said he .delivered a stack of
Impact T-shirts to supporters who had requested
them. "I was always escorted by the people who
wanted me on that floor."
Bard said he was never spoken to by anyone bhut
his Resident Assistant on the second floor, who told
him that if he was door-to-door campaigning, he
should stop.
Impact spokesman Adam Roberts said in a phone
interview that the fourth-floor Broward RA who re-
ported the complaint is a member of the Tau Kappa
Epsilon Fraternity. The Gator Party candidate for the
Broward seat is a Tau Kappa Epsilon pledge.
Generally, party leaders said they have been keep-
ing each other in check rather than filing complaints.
For example, Impact President Thomas Jardon
said he saw a Gator Party banner on the SG-funded
poles in the Plaza of the Americas.
He called Maland, and Gator Party members took
the banner down within 11 minutes, Jardon said.

Unlike Impact, Gator's
platform is not feasible
I|he Editorial Board has weighed in on this week's Student
| Government election.
Now it's your turn.
We didn't want to use this space to talk about something that
would distract you from voting today and Wednesday. That job
goes to the columnists.
One more time, we want to make our position clear.
We support the Impact Party. We would marry the Impact
Party. We might even be convinced to have 12 children with the
Impact Party.
But today we're going to focus on The Gator Party, just to
amuse ourselves and take up space.
However, before the fun, we want you to get all the facts
straight on how to go about this voting thing.
There are 12 on-campus voting locations. Everything will
be done on computer. For the first time, you can vote at any
of these locations, which will include Turlington Hall, the Reitz
Union and Library East, and not be tied down to one precinct.
Apparently, this has given SG officials a reason to eliminate
three polling places. It's probably because they couldn't steal
enough computers from campus.
Seriously, why didn't they just let students-vote on their
home computers? That is apparently too economical and easy.
Don't be tricked when you enter the Union. Voting is on the
third floor. It is not on the first. Hopefully there will be signs, but
you never know with these sneaky SG people.
You might have to go through a booby trap filled with
sharp objects and torture devices, all bought with your tuition
money.
Don't be deterred. However, you should to bring a wooden
stake and silver bullets as safety precautions.
Now that you've been primed for the quest before you, we
shall turn to why this all shouldn't end in a vote for Gator.
First off, they'll never implement true onlin ng. All
they talk about is how dangerous it would be to enable voting
through GatorLink accounts.
A big argument is that this would lead to block'voting, or
one person entering the votes for a group of people. Gator also
argues that if you could vote on any computer, someone could
stand behind you.
Then we guess absentee ballots should be outlawed too.
Furthermore, if we can pay our tuition, sign up for classes
and look up our financial aid through the system, we can cer-
tainly vote with it.
But these points have all been made before.
The issues Gator is fighting for are perhaps even more trou-
bling in their infeasibility.
Officials want to dose sections of University Avenue for foot-
ball games. This is a city issue. If SG represents only the small
section of campus that votes, we can't see Gator convincing the
city that traffic should increase just because some people want
to walk in the street.
Gator also wants to "increase movement toward" getting
"green" buses. We don't even know what this means. Are Gator
candidates going to symbolically walk toward a green bus? It's
just so vague and confusing.
If they mean that they'll try to fund that huge project, then
that's just a little ridiculous.
But the most frightening Gator platform issue is their prom-
ise of biweekly lunches with SG officials.
This is an issue of mercy. More bureaucratic meetings are the
last thing on our minds. Not even free food can draw us to such
torture.
Of course, we probably wouldn't be invited.

Alligator will take steps to improve trust
When we print Andy Marlette's cartoons, as with
every time we decide to print someone else's
opinion in the Alligator, our motives are genuine.
I don't believe I've ever seen Marlette fail to make his.
points. In any event, people are entitled to their opinions,
which are the keystones of American life.
But sometimes, good intentions lead us where we don't
expect to go. We did not foresee the hurt and offense many
would feel on the basis of a single word, or a single opin-
ion, or a series of opinions.
Our critics are correct: we must always take responsi-
bility for our actions.
There are those who remember a time, more than I
ever could, when racially sensitive statements would have
been silenced, dominated and tinged with violence.
To those who felt real pain upon viewing these car-
toons, I apologize.
But the cartoon has stirred up so many feelings, I can-
not regret that all this has happened.
The controversy proves that our community has polar-
ized on the discussion of'race-sensitive issues so much, it
interferes with constructive cooperation and continuing
dialogue. Talk in some places has devolved into raw hate
and a whole lot of empty rhetoric.
The Alligator certainly is not innocent in this course of
events. As a source of news and opinions for the entire
campus, we must be committed to inform from the most
educated positions we can have.
We plan to set an example for the university by keeping
these issues in the spotlight, now that they are exposed.
We have taken some of the first steps, with the help of
administrators and campus groups, and I invite everyone
to suggest ways the Alligator can make this a learning
experience for all.
First, we must take steps beyond the typical open houses
and speeches in reporting classes to encourage fresh, di-
verse voices to speak with the Alligator.
We're reopening our doors.

I am confident the changes we make to our approach
will lead to widespread discussion and growth among
students, faculty and staff.
On the other hand, I know Marlette wouldn't agree to
change his opinions for sensitivity reasons. In fact, there
are many readers, not separated by race, gender or status,
who consider it wrong for us to temper anyone's opinion
for the benefit of anyone else.
I wish there were a simple truth I could deliver
which will satisfy all angles of this debate, but it's not
the Alligator's job to tell anyone what to say or how to.
say it.
As a newspaper editor, I can tell you that censorship
of any kind is dangerous to everybody. Remember that
many cases of genocide and oppression started in censors'
hands.
I remember an Alligator columnist who two years ago,
after another cartoon drew ire from campus groups, put
the paper's dilemma in perspective: "When free speech
goes, the first people to suffer are minorities."
That sage advice came from Marlette himself.

Focus needs to return to Iraq
I'm going to be insensitive. In fact, I'm
probably an absolute jerk.
But it's time we get our minds and
the national media to turn away a little
from the hurricanes and return to the fact that
we're in a war with no end in sight.
Don't get me wrong: The victims of Katrina
and Rita have all my sympathy. I'm not saying
we shouldn't continue our donations, but it's
time to split our focus.
The anti-war movement should build
momentum now that our nation has had
the chance to see the bumbling response to
Katrina. It's been four years since Sept. 11,
2001, and our Department of Homeland
Security is still so inadequately prepared that
we don't even need an international terrorist
to show the lack of real plans to real disasters.
And who's to say that the same thing hasn't
been happening in Iraq? Bush has shown that
unless the public and media continue to view
his policies under microscopic scrutiny, things
fall apart faster than a Hollywood romance.
And how have things been faring in Iraq?
The latest debacle features the Iraqi constitu-
tion, which will go to a referendum Oct. 15.
The constitution is anything but secular,,
enshrining Islam as the official state -religion
and stating that no law can be passed which,
contradicts the rules of Islam. Didn't hear
Amy Eisinger any mention of women?
Left Out That's because the con-
letters@alligator.org stitution leaves out any
statement of their rights
entirely. We should be ashamed that the occu-
pying multi-national forces that helped draft
this constitution allowed these pseudo-repre-
sentations of democracy to slide.
But not all focus on the war has been lost.
Last weekend, anti-war rallies were held in the
United States and in London. At least 100,000
citizens gathered in Washington. In London,
10,000 protesters took to the streets Saturday,
topping the number of troops Britain has sta-
tioned in Iraq by 1,500.
Why aren't these stories still making head-
lines across the nation? Have Americans and
media alike become bored with a seemingly
pointless war?
Try talking "boredom" to the- families of
the 1,900 members of the U.S. Armed Forces
whose lives have been lost since the war be-
gan. This war remains just as serious as ever,
and our lack of attention won't make it disap-
pear like a bad dream at the break of dawn.
If we want to see a stop anytime soon, it's
going to have to come from an informed and
outraged public.

Air show wastes fuel in gas crisis
I would like to thank the federal
government and the U.S. Navy for yet
another act of irresponsibility.
We are being told to cut back
on fuel usage and only drive when
necessary. Gasoline prices went up
because yet another hurricane was
threatening our Gulf Coast on the
same day oil prices dropped $2 a bar-
rel. Yet the Blue Angels can afford to
burn thousands of dollars' worth of
aviation fuel that our tax dollars pay
for, while select individuals and local
government profit from the parking
and $15 admission fee.
Thank you, U.S. Navy, for lead-
ing the way in the government's
conservation policy while our fuel
prices continue to soar and the U.S.
Government does nothing to curb the
price increases.
I guess conservation is only for the
private sector, not the government.

One kind act reveals Impact's
true commitment to UF students
When I first got to Gainesville, all
I could think about was football and
wild parties. Little did I know how
serious Student Government is at UF.
The other day while walking
through Turlington Plaza, I noticed
many people from both the Gator and
Impact parties. At first I had no due
who these people were, and my gut
instinct was to avoid them. When I
walked past the tower, I dropped sev-
eral dozen loose note cards I was car-
rying to class. It was pretty windy that
day, and after a night of sleep depriva-
tion, I was just about ready to have a
breakdown right then and there.
But just as the cards fell across
the pavement, someone in a red
shirt from the plaza across the street
pointed at me and yelled something
out loud to the others. While I reacted
to the scream with a sigh of confusion,
half a dozen red shirts sprinted across
the street, one almost getting hit by
a moving car, and they descended
around me to pick up my note cards.
I didn't know what to say. I was
caught off guard by their kindness. I
figured they'd start to butter me up,
but no one did.
So I asked them about their party.
I'm no expert on SG and probably
never will be, but one thing I know for
sure is that if these Impact kids would
sprint more than a hundred feet to the
rescue of just one student, one student
who may not have voted for them
or voted at all, then you just have to
cut across all the red tape and all the
rhetoric. It's not about who promises
you the biggest things or who pledges
to work the most hours. What counts
is who's ready to help you in the here
and now with no strings attached.
I'm voting Impact, and I hope you
will too.

Gators backs still vie for position

Although DeShawn Wynn may
have become the first player in UF
history to score four touchdowns
twice in his career after accomplish-
ing the feat against Kentucky, both
head coach Urban Meyer and run-
ning backs coach Stan Drayton said
the Gators will use a committee of
running backs for now.
Despite Wynn's four-touchdown
Though tailback DeShawn Wynn has seen the bulk of UF's carries, he has yet
to establish himself as the Gators' primary back.

we're going to play that card until
there's a guy who says 'Hey this is my
position...and you have to go through
me to get it.' Right now we have guys
working through that mentality but
we're not quite there yet."
After being buried on the bench
behind Wynn and true freshman
Kestahn Moore, Skyler Thornton
- who finished the 2004 season as
UF's No. 2 back is once again the
backup tailback, at least for now.
Meyer said Thornton handled his
demotion well, which has helped him
persevere and reclaim a spot in the
lineup.
"There are a couple ways to handle
not playing," -Meyer said. "One way
is to make phone calls and pout and
stick your lower lip out, and those
guys will continue not to play. That,
or you can be like our guy Skyler
Thornton, who, to be honest with
you, did that for a couple weeks.
Then Skyler thought, 'You know
what? This is not working. This lower
lip stuff might have worked when I
was 6 years old to get my jelly beans
or something like that, but its not get-
ting me on the field.'"

it did happen before the creation of the forward pass.
Steve Spurrier might be a god in Gainesville, but Bryant was
the Zeus of all pigskin.
In Degory's defense, though, he's actually the most prag-
matic Gator to .speak at the team's weekly press conference
Monday. He actually showed reverence for the Tide.
Defensive end Jeremy Mincey, not so much.
Mincey, a Statesboro, Ga., native, knows all about Alabama-
style football.
"Smash-mouth," Mincey said.
Still, Mincey spouts the kind of hubris unheard of since the
days of Achilles, or at least the Fun-N-Gun. Considering the
win against Tennessee, Mincey likes UF's chances on Saturday.
"We were a couple mistakes from beating the crap out of
them," said Mincey of the Volunteers. And since "Tennessee
has more talent than Alabama on both .sides of the ball,"
Mincey claims the Tide "shouldn't be a big problem."
It seems that for Mincey, the swagger Zooked into exile for
three years has returned.
"I think so. I honestly think so," said Mincey of whether UF
has regained its swagger. "I just see the confidence when we go
to practice. There's confidence everywhere. From the snapper
. to the kick-returning position, everybody is confident of what
they are doing, and it's starting to grow more and more." .
It's funny what one half of perfection against Kentucky can
do to a team's confidence.
Ever the realist, however, Degory isn't about to bust out his
pimp walk.
As one of few holdovers from the closest thing to a Gators
dynasty, Degory knows four games don't amount to much.
"The swagger comes with a lot of walking," Degory said.
"It's coming. Obviously [a win] would help out. [We'd] have a
little hitch in our step, maybe, but not a swagger."
He knows a 'Bama team with perhaps the toughest defense
the Gators' still-unproven offense will.face this season is backed
up by an offense with the potential to put up some numbers.
He knows that the Swamp isn't the only SEC facility to host
50,000 rabid fans in a spring scrimmage.
Degory doesn't want to incite the ghost of Bear Bryant.
On second thought, neither does Mincey.
Before wrapping up his interview session Monday, the de-
fensive end offered one final disclaimer: "I love Bear Bryant,
by the way."

Gators offense to get major test from Crimson Tide
'Bama tied for tops in SEC with 13 sacks

In the days leading up to UF's season-
opener against Wyoming, Coach Urban
Me r drilled the same mantra in each
of his players heads: Put an emphasis
on preparation and it will pay off on
Saturday.
Now more than ever, the Gators must
live up to Meyer's challenge on the prac-
tice fields, preparing for arguably the most
talented .defense they will see all year
against No. 15 Alabama on Saturday.
"This is going to be a big time test,"
Meyer said. "They are experienced, and

they have a lot of players back on de-
fense."
With nine starters returning from a de-
fensive unit that finished second in the na-
tion in total scoring last season, Alabama
Coach Mike Shula has the personnel to run
with UF's speedy spread offense.
The Tide's greatest strength on defense
is their secondary, which was the No. 1
pass defense in the country last year.
"I feel good about the way our corners
are playing," Shula said. "They'll be tested
more this week than any other time this
year, and we need all three of them play-
ing well."
Alabama's secondary has been on lock-
down so far this year, giving up only 144.8

However, with a combined opponent
record this year of 4-9, Alabama is look-
ing for credibility with each chance it gets
on the field, senior defensive end Jeremy
Mincey said.
"I think they capitalize on their oppo-
nents mistakes," Mincey said. "They take
full advantage of them."
Alabama ranked first or second .in the
Southeastern Conference in scoring, pass-
ing and total defense last year and 2005
has proven to be no different behind one
of the SEC's strongest linebacker corps.
Senior DeMeco Ryans, the Tide's top re-
turning tackler, is one of the SEC's best at
stopping the run from the strong side spot.
Ryans is quick off the edge and plays best
when used in blitzing situations.
Along with Ryans, linebackers Freddie
Roach and Juwan Simpson will be looking
to stop the Gators run.
And apparently, Simpson isn't too con-
cerned about the Gators' passing game ei-
ther, despite UF quarterback Chris Leak's
319-yard performance against Kentucky.
"I'm one of those guys I've got to see
it for myself," Simpson told the Columbus
Ledger-Enquirer. "If he goes out and de-
stroys a team, he gets my respect. But he
hasn't faced us yet."
Leak will be facing a defensive scheme
that has given problems to the spread of-
fense system in the past.
Primarily utilizing a 4-3 stock defense,
Alabama defensive coordinator Joe Kines'
use of the 3-3-5 could be the difference
maker.
"They are running the odd, three-
down front around 75 or 80 percent of the
time, and we have a history of struggling
against that mentality," Meyer said. "Out
west, that was all you saw."
The advantage to running a 3-3-5 is the
added flexibility a solid safety could bring
to a table.

fense formation, a 3-3-5 setup allows the
defense to adjust by preparing for the
rush, blitzing from different places or fall-
ing back to defend the pass with the extra
defensive back.
In addition to talent and a proven
scheme on defense, Alabama will hope
to rattle a UF team from which no player
has ever played a collegiate game in
Tuscaloosa.
UF has dealt with crowd noise before,
but the coaching staff has made it clear
to players of just how tough it will be to
achieve success on offense.
"They said that they are probably the
best team we face so far and they probably
have the best defense we'll face," offensive
lineman Jim Tartt said. "Their secondary
will be the best we face yet."
